Responding to tragedy Following Sandy Hook, District 58 hosts forum to review security measures, address parents concerns

When former District 58 teacher Richard Samonte took the podium during Wednesday night’s school safety and security meeting, he asked parents and school administrators a sobering question. “I wonder how many of us would have been in attendance for this if Newtown hadn’t taken place?” Samonte, who retired from teaching after 38 years, offered his comments after District 58 officials and Downers Grove police and fire personnel reviewed the current security measures in place for grade schools in the community. An overview Samonte was happy to see, but one he wished would have happened regardless of the tragedy at Sandy Hook Elementary. “I commend you for making this presentation tonight, but this is a presentation that probably should have been done in September,” he said. “The question that I have is, ‘are we creatively planning for the abnormal?’” District 58 Superintendent Kari Cremascoli

Downers Grove Mayor Martin Tully highlighted a long list of village achievements in the areas of stewardship and sustainability, infrastructure investment and municipal services during his 2013 State of the Village Address. The report, which was given at the Feb. 5 Village Board meeting, focused less on upcoming projects in 2013. Instead, Tully used the time to praise the accomplishments of the past year. “It’s tough to distill down a whole year to a mere 30 minutes,” Tully said. “But in sum, the state of our village is this: strong and resourceful. With the great recession not too distant in our rearview mirror, we are proud to be on strong financial footing, but we are mindful of the challenges that lay ahead.”

addressed Samonte’s concern, saying that a number of current safety procedures are geared towards this type of preparation. A veritable who’s who of state and local Democrats were on hand Feb. 10 for the Democratic Party of DuPage County’s Presidents’ Day Gala, which featured former Pennsylvania Gov. Ed Rendell as its keynote speaker. Illinois Gov. Pat Quinn,Attorney General Lisa Madigan and U.S. Reps.Tammy Duckworth and Bill Foster were among the guests at the organization’s annual fundraiser. The opportunity to rub shoulders with this group of notables was just one small part of the event, which also served as a countywide celebration for the party’s success in the Nov. 6 general election.

“What a year to be a Democrat in DuPage County,” said Bob Pickert, DuPage County Democratic Party chairman. “Thank you for being here to celebrate our growth in the county and our growth as a party.” Pickert’s congratulatory statements were directed toward a group of more than 400 supporters, who came out to applaud the 17 Democratic officials elected to national, state and local government in the most recent election. Amy Rohrer,Executive Director of the DuPage County Democrats, said the results show that DuPage County’s historical Republican leaning is starting to change. “This is the first time, in 2012, that DuPage has ever re-elected a

Democratic president,” she said. “That shows you the change that is going on in DuPage.” That change has resulted in additional importance for the annual President’s Day Gala, she said, the party’s most important fundraiser in the county. “This used to be a $20,000 organization, and we’ve moved that to six figures,” Rohrer said in reference to the growth of the DuPage County Democratic Party. Foster, one of three Democrats elected to national office in DuPage County, echoed Pickert’s praise of the party’s turnout in the past election and the effects that support could have on congressional legislation. “The most important bill before us is immigration reform,” Foster said.“If we get that passed, it will be an historic accomplishment in itself. And we have a shot. It’s because of the efforts of people like you across the country that helps us have a shot.” The event was held at the Drury Lane Theatre in Oak Brook and, according to Rohrer, raised more than $60,000. “We do need to find the people who are wiling to spend $100 to $150 a plate to support Democrats,” Rohrer said. “But more than that, people are just excited to have something in the middle of winter to get dressed up and talk politics with their friends.” The event was also aimed at drawing attention to the dozens of candidates running for municipal office.The April 9 election will be a further litmus test of Democratic support at the local level, Pickert told the crowd. jsamples@buglenewspapers.com

SCHOOL SAFETY Continued from page 1 about our front doors being unlocked,” she said.“While that is an easy thing to point to, that is one small measure of safety.” Cremascoli commended District 58 for being “more vigilant” in terms of security and safety than any other district she has been a part of in the past. However, she said there are additional security measures to consider. Some of these measures related to locking the exterior doors, and included updating doorbell systems, door looking features and security cameras at schools. Currently, staff must come to the door to allow visitors to enter. Additionally, she said the district is looking to install swipe card systems, improve security alarms and look at school use beyond the school day. “While we continue to make upgrades in our schools, I think it’s important to acknowledge that so many of these measures have been in place for so long in our district,” she said. District 58 Director of Business Services Lorie Pilster echoed Cremascoli’s comments concerning training for unpredictable situations. She described the current emergency management plan, which his dictated by state and federal requirements, as one that is constantly evolving.

“It’s not a static plan,” Pilster said. “We review it annually, we make changes to it and we try to learn from what’s going on around us to make improvements to our plan.” At the federal level, No Child Left Behind requires districts to establish a plan that addresses student safety and drugs. Pilster said the plan must include security procedures, discipline policies, prevention activities, student codes of conduct, and a crisis management plan for violent or traumatic incidents on school grounds.

The Illinois School Safety Drill Act, which applies to all private and public elementary or secondary schools in the state,establishes four types of safety drills that schools must conduct. Evacuation drills, which are for situations when conditions outside of a school are safer then situations inside f a school, must be conducted three times during an academic year and include the participation of the local fire department. Bus evacuation drills must be conducted once per year. Law enforcement drills, or lockdown drills, must be conducted once

per year and include the participation of a local law enforcement agency. Finally, severe weather drills must be conducted once per year. Downers Grove Police Chief Robert Porter said that the recent tragedy in Newtown, Conn., has changed the way the Police Department operates and trains. “Sandy Hook has really had an impact on all of us law enforcement,” Porter said.“The police department trains very hard, and a lot of out patrols are directed towards the schools.” Downers Grove Police currently work in conjunction with the fire department, the district and the village under the emergency management unified command system, which allows a specific department to assume leadership depending on a given situation. The partnership also provides easy communication between departments during a school emergency. “We take a team approach to school safety,” Porter said. “We have no greater priority than the safety of our children.” Cremascoli said that student safety is everyone’s responsibility, and encouraged parents to get involved in the process by talking to their children and attending upcoming school board meetings. Woodridge mourns loss of Joel Kagann The Woodridge Community has experience a great loss in the passing of Joel Kagann, longtime resident and contributor to the Woodridge community. Affectionately known as Mr. Woodridge, Kagann served a storied career with the village of Woodridge, first as the village’s chief of police from 1962 to 1971, then as mayor from 1973 to 1977, and as village clerk from 1979 to 1981. He was subsequently selected as a member and president of the Police Pension Board from 1990 to 2008. During this time he served for 31 years as the clerk of the 18th Judicial Court until his

retirement in 2004. Kagann continued his long career of contributing to the community through his involvement in the Boy Scouts, Lions Club, and serving as president of the Woodridge Special Events Committee. In 2000 Kagann and his wife Laurie were selected as co-recipients of Woodridge’s prestigious Building on Our Dream Award for their significant contributions in crafting the community of Woodridge. The award spoke to their enduring spirit and years of devoted public service. In 2009, on the 50th anniversary of the incorporation of Woodridge,Town Centre plaza

was re-dedicated as Kagann Plaza in recognition of Joel’s and Laurie’s contributions to the community. Kagann and his wife raised both of their children in Woodridge, and their son Joseph currently serves as a trustee on the Village Board. Mayor William Murphy shared, “Joel Kagann truly was ‘Mr. Woodridge’ and his legacy is enduring. We have lost a true leader and will remember him for the myriad ways he shaped the Woodridge community.” In recognition of Joel Kagann’s passing, all village of Woodridge flags have been lowered to halfstaff.

SOTV Continued from page 1 In April, Downers Grove became the first municipality in DuPage County to introduce a stormwater utility, which requires property owners to pay a monthly fee for stormwater collection. Tully said the fee creates a sustainable and permanent funding source for stormwater system infrastructure and maintenance. That fee, which started showing up on residents’ utility bills last month, is based on total amount of impervious area on a property. “This will allow us to continue to maintain our infrastructure in compliance with both our local needs, as well as federal Clean Water Act requirements,” Tully said. Other achievements in the area of sustainability and stewardship during 2012 were a monthly electronics recycling program, the privatization of Downtown and train station snow removal, and improvements to and cost reduction for Fire Department services. “We’ve been able to improve service levels, while reducing expenses, resulting in 70 percent fewer call responses by the ladder truck,” Tully said. “We were able to reduce expenses for vehicle operation and maintenance, extend the life expectancy of the ladder truck and engines, and reduce our reliance on mutual aid support.” The village also invested $19 million in infrastructure improvements in 2012.Tully said the village spent $14.2 million on street reconstruction, $3.4 million on the water system, $1.3 million on the stormwater system and $730,000 on village sidewalks. One area of infrastructure improvement that required zero village funds was the completion of the Belmont Road underpass, which Tully called a “tremendous feat of engineering.” “Anyone who has driven down Belmont Road, while there is a train going overhead, can’t help but marvel at the accomplishment,” he said. “The only thing that the engineering accomplishment is dwarfed by, were the tremendous efforts of

many people over a decade to bring it to reality.” He said the project has helped to improve pedestrian and vehicle safety, enhance traffic flow, increase the number of commuter parking spaces and provide easier access to the Ellsworth Industrial Park. Finally, in the area of municipal services, Tully said the approved referendum for electrical aggregation has allowed residents to begin saving an average of $350 annually on their electric bills. “Electrical aggregation, as a first-time experiment in the village of Downers Grove, has been paying off pretty well,” Tully said. Improvement to the electrical delivery system by ComEd and the establishment of annual town hall meetings with the utility company, are two other achievements in the area of municipal services Tully highlighted during the address. After a series of violent storms in the summer of 2011 caused many residents to loss power for extended periods of time, ComEd held a town hall meeting for residence to voice their problems. From that meeting, a number of potential improvement areas in delivery were identified. In 2012, some of those steps toward improvement, such as tree trimming and equipment replacement, were made. “The event was so successful that we did it again in 2012, and it has become an annual event,” he said. “It has basically resulted both in improved reliability of the system in our community, and improved communication and relationships with Commonwealth Edison.” Tully spent little time on village plans going forward, choosing instead to highlight the success of 2012. He did offer some general closing remarks as to the village’s guiding principles as it moves into 2013 and beyond. “The lessons of the past few years will be instructive for many yet to come,” he said.“One in particular will be the need to continually innovate wherever possible, and to cooperate, collaborate and consolidate local government resources wherever prudent and feasible.” jsamples@buglenewspapers.com

Beads attempted to sell proceeds from a recently reported burglary in the 400 block of West 65th Street to a police officer and was apprehended. Downers Grove woman sentenced to eight years for shooting boyfriend DuPage County State’s Attorney Robert B. Berlin on Feb. 6 announced that Vickie Podruzek, 44, of 6315 Carpenter St., Downers Grove, has been sentenced to eight years in the Illinois Department of Corrections for the 2012 shooting of her live-in boyfriend Kraig McCauley. Podruzek entered a plea of guilty to one count of aggravated battery with a firearm, a Class X felony, in front of Judge Daniel

Podruzek followed McCauley to the bedroom and upon finding the door closed, retrieved a shotgun from another bedroom and returned to find the bedroom door still shut. Podruzek then fired the gun through the closed door striking McCauley in the neck and shoulders. McCauley was taken to a local hospital and has since recovered from his injuries. “Domestic violence is responsible for more than

2 million injuries and more than 1,300 deaths each year,” Berlin said. “Thankfully, Mr. McCauley’s injuries were not fatal. People have got to learn that if a disagreement arises at home, violence is never the answer. Ms. Podruzek learned this lesson the hard way and will now have the next eight years to think about how she could have handled the situation differently. “I would like to thank

the Downers Grove Police Department, particularly Detectives Robert Bylls and Jeremy Thayer, for their work on this case as well as Assistant State’s Attorneys Ann Celine O’Hallaren and Kirsten King for their efforts in holding Ms. Podruzek responsible for her behavior.” Podruzek will be required to serve 85 percent of her sentence before being eligible for parole.

Jefferson chess team wins back-to-back titles Lightning can in fact strike twice in the same place. At least it may seem that way to the chess team at Jefferson Junior High School in Woodridge, after the players fought their way to another SDEAA Conference Tournament championship on Saturday at Lace School in Darien. The final round was a nail-biter, as the top three teams in the tournament were all within a few points of each other, and no one knew which team would take first until the awards ceremony. In one of the closest conference finals in recent memory, the Jefferson Wolverines finished the day with 29 points, followed by Gower Middle School with 27.5 points and Westview Hills Middle School with 26.5 points.

The top 10 players from each of the seven teams compete for points at the meet. Each player is ranked by board level, from the top player at first board to the final competitor at 10th board. The players are matched against other schools’ players at their same board level during four different games on the same day. One individual champion is also recognized at each board level. In addition to bringing home the first place team trophy, Jefferson also had four individual board winners taking home medals: Walter Marsh at the 8th board (two years in a row), Colin Ferguson at the seventh board, Paul Noble at the 5th board and Jack Walsh at the 4th board. Marsh is a sixth grader

at Edgewood elementary, while Ferguson, Noble and Walsh attend Jefferson and competed on the chess team for the first time this season. The Jefferson Junior High Chess Team finished the regular season with five wins. Despite finishing fifth in the SDEAA Conference, Jefferson Coach Joe Wechman repeatedly told his team that if they played to their potential, they had a real chance at defending their title of a year ago at the conference tournament, where everyone starts the day with 0 points. This is the second year in a row that Jefferson has won the tournament. Previously, the team hadn’t won a conference championship in 21 years.

Eleven students in District 99 advance as National Merit finalists Eleven students at Community High School District 99 have been designated as finalists in the 2013 National Merit Scholarship Program (NMSP), an academic competition for recognition and scholarships sponsored by the National Merit Scholarship Corporation (NMSC). Students are selected based on test scores, an essay, their schools’ curricula and school official recommendations, as well as involvement in activities and leadership. Of the 1.5 million entrants,

approximately 16,000 semifinalists were named in September and 15,000 of these students were named as finalists. Beginning in March, the NMSC will select 8,400 as merit scholarship winners. Cummings, DGS trio headed to state By Mike Sandrolini Sports Reporter

A week after getting handed his first loss of the year, Downers North’s 138-pound senior star Cullen Cummings let it be known that he’ll be a force to be reckoned with at this weekend’s state individual tourney. Cummings handily won Saturday’s Class 3A Shepard sectional by sweeping through the field, capping his run with a 5-0 victory over runner-up John Pellegrino of Sandburg in the title bout. Cummings will be the Trojans’ only representative in Champaign, but Downers South will be well-represented as three Mustangs—senior Alex Anaya (160), junior Mike Hobbs (heavyweight) and sophomore Joe Nugent (126)—advanced to third-place matches at Shepard and earned automatic qualifying berths. Lisle, competing in the Class 1A Plano sectional, is sending four individuals to state, led by senior Brian Czyl, the sectional titlist at 145. Westmont also was at Plano, and 220-pound senior David McDermott qualified by placing fourth. •Both Cummings and DGN coach Chris McGrath agreed that Cummings’ 10-5 loss to Hinsdale Central’s Juwan Edmond in the championship match of the Hinsdale Central regional was a pressure-reliever. Cummings had been carrying an undefeated mark all year and was ranked No. 1 in his weight class. “There was a lot of pressure, and I had the monkey on my back with an undefeated record,” said Cummings, who had defeated Edmond three times before meeting him in the regionals. “After that match

I went back to the basics.” At sectionals, Cummings not only plowed past Pellegrino, he won each of his three matches leading up to the title match by major decision. “That (the loss) could be the best thing that could happen to Cullen,” McGrath said. “He’s such as great athlete and he competes at such a high level, the pressure was making him tight. So losing that match releases that pressure. He’s such a great kid. He doesn’t implode after a loss; he gets better.” Cummings, a three-time state qualifier, made it to the state championship match at 132 last February, but he’s still cranking out victories even after moving up in weight and will bring a 43-1 record into the weekend. The way McGrath and Cummings see it, the crown at 138 is there for the taking. Each of the top-ranked wrestlers has been defeated. In fact, Sal Annoreno of Bartlett, who’s ranked No. 1 at 138 by Illinois Matmen,ended up finishing third at the Maine East Sectional. “The mindset going in is I’ve established myself as one of the top guys in the state at my weight,” Cummings said. “I just have to go out there and get it, just like last year. Even though I lost in the finals nobody expected me to make it to the finals. I just kept advancing and I’ll keep thinking about advancing (this weekend).” “I like his chances,” McGrath said,“but the truth of the matter is there’s six guys in the state that can win a title and he’s one of them. I think if he competes to the best of his ability he’s got as good a shot as anybody else.” Sophomore heavyweight Edwin Phillips was one step away from qualifying for state, but he lost the match that would have put him in the third-place

While the Downers Grove South girls gymnastics team will part ways with a pair of seniors from the quintet of Mustangs that qualified for the Hinsdale Central Sectional tournament last week, the cupboard is far from bare for the future. While they had no gymnasts advance to the state meet, South had a junior, a sophomore and a freshman compete and freshman Emily Tom, one of the team’s top all-arounder, was injured, making the future bright. “Only three girls did not compete today, so it is nice that the majority of the team advanced as individuals,” said Downers Grove South coach Kristyn Moavero. “Next year, the goal is to make it as a team. Sports STATE Continued from page 11 exceptional competition at Shepard. But by the end of the night, Anaya, Hobbs and Nugent had locked up state-qualifying spots at Assembly Hall. All are firsttime qualifiers. “If you go by the rankings, this is the toughest sectional in the state,” LeBlanc said. “So to get three guys out of this when we weren’t so sure walking in this morning at 7 a.m. whether we’d get any, I’m very proud of all the kids.” Anaya was a sectional qualifier each of the past two years, but the third time around proved to be the proverbial charm. He received a first-round bye after winning a regional title at Hinsdale Central, lost his first-round match at Shepard, yet ended up advancing through wrestlebacks to the third-place bout. Anaya (39-6) defeated Jon Wagner of Batavia to get to the third-place match, but then fell to Brother Rice’s Nuntreae Jackson.

This marks the fourth year that a member of the Anaya family has competed at the state tourney. Alex’s older brother, Willie, was a three-time state qualifier at 160 for the Mustangs. “I’m just following in my brother’s footsteps and hopefully achieving higher,” Alex said. “It’s amazing. It feels like all the hard work that I’ve put in, it’s worth it at the end.” Hobbs earned his 40th victory of 2012-13 in the thirdplace heavyweight match by way of a 1-0 ultimate tie-breaker over Corinthian McBridge of Thornton. He upended Josh Hickey of Marist to reserve his place at state. “My coaches are going to be working me really hard,” said Hobbs, also known as “Big Mike,” who’s 40-5. “So I just have to work extremely hard.This week (at state) is going to be 10 times tougher than this.” Nugent (41-12) started the day by dropping his first-round bout. But after getting a bye in the wrestlebacks, he won his next four matches, including a 4-2 victory versus Mike Falco of St. Rita that got him to the third-

place match, and then defeating Sandburg’s Jake Vales for third with an 8-5 decision. “It feels good,” Nugent said. “I’m just going to work harder (this week) and make sure that I keep my head up and now slow down in practice.” •Czyl, with his 3-2 victory by decision over Coal City’s Jake Czaja, now heads to state with a 25-1 record. It’s Czyl’s second consecutive trip downstate; last year he qualified at 138 pounds. Czyl’s classmates, Ryan Kilroy (29-3 at 132) and AJ Pascente (33-5 at 113) are joining him at the tourney. Kilroy made it to the title bout, where he bowed to Andy Rodawold of Wilmington in a 10-6 decision. Pascente got to the third-place match and scored a 12-3 win by major decision. Lions’ junior Ben Buchelt also advanced to the championship match at 138. Buchelt lost an 8-7 decision to Ivan Lopez of Plano, and is 35-2. Freischlag named coach of the year The Illinois High School Tennis Coaches Association (IHSTCA) has named South High’s Boys Tennis Coach Peter Freischlag “Coach of theYear”for 2012.Freischlag is also a teacher in the special services department at South High School in Downers Grove. Each year, the organization recognizes a coach based on team record, obstacles the team faced, contributions the coach made to the sport outside of the

high school season and player development. Led by Freischlag, the boys tennis team had a successful 2012 season, including: •A 21-1 dual match record •1st at 6-0 with 11 medalists in conference play •1st in sectional play, qualifying all six players •11th at the state tournament, with three All State selections In addition to the team’s

record, the IHSTCA committee noted Freischlag’s challenge after a tornado left the tennis courts unplayable, and the team needed to find alternate arrangements. They also cited his contributions to tennis outside of the high school season, including his USPTA membership, Hall of Fame committee work as chair and All State committee work. Freischlag was also commended for his commitment to developing

players. “Peter has been a tremendous asset to South High and to our tennis program,” says Athletic Director Randall Konstans. “We are proud that he has been recognized by the IHSTCA and achieved this noteworthy award.” Coach Freischlag will be honored at an awards luncheon on Friday, January 25, 2013 in Aurora at the Vaughn Athletic Center.

compete in college. “I am so happy how it ended,” Wendt said, fighting back tears. “My last floor routine I just did was one of the best routines I have ever done. I felt great going out there giving the best routine I could. I have been doing this since first or second grade and now my body can rest.” Wendt said she will not be far away next season, as she hopes to watch her young teammates. “A lot of the girls on the team have gotten a lot more skills, even in the last few weeks,” she said. “I look forward to coming back next year and see what routines they can throw.” She used the sectional to help teach the first-time qualifiers how to stay calm. “I felt like I had to keep them calm and tell them this was just

another meet and we had to stay focused and go out there and do our best and not worry about the name of the meet,” she said. Also competing in single events were freshman Gabby Henderson in floor and junior Inna Dzyuma in bars. “I am happy that we got this far and made it here. I thought it would be more nerve-wracking, but I was nervous,” Dzyuma said. “I was a little upset that I fell twice on my only event that I did. I know that I will be better next year. I know that this year’s sectional was just to get a feeling for it so we can work on it throughout the year and be back here next year and be ready to compete.” Dzyuma said competing in only one event was not as easy as being in several events. “It was more nerve-wracking

sitting there thinking about one routine I have to hit,” she said. “But it was still fun.” The lone all-around sectional qualifier was sophomore Bella Marzari. “This was my first sectional and it was a lot of fun,” Marzari said. “I think next year I will be more experienced and I will know what to. It was fulfilling to see that my hard work had got me this far.” Moavero said she was happy with all of the performers. “This is not easy. Gymnastics is never easy, no matter where you do it,” she said. “We got a lot of lessons in handling pressure. We told them to go do their best. We had new skills go in tonight.That is not something you normally do, but they worked hard and they earned them.”

This is a good group, they are good friends and they get along well and at the end of the day, that is what they will remember. We are a young team, we graduate two seniors and we have a lot of freshmen, sophomores and juniors and it is about getting them confidence and experience and putting in bigger skills.” The two seniors that graduated were Kate Moore, who competed at sectional in the vault and Lauren Wendt, who competed in the bars and the floor. For Wendt, it was her third trip to sectional, as well as her final meet ever, since she will not
