The Stormwater Education Workshop instructed Downers Grove residents about sustainable practices related to stormwater management, while also giving them a financial incentive to engage in conservation strategies. “The incentive program is why most of you are here tonight,” Stormwater Administrator Karen Daulton Lange said to the crowd. “If you have a qualifying rain barrel, rain garden, a dry well cistern, permeable pavement system, these all can qualify for a one-time incentive for your storm water utility.” The stormwater utility, which went into effect in January, is a monthly fee based on the total amount of impervious area on all parcels throughout the village.

Breakfast. The event, held at O’Neill Middle School, gave administrators, teachers and student leaders the opportunity to ask a panel of legislators a number of questions relating to education policy. U.S. Rep. Bill Foster, D-Naperville, and state reps. Ron Sandack, R-Downers Grove,

Woodridge Rotary Club seeks scholarship applicants The Woodridge Rotary Club is seeking applicants for its Service Above Self Scholarships. The $2,000 award recognizes exceptional community service performed by graduating high school student(s) pursuing higher education. The scholarships fund advanced education at colleges, trade or technical schools. Eligible applicants include all village of Woodridge residents as well as non-residents where,

Woodridge is the primary Rotary Club. Two scholarships are available. The scholarships provide financial support to students who have participated in community service activities over several years. The Rotary Club is looking for students who have made a difference within their community by enriching the lives of others, especially those in need. Applications will be evaluated on the quality and level of community service activities and volunteer work listed. While

school and church activities are important, examples of volunteerism throughout the wider community are being sought. An example of this would be a church mission trip to do physical labor for others. Students must also have a C average or better to be eligible. The fee is based on Equivalent Runoff Units, which are equal to 3,300 square feet of impervious area, and that equates to a monthly fee between $6.30 and $12.60 for

all single-family residential parcels. The incentive program is not applied to a homeowner’s monthly bill, which would remain the same regardless of the incentive. “This stormwater utility is here to stay, and it’s going to go up every year,” Lange said. In addition to incentives, property owners also can take advantage of stormwater utility fee credits and the village cost-share program.

Lange explained that credits, which do lower the amount of the monthly fee, are typically only for non-residential properties with larger amounts of impervious area.The village cost-share program is similar to the incentive program, but involves combined work between two or more property owners. Jim Kleinwachter, land preservation specialist with Conservation Foundation, was the guest speaker at the Feb. 21 workshop. He outlined a number of steps residents can take to manage stormwater, make their yards more sustainable and earn a stormwater incentive through the village in the process. “The cumulative effect of all our properties adds to the large amount of runoff we’re seeing,” Kleinwachter said.“The cumulative effect of large areas running off is causing the problems we are having in our river systems.” One of the most important things people can do is turn their properties into sustainable landscapes, and he said nothing is more sustainable than prairie plants. “What we’re looking for are plants that are working, rather than plants that are decorative,” Kleinwachter said. The Stormwater Education Workshop was hosted by the village of Downers Grove and featured a number of vendors who specialize in creating sustainable landscapes.

Woodridge moves on Janes Plaza After lengthy negotiations, the village and the owners of the Janes Plaza Shopping Center located at the northeast corner of Janes Avenue and 83rd Street have been unable to come to terms on a fair market sales price for the property. As a result, the Woodridge Village Board passed an ordinance Feb. 14 authorizing the commencement of an eminent domain action. During the summer of 2012 Woodridge amended its Janes Avenue Tax Increment Financing District plan. The change went into effect after several months of Village Board consideration and public input opportunities. The move allowed for TIF dollars to be used to purchase See JANES PLAZA, page 4

Seminar raises awareness of gang problem

BREAKFAST Continued from page 1 education is to get the state budget under control,” Sandack said “That’s all there is to it.” Sandack, who previously served as state senator for the 21st District, said unfunded mandates continue to be a source of strain for local school districts. As a senator, Sandack worked on a bill designed to deal with Internet bullying in schools. Despite having good intentions, the state representative said the bill would have been unfunded had it passed. “The idea of layering schools with another requirement, as good as it was, troubled me quite a bit,” Sandack said. “Bridging the gap, talks about the mental process and the collaborative process of looking at these bills very carefully to determine if they’re really adding value and, if so, at what cost.” At the federal level, Foster echoed Sandack’s point about the need to balance value over cost by highlighting the “tug-ofwar” that takes place between the amount of money spent on core curriculum and other areas. “Ultimately, there is only so much to spend on education,” Foster said.“You have to ask how much you should divert from the core curriculum to spend on things like mental health or just broadening your knowledge of the universes.” Both Foster and Sandack were responding to School Board member Roberta Diehl, who asked the panel what they could do to bridge the gap between the need for social and emotional learning, and budget cuts to government funding in these areas. the 2003 Children’s Mental Health Act, which brought about the current Social and Emotional Learning standards in 2005. She said the initial $9 million grant to fund the Act has since dwindled. “I don’t even know if there is a million dollars in the grant this year,” Bellock said. “The whole point is, pay attention to mental health, especially in the schools. The teachers are the key component here. This is extremely important”

Positions on Pensions The panel also was asked what they can do to address the state’s pension system. Foster said one way to correct the state’s finances as a whole would be to even out the ratio of federal spending to federal taxes. As a “donor state,” Illinois currently spends $1 in taxes to every 75 cents it receives in federal funding. Foster said this discrepancy accounts for $20 billion a year. “If we could have even a fraction of that $20 billion flowing back to Illinois, we would not have a fiscal crisis in this state,” Foster said. The congressman added that he has proposed the possibility of creating a “donor states caucus” with members of the House on both sides of the political aisle to address the concerns of these states. In the meantime, Foster said voters should elect politicians who think about long-term

solutions to political problems, suggesting a “quick fix” approach is what corrupted Illinois’ pension system. Both Sandack and Bellock emphasized the importance of pension reform if the state is going to get on firm financial footing. “The entire economy of the state of Illinois rests on this decision, this year,” Bellock said. Sandack agreed with his colleague’s assessment, saying state leaders need to focus on nothing else this legislative session but comprehensive pension reform. Sandack said there is room to compromise on the issue of shifting the cost of teacher pensions to local school districts. “There’s some logic and reason behind that, but it’s also chaotic,” he said. “The transition is what has caused many on my side of the aisle, and many Democrats as well, to say we need to thoughtfully handle this.” Sandack said he suspects a deal will be reached by the end of the spring legislative session on May 31. Ultimately, he feels the solution will be one of “shared sacrifice.” At the end, District 58 Superintendent Kari Cremascoli thanked the representatives for attending and asked that they continue a policy of cooperation in all the issues discussed at the event. “The more we can work together to generate solutions and take actions on those challenges the better off we all will be,” Cremascoli said.

The DuPage County State’s Attorney’s Office will be hosting an educational and informative public seminar aimed at providing DuPage County residents with a better understanding of gangs and their presence in our communities. The seminar will be held from 6:30 to 8 p.m. March 4 at the LindenOaks at Edward Outpatient Center, 1335 N. DuPage County State’s Attorney Robert Berlin and Illinois Attorney General Lisa Madigan announced that Dorian Luzaj,29,6313Winston Drive, Woodridge, was sentenced Feb. 21 to 20 years in the Illinois Department of Corrections for operating a Chicagoland area drug ring. Luzaj entered a plea of guilty to one count of cannabis trafficking, a Class X felony, in front of Judge Robert Kleeman, who handed down the sentence. Luzaj was the leader of a drug ring with ties to California that was

Kingsley student council members create posters for World Rare Disease Day event.

Parents raise awareness for World Rare Disease Day Students and staff at several District 58 schools are set to support World Rare Disease Day Feb. 28. Necia Munro and Jennifer Van Houtan, both of whose families are living with a rare disease or condition, are partnering with Global Genes Project to spearhead a World Rare Disease Day awareness campaign at the two schools. Global Genes Project is a leading global rare and genetic disease patient advocacy organization that works to build and unify a global rare and genetic disease community. The organization also strives to positively impact patients in their lifetime by offering programs designed to educate, empower, and support patients, advocates, foundations, and other rare disease-focused organizations. “We feel this is an important cause to support, since one out of 10 Americans are living with a rare disease, and only 15 percent of rare diseases have organizations or foundations providing support or driving research,” Van Houtan said. She added that in the United States, a condition is considered “rare” if it affects fewer than 200,000 people combined, and approximately 50 percent of those affected by rare diseases are children.

Munro’s daughter Hallie, who attends Pierce Downer, was born with a rare condition called Heterotaxy, in which none of her organs formed properly. This occurs in just 4 of one million live births. The heart is always affected to varying degrees, but Hallie’s heart has taken a back seat to her myriad other problems that have required surgery, including her lungs, spleen, intestines and stomach. Pierce Downer is also the home school of Noah and Laine Van Houtan. Noah was diagnosed with Late Infantile Batten Disease following 16 months of seizures with no known cause, and five months later, Noah’s sister Laine was diagnosed before her symptoms started. Typical early signs are loss of muscle coordination (ataxia) and seizures, along with progressive mental deterioration. Noah and Laine participate in the Southeast Association for Special Education in DuPage program at Kingsley, and their sister Emily is in first grade with Hallie. Munro and Van Houtan have ordered 1,000 Blue Denim Jeans Ribbons© to pass on to each child, faculty and staff member at Pierce Downer and Kingsley to wear on World Rare Disease Day Feb. 28. At Kingsley, students and faculty

also are invited to donate $1 to wear jeans that day. “This is a simple campaign, and a very important one to those in the rare disease community,” Van Houtan said. Al this week, the Kingsley student council also will be selling bookmarks created by students in the SASED multineeds classroom during lunch. Whittier School will be supporting the cause, as well. The school’s Teeny Tiny Team, along with the student council, will be distributing ribbons and collecting a suggested donation of $1 to support Global Genes Day. Teachers will donate $5 to wear jeans on Feb. 28, and students are encouraged to wear their favorite jeans to show that they care about RARE. Lisle grapplers fall in quarterfinals By Mark Gregory Sports Reporter

In wrestling dual meets, the key to winning that match is to earn as many bonus as possible. While Lisle had posted their share of pins Saturday at the Class 1A state meet at the U.S. Cellular Coliseum in Bloomington, they gave up more in their 47-30 loss to Petersburg PORTA Co-op. The match opened at 120 pounds, where PORTA’s top wrestler Jordan Richardson posted a 19-3 technical fall in 5 minutes, 12 seconds over Danny Grant of Lisle. PORTA’s Jake Churchill posted one of only two decisions on the day, when he beat Brandon Vega 5-4 to give the Bluejays an 8-0 lead. Lisle senior Ryan Kilroy brought the Lions back in the match with a pin in 5:29 over George Ford at 132 that cut the lead to 8-6. “We had a great year, we just didn’t do too good in the state tournaments either individually or as a team,” Kilroy said. After Ben Buchelt was pinned in 1:15 by Levi Vogt at 138, PORTA briefly took a 14-6 lead. Senior Brian Czyl got those points back for Lisle with a pin in 1:43 over Jacob Evans at 145. “It was a roller coaster when we got a pin and then our 138 pounder got pinned and I got it right back,” Czyl said. “It was all up and down right there, it just didn’t go our way. We just couldn’t stay off our backs. I am proud of us a team and I know no one expected us to be a state team.” Starting at 152, PORTA began to pull away, as Jesse Setzer earned the only other non-bonus win with a 6-2 decision over Andrew Bartol.

Lisle’s Tyler Schech earned a pin in the 195-pound weight class during the Lions’ loss to Petersburg PORTA Co-op Saturday.

The Bluejays followed that up with a pair of pins at 160 and 170 to open a 29-12 lead. Lisle got a pair of pins in a row to mathematically get back in the meet, as Kevin Sheahan pinned Trevor Osbourne in 4:28 at 182 and Tyler Schech pinned Logan Shafer in 1:14 at 195 to cut the PORTA lead to 29-24. Without having a 106 pounder, Lisle had to at least get decisions

at 220 and 285 to have a chance of being down five points entering the final match. Unfortunately, PORTA earned pins at both top weights and got the six points for the forfeit at 106 to lead 47-24. The Bluejays elected to wrestle the last match instead of forfeiting the final bout, allowing Lisle senior A.J. Pascente to earn a pin over Griffin Willis in 3:50 in

his final match as a Lion. Despite the outcome, Lisle coach John Davis is happy with the outcome. “If you would have told me at the start of the season that we would be here today, I would have told you that you are crazy,” Davis said.“We just couldn’t stay off our backs today. I am overall proud of the kids, it was a good season.”

Along with Kilroy, Czyl and Pascente, Lisle also graduates seniors Tyler Martin, Andrew Bartol and Tyler Schech. “We are losing six seniors overall and five that are starters, so those are a lot of wins right there, so we have to get some more kids in the room,” Davis said.“We have a nice solid junior class coming back.” mark@buglenewspapers.com

Kujawa joins elite group of divers at DGS By Mike Sandrolini Sports Reporter

Whatever varsity and froshsoph diving record Mustangs senior Ryan Kujawa doesn’t own, his Downers South diving coach, Mark Antonoff, does. Following his sixth-place performance at the IHSA state swimming and diving meet held Saturday at New Trier, Kujawa now becomes only the fourth diver in DGS history who’s medaled twice at state.

Downer South senior diver Ryan Kujawa placed sixth in the state at Saturday’s IHSA swimming meet held Saturday at New Trier.

The quartet includes Antonoff (fourth in 1972 and second in ’73), Bryan Mertz (ninth in ’89 and fourth in ’90), Matt McCahill (11th in 2006 and fifth in 2008) and Kujawa, who took fourth last February. “He’s (Kujawa) had a terrific career here,” Antonoff said. “He holds the varsity records for 11 dives and the freshman (sophomore) record for six. I hold six (varsity) dive records and 11 (frosh-soph) dive records, so it’s a nice grouping for the

two of us.” The four-time state qualifier said a number of factors contributed to his 10th-place finish (291.45 points) after last Friday’s preliminaries in which he came perilously close to not making the cut for Saturday’s final round. It was exciting (going into the final round). I was with a really good group of guys. We were having a lot of fun and we were all just excited to dive. I just wanted to make it to the top six, which I did.” “From an overall perspective and a coach’s perspective he did a real nice job,” Antonoff added. “Could he have done better? Absolutely. He was a little shaky yesterday (Friday) but he was right on today. He moved up from 10th to sixth. That was a very nice move up and he did very well today. He’s had a great season.” Kujawa said he particularly enjoyed the camaraderie he developed with his fellow divers throughout the weekend—those with whom he’s competed against throughout his career, and those who had made it to state for this first time this year. “When you get to the elite level that we’re at,” he said, “you know the people you’re diving with because you see them at the finals or you see them at the end of the meets. It’s a good group of

guys. We’re always laughing and we know each other.” Naturally, Kujawa said he wanted to place higher last weekend than he did in 2012. “I’m always disappointed that I didn’t do better (than) the last year and the year before,” he said. “I know for a fact that if I would have hit my dives, I would have done way better than last year.” The last couple of months leading up to state have been personally challenging for Kujawa, who was charged by Woodridge Police in late December with a DUI. Kujawa credits his coach for helping him cope with the situation. “He (Antonoff ) was a big help with that,” Kujawa said.“He just told me, ‘You just dive and I’ll worry about the rest.’ That always helped me. Yesterday, I didn’t have that mindset, but today, that definitely helped me.” Diving,he said,has helped keep him grounded and focused. “When I was diving I didn’t have to think about anything else,” Kujawa said. “About the outside world and about all the other consequences. It really helped me to relax and let go of that.” Kujawa’s teammate on the Mustangs’ diving squad, junior Josh Jaeger, also competed in the prelims but didn’t make it to the finals. Alec Masterson, a senior, advanced to state in the 50-yard freestyle, and finished 22nd in the prelims. His 21.88-second clocking, however, wasn’t far off the time of the last qualifier for Saturday’s finals (21.56). “I think he’s had a very good season,” Antonoff said. “Alec worked really hard; he’s a really nice young man. The workplace rewards smart work. If you want to get the goodies at work, you’ve got to stop working hard and start working smart. Smart work is the work that accomplishes two objectives: 1) Fix the icebergs sinking the ship of your organization. A

lot of employees spend all their time obsessing about arranging the deck furniture and no time fixing problems sinking productivity and profitability in their company. 2) Contribute to the emotional agenda of your boss and management. Companies will hire employees who can remember what they are told, but companies only promote the people who can see key problems and think creatively about how to fix them. Ask and your boss will tell you that he or she adores the employee that doesn’t just bring a problem but brings them the solution instead. Your boss is the person

directly responsible for whether you get rewarded at work. If you do not know his or her emotional goals, and do not help achieve them, you can work like a dog and get very little. Emotional goals for your manager are irrational objectives that he or she may be unconscious about wanting or would never admit to. Emotional needs of managers can include avoiding being seen as stupid, being admired, or getting to be right. If you can help your manager get these goals, you’ll be rewarded. If you interfere with your boss getting these goals, you’ll get nothing. As loyal readers of my column have learned, the heart will win over the head nine times out of 10 in the workplace. Beautiful side dish is so classic it’s new again By Wolfgang Puck Tribune Media Services

Anyone who loves good food wants it to look good, too. After all, as I often like to tell people, we eat with our eyes before we eat with our mouths. Let’s face it, though, too many vegetable side dishes look more than a little bit unexciting, like nothing our eyes would want to eat. Think of those sad little broccoli florets sitting there on the plate, or that scoop of spinach leaves, or those steamed baby carrots.They’re colorful, yes. But tempting? Of course, there are many ways to make vegetable sides look more enticing. Some of the simpler options include adding garnishes that contrast beautifully with the featured ingredient while also adding sparks of flavor - sun-dried tomatoes, for example, or toasted almond slices, a drizzle of pesto or just a sprinkling of minced fresh herbs. Asian cooks certainly know how beautiful it looks and delicious it tastes when you attractively cut up a medley of vegetables and stirfry them together. And you can always slice or chop vegetables and combine them with a starchy side, creating a colorful tangle of pasta or a confetti-like rice or quinoa pilaf. But there’s more you can do by actually transforming the vegetables into something new: pureeing them, layering them, and then baking them in a loaf shape that, when sliced, presents a beautiful, delicious rainbow of

contrasting colors and flavors. That’s what I’ve been doing for years with my Three-Colored Vegetable Loaf.It combines chopped and cooked carrots, mushrooms, and spinach, lightly bound with touches of egg and cheese, to make a bright rainbow of a side dish that goes wonderfully with roast, grilled, broiled, or sauteed meats, poultry, or seafood. Such dishes are classics of the French repertoire. And I think it’s time for them to make a comeback. Impressive though this side is to serve, you’ll find it surprisingly easy to put together, and much of the work - cooking and pureeing the vegetables, all the way up to layering them in the pan before baking - can be done up to several hours in advance. Just be sure to eliminate excess moisture from the spinach, to keep the dish from turning soggy, and line the pan carefully with parchment paper to stop the loaf from sticking. Once you’ve mastered the recipe, use its techniques to prepare loafs featuring other not-too-watery vegetables that will have similar consistencies when cooked and chopped, such as cauliflower, broccoli, fennel bulb, kale leaves, or parsnips. Whatever the combination, I encourage you to give this recipe a try for your next dinner party, or just for a family meal when you have a little extra prep time. Make it a classic in your own kitchen repertoire.

This colorful vegetable loaf features carrots, mushrooms and spinach with touches of egg and cheese.

THREE-COLORED VEGETABLE LOAF Serves 8 5 ounces unsalted butter 2 pounds organic carrots, peeled and cut into 1/4-inch-thick slices 1/4 pound organic button mushrooms, wiped clean with a damp paper towel, cut into 1/4-inch-thick slices 1/2 pound organic baby spinach leaves, rinsed and patted dry with paper towels 5 large cage-free eggs 4 ounces shredded Swiss cheese 1 teaspoon salt 1 teaspoon freshly ground black pepper Melt 2 ounces of the butter in a saute pan over medium-low heat. Add the carrots and saute, stirring frequently, until tender, 7 to 10 minutes. Empty them from the pan to a cutting board, chop coarsely, and then transfer to a

large mixing bowl and set aside. In the same pan, melt 1 ounce of the butter over high heat. Add the mushrooms and saute, stirring constantly, for 2 minutes. Empty them onto the cutting board, chop coarsely, and add to the carrots. Melt 1 ounce more butter over high heat. Add the spinach and saute, stirring constantly, until wilted and any excess moisture has evaporated, 2 to 3 minutes. Chop coarsely and transfer to a separate bowl.When the spinach has cooled, add 1 egg and stir thoroughly with a fork. In another bowl, beat the remaining 4 eggs. Stir in the Swiss cheese. Add the egg-and-cheese mixture to the carrots and mushrooms, season to taste with salt and pepper, and stir thoroughly. Position an oven rack in the center of the oven. Preheat the oven to 400

degrees F. Line the bottom of an 8-1/2 by 4-1/2 by 2-1/2-inch loaf pan with parchment paper. Butter the pan and the parchment paper with 1 tablespoon of the remaining butter. In the bottom of the pan, spread half of the carrot mixture.Add all of the spinach mixture, spreading it evenly; then, top with the remaining carrot mixture. With the remaining butter, coat 1 side of a piece of parchment paper cut to fit the top of the pan, and place the paper buttered side down on top of the final carrot layer. Place the loaf pan inside a baking dish with high sides. Into the dish, pour enough hot water to come halfway up the side of the loaf pan. Pull out the oven rack, place the baking dish with the loaf pan on the rack, and carefully

slide the rack into the oven. Bake until a knife inserted into the center of the vegetable loaf comes out clean, about 1-1/4 hours, checking and adding more hot water to the baking dish if necessary. Carefully slide out the oven rack and lift out the baking dish. Remove the loaf pan. Peel off the top piece of parchment paper. Run a thin, sharp knife around the insides of the loaf pan to loosen the loaf. Invert a serving platter over the loaf pan. Holding the pan and platter tightly together with potholders, invert them. Then, place on a work surface and carefully lift off the loaf pan. Peel off the remaining parchment paper. With a sharp knife, cut the vegetable loaf crosswise into slices. Serve immediately, carefully transferring the slices to serving plates.
