Untangling the web of energy supply alternatives Energy forum to educate residents on energy options By Robin Ambrosia Staff Reporter

As a result of an Illinois Commerce Commission decision in December 2010, Illinois residents are able to select their utility company to supply them with electricity and/or gas. The landmark decision has many utility customers asking many questions. What should I know before I do any research? How do I know if a utility company is legitimate? What should I look for in the fine print? Why does my bill still come from Nicor Gas or Comed?

While the decision resulted in more options, many residents are still in the dark regarding the procedure. State Sen. Ron Sandack (R-Downers Grove) is hosting a Citizens Utility Board (CUB) Energy Forum at 7 p.m., Wednesday July 18, at the Downers Grove Village Board Room, 801 Burlington Avenue.The forum is aimed to educate residents on the energy options available to them. Representatives from CUB will be on hand to discuss municipal electric aggregation, energy choices, and much more.Free brochures and refreshments

will be provided. The CUB’s nonprofit, nonpartisan organization maintains a clear mission: to represent the interests of residential utility customers across the state. According to Downers Grove Village Commissioner Bob Barnett, the state of Illinois has authorized many companies to provide electricity to residents of Illinois. Trivia night stumps players with Grammy On July 13, the Woodridge Police Department hosted its first Trivia Night fundraiser for the Illinois Law Enforcement Torch Run at Bobak’s Signature Events. The questions were read by Assistant Torch Run Director, Tom Reasoner. Seven teams participated including the Woodridge Police Deputy Chief Keith Grabarek and members of the Woodridge Police Department as well Woodridge employees and residents.

“We made $1,700 for the Illinois Law Enforcement Torch Run on this first year event. Everyone had a lot of fun.” said McIntyre.“One of the guests told me that he had been to a lot of trivia competitions and this one was at the top of the list.” The Illinois Law Enforcement Torch Run has two goals: to raise money and to gain awareness for the athletes who participate in Special Olympics Illinois. Police departments throughout

Illinois host a variety of different fundraisers for these special athletes. What was the most challenging question? “True or false, Grammys are made out of a metal called granium which is a special custom alloy,” said McIntyre. And the answer for the most challenging question - true. According to McIntyre, the most sought after raffle item was the outdoor electric grill donated

by Grants Appliances followed closely by a gift package donated by Leo’s Wines and Spirits. McIntyre thanked the many people involved. “This event also would not have been possible without the support of Chief Boehm, and the rest of the Woodridge Police Department,” said McIntyre. “I would also like to thank Bobak’s Signature Events, the Tilted Kilt, Abri Credit Union, and Leo’s Wines and Spirits for their

generosity in helping make this event a success.” McIntyre is already planning ahead with their fifth Annual Bean Bag Tournament set for October. Bid process suffers from misinterpretation By Robin Ambrosia Staff Reporter

Last week’s Downer’s Grove Village Board meeting showed how a misinterpretation of bid documents can be devastating and how the Downers Grove Fire Department is keeping up with technology. Additionally, a request was made for a special use ordinance for a Hertz Rental Car facility. Following roll call and approval of the previous meeting’s minutes, discussion took place regarding the active agenda awarding the bid to V3 Construction Group, Woodridge, for Grove Street reconstruction. Anthony Rendina, Swallow Construction Corporation owner, attended the Village Board meeting to request a negative vote from the board on the current Grove Street reconstruction bid. His Downers Grove-based construction company was the lowest bidder until a mistake in paperwork was discovered. Swallow’s submitted bid was $ $960,596 while V3 Construction Group was the second lowest bid at $970,000. “It appears our office personnel misinterpreted a request for information,” Rendina said. “We were under the understanding the village wanted experienced references and team members of our sub contractors since we had already submitted our municipal list with our bid. “We apologize for this misunderstanding around our bid and all we are asking is that the second low bidder be pulled from agenda or voted against since the correct documents were submitted.”

The mayor and commissioners believed in following procedure. “I’m going to go along with recommendations from the staff to approve the second low bidder,” Commissioner Geoff Neustadt said. “One of the questions I had with the whole issue was the quality and duration of any of these projects that have been out in communities like ours.” Mayor Martin Tully recognized previous work done by Swallow Construction Company in the village. “We recently awarded you another project that you’re doing right now, so it’s nothing personnel,” Tully said. “Unfortunately, this time the process is not your friend. But it’s one we need to adhere to unfortunately. We hope to see you on future bids.” During the active agenda portion of the meeting, the board voted unanimously to approve the $970,000 bid to V3 Construction for the Grove Street construction. The board also approved authorization of an agreement and addendum with Sungard Public Sector, Inc. sponsored by the Woodridge Police Department. Resolutions or ordinance requests are introduced during the first reading portion of the meeting. Downers Grove Fire Prevention Division Chief Benjamin DeAnda presented two items for the board’s consideration. The first item was a request to enter into an agreement for an electronic database system for fire prevention reports with Brycer, LLC., which coordinates

online reporting of third party inspection companies and commercial buildings to the fire prevention bureau. “The benefit will be the efficiency of the fire prevention staff, staff time, and will also allow quicker turn around and improve customer service,” DeAnda said. The second item was a request to amend current municipal code that requires detectors through a building that is 100 percent sprinkler covered. “The advantage to this amendment is eliminating redundancy, creating cost savings to the business owner and decreasing construction time frames while maintaining safety for occupants,” DeAnda said. Tom Dabareiner, community development director, introduced a special use permit request for an automobile rental facility at 2561 Ogden Ave. “This is a request for a special use ordinance for the Hertz Rental Car facility at 2561-2565 Ogden Avenue, which will allow

for the relocation of the business from 1728 Ogden Avenue to the Drendel Commons Shopping Center,” Dabareiner said. “No exterior changes are being proposed and only minor interior modifications will be made.” Dabareiner then introduced a request for several changes to the Ogden Avenue Site Improvement Strategy (Oasis) Grant program. “The goals of the changes are

to simplify the program, make it more attractive to property and business owners, and make it more attainable for property and business owners,” Dabareiner said. Both items will be discussed further at future meetings. The next Downers Grove Village Board meeting will be held at 7 p.m. Aug. 7. A coffee with council will be held at 9 a.m. July 21 at the Orchard Brook Clubhouse, 1089 35th St.

Woodridge considers TIF funds for shopping center acquisition By Robin Ambrosia Staff Reporter

Municipalities throughout the country are struggling with fiscal challenges, including budget deficits, decreased economic growth, high unemployment and falling property values. Tax Increment Financing provides the opportunity for improvements in targeted sections of a village or to a building, which increases its assessed real estate value consequently generating additional tax revenue. A TIF generates revenue by

freezing the assessed property values in the TIF district for the life of the TIF for all taxing bodies except the village. The village utilizes the additional property taxes to pay for any public improvements or to help finance redevelopment projects. At the July 26 Village Board meeting, the Woodridge Village Board will consider a TIF to fund a shopping center acquisition, demolition of all existing structures and a portion of Woodridge Park District Athletic Recreational Center construction costs proposed for 83rd Street and

Janes Avenue. “The next step in this process will be for the Village Board to consider amending the current Janes Avenue TIF District plan as well as the Woodridge Comprehensive Plan to permit the use of TIF funds for the ARC,” said Jack Knight, Management Analyst/ Deputy Village Clerk for the Village of Woodridge. “The amendment would allow for approximately $5,000,000 in TIF funds to be put towards shopping center acquisition, demolition of existing structures, and a portion of ARC construction costs.”

In 1995, the Janes Avenue Tax Increment Financing District was created to encourage redevelopment in a portion of Woodridge that includes the Waterbury residential complex, Doves Landing Single Family Residential Subdivision and the commercial properties at the northeast and northwest corners of Janes Avenue and 83rd Street. The park district is proposing a 76,000 squarefoot facility including a walking/jogging track, fitness rooms, gymnasium, indoor turf field and multi-purpose room. Estimate for the development of the facility is $15.8 million.

At approximately 7:55 p.m. July 10, two juveniles aged 14, from Woodridge were arrested and charged with retail theft from the Kohl’s located in the 1000 block of 75th Street.

Westmont to hold memorial service for former chamber president Many people today would like to know they made a difference in some small way. The family of Roger Westman knows that he did make a difference in Westmont. On February, 2012, the Village of Westmont lost a true leader of the community. Roger Westman served the village in many ways. A Memorial Service will be held in celebration of the life of Roger Westman at 9:30 a.m. Saturday, July 21.

Westman served as the 19th President of the Westmont Chamber of Commerce and Tourism Bureau from 1999 to 2001. “Roger encouraged members to get involved in the business community and to bring their ideas forward and to work cohesively as a team for the success of Westmont,” said Larry Forssberg, executive director of the Westmont Chamber of Commerce and Tourism Bureau. “Roger Westman had a clear

focus on growing the chamber and the entire Westmont business community.” Westman also served as a former village trustee, a member of the planning commission, a member of the economic development committee, vice president of the Oakwood Homeowners Association and also served in many business community advisory roles. The Westmont Chamber Board voted this year to name the Annual Presidents Award

after Roger Westman, so that he will long be remembered for his many contributions to Westmont, according to Forssberg. Westmont and his wife Nancy were named the 2009 Westmont Citizens of the Year. The memorial service will be held in the Linden Room at the Westmont Park District Administrative Office, 55 East Richmond (one street east of Cass Avenue and two streets south of the Metra line). Several speakers,

including his wife Nancy, will share stories and insights on Westman’s robust and engaged life. Refreshments will be served at the conclusion of the service. White shines in All-Star game By Mike Sandrolini Sports Reporter

DuPage County Hounds’ center fielder Joey White is currently enjoying a summer on the diamond that baseball enthusiasts at any level would consider to be quite successful. Midway through the season, the left-handed hitting White leads the Midwest Collegiate League—a two-year old wood bat league featuring NCAA and NAIA players from across the country—with a .405 average. The Downers South product put his skills on display at last week’s MCL All-Star Game, going 2-for-5 for the North Division All-Stars, which lost to the South Division stars, 3-2. Both of White’s hits went opposite field—something he’s consciously tried to do throughout the summer. “I’m just staying middle away; that’s usually where I look to hit ’em,” he said after the game. “I’m not trying to pull anything and I’m not trying to do too much, so I’m just trying to make contact. That’s my game.” In the bottom of the seventh, White plated what turned out to be the North’s second and final run of the game after he sliced a line drive down the left-field line. He then stole third on a double steal, but was left stranded. White also batted in the bottom of the ninth with the tying run at second and one out. He grounded out second-tofirst, but advanced the runner to third. Unfortunately, the game ended with that baserunner left standing at third. Tulacka twins done dominating at Downers North By Mike Sandrolini Sports Reporter

Downers North volleyball opponents can breathe a collective sigh of relief now that J.P. Tulacka and his twin sister, Jessie, received their high school diplomas.

SPOTLIGHT Foes have had a Tulacka twin facing them at the net each fall and spring for quite a while— Jessie, a four-year varsity player at outside hitter for the Trojan girls team, and J.P., who’s been a middle hitter on the boys squad the past three years. Last fall, Jessie, who’s headed to Bradley on a volleyball scholarship, blasted a teamhigh 345 kills to help the Trojans advance to the sectional semifinals. This spring, J.P. is one of the senior leaders on a club that’s won over 20 matches despite losing All-State standout Greg Petty—now playing at Lewis University—to graduation. Even though the Tulackas are twins,J.P.is the oldest … by around 13 minutes. “Older” brother and “younger” sister, though, have a great relationship. “She helps me out and I help her out,” J.P. said. Particularly when it comes to bouncing volleyball-related

matters off one another. “She’ll tell me if I’m doing bad (on the court),” J.P. said.“She just tells me I need to stay focused and keep encouraging my teammates.” “They’re just such good volleyball minds,” said Downers North’s Mark Wasik, who coaches both the boys and girls teams. “They’re gym rats. She’s smart; she knows the game at a high level. I’m sure it’s just her ability to sit on the sidelines and see it from that perspective helps his game. “And they’re close.They have a good relationship so he’ll respect anything she has to say.” J.P. begin playing club volleyball his freshman year at Downers North, but he also had been playing baseball at the time. A little prodding, though, by Wasik persuaded J.P. to join the high school team. “He wasn’t even in our program as a freshman,” Wasik said. “He was a baseball player. I got him to come to an open gym and I just said, ‘Let me get this straight: you play club, but you don’t play for your high school team. We could use you,’ and he came out.” Looking back, J.P.—short for Jonathan Paul—is glad he chose to focus his energies exclusively on volleyball. “Volleyball is more fun, it’s

more fast-paced,” he said. “He was playing at a high level at the club level,” Wasik said, “so anytime you get a kid coming in with some club background, you’re definitely ahead of the curve.” Despite having club experience, J.P. had to adjust to high school volleyball. He relied on Jessie for advice.

“Jessie helped me out a lot with that (making a transition to prep volleyball).” J.P. said. “I’d always play with her and she just taught me everything so I was ahead of the game in that way.” Last spring, J.P. led the team in blocks and was second in kills. Sports ALL-STAR Continued from page 11 something unusual in an all-star contest. “It was a fun time out here,” he said. “I didn’t know what to expect. I didn’t know how many innings I’d be playing. I didn’t know if I was going to start or not, but it was cool to play the entire game.” White’s hoping that his numbers and steady play will land him on Western Illinois University’s active roster next spring. White walked on last fall, but there wasn’t a roster spot available for him this past season. He’s doing everything he can at this point to get WIU coaches’ attention. “Next year, the (WIU head) coach (Mike Villano) told me to come back and he’d have a spot for me hopefully,” White said. “I’ve been e-mailing him and trying to get in contact. I’m going to try to have Sean Osborne, our head coach (with

the Hounds) give him a call, try to talk to him and let him know how I’m doing this summer, and hopefully work something out for next year.” Meanwhile, another Downers South grad, right-hander Brendan Delany—White’s teammate on the Hounds—is getting his collegiate career back on track. He transferred from Eastern Illinois to Ashford University in Clinton, Iowa, after getting a tryout with the NAIA school and making the team. He’ll join Hounds’ teammate, Gary Mayberry, at Ashford for the 2013 season. “They told me that I’ll be in the starting rotation and will be one of the top pitchers,” Delany said. Delany joined the Hounds two weeks into the season. Up to that point, he had been playing in an adult men’s league in Berwyn. He worked an inning at the All-Star Game, but unfortunately didn’t have one of his best outings, giving up three hits and two earned runs. Being the losing pitcher in an

All-Star Game, though, happens. Detroit Tigers’ ace Justin Verlander got shellacked for five runs in the first inning of the National League’s eventual 8-0 victory over the American League the day before the MCL All-Star game. “That’s true; he got hit a little bit,” Delany said, “but it’s just a fun experience to be around here and be with all the guys. I got to know the kids we’ve been playing against and just make new friends.” Delany, however, has been effective for the Hounds so far. He’s appeared in three games (starting two), and owns a 1-0 record with a 2.70 ERA while striking out 15 in 16.2 innings. He’s also been utilized periodically as a designated hitter. “It’s just been awesome to play with all these guys and get to know everybody and then work on things,” he said. “I think I’ve been doing good. I’ve been getting better every start, working on things and just seeing progress.” mike@buglenewspapers.com

J.P. and Krafthefer are both 6-7, while Lueder is 6-5. “I don’t know what I’m going to do with these three middles graduating,” Wasik said. “He’s (J.P.) been the leader of these guys. They’re a solid group of middles. I haven’t seen anyone really slow him (J.P.) down, and I really haven’t seen another

middle attack the way he attacks as well as block the way he blocks.” Next year, J.P. faces another transition: playing college volleyball. While Jessie is going downstate to Bradley, J.P. is packing his bags and heading north of the Illinois-Wisconsin border to attend Carthage College—ranked No. 1 in the American Volleyball Coaches Association NCAA Division III poll and a finalist in this year’s inaugural Division III national tournament. “I’m looking forward to hopefully winning a national championship,” J.P. said. “I’m going to have to get physically stronger, jump higher and move faster and swing harder.” mike@buglenewspapers.com

Woodridge Fusion win Wheaton Tournament The Woodridge Fusion, an 11-u independent-based baseball team, beat the Wheaton Warriors Red in a shootout, 12-10 to win the Wheaton Red,White and Blue Holiday Tournament on July 1. With the victory, Fusion Baseball ended their 2012 campaign with 30 wins and 13 losses. In the championship game, the two teams combined for 26 hits, including seven extra base hits. Fusion Baseball was led on offense by Frank Klesta, who had two hits and four RBI, Jake Wissler’s two hits and Nick Buonamici’s three runs scored. Fusion’s leadoff hitter Jack Blazevich set the table by doubling twice and scoring

two runs to keep the Fusion momentum going. Every Fusion player contributed to the win. Keegan Garland and Daniel Blaum each reached base three times and scored two runs. Kyle Heavey, Zach Stinson and Nick Sostak each had an RBI and Austin Moca and Jack Poynton each had hits to keep a rally alive. Fusion’s pitching was critical to their success. Pastrana to highlight weekend of racing By Mark Gregory Sports Reporter

The world’s best-known action sports athlete - Travis Pastrana will put his driving skills to the test in a Traxxas TORC Series, presented by AMSOIL, short course off-road truck when TORC stops at Route 66 Raceway, July 19-20. He is also driving in the NASCAR Nationwide race Sunday at Chicagoland Speedway. “It really is exciting,” said Speedway President Scott Paddock. “Here is a guy who has conquered just about everything you can conquer in the action sports world and now he is looking for his next challenge and he has decided to make NASCAR stock car racing that challenge and we are excited to welcome him out here for both. “With Danica Patrick, Travis and Kyle Busch all driving Sunday in the Nationwide race, it gives us a lot of star power. Danica bringing in females and Travis is bringing in the action sports fans, which tend to be a younger demographic. Pastrana is a highly decorated amateur motocross champion, 125cc AMA Motocross and Supercross champion, eleventime X Games gold medalist, fourtime Rally America champion and World Rally Championship (WRC) competitor, NASCAR Nationwide Series driver and USHRA Monster Truck driver. Pastrana’s “Nitro Circus The Movie 3D” will be released nationwide on August 8. “Travis’ resume is second-tonone in American motorsports history in terms of diversity at the

opening ceremonies begin at 7 p.m. Tickets are $20 for adults and $10 for kids 12 and under. Saturday will feature the NASCAR Camping World Truck Series and Sunday will have the Nationwide race on a rare offweekend for the Cup series. Tickets for Saturday can be purchased for as little as $25 and Sunday for as little as $30, will all children 12 and under free. A purchase of a ticket for either NASCAR race also gets you into the Traxxas race for free. As always, parking at Chicagoland Speedway is free and coolers are allowed in the grandstands for Saturday and Sunday races. “We really are proud of the fact that we can provide affordable family entertainment,” Paddock said.

There are two burning questions heading into this year’s British Open. The first is if Tiger Woods will win his first major title since 2008. The second question is if there will be a first time major champion for the 16th straight major. To answer the two questions together, my thought is that if it is a repeat champion, it will be Tiger. He has had a strong year in general and has had success on a links course in the past. The way he is striking the ball makes him hard to beat. The only question with him is if he can make enough putts.With all of the talk about his sing in the past couple years, his putter has been his biggest downfall consistently, which makes sense since it was the underrated part of his game back when he was dominant. With the way the greens tend to be at the Open, Tiger will have a good chance of knocking in some putts and I fully expect him to be in contention come Sunday. As for the possibility of first time major winners, there are tons who are candidates. All of the big time U.S. players have to be thought of,, such as Hunter Mahan and Dustin Johnson. However, you can’t forget about Lee Westwood or Luke Donald, either.Then there is the surprise finisher from the European Tour who comes out of nowhere to content.

Want leverage? Stop asking ‘Pretty please’ Q. I find that I often ask repeatedly for things in the workplace without results. I follow your advice about being specific and behavioral, but it doesn’t help. What am I missing? A. What you are missing is ... leverage. You are ahead of most people on being effective because you know you have to be specific and list behavior. However, without using solid leverage, what you say will go in one ear and out the other with your coworkers. Leverage is making sure you always tie what you are asking for to something your coworker wants to happen or wants to avoid. Otherwise, people you work with have zero investment in doing what you want. Some of my clients get huffy about having to use other people’s agendas to motivate and influence.They think people should help them because it is the right or responsible thing to do. These same clients are perpetually disappointed in others until they trade in their

ideals for a realistic viewpoint. Many of us may think that selfish is a dirty word but selfishness and personal goals are the keys to motivating your coworkers. If you get too busy being upset about this fact, you’ll never get the results you seek. When the people go to work, they bring all their personal values and professional ambitions to their cubicle. To be effective, you have to be able to know and read your coworkers goals and especially their emotional agendas. Try this exercise if you want to get what you want at work: 1) Write down a result you want at work. 2) Make sure you can see this result on a video screen (list behavior and specifics). 3) Write down the reason your result is important to you.

The European Union is once again on the brink of economic collapse; global economic growth is slowing; job creation has stagnated; and on top if it all, we’re once again in the uncomfortable position of relying on lawmakers to address expiring tax cuts and reductions in spending across-the-board as part of the debt ceiling deal. Since you can’t do much about these big-picture issues now,it seems to be a perfect time,halfway through 2012, to revisit the financial issues over which you actually have control: your investments, retirement savings and some of those other New Year’s resolutions that are already gathering dust. Investments: Quit complaining about the markets and DO SOMETHING. Remember that if you are a long-term investor, periodic market pull-backs are great opportunities to rebalance your accounts so that your allocation remains in check. This requires that you override your emotional urge to keep winning funds and dump those that are lagging. But that’s the point

of asset allocation - various funds are supposed to move in different directions at different points in the economic cycle. Retirement: Many people say they are worried about retirement, but most of them haven’t done any planning to help themselves. As I noted in my article “What’s Your Retirement Number?” any conversation about retirement must start with an easy step: calculating retirement numbers. EBRI’s “Choose to Save Ballpark E$timate” (www. choosetosave.org/ballpark/) is easy to use, or check out your retirement plan/401(k) website for more retirement tools. Real Estate: Nationally, home prices have tumbled an average of 34 percent from their peak in 2006. Housing economists are predicting that home prices could stabilize this year, which means that now is a great time to shop for a house. If you aren’t sure about taking the real estate plunge, check out this rent vs. buy calculator (www.nytimes. com/interactive/business/buy-rentcalculator.html) for guidance. If you already own a home, consider refinancing now! Mortgage rates are at historically low rates (for

borrowers with good credit, 30-year fixed-rate mortgages are now an amazing 3.75 percent!) Use this re-fi calculator(www.hsh.com/refinancecalculator) to determine how much you may be able to save or how many years you could potentially shave off the term of your mortgage. One more item for homeowners: Make sure your property insurance is up to date. Summer often brings scary weather from tornados to hurricanes. Before an event occurs, make sure that your current coverage is adequate. According to insurance agent Stephen Testa of Testa Brothers, the three biggest mistakes that people make when they’re buying/owning a home are: 1) under-insuring, 2) shopping for price only and not comparing apples to apples and 3) not reading policy details before a loss occurs.
