Want to play black jack while waiting for your table at a restaurant? How about a game of poker and a beer at a local pub? Illinois lawmakers recently approved video gambling terminals for restaurants, bars, truck stops, and fraternal and veterans’ organizations. All establishments applying for VGTs must have a liquor license. Although it was approved statewide, municipalities who do not wish to have video gaming in their community may pass an ordinance prohibiting them. Video gaming will be a money maker with application and licensing fees as well, as taxes to be designated for capital projects such as road and bridge construction throughout the state. But not all municipalities want video gaming in their community. The village boards of Downers Grove and Woodridge voted to prohibit video gaming. “I favored the prohibition and continue to favor the prohibition,” Woodridge Mayor Bill Murphy said. “But I do not expect the issue to come before the Village Board again.” Although the Westmont Village Board voted to ban VGTs in 2009, a local business owner has recently requested that the

village of Westmont revisit and reconsider the issue of video gaming. This issue is very important to the Westmont Village Board of Trustees and they are seeking the public’s opinion, according to Westmont Media Relations Coordinator Larry McIntyre. Westmont residents and business owners are asked to participate in a survey seeking input on the issue. As of Aug. 8, the Illinois Gaming Board already has approved licenses for over 80 establishments statewide, and hundreds of applications are pending, according to the IGB. Applications for terminal manufacturers, distributors, suppliers and operators (individual or business that own and maintain terminals) cost between $2,500 and $5,000. Establishment, terminal technician (repair/maintenance) and terminal handler applications are $50 through $100. Annual licensing fees are as follows: • $10,000 for a Manufacturer or Distributor; • $5,000 for a Terminal Operator; • $2,000 for a Supplier; • $100 for a Technician or Establishment; and $50 for a Terminal Handler. Two subjects apprehended in residential burglary During the overnight hours on Monday, August 6 and Tuesday, August 7, a number of burglary to motor vehicle and criminal trespass to vehicle occurred in the following areas: Burglary to Motor Vehicle: • 9200 block of Talcott Road • 1200 block of Rutgers Drive • 1600 block of Tower Hill • 8800 block of Oxford • 1100 block of Glouster • 9000 block of Coppergate Criminal Trespass to vehicle • 10500 block of Rothenburg Road • 1800 block of Tower Hill Road

In cooperation with DuPage County Sheriff’s Department (arresting agency), two subjects have been identified, and charged with Residential Burglary. GAMING Continued from page 1 The Video Gaming Act mandates the following revenue split from the net terminal income of gaming machines: 30 percent sales tax, 35 percent terminal operator and 35 percent establishment.Terminal operators are responsible for cash control, tax payments and revenue disbursement, according to the IGB. An establishment may operate up to five terminals on its premises at any one time. No single bets more than $2 are allowed with a maximum payout of $500. According to the Illinois

Gaming Board, a VGT is an electronic video gaming machine that plays or simulates the play of a video game upon the insertion of cash.Authorized video games include, but are not limited to, video poker, line up and blackjack. Local organizations look to curb increasing heroin use By Robin Ambrosia Staff Reporter

Heroin use among young people in DuPage County has increased at an alarming rate in recent years despite the many drug education programs in place. You know there’s a suburban heroin crisis when you see suboxone (similar to morphine, codeine, and heroin) wrappers strewn about the streets of uppermiddle class neighborhoods, according to the Heroin Epidemic Relief Organization. HERO was co-founded by John Roberts and Brian Kirk after their two sons, Billy and Matt, were tragically taken from them while battling a heroin addiction. Christ the Servant Church, Woodridge, will be hosting an informational forum on the real and present danger of heroin use among teens in suburban neighborhoods at 7 p.m.Tuesday. The education of students and parents is at the heart of prevention, according to the Robert Crown Center for Health Education. “I live in Naperville, which has been hard hit with teen deaths from heroin lately,”said Liz Jesse, director

of Religious Formation at Christ the Servant Catholic Church. “The kids who are dying live in good neighborhoods with great schools. It leaves people wondering “what happened?” Representatives from the Woodridge Police Department, DuPage State’s Attorney’s Office and HERO will share information that will help parents, teens, children, young adults and concerned citizens become aware of this dangerous heroin epidemic and learn how to help safeguard our children. “We want to focus on awareness of the new nature of heroin,” Jesse said. “It’s more lethal and, unfortunately, more available than before. The Woodridge Police Department and DuPage County State’s Attorney will discuss the problem and how it affects our neighborhoods.” The Illinois State Crime Commission believes cash speaks louder than words. Realizing the depth of the heroin problem in DuPage County, the ISCC has taken what it calls an “unprecedented move” of offering a $1,000 reward for information leading to the arrest and conviction

of anyone supplying heroin to a juvenile in DuPage County. “We’ve seen before that money works,” said Jerry Elsner, executive director of the ISCC. “About 15 years ago there was a woman murdered in Addison who had an unborn baby taken out of her and we put out a $10,000 reward. Within 20 minutes, we got a phone call with information that led to an arrest and a conviction. We want the drug dealers out there to know we have money available and plenty of it.” Elsner said he believes the $1,000 incentive money will convince drug dealers “that the cost of doing business here in DuPage County is too high.” “The problem now for the dealers is that their customer might also be the person who winds up getting them arrested,” he said. “With the reward money, the dealers can’t be certain they’re not selling to someone who might turn around and dial 911 and have them arrested the very next minute. It leaves the dealers very uncertain who they are dealing with.” The average age of heroin users is now 21 years old. As heroin users get younger, education about

BOARD Continued from page 3 together information that will be available to the public,” said Searls. “We will be scheduling several community meetings in which the public will be invited to attend and ask questions.” In general, a home rule unit is a municipality that has a population of 25,000 or more. Municipalities of less than 25,000 are required to earn approval through a referendum to become a home rule unit. In 2010, population in Westmont was 24,685. As of June 2012, Westmont is one of 209 home rule municipalities in Illinois. The financial benefit is that home rule municipalities are able to raise needed funds through taxes levied on specific retail items.This tax, referred to as home rule sales tax, may be on food that is to be consumed off the premises where it is sold, for example grocery store food items, utilities, hotels, real estate transfers, restaurants, alcohol, tobacco products, and lease receipts. All of the items under new

business were addressed swiftly except a proposed text amendment to the zoning code allowing firewood enclosures and the purchase of a Prairie Archway International Chipper Truck for $96,354. An ongoing dispute between neighbors on 61 Street generated the need for more specific codes regarding firewood storage structures.The neighbor’s current firewood storage structure stands at 10 to 12 feet high and 24 inches in length, which also serves as a makeshift fence between properties. Current code allows one house and detached garage along with one accessory per property. Since a shed and a fireplace structure are both considered an accessory, property owners must choose one. “I see an open-end problem. Code enforcement has size requirements for sheds but not for firewood storage,” said Klebenow. “I build a massive structure to store my firewood then I decide I’m not burning. Now I’ve got this massive structure to store my equipment.” Searls assured the board that code enforcement would enforce

the regulation based on the usage of the facility. The code is restricted for firewood. The village would receive a complaint that somebody was not using it for firewood and they could be ticketed, according to Searl. The vote was unanimous in approving a text amendment to the zoning code to allow firewood enclosures. While purchase orders are addressed during the consent agenda, a separate motion was made for the purchase of a Prairie Archway International Chipper Truck, which is a machine used for reducing wood (generally tree limbs or trunks) into smaller woodchips. Questions were raised regarding whether to replace the 2002 chipper truck or the converted 2005 chipper truck as well as the necessity of a new chipper truck. “The 2002 crew cab carries four people so that the whole crew can go out at one time and has a higher box to catch fill from chipper,” said Trustee Lee Fleming. “The 2005 vehicle was re-rigged to become a chipper truck and since it only holds two people you have to send a chase truck behind

it with the two more people. It is more time-consuming and costly in gas.” “The new truck is not a tradein. The vehicle it replaces will be disposed of after we take delivery of the new truck,” said May. “We could wait until 2013 since we only have 2 more brush periods left in 2012.” Fleming indicated that if the Board waits one more year then the new truck could cost $5,000 to $10,000 more because the EPA is constantly changing their biodiesel requirements and how their engines are built. Trustee Bob Scott questioned how approval of home rule would affect the village’s ability to afford the truck since the sales tax funds the truck replacement program. “The home rule sales tax may come off the board so we can’t bank on that money or the motor fuel tax,” said Fleming. “All we’re

voting on tonight is the purchase of the new truck. We can then decide whether or not we want to keep the two man truck or the crew cab truck.” Fleming acknowledged the resident’s concerns regarding the amount of money involved. “Do we want to roll the dice and approve $96,000 or do we want to wait and see if we can get close to the same price next year,” said Fleming. All of the trustees voted yes except Klebenow, who voted no to the purchase of the Prairie Archway International Chipper Truck for $96,354. Also a downtown development permit was approved for a bridal store, The Bridal Sampler, at 102 South Cass Ave. The bridal store will be selling dresses for weddings and other formal social occasions and will be located in the former Bridgette’s Boutique space.

Police determine recent death investigation caused by suicide Downers Grove Police have concluded the investigation surrounding the death of a 41-yearold white male found on the exterior ground level of the parking

garage located at 3010 Highland Parkway on August 6. “The death investigation at 3010 Highland Parkway has been concluded and the death appears

to be a suicide,” said Harry Andler, Downers Grove Police Department. “Our investigation found no signs of foul play involved in this unfortunate incident.”

On August 6, 2012, at approximately 1:06 p.m., officers discovered a 41-year-old white male on the exterior ground level of the garage after he had fallen from

the top of the parking garage. The Downers Grove Fire Department transported the male from the scene to Good Samaritan Hospital where he was pronounced dead.

At approximately 3:15 p.m. on July 31, Tyrone Fields, 48, from 3424 Giles, Chicago, was charged with soliciting without a permit in the 8200 block of Lindenwood. At approximately 10 p.m. on Aug. 2, a juvenile, 16, from Chicago, was charged with burglary from motor vehicle in the 2200 block of Charmingfare Drive after they removed an iPhone from a vehicle.

Sometime between 11:00 a.m. on August 5, 2012, and 9:30 a.m. on August 6, 2012, an unknown offender(s) stole tools from a garage in the 300 block of North Wilmette Street. The estimated loss is $600. Sometime between 6:00 p.m. on August 7, 2012, and 8:00 a.m. on August 8, 2012, an unknown offender(s) stole currency and a laptop from a vehicle parked in the 0-100 block of South Oakley Drive. The estimated loss is $700. At approximately 8:30 a.m., officers responded to the 100 block of South Lincoln Street for a battery. Officers arrested Melissa McKenzie, female, age 22, of 127 Mohawk Drive, Clarendon Hills, for domestic battery after she struck her boyfriend. McKenzie was transported to the DuPage County Jail for a bond hearing. At approximately 12:15 p.m., officers responded to the 6500 block of South Cass Avenue for a possible burglary to a vehicle. Upon arrival, officers arrested Michael Doll, male, age 29, of 1407 Carriage Lane #4, Westmont, for criminal trespass to a vehicle. Doll was released on his own recognizance. Sometime between 8:00 p.m. on August 9, 2012, and 5:00 a.m. on August 10, 2012, an unknown offender(s) damaged a mailbox in the 300 block of Deming Place. The estimated damage is $170.

South High School’s Jazz Ensemble to perform at Chicago Jazz Festival The South High School Jazz Ensemble in Downers Grove has accepted an invitation to perform at the Chicago Jazz Festival,which will take place in downtown Chicago over Labor Day weekend. The ensemble will perform on Sunday, September 2,from 2:40 to 3:25 p.m. at the Chicago Community Trust Young Jazz Lions Stage, located at Congress and Lake Shore Drive. The Chicago Jazz Festival will feature 42 groups performing at 9 different stage locations from Thursday, August 30 through Sunday, September 2. With the 2010 state title and a trip to last season’s championship game under its belt, there’s no disputing the fact that Lisle is a bona fide force in Class 1A boys soccer. Despite losing a core of seniors that helped them advance to the 2011 title contest, the Lions return enough firepower this season to make another run at a state crown. “There’s no reason why we can’t be as successful as we were last year,” said second-year coach Kevin Perez. “They’re hungry; they’re ready to step up, they’re excited and they’re motivated, so they’ll be ready for the challenge.” Leading the charge is senior center-midfielder Eric Osika, the team’s leading returning scorer (17 goals, eight assists) who tallied the game-winning goal in the state championship game as a sophomore two years ago.

Senior forward Alhaji Kamara, the Lions’ No 2. scorer in 2011 (12 goals) also returns, along with junior center-mid Kyle Hendzel (six goals, seven assists last season). “A lot of these guys started as freshman as state champions, and now they’re juniors,” said Perez, an assistant with the program for two years before becoming head coach last year. “And we’ve got the other guys that are seniors now.The talent’s still there. There’s just some missing pieces from last year, and it’s just a matter of filling in those pieces with the right guys.” Brian Fiedler, a senior, becomes the starting goalkeeper after serving as a backup last year. Size-wise, we’re not the biggest team, but our speed is going to really help us a lot.”

Steve Wolf, coach of last year’s Class 1A state runner-up Westmont girls cross country team, had every reason to believe his team would be in the thick of this year’s title chase, given that five runners from last year’s squad were returning this season.

GIRLS X-COUNTRY But with the Sentinels’ first meet of 2012 fast approaching, Wolf has curtailed those expectations. Two of those five runners decided not to compete this year, and a third, senior Maureen Bailey, “may or may not be back,” according to the coach. Bailey, whom Wolf said has suffered a number of injuries the past couple of seasons, may skip the cross country season in order to be 100 percent for the spring track season. “We have four girls out

BENET The Redwings are coming off a 13-5-2 season, but fell in regional play. They will look for All-Sectional goalie Kyle DalSanto to lead the way. Robert Tomecek,Alex Senak, Brad Bozych, Joey Chiariello and Kyle Dal Santo are threeyear varsity players, while Sam Knapke Jr. and Kyle Kenagy are returning starters. “We should place in the top three in conference after taking the co-conference champs title last year,” Benet coach John Wesley said.“St. Viator should be

right now, so we’re basically scrambling to put together a team,” Wolf said. “We’re hoping once school starts in the next couple of weeks we’ll pick up some freshman and sophomores so we can at least assemble a girls team.” Senior Chloe Marshinski, who placed 12th overall at last year’s state meet, and junior Maggie Arndt (33rd), are back. They’re joined so far by sophomores Imogene Asa and Victoria Thomas, both of whom are out for cross country for the first time. Wolf is confident that Marshinski and Arndt will be returning to Peoria’s Detweiller Park in November. “Both of them are highly motivated, strong workers,” he said. “What they do have in common is a great work ethic and a fierce competitiveness.” •Downers North’s girls team, like its counterparts from Downers South, could very well make a run at being one of the state’s top 10 teams in November.

The Trojans boast six returning runners who competed as part of last year’s state qualifying team that finished 21st. Seniors Gabrielle Hesslau and Jillian Kothanek lead the charge, along with juniors Meghan Bonfield and Micah Pfotenhauer, and sophomores Rachel Krusenowski and Jenna Murphy. “Our goal is to steadily improve over the course of the season and be running our best races in late October and early November,” said coach Tim McDonald. •Downers South’s girls team, coached by Doug Plunkett, has four of its top seven runners returning from last year’s club that racked up a 12th-place team finish at state. A fifth competitor from that team, senior Jordyn Baylark-Rasul, has not yet decided if she’s going to run this year. “The rest of the girls have had a productive summer, putting in a lot of miles and staying healthy,” Plunkett said. Forest Preserve District of Will County’s Newest Preserve By Phil Besler

While many forest preserve districts have been cutting back services and even sites, the Forest Preserve District of Will County is expanding its offerings and is set to open its newest venue this fall. Lake Chaminwood Preserve is located on Shepley Road, just west of the I-55 frontage road, in Channahon. I had the chance to preview this site with Don Strle, a fishing partner of mine, in late July. Though a morning thunderstorm cut our outing short, we weren’t disappointed with the results of our brief excursion. Within 10 minutes, Don hooked into a 19-inch, fourpound plus largemouth bass on a plastic crayfish bait jigged on the bottom. A few minutes later, I caught a 14-inch largemouth on a tube jig also off the bottom. Soon after these fish were caught, the skies opened up and let loose with a torrential thunderstorm. Both Don and I look forward to getting back to Lake Chaminwood and fishing the full lake when it opens this fall. Besides largemouth bass, Lake Chaminwood is stocked with black crappie, channel catfish and blue gill. Lake Chaminwood Preserve encompasses 120 acres with 47 acres of water.The east lake is 12 acres in size, and the west lake is 35 acres. The two lakes are connected by a channel through an earthen embankment. Other site amenities include: •Picnic shelter with two grills. •Twenty-one parking spaces for cars only. No trailer parking is available. •A latrine. •A trail: 0.7-mile asphalt loop around the east lake, 10-feet wide and including a 136-footlong boardwalk/bridge. The trail is suitable for hiking, crosscountry skiing, snowshoeing, bicycling and in-line skating. •Information board. •Wheelchair-accessible canoe/kayak launch.

•A 9’x22’ fishing pier. •Boating: Only watercraft that can be carried on top of a vehicle are permitted, i.e. canoes, kayaks and small boats (electric motors only). The parking area is too small for boat trailers. •Shoreline fishing is permitted. Caution may be needed as the shoreline is steep in many areas. •No drinking water will be available at the preserve, so visitors should bring water with them. Will County Board Member Don Gould, whose district includes Lake Chaminwood Preserve, is looking forward to the opening of this new District property. “I’ve spoken with many residents in Shorewood and Channahon who are eagerly awaiting the opening of our newest preserve, Lake Chaminwood, which will provide even more recreational opportunities in the TroyChannahon area,” said Gould. “I encourage families to visit this site when it opens, and enjoy shoreline fishing and picnicking during their leisure time.” Future plans for the site include a canoe portage between Lake Chaminwood and the DuPage River. It would be on land owned by the Illinois Department of Natural Resources. Fishing at Lake Chaminwood will be allowed year-round, however ice fishing will not be allowed. Only line fishing is permitted. Anglers may use a maximum of two poles, with no more than two hooks each. Swimming, wading, and dogs in the water will be prohibited. Taking frogs, turtles, and mussels will also not be allowed. All statewide fishing regulations apply, including daily creel and size limits. Illinois fishing licenses are required for everyone 16 years or older. All statewide fishing regulations may be obtained from the Illinois Department of Natural Resources.

Focus on results, not getting apology Q. I have to work with another team and manager who treats me and my team badly. I keep trying to get him and his team members to see that the way they act is unprofessional. The manager gets huffy and his team members get hostile. How can I get them to behave appropriately? A. You will get them to behave better if you realize your goal is future change and not admission of guilt for past wrongs. When we are upset about other people’s behavior it is common (but not effective) to focus on getting an apology. However, the more we try to point out another person’s bad behavior, the more the other person will want to blame us or defend their actions. When we use words like “inappropriate” or “unprofessional,” the person who hears these “accusations” will fight to be right rather than change.

Consider carefully whether your goal is to make this manager and his team feel bad or w h e t h e r you want collaboration in the future. Realize that you absolutely cannot have both. You are completely normal in feeling injured. When we feel offended, we all want some kind of emotional validation or revenge. Unfortunately, if you let your feelings of victimhood run your behavior, you’ll lose any shot at getting this manager to shape up. A powerful tool in the workplace is to let people who have made mistakes save face. Let them defend their behavior, explain their mistakes, or even blame you without getting into a fight. Not attacking them back is emotionally very unsatisfying

but it allows you can get the real prize - permanent better treatment in the future. Be aware as well that the worse someone’s behavior, the more likely it is that they will not want to take responsibility for screwing up. Little mistakes are pretty easy to own up to. Big mistakes make people feel guilty. Really guilty people will almost never want to admit they were completely inept or absolute jerks. If this aspect of human nature seems unfair, think of the worst thing you have done in your life and then consider how much you would want to take public responsibility. You will now have a better understanding that the more deeply you have been done wrong, the less likely the other party will be eager to take accountability. You may believe you’ll need the patience of a saint and the personality of Buddha to focus on change rather than getting an apology. You will discover

choosing to get what you want eventually becomes more satisfying than trying to extract admissions of guilt.
