Millions cut from county budget, no property tax hike By Robin Ambrosia Staff Reporter

D

uPage County has announced its 2013 budget with $8.1 million cuts in spending without reduction in essential services or increases to property taxes. The proposed DuPage County 2013 spending plan is $431.8 million, which is $8.1 million lower than the current budget, according to DuPage County Board Chairman Dan Cronin. The budget includes a reduction of seven full-time positions. The county now employs 2,227 people and has eliminated more than 40 positions over the past two years. Also, reforms have been instituted, including a reduction in the use of county credit cards, cellphones and other unnecessary items. “With process efficiencies that focus on implementing technological solutions, we are able to reduce

headcount without a reduction in services,” District Three County Board member John Curran said. “Also, the consolidation of the Youth Detention Center with Kane County has saved in excess of 1.3 million year over year. As we pursue additional consolidation and streamlining opportunities, we will see additional future savings. “ Taxpayers are expected to save $9 million over 20 years due to consolidation of functions and greater efficiencies due to the appropriation of $16.9 million for campus and county-wide improvements, including the Enterprise Resource Planning system. “By reforming our purchasing process, particularly with commodities, and more competitive bidding, we are able to save significant costs year over year,” Curran said. Residents fight for Village Green By Robin Ambrosia Staff Reporter

Residents of Woodridge quickly assembled the Keep the Village Greens committee after the Village Board announced it would hire an outside industry expert to determine the future of the Village Green’s Golf Course. The committee was organized in response to a Woodridge Village news release entitled “Village Greens Study.”The study stated that the golf course staff has identified several capital improvements that will need to be addressed within the next several years. The village would use a consultant to evaluate current industry trends and to provide recommendations on sustainably managing the current 18-hole course or on the viability of a modified ninehole course. Last week, the Keep the Village Green committee held a public meeting at the Village Greens Bunker Room. “Keep the Village Green

committee plans on meeting every Monday before Thursday’s Village Board meeting,” Keep the Village Green Chairman Mike Huber said. “The purpose is to have committees, get organized, communicate with each other, mobilize our members and respond and react to what the village does.” The village of Woodridge purchased the course formerly known as Maplecrest Lake Country Club in 1972 via referendum. John Henry, former Maplecrest Lake Country Club owner, had a verbal agreement with the village at the time of the sale to keep it open land, according to former Woodridge Mayor Joel Kaggan. “John Henry was quoted in the paper that he was adamant this remain 120 acres of open space and it be used for the recreational purposes for the residents of Woodridge,” Huber said. “There seems to be some debate as to whether or not it is on the purchase agreement.” Elected officials at the meeting were village trustees Joe Kaggan

Since 1995,theWoodridge Park District has managed the Village Green Golf Course as well as preparing an annually operating budget for the Park District Board’s approval. Additionally, the Park District submits a 10year capital replacement plan, a five-year capital development plan and submits two independent financial audits to the village of Woodridge per the intergovernmental agreement. According to the Park District, the Village Green sustains its own operating budget so no tax revenues are used to support its operations, capital replacement, capital improvements or debt service including the village issued bonds used to finance the new clubhouse and improvements set to expire in 2014. “It’s always generated enough revenue to meet its expense and still able to do some capital improvements,” Park District

Executive Director Mike Adams said. As golf revenues have declined, less money has been available to fund needed capital improvements, according to the village news release. “In the Tiger Woods’ hey days, business was booming and we could do bigger capital improvements,” Adams said. “When the economy hit, revenues decreased but the management decreased their expenses. As managers, we’ve seen the worst case scenario with the economic challenges and significant weather issues that have affected the course. We know we can deal with it by controlling our expenses.” According to the village news release, the Village Greens has now reached a point at which capital needs can no longer be put off and it is important for the community to understand the scope of potential reinvestment options. “We know we have to replace the irrigation system which is the most critical but we’ve always known that in two years the current debt service will expire,” Adams said. “Just like

normal business operation, we would look to reissue the debt service against the revenue. We also need to look at smaller stuff like drainage issues and the maintenance building.” One of the residents asked if the golf course was owned. “There are two bonds which are set to expire in 2014 but the title and property are owned free and clear,” Adams said. In looking to the future,Adams believes the park district can show long term viability for the course being fiscally responsible, while still doing some larger capital improvements. “We have weathered the storm but not necessarily been able to replace everything we wanted,” Adams said. “Many municipal courses as of late have had to be subsidized because they couldn’t make ends meet or their debt service is high.” Comparable golf courses reported losses ranging from $75,000 to $100,000, while Village Greens had a net gain of $10,000, according to Village Greens General Manager Brandon Evans. Village Administrator Kathleen Rush invited Evans to present Village Greens Golf Course budget information during March, 2012, budget workshop. “Keep the pressure on.You have to make yourself heard,” Abbott said in an effort to encourage members to attend upcoming Village Board meetings. Westmont woman Bellock wins award for charged with work on Medicaid reform attempted murder By Robin Ambrosia Staff Reporter

Charges have been filed against a Westmont woman for allegedly firing a handgun at police officers during an altercation at her home. Heidi Till, 45, of 329 S. Lincoln St., was charged with attempted murder in the incident. Reports allege that officers were dispatched to Till’s home June 1, 2012 after she called 911 and informed the dispatcher that she had a gun and was going to kill herself. Police allegedly found Till on the back porch of her home with a loaded handgun. After brief conversation with Till, she allegedly fired the gun three times, the third shot while pointing the gun in the officer’s direction. Both officers then returned fire, striking Till in her head and chest. She was transported to a local hospital to receive treatment for her injuries. She has been home from the hospital for approximately one month and is confined to her home due to her medical

condition, where she will remain, since posting bail until her next court appearance, set for Oct. 29. “I would like to thank the Illinois State Police and DuPage County States Attorney’s Office for their independent investigation of this incident,” Westmont Chief of Police Tom Mulhearn said. “I am very grateful that no innocent bystanders, residents and especially our officers were injured during this dangerous situation. We look forward to working closely with the States Attorney’s office as this prosecution progresses.” The charge is a class X felony and is punishable by six to 30 years in the Illinois Department of Corrections.

State Rep. Patti Bellock has been named “Legislator of the Year” by the American Legislative Exchange Council for her extensive work on Medicaid reform. While serving the 47th District, which includes Downers Grove, Westmont and Woodridge, she has been the chairman of the Medicaid Reform Committee and spokesperson for the Human Service Committee. Despite recent criticism concerning the group’s involvement in pushing for voter I.D. and stand-your-ground gun laws,ALEC’s website claims the group “works to advance the fundamental principles of free-market enterprise, limited government and federalism at the state level through a nonpartisan public-private partnership of America’s state legislators, members of the private sector and the general public.” “Rep. Bellock spent thousands of hours in meetings crafting Medicaid reforms that protected the most vulnerable while helping put our Medicaid system back on a path toward financial stability,” House

Republican Leader Tom Cross said.“All along the way, she faced strong resistance from many Democrats and interest groups who want to see Medicaid expanded, not reduced.” According to Cross, several times this session Bellock came into his office to say, “I think now is the time that we need to push for more reforms, this is our opportunity to push as hard as we can.” Bellock was recognized for her efforts at ALEC’s Annual Meeting in Salt Lake City. She was nominated by several of her colleagues for this national award. Bellock has received state and national awards for her role in both healthcare reform and other numerous community projects. Recently, she has been named 2010 Legislative Champion by the Illinois Broadcast Association, 2010 Caring Legislator Award by the Illinois Homecare Council, Legislator of the Year 2009 for Women in Government which is a Presidential Award and served as the Midwestern Director of Women in Government in 2009. Bellock was appointed to the National Health Care Committees and the National Conference of State Legislators

in Washington, D.C. She has been named legislator of the year by 12 associations, including the Illinois Psychological Association and the Illinois Health Care Association, for her work to improve long-term care, health care and mental health in Illinois. Her focus on women’s issues earned her the honor of “Illinois Women Making a Difference” from the State Treasurer’s Office. Some of her legislation requiring mental health parity, MRSA infection control, improving the Amber Alert system and strengthening child support in Illinois has been recognized on the national level. Last session, she cosponsored legislation to create jobs in Illinois, to repeal taxes on business, and to address the state’s health care availability and medical malpractice crises. Recently she has worked on legislation regarding school food allergy guides and a drug repository for low income individuals. “Patti Bellock is highly deserving of this recognition and we should all be proud of her, her past accomplishments, and those still to come,” Cross said.

BUDGET Continued from page 1 pension benefits has been a long-term financial challenge for the county. The County Board modernized personnel benefits last year, which previously accounted for $30 million annually. These reforms are expected to save taxpayers $20 million over the next 20 years. “We are already realizing immediate savings due to reduced pay-outs for accumulated sick and vacation days. By mid-term this year, benefit pay-outs were $1.6 million lower than the same time last year with no increase expected for 2013,” Cronin said. “We expect this trajectory to continue into the future.” A year-long effort to evaluate the operations at 24 independent agencies throughout DuPage County has resulted in significant cost savings including: The reforms include: • Saving taxpayers nearly

$600,000 over the next three years at the Election Commission due to staff cuts and shared services with County government; • Increasing accountability and transparency in 14 of the 24 agencies by adopting the County’s ethics ordinance; • Updating procurement and hiring practices by several agencies; and • Posting meeting agendas and minutes online by five agencies. “DuPage County continues to be a leader on commonsense government reform that protects taxpayers and does things differently and smarter,” Cronin said. “Because of the wise choices the board has made in recent years, we are not sitting here struggling with how to deal with large deficits or unpaid obligations. Instead we have the opportunity to spend our time figuring out how to save tax dollars and offer services without raising taxes or compromising quality in an effort to be a model of local government.”

Westmont schools fail transparency test, Downers Grove improves When it comes to governmental transparency, Downers Grove is improving, while taxing bodies in Westmont continue to struggle with the demands from taxpayers for clear and accurate information on spending, contracts, and other board decisions. According to the Illinois Policy Institute, which conducts transparency audits on governmental entities throughout the state, Westmont Community Unit School District 201 continued to receive a failing score, nudging itself from a score of 31.78 last year to 35.53 this time around. While there was some improvement, the Village of Westmont should continue to increase its score next year after redoing their website. But, it still moved from a score of 56.50 to 67.00, earning a D-plus. Taxing bodies in Downers Grove fared better, with the Village of Downers Grove

scoring 80.00 for its efforts, earning it a B-minus, improving on its previous score of 78.13. The village website received the highest score of 10 for contacts, Freedom of Information, budgets, audits, contracts, lobbying and taxes. Downers Grove Grade School District 58 moved from a score of 56.73 to 77,38, earning a C-plus. Community High School District 99 improved by a score of 39.53 to 76.58, earning a C. Since 2010, has, through its Local Transparency Project, the IPI puts websites maintained by municipalities, townships, counties and school districts to the test. Friends of the Library hold annual Travel Book and Cookbook Sale The Downers Grove Friends of the Library (FOL) will sponsor the Eighth Annual Travel Book and Cookbook Sale on Friday, October 26 and Saturday, October 27.This is one of the largest book sales in the area devoted to a certain type of book.All titles are priced very affordably, with hardcovers at $2 and $3 each and paperbacks at 50 cents. This year, the FOL sale will also include the sale of old, collectible books that were given to the FOL as a donation. Many of the titles are in good condition and feature titles by such authors as Edgar Rice Burroughs, Horatio Alger, G.A. Henty and Kate Greenaway. Some of the book’s publishing dates go as far back as 1858.Also for sale will be 25 titles in the Cherry Ames nurse series from the 1940s-1960s,. as well as

many Franklin Library editions. Collectible titles will be sold for $5 or less, depending on the condition of the books. The book sale will occur from 9:30 a.m. to 8:30 p.m. on Friday and from 9:30 a.m. to 2 p.m. on Saturday. The book sale will take place in the Meeting Room at the Downers Grove Library, 1050 Curtiss St. Donations of used travel books and cookbooks in good condition can be dropped off at the Downers Grove Library up to the day of the sale. Debate decisions I would really like to see a debate between the candidates for DuPage Forest Preserve Commissioner for District 2: Joe Cantore and Don Kirchenberg. I understand that Mr. Cantore did not show up for a debate sponsored by the League of Women Voters in Downers Grove on Sept. 24th. I’d like to know what his views are on the

North High senior receives national recognition for academic excellence North High senior Kevin Brinkman has been named National Hispanic Recognition Program Scholars in the 2012-13 National Hispanic Recognition Program. Being named is an important academic recognition since program lists all recognized students to subscribing colleges and universities that are particularly interested in academically outstanding seniors of Hispanic/Latino heritage. Coming into Sunday at the Ryder Cup at Medinah Country Club in Medinah, the United States held what appeared to be a strong lead at 10-6 with 12 singles matches left. That just so happened to be the same score the U.S. trailed by in 1999 when they made an improbable comeback to beat the Europeans. The Europeans got one back. Martin Kaymer sunk a sixfoot putt to clinch his match with Steve Stricker and give the Europeans at least a tie, which is good enough to win the cup. They went on to win 14.5-13.5. At one point in time Saturday the score was 10-4 U.S. “It’s a feeling that I’ve never had before,” Kaymer said.“Now I know how it really feels to win the Ryder Cup.” “I am disappointed that I let 11 other players down and the captains,” Stricker said. “I had to get some kind of points and I didn’t, so that’s disappointing.” Europe won the first four matches Sunday to tie the total at 10-10 and the two sides from there went back-and-forth with Europe taking the lead on Sergio Garcia’s come-from-behind win. “Amazing, what a day,” Garcia stated.“It was hard but we knew there was a chance. Obviously everything came right.” “Any Ryder Cup loss is difficult,” U.S. captain Davis Love III said. “Today was not what we expected. We had guys who played well and just got beat. We’re all kind of stunned. We know what it feels like now from the ’99 Ryder Cup. It’s a little bit shocking.” Jim Furyk led Garcia by one going into the 17th hole, but Garcia was able to make a pair of pars to win both of the final two holes. It was another disappointing loss for Furyk this year, who had the U.S. Open and See EUROPE, page 14

Trojans soccer blanks Mustangs By Mike Sandrolini Sports Reporter

Downers Grove North boys soccer coach Brian Gervase didn’t mince words when talking about the play of his midfielder, Reid Melton, whose two goals propelled the Trojans to a 2-0 victory over cross-town rival Downers South on Sept. 27.

ROUNDUP Gervase said he’s going to push hard for Melton to make the All-State team. “There are very good teams around us, but I’ve not seen a player better than Reid Melton all season long,” he said.“I believe Reid is the real deal. He’s done a lot of good things.” Melton had a sore knee and missed DGN’s previous two games, but he showed no signs of the knee giving him problems vs. the Mustangs.With 22:20 to go in the first half, Cullen Cummings fed Melton, who blasted a shot into the right-hand corner of the net for a 1-0 Trojan lead. Midway through the second half, DGS goalkeeper Nick Tannenbaum stopped Melton on a breakaway, but Melton got the ball back from Cummings a few seconds later and put it past Tannenbaum to make it 2-0. Tannenbaum kept his team in the game with some excellent stops, however, including an acrobatic save on a rocket by DGN sophomore Daniel Lott five minutes into the second half. The Mustangs, winners of four straight going into the contest, had two excellent scoring opportunities towards the end of the first half and early in the second half, but couldn’t capitalize. Mustang junior midfielder Tom Wendt sent a crossing pass to defender Scott Holakovsky, who joined the offensive rush. Holakovsky had a wide open net, but his shot sailed over the crossbar. Thirty seconds into the second half, DGS sophomore forward Andrew Grabavoy ripped a 20-yard shot that Trojan goalkeeper Jim Barkei turned aside. “I think the one that probably hurt the most was in the first half,” said Downers South coach Jon Stapleton.“He’s (Holakovsky) an outside defender making that

run forward. It had to be an uncomfortable position for him. I know he wants it back, and I’m not upset with him in any way.” The Mustangs’ Sam LaLonde also had a breakaway with 10:25 remaining in the game, but Barkei stopped that shot, as well. “The saves were really a confidence boost,” said Barkei, who registered his fourth shutout of the season. “They really helped throughout the game.You build off of it.The goal seems smaller, the ball seems bigger and everything else pales in comparison.” Downers North improved to .500 in the West Suburban Silver with a 4-1 victory over Proviso West on Sept. 25. Josh Treichel scored twice, while Emilis Bytautas and Tony Zea had the Trojans’ other goals. Downers South, with goals from Jordan Pawlicki, Eric Diaz and LaLonde, blanked Hinsdale South 3-0 in aWest Suburban Gold matchup Sept. 25. Tannenbaum earned the shutout in goal. •Westmont played admirably, but couldn’t get on the scoreboard in its 2-0 loss to

Peotone on Sept. 25. Goalkeeper Jordan Slagle stopped several shots in a losing effort. However, Westmont crushed Universal Academy 7-0 on Sept. 26 as seven different players scored for the Sentinels. Varun Bhoopalam, Jarett Kapusta, Demitrios Latsonas, Rosario Latsonas, Scott Larem, Mike Robertson and Danny Dwyer all netted goals. Goalkeeper Jordan Stagle got the shutout. On Sept. 27, the Sentinels celebrated senior night with a 4-2 triumph over Coal City. Westmont jumped out to a 3-0 first-half lead on goals from Larem, Demitrios Latsonas and Jon Rodriguez. Larem also scored in the second half. •Benet broke a scoreless tie with four second-half goals and defeated Notre Dame,4-1,on Sept. 26. Brad Bozych, Paddy Lawler, Mike Scanlon and Jack Armonda each scored for the Redwings, who remain undefeated in ESCC play (5-0). The next night, though, Metea Valley stopped the Redwings, 2-1. BOYS GOLF Downers South’s marched to its ninth West Suburban Conference Gold Division title in the past 10 years on Sept. 25, scoring a 317 at the WSG meet. Five Mustangs earned All-Conference honors: Mark Kasanoff, who shot a team-leading 78, Jon Artus (79), Jack Korzon (80), Trent Caraher (80) and Casey Stuth (81). The Mustangs also edged Hinsdale Central, 150-152, on Sept. 27, as Jason Krupa (36), Artus (37), Jake Young (38), Korzan (39) and Trent Caraher (40) turned in solid scores. •Downers North finished in a tie for fifth place at the West Suburban Silver tournament held on Sept. 25. The 2012 Ryder Cup will be remembered for many things. There was the incredible p a s s i o n displayed by both teams and their fan bases, the marvelous shots that were made and the surreal comeback made by the Europeans. I, for one, will remember all of those things for a long time. It was unbelievable to be so close to the action and see the players get fired up more than ever before. Then there was the booing done by the gallery, which never occurs during a regular tournament. They were heckling Ian Poulter (who got the last laugh with a 4-0 record) by yelling for him to just hit the ball and booing him when he wouldn’t concede a putt. But like other major sporting events I watch from home, I will remember how I felt when Europe made the comeback that drove a stake through the Americans’ hearts. After moving from the fifth hole to the 14th, I was still cautiously optimistic that the Americans would come out on top. But as the day moved on the nerves came up more and more. I was expecting for Europe to make a comeback with its stacked lineup at the top, but I didn’t think it would score five of the first six points to tie it up. I still liked who the Americans had coming up, but when Phil Mickelson lost his match after having a late lead, I was officially concerned. When Matt Kuchar got three down on Lee Westwood, it was a straight out panic. I stayed all the way through the players on the 14th and when Martin Kaymer and Francesco Molinari beat Steve Stricker and Tiger Woods on the hole, I knew it would come down to Jim Furyk holding off Sergio Garcia on the 18th to preserve the America win. Walking back to the 18th, I saw the video board and watched Furyk miss the putt that gave Europe the lead and I knew it was over, even with Woods and Stricker still alive. While the outcome wasn’t what I wanted, it was still a great

weekend and I’ll remember the European celebration on the bridge by the first tee box.

Second-guessing There will always be second guessing for captains when you lose.When the United States lost there were several questions as to what U.S. captain Davis Love III could have done differently.

One of those was sitting out Keegan Bradley and Phil Mickelson Saturday afternoon after winning their first three matches in dominating fashion. I also didn’t like Stricker or Jim Furyk as captains picks to begin with. With all the young talent out there, fresh, exciting players with little Ryder Cup experience

is better than aging players with mostly negative experiences. Stricker went 0-4 for the week, so I might as well have been a captains pick because I couldn’t have done any worse.

In the 100 freestyle, Serniute just missed first by 1/100th of a second, and freshman Tricia Garcia was second in the 1-meter diving event. Speaking of a youth movement, the future does look bright for the Americans. The 2000s was generally a struggle for U.S. golf. Even the winning Ryder Cup team in 2008 had an interesting range of players. This year’s team had a good balance of youth and veterans. And, everyone has

proven itself on the PGA Tour over the years and the only possible one year wonder is Jason Dufner, who, based on his Ryder Cup performance, appears to be here to stay. Look at the players who didn’t make the Ryder Cup team this year (Bill Hass, Rickie Fowler and Hunter Mahan) and compare it to some of the players who did make the team in the 2000s: Boo Weekley (2 career PGA Tour wins), J.B. Holmes (2 Tour wins), Vaughn Taylor (2 Tour wins), J.J. Henry (2 Tour wins), Brett Wetterich (2 Tour wins) and Chris Riley (1 Tour win). Several other players

struck little fear in Europe. There was even a time where Tiger Woods and Jonathan Byrd were the only Americans in their 20s with multiple Tour wins. The showdown between the CSL South’s two 5-0 football teams, Maine South and upstart Niles West, didn’t last long Friday night. Matt Alviti and the Hawks saw to that. Alviti needed only one half of work to accumulate 208 yards through the air, pass for two touchdowns and run for two more as the Hawks took a commanding 44-7 first-half lead en route to a 51-14 homecoming rout of the Wolves. Wolves head coach Scott Baum has seen Alviti, a Northwestern recruit, work his magic for three years, and marveled at the senior’s effort Friday. “It’s like you’re playing in Canada (Canadian football) when you play against this kid,” Baum said. “The field seems so big. I like (Northwestern coach) Pat Fitzgerald a lot and I think he’s getting a helluva player. He’s a competitor; he kind of willed them to go today.” Alviti got Maine South rolling with a 2-yard TD run on the Hawks’ first offensive series. The Hawks (6-0, 2-0) picked up two more points when a Niles West snap on a punt sailed into the end zone for a safety. Maine South reached the end zone again following the safety. Anthony Mitchell scooted up the middle for a 27-yard score to give the Hawks a 16-0 lead. Mitchell’s second TD run of the quarter, this a 5-yarder, opened up a 30-0 advantage. I pointed to Matt and showed him where to throw it and he’s going to put it on the money every time.” The Wolves got on the board late in the first half after McGivern, who shared quarterback duties with Tommy Galanopoulos, flipped a 2-yard TD pass to Galanopoulos. My boss says mistakes are just part of the learning curve, but I get so upset I shake when I realize I messed up. How can I develop more self-confidence? A. You will develop more selfconfidence by learning how to make mistakes with enthusiasm and grace. Your boss has been trying to tell you that, in any industry, you have to make mistakes to know anything worth paying you for. The difference between people who get promoted and people that stay at the bottom of the workplace food chain is that the people who get promoted take risks, make mistakes

g r a c e f u l l y, and get really good at their jobs. People who don’t get promoted make mistakes, freak out, and can’t think clearly enough to find solutions. The people who are most likely to be thrown off the horse by mistakes are bright, competent workers who are perfectionists. Ironically, employees who don’t care as much also don’t get as upset and tend to be able to think about how to fix a problem. Notice what you tell yourself the next time you make a

mistake. You may find you talk more critically and rudely to yourself than you would talk to anyone else. We often don’t notice these silent dialogues going on inside our head, but they do make us feel awful. If you find you’re ranting internally about what an idiot you are, no wonder you lose the ability to solve problems. Notice that the real problem isn’t that you made a mistake. It’s that you treat yourself so badly that you’ve lost your ability to fix anything. Consider how you’d talk to friends you love dearly when they make a mistake. Now next time you screw up, attempt to take a deep breath, and then give yourself the same pep talk. Give yourself the room to

know that it’s normal to be embarrassed when you make a mistake.If you are a perfectionist, be comforted in knowing that no one in the room is being as hard on you as you are being right now on yourself. People who end up with brilliant careers make as many mistakes as anyone else. One of the favorite themes in movies and books is the underdog who goes on to succeed. When you make a mistake at work, you are the underdog. If you keep your wits about you, what you do next may just make you the top dog at work.
