Westmont’s financial future cloudy without Home Rule By Robin Ambrosia Staff Reporter

T

he Westmont State of the Village, sponsored by the Chamber of Commerce, revealed a recovery in sales tax revenue, a decrease in the general operating budget and two potential TIF districts along with a detailed explanation of the Home Rule status. “We know that our future success is dependent on careful planning and pro-active involvement from all of the stakeholders which includes the elected officials, village staff, the business community and the rest of us throughout the village,” Westmont Vice-

President of the Chamber of Commerce Greg Pill said. Trustee Sue Senicka opened the town hall meeting on behalf of Mayor Bill Rahn, who was unable to attend due to recent health issues. “We have a very important question on the ballot in November which will be shall the village of Westmont cease to be a home rule unit,” Westmont Village Administrator Ron Searl said. State statutes require villages’ population to be 25,000 in order to automatically earn Home Rule status. A special consensus done in 2007 had Westmont just over the 25,000 mark See SOTV, page 4

Police Department fights ‘Heroin in Our Community’ By Robin Ambrosia Staff Reporter

The Downers Grove Police Department is hosting a community panel discussion because of the growing problem of heroin abuse in local communities. Due to a positive community response, the Downers Grove Police Department has

announced a change of venue for its “Heroin in our Community” forum, which will be held at 7 p.m. on Oct. 25. “The police department has received numerous calls from individual residents and parents inquiring about the heroin forum,” Sgt. Harry Andler said. “The information on the heroin forum was also sent out in the District 99 newsletter, which is delivered

to 5000 plus households. Due to the importance of the topic and the information being covered, we want to provide everyone an opportunity to attend, therefore we decided to move the forum to a larger facility that could accommodate more attendees.” The venue has been changed to the Downers Grove North High School’s Purple Gym, 4436 Main St.Attendees are asked to park in the lot located at Main and Grant Streets. 500 kids expected to help paint the town The Downers Grove Rotary Club along with Downtown Downers Grove will host their annual fall window-painting event from 9 a.m. to 1 p.m. on Oct. 27. Each year, families paint the windows of downtown storefronts. Paints and brushes can be picked up at the Downtown Downers Grove Management Corp., 933A Curtiss St. Last year, over 500 children enjoyed ‘painting the town’. According to Keith Hoffman of the Downers Grove Rotary Club, as in the past, families are asked to bring canned donations to benefit the Downers Grove FISH Food Pantry. In addition, The Rotary Club of Downers Grove has asked for a donation of clean, gently-used men’s or woman’s coats to be donated to the Department of Veterans Affairs’ “Stand Down Days” event being held in

County Board, Forest Preserve candidates to discuss issues By Robin Ambrosia Staff Reporter

The League of Women Voters of Downers Grove, Woodridge and Lisle will host a candidate forum with candidates for DuPage County Board District 3 and the Forest Preserve. The forum will be held at 7 p.m. Tuesday at the Council Chambers of the Downers Grove Village Hall, 801 Burlington Ave. County Board District 3 is comprised of portions of Downers Grove, Woodridge, Westmont, Darien, Burr Ridge, Hinsdale, Willowbrook and Clarendon Hills. There are four candidates for DuPage County District 3 with two incumbents, John Curran, R-Woodridge and Brian Krajewski, R-Downers Grove; and newcomers Gary Grasso,

R-Burr Ridge and Sharon Bryant, D-Bolingbrook. DuPage County Forest Preserve candidates for District 2 are Donald Kirchenberg, D-Downers Grove and Joseph Cantore, R-Oakbrook; District 3 candidates are Steven Leopoldo, D-Westmont and Linda Painter, R-Hinsdale; and District 5 candidates are Dennis Clark, D-Winfield and Mary Lou Wehrli, R-Naperville. Village seeks input for Golf Course requested

The village is asking residents for their feedback to evaluate the Village Greens Golf Course, 1575 West 75th St. Like most public golf courses, it has endured economic hardships even though efforts have been made to reduce costs. As golf revenues have declined, less money has been available to fund needed capital

improvements. To date, the golf course has been self-sustaining, not relying on taxpayer dollars for support. However, Village Greens has now reached a point at which capital needs can no longer be put off and it is important for the community to understand the scope of potential reinvestment options. To aide in this understanding,

the village will collect data regarding the necessary improvements, golf industry trends and other relevant information. Community feedback is an important to the evaluation process. But according to the recent 2010 consensus, Westmont lost the Home Rule status when it’s population decreased to just less than 25,000 so vote is required to return it to being a Home Rule community. Searl explained 12 advantages to retaining Home Rule status, which would be a no vote, and the two arguments against Home Rule status which would be a yes vote. Less dependence on state legislature; less subject to state mandates (unfunded state laws); broader ability to tax non-residents (i.e. gasoline and sales taxes); able to utilize additional hotel-motel tax for operational budget items and more flexibility to deal with local issues were among the advantages. Caps for property taxes do not apply to Home Rule communities and a potential for abuse of broader powers are two arguments against. “We have only allowed that portion of the property tax to increase because our police pension fund was under-funded,” Searls said. “We are required by state law requirement to be fully funded.” If Home Rule is not continued, Westmont is estimated to lose over $2 million in revenue annually that is currently being budgeted for general operating expenses, according to Searls. An unfounded argument for Home Rule status is that the village’s infrastructure suffers at the expense of personnel cost. But recent layoffs indicate that doesn’t apply to Westmont. In 2007, the village of Westmont had 140 full-time and 120 part-time employees. By 2012, both full-time and parttime employees have dropped to 100, so the total number of employees is now down to 200. The fire department employs the most part-time positions. The cost of employee salaries rose from $10.4 million in 2007 to 11 million in 2009 and then decreased steadily since to below $10 million presently. “You see a jump between 2007-08 which is because of the contractual obligations

to the unions,” Searls said. “We were able to renegotiate a new contract over long discussions.” Finance Director Spencer Parker explained the village finances and budgets.The 201213 total budget is $35.1 million dollars with a general operating budget of $20.5 million, which provides the police, fire and public works services. According to Parker, this represented a half percent decrease in general fund from previous year. “One avenues the village has pursued is to work with other entities of governments to provide shared services such as DuPage County Project; DuPage Mayors and Managers; Consolidated Dispatch, Public Safety Radio Program, Park District Landscaping, School District-Westmont Centre and Library Accounting,” Parker said. “Sales tax revenues provides about 26 percent of the revenue for the village,” Parker said. “The trend showed a decrease in 2010 sales tax revenue $7.4 million in 2008 to $6 million in 2010 but we have begun to see a recovery with $6.5 million in 2012.” According to Parker, the state shares a portion of the income tax revenue generated to municipalities. “It’s based on per capital so our portion will be reduced due to the recent consensus,” Parker said.“Westmont received a maximum of $2.3 million in 2009 after it became Home Rule status but it is expected to drop to $1.9 million in 2012 due to drop in population. The meeting was opened up to questions at the end. “I saw a flyer from an organization - who obviously wants to get rid of Home Rule that said ever since Home Rule was enacted property taxes have gone up 67percent.Where did they get this number?” a resident asked. “I have no idea where they get that number,” Searls answered. “I suggest you contact that organization. “There are many different taxing bodies that contribute to your tax bill. When we take out the police pension funding portion, we’ve done our own study that shows ours have stayed even with where it was with prior to Home Rule.”

23 National Merit Commended Students in District 99 Community High School District 99 announced that 23 students have been recognized as‘National Merit Commended’ students in the 2013 National Merit Scholarship Program. The designation recognizes a student’s “outstanding academic promise,” according to the NMSC. Students are selected based on test scores, an essay, their schools’ curricula and school official recommendations, as well as involvement in activities and leadership. “We are proud of all of these students and congratulate them on the achievement of being recognized in this prestigious program,” said Superintendent Dr. Mark McDonald.

Forum Letter to the Editor Kirchenberg for DuPage County Forest Preserve Commissioner Dear Editor I am supporting Don Kirchenberg for DuPage County Forest Preserve Commissioner in District 2 because he has been working hard as a volunteer for many years to help protect our open spaces, including many of the county-owned properties most of us take for granted. For example, he led the fight for the preservation of a unique forest in unincorporated Lombard, which is now the Glacial Ridge Forest Preserve of DuPage County. This site has never been developed or farmed and flora grows as it was before settlers came to the area. It’s a unique and important small ecosystem that isn’t available anywhere else, even at the Morton Arboretum. He has also served as volunteer president of the Illinois Prairie Path not-for-profit corporation for over seven years and on the organization’s Board of Directors for nine. He is also the ongoing voluntary Chairman of the

Friends of the Great Western Trails. He founded the group and has been leading it for 12 years, benefiting the trails, trail users and surrounding communities. Most importantly, Don has excellent ideas on how to improve the management of our Forest Preserve District in DuPage County. We need him to help clean up the current corruption that’s seen three indicted for defrauding the Forest Preserve District of half a million dollars. I encourage you to support Kirchenberg’s campaign. You can learn more about him at www. citizensforkirchenberg.org. There aren’t many people so perfectly suited for the office of forest preserve commissioner and his credentials and experience far outweigh his opponent’s. Speak out against domestic violence Imagine living in fear on a daily basis. Never knowing when one little word uttered or a wrong move is going to warrant a slap to the head or something worse. Imagine a child seeing that every day. Now imagine that child as an adult who has known nothing but violence in the home. Boyfriends hitting their high school girlfriends. Grown men attacking their wives. Wives beating their husbands. Parents hurting their children. It can become an all-too ordinary scenario that repeats itself. But it should not be ordinary for anyone to stand by and watch.We all need to play a part in ending domestic violence, helping victims live without fear or being an advocate for those who cannot speak out for themselves. Trapped in a twisted set of circumstances, victims feel isolated and without power. October is Domestic Violence Awareness month, and the Drew Peterson case has recently reminded everyone living in the Chicago land area of the horrors

of domestic violence. Justice, most agree, was brought. But where is Stacy? What happened to Lisa Stebic? Questions about domestic violence are that much more troubling when you consider that more than half of all cases are never reported? Northern Will County hosted its 14th annual Take Back the Night Rally, which encouraged survivors to speak out and encouraged others to come forward to stop the violence and shatter the silence. As a community,itbecomeseveryone’s responsibility to speak out. If we are asking the victims who are facing insurmountable fear to speak out, dig down and ask what you can do to help. If you see the signs, have the courage to speak out for that neighbor, for that child sitting in the classroom or for your friend’s high school daughter. Organizations like Bridges to a New Day, who provide counseling to families, with a goal to provide education and prevent family violence are struggling to find volunteers. That’s why it’s important for

everyone to find a platform or just be a friend. It is equally important to speak out to you local leaders and legislators. In an election year tangled up with discourse surrounding the economy, Congress neglected to pass the Violence Against Women’s Act. VAWA expired in 2011 and must be swiftly reauthorized to ensure the continuation of these vital, lifesaving programs and laws. Urge your member of Congress to prioritize postelection passage of a VAWA reauthorization bill that safely and effectively protects all victims.Take action by e-mailing, calling, tweeting, or telling members of Congress that is essential that a strong, bipartisan VAWA, that safely and effectively meets the needs of all victims, is promptly reauthorized after the elections. While this month brings attention to the issue, remember those living a life of daily fear. Do your part to empower both children and adults by speaking out.

Domanski takes long path to state By Mark Gregory Sports Reporter

During her freshman season, Downers Grove South tennis player Joanna Domanski had to hit off a ball machine because she couldn’t hit a ball good enough to sustain a rally with a practice player. Her junior year, she was on the junior varsity team and could not crack the varsity lineup. Now, as a senior, Domanski is a state qualifier. She teamed with partner Dhara Puvar to place fourth at the Downers Grove South sectional tournament and will advance to the state meet. “I can’t even explain what just happened,” Domanski said through tears of joy. “There was so much dedication physically, emotionally and financially to get here. My best friend, Vicki Andonova, talked me into playing freshman year and now we are going to state together.” After a first-round bye, the team won 6-1, 6-1 in the second match and in the qualifying match battled back after a 6-4 first set loss to win 6-1, 6-2. “It was such a tough match,” Domanski said.“I felt like I was at Wimbledon and had to grind out the last two sets. For a moment, I was doubting it and Dhara got me back on my feet. Her and the crowd and my family all helped.When I have lapses in my confidence, they don’t.” On the second day,the Mustang duo lost to Molly Hennessy and Ali Bush of Glenbard West 6-1, 6-1 and then fell to West’s other team of Maggie Hughes and Grace Nastgaard 6-2, 6-4 to place fourth. Domanski and Puvar are one of three slots heading to the state meet for South, as they are joined by fellow doubles team

Amy Even and Andonova and singles player Christine Pavlov. Even and Andonova breezed through day one, winning 6-1, 6-0 and 6-0, 6-0. In the semifinals, they defeated West’s Hughes and Nastgaard and lost 6-1, 6-3 to Hennessy and Bush in the championship match. For Pavlov, the sophomore No. 5 seed, she breezed to a 6-0, 6-0 opening win and then was ahead 5-2 in the first set of the quarterfinals, but lost that set 7-6. She rebounded to win 6-1, 6-3 in the next two sets. “I lost my momentum and she got hers, but I knew she would lose hers, I just had to get it back,” Pavlov said. “Even after the first set loss, I still always thought I had it.” “Christine only trailed for two points the entire first set and lost,” said South coach Peter Freischlag. “She really showed me something I didn’t know she had. She impressed me.” Pavlov defaulted both Saturday matches. Earlier in the week the Mustangs (18-8, 5-1 WSC Gold) set a school record with 18 meet wins in a single season.The Mustangs beat Downers North 5-0, Glenbard South 4-1 and then broke the record with a 4-1 win over Rockford Boyland.

BOYS SOCCER Two years ago, Lisle was the class 1A state soccer champions and they want their trophy back. Lisle scored their 10 goals on 25 shots on goal, as they got a hat trick from senior forward AK Kamara, two each from senior midfielder Ryan Kilroy and junior defender Mitch Boyce and one goal apiece from senior midfielder Jake Krpan, junior midfielder Kyle Hendzel and sophomore forward Jon Harmon. Lisle tallied 11 goals its regional opener over Richards. Beating teams handily is something the Lions strive for. “We want teams to see that we are beating teams 11-0, 10-0,” Oskia said.“We want them to see that and be scared to play Lisle.” On the season, Lisle (15-6) had outscored its opponents 94-27. Of their six losses on the year, four of them are to Class 3A

schools which they faced in the Pepsi Shootout. Their two losses to Class 1A schools came to Timothy Christian, a 2-0 loss the first game of the season and a 3-2 loss at Manteno. Lisle will open its own sectional at Benedictine University Thursday with a 7 p.m. game against Illiana Christian. Waiting on the other side of the bracket is Timothy Christian and Chicago Cristo Rey Jesuit. The Lions are happy to be going to Benedictine where the field is bigger and has turf. “We are faster than most teams and we play on the ground better than most teams,” Osika said. “So playing on that field will help us.” Being that it is still hosted by Lisle and is still in town, the Lions expect the home field advantage as well. “It is great to be home,” Hendzel said.“We should be able to wipe the floor with these teams. We are used to playing on these fields.” The Lions would not have a chance to avenge their loss to Manteno until the state final game at the Corn Crib in Normal. If they were to get a shot at Notre Dame, the team that took away their trophy, that would come in the state semifinal, also in Normal. Kamara said no matter who they play, be warned, the Lions are on a mission. “All I know is that teams that we have to play, be ready because we are coming for our trophy and by the grace of God, we will get it back,” he said.“They should be scared. This (regional) trophy is good, but we want the big one back, the state title. “That is everybody’s mindset. We don’t take any team lightly. If they are below our skill level, we play hard, if they are above our level we play harder. They all have two feet just like us. We want our trophy back.” •The Downers Grove South soccer team defeated Proviso East 7-1 to close out conference play. Westmont appeals to IHSA on Regional Soccer Issue On October 11, the Sentinels appealed a player eligibility issue with the IHSA. Mary Beth King put it best when she summed up the Redwings’ performance at Saturday’s finals of the Naperville North girls sectional tennis tournament.

GIRLS TENNIS “Three was the magic number today,” she said. King and doubles partner Danielle Reyes qualified for their third consecutive trip to this week’s state tournament after placing third on Saturday. Meanwhile, Benet’s No. 1 singles player, junior Leah Tzakis, who advanced to state, as well, also finished third. King, Reyes and Tzakis started the day playing their semifinal matches outdoors, but rain forced the tourney indoors to the Vaughn Center in Aurora. After play resumed, King and Reyes dropped their match to eventual sectional runner-up

The senior duo now is shifting its focus to this weekend. King and Reyes are hoping to obtain a top eight finish; their best finish occurred as sophomores when they placed among the

top 16 teams. Last season, they ran into eventual state doubles champions Marika Cusick and Caroline Lorenzini in the third round and exited the tourney earlier than expected. “We’ve had a tough season, but I think we’re peaking at the right time and we’re really excited,” King said. “It’s our senior year and we hope to get a good draw, pull together, get a few wins under our belt and get all-state honors. We definitely feel more comfortable being down there a third time.” Tzakis got a semifinal matchup with Clousing, the state runner-up in 2010 and a fourth-place finisher last year, after beating Neuqua Valley’s Anusha Pai 6-3, 6-2 in the match to secure a state berth. Tzakis, the fourth seed, was pleased with the way she played Clousing during the outdoors portion of the match. She initially thought she’d have a chance when the match moved indoors, but Clousing turned it up a notch.

SWIMMING The Downers Grove North girls swim and dive team lost to Hinsdale Central 94-92. It was the final home meet for seniors Amanda Bila, Shea Brennan, Hannah Kaufmann, Kathryn Pesci, Alyssa Salela, Claire Schoenberger and Maura Towey. Kaufmann led the way with a third place in the 200 free (2:02.45) and third in the 100 free (57.09). Towey was third in the 500 free (5:34.19) and sixth in the 200 free (2:07.34). Brennan was sixth in the 500 free (6:14.96) and posted a time of 2:23.69 in the 200 free.

“I went into match knowing it was going to be really difficult,” she said. “Going inside, I was very optimistic because I consider myself to be more of an indoors player than an outdoor player, but I realized Keisha is more of an indoors player, too. I felt that I had more of a chance outside because I felt I had more evenly matched points. She really took control when we came inside.” However, Tzakis prevailed over Kelsey Chin of Metea Valley 6-2, 6-4, to nail down third place. Tzakis, Benet’s No. 2 singles player each of the past two seasons before moving into the No. 1 slot this year, will be making her second state appearance. She qualified

in singles her freshman season. “I feel like I’ve accomplished a lot in a year and I really improved,” Tzakis said. “This time I know what to expect. Back then I was a freshman; my game has changed drastically since freshman year. Think I’ll be a little less nervous because I know what to expect.” Tzakis’ younger sister, Coco, the sixth seed, advanced to the second round before falling to Chin 6-1, 6-1. Wildcats lock up playoff spot By Scott Taylor Sports Editor

With a dominating performance, Plainfield Central is back in the playoffs for the first time since 2008 with a 28-0 win over Plainfield East. The Wildcats (6-2 overall, 4-2 in Southwest Prairie Conference) also clinched a second-straight winning season. “We’re really excited,” Central defensive tackle Bryce Douglas said. “It’s great to end it with a shutout. Now we have two more (games) guaranteed.We’re focused on finishing off the season tough and gaining some momentum into the playoffs.” “Seeing that none of us have been to the playoffs, it’s pretty exciting,” Central running back Jordan Ellingwood said. “We have to use it to our advantage.” Central jumped out early on the host Bengals (2-6, 2-4) after stopping them on a fourth-andone on the opening possession. The Wildcats came back down the field and scored on a 9-yard run by Ellingwood for a 7-0 lead. “It all started on the first series when they went for it on fourthand-one and the defense made the stop,” Douglas said. “We couldn’t let them get the momentum going. We stopped them and that was all the momentum we needed.” “When we came out, we came out full go,” Ellingwood added. “We wanted to ram it down their throat because they were talking all this mess during the week. It isn’t just one thing; it’s a multitude of things.” The Wildcats finish the season at Oswego (7-1, 5-1). “We’re going to have a tough week of practice,” Douglas said. “We know we are the underdogs and we like being the underdogs. We just need to come out with the W and get momentum into the playoffs. Choose power, not pity in uncertain times Q. The past year has been nothing but drama. There has been a huge amount of turnover, unexpected changes, and demanding projects. Everyone in the company is constantly making things worse by complaining about how unfair it all is. Is there a way to get my team to focus more on fixing problems than whining about their circumstances? A. Yes, as the world moves faster and work becomes less predictable, the level of stress is going through the roof.You can get people to focus on problem solving if you understand better how people respond to unpredictable and unrelenting stress. Many people define relationships as a conversation in which each party complains about problems, each party feels sorry for the other party, and both parties walk away feeling validated in their

powerlessness. People don’t generally change their idea of what relationships should be just because they are now at work. When people show up at the office, their personal relationships have trained them to expect they can vent, get pity and trudge down their road of life feeling sorry for themselves. Once in a rare while someone may have the audacity to suggest that they may have to change what they are doing to get better results. Most people trip over this kind of knowledge, dust themselves off, and try to hurry along quickly before they have to take responsibility for changing. Human beings are more comfortable feeling powerless than dealing with the anxiety that comes up

when they consider taking the risk to change what makes them miserable. Now that you understand the tradeoff between misery/powerlessness and effectiveness/power, you’ll be able to present your team with two choices:They can continue to be victims of forces they cannot control. They will be miserable but won’t have to take any risks or responsibility. They will also get lots of sympathy for their tough circumstances. Or they can use their misery as an impetus to take risks. They may fail, look foolish or try multiple options that still don’t work, but eventually they’ll fix a problem that bugs them. We all enjoy luxuriating in the pity and sympathy of others when we are unhappy. Unfortunately, if we allow selfpity to become a permanent resting place rather than a pit stop, we prevent ourselves from getting what we want.

People who have good work lives, after all, don’t get much pity. On a bad day, we can all get tangled up in the drama and emotional intensity of our problems. On a good day, it may occur to us that each day we are presented with problems that need to be solved. Getting stuck in venting for long periods about our victimhood means all our energy goes into how powerless we feel rather than how powerful we could be. Next time you think your workplace is falling apart, try saying to yourself with a deep breath, “This is simply a problem to be solved,” and watch yourself settle down. Your team will watch you and learn that settling for pity is literally a consolation prize and that power is the brass ring they can reach for.
