Open Road Proposed IDOT officials consider express toll lanes on I-55 By Robin Ambrosia Staff Reporter

State transportation officials have proposed using shoulders along Interstate 55 between Interstate 355 and Interstate 90/94 to increase the flow of traffic during peak hours. “Currently, we have three lanes in each direction, so we are looking to maximize the use of the existing shoulder to add a fourth managed lane,” John Baczek, Illinois Department of Transportation Project and Environmental Studies Section Chief said at a recent open house. “Shoulders are wide enough for

buses already along certain portions, so let’s see if we can be creative using what we have while realizing we don’t have a lot of money.” Implementation of a managed lane along I-55 between I-355 and I-90/94 would convert the existing shoulder lane in both directions to be an express toll lane, a high-occupancy vehicles lane or a combined high occupancy toll lane. Department of Energy help homeowners stop energy leaks By Robin Ambrosia Staff Reporter

Are the windows or doors on your home leaking? Is your home cold and drafty? More than half of total energy costs come from heating and cooling a home, energy officials say. Many homes waste costly energy by letting too much air escape, while other homes have incorrectly installed or insufficient amounts of attic insulation. U.S. Department of Energy officials say the average American homeowner loses 30 cents of every heating dollar to leaky ducts, house air leaks and faulty or insufficient insulation. Air leaks are a waste of energy dollars, they say, and one of the quickest ways to save energy and money is to seal all seams, cracks and openings to the outside. Also, for optimal energy efficiency, homes should be properly insulated from the roof down to its foundation. To help lower energy bills, Energy Impact Illinois is partnering with ComEd and other energy companies to provide rebates encouraging homeowners to make permanent energy efficiency improvements before winter. For a limited time,homeowners can save up to 70 percent off the cost of insulation and air sealing their residence.The combination of rebates may not exceed $1,750 and can be used only

toward work performed by an Energy Impact Illinois certified contractor. The website www.energy. gov says reducing the amount of air that leaks in and out of the home is a cost-effective way to cut heating and cooling costs, improve durability, increase comfort and create a healthier indoor environment. For a thorough and accurate measurement of air leakage in the home, a qualified technician can conduct an energy assessment, particularly using a blower door test. A blower door test, which depressurizes a home, can reveal the location of many leaks. At a cost of $99, the certified contractor will conduct an energy analysis of the property using special diagnostic tools and identify the most cost-effective improvements. After the assessment is complete,the certified contractor will provide a written estimate for air sealing and insulation. Complete the recommended work with the contractor. Once the work is complete, the instant rebate of up to $1,750 is automatically applied, and the homeowner enjoys a more comfortable home and lower energy bills. The cost for the recommended basic energy upgrade varies based on the characteristics of each home, but the average cost before the rebates was approximately $2,500. With $1,750 of instant rebates, the

final cost to the homeowner would be only $750. The Citizens Utility Board suggests winter energy-saving tips, including setting water heaters at 120 degrees, covering water heaters with an insulating blankets, cleaning or replacing furnace and heat-pump filters monthly or as needed, caulking leaky windows, sealing the largest air leaks in your house, properly insulating attics and closing doors to rooms not in use. CUB officials say homeowners can save 2 to 3 percent in energy costs for every degree the thermostat is lowered in the winter. Thermostats should be set no higher than 68 degrees when at home; lower before going to bed and leaving the house. Install a programmable thermostat to automatically turn heat down when homeowners leave for work and warm it back up when return. Key funding for the rebate program was provided by the U.S. Department of Energy under the American Recovery and Reinvestment Act. Call Energy Impact Illinois at 1-855-9-IMPACT to arrange an assessment from a certified partner of Energy Impact Illinois, who will provide a two-hour inspection, a list of eligible work and cost estimate. Lessons learned from former superintendent By Robin Ambrosia Staff Reporter

Recently, a memorial was held in his native North Carolina to honor Thomas Tousignant, former Woodridge School District superintendent, who passed away June 11 at the age of 79. His passing generated memories locally as well. “Mr. Tousignant was the

longest-serving superintendent in the district, as well as DuPage County, a tenure record that remains today throughout DuPage County,” said Mayor Bill Murphy, who worked under Tousignant. Tousignant served as principal of Goodrich Elementary School prior to serving as superintendent. “I had the good fortune to work with Thomas Tousignant

starting in 1970 when Tom first hired me as Goodrich School principal, Murphy said. “And eventually I worked more directly with him as his assistant superintendent for personnel. Mr. Tousignant was not only the most outstanding administrator and educator in the district, but also an outstanding person in terms of his character, integrity, See TOUSIGNANT, page 8

Think the elections are over? Not so fast. Spring elections are just around the corner. Township, municipal, park district, library district, school district and fire district officials are up in the Consolidated Election on April 9, 2013. Both Woodridge and Westmont will elect a new mayor since both Woodridge Mayor William Murphy and Westmont Mayor William Rahn have decided to retire. Downers Grove commissioners Bob Barnett, William Waldack and Marilyn Schnell are up for re-election. Downers Grove village residents intending to run for the commissioner need to pick up a statement of candidacy and

nominating petitions requiring 50 signatures now available from the village clerk’s office at Village Hall, 801 Burlington Ave. Both forms must be filed with the Village Clerk between November 19 and 26. “Two out of the three eligible commissioners have picked up packets at Village Hall,”Downers Grove Communications Director Doug Kozlowski said. “The mere collection or distribution of packets is not a reliable measure of who will eventually file to run. In some instances, people pick up packets and ultimately decide not to run, or packets are picked up for prospective candidates by other people.” This filing period does not cover candidates for Westmont or Woodridge village trustees, nor does it cover any of the park, library, school, community

college or fire protection district offices. “The dates are different for Downers Grove commissioners due to the form of government, as well as the fact that we have to anticipate the possibility of a primary,” Downers Grove Communications Director Doug Kozlowski said. “In the event we have more than four people file for any one position, we are required by state law to conduct a primary. In other words, with three positions open, if more than 12 people file, a primary will be conducted.” The consolidated primary will be held Feb. 26, 2013. The current issues being addressed on I-55 are the existing long-term traffic, operational and safety needs along the corridor. Phase-two is developing a purpose and need plan, contract plan preparation and land acquisition. “We need to analyze what is the market for the corridor and what usage would make the most sense,” Baczek said. “We are looking to the concept of

Charleton has advice for those considering any school board member position. “It’s very important to know that you are a representing the school board, and as such, you are bringing a local voice to the community,” Charlton said.“It is one of the hardest positions, but also, the most rewarding. a managed lane, which is being used in other large cities.” Minneapolis has designed an express toll lane for solo drivers to use by paying an electronic toll. It is open 6 to 10 a.m. and 3 to 7 p.m. weekdays, then open to general traffic the rest of each weekday and on weekends. Variable fees are based on traffic levels in the express lanes to ensure traffic flows 50 to 55 mph. Tolls also depend on where you enter and the length of your trip. The ETL signs read “open” when the lane is open to general traffic and a price when tolling is in effect. Baczek said the federal government is not promising any significant increases in funding, so currently only phase one is funded. As part of the

planning process, IDOT will explore various ways to fund the construction of the project. A law in Illinois states that IPASS has to be compatible with any future toll roads. “If funding were available, phase two would take from two to three years,” Baczek said. “Right now, we only have funding for phase one only. If we did have funding for all three, we’d be looking at a sixto seven-year project down the road.” Phase three is construction. IDOT is managing the consulting contracts and overall study and will act as a joint lead agency with Federal Highway Administration for the preliminary engineering and environmental study. “This study looks at longterm vision of traffic, safety and operations,” Baczek said. “We’ve been working with

RTA and PACE. There are PACE buses currently moving along the shoulder in order to move transit along the corridor. “We are envisioning this corridor could include active lane management – each lane would be managed through technology. Individual overhead electric signs per lane would have either an ‘O’ for open or an ‘X’ for closed. Lanes could be closed to allow emergency vehicles through to an accident, too.” Interstate 55, formerly known as Route 66, was built as a major North–South route connecting St. Louis to Chicago metropolitan areas. During the 1970s, Route 66 was replaced by I-55. Many of the two-way service roads along I-55 were the original Route 66 lanes. IDOT has created a survey for rush hour drivers on I-55 to share their input. The survey includes

multiple-choice questions such as whether you are a driver or passenger in the car, where do you enter and then exit I-55, what disruptions do you encounter and if you would pay a fee for a managed lane. There are three exits in DuPage County which are Lemont Road in Darien, Kingery Road in Willowbrook and County Line Road in Burr Ridge. Baczek said this project is separate from the current construction on I-55, which includes routine maintenance such as resurfacing, patching and pothole filling. “We did a robust resurfacing contract which is intended to last five to seven years, depending on truck volume,” Baczek said.

Man accused of threatening to kill Lisle coach By Mike Sandrolini Sports Reporter

A Lisle man was arrested Oct. 26 after officials say he made death threats to his daughter’s volleyball coach for pulling her from the game the previous night. DuPage County State’s Attorney Robert Berlin said 61-year-old John Kasik of the 400 block of Arborview Drive was arrested and charged with felony telephone harassment, as well as misdemeanor counts of disorderly conduct and battery. Berlin said Kasik reportedly became angry after his daughter was taken out of the Class 2A regional championship game between Lisle and Westmont Oct. 25. Lisle girls volleyball coach Matt Hrubesky, threatening to kill him and rape his wife and daughter, Berlin said. Berlin said Kasik met with Dillard Friday morning, Oct. 26, but Kasik became angry during the meeting. When Dillard tried to end the meeting and leave the room, Kasik allegedly bumped Dillard several times while blocking the doorway. Kasik was arrested shortly after the meeting, Berlin said. Kasik coached boys volleyball at Oak Park-River Forest High School from 1992 to 2005, and also was the girls volleyball coach for five years during that span. The boys teams placed second in the state three times and third twice while he was coach. When reached by the Bugle late this week, both Dillard and Lisle High School principal Pete Sullivan declined to comment,

Jason Anderson, 21, Downers Grove, was arrested on Nov. 2 on Sheldon and Fairview for driving under the influence of alcohol, blood alcohol over .08 and criminal damage to property. Gary Henley, 51, Riverside, was arrested on Nov. 2 in the 1500 block of Ogden Ave. for driving under the influence of alcohol and speeding. Hannah Werner, 23, Oswego, was arrested on Nov. 2 on 63rd and Powell for driving under the influence of alcohol, improper lane usage and no insurance.

and referred all comments to District 202 superintendent Keith Filipiak. “The recently reported highly inappropriate conduct of a parent directed toward certain members of the district’s high school staff has raised a tremendous level of concern within the Lisle District 202 community,” Filipiak said in a statement released to the Bugle. “The district has taken action in the aftermath of this incident to ensure the continued safety and well‐being of our students and staff. “Because this incident involves a pending criminal matter, we do not want to interfere with the work of the State’s Attorney’s office or Lisle Police Department by commenting on the specifics of the matter at this time.” Kasik appeared in bond court Oct. 27. His bail was set at $300,000, and he posted $30,000

Kasik is scheduled to appear before DuPage County Circuit Court Judge John Kinsella on Monday, Nov. 19. “The district appreciates the ongoing support and assistance of the Lisle Police Department and will continue to coordinate with members of the law enforcement community to maintain a safe and supportive learning environment for our students,” Filipiak’s statement continued. “The high school has also worked to ensure that members of the school support team are available to provide assistance for any students in need. We remain committed to ensuring the safety and wellness of our students, staff and members of our school community.”

Local youth receive 2012 Merit award Five students who attend Hinsdale Middle School,Clarendon Hills Middle School and Hinsdale Central High School received the Rotary Club of Hinsdale’s Youth Merit Award Friday, November 2, 2012. This award recognizes extraordinary high school and middle school students for services to their community and classmates, leadership qualities and academic achievements. The Rotary Club of Hinsdale honors students from area public and private schools at award ceremonies several times each school year. Rotarian Cheri Vana, Vice-President of Commercial Real Estate with RBS Citizens, N.A. in Hinsdale, coordinates the program. Staff members at Hinsdale Central High School, Hinsdale Middle School,Clarendon Hills Middle School, Hinsdale Adventist Academy and St. Isaac Jogues School nominate students. The award winners attend a Rotary meeting, address the club members about their activities and interests, and receive a certificate to commemorate the occasion. Middle school students attend with their parents and invite an individual they consider their influential teacher. This month’s teachers were Mrs. Scheuerman, Mrs. Carey, Mrs. Scacco and Ms. Johnson. Ontko leads Benet past Oswego By Scott Taylor Sports Editor

Trailing 13-7 to Oswego to open the second half Friday night, Benet was in need of a spark. The Redwings got that spark from Porter Ontko. Ontko picked off a Panther pass on the opening possession and returned it 55 yards for a touchdown in a 28-13 win. “It was a big play,” Ontko said. “I got some great blocking downfield, that was key. I knew I had to jump the route or it would be big yardage and I got there in time.” “We knew we wouldn’t let them score (in the second half),” Benet defensive end Charles Melka said. “It didn’t matter where they had the ball, we weren’t going to let them score and we got the job done. I’m ecstatic. We came back from a deficit and that makes it feel even better.” That play charged up both sides of the ball as the defense held the following possession and the offense moved down the field and scored a touchdown on a 4-yard plunge by Jack Crain. “That play was fantastic,” Benet coach Pat New said of the interception return. “Our defense has been the heart of our team all year. Once again tonight they were awesome.” The lead remained the same midway through the fourth quarter when the teams changed turnovers on back-to-back plays. The third play was a 41-yard touchdown run from Ontko to ice the game. Benet (10-1) overcame five turnovers in the game, four in the first half, to beat the Panthers (9-2). The Redwings fumbled on their opening drive, but Oswego fumbled right back to them on

the same play giving the ball right back to the Redwings with a fresh set of downs. They took full advantage as Ontko opened up the scoring with a 65-yard touchdown run. Ontko finished with 210 yards rushing on 12 carries. “People knew we had a good passing team,” Ontko said. “Today we showed we can be a good passing and running team, which showed our versatility.” “Lately we’ve been throwing the ball great and have struggled running the ball the past four weeks,” New said. “Tonight we found our running game. I’ll take it any way we can get it. That was great. “Porter really stepped up. He is a big-time player and bigtime players step up in big-time games. He did that tonight.” Oswego got it back with a pair of touchdowns to take a 13-7 lead at the half. Benet now moves on to face Downers Grove North (7-4), which was a 29-13 winner over Thornton Friday night. “It should be a real fun atmosphere,” New said. “I don’t really know (much about them). We’re going to gather some film this weekend on them and watch it tonight. We will start prepping for them in the morning.” “They are a great team,” Melka said. “Their seeding and record doesn’t reflect how good they are. They have a name for themselves in Illinois.” Downers North features a running a three-headed running attack, similar to what Oswego and Joliet Catholic from a few weeks ago brought to the table against the Redwings. “It was great playing against JCA and this team (Oswego) with great running backs and a great line,” Melka stated. “We

Redwings head back to state to defend title By Scott Taylor Sports Editor

The defending state champs are headed back to Normal to defend their Class 4A state title. Benet rolled through sectional and supersectional play last week to punch a return ticket to state after a 25-20, 25-20 win over Edwardsville. “That was the goal (to get back to state),” Benet senior outside Cara Mattaliano said. “We’re so excited. We’ve been working so hard this season to win (Saturday). It makes everything worth it, all those extra reps you do. The way we play as a team, it’s just been amazing.” The Redwings (38-2) lost several key players from last year’s squad, but have reloaded behind returning starters Hannah Kaminsky and Sheila Doyle. They will open up play

at the Illinois State University campus at approximately 9 p.m. against Libertyville. The other side of the bracket features New Trier and Mother McAuley. “It shows how hard we’ve worked, definitely,” Kaminsky said. “It shows how great of coaches we have. We always want to get better and never give up. It would mean even more to win state.” Even with the different players this year, the team still plays like they have been together for years. “We’re all just really great friends,” Mattaliano said. “Even if we weren’t, we’re still really good teammates. We have each other’s back. We’re all going to go 100 percent to get the ball, so we know it’s going to work out.” Benet has yet to lose a set in the playoffs and its closest game in sectionals was 25-15.

“We’re playing all great teams,” Kaminsky said. “Every team we played in the playoffs is a great team. Us beating them by a ton doesn’t mean we are so much better, it just means that we outplayed them or we passed or serve received better.” “We’re just playing our game,” Benet coach Brad Baker said. “It doesn’t matter how many points we are giving up, we just have to get to 25 and that’s our goal. How many they score isn’t all that important, as long as they don’t get to 25.” Benet took home the Neuqua Valley Sectional title in impressive fashion, beating Lemont 25-14, 25-15. “It’s awesome, it’s great,” Mattaliano said. “Anytime you win a sectional it is amazing. We have to keep going.” Two nights prior it was middle Brittany Pavich who was the one getting fed the ball from

Kaminsky, but on this night, it was Mattaliano. “As we say, whoever is hot is going to get the ball,” Baker said. “We’re not afraid to continue to go there. If someone is scoring points, you keep going there until they stop it.” “Cara had a hot hand and I was just going to keep feeding her the ball,” Kaminsky said. “I definitely want to keep giving (the hitters) the ball when they are hot.” Lemont had won its two

previous matches after losing the first set and had Benet tied 10-10 in the second set this time before the Redwings put the match away. “We did some research and we knew they came back in their last two matches,” Kaminsky said. “We knew they weren’t going to give up, so we had to keep fighting.” Pavich recorded 10 kills in a 25-10, 25-11 sectional semifinal win over West Aurora. staylor@buglenewspapers.com

Marshinski, Smith All-State runners By Mark Gregory Sports Reporter

Westmont senior Chloe Marshinski became only the second girl in school to be an All-State runner twice in her career. This season, she placed 23rd overall in Class 1A with a time of 18:09 at Detweiller Park in Peoria. “It was a very fast race,” Marshinski said. “I beat my time from last year by eight seconds and I was 14th last year, so I was a lot faster and I fell back several places. I was happy with the race and I was All-State, which was something I wanted. It was a good race.”

Marshinski said she didn’t feel as if the race itself was faster than last year, but just stiffer competition. “It wasn’t faster, I don’t think, it was just a higher concentration of runners who were fast,” she said. “I don’t know if people are upping their training or the popularity of the sport is increasing or what.” The race was the final one of Marshinski’s competitive career, as she is going to pursue marching band in college. She has applied to several, she said, and has Illinois top on her list. A trumpet player, Marshinski is also the drum major of the Westmont band, making her running success more

impressive. “There were a lot of football games when we would get home after 10:30 p.m. and we would have a morning meet,” she said. “When we went to Peoria earlier in the year, we had to be at the school at 5 a.m.” Marshinski is not the only one pulling double duty, as she said two other girls and several members of the boys cross country team are also in band. Westmont teammate Maggie Arndt, a junior, was 42nd in 18:46 at the state meet. The only local school to advance a whole team to the state meet was Downers Grove South and the Mustangs posted a 15th place finish with 326

points. “It was probably the fastest state meet I have ever seen,” said Downers Grove coach Doug Plunkett.“Last year it took 17:35 to be all state, this year it tool 17:10. Everyone had fast times.” Plunkett said the Mustangs were hoping to place somewhere between fifth and 10th. “Our place was a little disappointing from what we thought we could do, but we actually ran pretty well,”Plunkett said. “Several of our girls had their best times of the year. We had four girls at 18 minutes or faster and that is far and away our fastest meet of the year. I was really happy with how fast we were running, but with the

whole field that fast, we were further back than we wanted to be.” Junior Haley Albers was the first runner through the chute for South with a 65th place time of 17:48. She was followed by sophomore Abby Kargol (70th, 17:51), senior Amy Rotunno (74th, 17:53), senior Katie Strelau (88th, 18:00) and junior Meaghan Bosman (147th, 18:37). Sophomore Amanda Thate, who had been one of the Mustangs top two runners for most of the season was battling quad injuries and was South’s sixth runner, finishing 185th in See STATE, page 21

Better ways to deliver bad news Q. Sometimes, in my job, I have to say things that make people mad. You often talk about how to be diplomatic with coworkers. Is there a way to deliver bad news that doesn’t annoy people? A. No. You can make it less likely that people will be mad at you, but nothing you do will guarantee that coworkers will never be mad at you. Harry Truman was fond of saying, “I never give them hell. I just tell the truth and they think it’s hell.” The bottom line is sometimes at work you’re in the unenviable position of having to speak an unpopular truth. You’re right, in my column I offer tools, techniques and strategies that make it less likely people will be mad at you: things like repeating back what people say, making it clear how giving you what you want will get a coworker what he wants, setting limits by pointing out how behaving badly will result

in outcomes a coworker doesn’t want, or using specific and behavioral language. H o w e v e r, you can do a surgically impressive job, using every tool in your interpersonal kit, and still have a customer, boss or colleague react with anger. If you assume that you have done something badly every time a person is mad, you’ll end up contributing very little. People at work who never have people mad at them usually are doing nearly nothing. If you want an effective career, cultivate an attitude where you take other people’s anger less personally. You still want to evaluate whether you could have delivered bad news better, but sometimes people really do just want to shoot the messenger.

Next time someone is upset with you ask yourself these questions: Was there a way to have had better timing? Could I have used more neutral language? Did I appeal to other people’s agendas? Did I use language that was vague or specific (i.e. punctual vs. here at 8 a.m.)? Was I careful not to use language that blamed or criticized others? If you have done everything you know, find an interpersonal “coach.” You can talk to a sophisticated friend or a professional for advice. Ask if your “coach” can see anything you could have done better. If neither you nor your coach can identify a better approach, work to be less offended by the angry reaction. Don’t assume that people who are mad at you must be ridiculous because you didn’t intend to offend anyone. People only know their reactions.

People generally can’t read your mind and know what you meant. When others are upset with us, they’re mad because of the meaning they assign to our message. Even on good days, most of us feel personally attacked when people are annoyed with us. Go ahead and feel attacked just don’t react. Next, ask yourself a powerful question: If this reaction was not about me, what theory might I form about what is going on? Over time, if you use this theory, you’ll find you are always more effective than assuming that other people’s anger is all about you. Your willingness to deliver bad news and your skill in doing so means your power, persuasion and prestige at work will rise. Remember this: If you don’t have any enemies, you probably aren’t doing anything!

No, instead tell your friend what you plan to do differently in the future and then apologize. People may return to trusting a person with a plan, but no one should trust a person who can’t learn from a mistake. Dear Dave, I got married in May, and my wife brought student loan debt into the marriage. I had some savings before the wedding, and I could pay this off immediately without putting us in a bind. But is this “her” debt, or should I look at it as “our” debt? Ernest

Dear Ernest, Absolutely, you should view it as “our” debt. It came with the territory when you two walked down the aisle. A lot of people don’t use the old-fashioned marriage vows anymore, but The Book of Common Prayer reads, “… for richer,for poorer,in sickness and health, and unto thee I pledge my worldly goods.” Basically, that means you’re saying, “I’m

ready to take a bullet for you. I’m going to do whatever it takes to serve you, and vice versa.” You’re joining your separate lives into one. In addition to all this, you guys need to be in agreement on how you’re going to handle money. In other words, it all gets worked out together with both of you sitting down and planning your financial future as one. This is called a budget. Like everything else, you work on it together. It’s not a situation where one of you is making all the decisions or bailing out the other. But if you guys are on the same

page—if your relationship is healthy and you’re in agreement about moving forward with shared dreams and goals—then I’d say write the check today and knock out that debt! —Dave

Which job? Dear Dave, I’ve been unemployed for three months, but recently I received two job offers. One is a state job that would pay $50,000 a year. The other is a one-year contract for a position in Afghanistan that pays $200,000. I know I’d like both jobs, so which would be the smartest choice? Nick

Dear Nick, If it were me, I’d take the state job. I know that any kind of situation with six figures attached to it looks and sounds wonderful, but in my mind we’re talking about a career choice versus risk. Plus, I’m a firm believer in the idea that people make better decisions when they think in terms of 10 years from now rather than 10 or 12 months down the road. In addition to the risk factor, the biggest problem with the offer in Afghanistan is that once it’s over, it’s over. Then you’re right back where you are now. You may have money in your bank account, but you’re unemployed all over again. You know, one of the things I’ve noticed over the years is when wealthy people assess

a financial opportunity, they almost always think in five-, 10and 20-year blocks of time.We’re talking long term here. There’s not a whiff of living paycheck to paycheck or “Thank God, it’s Friday. Oh, God, it’s Monday!” on them. Take the state job and fashion a good, long-lasting career for yourself.
