Gaming’s future still uncertain Quinn vetoes gambling expansion, override possible By Jonathan Samples Staff Reporter

Despite Gov. Pat Quinn’s veto of a gambling expansion bill Tuesday, the city of Joliet and its two casinos are still waiting to see if a legislative override will reverse that decision. The bill passed the Senate with 30 votes and the House with 69 votes. The bill would need three-fifths approval in the Senate and the House, 36 and 71 votes respectively, for an override to be successful. Joliet’s legislators are hopeful that the bill’s supporters will not obtain the votes needed to overrule Quinn’s veto, but are still concerned that an override or an amended bill are possible. Despite those worries, State Rep. Larry Walsh Jr. (D-Joliet) was happy with the veto. “I’m pleased the governor vetoed the bill,” Walsh said. “It wasn’t a good bill for the Joliet area. We don’t feel there is a new customer base out there.

We don’t want to see that further diminished.” The current bill would have created five new casinos throughout Illinois, including one in south-suburban Cook County, and allowed slot machines to be placed in horse racing facilities throughout the state. However, Quinn’s veto message did not address these areas of the bill. A lack of “ethical standards” and “regulatory oversight” were Quinn’s main objections. “Notably, this legislation lacks a ban on campaign money from gaming licenses and casino managers,” Quinn said in a written statement to the Senate. “We must prevent campaign contributions by gaming operators from infecting our political process.” Quinn’s lack of criticism of the bill’s main components, additional gaming licenses and the right to install slots in horse racing facilities, did not ease the concerns of area lawmakers.

He said that cities like Joliet could not afford to have that original intent lost if a new bill is drafted. They feel that despite the veto, an expansion of gaming in Illinois is a real possibility. “There’s speculation that because the governor’s veto message didn’t mention slots at race tracks, that maybe he no longer objects to that piece of the legislation,” State Sen. Pat McGuire said. “Representatives at Joliet casinos have told me that those slots, in addition to a south-suburban casino, would harm revenue at Joliet boats.”
