Poster contest winners announced at National Night Out Poster contest winners announced at Maine Township s Popular National Night Out Crowds that attended Maine Township’s National Night Out Against Crime (NNO) Tuesday, Aug. 6 had the opportunity to enjoy Barefoot Hawaiian Dancers as well as a wide array of displays and information tables featuring all major Maine Township departments and other local organizations including Nicor Gas and 7-11 Stores who were new this year. A highlight of the evening was the announcement of winners of the poster contest based on this year’s

theme “Crime...Report It, Don’t Support It” which was open to grammar school age children who live in or attend school in Maine Township. Winners are 1st Grade, Loredana Popovici, Washington; 2nd Grade, Sara Muradi, Apollo; 3rd Grade, Aahil Hussain, Mark Twain; 4th Grade, Rayan Hussain, Mark Twain; 5th Grade, Kayla Datoy, Apollo; 6th Grade, Isabella Merza, Gemini; 7th Grade, Amal Hamad, Gemini. Three honorable mentions were also awarded. They are Maryel Castillo,

Gemini; Diya Trivedi, Melzer; and Amreen Tejani, Nelson. Those who attended also had the chance to enjoy a bounce house, games for kids with prizes, face painting and a balloon artist. Prior to the flashlight walk through the neighborhood surrounding Dee Park, all children received free glow sticks and frozen treats. The walk concluded the event and was meant to show a community/police united stand against neighborhood crime. “We were gratified to see the great resident turnout at this community building event,” said Township Clerk Peter Gialamas who chaired the event for the past seven years in Maine Township. “While it is designed to promote family fun and neighborhood unity, NNO also gave us the chance to educate residents on crime prevention and safety,” he said. “Many thanks to the Cook County Sherriff’s Police and local first responders for participating with search dogs, armored vehicles, emergency aid vehicles, police cars and much more.” As one of the oldest celebrations of the National Night Out Against Crime which was introduced nationally in 1984, the local event is spon-

Cook County detainees play chess against inmates from around the globe Seven countries participated in two-day event that ended Aug. 5 Detainees in seven countries spanning multiple continents participated in a historic chess tournament that concluded Aug. 5. Detainees at Cook County Jail competed against prisoners from Armenia, Belarus, Brazil, England, Italy and Russia. After seven matches involving four players from each country, Russia was declared the winner, having amassed 22.5 wins over the two-day event. Belarus and Italy tied for second place, Armenia came in fourth, the United States came in fifth, Brazil sixth and England seventh. Cook County Sheriff Thomas J. Dart and senior officials from the competing countries participated Tuesday in an event ceremony via Skype. “We are incredibly thankful for the participation of these six countries to make this event truly historic and incredibly competitive,” said Sheriff Dart. “Chess instills important skills, from patience to strategic thinking, that help individuals better navigate custody and re-entry to society.” Fourteen players from Cook County Jail competed in the tournament and were selected based on

CHANGES Many local football teams will find themselves in a new-look conference this season

@BugleNewspapers sweditor@buglenewspapers.com For 18 of the 21 Voyager Media Publications’ football squads this fall, some small and some not-so-small changes, have taken place. With the exception of the West Suburban Conference Gold and Silver Division area members, Downers Grove South and Downers Grove North and Independent Westmont, all of the other area schools have had their conferences realigned, or have moved on to new conferences. The former East Suburban Catholic Conference and members Benet Academy, Joliet Catholic Academy and Notre Dame will all have new looks. Back in May, the East Suburban Catholic Conference and the 101-year old Chicago Catholic League, formed the new CCL/ESCC Football Conference. The new conference has six, fourteam divisions, Blue, Green, White, Orange, Purple and Red. Thus, the schools will play three Division games to determine a Divisional champion. Many of the six non-conference games, for each school, will be played among all CCL/ESCC members, as CCL/ESCC Crossovers. Defending IHSA Class 5A State Champion, the CCL/ESCC White member, Joliet Catholic Academy, will open season, at the CCL/ESCC Blue’s St. Rita on August 30. Notre Dame is in the CCL/ESCC Green Division and Benet Academy, is in the CCL/ESCC Orange Division In the Central Suburban League,

one small change has taken place. Glenbrook North, moves to the CSL South and Niles North moves on to the CSL North in 2019-20 school year. Maine East, Maine South and Niles West remain unchanged. Lisle will move on to the new Illinois Central 8 Conference after many years in the Interstate 8. For the Lions, this fall, the name of their football conference has changed but their conference opponents, Wilmington, Coal City, Herscher, Reed-Custer, Peotone, Streator and Coal City all were part of the Interstate 8 Conference, last season. The Southwest Prairie Conference welcomes in the Blackhawks of West Aurora and the Foxes of Yorkville. The SPC will break down into two, six-team divisions, the SPC East and the SPC West. The SPC East will be comprised of Joliet Central, Joliet West, Plainfield South, Plainfield Central, Plainfield East and Romeoville. Plainfield North and Minooka will be part of the new SPC West. For each of the 12 SPC schools, their first four, nonconference games, will be SPC crossover games, with four from the opposite division. The final five games of the season will be divisional games. For Bolingbrook and Lockport, their SouthWest Suburban Conference, which had 13 football schools, in 2018, has now just an even 10. With the departure of Thornton, Thornwood and Thornridge to the Southland Conference, the SWSC will have each school play seven SWSC games following two nonconference battles in Week 1 and 2.

IHDA announces additional $2,500 closing cost grant to be used with existing programs First-time and repeat homeowners can now receive up to $12,500 in assistance to purchase a home in Illinois CHICAGO - The Illinois Housing Development Authority (IHDA) has launched a new, limited-time grant to help homebuyers across Illinois afford their closing costs. Through the new IHDA Advantage Subsidy program, IHDA will give eligible homebuyers an outright grant of either $1,500 or $2,500, depending on household income, to pay for closing costs associated with their home purchase. The grant can be layered with IHDA’s current Down Payment Assistance (DPA) programs, allowing homebuyers to receive anywhere from $8,500 to $12,500 in assistance when purchasing a home. “Across Illinois, homes sales have been on the decline for the past twelve months and the Illinois Housing Development Authority is seeking to end that by making homeownership more accessible and affordable for credit-worthy households,” said Tara Pavlik, Managing Director of IHDA’s Homeownership Programs. “This additional $2,500 grant will provide homebuyers with the closing costs necessary to achieve the American Dream of owning a home.” As rents and home prices continue to rise and student loans make it difficult to save, potential homebuyers consistently point to an inability to afford the down payment as their primary obstacle to homeownership. Expanding opportunities for homeownership is vital to the health of Illinois’ overall economy. In FY2018, IHDA was able to help 5,500 people buy a home through two DPA programs: 1stHome Mortgage: Financed through the federal Hardest Hit Fund Program, 1stHomeIllinois provides first-time homebuyers (veterans excluded) in four targeted counties $7,500 in down payment assistance. Down Payment Assistance loans are in the form of

a 5-year, forgivable 2nd mortgage, and are given in conjunction with an IHDA 1st mortgage loan product. The assistance incentivizes home buying in distressed areas across Cook, Marion, St. Clair and Winnebago counties, which helps to stabilize housing markets and prevent future foreclosures. Access Mortgage: Launched in 2018, the IHDA Access Mortgage program is available to both first-time and repeat homebuyers. Available statewide, each mortgage option comes with an affordable, fixed interest rate and up to $10,000 to assist eligible borrowers with their down payment and closing costs for the purchase of a new or existing home. The unique program offers three tiers of assistance depending on the needs of the homebuyer: IHDAccess Forgivable - Assistance is limited to 4% of the purchase price up to $6,000. The 2nd mortgage shall be forgiven on a monthly basis over a 10-year forgiveness period. IHDAccess Deferred - Assistance is limited to 5% of the purchase price up to $7,500. The full principal balance of $7,500, less any optional payments, is due upon the sooner of the maturity date or repayment of the 1st mortgage. IHDAccess Repayable - Assistance is limited to 10% of the purchase price up to $10,000. The full principal balance shall be repaid monthly over a 10-year term at 0% interest. Household eligibility for the new grant is based on income. Homebuyers earning less than 50% of the area median income are eligible for an additional $2,500 under the IHDA Advantage Subsidy program, while those earning less than 80% of the area median income are eligible for $1,500. Borrowers must meet all eligibility requirements established for IHDA’s DPA programs, and homebuyer education is required. The program is not exclusive to firsttime buyers and may be used by buyers in any county in the state. Interested homeowners can find additional information and a list of the nearest participating lenders at: www.ihdamortgage.org.

Pritzker signs legislation strengthening Illinois Medical Cannabis Program SB 455 takes effect on January 1, 2020

Governor JB Pritzker signed legislation strengthening Illinois’ medical cannabis program, which provides relief to more than 80,000 patients across the state. “This legislation brings our medical cannabis program in line with my administration’s vision for equity, and it makes adjustments for the lessons we’ve learned since its inception,” said Governor JB Pritzker. “As we continue to reform state government so it better serves its families, we must do so in a way that advances dignity, empathy, opportunity and grace.”

Senate Bill 455 Today, Gov. Pritzker signed Senate Bill 455, supporting students who are registered patients in the medical cannabis program by expanding the means of administering medical cannabis products and permitting its use at school-sponsored activities or before or after normal school activities. The new law allows a nurse or school administrator to administer medical cannabis products and allows students to self-administer under the direct supervision of a school nurse or school administrator. A student’s parent or guardian must provide written authorization and provide a copy of the registry identification card of the student and parent or guardian. The Illinois State Board

of Education and Department of Public Health will to develop a training curriculum for nurses and school administrators, which must be completed annually. SB 455 takes effect on January 1, 2020.

Senate Bill 2023 The governor also signed Senate Bill 2023 on Friday, expanding and making permanent Illinois’ medical cannabis program. The law eliminates the sunset provision to the Compassionate Use of Medical Cannabis Program Act, adds 11 new conditions for eligibility purposes and expands the range of medical professionals who can certify eligibility of applicants to the program.
