Noak issues annual State of the Village address edward hospital athletic and event center holds address where mayor highlights many of the good things the city has accomplished by ryan osTry

@RyanOstry_BR18 rostry@buglenewspapers.com During the State of the Village address issued to the city of Romeoville by Mayor John Noak at the Edward Hospital Athletic and Event Center, several key components were discussed to illustrate the success the city had last year. In what was the 30th annual State of the Village address, topics such as transportation, tourism and business were talked about. “We really wanted to discuss the strong financial place the village is currently in,” Noak said. “Part of that is that we reduced the tax rate the last three years in a row.” With the property tax rate decreasing the last three years, Romeoville doesn’t think it’s going to stop anytime soon as they continue to provide new amenities for residents. The village’s last fiscal year ended with a budget surplus of $1.9 million, and projections show that the current year will also end with a budget surplus. Throughout the last several years, thousands of new jobs have been created through robust development, which Noak said created a better economic outlook for the city as a whole. “In the year of 2008 there was a little bit more than 10,000 jobs and the community,” Noak said. “Today

in 2020, there are a little more than 24,000.” During this period of an increased amount of available jobs, some of the amenities that Romeoville has been providing have been conducted upgrades to Budler Park while also opening the new 51-acre Discovery Park to go along with other community projects. During 2020, grants were announced for work being done at O’Hara Woods, Volunteer Park and Lake Strini. In conjunction with the work at Lake Strini, a new playground and upgraded paths are on tap for Conservation Park, to make the village even more of a kid friendly atmosphere. A 179 percent increase in ‘cash on hand’ since 2008 was also something Noak wanted to highlight to go along with stability of the economy and how well the village is doing financially. Additionally, the tract of land along 135th street (across from the

On top of the plans for the American Legion Hall, a new indoor pool and fitness center will be constructed directly to the west of the existing Romeoville Athletic and Event Center for families to enjoy. Noak also added because of the constant improvements that the community has made, there has been a significant upgrade on the value of a home in the village. A recent article in Crain’s Chicago Business illustrated that Romeoville had a nine percent increase in 2019 for the value of a home, which was one of the highest home value increases in Will County. One area that Noak said is still undergoing a lot reconstruction is the cities many needs for transportation. I-55/Weber Road, Route 53 and the Metra Station were just a few of the major talking points where Noak said that he understands it can be frustrating with the time of the construction, but in the long haul it well make a huge difference in travel time. “We understand that some of the areas that have undergone construction have taken awhile and it can be a little bit of a hassle at times especially during rush hour,” Noak said. When the construction is done at the major areas however, our community will be in a much better place as far as transportation goes getting people where they need to go.”

Dr. Mitchem’s successor within our organization,” said VVSD Board of Education President Mr. Steve Quigley. “We will benefit from an easier transition of leadership.” Mrs. Kinder earned her Bachelor of Arts Degree in Spanish Translation and Business from Northern Illinois University in 2001. Lewis welcomes new MD-80 plane to its fleet for students lewis students have chance to work on prestigious plane donated to school by ryan osTry bugle staff

@RyanOstry_BR18 rostry@buglenewspapers.com A few weeks ago, on Jan. 23, Lewis University officially welcomed a retired American Airlines MD-80 to its fleet. A brief celebration was held with American Airlines representatives and community members at Lewis University, who has been a leader in aviation education since 1932. “We had a very generous donation of a 737 from United Airlines back in the [1990s],” said Department Chair of Aviation and Transportation Ryan Phillips. “The aircraft was at the end of its service career for United when it was donated to Lewis and now its 20 plus years later and its just been hard to keep operational for our students.” The MD-80 donation helps Lewis University Aviation and Transportation develop a new generation of training as it provides an updated avionics package and broadens opportunities for students to earn more Federal Aviation Administration (FAA) certificates for those that desire to go into the field. Currently, all 700 plus Aviation and Transportation students will use the MD-80 at some point in their studies, however, it will primarily be used by almost 200 students in the Aviation Maintenance Management program to further develop their skills and knowledge. “The MD-80 aircraft is younger

and a lot more operational and it just came down to the timing of the whole thing,” Phillips said. “The 737 was reaching a point with its age that we couldn’t update and maintain its operational significant cost.” This donation from American Airlines is parked behind the Aviation and Maintenance Facility, where Phillips said the primary use is for students, but there might Lewis University takes some requests occasionally for spectators to come view it. For Lewis students, the main use will be for the flight students to have exposure with system operations that will include starting the aircraft, which is a part of the maintenance training. Currently at Lewis, there are two airliners and two business jets that students train on for maintenance that help them with hands on experience for their field of work. Phillips also added that this MD-80 is very special in the field because on December 20, 2019 where the delivery of the aircraft took place, it was the last flight of an American Airlines MD-80 in the United States. American donated the last MD80 aircraft after retiring the last of its McDonnell Douglas MD-80 fleet to Roswell, New Mexico, in early September 2019. “Everyone at Lewis is all very excited for the new MD-80 that our bright students will have the chance to work on,” Phillips said. “This doesn’t happen very often, we’re very grateful for American Airlines and the generous donation that they gave us.”

Dave Says: Don’t let ‘little kid’ ruin your financial plans dear dave: We’re debt-free except for our home, and we’ll have our fully funded emergency fund of three to six months of expenses — we’ve agreed on six months’ worth — saved up by the end of February. We’re also setting aside a little each month to buy a newer car with cash later. We’re

about $5,000 from our car fund goal, but my husband is getting impatient. He wants us to go ahead a finance the remainder, since it’s a relatively small amount. He has tried to justify this by mentioning that you don’t seem to have a problem with people borrowing money to buy a house. Could you explain the difference?

lana A: OK, first things first. I don’t like debt of any kind. I don’t really like borrowing for a house, but I’m not unreasonable. I tolerate mortgage loans, as long as people use a 15-year, fixed rate mortgage with payments that are no more than a fourth of their monthly take-home pay. A house is often the

largest purchase in a person’s life, and one most people can’t achieve based solely on saving. I still recommend, however, setting aside as much as possible for a down payment before taking out a mortgage. Here’s the thing. Cars go down in value, while traditional homes generally increase in value substantially

over the years. Plus, you can get an absolutely great, pre-owned car for $10,000 to $15,000. This is an amount which, in my mind, is doable over the course of several months through determined saving and living on a budget. Depending on where you live, a good home can cost 10 to 20 times that much.

raiders face old conference foe Joliet west and rally from 12 down at half for a big win by mark gregory editorial director

@Hear_The_Beard mark@buglenewspapers.com Up until a few years ago, a matchup between Bolingbrook and Joliet West basketball would have been a normal, conference game between two of the area’s elite programs. While not much in that statement has changed, the conference part has. The two local schools that shared residency in both the SICA and SWSC, now call different leagues home after Joliet West relocated to the Southwest Prairie Conference a few years ago. So, in order for them to compete on the same stage, it has to take place in non-conference action — which is what took place last weekend at Lewis University when Lockport Township hosted the four-team Will County Winter Classic at the Flyers’ Neil Carey Arena. “We love to play teams from our area and whether it is Lincoln-Way East at Thanksgiving, Bolingbrook in a nonconference, still playing Lockport — we miss the old conference, we would love to play H-F and Bolingbrook twice to test our mettle,” said first-year Joliet West coach Jeremy Kreiger, who remembers the rivalry with the Raiders from his days on the Joliet Township co-op team. The Tigers (20-4), who were missing several players for various reasons, stunned the crowd and

took it to Bolingbrook (19-4) early opening a 12-point lead at the half. Led by Elon-bound guard Darius Burford, Bolingbrook stormed back in the second half and won the game 74-67. “We really challenged our guys at halftime. I was disappointed, not so much with the execution, but the effort in the second quarter,” said Bolingbrook coach Rob Brost. “We weren’t spreading the floor and doing the things we normally do on both ends. They just out toughed us in the first half. “Most nights, we are the more athletic team and tonight where all that was equal, if not to their advantage in some of the matchups. We have played a really, really tough schedule, but we have not played a team as intense as Joliet West. You can prepare for it, but you are not really ready until you see it – the same with playing us. If they get up by 12 on any other team, they win by 20, but you can’t prepare for what we do, the same way we can’t prepare for what they do.” Burford led all scorers with 25 points on the night, while teammate Kai Matthew Evans added 23. West was paced by 16 points from sophomore Schuyler Crudup, who was called up to fill voids left by the missing players. Most notably absent was leading scorer and Toledo University recruit Jamere Hill, who missed his second straight game with an ankle

Ryan Coenen (Franklin, WI/Franklin) had four kills in the set while TJ Murray (Barrington, IL/Barrington HS) added three and Tyler Mitchem (Bolingbrook, Ill./Bolingbrook HS) and Dalen Instenes (Racine, WI/William Horlick) had two kills apiece. That lead grew to as many as 12 points when Mitchem blocked Nicolo Mancin to end the second set. The third set was the tightest of the match with seven ties and four lead changes. The Flyers led by as many as three in the set but Barton responded with an 8-2 run to take its largest lead of the match at 21-18 on a kill from Angelos Mandilaris. Lewis countered with five straight points of its own to regain the lead at 23-21. Coenen served three aces in that run. Combine decadence with refreshment this Valentine’s Day This decadent pasticcino di cioccolato con lampone valentine’s day recipe is sure to impress

C

hocolate is often described as “decadent,” and rightfully so. Few foods can make people feel as if they’re being indulgent as well as chocolate. Perhaps that’s what makes chocolate such a great fit for Valentine’s Day. When giving that special someone some chocolate on February 14, you’re not just giving them something delicious, but also a chance to indulge in a forbidden fruit. But chocolate desserts can be more than merely decadent. In fact, this recipe for “Pasticcio di Cioccolato con Lampone (Individual Chocolate Cakes With Fresh Raspberries)” from Michael White and Joanna Pruess’ “Fiamma: The Essence of Contemporary Italian Cooking” (Wiley) is both decadent and, thanks to the fresh raspberries, refreshing. The individual cake is an ideal Valentine’s Day gift, as it serves to emphasize how that special someone is the only one for you.

Pasticcino di Cioccolato con Lampone (Individual Chocolate Cakes With Fresh Raspberries) Makes 8 servings 11⁄3

cups cake flour, sifted

1⁄3 cup plus 2 tablespoons cocoa powder, sifted 1⁄4

teaspoon baking soda

6 butter

tablespoons unsalted

6

large eggs

1

cup granulated sugar

1

teaspoon vanilla extract

1

cup heavy cream

1⁄4 sifted

cup confectioners’ sugar,

1

pint fresh raspberries

Vegetable cooking spray Pinch of sea salt Preheat the oven to 325 F. Spray a standard muffin tin with nonstick spray or fill 8 of the cups with paper or foil liners. Sift the flour, 1⁄3 cup of cocoa, salt, and baking soda into a bowl and set aside. Melt the butter in a small saucepan and set aside.

Combine the eggs and sugar in the bowl of an electric mixer fitted with a whisk attachment. Set the bowl over a pan partially filled with simmering water. The water should not touch the bowl. Using a whisk, beat the egg-sugar mixture until it feels very warm to the touch and all of the sugar has dissolved. Immediately remove the bowl from the heat and transfer it to the electic mixer.

Whip the egg-sugar mixture on medium speed for 3 to 4 minutes until it triples in volume and is very thick and light colored. Add the vanilla and whip 2 to 3 seconds longer to blend. Remove the bowl from the mixer and gently fold in the flour-cocoa mixture. Place about 11⁄2 cups of the batter in a separate bowl and fold in the melted butter. Do this gently, as you do not want to overwork the batter. Fold this into the remaining batter. Divide the batter evenly among the cupcake tins. Bake in the center of the oven for 20 to 25 minutes, or until a toothpick or knife inserted in the center of one cupcake comes out clean. Remove and cool completely on a rack. While the cupcakes are cooling, combine the heavy cream with the confectioners’ sugar and the remaining 2 tablespoons of cocoa, beat into soft peaks, and set aside. Remove the cupcakes from the tin and place them on dessert plates. Spoon the whipped cream on top, divide the raspberries among the plates and serve.
