Troy Schools Approve Budget

T
roy School District 30-C has approved last week its 201213 budget, balanced at $47.8 million. The amount represents a decrease of 7 percent from last year, including $42.8 million in operating funds expenses and $5 million in capital projects and debt service payments. Primary expenditures include instructional services at $21.4 million, support services at $11.8 million, and construction and safety projects at $1 million. Troy is a small school district, compared to neighbors in Plainfield 202 and Valley View, and of total revenues, nearly 85 percent comes from local property taxes and school fees. Troy receives state support amounting to 12 percent of the
revenues, and the federal government provides just three percent. Across Illinois, school districts have been making yearly reductions to the budget as tax revenues decreased during the housing slump, and as projected revenues from the state fell short of expectations. Over the years educational cutbacks have reduced staffing, programs and services, and delayed projects at schools across the area. This year in Troy, operating cuts to the new budget were approximately $1.6 million and non-operating reductions totaled $2.5 million. In other district news, receipt of a Title I grant is giving the Troy the funds to hire three additional Troy school teachers.These teachers will be providing support and instruction to students who are not meeting expected academic growth at their grade levels. The positions were approved earlier this year, and cost for three slots is estimated at $150,000. Title I funds, which total more than $400,000 this year in Troy, can be used for buying supplies and hiring staff at designated Title 1 schools.
