Foster on passage of Families First Coronavirus Response Act there is nothing more important than protecting the health and well-being of the american people.
O
n March 14, Congressman Bill Foster (D-IL) issued the following statement after the U.S. House of Representatives passed the Families First Coronavirus Response Act in the midst of the COVID-19 pandemic:
“I voted for this legislation because our nation is facing a public health emergency and the government has a duty to do all that it can to support the well-being of the American people. “This legislation includes several vital provisions that will immediately begin helping American families, like free coronavirus testing for all who need it, paid emergency leave so that people can focus on what matters most,
enhanced employment insurance for people who might be laid off from work in the coming months, and increases in Medicaid funding for states like Illinois that will face increased costs as they deal with this pandemic. “There is nothing more important than protecting the health and well-being of the American people. We must confront this pandemic and restore peace-ofmind to the public.”

Will County officials sddress Coronavirus health department provides basic tips for staying healthy and preventing spread of virus
W
ill County officials held a press conference today to discuss steps that the county is taking to address concerns around COVID-19 (Coronavirus). Officials stressed that the general public is safe and that there has not been an outbreak or any reports of coronavirus in Will County to date. “One of the main things that individuals can do right now is help us prevent the spread of the virus,” said County Health Department Executive Director Susan Olenek. “If you feel sick, stay home. Call your doctor and make an appointment, but stay home as much as possible.” The Will County Health Department has created a special page dedicated to providing updates about COVID-19. The website has daily updates about the virus as well as tips for what to do if you feel sick as well as ways to prevent the spread of the virus. Health Department officials stress that if an individual is feeling sick, they should stay home. Every-
one is being encouraged to avoid large public gatherings and wash their hands frequently. “Will County has a robust response team ready for any potential viral outbreak,” said Will County Speaker Denise Winfrey (D-Joliet). “Our emergency response teams involve many moving parts and include multiple agencies to ensure that all of our bases are covered.” Winfrey said that at this time there does not appear to be an outbreak of COVID-19 in Will County but that officials are coordinating with the Illinois Department of Public Health and the Centers for Disease Control to address what the World Health Organization has deemed a pandemic. “We are constantly reviewing and updating our action plans based on the direction from the Federal and State government,” said Nick Palmer, Chief of Staff for Will County Executive Larry Walsh. “There are a lot of components to this issue. We
continue to monitor the progress on testing suspected cases of infection and taking appropriate mitigation measures. The most important thing Will County government can do is ensure public safety and keep residents informed of new developments.” One area of special concern has been at the Sunny Hill Nursing Home which is operated by Will County. Nursing home officials have said that it is best for family and friends to limit visits to nursing homes at this point. Sunny Hill Nursing Home residents are being monitored around the clock and extra cleaning and sanitization has been introduced to strengthen existing efforts. “Our residents tend to be frail and may have multiple illnesses to begin with,” said Sunny Hill Administrator Maggie McDowell. “One of our concerns is that someone who has no symptoms but is a carrier of the virus could bring that bug in to our facility.” People looking for more information about the coronavirus and Will County’s response can find information at https://willcountyhealth.org/

Forest Preserve cancels all programs, closes visitor centers due to Coronavirus preserve staff will notify program registrants of the program cancellations either by telephone or email starting immediately The Forest Preserve District is canceling all programs and workdays through Friday, April 3, and closing all but one visitor center due to health concerns related to the new coronavirus. Sixteen public programs will be canceled, including the “Pelican Watch” set for Saturday, March 14, at Four Rivers Environmental Education Center in Channahon. A workday scheduled for Sunday, March 22, at Hickory Creek Preserve – LaPorte Road Access in Mokena also is canceled. Buildings that are scheduled to close starting at noon, Friday, March 13, are:
≠ Four Rivers Environmental Education Center, Channahon. ≠ Isle a la Cache Museum, Romeoville. ≠ Monee Reservoir, Monee Township. ≠ Plum Creek Nature Center, Crete Township. Forest preserves, trails and all six dog parks will remain open; however, members of the public are being advised to use their best judgment when considering a visit to a dog park. State and federal health officials are warning people to avoid
gatherings and to keep a social distance from others to prevent the spread of the disease. All of these actions are being taken to help reduce a possible spike in COVID-19 cases, similar to those seen in other countries affected by the virus, which would overwhelm health care providers and facilities, said Ralph Schultz, the Forest Preserve’s chief operating officer. “We want to do our best for the community at large,” he explained. “The health of the public and our staff is our primary concern in taking these measures. We don’t want to be a part of the problem, but instead want to be a part of the solution.” These actions are being taken after Forest Preserve staff monitored guidelines from the Centers for Disease Control and Prevention, the World Health Organization and state officials. Forest Preserve staff will notify program registrants of the program cancellations either by telephone or email starting immediately. The Forest Preserve’s Event Calendar and social media platforms also will be updated to reflect the cancellations. Thorn Creek Woods Nature Center programs, which are listed on the Forest Preserve District’s website and printed calendar materials but are not hosted by the Forest Preserve, also are being canceled through April 3, but Thorn Creek Woods Nature Preserve will remain open.

G
len Ellyn, IL. – Today U.S. Representative Sean Casten (IL-06) sent the following updates on COVID-19 and recent changes to his Washington, D.C., Glen Ellyn district office, and Barrington satellite office operations to his constituents. These changes have been implemented in order to protect the health of his constituents as well as prevent the potential spread of the coronavirus (COVID-19). Congressman Casten and staff will continue to serve the 6th District of Illinois. To do so effectively, the office will implement the following new operating procedures, consistent with guidance from public health and safety officials and directives
from the House Sergeant at Arms. A majority of staff in Washington, D.C. and in Glen Ellyn will continue working full-time for our constituents from remote locations. We will continue to: Receive and respond to telephone calls. If you need to speak to a member of my team, you can call my Washington office at 202-225-4561 or my Glen Ellyn office at (630) 520-9450. The best way to contact my office for assistance is by submitting an email. Schedule meetings. If you would like to request a meeting with me or my staff, you can submit a meeting request or email staff directly. Please note, as long as our telecommuting policy is in place, we will conduct meetings over the telephone rather
than in person. Mobile office hours. We have suspended mobile office hours at local libraries. Congress continues to work to mitigate the full-scale impacts of the spread of COVID-19 across the country. Last week, Congress passed emergency funding legislation to provide $8.3 billion to fund the development of treatments and a coronavirus vaccine; protect against price-gouging of medicines; provide public health funding for prevention, preparedness, and response; and support small businesses impacted by the pandemic. Casten voted to pass H.R. 6201 the Families First Coronavirus Response Act. This legislation is focused directly on providing support for America’s families, who must be our first priority during this crisis, and includes: Free coronavirus testing for everyone who needs a test, including the uninsured.

To our Readers during COVID-19 concerns
I
n this uncertain time, as we face the COVID-19 pandemic as a nation and as a community, we at Enterprise Newspapers are determined to keep you up to date with the latest information on the outbreak. However, as our drop locations for our paper close due to the shut downs ordered by Illinois Governor J.B. Pritzker, the Bugle, Enterprise and Sentinel newspapers are finding it increasingly more difficult to distribute our print product the way we normally do. While we will still offer our product, we will do so is much fewer locations, as libraries, schools and restaurants are closed to the public. Our papers will still be available in the city or village hall and some other select areas such as police stations and train depots. You may also notice a chance in the format of the product – either a paper with less pages than usual or one that has combined news from all the counties in our coverage area. This will continue for the foreseeable future and we hope to get back to normal as soon as possible. While we strive to continue to bring you news on COVID-19 as well as the uplifting feature stories we have tried to make a staple of our coverage, the cancellations of events and gatherings will make it more challenging until our communities return to normal. For up-to-date information, please return to our website, www.buglenewspapers.com, often. If you have questions or concerns, please email me at mark@buglenewspapers.com. I hope all of our readers and your loved ones come out on the other side of this unprecedented time in our lives healthy and have good stories to tell. In fact, all through your time in quarantine, please send me your stories at the email listed above on how someone in your community made living through this time a little easier. If a stranger shopped for you, a neighbor watched your children, or your employer helped you out with paid time off – we want to hear about it. Even though we cannot be around each other during this time, it doesn’t mean we can’t look out for each other. Thank you all and keep reading,

covId-19 outbreak forces high school, college and professional sports to stop play by Mark gregory editorial director

After an epic run through the GLVC tournament, the Lewis University women’s basketball team earned an at-large berth and the NCAA Midwest Region’s sixth seed to the 2019-20 NCAA Tournament. The Flyers headed to Springfield, MO for a March 13 opening game at Drury University against No. Walsh. The game, however, was never played. A day before the game, due to the evolving COVID-19 health crisis the NCAA announced that all winter and spring NCAA sport championships have been canceled. “This decision is based on the evolving COVID-19 public health threat, our ability to ensure the events do not contribute to spread of the pandemic, and the impracticality of hosting such events at any time during this academic year given ongoing decisions by other entities,” the NCAA said in a statement. “It hurts because we were there and ready to play,” said Lewis coach Sam Quigley. “We practiced and it looked like we were going to get ours in. I know at the end of the day it is about the safety of our community, but that still doesn’t negate the pain and the hurt that the players feel. It has been a long season and to come this far and have it end so abruptly.” Along with the Division-II tour-
nament, the NCAA cancelled the D-I tournament for both the men and women as well as all other events. The news of the NCAA cancellations resonated through the high school ranks and it was not long after when the Illinois High School Association pulled the plug on its winter season. “We appreciate the patience and understanding that we have received from everyone involved in this process over the past 72 hours,” IHSA Executive Director Craig Anderson said in a March 12 statement. “We have stressed the fluidity of this situation and have been transparent about the possibility that a suspension or cancellation could occur…The Board considered suspending the events, but after deliberate discussion, did not believe that was a realistic option within the timeline. We feel for everyone who has been impacted, but must put the health and safety of all involved ahead of these events.” The IHSA has not made any decisions related to spring sport tournaments at this time. “It is too early to make any decisions regarding IHSA spring state final tournaments,” Anderson said. “We respect the NCAA’s decision to cancel its spring championships, but also recognize that the exposure and travel by our high school teams is not as expansive as collegiate teams. At this juncture, we

8 sports ‘sadness’ from page 7 recommend that all IHSA spring sport teams consult their local health departments, and follow their recommendations on if and how to proceed with practices and regular-season contests.” Three local teams were still left in the IHSA boys basketball playoffs. Joliet West and Notre Dame had each won the sectional semifinal and were set to play in the sectional finals and Benet Academy was to play in a rescheduled sectional semifinal.
Wednesday, March 18, 2020 | buglenewspapers.com The Redwings had their semifinal game postponed because a student at the host school, Hinsdale South, had come in contact with someone thought to be infected with COVID-19. While the student was ultimately found to be negative for the virus, the rescheduled game never got played. “I told the kids that I was very proud of them, for the way they represented Benet Academy, after having to adjust to a very difficult situation,” said Benet coach Gene Heidkamp. “What was so difficult for our players and coaches and also Hinsdale South’s players and
coaches, was that we were told that we were going to play. Seniors for both schools’ careers abruptly ended. How does one explain to a 17-18 year old boy that he won’t be playing basketball anymore? It’s not just us and Hinsdale South, it’s all the other school’s, that were still playing, too. “We got back to school and we sat down and discussed the issue. We came to closure on the issue. Benet Academy and all the school’s involved are victims of circumstances far beyond our control.” Notre Dame was the No. 1 ranked team by the Associated Press most
of the season. “Across the board, I feel bad for our team and our players, but also for all the teams that were alive across the state,” said Notre Dame coach Kevin Clancy. “To end your season without the ability to compete, I feel for the kids. I give a lot of credit to the IHSA. They did their best to extend this thing within reason and it got to a point where it was the right thing to do. It was a roller coaster of emotions and information. Our team was awesome. We practiced and we went about with our preparation. The NCAA had just cancelled and we
thought it could be coming, but we got information that the IHSA was going to go on with 60 fans per team and we walked out of the gym thinking we were playing. We won 29 games, which was a school record for us, and quite frankly, I thought we played the best schedule in the state outside of the teams that went national this year. Our seniors had an opportunity to make a pretty good run and there will always be that wondering and unknown of, ‘we could have.’ But, they should be extremely proud of what they have done, I just know that doesn’t make it any easier.”

I-55 reduced to lane in each Update on Driver Services direction south of Arsenal Rd.
Facilities & COVID-19
S
ecretary of State Jesse White announced the Driver Services facility located in the James R. Thompson Center (JRTC), 100 West Randolph St. in Chicago will be closed beginning Monday, March 16 as the entire building has been closed to the general public. However, all other Driver Services facilities statewide will remain open. White is urging that only those with immediate needs for inperson service visit Driver Services facilities. In addition, he requests that applicants who must visit facilities not bring multiple people – friends or family – as this will help decrease the volume of people visiting facilities. “We want to continue providing vital services to the people of Illinois,” said White. “But we are mindful of the health concerns brought about by COVID-19. As a result, we are strongly encouraging
those who do not need immediate service to consider delaying their visit to a facility.” Many transactions with the Secretary of State’s office may be conducted online at www.cyberdriveillinois.com. Customers are encouraged to take advantage of these online services, some of which include: obtaining a duplicate driver’s license or ID card, renewing a vehicle registration, obtaining a driver record abstract or renewing a standard driver’s license with the Safe Driver Renewal program. Customers who have valid passports, passport cards, military IDs or another TSA-acceptable form of identification do not need to apply for a REAL ID, particularly at this time. As a reminder, the federal REAL ID mandate does not take effect until Oct. 1, 2020. Customers who feel sick should not visit a Driver Services facility.
Will county project to replace bridge decks officially kicks off
T
he Illinois Department of Transportation is reminding the public that Interstate 55 south of Arsenal Road in Will County will be reduced to one lane in each direction, weather permitting, the morning of Monday, March 16. The lane closures are needed to start the second and final year of a project to replace the I-55 bridge decks over the BNSF Railroad and Grant Creek. Weekend lane closures on northbound I-55 will continue tonight. Starting at 9 p.m., northbound I-55 will be reduced to a single lane between River Road and Arsenal Road. The closures are necessary to make temporary pavement repairs so northbound I-55 can accommodate both directions of traffic when work resumes on replacing the southbound I-55 bridge decks.
More Info ≠ The lane closures are needed to start the second and final year of a project to replace the I-55 bridge decks over the BNSF Railroad and Grant Creek. At 5 a.m. Monday, I-55 will be reduced to a single lane in both directions. Later this construction season, I-55 will remain one lane in each direction but shift to the southbound lanes while the northbound bridge decks are replaced. The entire project is due to wrap up and all lanes reopen in late fall. Backups and congestion approaching the work zone should be anticipated at all times. Motorists must slow down, put down their phones and devices, avoid all distractions and give their undivided attention to traffic control signs and changing conditions in and around the work zone. Special precautions again will
be implemented to enhance safety. Signs will be posted several miles in advance in both directions. Temporary rumble strips also will be installed to alert approaching motorists. The work zone speed limit will be reduced to 45 mph, with Illinois State Police dedicating special patrols in the area at all times to enforce all traffic laws. Additionally, a dynamic merge system, commonly referred to as a zipper merge, will be used this year to help manage congestion and reduce travel times through the work zone. Digital message signs will advise motorists when to move out of the left lane and prepare to enter the work zone. During uncongested traffic, motorists will be instructed to slow down and move to the right lane well in advance of the work zone. During more congested periods, drivers will be encouraged to use both lanes, taking turns merging into the open lane at the point the left lane is closed.
