Safeguard installs roller shutter door at new Zimoco showroom The back entrance to the impressive Zimoco showroom at Sam Levy’s Village in Borrowdale is protected by a galvanised roller shutter door installed by Safeguard Engineering, the engineering division of the Safeguard Security Group. The heavy duty roller shutter door is four metres wide and 4,8 metres high. The slats that make up the apron of the door are made from galvanised material that is 0,8mm thick. When vehicles need to be driven into the showroom, the roller shutter door, which is chain operated, is opened to allow them through. However, when individuals wish to enter, they can enter through a wicket gate built into the roller shutter door for ease of pedestrian access. As a top brand, it is natural that Zimoco should wish to engage the services of a top security company like Safeguard to install a roller shutter door that is strong and secure. Safeguard Engineering general manager Tinarwo Chiremba said Safeguard was happy to partner with other top brands, as they shared the

They are also good for ventilation. Mr Chiremba explained that, where a shopfront is vulnerable to rain, the Fenestra Roller Shutter can have transparent polycarbonate strips with custom made gaskets inserted between the slats to prevent rain entering the vents. including roller shutter garage doors. All of the roller shutter doors can be chain operated, gear box operated or automated. There were also other complexes that sprung up as the year progressed. The Nyaradzo Chitungwiza Complex which was profiled in our previous issue was also a highlight to the construction industry in Zimbabwe owing to its upmarket design and how it immediately improved the aesthetics of its surroundings. The Gweru Megawatt project was also a highlight for the city of Gweru as the parastatal ZPC added a new building to the city’s skyline.

2017 saw the building of new foundations, the scaling up of new architectural frameworks and drawing of new housing standards. From policies and projects to structure designs and competition, everything has improved as the year progressed. This does not mean we should also cast a blind eye to some of the brewing problems that were faced during the 2017 season which prompted the scaffold leading most of the companies to the top to sway sideways. This overview is a summary of how the year 2017 and everything that happened in it influenced the construction industry. We witnessed the rise of new complexes, the development of old ones and the rise of new technologies. All these aspects sketched the progress of 2017 to date.

There have been some developments that have also risen within the construction industry. Among them is the increase of city council inspection costs for all construction projects.

New Technologies. There has been aggressive improvement in the construction improvement in the construction industry with the new introduction of new brick technologies and the adoption of glass and steel as an alternative to brick and mortar. Brick technology has seen the likes of the Stumbel Block become a game changer in the cost efficiency of each project and narrowing down the time of completion of each project.

In all the construction industry and how it has progressed there have been major developments and adjustments worth noting. As a magazine we are proud to have been part of this journey of showcasing some of these improvements and highlighting all the great accomplishments that have been part of building a greater nation one brick at a time!

Village Walk

Not only were there new buildings in the business fraternity but also there were new additions to the housing market with cluster homes and serviced stands. Madokero Estates was the first cluster home complex to be availed to the public of its magnitude this year, this provided a new feel for the housing market on what contemporary up to scratch housing projects should be like. On the rise as well is the Elizabeth Windsor Estate and the Aspindale Park project which are both promising with the latter providing contemporary affordable homes that are endowed with options of green solutions. These housing schemes have greatly improved the drive to solve the current situation of a housing deficit within the country. The appreciation of not only producing new buildings but upholstering old ones is something we have to also applaud. The current situation in most major cities has seen neglect of buildings as most businesses have abandoned the CBD to establish their organizations on the outskirts of the Central Business District. Nyaradzo group however defied the odds as it expanded its offices in Harare’s Central Business District (CBD) by refurbishing a building next to its already established complex within the CBD. To however produce an exhaustive list of all the major new construction projects would be hard as the country witnessed a

As Aspindale Park we are accepting mortgages and have co-operation with a number of commercial banks who have evaluated and endorsed our project. PROPERTY INVESTING RISK THAT YOU MUST KNOW OF AND EFFECTIVE MITIGATION STRATEGIES IN ZIMBABWE.

Many people who love immovable property investing are not aware of some serious risk that is associated with this endeavour. However, I should quickly note here that this article is not meant to scare you away from property investing but its meant to equip you because beyond telling you about risk it will also tell you about effective mitigation strategies. Investing into real estate without a knowledge of associated risk and mitigation measures is something that can lead to investment failure or loss. So if you love property investing then this piece of information comes to the right person at the right time because it presents information that can help you avoid some pitfalls that many an investor are falling into.

Risk 1. Fraudulent sale This is the risk that you part with your money but you do not get property ownership because you would have been conned by a criminal. Usually property fraud is centralized around documents of ownership like title deeds and agreements of sale.

Mitigation strategy Conduct a thorough inspection of title deeds at the deeds office or agreements of sale at the land developersâ&#x20AC;&#x2122;. Issues to do with deceased estates, caveats, unifracts etc are usually at play. Its important at this stage to engage a lawyer to do this part of due diligence because some things can be too technical and beyond the scope of your current knowledge.

Risk 2. Overpayment at purchase This is when the buyer pays more than the open market value of the property. Open market value is the amount of money that the market influenced by prevailing forces of supply and demand is willing to pay for a property. If your strategy is to make profit by later selling the property then your plans may hit a snag because of this.

Mitigation strategy Firstly you should get third part market appraisal of the property before committing anything financially. Secondly, you should discard speculation as your motive for investing into real estate. You should have long term profit generating strategies like equity built up and net operating income as part of your real estate investment model.

ENGINEERING COUNCIL OF ZIMBABWE

In any infrastructural work one key aspect has always stood out in ensuring strength and longevity. This aspect has always been engineering. To build a solid foundation on the importance and promotion of this infrastructural aspect the Engineering Council of Zimbabwe was formed. The Council was established in may 2011 as a brainchild of the Ministry of Public Works following the Engineering Council Act [Chapter:22] of 2009. The ECZâ&#x20AC;&#x2122;s main functions include consideration and administering of applications for registration, maintaining a register of engineers and technicians, to issue certificates for practicing professionals, ensure cooperation between constituent bodies in matters of common interest, to promote the view of the engineering profession on national, regional and international issues , to evaluate, monitor and uphold the standards of qualifying criteria or examinations, courses and training set or offered by constituent bodies, to encourage manpower development to meet the requirements of the engineering profession in Zimbabwe and to provide for the accreditation of college-based courses. These functions are in pursuit of the overall goal which is to establish an Engineering Council of Zimbabwe that provides for the registration and regulation of the practice of engineers, Technicians and Engineering Firms in Zimbabwe. This goal helps maintain their vision of having a safe and sustainable environment through engineering excellence in Zimbabwe. At the core of the Councilâ&#x20AC;&#x2122;s values there is integrity, safety, professionalism, transparency and ethics. These help the council undertake some of its main activities which also include training in the form of Continual Professional Development. This is structured in 3 categories which include : 1. Category 1- Developmental Activities 2. Category 2 - Work based and Individual Activities 3. Category 3 - Involvement in statutory, professional, institutional, technical or non-technical committees or task groups, under Constituent Bodies. These categories help maintain and improve the execution, knowledge, skills and personal qualities of a professional during their engineering career. The Council also maintains a database of all members and provides references for members on opportunities within their respective fields and contact details for the members to the general public. This ensures visibility for the organizations on a global scale. All in all The ECZ is the best partner for any professional engineer or engineering firm. This has been proven time and again with the platform that has taken engineering to a whole new level provided by ECZ!

CITY OF HARARE CITY OF HARARE INVESTMENT POLICY An excerpt from the 2017 investment policy of the Harare City Council page 7, section 6.1

Zimbabwean Context The investment policy for the City of Harare must be aligned with existing economic development programmes being championed in the country. Central Government through the Office of the President and Cabinet (OPC) in collaboration with development partners undertook deliberate efforts aimed at addressing the Doing Businesses environment in Zimbabwe, in line with the objectives of the countryâ&#x20AC;&#x2122;s economic blue print, Zimbabwe Agenda for Socio-Economic Transformation (ZIMASSET). Some of these include the Ease of Doing Business Reforms, public procurement reforms, review of the indigenisation regulations, the passage of the Joint Venture Act (Chapter 22:22) of 2015, operationalisation of the One Stop Shop investment facility at the Zimbabwe Investment Authority (ZIA), and establishment of the Special Economic Zones (SEZ), through the Special Economic Zones Act (Chapter 14:34) of 2016. The ongoing Doing Business Reform program, under the Rapid Results Framework, is designed to make it easy for businesses to obtain licenses and permits expeditiously. The overall objective of the reforms is to make Zimbabwe a more attractive investment destination. A major development has been the review of the Shop License Act. Firstly, the Minister of Local government, Public Works, and National Housing gazetted a Waiver on the need to advertise for new municipal applicants if they were operating in the area zones for their

proposed activity in March 2016. Prior to 2016, more than 60% of the time spent in starting a business related to municipal licensing, and it was mainly because of this advertising requirement. This waiver had the effect of cutting the time for starting a business from 90 days to 30 days. As of March 2017, the process is now taking less than 15 days and work continues towards the target of 2 days. Secondly the whole Shop Licensing Act has been reviewed and the revised Act has been completed. The reform process is now being consolidated and rolled-over to specific sectors and areas of business endeavour, using the Rapid Results Approach. Some of the new reform initiatives include the Ease of Doing Business in the Tourism Sector, Ease of Doing Export Business, and Ease of Doing Business in City of Harare. It is this last initiative which has in fact spearheaded the development of this Investment Policy.
