Houston commercial developer Blake Tartt III, of New Regional Planning, graduated from Northwest Academy in 1980, when it was located at 4211 Watonga Blvd. Many of his best friends and favorite haunts are still in the area. That’s why he decided to purchase the shopping center at the corner of W. 43rd St. and Ella Blvd. from a NewYork based company last month. “I’ve always liked that area,” Tartt said. “I felt I was returning to my roots. It’s a very up and coming area in Houston, and the infrastructure is greatly improved. It

has great proximity to downtown, the Galleria and easy access to both airports.” Construction on the property will begin within 60 days, and it will take 2-3
months to complete. The construction will consist of improving the parking surface, the roof and the facade/signage of the property. The current businesses in
the plaza, including a Liberty Tax and a Domino’s Pizza, are expected to stay, and three vacancies are expected to be filled. Due to the construction boom in Oak Forest, Tartt expects home improvement oriented businesses to fill the vacant stores. New Regional Planning, which is based in Greenway Plaza, plans to do more development in the Oak Forest/Garden Oaks area and is already exploring more properties there. “We’ll look to invest more money in that market,” Tartt said. “I’m a big believer in that part of Houston.”

Houghton’s Jewelers, located at 5386 W. 34th St. in Oak Forest, celebrated its 34th anniversary on Tuesday (April Fool’s Day), but its success has been anything but a joke. Five days after Garden Oaks resident Hazel Houghton and her parents opened the store, Hazel’s son, Jay, was born. “I quite literally was raised in a jewelry store,” said Jay, a graduate of St. Ambrose and Scarborough, who now co-owns the
store with his mother. Jay has worked in the store since he was a high school student in the mid 1990s. “I’m kind of a rock hound,” Jay said. “I like gems. That’s my favorite aspect of it.” Both Hazel and her mother worked in the jewelry business for stores in the mall, including J.C. Penney. “It was a lot of stress working for commission,” Hazel said. They wanted to open a store of their own, and Hazel didn’t think about it lasting for 34 years back then.

“I was only 30, so I didn’t really think about the future,” she said. Houghton’s specializes in custom jewelry, diamonds and watches. Jay has introduced gold and silver coins to the store’s inventory. Through the month of April, Houghton’s is doing a 34 percent off sale, on most items in the store, to honor their anniversary. With Jay and his girlfriend, Marijke Elenbaas, working at Houghton’s, the store has the potential to be in business for another 34 years.

Parents looking for a quality program for their pre-school aged children now have one more option to consider. Hope Episcopal School, which due to a church board decision was going to close at the end of this year, is moving to Oaks Christian Church, 1216 Bethlehem St. Renamed PACE Preparatory Academy (PACE is an acronym for Premier Academic Childhood Education ) the school is not an outreach of the church like it was at Hope Episcopal. Venturetech was recognized by the Near Northwest Management District as a “Change Champion” for “Zandra’s Garden.” “Zandra’s Garden is a beautiful asset for the Venturetech site, its employees and the community,” declared District President Wayne Norden. “This is a great example of converting required drainage capacity into a great place for people, plants and animals.” “Zandra’s Garden is the first phase of our overall plan for this facility,” said Venturetech owner Larry Keast. “We’ve been very successful and have greatly expanded our facilities and capacities as our company has grown. Creating this green space reflects that growth and

The award is given quarterly, and was announced at the District’s Business Network Breakfast on March 6, 2014. The Near Northwest Management District’s recent Livable Centers Study made a number of recommendations for improving the livability and values of the area. The District has seen a growth in commercial and residential values, and has attracted $100M in new developments and redevelopments in the District.

No Reason To Accept Annexation Back in 1918 the city fathers of the thriving municipality of the Houston Heights had no reason to accept the annexation entreaties of the City of Houston, save one. Despite proudly leading a progressive, scandal-free township, they agreed to be annexed to enhance the educational resources available to their children through Houston’s larger school system. They believed, as I suspect we all do, that one of the pillars of a healthy community is a robust commitment to education. From day one, the Greater Heights Area Chamber Of Commerce has also been committed to that premise. As a chamber, we can’t build campuses or confer college degrees, but we can certainly support our schools and teachers, as well as subsidize the college education of our students. City presents mobility study Residents hear road recommendations By Michael Sudhalter michael@theleadernews.com
Improving mobility for motorists, cyclists and pedestrians is a community effort, according to the City of Houston’s Planning Department at Tuesday’s Heights Northside Mobility Study Meeting at the Moody Park Community Center, 3725 Fulton. Amar Mohite and Anita Hollmann of the Planning Department presented facts from the study, which began in November 2012 and will conclude next month after the public comments conclude on May 2. Comments can be submitted to heights-northside.org.
There is also an interactive map on that site, with detailed information on the existing condition, identified needs and future vision for more than two dozen streets. Although the study is simply a vision, and not a planned construction project, the Planning Department is partnering with the city’s Public Works & Engineering Department to address areas in needs of improvement. The Planning Department is also working with the city’s Health Department to promote cyclist and pedestrian mobility in the city. The city is expected to do a study specific to those two areas of mobility later this year. One of the major areas of discussion at the meeting focused on 20th St. Shady Acres Civic Asso-
ciation leaders had expressed concerns about widening the street at last month’s District C Capital Improvement Meeting, stating that it would disrupt a relatively quiet neighborhood. Mohite made the case that it should be a major thoroughfare with improved cyclist mobility, as its the only east/ west connection between the Heights and the Northside neighborhood, east of I-45. The mobility study included no changes to Heights Blvd. Mohite said the Boulevard is fine as it is, but may need some infrastructure improvement in the future. According to the study, 20th St. will have a future design of a four-lane corridor. Mohite also addressed congestion in the Heights and Northside, saying that it is minimal with the exception of
major intersections and near construction areas. In a related item, the city is hosting Sunday Streets HTX to improve awareness of walking and running. White Oak/Quitman from Heights Blvd. to Fulton will be closed to motorists from 11 a.m. to 3 p.m. Sunday, so residents will get the opportunity to walk, run, dance or ride bicycles. The program is a partnership between several public and non-profit entities.

If you are wondering, I am going to drill an oil well in my front yard, or, if the block warden objects, I’ll put it out of view in the backyard. You might do the same and get your fair share. Texas has about $140 billion in “petro-wealth,” and I don’t have any of that except what’s in my car’s crank case or oil tank or whatever. Of this fortune, corporations, not individuals, own most of it, about 80 percent. OK, Mitt Romney said, “Corporations are people, too, my friend.” Wouldn’t you love to be Mitt Romney’s friend? Think of those lazy days on the Cayman Islands visiting his money, and imagine the Christmas presents he’d send. An Austin company that provides information on oil leases, Blackbeard Data Services, reported those figures and breaks them down to corporations owning about $112 billion, attributed to petroleum reserves, and individuals own about $20 billion. The rest is held by trusts, nonprofit groups, government, educational institutions and religious organizations. “This is based on the value of proven,

producing petroleum reserves in Texas, accounting for entities that have a working interest in those reserves as well as individuals earning royalties.” I have no idea what that means. Houstonians in the oil business, or awl bidniss, account for the largest share, about $48 billion. Midland came in a distant second, with $15 billion. San Antonio ranked eighth with $3 billion. Dallas doesn’t seem to be ranked. This omission may be because Dallas County is one of the rare counties in Texas that has never had a working oil well. (No one ever heard of the Dallas Oilers. Actually, few people ever heard of the Houston Oilers.) But Big D is Big Oil’s general store, bank and insurance company. Blackbeard Data says that typically oil leases send about 80 percent of revenue to oil companies and 20 percent to mineral owners in the
form of royalties. The report states: “That’s because oil companies that have a working interest in those projects essentially take on all of the risk. Over the last 20 years, they’ve generally seen their percentage of the revenue decline as modern production techniques have made their work less financially risky.” This is hard to believe since Irving-based ExxonMobil Corp., the world’s largest publicly traded oil company by market value, posted earnings of $44.9 billion in 2012. For 2013, the earnings were $32.6 billion. In the last quarter of 2013 they earned $8.25 billion, which analysts called a “mediocre quarter.” Huh, $8.25 billion was a “revenue decline?” That’s like water-board torture is “enhanced interrogation” and Huntsville is full of “legally challenged” inmates. The big deal these days is not only oil but gas and fracking. We love the tax money fracking brings into our state and local collections, but it is a messy business – tearing up our roads with big trucks, using our water, noisy and generally disturbing the neighborhood. Avid defenders of fracking include ExxonMobil and FreedomWorks, the well-financed anti-tax organization (thanks to the Koch Brothers of oil and gas fame). The supporters had their work cut
out for them when a fracking operation was to begin recently in Denton County. First reported by WFAA-TV in Dallas and picked up by other news media, a suit was filed to stop the operation because a huge, ugly water tower was being built next to a ranch. This means, the suit charged, the project will “sell water to oil and gas explorers for [hydraulic fracturing], leading to traffic with heavy trucks” that would interfere with the quality of life and the real estate value of the sizeable ranch. So the neighbors were outraged. One party to the suit is none other than Dick Armey, founder of FreedomWorks. Another party is the owner of the ranch, Rex Tillerson, the CEO of the ExxonMobil Corp. As we can see, NIMBY is alive and (oil) well in Denton County. As for my own neighborhood, Running Rats Acres, it would welcome a huge, smelly and noisy fracking operation with large trucks churning the roads into gravel. It would mean an actual improvement for our roads. We would get a monumental water tower where our kids would paint “Seniors ‘14” on it if any of them got that far in school. Neighbors would find employment as security guards to protect the equipment from being stolen by other neighbors. Finally, who would complain, or even notice,

my little drilling rig beside a monstrous machine? Should I hit Texas Tea, I would join the Petroleum Club, dropping my membership in the Linoleum Club. I’d tear down my house, even the satellite dish by the mailbox, build a huge mansion, and sue to get rid of that ugly fracking project down the road. It’s deflating real estate values. True, despite my wealth I might not fit in with the other oil barons. Got to learn their lingo. Rigs drill down, not up, right? A Christmas tree does not have a star on top and presents underneath. Depletion allowances are good, obscene profits taxes are bad. I can’t buy a member of the Texas Legislature or Congress, but I rent one for the afternoon. Despite what others think, not every Texan has a rig in the driveway. On the other hand, once I interviewed Glenn McCarthy for an article in Texas Monthly. Behind his desk McCarthy had this huge blowup of his face which had appeared on the cover of Time magazine. I mentioned that he had a particular interest in the oil patch because it was his business. The Reagan High baseball team has enjoyed success in Class 4A-District 21 thanks to a strong pitching staff. Bulldogs sophomore lefthanded pitcher Chris Sanchez has a perfect earned run average through four starts for Reagan, which trails only district leader Milby in 4A21. Teammate Jesse Lawrence, a freshman, has a 0.80 ERA with three victories on the mound. Sanchez, 17, played youth baseball at Candlelight Little League and Baseball USA. He’s pitched since age 8. When he’s not pitching, Sanchez plays first base.
Q: Last season, Reagan lost to eventual 4A state champion Tomball. Are you ready to compete in the postseason this year? “They had a pretty good team. We had them for a couple of innings. We could have got it. This year, we’ll have a better chance.”
