What is ReBuild Houston?

New pavement, improved intersections and new bicycle lanes are just a few of the improvements Houston officials are hoping to roll out across T.C. Jester Boulevard between Washington Avenue and Timbergrove Lane in the next few years as part of the Rebuild Houston initiative. Houston City Councilmember Ellen Cohen hosted a public meeting Tuesday evening at the Texas Department of Transportation on Washington Avenue for homeowners living nearby the affected 1.5 mile strip along T.C. Jester Boulevard. Carol Haddock said she hoped the public meeting, which invited questions and comments from residents, would be a change of pace for those who have lived through other major city construction projects in the past. “We’re working to make sure we understand what all the needs are in the community and we’re incorporating that before decisions are made that don’t necessarily work with the community’s desires,” Haddock said. “I think it’s a step in the right direction […] so we can all get on the same page.” Haddock said this particular stretch of T.C. Jester Boulevard first came up as one of the early Rebuild Houston need areas, identified mainly for its pavement condition. The priorities for the project include addressing lane widths, adopting better standards for bike lanes in tandem with the city’s long-range bicycle lane planning, better traffic congestion management, and upgraded storm drainage, water and sewer infrastructure. “We have some tricky intersections,” Haddock said. “We routinely see people turn out on the wrong lanes along T.C. Jester at Washington.” Officials are looking into imrpoving roadway configurations at T.C. Jester and Washington, T.C. Jester and I-10,

Officials say ReBuild Houston utilizes a pay-as-you-go fund to maintain the city’s infrastructure and allows the city to plan upgrades to meet future needs as the city continues to grow. Funding for ReBuild houston comes from four sources according to the program’s website. • Ad Valorem Taxes • Third Party Funding, such as METRO, TxDOT, and Federal Grants • Drainage Utility Charges • Developer Drainage Impact Fees The initiative allows the city to pay for new projects in cash as opposed to the city’s previous model, which officials compare to putting purchases on a credit card. By issuing debt to pay for construction, officials say the city currently has about $1.7 billion in debt as a result of bond obligations for street and drainage projects along with paying $150 million per year in interest on debt on similar projects accrued in years past.

Some residents living in Forest West say they are tired of a local billboard featuring a strip club advertisement and want it taken down. A petition on GoPetition.com now features over 80 signatures from residents who are calling the billboard too raunchy for families and children in the area. The advertisement, located on Pinemont near the intersection of Bingle Road, features several scantily-clad women from the neck down wearing provocative clothing, with the address and phone number for Cover Girls, located at 10310 West Little York Road. Ben Tuma, a member of the Forest West Civic Club, first published the petition several weeks ago and says the advertisement is not compliant with regulations regarding sexually oriented businesses. On the GoPetition page, he cites “City of Houston Informational Letter #0001-2003” and that the sign in question “can not contain photographs, silhouettes, drawings or pictorial representations of any type whatsoever.” He is calling on the city to remove the billboard which he calls See Billboard, P. 3A

Oak Forest, Durham school principals announce resignation By Betsy Denson betsy@theleadernews.com Two Leader area elementary school principals have announced their resignation. Jenny Thomas, the principal of Oak Forest Elementary for the last four years, announced on Tuesday that she is leaving the school to become the principal of a school in Clear Creek ISD, which is closer to her home. And Angela Sugarek, the current principal of Durham, has accepted a position as the new principal of Hogg Middle School. Thomas will continue to support the school through July. Rachel Folse, Oak Forest Elementary’s assistant principal, will assume leadership of the school during the interim while the district searches for a permanent replacement. A community meeting will be scheduled soon at the school to discuss the search for new leadership. “I have spent the last 18 years serving

students in HISD and these recent years at Oak Forest have been some of the most special. When I came here as the principal four years ago, this community accepted me with open arms,” said Thomas. “I’ve been so proud to be associated with such an amazing group of students, teachers, parents, and community partners. The positive impact that the last few years have had on me is immeasurable.” The reaction from the Oak Forest community was one of sadness and good wishes for Thomas. “Best of luck on your new adventure,” said Stephanie van Walleghem. “You will be missed.” In her statement to the Durham community, Sugarek said that given her past experience at Hogg and her passion for the International Baccalaureate Middle Years Programme, she could not help but See Principals, P. 8A

Precinct One: Arrest made in string of tailgate thefts Heights and Woodland Heights HOA On Wednesday June 17, Deputies were performing a random patrol of the Heights area after a string of Tailgate Thefts had been reported. At approximately 4:15 a.m., Deputies attempted to make a traffic stop on a suspect driving a white Chevy S-10 pick-up in the area of 9th and Yale. The suspect refused to stop and evaded deputies on foot in the area of Heights and 2nd. The suspect was last seen running into a nearby Bayou. The suspect was subsequently identified by the initial pursuing Deputy and the suspect’s family members. A To-Be Warrant was filed on the suspect for Theft and Evading with a Motor Vehicle. The suspect has a long history of Burglaries and Thefts. Two tailgates were recovered from the suspect vehicle. One Black Ford King Ranch tailgate and a Gray tailgate from a Chevy 1500. The tailgates were tagged as evidence and taken to the Houston Police Department evidence

storage room pending the conclusion of the investigation. Additional evidence was collected and submitted. A report was taken and will be followed up on by the Houston Police Department. On Tuesday June 16, Deputies were dispatched to the 1400 block of Waverly in reference to a Burglary of a Motor Vehicle call. Upon arrival the complainant advised her unlocked vehicle had been burglarized the night before. She was made aware of the incident after a neighbor’s vehicle was broken into also and the possible suspect was taken into custody by the Houston Police Department. Complainant advised she noticed the items missing at approximately 9:15 a.m. on this date. She described the items missing as headphones, chargers and a pack of 15 DVDs valued at approximately $700. A report was taken and referred to the Houston Police Department for investigation. Residents are encouraged to

Garden Oaks HOA On Sunday, June 21, the Garden Oaks deputy was dispatched to the 1000 block of Lamonte in regards to a Burglary of a Habitation. Upon arrival the complainant stated she left her residence on Friday, June 19, and returned home on Sunday, June 21, to find that her home had been ransacked and personal items had been stolen. A neighbor approached the deputy and stated that she noticed the fence to the complainants home to be open at approximately 10 a.m. on Sunday and that it was not opened earlier that morning. There are no suspects at this time and this case will be investigated by the Houston Police Department Burglary and Theft Division. North Durham Animal Hospital newest addition to animal, pet care alternatives By Kim Hogstrom For The Leader This year, the Heights welcomed its newest partner to furry companions – the North Durham Animal Hospital – and its owners have their eyes set on helping pet owners care for their pets without breaking the bank. “Pet care can be incredibly expensive, even unaffordable for some, so we decided to do something about it,� said Beth Dawson, Office Manager for the hospital, located at 2018 N. Durham Dr. in the Heights. “We both decided to open an affordable-slash-low-cost pet care hospital, and we have been busy from day one.� Pets have morphed from “livestock� in the 1900s, to fully identified family members today, and the numbers support it. Statistics from the American Pet Product Association reveal that we spend more on Fluffy and Fido with each passing year. In 1994, we spent $17 billion; in 2001 we spent $28 billion and projections suggest we will spend $61 billion in 2015. Dawson and her husband, Dr. Douglas S. Dawson, spent many years running a veterinary hospital in posh West University. “We raised five sons, and they have all gone to college, and all their tuitions are paid,� Douglas Dawson said. “Then we decided to give back to the community, so we

opened the North Durham Animal Hospital on January first of this year. We are busy, but I go home with a good feeling about it. I sleep well at night.� Dr. Dawson is a Houston native, attended Lamar High School and graduated from Texas A&M Veterinary School in 1984. He has spent many years of practice in the care of small animals, including cats, dogs, and “all the pocket pets,� he said, such as guinea pigs, rabbits, hamsters. The hospital also works with local rescue groups, and offers special rates for the care of pets in foster or rescue situations. This includes working in “Trap, Neuter Release� (TNR), the program aimed at limiting the numbers - and suffering - of Houston’s feral cat populations. “When we work with TNRs, we give the cats rabies shots and vaccinations, neuter or spay them, then notch their left ears, so the public knows the cats will not reproduce,� said the doctor. “We do them all the time.� The Dawsons say they run considerably less than most urban vets, depending on the service. The hospital also offers emergency care, wellness visits, dental care, spay and neuters, and an online pharmacy for ordering medications. Notably, the prices meet or beat those on PetMeds.com, and often include discount coupons.

However, employees with Cover Girls say no one has come forward to them specifically regarding an issue with the billboard. “No one has reached out to us but we’d be more than

The project itself would be completed in two portions, with Washington to I10 projected to be completed in 2018 and I-10 to Timbergrove Lane to be completed by 2019, according to the proposal. One resident voiced concern during the meeting over the new drainage which would be designed to drain water into the White Oak Bayou. Given the recent flooding, the resident suggested that underground retention facilities would be better served for the area. Haddock said officials have examined the drainage situation and said officials would not simply increase the flow of water without looking into other retention methods. Motorists would be able to use an improved intersection to access Cornish and Darning via Radcliffe and Detering. The West 11th intersection would also be modified to become an accessible pedestrian crossing with the help of new signal equipment. Perhaps important to many was the question of potentially acquiring land to ensure new bike lanes and pedestrian walkways have sufficient room, however Haddock said the project will work within the existing right of way. “I can say we will not be acquiring any right of way for this project,� Haddock said.

her sister traveling in from Brenham. Their sibling, Mildred Hart, 93, was unable to make the trip to Houston from Austin. Daughter Dinah Sultanik remarked, “It should be noted that my mother’s mom (my grandmother), lived to be almost 103 years old, so we hope to be hosting big birthday parties for my mom for many years to come!� A true member of the “Greatest Generation� and an amazing woman, Louise still goes to work at Jake’s one day a week. Happy, happy birthday to Timbergrove resident Louise Jacob who celebrated her 90th birthday on May 30, 2015. Louise and her husband Jake founded Jake’s Finer Foods, Inc. together in 1946 and many neighbors will remember Jake’s was located on 18th Street for over 40 years before moving to a larger location fairly recently. Louise Laura Fuchs Jacob was born on May 30, 1925, in Burton, Texas (which is a very small town just west of Brenham). She was one of seven children and grew up on her family’s farm. Her father, Robert A. Fuchs, served in the Texas House of Representatives for 18 years, and Louise, her mother and her siblings continued to work the farm while the House was in session and her father was in Austin. Louise married her husband, Kervin E. “Jakeâ€? Jacob, on December 3, 1944. Jake was from Carmine, TX, an even smaller town also west of Brenham. After Jake got out of the service in 1946, he and his bride moved to Houston to a home on Ridge Street in Woodland Heights. They started “Jake’s Eggs,â€? now Jake’s Finer Foods, Inc., in a small building in the back yard of their little house. Jake sold eggs from his family in Carmine, going door-to-door and selling only 11 dozen eggs the first week of their business. That little business grew from their back yard door-to-door business to a multi-million dollar full service food business, employing several hundred people, and now run by the second and third generations of the family. A very active member of Zion Lutheran Church in the Heights, Louise has been a

member there since moving to Houston with Jake in 1946. All three of her daughters were baptized and married at Zion. She has been involved in numerous programs at Zion, including the choir, the Altar Guild, the Women’s Circle, and the “Gathering� program for disabled adult community members. During the years her daughters were growing up, Louise was very active in the PTA at Travis Elementary and Sinclair Elementary Schools, and was awarded a PTA Lifetime Membership in recognition of her commitment and years of dedication. Louise and Jake were married for over 55 years before his passing in July 2000. The couple loved to dance and Louise still attends celebrations and dances as often as possible. Blessed with excellent health, Louise walks almost two miles daily, five days a week. Louise’s daughters and their husbands are Linda and Leonard Bench, Patsy and Sam Sakowitz, and Dinah and Michael Sultanik. She has been blessed with seven grandchildren and twelve great-grandchildren, all living in the Houston area – and most of the family is living in The Leader community. The entire immediate family, as well as a host of extended family, came together to celebrate Louise’s 90th birthday with an incredible party at the SPJST Lodge on Beall Street. Despite terrible rains that day and the previous week, over 300 marvelous friends and family members came out to celebrate this milestone birthday and join in the festivities.

Some roads reaching critical mass in Heights neighborhoods If living in Houston has taught me anything, it’s that getting stuck in traffic is a pasttime for many who live here. It’s sort of a hated tradition, something that garners no celebration and simply invokes feelings of disgust over wasted time. Traffic congestion on highways is essentially expected, but what about the various, small neighborhoods around the area? What happens when people can barely get down their own streets? Most recently, a front page Leader story regarding a proposed four-way stop sign at West 26th Street and Bevis Street quoted resident Sandy Wing, who pointed to the various construction sites in the area. “On West 26th Street alone there are two major construction sites,” Wing said. “What’s supposed to happen is if there is a big increase in population, there should be a traffic study to show the impact of those additional homes and what it’s going to do to the number of vehicles in the area.”

I had a taste of this when I went out with my camera to find new and continuing construction and developments for this month’s Leader Listings. I had known from speaking with others in the area that the traffic situation during construction had become a headache for long-time residents, but it was staggering how much development is happening within such a small area along roads like West 26th.. The sites all share some familiar names – Adama, Farb Homes, Titan Homes, Emery Square, Enterra Homes, - each boasting high-rise homes and creating plenty of noise that I’m sure the neighbors are absolutely thrilled about. One development in particular which caught my eye was

It had me thinking, like many others have for quite some time, what will happen when these communities are finished? Pruneda Real Estate indicates on their website that Heights Landing is sold out, and other communities have been following suit. While these homes might have parking garages included, many also feature more than two bedrooms across what can be nearly a dozen different lots in some developments. What happens in households that need more than two cars? What happens when they have family or friends over for a get together? Even worse, should an accident or a fire happen at one of these construction sites and, believe me, that’s the last thing I feel like writing about, I can’t even imagine how much of a pain it would be for emergency

Some residents said they hoped the city would slow down in its permitting but that may not be the best answer. Growth is generally a good thing and new construction projects means more money poured into the local economy – slowing the permitting process could give developers the wrong idea about working with the city. Still, there is a point to be made about slowing down and taking into account roads and the needs of surrounding communities. The leadership at the Public Works and Engineering Department has showed willingness to listen and work with others in our area. Perhaps it might be time the city taps the brakes on new homes to ensure that our smaller, neighborhood roads don’t end up with their own rush hour microcosms.

s summer is finally into full swing, I have become reminded that this is the time of year for dental related accidents. Pools, skateboards, bike rides, baseballs, a bounce house at a birthday party ... all of these fun summertime activities are only a hop, skip, trip and fall away from some trauma to your child’s teeth (or yours if you’re one to join in the fun!) Here are a few tips if you are unfortunate enough to experience any trauma this summer: If a tooth has been knocked out, in some cases, the tooth can be successfully re-implanted. The tooth should be cleaned and placed in milk or saliva and not allowed to dry out. A dentist should be seen immediately to assess the trauma and re-implant the tooth if possible. Primary (baby) teeth are not usually re-implanted. If a tooth is chipped or broken, the area should be rinsed clean, and ice should be placed to address any possible swelling. A towel can be placed with pressure to help stop any bleeding. A dentist should evaluate the tooth to determine what the proper restorative treatment should be. One of the best treatments for a cut lip is a Popsicle. Once the area is cleaned and bleeding has been controlled, an ice pack (or Popsicle) will help prevent swelling. Larger lacerations may require some stitches to help them to close and heal. Be sure to always follow up with your dentist to be certain proper treatment is provided to achieve the best of outcomes.

A

s the unemployment rate ticks slowly down in this country, we should be thankful. In most European countries, unemployment rates are still above 10% and in Spain it is over 25% and nearly 50% for those under 25 years of age. The ability to work and a job that matches our skills are great blessings. We all need to be useful, and when someone is deprived of this, they will almost certainly feel inadequate, or even downright useless. One thing which we can do when we are out of work, or even in our off hours after work, is to Òsharpen the saw.Ó Sharpening the saw includes honing our current skills, but it should also include broadening our range of skills, i.e. learning some new skills. Sometimes, even with all of that, we still don’t find work. Perhaps in that case, we need to create our own job. Childcare or baby-sitting jobs aren’t just for teenagers. And perhaps investing in a lawnmower would get you work in your neighborhood. A friend of mine who was trained as a structural engineer and recently lost her job was not too proud to go to work cleaning windows and painting in people’s homes. Eventually she went back to work as an engineer, but in the meantime she exemplified an important lesson. All work is dignified if it has value, and if people will pay for it, then it probably has value. So do your best to find work that matches your skill set, and remember to sharpen the saw when you can.

You never know what you are going to find.” Another repeat winner is Dr. Greg Green who was voted best chiropractor for a second year. An Oak Forest resident, Green has been in business for five years. He said that he asks the question – “What does the market want from me?” as opposed to what he wants from the market. In his case, the answer was quick relief from pain. Green said that he wants to “fix people as quickly as I can” so that they don’t have to come back for multiple visits. “We’ve built a critical mass of referrals,” he said. Another three time winner – Jamie Cupps of Pet Paws Resorts who garnered accolades in Best Grooming and Best Day Care/Boarding or Sitter Service for animals and pet services – said that working with animals has been a dream

That’s just proof of the loyalty and goodwill that some business and people inspire in their customers. Here is a sampling of those who got the nod twice. AG Antiques on 19th opened its doors in March of 2014 but that didn’t stop it from being named Best Antiques store for two years running. Cousins Cynthia Anhalt and Debbie Greenbaum established their co-op business after Grace Hart – who ran an antiques store at the location – died in February of 2014. Anhalt said that her grandfather owned the building at 313 W 19th Street for 75 years and that he used to operate the White House Store at the location. “We brought it full circle,” said Anhalt. Greenbaum said that they’ve worked hard to

since she was four years old. “I wanted to be a vet,” said Cupps, “but I said ‘I can’t do eight more years.’” Instead, she served as the office manager of various animal hospitals until she and her husband opened up their own business four years ago. Cupps thinks their attention to detail, their homey environment complete with a full service kitchen, and their customer service, both to humans and canines, is what keeps people coming back. “Their dogs become my dogs,” said Cupps, who says that they also offer discounted boarding for rescue dogs. She said that she couldn’t do it without her staff, who are like family to her as well. Because of their success, Cupps said they are looking to expand, whether that be a bigger building or a second location. Their lease isn’t up until 2018. “We will stay in the area,” she said. “This is an awesome community.”

Dear Tabby, We have an inside/outside cat and I’m always so worried that she’ll go missing. What do you suggest that readers do if they lose a cat? Apprehensive about AWOL cat in Oak Forest Dear Apprehensive, It’s certainly a scary feeling when a cherished pet suddenly doesn’t come home. Outdoor cats often have a tendency to roam, so it’s a good idea to double-check that your kitty is microchipped and tagged. In the event that your cat doesn’t come home, here’s what experts suggest that you do: Start early: Begin looking

Stick close to home: Cats are territorial and many will rarely leave their territory unless something has scared them. For this reason, most cats that go missing are found within a five-house radius from where they live. Make sure you check your backyard and those of your neighbors thoroughly. Is there anywhere your cat could be trapped or hiding, such as in a garage? As you know cats can be curious and get trapped in all kinds of places they venture into. Know your cat: Each cat is different and what has happened to them may depend on several factors such as their personality, whether they are an indoor or outdoor cat or whether something has scared them. For example, research has shown that indoor cats that have escaped are very likely to be hiding near your house.

They have likely panicked and gone into survival mode, so are probably hiding within a three house radius. They are too scared to move and will probably not respond to your calls. They are hiding in silence so as not to attract any predators--they are following their survival instinct. Entice her nose: Some experts recommend leaving super-smelly wet cat food in your yard or driveway to lure your kitty closer to the house; alas that could also invite other cats as well as less cuddly neighborhood creatures to your home, so proceed with caution there. It also might not hurt to leave a favorite bed or litterbox of your kitty’s or some worn-tee shirts of yours on the porch to redirect kitty home, via her nose. Comforting scents from home might be just what she needs to find her way. If all of the above steps fail to bring kitty home, your next step is to post her photo and your contact info all over social media and then post signs up around your neighborhood. Art Valet Creativity tucked away at Heights’ The New School Nestled among the giant shade trees and behind a tall iron fence on the 400 block of Heights Boulevard, are two seemingly normal homes. With the exception of the giant Tonka style wooden truck, and the dozen children playing. Welcome to the not so new, The New School in the Heights. The over-sized vehicles were built by none other than Paul Carr, who built the wooden train in Donovan Park. A recent visit with Education Director Jeanette Salinas, opened my eyes to what I had passed daily for the past 10 years without a second thought. The New School in the Heights was founded by Diane Manning, Ph.D. and Arthur J. Farley, M.D. with a focus on bright children whose social or emotional delays may interfere with success in education and life. Salinas (also the first to be hired as a teacher ten years ago) told me that they just recently put a sign up at the school for the first time. They are also looking at ways to get the students more involved in the community itself. The school is small, with only about forty students and classes from Pre-k to 8th grade. Art, I happily noticed, wasn’t taught as a subject, but integrated into everything. The house at 403 is fairly new construction, while the historic home next door purchased by Dr. Farley in 2005 and named for him, “Farley Hall,� was built in 1902 and listed in the National Register of Historic Places as the Samuel H. Webber House. Farley Hall retains the original details and is as charming as any historic home in the Heights. I never once thought, “I’m in a school.� Creativity would be a better description of what I saw on my visit. The students col-

Guests will be treated to summer cocktails from Deep Eddy, Bayou Rum and Topo Chico and snacks from Beaver’s and Hugs & Donuts. Admission is free. This is a space worth watching. The Shaking Beef is served traditional with a lime dipping sauce, Vietnamese Kale salad and rice cooked just the way it should be. So first came the Open The Door art project in 2013 that featured a suspended door with art painted on both sides. The students painted their own door and it still greets visitors at the front gate. 2014 brought True North, Heights Boulevard Sculpture Project and Dan Havel’s “Wildlife Sanctuary.� A life sized church steeple, rising from the ground. Again inspired, the students built a large Rubik’s Cube that outweighs all of them. These kids are smart and in this environment, I expect you’ll be seeing more from them, and I’ll certainly bring you more soon too. In other creative matters, meet Monique Weston, self taught jewelry designer, mother, wife and one of the first artists to move into Silos on Sawyer (Sawyer Street, Houston, TX 77007) which is the latest addition to the art studios taking over the Washington Avenue Arts District. Weston hails from Hong Kong and Tokyo, where at 14 she discovered after repairing a found bicycle with a wrench, she could do anything. Thus, her lifelong passion of creating jewelry began.
