There is no cure. However, a new medical device is being tested that might help restore sight or improve vision for sufferers of the Dry version of AMD. That device is now undergoing a clinical patient trial in the Coquitlam area. Treatments with the device are noninvasive, and do not include any drugs.
The goal of this clinical trial is to assess the safety and evaluate the efficacy of externally applied micro-current electrical stimulation in subjects with vision loss caused by Dry AMD, and to evaluate the ability of the medical device to improve the eyesight of trial participants. The trial’s protocol has been approved by Health Canada and is being monitored by a local ophthalmologist. Participation is limited, but we ask inquiries to be limited to those with vision between 20/50 and 20/200.

Stop me if you’ve heard this one: A developer, a housing activist and a mayor walk into a room… No, this isn’t the start of a bad joke. It’s the premise of Burnaby’s housing task force, which began meeting in February, tasked with finding solutions to the city’s housing woes.Those three individuals were joined by 15 others, representing the city’s renters, builders, workers, non-profit housing sector and more. But here’s the punchline: They emerged five months later with a final report supported by all members. In the midst of a superheated conversation around housing affordability, 18 people with disparate views, motives and backgrounds agreed on a suite of recommendations that could radically reshape the city in the years to come. That’s why the Mayor’s Task Force on Community Housing is the Burnaby NOW’s Newsmaker of the Year for 2019. Some members of the task force have admitted conversations became heated and emotional behind closed doors.That’s no surprise considering low-income renters and their advocates were sitting at the same table as some of the powerful developers whose projects displaced thousands of people. What is surprising is how those two sides came to agree on a new tenant assistance program that guarantees renters displaced by development the right to remain in their community while paying the same rent. Suddenly, some of the city’s most vulnerable residents can breathe much easier – and they have the task force’s motley crew to thank for it.

The city has already followed another key task force recommendation by striking a deal with BC Housing to potentially build hundreds of new non-market housing units on six city-owned properties. The task force’s true impact won’t be known for years to come. Only time will tell whether city council has the courage to fully implement the bold vision laid out by the task force members. But the task force has given us hope for a better future – one where everyone can belong in Burnaby with safe, affordable and comfortable homes and one where we can find common ground and a shared future despite our differences.

Another Christmas has come and gone, and as you prepare for the new year, you’ll want to get rid of that tree in your living room. Burnaby residents have
several options for disposing of their Christmas trees. From Jan. 6 to 24, the city will be collecting trees. Just place it on the curb outside your home on the sixth. If you’re in an apartment building, make sure all the trees are in one ac-
cessible location. You can also drop your tree off at Burnaby’s EcoCentre at 4855 Still Creek Dr. between 8 a.m. and 4 p.m. on any day of the week (except for NewYear’s Day). On Jan. 4 and 5, you can
take your tree to city hall (4949 Canada Way) for a tree chipping event hosted by the Burnaby Firefighters Charitable Society and the Burnaby Civic Employees Union. The service is by donation and will help fund the

Politics, pipeline project and some high-profile crimes Every year at this time, we take a look back through the news stories of the past year to remember some of the events and people that shaped our city. Here are some of the highlights (and lowlights) of the news from 2019: JANUARY We learn that crooning pays. B.C. Assessment revealed a new valuation for Burnaby-born-and-bred singer Michael Bublé’s property on Government Road. In a year, it increased from $11.7 million to $21.7 million. All he had to do was build a massive new mansion on the lot in the meantime.
KarenWang flames out spectacularly.Within a week of launching her campaign as the Liberal candidate in the Feb. 25 Burnaby South byelection, she was accused of racism for a social media post, resigned from the race, attempted to reverse that resignation and was eventually replaced by former BC Liberal MLA Richard Lee as the Liberal candidate. Svend Robinson launches an attempted comeback. After 15 years away from politics, the former Burnaby MP, who served in Parliament for 25 years, kicked off his campaign to oust Burnaby North-Seymour’s Liberal MP Terry Beech ahead of the October federal election. Luka Gordic’s friends and family cheer and weep as his killer is sentenced to life in prison.The teen was killed in 2015 outside a 7-Eleven inWhistler after he was swarmed by a group of youths. The City of Burnaby installs a traffic signal at a notorious crosswalk a year after a teen was killed
there. Fernanda Girotto, a 15-year-old Brazilian exchange student, was hit and killed at the Cariboo Road crossing near the Highway 1 overpass in January of 2018. Two more people were hit there in the next two days, sparking anger from neighbours who had long called for better safety measures. FEBRUARY Jagmeet Singh celebrates a badly needed victory in Burnaby South, winning a byelection and earning a seat in the House of Commons for the first time.The NDP leader came out on top following a contentious, and at times ugly, campaign.
Contentious as ever, the Trans Mountain expansion project lurches towards construction once more as the National Energy Board recommends for a second time that the federal government approve the project.The reconsideration report followed a Federal Court of Appeal ruling that quashed the initial approval because it was based upon a flawed NEB report. A man is rushed to hospital following a targeted shooting in a quiet Burnaby neighbourhood.The 39-year-old was found in a black sedan at the corner of Smith Avenue and Price Street. A Burnaby father is told his employer had the right to fire him when he refused to take out-of-province work. Brian Suen had argued to the Human Rights Tribunal that his employer discriminated against him on the basis of family status when it assigned him to work in Manitoba shortly after the birth of his daughter.The tribunal and B.C. Supreme Court ruled in the father’s favour, but the B.C.

Court of Appeal later overturned those decisions. A man who allegedly shot a cop is apprehended in Burnaby following a dayslong manhunt. Daon Gordon Glasgow was arrested at a home on Boundary Road after he allegedly shot a police officer in Surrey earlier that week. MARCH Two cops recover in hospital after being hit by a driver.The Burnaby RCMP and Abbotsford Police members were both injured by a suspected drunk driver fleeing police.
A man is convicted, while his girlfriend is acquitted, for a fatal sucker punch. Lawrence Sharpe, 40, and his partner Oldouz Porunouruz, 35, were both charged with manslaughter after Sharpe punched 22-year-old Michael PageVincelli in a North Burnaby in 2017.

Café customers were left standing, as a new JJ Bean location in Big Bend was not allowed to have tables and chairs due to zoning restrictions.The city said it was unlikely to approve a rezoning because it didn’t want the café drawing traffic to the area (but city council did rezone it to allow tables and chairs later in the year). A City of Burnaby employee is ordered to provide proof of her allergies, as evidence of her allegations against her employer at the B.C. Human Rights Tribunal.Tracy Klewchuk, a 26year city employee who has worked at various recreation centres around Burnaby, claimed the city repeatedly exposed her to latex, onions and garlic – which she says she’s allergic to – between 2008 and 2018, deprived her of work opportunities and then gave her a negative performance review in retaliation for her complaints of discrimination. Three Burnaby businesses lose thousands of dollars after their employees were duped by the so-called CEO scam, in which fraudsters posing at managers, presidents and CEOs email employees of a company, instructing them to take money and buy gift cards, like iTunes cards orVISA gift cards. This is what’s next for the speculation tax in B.C.
More changes are in store for housing in B.C. B.C.’s speculation tax will rise from 0.5% to 2% for land owned by foreign owners or satellite families, according to the Ministry of Finance. In addition, an exemption for vacant land ended this week. A speculation and vacancy tax year is the same as a calendar year, and tax levied Dec. 31 is due the following July. The changes are in line
with legislation that created the tax, a levy the government says has been successful in targeting speculators. “When we introduced the speculation and vacancy tax, our province was at the peak of a real estate crisis, and moderation in the market was long overdue,” Minister of Finance Carole James said. “Based on the data from the first year, we see the tax is working as it was designed to: capturing speculators, foreign owners and
people who own vacant homes, while exempting more than 99.8% of British Columbians.” What else can be expected in the tax’s second year? The ministry said property owners will benefit from a retroactive exemption for Canadian Armed Forces members and spouses while in active service and a retroactive exemption for people who own properties accessible only by water. A longer phase-out will be provided for temporary
exemptions, and the exemption for rental-restricted stratas will now end Dec. 31, 2021. Strata condo property owners restricted from renting when the tax became law will continue to qualify for a grandfathering exemption, meaning new owners and owners subject to new rental restrictions do not qualify. To prevent tax avoidances,Victoria is increasing identification and information required from corpo-
rations, trusts and partnerships, and foreign owners. Some who thought their privacy was being violated by that information-gathering contested the information being sought. The Office of the Information and Privacy Commissioner thought otherwise. “I am satisfied that the property owner’s name, address, date of birth, social insurance number and email address relate to and are necessary for the pro-
gram of administering the tax,” adjudicator Erika Syrotuck said. So what happens with all of that tax money collected? James says the province raked in $115 million and that those funds will be used to help fund affordable housing. Creating affordable housing for low-income citizens seems like a good way to spend tax dollars.

ICBC will dog BC NDP in 2020
The passage into a new year often means little in politics, as many issues and controversies have a staying power that far exceeds a change in the calendar. As much as any government may like certain things to simply disappear at the stroke of midnight on New Year’s Eve, the reality is some things are still there in plain sight well after the last glass of bubbly is consumed. Which brings me to point out some issues that have dogged the BC NDP government. Here are some examples of issues that will make life difficult for the government in 2020: Ð The ongoing dumpster fire that is ICBC. More than $1 billion in losses were supposed to be eliminated this fiscal year, but for now it looks like ICBC may end up falling $400 million short – if not the entire $1 billion if certain court cases against its touted reforms succeed. Attorney-General David Eby has used the word “catastrophe” to describe what losing those court cases – brought against the corporation’s decision to cap socalled minor injury financial claims – could mean. At the very least, it could tip the provincial budget into a deficit situation. Ð The forestry crisis shows no signs of ending. In fact, the closure or curtailment of dozens of mills and the layoffs of hundreds of forest workers may signal a fundamental and permanent restructuring of the forest industry.The current situation is not the result of the traditional boom-and-bust nature of a natural resource
industry. Instead, the latest round of closures and layoffs has been building for years and is tied to a number of factors, not the least of which is the dwindling lack of fibre supply.The days of large mills churning out milled two-by-fours are ending, and it will take considerable time for those that survive to make the switch to producing different products, such as value-added ones.The political cost to the NDP could be enormous. ÐWill ride hailing ever really take root in B.C.?While many citizens beg for this industry to set up operations, it has run smack into a politically powerful taxi lobby and a government that has never really displayed much interest in it. I have long maintained that ride hailing – with its mix of a low-paying, parttime non-union work force and an aversion to workplace regulations – is about as far away from the NDP’s political DNA as an industry can get. The industry’s future is in the hands of the obscure Passenger Transportation Board, an independent government agency that is minimally staffed and now scrambling to deal with a giant political hot potato handed to it by the apparently disinterested NDP government. Good luck to it. So there you have three ongoing controversies to usher in the NewYear.Who knows, they may still be alive and kicking another year from now. Victim mum after gang beating
The victim of a brutal assault at the hands of a local biker clammed up, leaving police with little choice but to drop the case. Officers responded to an assault in progress at the Big Bend-area clubhouse of the Regulators motorcycle gang, a club sponsored by the East End chapter of the Hells Angels and increasingly active in Burnaby,according to police.At the scene, officers found a man covered in blood with multiple head wounds.Four club members were arrested at the scene, but charges against them never materialized because the victim remained mum.

Street needs lighting Editor: Re: Burnaby police hunt for driver who seriously injured a child and fled, NOW news I was very upset to hear about the 13-year-old boy who was seriously injured by a hit-and-run driver on Humphries Street at 17th Avenue. Humphries Street has a lot of pedestrians, especially during the early morning and late afternoon, when it’s dark. They come from the houses, and many come from Hillside Gardens at the foot of 18th Avenue. They are going to the bus stop, the community centre, shopping on Edmonds. There are a lot of pedestrians. The problem is that Humphries, for four blocks, from Edmonds to 16th Avenue, has only two street lamps – one at 17th and one at 18th. There are no sidewalks. The edges of the road are a patchwork of asphalt and puddles, which causes pedestrians to walk on the road where cars drive. There are no painted lines. The stretch between 18th and 19th is as dark as a forest. There is no street lamp at 19th. Along with rain, no sidewalks and people’s propensity for dressing entirely in black, it is a wonder that more people haven’t been hurt on Humphries Street. A survey or count would show that Humphries has more than enough pedestrians to justify sidewalks and a few more street lamps. Thankfully, the 13-year-old boy will recover, and hopefully the driver will come forward or be caught. But something needs to be done about Humphries Street. Maybe I should get off the couch and start a petition instead of hoping someone else does something. Werner Meile, Burnaby
My landlord is playing favourites with tenants Editor: Is it just me, or do landlords like to play favourites when it comes to tenants? I’ve been renting from a Burnaby (North) apartment building for a couple of years now and have had so much trouble with the tenant next to me. According to others, this tenant has been a problem for several years, but management routinely does nothing about it. This tenant is constantly noisy at all hours of the night – sometimes throwing tantrums for seemingly no reason at all, playing loud music, the list goes on and on – and into the wee hours of the morning. Even with audio-recorded proof, management does nothing and accuses those complaining of lying. Or their other answer is: “If you don’t like it, leave.” Um, maybe try resolving the problem instead of siding with them when there is ample evidence that proves otherwise. The almost regular noise emitting from this neighbouring unit has caused me and others to lose sleep, to call in sick to work and even take days off without pay. It’s really beginning to affect my health. But hey, the rest of us are the problem, right? I am so sick of tenants who couldn’t care less about their neighbours and think they can behave as atrociously as this and get away with it and equally as sick of landlords who do nothing and sit by and let it happen. Housing activists, pipeline protesters in the news Continued from page 5 APRIL A 32-year-old Burnaby woman is fatally wounded in what police describe as a targeted shooting in NorthVancouver on April 2. Ngoc Mai (Anita) Nguyen, a mother of a three-year-old daughter, was gunned down in broad daylight in a parking lot outside of her place of work in the 1100 block of Lonsdale Avenue. Although police weren’t certain of the motive, they believed the shooting “was not random.” Housing activists hit the streets in Burnaby on April 6 in solidarity with an international movement fighting against “rent insanity.” The wave of protests began in Berlin with Mietenwahnsinn, a group of German activists calling for the expropriation of 200,000 rental apartments by government. Burnaby protesters rallied in Metrotown – one of 40 such demonstrations worldwide – but stopped short of calling for government expropriations of rental units. City council votes to slash a controversial program that allows some local politicians and volunteers to golf for free. The fee-waiver program allowed certain past and present city officials and volunteers free access to city leisure facilities. Proposed changes passed at an April 8 meeting discontinued the perk for past mayors and councillors, former parks commissioners and all members of the school and library boards.Three councillors, Paul McDonell, Col-
leen Jordan and Dan Johnston voted against the cuts. Politicians wielding goldcoloured shovels break ground on a 125-unit “affordable housing” project on Sussex Avenue near Beresford Street on April 23. It was the official construction kickoff for a 14-storey apartment building slated for completion in 2020. Seventy-two-year-old grandpa Terry Christenson is arrested on April 30 after scaling a cottonwood tree on Trans Mountain’sWestridge Marine Terminal property and staying there overnight to protest the Trans Mountain pipeline expansion project. His 30-metre-high demonstration came to an end when RCMP Emergency Response Team members climbed the tree and took him into custody. He faced criminal contempt of court charges for breaking a court injunction meant to prevent interference with work on the pipeline. MAY Byrne Creek Community School teacher Laida Falsetto is named Burnaby’s outstanding citizen of the year. A teacher at the school since 2006, Falsetto was awarded the Kushiro Cup for her charitable work and her work mentoring students, including helping them apply for scholarships, running leadership programs and helping refugee students settle.

City council advances plans for the municipality’s first government-run cannabis stores. At a June 10 meeting, council directed staff to keep working with the province’s Liquor Distribution Branch on two stores it planned to open on Kingsway – one in the Old Orchard Shopping Centre in Metrotown and the other in the Kings Crossing development in Edmonds.The city wasn’t considering allowing private retail cannabis stores and planned to allow only one government store in each of the city’s four town centres. Veteran Burnaby firefighter, Ken “the Tin Man” Kinney is honoured in a lineof-duty funeral on June 25. City staff were instructed to come up with a plan to meet that goal. OCTOBER The city unveils an ambitious affordable housing plan that would create 1,300 units of non-market housing built in the municipality. At a meeting on Oct. 7, city officials revealed they had begun work on a new partnership with BC Housing to increase non-market housing by 25%. Six city-owned sites and one site owned by the federal government were identified as potential places for the developments. If all went according to plan, construction could begin in 2021, city officials said.
GRAND OPENING CELEBRATION
The Conservative Party of Canada fires Burnaby North-Seymour candidate Heather Leung. In a statement on Oct. 4, the Tories said Leung was no longer representing the Conservatives in the federal election. The party cited “offensive comments” she had made in the past, including saying LGBTQ people were trying to recruit children and saying they live “perverted lifestyles.” Leung later announced she would run as an independent. The Burnaby school district unveils a $35.7-million plan to add 773 childcare spaces at local schools by 2021.The school district would offer up the land and find the service providers, but the province and city
would have to buy and place the portables, with the city footing the bill for infanttoddler centres ($7.9 million) and the province paying for the after-school care facilities ($22.9 million). A hub approach would see centres built at one school for kids at that school and for kids at other schools nearby. The Oct. 21 federal election slashes governing Liberals majority but changes little in Burnaby. NDP leader Jagmeet Singh held on to the Burnaby South seat he had won in an earlier byelection, New-Westminster-Burnaby NDP MP Peter Julian was returned to the House for a sixth consecutive term, and Burnaby North-Seymour Liberal
MP Terry Beech staved off a come-back attempt by longtime former Burnaby North NDP MP Svend Robinson. The city celebrates the opening of its $1-million modular supportive housing project.The three-story building at 3986 Norland Ave. houses 52 units with private washrooms and mini kitchens, a common laundry room, and a commercial kitchen and dining room for shared meals. Operated by Progressive Housing Society, the building provides residents with wraparound services, like health and wellness support, meal programs and life and employment skills training. The City of Burnaby reveals plans to spend $170,000 to dismantle an unauthorized bike park and remediate the “sensitive” conservation area where it hid for years. A BMX track known as Kush Woods grew over 25 years, as riders built jumps, berms and even a large dirt bowl in the wooded Capitol Hill Conservation Area in North Burnaby. Telus and a major Lower Mainland developer launch duelling lawsuits over a $175.5-million Burnaby real estate deal that fell apart. A 14-acre piece of land on Lougheed Highway near the Saputo Dairy Plant is at the centre of the dispute, with a deal for the developer to buy the land falling through.
In an effort to fast-track the creation of affordable housing, Burnaby city council pre-zones six city-owned lots.The municipality plans to build some 1,300 units of non-market housing on the six lots, as well as one owned by the federal government. DECEMBER A group representing independent schools urges the City of Burnaby to extend its new bursary program to include private school students. City council approved in November a program that will award $1,000 bursaries every year to a student from each of Burnaby’s eight public high schools.The Federation of Independent School Associations said the city could be more inclusive by making it available to all local high school students.
Seeing is not using, according to a B.C. Supreme Court judge. Justice Jeanne Watchuk ruled in favour of
a new Burnaby driver who argued he was wrongly issued a distracted driving ticket even though he wasn’t using the device mounted to his dashboard. A $510-per-vehicle ride hailing licence proves to be “very short lived” as the City of Burnaby’s approach to the industry is set to be replaced by a regional licensing being developed by TransLink.The Metro Vancouver-wide licence is expected to be in place by the end of January 2020. A controversial sale of public land is approved by city council -- but the mayor vows it will never happen again. Council agreed to sell a patch of forest owned by the city to developer Polygon, which plans to build condos, rental apartments and townhomes at 6438 Byrnpark Dr. From now on, non-market housing will be prioritized on city-owned land, according to Mayor Mike Hurley.

Some of the biggest accomplishments in Burnaby sports in 2019 didn’t come at home. The long list of accomplishments, not so surprisingly, came from all over as the athletes put their best efforts on display near and far. Leading the charge were some talented teenagers, who raised the bar and broke records en route to making the NOW’s Sports Highlights of 2019 list. Let’s begin... Perfection doesn’t come easy, nor much sweeter. The Burnaby South Rebels finished an amazing hardwood season when it captured the provincial junior boys basketball title, trumping R.A. McMath 66-37 in Langley. Led by tourney MVP Jareb Pineda, the team composed an undefeated season. In the final, Burnaby South continued its momentum with a strong start, striding ahead 15-4 and up by 13 at halftime. “This is by far better than winning it as a player, because I’ve now won it as a player and a coach.This is way, way more fun,” noted coach Tyus Battiste in comparing it to his win in 2013. Earning provincial allstar honours were a pair of Grade 9s: Karan Aujla, on the first team, and guard Jimmy Zaborniak, on the second squad. The St.Thomas More senior
girls soccer team created a golden season through chemistry and hard work. The squad overcame some adversity en route to blanking Carihi 4-0 in the 2-A provincial championship final in June, elevating their game as the tourney went on. Undefeated during the regular season, the Knights kept the momentum going into the tourney, until the semifinal when they stared at a rare deficit.Trailing 1-0 to Archbishop Carney at halftime, turning the page with three unanswered goals to advance to the final. In that final showdown, the team got goals from Kyara Armenta, Kaya Crescenzo, with two, and Sara Smyth. “It was such an amazing feeling because we deserved this championship so much,” remarked co-captain Arementa. “The way we played in the semifinal and the finals, we proved we were the best team there.” Crescenzo was named the tourney MVP.
For each of her five seasons as a member of the St.Thomas More senior wrestling team, Burnaby’s Amanda Silveri was a finalist. Getting to the final as a senior wasn’t even in doubt. The soft-spoken 17-year-old capped her Grade 12 year with a third-straight B.C. senior girls grappling title, capturing the 110-kilogram final by pinning
Chemainus’ Emily Reid. “I’m glad things turned out the way they did because this year I had to train and prepare that much more and it motivated me to do so. … Every tournament, every match I have I can always take something from it, win or lose,” said Silveri. Resurrecting a long dormant rugby program, the players with the Byrne Creek Bulldogs uncovered both the big and small of big gains during a handful of months on the turf that ended in a close loss in the AA tier 2 provincial championship final in June.The team may have fell 19-10 to Sir Charles Tupper – a program with a deep history of competing in the sport – but it also set a great example as a first-year squad overcoming the odds. “It’s definitely been something special,” remarked Byrne Creek coach Moreno Stefanon. “It’s a testament of the buy-in from the kids. … I said the rugby part is the easy part. It’s getting kids to want to come to practice, to commit to something and want to learn something.” Burnaby Central’s Ryan Goudron set more than just a pace in his events at the B.C.
