A 10-year battle to get a francophone school in Burnaby – including a lawsuit that went all the way to the Supreme Court of Canada – is one step closer to being won after a $24-million deal between the province’s French-language school board and the Burnaby school district. For years, local francophone parents who don’t want their children to lose their mother tongue have had to ship them to schools in Vancouver or Port Coquitlam. “It’s very far for the kids. It can take up to one hour for some children to go to school, one hour each way,” said Marie-Andrée Asselin, executive director of Fédération des parents francophones de Colombie-Britannique (the province’s francophone parents federation). The situation forces some parents to choose between preserving their kids’ right to a French-language education and enrolling them in their neighbourhood school, so they can be closer to friends they make at school, according to Patrick Gatien, chair of Conseil scolaire francophone de la Colombie-Britannique (the province’s French language school board). “It may seem like a minor thing, but at that age it’s very important,” he said.

CHARTER RIGHTS For more than a decade, CSF’s capital plan submissions to the provincial government included requests for a Burnaby school, Gatien told the NOW. “We knew that there was a big demand in Burnaby because we can certainly see that the schools that Burnaby is feeding into right now are overpopulated,” he said, “and we knew that it was a key centre for us or a key area for us to have a presence.” The Canadian Constitution guarantees francophone children the right to publicly funded primary and secondary French-language education in B.C. (and other provinces
where French is the minority language) – where numbers warrant. There’s no doubt in Gatien’s mind that Burnaby fit that criteria, but it took a lawsuit to force the Ministry of Education to own up to that obligation in Burnaby and other communities around B.C. In 2010, CSF, the francophone parents federation and three parents launched a lawsuit claiming the province had infringed on their rights under section 23 of the Charter of Rights and Freedoms by systematically underfunding French-language schools. The case was appealed all the way to the Supreme
Court of Canada, which in June 2020 ruled the province and Ministry of Education had infringed on B.C. parents’ rights, and declared they were entitled to several more schools, including one in Burnaby. A little over a year later, in August 2021, CSF’s capital funding request for a school in Burnaby finally got the go-ahead. By the end of the year, the French-language school board had purchased the old DuthieUnion Elementary School at 7231 Frances St. from the Burnaby school district for $24 million. “Unfortunately francophone parents have to always fight for a new
school. It seems to be the case here in B.C. but in other provinces as well,” Asselin said. ‘SO IMPORTANT’ The Duthie-Union property has housed the Puddle Splashers Childcare Society daycare for years, and the school district is currently leasing the school back from the CSF so Puddle Splashers can continue to operate in the space until it moves into facilities in the new Burnaby North Secondary School, which is currently under construction. CSF told the NOW it’s still too early to tell when the French-language school might open,
whether the current building will meet its needs or whether a new school will have to be built on the property. Much of that will be determined after upcoming assessments of the facility, a spokesperson said. The Ministry of Education put out a press release last week about the funding it provided for the Duthie-Union deal. “It is so important that families who speak French as a first language have the opportunity to send their children to a francophone school that’s close to home,” Education Minister Jennifer Whiteside said in the release. “I’m pleased to see the site is secured in a convenient, permanent location for Burnaby francophone children and families.” Since September 2017, the province has provided CSF with $53.84 million for site purchases in Penticton, Kamloops,Victoria and Burnaby, according to the release. “This investment is part of government’s work to ensure francophone students have certainty in their education by funding school site purchases that give families confidence that a permanent French school will be operating in their community under the ownership of the CSF,” states the release. There was no mention of the lawsuit.

A man who pleaded guilty to fraud in Burnaby more than four years ago wants to take back his guilty plea. Naresh Singh Mann (a.k.a. Nash Mann) was charged with one count of fraud over $5,000 and one count of theft over $5,000 in April 2018 after an investigation by the B.C. Securities Commission. The securities watchdog alleged Mann, 56, had convinced a Vancouver resident to invest in an online gambling company in February 2013. (The NOW has learned the alleged victim was actually a Port Coquitlam resident at the time.) Mann is alleged to have claimed the invest-
ment would generate “significant returns” in six months. “Rather than invest the money as promised, it is alleged Mann misappropriated the bulk of the invested funds,” stated a BCSC news release after the charges were approved in April 2018. PLEA REVERSAL Mann pleaded guilty to one count of fraud over $5,000 in October 2018, but it took a year before a date (Oct. 9, 2019) was set for his sentencing – and that didn’t go ahead, according to the Vancouver provincial court registry. He was scheduled for sentencing again just over a month ago but didn’t show up. Then, on March 30, he
appeared at a third sentencing hearing and announced he would be applying to change his guilty plea instead. B.C. provincial court Judge David St. Pierre noted it was “not an insignificant application.” “There’s a test to meet, and it’s a burden on you to meet that test,” St. Pierre said. He urged Mann to get legal help because his lawyer – citing a conflict of interest – quit when Mann announced he would be applying to take back his guilty plea. Mann has now gone through two lawyers since being charged. He is scheduled to be back in court on May 18 to set a date for the application to change his plea.

B.C. could see new ridings created
The urban-rural divide that exists in B.C. politics may soon become wider. That is because the B.C. Electoral Boundaries Commission, which could recommend a significant redrawing of the province’s electoral map, is nearing the end of the public hearing process. The three-person commission – headed by B.C. Supreme Court Justice Nitya Iyer – will file its preliminary report by October (followed by more consultation and feedback, with the final report due in April 2023), and is now embarking on a tour of 15 communities in the north, interior and the coast. The Iyer commission is the 10th such commission since 1965 (currently, one is struck after every second provincial election). It has been given the ability to come back with recommended changes that could tower over the changes made by its predecessors. The current commission can recommend the addition of up to six more ridings. But it’s also tasked with ensuring the principle of representation by population is followed in establishing riding boundaries, as well as taking into account historical and regional interests. Any additional ridings will likely be located in regions with high population growth rates since the last commission in 2014: Langley/Surrey/Abbotsford, the Okanagan and perhaps Vancouver Island. The commission will no doubt find it easier to create new ridings compared to recommending that some ridings in less-populated areas be eliminated or combined. A curious part of the terms of reference for the commission was removing the specific protection that was provided to 17 ridings in the North, the Columbia-Kootenay region and
the Cariboo-Thompson regions. The 2014 commission was specifically prevented from touching those ridings even if their population base was significantly lower than the provincial average.The current commission faces no such restrictions. Since then, the population gap between many of those ridings and the ridings in Metro Vancouver has grown. For example, in the 2020 election there were more than 50,000 voters in each of four Okanagan ridings, as well as ones in Langley, Surrey and the Capital, but there were less than 20,000 voters in each of the northern ridings of North Coast, Nechako Lakes, Stikine and Peace River South. Some BC Liberal MLAs are worried about the commission coming back with recommendations that could combine the two Cariboo ridings as well as the two Peace River ridings. I will be surprised if the commission eliminates more than one or two rural ridings. More likely it will opt for the expansion approach, with new seats in urban areas. As an aside, if the commission does recommend the creation of a handful of ridings it could result in a completely new look for the B.C. legislature chamber. Simply put, there may not be enough physical space to put even a few more desks on the floor. One potential option being considered: get rid of the desks and move to “benches” as they have in the Mother Parliament in the British House of Commons in London. In any event, I expect the urban-rural divide when it comes to B.C.’s electoral ridings will be even more visible come the next provincial election. Lone voice opposes train move
“At times, I feel like the only environmentalist in North Burnaby.” So said Steve Mancinelli after being the lone voice to oppose a plan to move a model railway run by the B.C. Society of Model Engineers from the Burnaby Village Museum to Confederation Park. The parks commission recommended the plan, estimating it would cost the city $115,000. At a public meeting that drew 18 people, Mancinelli said the proposed plan showed no respect for nature or the trees that would be lost.

We need more GPs
Pay hikes unfair
Editor: I am worried about the patients in our community because of the lack of new family physicians coming into our community. More and more patients are finding their physicians retiring with no one to replace them. I have been in practice for 42 years. The new graduates simply do not see the point of practising the way us “old docs” have been doing. It is far more lucrative for them to work as hospitalists or walk-in docs. We need to modernize how we fund and operate clinics. The growing amount of paperwork for family doctors is taking us away from providing patient care. We need to create healthy working conditions for family doctors, including reducing administrative burdens and providing substitute/locum physicians for when we are away. Supporting family doctors will result in healthier patients and communities. Almost 900,000 British Columbians do not have a family doctor and that number is growing every day. Our community is losing two family physicians in the next two months – which puts over 2,000 more patients without an FP. I am afraid I may soon be adding to that number. Dr. Gary Hayes
Editor: Finance Minister Selina Robinson’s bogus justification for cabinet pay hikes is equal parts self-serving and self-destructive. By defending the increases in salary for 25 of the most powerful individuals in the province as necessary to prevent a conflict of interest, Robinson is perpetuating a pejorative caricature of elected officials that they seek not to serve the public interest but instead their own. According to her reasoning, the premier needs a pay raise in the tens of thousands so he doesn’t put his own financial interests ahead of meeting his official oath to serve the needs of five million-plus British Columbians. Robinson’s justification not only insults British Columbians’ values and intelligence, it has the effect of driving the cynical view of politicians that is dangerous for trust in government. Furthermore, her justifications crumble when tested against reality, as self-preservation in the form of winning the support of the voting public to keep their job overrides any short term financial interests Robinson asserts can influence an elected member of cabinet to make decisions against delivering needed services in education and health care. Community now UniverCity residents worried for safety of bears

People living on Burnaby Mountain are worried bears and other wildlife living in the conservation area around SFU and the UniverCity development are being endangered by looky-loos who put the animals and themselves at risk. The ongoing problem was highlighted again recently, when about a dozen motorists pulled over on a busy stretch of University Drive East, where there is no shoulder, to take photos of a mother bear and two cubs grazing on an embankment on April 17. Some of the people even left their vehicles and approached the bruins, according to UniverCity resident Kelsey Sung, who said she had to veer
into the opposite lane to avoid the stopped cars, which she said didn’t even have their hazard lights activated. She said she laid on her horn as she passed, both to scare off the bears and send a message to the people who had stopped illegally. Besides the traffic hazard they created for others, she said the drivers also endangered themselves and the bears. “Stopping on the road and interacting with bears this way, is a situation that will end with a dead bear, orphaned cubs, or dead or badly injured humans in a vehicle accident,” Sung said. “It’s just a matter of time.” Bears that get too used to humans may become aggressive and have to be captured and destroyed. It’s happened on the
mountain before. In June 2019, conservation officers captured and euthanized a black bear that had lunged and swiped at two picnickers. The officers believed the bear had been living off garbage in the neighbourhood. “A lot of people got really upset about it,” said Clea Moray, a director with the UniverCity community association. “A lot of people up here are aware of bear safety and that we live in a community that’s right next to the conservation area and bears are our neighbours.” Because there are also university students, commuters and newcomers in the area, however, Moray would like the city to do more to raise awareness about bear safety. She would like to see a pamphlet on bear safety

sent out to the neighbourhood every year. Most of all, however, she wants the city to put up signs telling people not to stop and not to approach wildlife.
UniverCity community association vice-president Stephanie Klatt, who also drove past the scene on April 17, agreed. And she doesn’t want the signs to be too small
either. “We are living amongst the bears, so there should be adequate signage,” she said.

The museum offers blacksmithing courses for those interested in finding out more about what goes on in the forge – and photographer Jennifer Gauthier stopped in for a session in March to check it out. Community now Plant a Row – Grow a Row helps feed folks in Burnaby Theresa McManus

There will be gardening giveaways galore at the launch of this year’s Plant A Row – Grow a Row program. The annual program encourages folks to plant an extra row of food – or more – in their gardens or planters to donate to folks in need of fresh produce. Starting on June 12, Plant a Row-Grow a Row collection of fresh (homegrown or store bought) and non-perishable food donations will take place every Sunday from 8:30 to 9:15 a.m. at St.Thomas More Collegiate in Burnaby.
But first, organizers are kicking off this year’s program with a fun-filled giveaway event. “It’s really about come in and join in on the fun,” said Claude LeDoux, who coordinates the local program. “You will be amazed at what you are going to get.The gifts are very substantial.” Prior to COVID-19, the program held a spring garden party featuring speakers and giveaways to kick off the season. Like last year, this year’s May 1 event will be a drive-thru where people can pick up some gardening goodies (first come, first served) and make donations to two charities.
“We are looking for donations – financial and food goods.That will be for Union Gospel Mission and Ryan’s Rainbow, which is for families.They do about 160 to 180 packages of food for families. They have that many families that they support,” LeDoux said. “All the food goes to those different locations.” Plant a Row – Grow a Row volunteers will be giving out vegetable transplants and seeds, preplanted, decorative containers with vegetable plants, perennial plants, potting soil, and lots of items to start your garden off right. Garden gifts have been
donated by master gardener Brian Minter, the Compost Council of Canada, GardenWorks, local horticultural suppliers, volunteers and LeDoux. “We have way more than we had last year,” he said. “Always, lots of items and gifts for children – specifically to get them involved in growing food, vegetables for themselves and the community, for them to learn and be part of our community.” The Compost Council of Canada is kicking off its across-Canada Compost Week events at the Plant a Row – Grow a Row event. It will be donating seeds and bagged compost for the event.

The big five-o. The BurnabyVillage Museum will hit the halfway to 100 mark next month after opening to the public for its first full year back in 1972. The city will mark the occasion with new exhibits, entertainment and activities.The village officially reopens for the summer season from May 7 to Sept. 5. “For 50 years, the museum has offered the community a chance to experience and learn about the history of Burnaby, and I’m pleased that the museum continues to provide this important service to everyone,” Mayor Mike Hurley said in a news release.
New additions this year will include: ÐWe are 50: Explore the Unexpected – New exhibit will showcase objects rarely seen by the public before. Ð Kids Conservation Lab – Go behind-the-scenes and learn what it takes to be a museum conservator in this interactive exhibit. Ð Anniversary arches – Life-sized arch installations will showcase the museum’s evolving role in the community through the eyes of local artists (late May). A new mobile shower program has officially launched in Burnaby to help those who are living on the street or who are less fortunate. On Thursdays from 9:30 to 11:30 a.m. at The Neighbourhood Church (7135 Walker Ave.), the Burnaby Society to End Homelessness will operate
It’s to important to bring back dignity a two-stall trailer for those seeking a shower. It’s the first program of its kind in Metro Vancouver. The stalls are equipped with a shower, toilet and washbasin. They are also insulated, heated and air-conditioned so they can operate year-round. Each bathroom also includes a touchless faucet sink, hand dryer, magic mirror with built-in radio
and Bluetooth, systematic disinfection by UV light and antibacterial walls. “This will give our folks that don’t have a roof over their head a chance to be clean,” executive director Carol-Ann Flanagan said at a ribbon-cutting ceremony on April 19. “We know that a lot of our homeless folks have one or two health issues, and hygiene is a big step up for them. So we are very, very happy and proud that we’re able to offer this service to our guests.” The society applied for funding from the Union of British Columbia Municipalities roughly 18 months ago, Flanagan said. The City of Burnaby also contributed to the program. “When we look at this little facility here, it’s so important to bring back dignity to people who are on our streets or who are less fortunate,” Mayor Mike Hurley said at the event. “I know many of us who are fortunate to have homes and can wake up in the morning and go and

With gold prices up 20% since the beginning of the year it is a perfect time to bring in the scrap jewellery that is broken or never worn anymore. This month we have seen more gold coming in than May and June combined. Silver is at a multi year high with a huge demand right now. Old Canadian and USA silver coins have a higher sale value than any time in the last 5 years. I do not ever remember paying premiums this large above spot silver price for pure silver as what we are paying now. For silver Maple leaves and 10 ounce bars we are paying $3.00 and $2.50 per ounce respectively above spot price. These premiums we are paying will definitely be getting lower as the mints ramp up production and our shipments arrive in.

being released into the region’s waterways.” MetroVancouver and its member jurisdictions spend an estimated $2.5 million every year to unclog pump stations and pipes, do additional maintenance, and fix or replace damaged equipment, said MetroVancouver in a news release. Across the country, it’s estimated that Canadian municipalities spend over $250 million each year to repair damage to sewage systems caused by unflushable items. However, it’s not just local and regional governments that end up footing the bill when these items clog sewage pipes, says MetroVancouver. Residents and strata associations are often also left on the hook when clogged
pipes cause backups into their homes, which can cost thousands of dollars to repair. “In Canada, there are currently no regulations to specify which products can be labelled ‘flushable,’ so residents are unfortunately being misled to believe that some products, like wipes and tampons, can be flushed down the toilet when they should go in the garbage,” said Richard Stewart, chair of MetroVancouver’s liquid waste committee, in a statement. “Wipes are one of the biggest offenders. Once in the sewer system, they do not break down easily and will bind together with other objects, like hair, dental floss, and grease, to clog sewer pipes.” See unflushables.ca.

It’s simple: the only items you should flush down the toilet are pee, poo and toilet paper. That’s the message from MetroVancouver as the regional government body attempts to get Burnaby and NewWestminster residents to cut down on waste. “Disposing of ‘unflushable’ items in the toilet, such as wipes or paper towels, can result in expensive damage for homeowners and governments,” said Burnaby Coun. Sav Dhaliwal, chair of Metro Vancouver’s board of directors, in a statement. “Certain items can even have harmful environmental impacts — medications, for example, cannot be fully removed in the wastewater treatment process, resulting in chemicals

Put empathy into action by becoming a volunteer Margaret Coates contributor
This year National Volunteer Week is April 24 to the 30, and the theme for 2022 is Empathy in Action. The Volunteer Canada website says “volunteering can help us develop empathy, to see the world through the eyes of others. It can connect people from diverse backgrounds and life experiences, expanding our views. It can build our capacity to work collectively and contribute to a vibrant, inclusive society.” Lofty ideals for volunteering, indeed. Volunteering hours in Canada are considerable in terms of the value they represent to our society. The Conference Board of Canada, in a 2018 publi-
cation called The Value of Volunteering in Canada, said “about 44% of Canadians volunteer an average of 156 hours a year.This is a massive work effort, providing services that are equivalent to 6.5% of employment – about the size of employment in education. If measured, volunteering would add an estimated $56 billion to economic activity.” Volunteers everywhere are to be warmly thanked and acknowledged for their dedication, time, and contributions. But why volunteer, you might ask? For many of us the benefits of volunteering may not be as lofty as the ideals expressed by Volunteer Canada, but there are many other advantages. In addition to helping people in need, furthering good
causes and contributing to the good of the community, the benefits of volunteering can be great for you as an individual.Volunteering can offer seniors significant physical, emotional, and cognitive/brain health benefits. For me personally, I love the interaction with my community, and I love the added value that volunteering gives to my life. After retiring you might find yourself adrift with less to occupy yourself than when you had a job. Volunteering can be a great way to share your talents, wisdom, and the experience that you gained over a lifetime of working. If you volunteer at this stage of your life, you can still do all the post-retirement things you dreamed about as a job holder – or-

ArriveCan app remains challenge for some seniors than tech-savvy peers. The problem for those cruise passengers who live outside Canada is that they need to upload some information to the Canadian government’s ArriveCan app after arriving in
Vancouver, instead of being able to do that on their desktop computers at their homes. The ArriveCan app is needed in order to prove that travellers have been vaccinated, which is a re-
quirement to enter Canada. It is also needed to prove that status in order to board a cruise ship. Louise Tremblay, executive director at the Brella Community Services Society, said she believes the federal government should address challenges with the ArriveCan app. Her Surrey-based society supports seniors with services to make them more educated and engaged. “Definitely the app should be as user-friendly as possible,” she said. Canadian senior Thomas Crawford, 77, said he would prefer filling out paper forms to fiddling with the ArriveCan app. “I’d be lost without family members helping,” he said. “The whole thing took hours and hours. I was running out of time and worried I wouldn’t finish before I left.” Making the ArriveCan app more user-friendly, and capable of accepting multiple itineraries could encourage more foreigners to take cruises that set sail from within Canada. Port Authority estimated pre-pandemic that each cruise ship call inVancouver generated about $3 million in economic activity. BIV asked federal Tourism Minister Randy Boissonnault why his government’s app is not designed to accept proof of negative COVID-19 tests when visitors are in their home countries, and he said the app is “the best tool we were able to design during the time that we had.” He said that he has raised with cabinet colleagues the issue that the ArriveCan app can be a challenge for people without smartphones. “I had raised this with [Public Safety] Minister Marco Mendicino, and if there’s ever any other way that we can make this kind of proof of vaccination or proof of status available, we’ll certainly look into that, but ArriveCan is the is the tool that we have now.” Mendicino’s staff steered Glacier Media to the Canada Border Services Agency, where spokeswoman Rebecca Purdy confirmed that the ArriveCan app is not able to accept multiple itineraries. Continued from page 27 It can reduce stress, anxiety and depression.Volunteering can also reduce low self-esteem and social isolation. Seniors who are at risk of social isolation may find volunteering an important way to become integrated in the community, thus reducing that risk.They can get to know the community, make new friends, and feel valued and part of a team effort. During the worst of the COVID -19 pandemic, volunteer opportunities decreased, and this was a difficult time for some “die hard” volunteers. However, when possible, and as organizations pivoted their programs, numerous
people stepped up to volunteer in new ways, thus contributing to their society in a very real way during a crisis.Volunteers provided distanced rides to appointments and friendly phoning services.They dropped off cheery gift baskets for special events (Thanksgiving, Christmas, Valentine’s Day).They grocery shopped, made meals, picked up prescriptions and wrote cards to send out to isolated folks. Now that restrictions have lifted, many organizations are increasing their programs and services for seniors.With the reopening of activities, there is an increasing need for volunteers for a wonderful array of opportunities.
You could help with administrative activities, serve on a board or committee, work in a kitchen, hook up with a team of crafters, or co-ordinate an exercise program.Volunteers can coach a sports team, assist with or teach computer classes, help in parks with tours and cleanup, teach an arts class, work in a wood shop, assist a disability group with their clients, and facilitate a workshop. I hear that volunteer bus drivers, who ferry seniors to appointments, programs or other services, are a hot item this year. It seems that there is something for everyone. Every hour served by a volunteer deserves our heartfelt thanks.
