A special focus on two of Burnley’s oldest textile firms demonstrates how adapting to change has transformed their fortunes and opened up new and growing markets – with their specialist textile products now in global demand. Their diversification has recently been praised as a blueprint for the UK’s textile revival. It’s not just Burnley’s businesses who are changing to secure new business and their economic future. The town itself is changing and re-positioning itself to compete with larger development areas and prepare the way for economic growth. It’s full steam ahead for a Burnley based online floristry firm, after they received the Queen’s Award from the Lord Lieutenant of Lancashire Lord Shuttleworth aboard the famous East Lancashire Railway steam train. To celebrate their Queen’s Award for Enterprise for outstanding achievement in International Trade 2012, Padiham-based iflorist, held the special presentation ceremony at the station in Rawtenstall. Founded in 2006 by David Price and Steven Harris, iflorist, which is part of the company Colonial Gifts Limited, is one of only 151 businesses in the UK to be awarded the prestigious
Queen’s Award. The company is the familiar name behind brands iflorist.co.uk and ihampers.co.uk, operating both floral and gifting websites in 20 countries and delivering flowers to homes and businesses in over 110 countries worldwide. Managing Director David Price says: “I can’t thank the Lord Lieutenant, the Mayor and Mayoress and Gordon and Steve enough for joining us in celebrating our award. It really was a great day out. “The steam train seemed the most appropriate place to hold the presentation harping back to the links between the railway and the British colonies - hence our

£1.4 million RGF for Burnley Aerospace Supply Park The Government has selected a £1.4 million bid for the creation of a unique aerospace ‘supplier village’ on the former Michelin site. The recent announcement by the Deputy Prime Minister, Nick Clegg, as part of the Government’s Regional Growth Fund, will: • Support the creation of a logistics hub and attract manufacturing ‘supply chain’ businesses to the former Michelin Site; • Generate £7 million of private sector investment; • Create up to 150 jobs The private sector led bid which was submitted by Aircelle Ltd, and developed in partnership with Burnley Council, will support the creation of a dedicated Aerospace Supply Chain Logistics Park adjacent to the Aircelle plant in Burnley. The thrust of the bid is to increase efficiency and capacity within the aerospace supply chain. Aerospace supply chains in the UK are coming under increased pressure as demand for civil aircraft from the developing economies continues to rise. The Aerospace Supply

The council worked closely with Aircelle to prepare the bid, which is further evidence of the success of the council’s close working relationship with our local businesses. “This project represents
the very best in public/private partnerships. Aircelle have led a very innovative bid, working alongside Burnley Council with support from the Homes and Communities Agency, the Lancashire Local Enterprise Partnership and Regenerate Pennine Lancashire. Delivery of this project over the next couple of years will lead to the creation of many new jobs for Burnley and make a real difference to the local economy.” Burnley Council’s Chief Executive, Steve Rumbelow said: “Burnley’s strength in advanced manufacturing is a real asset and we are capitalizing on this to ensure Burnley punches above its weight.”
Cable praises Burnley’s manufacturing and plans for ‘Supplier Village’ The Secretary of State for Business, Vince Cable, praised Burnley’s determination and self-help spirit, at a recent meeting with Burnley business leaders. The Business Secretary listened to inspiring words from leading Burnley businesses including Mark Crabtree, MD of Oscar winning AMS Neve, and Alan Hood the MD of Aircelle, Burnley’s largest private sector employer. Mr Hood outlined his company’s bid for Regional Growth Fund money, which would help develop the neighbouring former Michelin site into a “Supplier Village” to improve the company’s supply chain. “The passion of the people here in Burnley is superb. We’ve got a great workforce
and would be nothing without them. Our company has doubled in size in the last six years.” Dr Cable said: “I recently visited BCW Engineering which was inspirational. The time for manufacturing has come. There’s a real self-help spirit in the town. The Burnley Bondholder Scheme embodies that. Dr Cable was invited to meet local businesses and Bondholders to discuss the challenging times facing businesses in the current economic climate and what the Government is doing to help. Red Hot Summer for Original Factory Shop The UK retail sector might be facing a washout this summer but one Burnley company is thriving as sales hot up. Burnley based Original Factory Shop is bucking the retail trend by reporting a 12% rise in overall sales for its first quarter. Growth was fuelled by eight new branches and the launch of an in-store catalogue promoting online sales. The retailer, which focuses on high streets in small towns, opened three outlets in Scotland, two in Northern Ireland, one in Abergele, north Wales, and ones in Saltash, Cornwall, and Hornsea, east Yorkshire, in the three months to July 1, taking its total number of shops to 180. The Original Factory Shop plans to open a further seven during 2012. Five branches have been refurbished, with a further 10 in line for revamps before the crucial Christmas trading period. Like-for-like revenues grew 5.5 per cent in the period. Underlying pretax profits were 20 per cent ahead. Among its best-selling lines in the first quarter were gardening goods, toys, fashion and footwear, homewares and electricals. Chief Executive Angela Spindler said she expects continued growth for
the rest of the year, adding: “We are swimming upstream strategically and bucking the trend by opening stores and trading strongly on Britain’s high streets. “We know our customers well, they still enjoy face-to-face interaction, the convenience of compelling local stores and want to save time and money shopping on their local high street.” She said she sees scope for 450 stores over the next few years. The news comes as other High Street firms face a difficult summer hampered by persistent rain. DIY chain B&Q revealed the impact of Britain’s wash-out summer weather when parent firm Kingfisher updated on its trading recently. B&Q was hit hard by the wet weather over Easter as homeowners put DIY and gardening projects on hold, posting a 12 per cent slide in sales. Whilst Panmure Gordon analyst Philip Dorgan predicts the wet weather in Kingfisher’s first half will leave interim profits down 4.8 per cent to £417m. The Original Factory Shop, which employs 2,600 staff, is backed by Duke Street Capital, which invested in December 2007 when it supported a £69m secondary management buyout.
Alert Fire and Security earns specialist industry accreditation A BURNLEY-based business that provides a range of electronic and fire security solutions has received a major new accreditation that makes it one of the North West’s leading specialists in the field. The accreditation is awarded by The National Security Inspectorate (NSI) for businesses working to the BAFE requirements (British approvals for Fire equipment). NSI provides independent inspection services for the security and fire industries and is known for operating the toughest inspection regimes to ensure that companies approved by them operate to the highest standards. The BAFE accreditation is recognition of Alert Fire and Security’s work to improve standards in fire protection, companies with third party certification for their fire protection services are registered and have to demonstrate a commitment to service excellence. This latest award complements previous
awards, where Alert Fire and Security has acquired the prestigious ISO9000 Quality Management System accreditation, as well as being NSI NACOSS Gold Approved - NACOSS Gold is NSI’s premier scheme for electronic security systems companies. Business Week helps increase take up of apprenticeships A growing Burnley e-commerce business ‘Thingimijigs.co.uk’ who sell a huge range of children’s characters, gifts, costumes and accessories online, have taken on two new apprentices as a result of advice and support received at the Burnley Business Week which they attended earlier in the year. Rachael White, Director of Thingimijigs said: “We’d thought for some time about taking on an apprentice, but weren’t quite sure how to go about it. When we saw the apprenticeship sessions on offer at Burnley Business Week we went along and received excellent advice which gave us the knowledge about the process and the nudge and confidence we needed to start the process of recruiting apprenticeships. “We have now taken on two new apprentices, Luke Morrison (17) and Callum Robson (18) and they are a great asset to the business. “They are undertaking
a variety of duties including warehousing, processing orders, packaging and despatching stock and are qualifying for NVQ’s in warehousing and health and safety, whilst at work.”

£1 million powder feeder system for VEKA A new high-tech powder feed system has been installed at VEKA’s Burnley manufacturing site, as part of its ongoing investment into the UK market, and in particular, it’s Burnley Head Office and manufacturing site. The new system, which cost over £1 Million transfers PVC-U powder for making window profile direct from large silos down to the extrusion lines as part of a fully automated process. This recent investment means that VEKA will now be capable of processing in excess of 50 thousand tonnes of powder every year, which will soon be mixed on-site at the new multi-million pound mixing plant the company is currently building, using local contractors Hambling Construction. The new automated feed system replaces the old
method of depositing powder at the lines by lifting large day bins of PVC-U compound up to a mezzanine floor, located above the extrusion lines by forklift truck. David Jones, VEKA UK Group Managing Director commented: “The new powder feed system is part of our ongoing investment into the UK, which began a year ago with the acquisition of Bowater Building Products. Since then, The VEKA UK Group has emerged as the largest manufacturer of profile in the UK and as such, we are continuing to invest across all our sites and increase our manufacturing capabilities. The installation of the new powder feed system at Burnley is just one part of our plans for this year and we are already seeing an improvement in working efficiencies.”

News Discover Burnley Burnley is bidding to boost its multi million pound tourism industry with the launch of its new website www.visitburnley.com Burnley’s tourism industry is worth in excess of £100 million per year, it employs 2,700 people and welcomes over 3.4 million visitors. Economic forecasts show the sector is set to grow and Burnley needs to ensure it positions itself to take advantage of that growth. The launch of the new website aims to further increase and maximise visitor numbers to Burnley and raise more awareness of the town, its attractions and beautiful surrounding countryside.
Mike Cook, the council’s director for regeneration, tourism and visitor economy, said : “The tourism industry is very important to us. We have put in a lot of work over the years to create a visitor economy strategy. “We have good attractions and beautiful countryside in and around Burnley. “The new website is much bigger, bolder and more interactive than the previous site, with a comprehensive events calendar, information on all of Burnley’s wonderful visitor attractions, details of where to stay and eat, as well as recipes, news and much more.”
New Holiday Inn Manager is passionate about Burnley Kerian Barnes has joined the Holiday Inn Express Burnley from Mercure where she was the General Manager of The Last Drop Village at Bromley Cross, Bolton. Green deal is here Burnley College is one of only ten national Green Deal-accredited training centres in the UK Following a rigorous selection process, Burnley College was recently successful in becoming the Government’s accredited Green Deal training centre for the North West region. The College is now training people to become qualified Green Deal Assessors and many have already signed up for the training programme. The Green Deal is a UK Government initiative designed to improve the country’s domestic and non-domestic energy efficiency and will be introduced in October 2012. It will require qualified Green Deal Assessors to conduct energy performance assessments on a property to make recommendations for improvements. Financial support will be available to fund any required improvements. Assessors must hold a Green Deal Assessor qualification and by 2015 it is estimated that up to 100,000
Green Deal workers could be employed as part of the efforts to improve the way homes and businesses are heated. Mike Keoghan, Director of Skills at the Department of Business, Innovation and Skills recently visited the College to meet the senior management team and representatives from local green energy companies to discuss the training implications of the new Green Deal and to congratulate them on being awarded one of the prestigious accreditations. The Green Deal has set very high standards and tough targets for the construction industry and it is important that training providers are ready to help in the pursuit of these targets by offering high quality, innovative programmes. News Dr Martin Brown, Director of UCLan, Burnley Valuable University Education An increase in tuition fees this year has thrown into sharp focus the value of University education. Figures from UCAS show that nationally applications to Universities fell in 2011/12 and students are choosing very carefully to maximise the benefit of their time in higher education. Evidence suggests that students are more likely to study within a 30 mile radius of home or study abroad to get an international experience for a similar cost. Of course UCLan Burnley allows Pennine Lancashire students to do both, getting a first class University education in Burnley and having the opportunity to study for part of their course at our campuses in Cyprus and from next year in Thailand. All Universities have to offer excellent value for money. I am a massive fan of work placements – they give enormous benefit to students, their employers and the University. The placement may be anything from a few weeks to a full year and may be paid or unpaid. UCLan is a national leader in the provision of volunteering and community leadership opportunities for our students and staff. The Centre for Volunteering and Community Leadership, based at UCLan Burnley, has provided over 5,000 opportunities with immeasurable benefit to the region. UCLan Burnley also has a thriving business incubation centre for new graduate startup businesses providing the infrastructure, support and networking required to help start-ups be successful. This year we have
established a creative business incubation centre. The results are impressive – we are in the top five nationally for University business start-up companies. In addition, DigitME is the new £1.4 million European Regional Development Fund (ERDF) project running from UCLan Burnley. The project is a two year programme designed to assist manufacturing companies across the North West in their growth and future developments through examination of digital manufacturing data – information held will collate the company’s manufacturing procedure from times and temperatures to operating hours and factory capacity. The DigitME team will provide European Regional Development Fund (ERDF) funded consultancy, examining each individual company and providing bespoke recommendations for each client. DigitME presents SME’s with an opportunity to become familiar with modern manufacturing methods and technologies and through assistance on the programme, helps put them on the pathway to implementing these areas. To support this, the team will be making use of the innovative Advanced Digital Manufacturing Technology suite at UCLan Burnley. This state-of-the-art facility has become a major research centre at UCLan Burnley and acts as a hub to drive economic growth through industrial partnerships. Over the coming year DigitME and UCLan Burnley will be hosting a series of SME targeted, interactive, free seminars that introduce future manufacturing technologies.

Success at National Apprenticeship Awards and National Training Awards 2012 Burnley Council has been named as one of the North West’s best employers in the regional final of the National Apprenticeship Awards and National Training Awards 2012. The finalists and winners were announced at a high profile joint awards ceremony organised by the National Apprenticeship Service, which was held in Crewe. The Councils’ nomination focused on the development of a coaching culture within the organization, and the strengths of this project saw them awarded the Rolls Royce Large Employer of the Year. Through the development of internal corporate coaches the Council has increased coaching behaviours across the organization. This shift towards an internal coaching culture has resulted in cost benefits of over £50,000, improved leadership capability and
decision making ability and increased staff satisfaction. Accelerating Business Growth Fund Burnley companies are now eligible for grant finance under the Accelerating Business Growth programme. The programme, backed by the Regional Growth Fund, is a competitive grant scheme that will help to fund business growth projects across Lancashire which commit to: significant job creation, additional investment from other sources, and major impact on the Lancashire economy. Applications will be assessed by the Pennine Lancashire panel comprised of a mix of public and private sector representatives. The programme adopts a business friendly approach that reduces appraisal procedures
to a minimum through a web-based application process. Businesses supported through ABG must commit to the creation of sustainable private sector jobs in the shortterm. The programme is aimed at supporting capital investment projects that will stimulate company growth and create jobs. Grant funding can be for machinery acquisition; property improvement; building expansions and infrastructure improvement. Grant funding starting from £20,000 to £150,000 is potentially available (dependent upon total project cost and job creation).

News Mark Stevenson Customer Relations Advisor, Groundwork PL Corporate Social Responsibility as a successful tendering tool The modern business environment is making increasing demands on companies to demonstrate social and environmental responsibility. Public sector contracts and tenders from many of the larger companies now ask for evidence of responsible business practices, and many smaller companies are finding it hard to comply. There’s little doubt that developing a Corporate Social Responsibility (CSR) agenda can differentiate a business in a competitive market, but how do companies find the time and resources to achieve this, whilst ensuring they satisfy those tender requirements? Next quadruples size in Burnley High street fashion retailer Next is to open a new store in the Charter Walk Shopping Centre in Burnley. Asset manager Addington Capital has signed up the Leicester-based retailer on a 15-year lease in the unit previously occupied by TJ Hughes. Next is relocating from its existing 5,000 sq ft unit to take on 20,000 sq ft of space over two floors. Work to transform the empty space has started and the store is expected to be open in time for Christmas trading.

Planning for growth Burnley Council has started work on a new Local Plan for the borough. This is the framework that will shape its future up to 2026. It will update and replace the existing Local Plan. It will cover all aspects of the way in which land is used, rather than just things that need planning permission. It will be the basis for making important decisions about the direction of growth and development in the borough. It will look at issues such as the provision of new housing, jobs and infrastructure. It will guide regeneration activity and investment. An understanding of the needs of
businesses is crucial if the Local Plan is to result in action on the ground. Views and ideas can be shared with the Council now and there are also a number of stages of public consultation when those with an interest in the borough’s future can get involved: •

Applications Now Open For University Technical College Opening in August 2013, Visions Learning Trust (VLT) will provide high quality and cutting-edge technical education for 14 to 19 year olds. Visions Learning Trust is working with a number of key partners, including employers, universities and Burnley Borough Council to develop the curriculum, which will focus on construction and engineering, GCSEs, BTECs and enrichment activities. To coincide with this important milestone in the UTC’s development, Visions Learning Trust has launched its prospectus and an interactive website which can be viewed at www.visionslearningtrust.co.uk. “Visions Learning Trust will provide young people from Burnley and the surrounding areas with the opportunity to learn first-hand what it is like to work in construction or engineering and equip them with the skills that employers need, thereby improving their future career prospects.” A study undertaken by the Royal Academy of Engineering revealed that 100,000 science, technology, engineering and maths (STEM) graduates are required each year just to maintain the required levels of new employees. The report stated that the UK needs to increase the number of graduates it currently provides by as much as 50 per cent. Steve Gray, chief executive at Training 2000, lead sponsors of Visions Learning Trust said that the UTC would provide an alternative route to employment or higher education. A hundred years ago, Burnley dominated the global textile industry, producing billions of yarns of cotton cloth. At the start of the 20th century Burnley’s textile industry was at the height of its prosperity with approximately 99,000 power looms in the town, but with the rise of foreign competition the decline set in with many of Burnley’s textile firms closing down. But there are two successful Burnley firms who have stood the test of time and through clever diversification and sheer determination, are now experiencing a remarkable resurgence and competing with overseas suppliers.

John Spencer Textiles Ltd (one of the UK’s last remaining cotton weavers) and British Velvets Ltd (the sole remaining weaver of velvet in the UK) have created specialised niche markets in a time when the ‘UK brand’ is respected globally, with both companies proudly flying the flag for Burnley and the UK textile industry. Both companies recently hosted a visit by Lord Alliance, founder of the former £2 billion textile giant Coats Viyella and textile ambassador, whose ambition it is to bring the UK’s textile industry back to its former glory. Commenting on the Lord Alliance visit, Managing Director of John Spencer Textiles, David Collinge, said: “Anyone who wants to shout about the UK textile industry and make a case for this UK industry is good and
I support Lord Alliance with his campaign. He has a great background in the textile industry and is a wonderful ambassador for UK textiles. “Around 90% of UK textiles are imported, with only approximately 10% now manufactured in the UK. Lord Alliance’s aim is to decrease the propotion of imports by 10% which would double the UK industry”. As with other industries previously featured in the InBusiness magazine, the key to the success of John Spencer Textiles and Bristish Velvets is to leave the high volume, low profit production to overseas, and to concentrate on the specialist ‘intelligent’ manufacturing, the research and development, using our knowledge, technical skills and expertise.

When David Collinge, Managing Director of John Spencer Textiles, described his business as ‘Textile Engineering’ to the InBusiness editor she was intrigued to hear more about the specialist textile ‘science’ advancements and how the versatility of textiles are used to produce high-end textile applications. John Spencer Textiles have been weaving cotton fabrics in their Burnley mill for six generations since 1860. A change in government purchasing policies ended this contract. This could have

About Velvet Velvet is a soft pile fabric that has been made for over 3,500 years. It has always been considered luxury because it requires more thread to manufacture than other fabrics and it is more time consuming to make due to the number of processes involved. Traditionally, velvet was made with silk threads but today its mostly made with cotton, and natural fibres such as bamboo. One of the most sensual fabrics with such an exclusive history is velvet. With a past that dates back to 2000BC in Egypt, velvet carried an elite reputation from the robes of royalty, to a staple fabric during the medieval era into the renaissance and finally through the 20s flapper craze on into today.

Burnley born telecoms expert achieves his vision to bring business to his home town
B
urnley-born telecoms expert, Nigel Eastwood, has worked at the forefront of some of the world’s most successful telecoms firms for over 10 years. Nigel has always held a vision to run his own telecoms firm from his home town and to create new jobs for Burnley and East Lancashire – and he’s done just that, taking the reins of the growing telecoms firm New Call Telecom. His huge leap of faith to take over part of the successful firm for which he was working, to raise the funds and negotiate a deal for a management buy-in, has paid off in spades. Nigel has realised his dream and now heads up New Call Telecom, based on the edge of Burnley, which is one of the fastest growing telecoms firms in the UK.
The company’s awardwinning ‘Primus Saver’ home phone and broadband products are ranked third in a group of top telecoms providers that included BT/Plusnet, Sky, Talk Talk and Orange, which is an amazing achievement. 26

CE, Nigel said: “I’ve been in the telecoms industry for over 10 years, having worked for mainly London based firms which operate on an international scale. I’ve always been contributing to organisations that weren’t in the North West and have always had a vision to one day contribute to the North West and my home town.I was jointly involved in starting a business called Fizz Telecom, a B2B provider which we grew and sold as a successful and growing business. I then joined Primus, which was again Londonbased. “I joined as the Sales & Marketing Director which was part of the global
entity Primus Incorporated - the third largest carrier of international calls in the world with a turnover in excess of £1 billion, with offices around the globe and call centres in India. In 2009, a great opportunity arose for me when the company decided to divest of its European division, which created an opening for a management buy-out. “This was my golden opportunity which I grasped with both hands, and taking a massive leap of faith, I had to leave the business in order to come back! It had to be new money coming into the businesses, so effectively a ‘buy-in’. “I had 12 nail biting months, securing
the necessary funds and negotiating the deal, but I was absolutely determined. I could see the opportunity in the business and this was my chance to achieve my dream and create employment in my home town – and here we are today sitting on the outskirts of Burnley with a local workforce around me.” Nigel brought with him from Primus a successful young telecoms entrepreneur, Azhar Rifai as his Head of Customer Relations. Azhar’s experience was invaluable in starting the new business. Azhar has swapped his London city life for a Lancashire life, but after some initial reservations, he’s become a new ambassador for Burnley and the surrounding area.
Burnley is in my DNA Nigel is a descendant of a well-known Burnley entrepreneur, Edmund Heap, so ambition and success is clearly in his DNA. Edmund Heap (1835-1922), was the director of the Burnley Building Society in its formative days, and built several of Burnley’s key buildings – some of which are still standing today – the most notable of which is the former waterworks office in Yorkshire Street and several weaving buildings. Nigel said: “I have an affinity with weaving related buildings, it’s in my DNA, and as the business expands I do have a vision that we will occupy a refurbished historic building. We are taking a keen interest in the redevelopment of Burnley’s Weavers’ Triangle and I’m keeping a close eye on opportunities which arise in that area.”
New Call Telecom founds the New Call Academy in conjunction with Burnley College It has been Nigel’s long term plan to return to Burnley and create employment in his home town, and in particular jobs for the younger generation. Nigel has been at the forefront of creating the New Call Academy with Burnley College to provide school leavers with the opportunity to gain on-the-job training resulting in an NVQ. The academy is open to 16 to 19 year olds and provides the opportunity to gain on-the-job work experience, which in many cases has led to students securing permanent jobs within the company. Nigel said: “Several school leavers have been accepted into the programme to learn a range of skills. They are being trained onsite with New Call Telecom communications professionals and spend one day a week at Burnley College. I am delighted with those who have taken part in the programme so far, most of whom, have gone on to secure their NVQ and the offer of a job with New Call Telecom. “I am committed to supporting the local community and the Academy is a big step towards this commitment.”

An exciting new chapter in Burnley’s past, present and future, is well underway with the first major development underway at Burnley’s unique Weavers’ Triangle conservation area. Following the announcement that £9.5 million has been awarded by the Education Funding Agency, major construction work
has begun on site, in which contractors and developers Barnfield Construction will transform the Grade II listed Victoria Mill into the home of Visions Learning Trust UTC, a University Technical College - the first UTC in East Lancashire – which is set to be open and operational from August 2013.Burnley Council Leader Julie Cooper said: “We are
creating a new chapter for Burnley’s history books in this historic setting, by bringing back to life a Victorian mill to develop the workforce of the future. “The University Technical College will undoubtedly be a catalyst for further development in the Weavers’ Triangle, and I’m excited about the future of this whole area.”
Business Secretary Vince Cable recently announced the first steps in creating a Government-backed business bank, including new Government funding of £1 billion. Vince Cable said:“For decades British industry has lacked the sort of diverse, long-term finance that is quite normal elsewhere. We need a British business bank with a clean balance sheet and a mandate to expand lending rapidly and we are now going to get it. “Alongside the private sector, the bank will get the market lending to manufacturers, exporters and growth companies that so desperately need support. It will be a lasting

monument to our determination to reshape finance so it can finally serve industry the way it should. Its success will not be the scale of its own direct interventions but how far it shakes up the market in business finance and helps to ease constraints for high-growth firms. “Having a functioning, diverse supply of finance is an integral part of the Government’s industrial strategy. It is all about making the right decisions now
to secure our long-term industrial success.” The bank will operate at arms-length from Government. It will be professionally run and commercially focused. It will facilitate the provision of loans, including long-term capital, to UK firms through banks and other financial institutions. By harnessing the power of capital markets, it has the potential to transform business finance in the UK.
The new institution will operate through the wholesale markets, it will not have any retail presence and will not displace or subsidise banks. Its role is to encourage the development of private sector solutions and enable the market to work properly, not compete with it. More detail on the design of the bank and the types of interventions it will support will be provided later in the autumn.
