The Burnley Bondholder scheme sets Burnley apart from the rest of Britain, an initiative that brings together over one hundred local firms that work together to promote Burnley as a place for business. Through the consortium’s combined passion and hard work to promote local enterprise through media channels they have attracted £10 million to the area. The Burnley Bondholder scheme stood out from other entries in this year’s ‘most enterprising place’ category of the Enterprising Britain Awards because it demonstrated how collaborative thinking can make a real difference to an area. This scheme was one of four UK winners from a record number of 44 entries to this year’s Enterprising Britain Awards. The awards honour and celebrate the best public initiatives and public-private partnerships that are working hard to promote business development in communities across the UK. Business and Enterprise Minister Michael

Fallon said: “The Burnley Bondholders scheme is reinvigorating the local economy and helping to change perceptions of Burnley. Initiatives like this are working hard to boost growth and thoroughly deserve recognition and the opportunity to represent the UK at the European Awards in November. These awards showcase the entrepreneurial spirit that can be found in local authorities, businesses, schools and colleges across the country.” Councillor Julie Cooper, leader of Burnley Council, said: “This is fantastic news for Burnley. We are punching above our weight and we have big ambitions. Burnley is well on its way to forging a strong international reputation as a centre of excellence for manufacturing, particularly in the aerospace industry. “This award reflects Burnley’s growing stature in showing the way to the rest of the country in promoting manufacturing in Britain and puts us on the map as a place where enterprise and innovation are thriving.

“It’s great that we’re the most enterprising area in the UK but it’s only the start. It reflects what’s happening in our town but it’s nowhere near the end of the story. Work which is underway to create an innovative aerospace ‘supply village’ in the former Michelin tyre factory is just one excellent example of how an old manufacturing site that was symbolic of Britain’s industrial past is being transformed into a shining example of our country’s hightech manufacturing future. “Burnley - Britain’s most enterprising area – absolutely right.”

Industrial Revolution meets Technical Revolution Barnfield Construction have completed the stunning refurbishment and extension of Victoria Mill, one of the main buildings ‘On The Banks’.

The site was chosen as the preferred location for the Vision’s Learning Trust to house the North West’s first University Technical College (UTC) after the project was awarded £10.3 million in funding from the Department of Education. The UTC project included the major renovation of the former Victoria Mill, Weaving Shed and Engine Room including new floors and roofs together with extensive timber and roof repairs which have been carried out in strict accordance with English Heritage. The transformation of the mill sensitively mixes historic features with iconic modern infrastructure to create an inspirational education facility for students aged 14 to 19 years wishing to study for a technical career in Construction or Engineering. A new build multi-purpose hall has been constructed next to the mill which fits in perfectly mixing old and new material to give this historic area of national significance a 21st century modern twist.

Inside the UTC there is engineering/construction workshops, a restaurant, thematic hub, a lecture theatre, a prototyping suite, ICT Suites, science labs, a multifunctional hall, general learning suites, staff rooms, board room and senior social space. This was the first project in the north of England to receive Regional Growth Fund Round 2 investment, and it has been the key role in unlocking £8.8m funding for the “Todmorden Curve” rail link with Manchester. Mike Riley, Senior Site Manager for the whole ‘On The Banks’ development commented “We have made an impossible task possible. I am immensely proud of the whole team for the passion they have shown in working around the clock to complete this enormous regeneration project.” Burnley Council Leader, Julie Cooper said “The transformation of Victoria Mill into a state of the art education facility has created an amazing and unique learning environment for the students. “’On The Banks’ is one of the largest heritage led regeneration schemes in the country, which alongside several other major developments underway, helped Burnley secure the Most Enterprising Place in Britain Award 2013. “I’m so proud to see the transformations taking place, which will help put Burnley on the map as a place where enterprise and innovation are thriving.”

Barnfield Construction Limited and Burnley Council have joined forces to uniquely bring together private and public sector experience. Together, after a lot of hard work, they have formed a brand new joint venture company which will work solely to rejuvenate and develop the former Weavers Triangle area into a vibrant part of Burnley. The company is called Barnfield and Burnley Developments Limited.

Why Burnley Bridge is Way Out in Front Burnley Bridge Business Park is the most exciting development of its kind in Pennine Lancashire, according to leading property professionals. Michael Cavannagh, of Burnley-based property consultants Trevor Dawson, believes that Burnley Bridge possesses a number of key advantages over its rivals. He explained: “The crucial difference between Burnley Bridge, and its unique selling point, is that it is now open for business, unlike its rivals at Junctions 6 and 7 of the M65. The installation of the bridge over the Leeds-Liverpool Canal has opened

Dr. Vince Cable MP, singled Burnley out for praise during his keynote speech at this year’s Local Government Association conference in July. Addressing politicians and government workers at the annual conference in Manchester Central, Dr. Cable, in highlighting disparities in economic success across the North West said: “In Burnley there is a boom in manufacturing… but other parts of the Pennines are seeing little new activity.” This ministerial accolade for the Lancashire town comes after being named 10th in the country for private sector growth, and amongst the best in the North West for high growth firms, as defined by data analysts Experian.

Independent think-tank, the Centre for Cities, placed Burnley number one in the UK for proportion employed in the manufacturing sector and promotion of the area’s manufacturing strength has encouraged companies to relocate, including international aerospace giant, Kaman Tooling, and manufacturing innovators, Velocity Composites. Fort Vale, Rolls Royce, SAFRAN Aircelle, General Electrics and AMS Neve are some of the world-leading companies in the town with double the regional and national levels employed in manufacturing. The Local Government Association’s annual conference is the biggest event in the local government calendar and attracts over 1,200 delegates.

Burnley Business Awards 2013

Veka get the Gong The country’s largest window systems manufacturer, The VEKA UK Group, was the toast of the Burnley Business Awards. The company, which has increased staff fifteen fold in thirty years to 450, collected the prestigious ‘Business of the Year’ award. The Burnley Council-organised evening at the 500 year-old Towneley Hall brought businesses together from across the North West to celebrate individual excellence and the town’s economic resurgence which has seen it placed: 10th in the country for private sector growth; one of the top in the North West for high growth firms; number one for manufacturing concentration in its workforce and secure The Most Enterprising Place in the UK Award 2013. Burnley’s dominance in the UK’s manufacturing sector was reflected through 9 of the 11 awards going to this sector including the night’s most prestigious award. Dave Jones, Managing Director of The VEKA UK Group, said: “Our win for Business of the Year is a fantastic accolade, and we are elated to have been recognised for our hard work by our home town, of which we are unequivocally proud.” Currently partway through a £10m

investment programme, and with a turnover in excess of £85 million, the award is a landmark occasion for the company which has grown from 30 staff in a 30 000 sq. ft. facility over a quarter of a decade ago to 400 000 sq. ft. employing over 450.
