Eligibility of housing (in general) for energy efficiency and renewable energy investments with no maximum ceiling for the amount invested for all EU-27 ( with a specific indicator and code of expenditure) + low carbon urban strategies

Eligibility of support to sustainable urban development (including low carbon projects) with a minimum of 5% of total ERDF budget at national level allocation to this topic and directly managed by cities (with a specific indicator on new housing)

Eligibility in the ESF of actions supporting the shift towards a low carbon economy (training in the field of energy)

New policy architecture : greater power for local level, greater macro-level conditionality and greater partnership
Will negotiate Partnership Contract setting thematic objectives (among the 11 proposed by the EC linked to Will impose on MS ex ante conditionalities ( EU legal framework) as well as macro economic requirements Europe2020), quantitative and qualitative targets Will set up a performance reserve to be used during mid(investment priorities and earmarking) term review (5% of total Cohesion Policy budget) Will have to consult stakeholders
