Following the great successes of our first 13 Commercial Building Awards, VIREB’s Commercial Division committed once again to continuing the gala celebration, which really is an excellent way to recognize and honour the best in commercial buildings north of the Malahat on Vancouver Island.

Also, a special thank you to Business Examiner Vancouver Island for coordinating the event. Once again, the interest in our Commercial Building Awards has been very strong. We received a near record number of nominations from all VIREB zones, including Duncan, North Cowichan, Ladysmith, Nanaimo, Lantzville, Nanoose Bay, Parksville, Qualicum Beach, Port Alberni, Tofino, Ucluelet, Courtenay, Campbell River and Port Hardy. This year, the number of finalists being judged was 45, almost our all-time high! To be eligible for nomination, an investment, commercial, multi-family or industrial building, development or renovation project had to have been completed between January 1 and December 31, 2020. The challenge of naming the award winners went to our team of independent judges, selected from the professional and development industries. The criteria required a building or renovation project to complement the surrounding properties and area, be esthetically pleasing, include unique architectural features, and answer a specific development need within the community. The level of finish and choice in construction materials was also a determining factor, as was any environmentally friendly or green elements for possible consideration. We are very excited about the excellent quality of development underway all over Vancouver Island. We are very proud to showcase such excellence! We truly hope you enjoy the Virtual, Video Presentation we’ve prepared for you again this year, and the information about the projects we’ve shared with you in this book.

Dave Kirk

Dave is the senior partner and president of Cunningham & Rivard Appraisals Ltd. Cunningham & Rivard is the largest real estate appraisal and valuation consulting firm on Vancouver Island with offices in Victoria, Nanaimo and Duncan. Dave has extensive knowledge and experience in the valuation of all forms of real estate assets and is a recognized expert in legal and arbitration matters involving real estate valuation. Dave has been involved in the real estate valuation industry since 1980 beginning his career in the Vancouver/Lower Mainland region before moving to Vancouver Island in 1990. Dave is an avid ‘old timer’ hockey player, downhill skier and water skier. Dave and his wife Patricia have four children and reside in Nanaimo.

Dale is a Registered Professional Planner from Nanaimo. Dale has a degree in Urban and Regional Planning from the University of Waterloo, and has 25 years of experience in local government. In 2019 Dale assumed the role as General Manager of Development Services for the City of Nanaimo, a role which is responsible for Planning and Design, Building Inspections, Subdivision, Real Estate, and Business Licensing. Dale enjoys the island lifestyle with his wife Setia and their three children.

Scott Mack

Scott Mack is a Registered Professional Planner (RPP) and the Managing Partner for TownSIte Planning Inc., a multi-disciplinary land-use, community planning, and land development firm based out of his hometown of Nanaimo, BC. In addition to currently managing his own 14-lot residential subdivision in north Nanaimo, TownSite Planning Inc. also offers professional land-use and community planning services and land development project management expertise across Vancouver Island and beyond. Scott has nearly 20 years of experience in senior local government planning, subdivision, consulting and land development experience across BC and Alberta and holds a professional undergraduate degree in Environmental Planning and a post-professional Masters Degree in Architecture. When not working hard for clients or on his own projects, Scott and his wife Tanya are busy with their 4 children.

Dave is a Land Use Consultant and Project Manager. With over 25 years of experience in dealing with complex land development approvals with all levels of government, Dave has amassed a vast knowledge of the land development approval process. He has overseen the approval and construction of many subdivisions as well as overseeing construction of several commercial projects. Over the years he has sat on numerous local government committees, including participating in a number of Official Community Plan Reviews and the Regional Growth Strategy. Dave is currently a Director with the Oceanside Development and Construction Association.

The design was Step Code 3, wood-framed building over slab on grade foundations with surface parking. While this project may not win on its visual wow factors, the efforts to meet the high demand for affordable housing is a

WOW factor alone. This building is designated for seniors (singles or couples 65+) who receive SAFER. Previously the property was bare with sporadic invasive plants. Major landscape upgrades were part of this project.

This unconventional four-storey wood frame structure features a distinct exterior configuration. The building is curve shaped and as levels of the building increase, the floorplans shift from one side to the other. This was the first building in Nanaimo to be built under CMHC’s Flex Affordable Housing Program with rents below market and a cap on increases for 10 years. The building offers a total of 48 modern rental units from studio suites (475SF) to 2 bedrooms (950SF) and leased out in under 4 weeks. The lobby exterior cladding is comprised of Ceraclad, a modern ceramic siding panel system imported from Japan. Patio decks are emphasized with custom bold red siding and triangular shaped patio decks that contribute to the remarkable dimension of the building. A rain harvesting system comprised of a 960-gallon cistern was installed for water to be reused by tenants to wash their vehicles. Six car charging stations and bike racks were also installed underneath as an incentive for tenants to commute greener. A vibrant 150SF tile mosaic illustrating a red fish and blue fish was installed on the Eastern side of the building. A free-standing back lit metal sign with a corresponding image of the tile mosaic was installed facing Bowen Rd adding charm to the traffic corridor.

This modern affordable housing project provides housing and rehabilitative services for vulnerable adult citizens with mental health diagnoses, addiction, or cognitive challenges. Constructed to BC Energy Code Step 3 and BC Housings most current energy guidelines, the Step 3 value and BC Housing Construction Guidelines targets were exceeded for the entire building as well as airtightness from suite to suite. The main floor of the building is comprised of a lobby, shared laundry, a reception area, office space and access to two stairwells and an elevator. There are twenty-two 375SF suites and one 500SF accessible suite. The suites are all self-contained studio layouts with full kitchen and full bathroom portraying clean and bright resilient finishes. The design and construction of the entire facility was meticulously thought out and applied to maximize the rehabilitative purposes of the space for the end user.

After two-years of planning with Aspengrove School Board, Omnicon Desgign Group, and IWCD, this state of the art 15,000 sq. ft. sports complex became reality. Large seemless windows let the natural light in and offer exterior views of the surrounding mountains and forests. Using the exisitng natural grade of the forest as our building base, a large section of the gym is underground. This is more than just a gymnasium, as it includes washroom facilites downstairs, and a spacious banquet-style upstairs to give the building multi-purposes. An Okanagan gym specialty company supplied the equipment and a state-of-the-art 1/4 inch rubber floor that looks like hardwood but is more comfortable and safer for athletes.

The new Caledonian Medical Clinic at Nanaimo North Town Centre brings together all staff from two long-term clinics - Campbell Street downtown and Brickyard in north Nanaimo - into one centralized location to create a more efficient operation for the Doctors and their patients. This was a very complex project combining four mall retail spaces into one 13,000 square foot space and completing the work in four months so facility could be operational before the end of the year. This was a major renovation project that required a large amount of pre-planning, then expedited construction period in a very small time frame.

The Nanaimo Airport expansion project provides passengers more room and comfort to enhance the travel experience in and out of the mid Vancouver Island area. The striking, modern building increases the terminal size by almost 60 percent. Travellers can move faster and more efficiently through the airport. A newly constructed 600SF classroom building added to the Nanaimo Innovation Academy Daycare. This project allowed for a much-needed increased daycare capacity for Nanaimo. The building is modern in character and features a 17’ high sloped roof with clerestory windows. A roll up garage door opens to a large concrete pad, expanding the overall ambiance of the space. Exterior is comprised of standing metal seam and smooth concrete board siding. A designated two-stall washroom area is partitioned off from the classroom by a custom 8’ wide barn door. The classroom features built-in cubbies and plenty of cabinet storage for supplies above the cubbies. For accessibility purposes, a ramp was installed and designed in a way that provides a courtyard effect.

IWCD built the new SPCA building, and was asked to build the new SPCA barn, which is the only one of its kind on Vancouver Island, and will serve the entire island for rescue horses and other farm animals. It is contains a tack room, hay storage, horse wash bay and a generous center isle with barn doors at both ends to allows farm vehicle to drive through. his pre-engineered barn was designed and fabricated by FCP from the U.S., which specializes in Equine Building solutions. The pre-engineered building features solid construction and is designed to withstand the punishment that horses can dish out to the walls, doors and corrals on a daily basis.

The new ATB’s design concept is to create a ‘Gateway’ to and from Port Hardy, the North Island, and surrounding communities. The plan is organized around a central Lobby/ Waiting/ Arrivals area with all the ‘Pathways’ moving through it. This ‘Pathway’ through the ‘Gateway’ is also an opportunity for telling the story of Port Hardy area. The exterior and interior spaces are used to portray the story of the Port Hardy area, in the ground cover, wall and ceiling treatment and structure. Specific details like a ‘bridge over a dry creek’ at the entry emphasizing the act of transition for arriving and departing. Exterior and Interior artworks by the Kwakiutl First Nations including a totem pole at the entrance, hanging art works in the interior and a wood sitting log. The Central Lobby is constructed in a combination of CLT (Cross Laminated Timber) and structural steel. The roof, ceiling and structural support, define the central space. The ceiling are finished in wood and the exterior canopies in metal panels and wood (BC’s Wood First Initiative).

The project involved an addition to the restaurant, some interior alterations, and a thorough updating of the exterior appearance of the airport, which dated from the 1970’s, and was showing its age. An appearance which is more appropriate to the air gateway to a dynamic small community. Fairwinds Landing is an incredibly unique development. Once known as the Schooner Cove Hotel and built back in the 1970’s, the building was originally slated for demolition. Technical solutions were found that addressed all acoustic, fire-rating and building envelope requirements of the building code for the use of the mass timber flooring system and elevator shafts without encapsulation allowing for the wood to be exposed as ceilings in the rental residential units and as walls by the elevator lobby on the residential floor. Dodd’s Furniture Store employees utilize a roof top rain water collection system and green roof to manage storm water and return it to the ground via feature rain channels expressed on the buildings exterior. The entry way is expressed with large wood beams on the inside and outside. Large glass openings offer street orientated expression, roof lines are articulated and the building mass, form & character respond to the site, adjacent streets and neighbouring building. Wendy’s sits on a very busy corner of the highway in North Nanaimo filling the need for a good fast-food restaurant. The bright Wendy’s colors, and the interior and exterior lighting features make metal panels and large windows glow at dusk! This is the latest in a number of Wendy’s buildings that IWCD has constructed, but this presented unique challenges due to COVID-19, as construction began the day that COVID 19 restrictions were implemented last March. Despite having to space out 30 workers in a 3,000 square foot space, requiring creativity and patience and staggered working hours, this job was nevertheless completed in 4 months.
