What is a Building Condition Survey? It is a comprehensive overview of an existing building that provides the client with an inventory of the building components and systems, potential deficiencies, costs for remediation and possible solutions. Who needs a Building Condition Survey (BCS)? Every informed investor should consider a Building Condition Survey before they waive any conditions of their agreement of purchase and sale and/or before considering a costly Environmental Phase One Audit. All building owners and property managers should consider a building condition survey as part of their ongoing management program to prioritize maintenance repairs and essential life cycle replacement costs. The BCS is the first step in an developing an effective Capital Asset Plan for your portfolio.

The consultant must have many years experience in building inspection, engineering and cost estimating. They must have a comprehensive knowledge of past and present building and fire codes. Finally they should be an accredited member of the Professional Engineers of Ontario and the Canadian Association of Quantity Surveyors. What should the Building Condition Survey report provide the client with? First, the report must be written in an easy to read, user friendly format. Second, it must provide the client with a list of the major issues identified by the building surveyor. It should also include a cost range for repairs or replacement so that the client will have a guide for future expenditures. Third - Finally the report must outline the criteria for evaluating the building, provide a very detailed documentation of the building components and systems and provide an executive summary of the key issues identified in the report. The report should also included a detailed inventory of photographs of the actual survey to assist the client in gaining an appreciation of the existing conditions and for long term Capital Asset Planning.
