Housing fair

THE government housing agencies are inviting those who are planning to acquire a house to visit the Housing Fair slated October 22-26, this year. Grace Ceres B. Saniel, Housing and Urban Development Coordinating Council (HUDCC) Region 10 Coordinator, said the housing fair will be held at the Training Hall of the Pag-IBIG Cagayan de Oro Office located in JR Borja-Mortola Streets. She said the city government, the HUDCC together and the other housing agencies such as the Housing and Land Use Regulatory Board (HLURB), National Housing Authority (NHA), Home Development Mutual Fund (HDMF), National Home Mortgage Finance Corporation (NHMFC), Social Housing Finance Corporation (SHFC) will hold clinic to respond to queries and concerns on housing during the fair.

Tax exemption

AGUSAN del Sur -- Caraga Regional Development Council will support the proposal to increase the P30,000 tax exemption ceiling benefits of government employees to P60,000 as previously proposed by the joint Regional Development Council 2 (RDC 2)– Regional Peace and Order Council (RPOC). 2 Iloilo power barges deployed in M’danao By CARMELITO Q. FRANCISCO, Correspondent

AVAO City -- The continuing dip of Mindanao’s power output has prompted the national government to transfer to Mindanao two power barges now stationed in the province of Iloilo in Western Visayas.

each with 100 megawatts (MW), in the cities of Cagayan de Oro in the province of Misamis Oriental and General Santos in the province of South Cotabato so they can serve

areas that need more power supply. Gov’t allots P700-M share to help SMEs in Davao del Norte DAVAO City -- The government has allotted P700 million worth of shared services facilities to help the small and medium enterprises (SMEs) cut down their production costs Department of Trade and Industry (DTI) city director Teolulo Pasawa said of the total amount, the lion’s share of the facilities was given to SMEs in Davao del Norte. “The province has registered the most number of shared services facilities in the region with a total of eight machines,” Pasawa said.

He said the shared service facilities are machines commonly needed by the SMEs in their businesses like cold storage facilities, decorticating machines, food processors and dryers, among others. “This is actually one of the strategies being implemented by the DTI to encourage growth in

the countryside,” he said. “ The goal is for the benefits to trickle down to the lowest levels of the population,” he added. The machines are very expensive when bought individually, they can cost from P500,000 and to P5 million. KORONADAL City -- Scientific and technology advances and innovations in the six regions of Mindanao will be showcased in General Santos this week, an official of the Department of Science and Technology (DOST) 12 announced. Dr. Zenaida Hadji RaofLaidan, regional director of the DOST 12, said they are spearheading the 2012 Mindanao Cluster S&T on October 10 to 14 at the KCC Mall Convention Center. “We intend to bring together leaders of the industry, academe, government, local government units, and non-government

organizations as well as the civil society to further strengthen our ties with and efforts in developing S&T based economy through complementation for a better Mindanao,” she said. Highlights of the event include S&T exhibits, summit, and student congress as well as research colloquium. There will also be a forum of the Mindanao DOST – Small Enterprise Technology Upgrading Program (MindaDOST-SETUP) as well as technical sessions, science and culture fashion show, and Pagana Maranao. The five day event opens at 9:30 a.m. until 5:00 p.m. Demonstrations and exhibitions of DOST services

and developed technologies for dissemination, adoption and commercialization as well as that of DOST –assisted projects will be available for public viewing. IPIL, Zamboanga Sibugay -- The local government units (LGU) of Payao and Titay in Zamboanga Sibugay have signed an agreement with the Department of Agrarian Reform (DAR) under its Agrarian Reform Communities Project 2 (ARCP-2) for the construction of farm-tomarket roads. Payao Mayor Joeper Mendoza signed a P25million project for the rehabilitation with spot concreting of BalungisanGuiwan (13.5 km) and construction of Balungisan-Upper Sumilong road project (4.15 km) with LGU equity amounting to P8.7 million.

Titay Mayor Maria Esperanza Corazon Rillera inked a project worth P16.2 million intended for the rehabilitation of Culasian-Supit farmto-market road and rehabilitation with spot concreting of KitabogMabini farm-to-market road. LGU counterpart fund amounted to P7.2 million. Other infrastructure sub-projects are located in the municipalities of Naga, Tungawan, Kabasalan, Siay, Mabuhay, R.T. Lim and Ipil. Garbage collection DAVAO City -- Garbage collection in Davao City is up 7.5 % from 2011 figures. Engineer Joseph Felizarta City Environment and Natural Resources (CENRO) chief said from January to September of this year their office has recorded 411 tons of garbage being collected daily as compared to 2011 figures of 382 tons/day. Felizarta attributes the increase of garbage collected to the growth of Davao City with new malls, condominiums and subdivisions being opened and expanded. He said that they are still in the process of calculating how much these new establishments have contributed to the garbage collection. Last September 28, SM Lanang Premiere, one of the largest mall in Mindanao opened in the city.

Japan car sales in China tumble, hit by islands row BEIJING/TOKYO – Japanese car makers reported tumbling sales in China for September – with Toyota’s almost halving – confirming the impact of a territorial row between the two countries and raising concerns about their future in the world’s biggest auto market.

Hyundai’s end-Sept sales up 15 percent END-September sales of Korea’s Hyundai climbed 15 percent year-on-year, with passenger car models leading the pack, its Philippine importer and distributor said on Thursday. In a statement, Hyundai Asia Resources Inc. said it sold 17,156 vehicles during the first nine months of this year, higher than the 14,883 units sold during the same period last year. Sales of light commercial vehicles skidded 15 percent to 6,504 in the first nine months from 7,666 last year, HARI said, even as sales in September alone jumped by more than a tenth to 709 from 636 in 2011 on the back of strong sales of the new Santa Fe. “In the face of continu-

Violent protests and calls for boycotts of Japanese products broke out across China in mid-September after Japan nationalized two of the East China Sea islands, known as the Diaoyu in Chinese and the Senkaku in Japanese, by purchasing them from their private owners. Toyota Motor Corp. said on Tuesday that sales in China fell 48.9 percent in September from a year earlier, while Honda Motor Co. reported a 40.5 percent slide in its sales there. Nissan Motor Co.’s China auto sales, including imports, fell 35.3 percent in September from a year earlier, according to its China venture partner Dongfeng Motor Group Co. Suzuki Motor Corp. said shipments to dealerships in China fell 42.5 percent last month from a year earlier. “Inventories are growing, factories are operating less, and retail is not going well at all,” said Koji Endo, a senior analyst at Advanced Research Japan. “It’ll be the German and

South Korean makers that will take over share from the Japanese brands when Japanese cars sell less. I don’t see a single factor that is positive (for the Japanese brands).” While the street protests have eased, China has sent its patrol ships into what Japan considers its territorial waters near the islands in recent weeks, prompting Tokyo to lodge protests against Beijing. Analysts say that sales for Japanese car makers, which together had just over a fifth of the Chinese auto market before the protests, could continue to weaken as long as the diplomatic tension remains. “We had cut our 2012 sales forecast of Japanese cars by 100,000, but it seems to be way too conservative now,” said John Zeng, Asia Pacific director for industry consultancy LMC Automotive. “We had previously expected them to sell 3.04 million, but it will be great if they could move 3 million.” Toyota and its two local Chinese partners sold a total

of about 44,100 vehicles in September, the company’s Beijing-based spokesman Takanori Yokoi said. For the first nine months of this year, sales by Toyota and its partners totaled about 640,200 vehicles, up 4.6 percent from the yearago period, Yokoi said. Smaller rival Mazda Motor Corp. said last week that its China sales tumbled 35 percent in September from a year earlier. Bouncing back? According to Toyota sales executives in Beijing and dealers selling Toyota and Lexus cars, sales began bouncing back towards the end of the month, giving hope for an early comeback. “The biggest question now is how permanent the damage Toyota and other Japanese brands sustained,” a key Toyota and Lexus dealer operator said. “It’s too early to say one way or the other, but we are a bit concerned.” A Japan-based Toyota executive has told Reuters that Toyota’s production cutbacks in China were likely to extend through November, which points to the company’s pessimism over prospects for an early recovery. Oh my mornings ouch! MORNINGS herald new beginnings. It also is the best part of each day, as one’s energy is at its highest, plans are made, and the realization that you are given another day to do what you must do. But, what if, one were afflicted with what we call as Rheumatoid Arthritis? Ouch! Mornings can be terrible beginnings. Sometimes it becomes a standing joke one hears: when one is having difficulty moving around, more so, when this is accompanied with pain, then one is in the golden age. Question is: is arthritis a disease exclusive to the oldies club? Rheumatoid arthritis is actually a chronic disease, meaning, it doesn’t happen overnight. The basic problem is the presence of inflammation affecting the synovial joints. A joint is where two bones meet that will allow movement of the body parts. Multiple joints may or may not be affected: meaning, the inflammation may involve only one joint. The exact cause why the disease occurs is not really known, though it is not uncommon to notice that the presence of other auto-immune problems may precipitate or compound an existing rheumatoid arthritis. This ailment affects not only the older age groups but can affect even the very young. The most commonly affected are the small joints of the hands and wrists, and that of the feet. If there is only one joint affected, it

may mimic and be mistaken for gouty arthritis. Muscle and joint stiffness are usually noticeable in the mornings, after periods of inactivity, with both sides of the body affected by it. Initially, there may be fatigue, loss of energy, lack of appetite and muscle / joint aches. If the hands or wrists are affected, difficulty with simple tasks such as turning the door knobs, opening cookie jars and zipping up one’s dress, can become so frustrating! If the joints of the feet are affected, walking may be kind of difficult. There is really no known cure for rheumatoid arthritis. With disease progression, one’s ability to move is hampered, leading to functional disability. The fear of losing one’s independence in terms of movement is kind of scary really. Treatment is directed towards reduction of joint inflammation and pain, prevention of joint destruction, deformities and somehow, maximize its function. The prescribed drugs directed DIAO/PAGE 6

Money matters in marriage THINK a minute… DOES money matter much in marriage? You bet it does! Did you know that money problems cause some of the biggest problems between husbands and wives! Sadly, in some marriages it doesn’t take long for wedding bells to turn into wedding bills and debts. At the beginning of some relationships opposites attract, but later opposites attack each other. The husband and wife have different values, so they disagree on how to spend their money and what each thinks is a waste of money. For example, the husband may like to spend money on beer, fishing equipment, or a television and stereo. But his wife thinks all that is a terrible waste of their money

and income. She wants to buy new clothes and jewelry, or go out to eat at restaurants. That’s what she enjoys. But her husband cannot understand how anyone would want to waste money on things like that. There’s a story about an old farmer who decided later in life that he wanted to get married. So he put this advertisement in the newspaper: “Lonely farmer looking for a wife. She must be in her 40’s and own a good tractor. Please send photo of tractor.” To say the least, that old geezer was not very smooth. He didn’t even try to hide what was important to him. So when a husband and wife have very different values on what’s impor-

tant and what they should spend their money on, what should they do? They both need to compromise and cut back on their spending, before their debts get bigger. You see, the daily pressure and stress from big debts or loans, can divide and eventually destroy a marriage! Maybe you’ve heard the phrase: “There’s no such thing as a free lunch!” Sooner or later we have to pay! Self-centered, uncontrolled spending will not only cost you money, but it can even cost you your marriage and family! If you’ve not been responsible in your spending, and your marriage and family are suffering under the pressure and stress from your unpaid debts, then won’t you ask

Revisiting marriage “WHAT God has joined together, let no man put asunder.” (Mk 10,10) We have just been reminded of the biblical basis for the indissolubility of marriage recently. With all the forces and elements now undermining the true nature and purpose of marriage, there is an urgent need to clarify and show the real face and beauty of this human, natural as well as supernatural institution. Countries and nations, supposedly developed and quite rich, are now legalizing forms of marriage that really have nothing to do with marriage. Samesex unions, divorce, civil marriages among Catholic, temporary unions and cohabitations are not only spreading but are also getting legalized. The consolation so far is that they have not gone

as far as to outlaw marriage as traditionally understood and as a sacrament. But if we are not careful, who knows what can happen in the near future? If they can legalize abortion, not to mention, contraception, there is reason to suspect these distortions of marriage can also be legalized sooner or later. So, we really have to keep close watch on the RH Bill, because the bad spirit behind it is the same one that animates all these disturbing developments involving marriage. In fact, someone just told me the Philippines is under heavy pressure now because we seem to be the only country in the world that has not legalized divorce yet. And there’s a bill already filed in Congress seeking to legalize divorce. There are those who are quite convinced, and

wrongly convinced, if I may say, that marital problems can be solved by legalizing divorce. We need to talk a lot about this issue. The statistics on the ground seem to favor divorce. Of 10 Catholic couples, a friend told me, 4 are married in Church, 3 are civilly married and 3 are simply cohabiting. That’s, of course, a big problem. But it’s actually a challenge to face that requires more concerted and comprehensive efforts from those concerned. We are contending with a world culture that has lost the capacity to think deeply and thoroughly. It’s an ethos that is held captive by the quick and easy way of thinking and reacting, dominated mainly by worldly values like convenience, practicality, popularity, etc. The full and global picture of who and what we are

(Napocor) could not be contacted immediately by phone to provide details of the said transfer. Ms. Capulong, however, did not mention how the operation of the two power barges would impact on the power bills considering that these barges are run by bunker fuel and produce electricity at a higher cost compared to the power being produced by diesel plants. Steag, which has two plants with combined capacity of 210 MW, had a scheduled maintenance last weekend, with its other plant scheduled to be turned off before the end of the month. Last week, Therma Marine, Inc., a power barge operator under the Aboitiz Group. said it has prepared its two power barges, with combined capacity of close to 200 MW, for extended operations to utility firms, mostly electric cooperatives in Mindanao, it has contracts with. The power barges are to be operated on “extended hours in order to provide additional power supply to electric cooperatives, distribution utilities and industrial customers,” Therma Marine Chief Operating Officer Jovy P. Batiquin earlier said. Even before the shutdown of the Steag power plants, Therma Marine’s power barges have been running on average of 10 hours because some of the Napocor’s plants had encountered technical problems that reduced their outputs. Based on NGCP’s Web site, Mindanao’s power deficiency as of yesterday’s outlook was 263 MW, roughly 20% of island’s total power demand. The two power barges that Aboitiz Power Corp. bought from government in 2009 are expected to operate in maximum capacity, or at 192 MW with the shutdown of the two coal-fired power plants of Steag State Power, Inc. The barges have become the run-to power supplier after Mindanao has been beset by lower power output in previous years due to the deterioration of the old hydroelectric power plants run by Napocor. The power shortfall in Mindanao is being blamed to the outage of Power Barge (PB) 104, a 10-MW barge of Napocor moored in Davao City, as well as the reduced capability of Pulangi Hydroelectric Power Plant to 150 MW due to the low water level of the Pulangi River in Bukidnon. The shutdown of the 40MW Agus 6 Hydroelectric

plant in Iligan City, Lanao del Norte also exacerbated the power situation in Mindanao. Davao City’s power utility earlier assured its customers that outages in its franchise areas are unlikely. “In spite of the possible increase in power curtailment in Mindanao as a consequence, Davao Light (and Power Co.) will do its best to avoid implementing rotational power interruptions,” said Rossano C. Luga, spokesperson of the company in an e-mail. Mr. Luga said the power distributor would be able to cushion the impact on the power shortage with the “optimization of its embedded power plants.” These power plants include its own 40-MW standby diesel plant and the hydroelectric power plants of its sister company, Hedcor, Inc., in Sibulan, Sta. Cruz, Davao del Sur. He added that the distributor, also a subsidiary of the Aboitiz Group, was also among those that have bought power from Therma Marine. “All these are aimed at ensuring the economic activity and welfare of the people in our franchise area will be least affected by the power crisis,” said Mr. Luga.

We have to correct that by making an effort to meditate more deeply on God’s word, knowing that it is a living word that will never become obsolete, but rather will always be relevant to us in our varied situations. As Pope Benedict’s Verbum Domini puts it, we have to ask: What does the Bible say about a particular issue, what is it saying to me now, what is it trying to say to all of us now? From there, we can use all the human sciences and knowledge to explain why marriage is between one man and one woman, why it is indissoluble until death, why spouses have to live chastity just like anybody else but according to one’s state in life? We have to explain why healthy marriages lead to healthy families that in turn lead to healthy societies and a healthy world. I’m happy to know that certain groups are into busy advocacy for healthy marriages. I can cite the Beyond-I-do group as one of them. May more groups of this type come out. There’s a great need for them, even if the demand may still not be felt. But with the challenges of the times, I’m sure many people will realize the value of these groups.

Nickel Asia’s 9-month shipment drops 6% NICKEL Asia Corp. on Friday said it shipped 16 percent more ore in the first nine months of this year, but lower prices cut the value of its shipment by 6 percent year-on-year. In a disclosure to the P h i l ippi n e St o c k E x change, t he countr y’s largest nickel producer said its four operating mines shipped a combined 9.56 million wet metric tons of nickel ore at endSeptember, up from 8.25 million last year. The value of the shipment however fell to P9.24 billion this year from P9.83 billion in 2011 because of lower international prices of nickel. The shipment was pegged to an average exchange rate of P42.42:$1. Nestlé opens new Batangas plant; P5-B expansion eyed MULTINATIONAL FOOD firm Nestlé Philippines, Inc. plans to spend an additional P5 billion next year after it formally opened its newest facility in Batangas, the company said in a briefing Friday. “Across the board expansion will continue in 2013 with an additional projected investment of P5 billion which depends on how the market develops,” said Nestlé Philippines Chairman and Chief Executive John Miller during the briefing. Projects that will be funded by the additional investment were not disclosed, but the company said the new plant may be expanded with higher market demand for its products. Nestle has invested P16 billion in the country over the past five years, an amount, said Mr. Miller, that represents “a continuation of what we have been doing.”

Bangsamoro agreement seen to boost investments THE framework agreement between the Philippine government and the Moro Islamic Liberation Front (MILF) will spur more European investments, and encourage Europe to continue its Official Development Assistance (ODA) to the country. This was the contention of Vice President Jejomar Binay who is bound to Europe as official representative of President Benigno Aquino III to the European Development Days (EDD). “The agreement is a step towards achieving lasting peace in Mindanao. I am confident it will entice European investors to put up their businesses here, especially in Mindanao,” Binay said. “I also hope the agreement will serve as proof that we are serious in our efforts towards creating a peaceful and progressive Mindanao and this, in turn, will encourage the European community to continue to provide ODA to the Philippines,” he added. Three financing agreements are currently in the pipeline, namely: the Justice for All Project, the Trade related technical Assistance Project II and the Improvement of the International Migration Management System of the Philippines. “I am grateful to the European Union for crafting its new development policy called ‘Agenda for Change,’ which will increase the focus of the European Union’s development assistance on impact and inclusive growth including the pursuit of the

Millennium Development Goals,” Binay said. “I look forward to the finalization of the next financial cycle 2014–2020 for European Union’s development assistance to the Philippines,” he added. With the European region being a major employment area for Filipino sailors, the Vice President is also expected to raise the Philippine’s compliance to the Standards of Training, Certification and Watch-Keeping for Seafarers (SCTW Convention).

Gov’t allocates P100M to upgrade Davao farmers’ banana packing facilities By Ben D. Arche DAVAO City – The Department of Agriculture (DA) in Davao Region has allotted some P100 million to upgrade the packing facilities of small banana farmers in the region. The funds for project which could benefit at least 14 banana cooperatives will come from the President Social Fund (PSF), according to Melanie Provido, DA high-value crops regional coordinator. Some of the beneficiaries include Sarphil Employees Cooperative in Compostela Valley province, AMS Employees Fresh Fruits Producers Cooperative and United Farmworkers Agrarian Reform Beneficiaries Multipurpose Cooperative in Davao del Norte, and Sibulan Growers Multipurpose Cooperative in Davao City. The project will run for more than two years, which

will start from October this year until February 2014, Provido said. Davao Region is the highest banana producers in 2011 with 3,855 metric tons (MT) followed by Region 10 with 1,726 MT, and Region 12 with 1,095 MT. To further strengthen the industry, DA Region XI and the Philippine Exporters Confederation, Inc (Philexport) in the region will initiate the 1st Mindanao Banana Congress in November here. The assembly aims to gather banana stakeholders such as growers, farmers, cooperatives, suppliers of production inputs, traders, logistics players and exporters and to tackle the current industry condition and concerns. It is also aiming to provide the stakeholders with the needed information on how to access the government support initiatives to ensure the growth of the industry.

Region 11 posts 15 % increase in tax revenues By Ben D. Arche DAVAO City – The Bureau of Internal Revenue (BIR) in Region XI revealed recently that their tax collection reached P6.820 billion from January to September this year. With that amount, BIR assistant regional director Mamapok Diro said there is an increase of 15.18 percent from the P5.921 billion collected in the same period of last year. In the recent media fo-

No rotating brownout in Cag de Oro Despite the preventive

maintenance shutdown of two generation units of the Steag State Power Inc (SPI), residents of Cagayan de Oro should not worry as this will not result to rotating brownouts. This was assured by President D. Elipe in his special report during the City Council regular session Tuesday. The councilor, who chairs the committee on energy, said shutdown of the 105 megawatt (MW) coal-fired power plant in Villanueva, Misamis Oriental started last Oct. 6 and will last until Oct. 29. Meanwhile the coal power plant’s Unit 2 105 MW plant is due for shutdown from Oct. 29 to Nov. 4. He assured that during that time, power companies Cepalco and Moresco can still meet the demands in the city through other Independent Power Producers (IPP) like Minergy.

Councilor Elipe noted that there will be an interlapping of shutdown of both units, however, he said this will take place during the holidays where there will be lesser demand for power. He said the public can help minimize the effects by not using much power during peak hours. The councilor called for a meeting with representatives of power companies last Monday to discuss the power situation in the city and other concerns relative to the shutdown of the coal fire plant. Councilor Ramon Tabor, who presided over the City Council regular session, commended the committee for looking into this concern. “This is a very good indication that we are acting on what should be acted upon on matters like this,” he said. The City LGU has built the Resettlement Site Project Phase 1 in Barangay Sudapin as relocation area for more than 300 families including those from Gawad Kalinga
