Filinvest 200mw power plant

THE energy unit of Filinvest Development Corp. is planning to put up a 200-megawatt (MW) liquefied natural gas (LNG) power plant at the Phividec Industrial Estate in Misamis Oriental. Triunfo P. Agustin, chairman of the board of directors of the Phividec Industrial Authority, said negotiations are being finalized for the company’s acquisition of a lot for the project within the 3,000-hectare industrial estate. The project will be undertaken by Strong Field Gas & Electric Corp., a newly formed energy subsidiary of FDC Utilities, Inc. The $200-million power plant will be part of the $1.8-billion, 1,650-MW energy portfolio announced last May by FDC Utilities. The investment is based on the estimated cost of building an LNG power plant at $1 million per megawatt, excluding further capital expenditures for LNG terminals.

THE Philippines’ largest national flag carrier, Cebu Pacific (PSE:CEB) holds a seat sale for its 2 newest domestic routes and Zamboanga hub from June 22 to 24, 2011 or until seats last, for travel from October 14 to November 30, 2011. Passengers from Zamboanga to Tawi-Tawi can buy P488 seats during the seat sale, which is 25% less than the lowest year-round fare for this route. Tawi-Tawi is the airline’s 50th destination and 77th route. It will be a daily service starting October 14, utilizing an Airbus A319 aircraft. After the seat sale, passengers can begin booking their Zamboanga – Tawi-Tawi flights for as low as P649. P688 seats are also available for Cagayan de Oro - Iloilo, CEB’s 78th route. It is the only airline offering direct flights from Western Visayas to Northern Mindanao for the benefit of its passengers. It will be a Monday, Wednesday, Friday service starting October 14, utilizing an Airbus A319 aircraft.

NFA strengthens palay procurement drive to stabilize prices By RUBY LEONORA R. BALISTOY

MALAYBALAY City -- The National Food Authority (NFA), here, has intensified its palay procurement drive and continued to advise farmers to sell their produce to NFA, which buys it at a higher price. Cirilo Polinar, Provincial Manager, said NFA buys palay under the subsidized

scheme at P17.00 per kilo plus farmers’ incentive of 70 centavos (P.70) per kilo for transport, drying and cooperative development that sums up to P17.70 per kilo. He said the prevailing palay buying prices in major trading centers in the province have so far increased to as high as P16.50 to 17.00 per kilo as local grains traders

He also cited that these warehouses are located within various commercial or trading centers in the province. “As a government entity, NFA will continue to be at the forefront of the country’s rice marketing to ensure stability in the supply and prices of its staple cereals,” Polinar said. pia-10

But we humans can’t do that. We were made for much more. This is why Jesus Christ says we can only find a full life when we give it away—by loving Him and others. We were

created to give and make a difference in the world with our own unique abilities and personality. That’s the only way we can ever be truly happy and satisfied. So it’s only logical that your Maker is the One Who can show you how to find and fill your special place in this world. He’s the One Who can give you something to do in life that’s worth your time and abilities. Something that will make a difference in the lives of people around you. Local ingredients better than Chinese THERE has been so much fuss on how Pilipino food ingredients can replace Chinese made food essentials which has invaded the Philippines since the global trade liberalization under the General Agreement of Tariff and Trades or GATT was conceived? What used to be our culinary domain in the Asian hemisphere has been influenced and taken over by the Hongkong, Macau and Cantonese cuisines from oriental China? With Chinese ingredients flooding the supermarket shelves and grocery stores in Manila, Singapore and Malaysia. The World Trade Organization (WTO) an umbrella arm of the IMF which influenced nations to dumped protectionism and opens their country to the powerful and developed country’s exports. Trade liberalizations are economic tools of powerful countries dictated to the poorer countries to be able to dump their product. It is leverage in granting foreign loans and economic aid. As in the case of China, they represent the most powerful country in our region. They sell everything to the Philippines not only from sewing needles but to

battleships, cars, appliances and from food to ingredients. Were Filipinos misled into patronizing sodium and mono sulfate laden food concoctions? Look around along Ongpin Street in Binondo, Manila; Chinese vegetables passed and sold as organic are smuggled into the country have long displaced the vegetable supplies from Benguet and Bukidnon giving unfair price competition in

the market. Container load of onions and garlic reached as far as Mindanao for as long as there is a port of entry. These vegetables will finally land in many household kitchens. We s h ou l d s e e h ow Chinese farmers in Fujian Province cultivate their vegetables fertilized with human excrete and shipped to the Philippines and other Asian countries. Under a stringent control of the international standards certification board that assures consumers of the hygienic quality of every food product. We are a poor country that should pass in the eye of the needle before our exports and those consumed locally could be stamped of quality

assurance. Many food essentials and delicacies in the Philippines such as Bagoong which is made in Pangasinan. Patis from Navotas and Malabon. Mangoes, from Guimaras, Peanut Kisses and Kalamay from Bohol and the preserved Durians of Davao and Marawi City could easily fill in the vacuum of any China made product and food ingredients should we go back to trade protectionism against China in the light of Chinese aggression in the Spratly Islands? Unfair Collection Practices EVER received threatening phone calls from a credit card collection agent? How about calls during the wee hours of the morning or in the middle of the night? Worry not, the Bangko Sentral ng Pilipinas (BSP) actually has existing regulations that prohibit credit card issuers and their collection agents from engaging in unfair collection practices. According to the BSP, credit card issuers and their collection agents should observe good faith and refrain from engaging in unscrupulous acts that would harass and humiliate the credit card holder. In a recent public advisory, the BSP enumerated the following instances of unfair

collection practices: • The use of threat or violence or other criminal means to harm the physical person, reputation, or property of any person; • The use of obscenities, insults, or profane language which amount to a criminal act or offense under applicable laws; • Disclosure of the names of credit card holders who allegedly refuse to pay debts; • Threat to take any action that cannot legally be taken; • C ommunicating or threat to communicate to any person credit information which is known to be false, including failure to communicate that a debt is being disputed;

• Any false representation or deceptive means to collect or attempt to collect any debt or to obtain information concerning a card holder; and • Making contact at unreasonable or inconvenient times or hours which the BSP defines as “contact before 6:00 a.m. or after 10:00 p.m., unless the account is past due for more than sixty (60) days, or the card holder has given express permission (that he or she be contacted), or said times are the only reasonable or convenient opportunities for contact.” BSP Circular No. 702, dated 15 December 2010, specifies that banks or quasibanks and their subsidiary/ affiliate credit card compa-

nies should inform their card holders of the endorsement of the collection of their account to a collection agency or agent at least seven days before the actual endorsement. This also applies in the event of a bank or credit card company’s endorsement of a card holder’s account from one collection agency/agent to another. The notification shall include the full name of the collection agency and its contact details, according to the BSP circular. Banks or quasi-banks and their subsidiary/affiliate credit card companies are also directed to adopt policies and procedures to ensure that the personnel

Trees are nature’s soldiers TREES are nature’s soldiers in the war against global warming. Mother Nature is a vindictive female. If maltreated, she will retaliate by depriving her abusers of her protective mantle. We pay a high penalty for disobedience to the laws of nature. When we cut down big trees without replacing the loss with young seedlings, this is tantamount to killing the trees. It is a heinous crime against the environment. Last week I stood at a mountaintop in Pualas and gazed at the neighboring mountains with mournful eyes. They were bald, sad and prophetic; the result of rapacious logging. The denuded mountains prophesy a doomsday scenario for our brutalized planet. They are sending an urgent distress signal to us earthlings to save, revive and protect Mother Earth. We cannot leave it to our government or to rich nations to fight the war of climate change. Al Gore’s “An Inconvenient Truth” is our personal battle also. It is one thing to agree, to discuss, to plan, to strategize. It’s another thing to roll up our sleeves, get down and dirty, and to actually grasp

the muck in our immaculate hands in order to plant a tree. The Y.M.C.A. Cagayan de Oro Chapter composed of idealistic but not-so-young men, together with the Philippine Air Force Tactical Operations Group-10, trekked to the mountains of Pualas for a tree planting activity in support of the YMCA Green Day and the World Environment Day. These YMCA and PAF tree planters proved that dirty is in their vocabulary. The kneeling and squatting activity to grow trees for one of the balding mountains of Pualas, owned by YMCA, earned our macho men some gastronomic rewards. The ever gallant gentleman and my husband, Jun Suan, sponsored a cholesterol-rich luncheon at our modest vacation getaway, situated also in Pualas. Tree planting articles are written by fools like me, but only God can make a tree. We were not put on this earth just to occupy space and consume its resources. If we have nothing else to bequeath, let’s at least leave behind our little gift of fresh air and cool shade from the trees we have planted. My ambition is to plant 10 trees for every book I own.

This translates to 5,000 trees I should plant in my lifetime. It’s only fair because the pages of my thought-provoking “friends” are the product of trees. You may not be a book lover, but if you are a car owner you can plant a tree for every 500 liters of gasoline your car consumes. It’s only right because the toxic carbon dioxide from the fumes of your “baby” is absorbed by trees and converted into clean oxygen. The heat is on. The challenge is thrown. We are all called to put in our share in the environmental war effort. We are helpless to stop a tsunami, but we can at least plant a tree!

DA 10 strongly campaigns for Good Animal Husbandry Practices (GAHP) Cagayan de Oro City--The creation and the formulation of the Code of Good Animal Husbandry Practices by the Bureau of Agriculture and Fisheries Product Standards (BAFPS) has become the basis of the Department of Agriculture Regional Field Unit 10 to intensely campaign for these standards all over the region. Recently the Department of Agriculture Regional Field Unit 10 through the Agribusiness and Marketing Assistance Division (AMAD) conducted an awareness seminar on Good Animal Husbandry Practices based on the Code. This aims to introduce and shed light on the given set of quality standards for the guidance of the stakeholders. Good Animal Husbandry Practices (GAHP) sets out general principles and minimum requirements in the commercial or backyard rearing or farming of animals for food use. Its main objective is to ensure that the farming practices of the establishment provide greater confidence in the consumers’ expectations that the final products are safe and fit for human consumption while ensuring health safety and comfort to both the farm workers and the animals, without any degradation to the environment. Additionally GAHP’s certification objectives enumerates five main goals; first is to increase the market access of animal products both in the local and foreign markets, second is to empower farmers to respond to the demands of consumers that specific criteria in the trade of goods to achieve food safety and quality

be met, third is to facilitate farmer adoption of sustainable agricultural practices, fourth is to enable consumers exercise the option of buying quality meat and meat products from traceable and certified sources and lastly to facilitate disease control program. Because of some forces driving demand for food safety GAHP certification is encouraged by the department. Driving forces for food safety varies from consumer lifestyles to increased global trade and free trade as well as government policies touching on food safety and hygiene laws to promote and protect the health of the population. The demand for quality and food safety systems will eventually lead businesses in the supply chain back to the farmer to implement quality and food safety systems. All consumers expect protection from hazards accruing along the entire food chain from primary producer to the consumer, this is often described as the farm to table continuum. Protection expected by consumers will only happen if these minimum requirements set out in the standard of Good Animal Husbandry Practices are complied by animal and backyard raisers of animals for food consumption. The application for certification of GAHP however is voluntary and this is for free; for those stakeholders who are interested to be certified as GAHP compliant, criteria for compliance are the following; 1.compliance to Good Animal Husbandry Practices ( GAHP) as set out by the standards created by BAFPS; 2. Implementa-

tion of biosecurity measures and transparent and traceable systems; 3.documentation of farm management at least two (2) years of farm records and if in case new farms are applying at least 6 months of farm records. The GAHP certificate shall be valid for 2 years upon issuance , however initial certificate issued shall be good for one (1) year. Renewal of the certificate shall be done one (1) month prior to the expiration of the certificate. Upon the receipt of the renewal request an inspection shall be done within thirty (30) days. Interested applicants may send their letter of intent requesting certification addressed to the Regional Executive Director of the Department of Agriculture and the agency will then endorse the said letter to BAFPS central office for further action. The GAHP awareness seminar was attended by provincial and city veterinarians and their representatives including our city agricultural officers

and provincial agricultural officers, animal and livestock raisers and poultry integrators as well as officers of local government units attached agencies of DA and representatives of the academe. It was completed by the panel of lecturers and experts coming from the Bureau of Agriculture and Fisheries Product Standards, Bureau of Animal Industry and National Meat Inspection Service, all from the Central Offices. Francisco Matugas has filed House Bill 4808 banning the export of iron, nickel, chromite, manganese and other strategic metallic ores from his district and other areas in the country. He said instead of bringing such types of products out of the country, the government should promote the development of mineral processing plants in the localities. Rep. Matugas finds this to answer the clamor of the people to maximize the use of the resources in the mineral – rich provinces like Surigao del Norte.

DOT-Davao notes 13% hike of Chinese tourist

DAVAO City -- The Department of Tourism (DOT) in the Davao Region recently reported a 13 percent increase of Chinese tourists in Davao City for the first quarter this year. Davao Tourism Council chair Mary Ann Montemayor said as indicated in its first quarter report on Davao City Hotel Occupancy Report from January to March 2011, it showed a total of 872 Chinese nationals visited the city for the first quarter this year compared to the same period in 2010 with only 767 arrivals. Montemayor said the China market ranked fifth among the top five foreign markets here with the United States leading the list with 4,460, followed by Japan, 2,674, Korea, 1,055, and Australia, 1,018. Total visitor arrivals within that period accounted to 179,785. Of this figure, 160,673 are domestic while

19,020, foreign. Total arrivals last quarter indicated a 14 percent increase as against last year’s figure of same period to only 157,147, she said. Meanwhile, Montemayor saw the potential of the China market considering the volume of these travelers yearly. Citing figure sourced out from the Philippine Tourism Attache in Beijing, she said in the first quarter of 2011 alone, an 18 percent increase was reported for Chinese nationals from Beijing travelling to the Philippines. The report, she said also indicated an outbound Chinese tourists of one million. The group also saw the big potential of this market when they were able to interact with Beijing Tour Operators during the recently held launching of the Davao Cultural Festival in Beijing, China. For the fourth year in a row, Sy remained the Philippines’ richest man with a net worth of $7.2 billion, up from $5 billion last year. Forbes said shares in SM Investments, the Sy family’s largest asset, is up nearly 40%. Sy’s listed property developer Belle Corp. is expected to open its first casino in Manila in 2012. These annual revenues consist of the amounts approved by the ERC representing Cepalco’s efficient operating costs, including taxes and duties other than income tax, return on its invested capital, depreciation allowance, under recoveries for the previous regulatory period, and net efficiency adjustments. A regulatory weighted average cost of capital (WACC) of 14.97 percent was used by the ERC to calculate the allowable return on capital for Cepalco. The WACC is significantly lower than the 16.27 percent used in Cepalco’s previous rate reset application. The ERC disallowed certain projects in Cepalco’s proposed capital expenditures since these were deemed not necessary for the efficient provision of distribution services and not based upon available prices in the international markets. These, together with system efficiencies, contributed to a significant reduction on Cepalco’s return on capital component of the approved revenues vis-a-vis its proposed application. In a Cepalco released press statement, it said the ERC, in the Final Determination, adopted a more stringent Performance Incentive Scheme than that proposed by Cepalco geared towards strict adherence to the approved

performance indicators. It is also meant to provide Cepalco with corresponding incentives to improve its services to customers. With the issuance of the Final Determination, Cepalco, the country’s third largest power distributor, can now translate the approved MAP of P1.2491/kWh for 2012 into rate schedules for its different customer classes and file its application with the ERC for approval. Upon approval of these revised rate schedules, Cepalco can start charging the lower rates to its customers, the statement said. “The decreasing price trend on the third regulatory period for Cepalco is a good signal that the benefit of adopting the PRB rate-setting methodology is now taking effect. The PBR has put pressure on the utilities to improve their systems and be more efficient in their operations We are optimistic that the consumers will continue to enjoy the benefit of the PBR in terms of quality and reliable service and more affordable electricity rates,” ERC Chairperson and CEO Zenaida G. The plant will have three units of 100 MW each. It involves the construction of river diversion facilities, dams, embankment and reservoir filling and commissioning. A 20-kilometer double circuit 138kV transmission line would link it to an existing main substation in Kibawe. Greenergy’s revised project cost is P33-billion to be financed by still unidentified strategic partners willing to finance the project. Greenergy is engaged in energy and power sector consultancy, FS preparation, environmental impact assessment, and founded in 2009 by Engr. Cerael C. Donggay, CEO and President. Congess okays Mercury Exposure Information Act of 2011 THE House of Representatives has passed on third and final reading a bill establishing a mercury exposure information program on the hazards and adverse effects of mercury when eating fish and other marine products. Rep. Joseph Victor Ejercito (Lone District, San Juan City), one of the authors of House Bill 4541, said mercury is a bio-accumulative heavy metal that poses a significant risk to human health, wildlife and the environment. Quoting the World Health Organization, Ejercito said there is substantial evidence showing that exposure to methyl-mercury is widespread among the people and occurring at higher than healthtolerable levels. Ejercito said most of the

The bill mandates the Secretary of Health to issue a comprehensive health advisory to the general public about the presence of methyl mercury in fish and other seafood and its potential dangers to health, particularly to the high-risk groups such as pregnant women and children. Rep. Rufus Rodriguez (2nd District, Cagayan de Oro City), another author of the measure, said the measure addresses the problem of lack of awareness by providing the public with adequate notice and education on the effects of exposure to mercury. “This can be done through the development of health ad-

visories and by requiring that such appropriate advisories be posted, or made readily available, at all businesses that sell fresh, frozen and canned fish and seafood where the potential for mercury exposure exists,” Rodriguez said. The measure to be known as the “Mercury Exposure Information Act of 2011” mandates the Department of Health (DOH) to provide medical information on the signs and symptoms, treatment and prevention of mercury related illnesses and reliable information on the mercury level in fish and other seafood. The bill also obligates market and business establishments where fish and other seafood are sold for human consumption to post health advisories.

The DOH and the Department of Environment and Natural Resources (DENR) are required to distribute a warning consumer’s guide or manual on the potential dangers of exposure to mercury. Under the bill, the head or official of any maternal and child hospital, clinic, center or similar office who fails to post the consumer advisory on the hazards of mercury face a fine of P10,000. The administrator or operator of any market or business establishment that sells fish and other seafood contaminated with mercury will pay a fine of P8,000. The co-authors of the bill are Reps. Maximo Rodriguez, Jr. (Party-list, Abante Mindanao, Inc.) and Alfredo Marañon III (2nd District, Negros Occidental).
