role as Chairman of West Berkshire Council, I am looking forward to being part of the 2018 awards. The standard of nominations in previous years have been very impressive and it is a pleasure to be presenting the awards to the winners this year." The awards will be presented by Chairman Jackson-Doerge, during the Full Council meeting, on Thursday 6 December 2018 and details of the winners will be recorded in the 'Roll of Civic Award' which will be available for future generations to review. The book will be available to view at the Council Offices in Market Street, Newbury. Line closures - more dates announced GWR and Network Rail have confirmed more dates when a significant part of the line between Newbury and Reading will be closed. This is to facilitate electrification works, track renewal and ballast work. The first phase of works is scheduled to take place over the following four working-day periods, with a number of additional line blocks required to complete the work.

West Berkshire Council launched its annual Community Champion Awards

Crookham Manor At the time of the Norman Conquest Crookham was owned by Alwi Ceuresbert and according to the Domesday record consisted of just three households. By c.1125 the manor had been granted to the newly formed Reading Abbey who in turn let it out to various people including the FitzHerbert family. There was also associated hunting grounds, parks. Henry III visited several times presumably hunting in the park. By 1299 there appears to have been a chapel attached to the manor house. It is unknown when the manor house was erected however the location is known as Manor Ash Moats and is situated about 1/2 a mile east of Crookham House (now known as Pinchington Hall). By c.1542 both the manor house and chapel appear to have been abandoned, the chapel had been leased to a farmer. George Amyand, a merchant from Hamburg, in c.1748 purchased the estate. He appears to have had a new manor house called Crookham House built at close to the present Crookham House. The estate passed into the hands of the Tull family where in c.1850 they had the manor house demolished and rebuilt. This is largely what remains today. Investing in Affordable homes paths and cycle ways programme It was good to see that West Berkshire has the highest rates for walking and cycling across the whole county. Yes, the highest! According to figures published by the Department of Transport, over 85% of us cycle or walk at least once a month and around 40% do this at least five times per week. Which, of course, should not be surprising given the access we have in this area to green spaces and the amount of work that is being done to make walking and cycling safer and easier.

In mid-August we launched the Social Housing Green Paper to kick start a better national conversation about the place of social housing in our society. Its origins lie in the terrible Grenfell Tower fire, when it became clear that the status and future of those living in social housing was very far from what we would wish it to be. Tenants told us they felt stigmatised and ignored, offered a second class service by their landlords and that they lacked the power to do anything effective about their problems or make themselves heard. We want to offer them a bold, new deal. We want to tackle any stigma attached to these tenancies and celebrate thriving communities. This means ending the sense of separateness that has pervaded design of social housing and often its location. We want to expand supply and supports home ownership too, while resolving complaints effectively and making sure we have powerful tenants.

The Council is investing in paths and cycle ways, in particular the project to improve the cycle and pedestrian route between Newbury and Calcot which is being funded with a grant of over £1 million from the Thames Valley Local Enterprise Partnership. Phase One between Newbury and Thatcham started earlier this year. You might have seen (or used) the new cycle path on Benham Hill for example which has one of the highest number of cyclists at peak times and is now wider and safer for both cyclists and pedestrians. A win-win on all fronts with benefits for all of us in terms of more exercise/better health and less pollution/better environment.

To do this we’ve allocated £9 billion to the affordable homes programme and we’ve increased council’s borrowing capacity by £1bn so they can build more social housing. We want to make sure homes are safe and decent because we understand the damage poor quality housing does to a family’s morale. The UK has one of the largest social housing stocks in the world with around 4 million people living in the sector, so this is a very important challenge for our country. halloween The tradition of dressing in costume for Halloween has both European and Celtic roots. Hundreds of years ago, winter was an uncertain and frightening time. Food supplies often ran low and, for the many people afraid of the dark, the short days of winter were full of constant worry. On Halloween, when it was believed that ghosts came back to the earthly world, people thought that they would encounter ghosts if they left their homes. To avoid being recognised by these ghosts, people would wear masks when they left their homes after dark so that the ghosts would mistake them for fellow spirits. On Halloween, to keep ghosts away from their houses, people would place bowls of food outside their homes to appease the ghosts and prevent them from attempting to enter.

Why isn’t all wine vegan?

We all know now that most wine is made from grapes and grape is a fruit. So one would reason that all wine is therefore vegetarian and vegan friendly. But that is not the case. Why you may ask? After wine is fermented and before it is bottled, it usually goes through a filtration process. This is to remove organic impurities and improve clarity and flavours. The impurities are proteins, yeast and other organic particles that are suspended in the wine. If left unfiltered these impurities can leave the wine looking cloudy and some will eventually settle to the bottom of the bottle and leave a sediment. However this takes time and with wine producers under more and more pressure to produce and ship their wines, filtration products are used to remove these impurities. These filtration products are called “findings”. It is during this filtration where some wines become vegan “unfriendly”.

Historically wineries have used animal derived products to help settle out the impurities that are in suspension in the wine, and to filter and purify the wine. One of the more popular agents is “Isinglass” a substance obtained from fish and it comes in the form of collagen. Other animal products that may be used are gelatin, a flavourless food ingredient derived from various animal body parts, casein commonly found in cow’s milk, egg whites and chitosan which is derived from shrimp shells. So you can see none of these products are particularly attractive to vegetarians or vegans. There are however a number of non-animal products used in wine production by some producers that make the final product highly desirable for vegetarians and vegans. These filtration products have zero animal content and do a great job of removing those pesky impurities that can spoil the look and taste of your wine. Two such products are bentonite which is a clay mineral, and activated charcoal, being the more common ones.

Anyone for a Cuppa? India is one of the largest tea producers in the world, although over 70 percent of its tea is consumed within India itself. Assam and Darjeeling are world famous teas which are grown exclusively in India. The Indian tea industry has grown to own many global tea brands and evolved to one of the most technologically equipped tea industries in the world. Tea production, certification, exportation and all other facets of the tea trade in India is controlled by the Tea Board of India.

Bengal Tiger The Bengal tiger is found primarily in India with smaller populations in Bangladesh, Nepal, Bhutan, China and Myanmar. It is the most numerous of all tiger subspecies with more than 2,500 left in the wild. The creation of India’s tiger reserves in the 1970s helped to stabilise numbers, but poaching to meet a growing demand from Asia in recent years has once again put the Bengal tiger at risk.

Taj Mahal The Taj Mahal was commissioned in 1632 by the Mughal emperor, Shah Jahan (reigned from 1628 to 1658), to house the tomb of his favourite wife, Mumtaz Mahal. Cultivation of coriander started 2000 years BC and was one of the many plants cultivated in the Hanging Gardens of Babylon. It was popular and often consumed in ancient Egypt and Greece. Coriander is still one of the most widely used spices in the world. It can also be used as a remedy because it contains numerous compounds that act beneficially on the human health.

Spring bedding

Care for your lawn by raking or brushing leaves off the grass. Try collecting them in a leaf bag, which will turn them into useful leaf mould. You can also cut the grass for one last time this year. Make that last cut slightly higher to protect the lawn from winter frost.

October is the time for clearing up. Greenhouses, ponds, gutters and water butts may all need cleaning out, wooden garden furniture will need covering or storing for the winter and terracotta pots will need bringing inside.

Plant out spring bedding and biennials, such as wall-flowers, for spring displays. Pots and hanging baskets can be planted with spring bedding, and teamed with bulbs, grasses, cyclamen and violas for a colourful and textural display.

Experiment with bulbs in pots – try something unusual or go for tried and tested crocuses, tulips and daffodils.

In the veg patch plant garlic cloves with their pointed ends up, and spaced 10cm apart.

Dig up Dig up temporary summer crops – runner beans, root veg such as carrots and beetroot or pumpkins and squashes. Leave vegetables that can be harvested into autumn and winter, such as Brussels sprouts, cabbages and cauliflowers. Pick the last of any summer crop fruits such as raspberries, apples and pears.

Pumpkins To harvest the pumpkin, cut the fruit off the vine carefully with a sharp knife or pruners; do not tear. Be sure not to cut too close to the pumpkin; a liberal amount of stem (3 to 4 inches) will increase the pumpkin’s keeping time. If you are saving seeds, they should last for six years.

Herbaceous Perennials Most herbaceous perennials will be wintering underground and can be protected with a layer of bark compost. Bring small succulents indoors and protect larger plants such as tree ferns where they stand by tying horticultural fleece around their tops.
