The Premier and Minister of Finance to move the following Motion:
WHEREAS the Appropriation Act in respect of the 2016 financial year may not come into operation by the beginning of the financial year; AND WHEREAS section 105 of the Virgin Islands Constitution Order 2007, (U.K.S.I. 2007 No. 1678) gives power to the House of Assembly by resolution to empower the Minister of Finance to authorise the withdrawal from the Consolidated Fund of monies necessary to carry on the services of the Government after the start of the new financial year, and the use of those funds for up to four months or the coming into operation of the Appropriation Act, whichever is the earlier; NOW THEREFORE BE IT RESOLVED that the House of Assembly of the Virgin Islands approves (a)
the withdrawal from the Consolidated Fund of (i) an amount of one hundred and three million, six hundred and fortynine thousand dollars ($103,649,000) in respect of the Recurrent Budget of the Territory for part of fiscal year 2016; (ii) an amount of five million, two hundred and twenty-six thousand dollars ($5,226,000) to fund approved capital projects, the cost of which is to be met from local resources;
(iii) an amount of one million, six hundred and sixty-six thousand, six hundred and sixty-seven dollars ($1,666,667) to fund the Reserve Fund; and
(b)
the continuance of expenditure on approved capital projects financed from external sources and like projects which may be approved not later than 30th April, 2016.

The Minister for Health and Social Development to move the following Motion: WHEREAS it is provided under Standing Order 72 that there shall be a Standing Select Committee known as the Standing Orders Committee; WHEREAS a Standing Select Committee known as the Standing Orders Committee was established by Resolution No. 12 of 2015 with its members being the Hon. Ronnie W. Skelton (Chairman), Hon. Myron V. Walwyn, Hon. Delores Christopher, Hon. Julian Fraser and Hon. Andrew A. Fahie; WHEREAS the functions of the Committee are to consider and report on all such matters relating to the Standing Orders as may be referred to it by the House and in so doing exercise all the powers thereunto enabling; AND WHEREAS the Committee has met, considered and now proposes to have the Standing Orders amended; NOW THEREFORE BE IT RESOLVED that the House of Assembly of the Virgin Islands approves the amendments to the Standing Orders in accordance with the proposals and recommendations contained in the report of the Standing Orders Committee.
