Michael Guthrie’s Analysis of COVID-19’s Impact on Area Real Estate Here is what the Charlottesville Area Association of Realtors First Quarter Market Report for 2020 had to say about our local residential real estate market: • The Charlottesville area economy has been very strong leading into this challenging time. The region’s strong economy and strong housing demand will be important to the future health of the Charlottesville area’s housing market. • Like the rest of Virginia and the nation, the Charlottesville region will be experiencing the economic impacts of COVID-19 this spring. • Permits for new residential construction had been strong over the past six months, including in February 2020, the most recent month for which data is available. • Consumers’ confidence in the economy has been declining somewhat for several months. Expectations about future economic conditions have become pessimistic in the early spring. • Mortgage rates are still low, but there has been substantial volatility and growing uncertainty in the mortgage market. Usually, I dive into the numbers to share trends and project what to expect in coming months. However, the Coronavirus has changed all of what we usually talk about including real estate. As we enter the month of May, the early second quarter numbers suggest we will see a downward trend in the market when the next report comes out at the end of July. Sellers have taken their homes off the market or have
been slow to activate them creating low inventory. The number of homes going under contract has decreased, not just existing homes (28 percent decrease) but new construction, which had been so robust and was down 31 percent in April. Is this reason to panic? Many folks are saying we will see the spring market move to fall. I am a bit more optimistic. Even though April and May will feel the impact of COVID-19, I think we will see a return to the upward trend we saw in the first quarter sometime in mid to late June. Both buyers and sellers can take advantage of the market right now while staying within the guidelines set forth by the Governor. If you are a seller there is less competition as many have chosen not to put their house on the market. If you need to sell, keep your house sanitized so your listing agent can assure folks who want to see the property they will be safe. Ask your listing agent to request masks to be worn and shoes to be left outside. Leave your home with lights on and doors and cabinets open so buyer prospects won’t need to touch anything. The good news for buyers is that there are fewer people out looking at homes right now and you can take advantage of many more photos and videos to look at homes virtually. If you and your agent are comfortable looking at a home that piques your interest, you face a lot less competition from other buyers. This means you might get a better price on the home while taking advantage of the very low interest rates. If you are not ready to move forward, be OK with that decision. There will continue to be buyers out there and the interest rates will remain attractive. If you are a buyer, I think you will see lots of homes coming on the market later this month or in early June. Remember that this was a health crisis not an economic one when it all started. All the economic experts are saying that when COVID-19 is under control the housing market will rebound. The question is, will this happen as early as the end of June or not until late summer or early fall?

And the only logical conclusion is that Pantops should be high on the list for any prospective home buyer wanting to be close to Charlottesville.

All Seeing or Crazy Good Named by none other than Thomas Jefferson, Pantops means “all seeing” because the elevation offers beauty in all directions. If he were alive today, Jefferson would have agreed with Paul McArtor, REALTOR® with Avenue Realty, LLC, when he calls the views “crazy good. Look in any direction and you have amazing scenery. Southwest Mountains, the Blue Ridge, and the City of Charlottesville.” But a great view isn’t the only thing this location offers. From its earliest days, Pantops has been a critical link in the flow of goods and people to and from all four directions. It was inevitable that the intersection of the Rivanna River and Three Notch’d Road would become the nexus of commercial and transportation activity that it still is today. Three Notch’d Road was the primary east-west link between the Shenandoah Valley and Tidewater. In the 1930s it expanded into the major thoroughfare that today’s Route 250 has become. Once Interstate 64 came into play in the early
1960s, the traffic pattern was firmly established and helped Pantops become the poster child for suburbanization. Today, Route 250, I-64, and Stony Point Road (Route 20) offer easy access to all destinations, near and far. McArtor points out, “If you take the back way, Stony Point to Proffit Road will bring you out at Hollymead and all the shops there, without ever dealing with 29 North.” “The location is great,” says McArtor. “You can be in downtown Charlottesville in minutes. Or hop on I-64 and be on your way to Richmond. I had a client moving to Charlottesville with one person working at UVA and the other in Richmond, and Pantops was the obvious place to start looking. But the amazing thing was that it really ended up being the ideal location, not only for their commutes, but for their lifestyle.”
Anything a Buyer Wants There are few areas close to Charlottesville that offer as many options as Pantops. Buyers can choose from condos, villas, townhomes, senior living residences and single-family homes. Most of the condos and apartments are south of Route 250, but there is a large townhouse community, Pavilions at Pantops, on the north side that was built just over 10 years ago. This variety makes Pantops one of the more affordable neighborhoods within close range of Charlottesville. And, given its long history, it is remarkable that so much new construction exists. Simone Kerber Alley, REALTOR®
with Roy Wheeler Realty Co., lives in Cascadia, one of the recent entries into the Pantops area. She notes that there are currently 100 detached homes on the market in Pantops and half of them were built in 2020. “You can’t match Pantops for so many different housing options, many of them new construction, or only a few years old, and being this close to town.” On the single-family side, four neighborhoods usually dominate the conversation: Cascadia, Riverside Village, Hyland Ridge and Fontana. Hyland Ridge and Fontana offer large lots, most one quarter to half acre in size. Cascadia is the newcomer with more than 330 living units on 60 acres of hillside. The townhomes, villas and single-family homes all offer spectacular views. The pool, clubhouse, community gardens, trails and pocket parks are a big draw and make up for the denser configuration. Residents also enjoy easy access to the 110-acre Darden Towe Park that is directly across Route 20. Riverside Village is smaller in scale, with 93 homes on 18 acres. Built on flat land instead of a hillside, it doesn’t have quite the views that Cascadians enjoy. But it does boast direct access to the Rivanna River and the Old Mills Trail. Its EarthCraft Certified homes face each other with garages in the rear, creating a pedestrian walkway and a layout that encourages neighbor interaction. According to Sasha Farmer, Broker with Story House Real Estate, “there is a ton of new construction, and if a buyer isn’t set on new construction, they can still get a fairly new home on a larger lot. That makes Pantops an extremely attractive choice to a wide variety of buyers.” Farmer also reminds prospective buyers “Don’t forget about Key West and Ashcroft. These neighborhoods sometimes stay off people’s radars when, in fact, they have a lot to offer. They aren’t as visible as some of the other Pantops neighborhoods. And both have a slightly more rural feel even though they are so close.” Key West is a mile north on Stony Point Road and Ashcroft is just on the Charlottesville side of I-64. With 500
“Pantops is gaining in popularity. Yes, part of that is all the new residential construction that has recently occurred,” says Farmer. “But it’s also because of the new commercial space and services that are available. It really is high on anyone’s list that wants to be close to Charlottesville.” Alley agrees. “This is an up and coming area. New restaurants, coffee shops, and fitness centers are popping up along Richmond Road and Stony Point Road.” Grit Coffee, AKT Fitness, and Riverbirch Restaurant just opened in The Shops at Riverside Village. “These are great indicators of how popular this area has become. Instead of having to go into town for a meal or to UVA for medical services, those are available right here without ever having to cross Free Bridge.” Pantops is working hard to outgrow its moniker of “Dealership Row,” named for all the car dealerships that line Route 250. And in doing so, it is becoming a destination.
Close to Employment Centers For workers that want to ditch the commute, Pantops is a good place to start. Besides the easy access to Charlottesville and I-64, Pantops itself is a significant employment center with approximately 8,000 jobs. The three largest employers are Sentara Martha Jefferson Hospital, Westminster-Canterbury of the Blue Ridge, and the State Farm Operations Center. Around the hospital, an entire campus of healthcare providers has been established. Not only does that make Pantops a good choice for the people that work there, Farmer knows it can be a decision factor for some buyers. “With the first-class hospital and medical services that are abundant here in Pantops, this becomes an easy choice for anyone with health issues. For seniors ready to downsize, there are lots of affordable and beautiful condos to buy.” With more than 40 retailers and over 30 hospitality and food service operations, Pantops offers a good match for affordable housing for its workers. Every mile eliminated from a commute puts more money in a worker’s pocket. WillowTree, Inc. is consolidating all 500 of its workers in their new office complex just across the Rivanna River from Pantops. Employees may see Pantops as an attractive place to live, especially the kayakers in the workforce, as WillowTree is offering kayaks to employees to help with their commute. Alley says, “These

While Pantops has come a long way from nondescript strip malls and car dealerships, its future looks even brighter. Albemarle County just completed the 2019 Pantops Master Plan and has already begun implementing some of the ambitious improvements related to connectivity, character, and conservation. These were identified as high priorities to improve the quality of life of Pantops residents. Not many people walk or bike to work or for errands in this extremely car-centric area. Plans to improve bike and pedestrian safety on the streets running parallel to Route 250 may change that. And if a planned pedestrian bridge over 250 gets built, it will be a gamechanger. The County is encouraging new infill development to add to or protect existing green space and eventually create a network of connected public green space. Preserving the existing tree canopy is a priority; adding more trees will be a bonus.
The County recently upgraded the gateway to the Old Mills Trail at Free Bridge. Visible signs and a concrete walkway have vastly improved access and now create an invitation for all to use this jewel of a trail. The future Riverside Village Park (official name to be determined) is a great added amenity for Pantops. Gained as part of the Riverside Village development, once completed, it will be another opportunity for Pantops to celebrate and activate under-utilized features, the Rivanna River and Greenway. Two other major parks are planned along the river as well, but land has yet to be acquired for these. Views from Pantops are big draws to the people that live there. The Master Plan wants to protect those significant vistas and view corridors so that Pantops will remain “all seeing.” The Plan also encourages compliance with the Monticello Viewshed Guidelines. A visitor to Monticello may soon look to the north and east of the Rivanna River to see trees and parks creating a lovely panorama in Pantops. If these plans materialize, the character of Pantops will continue to improve. Its evolution from cars, strip malls, and parking lots, to vibrant urban centers surrounded by neighborhoods and connected green spaces will create even more demand for this up and coming suburban gem.
