ast year, trade policies and elections looked like they would be the biggest events impacting the 2020 commercial real estate market. Until COVID-19 disrupted nearly everything. Many businesses have taken a hit since March 2020, and at some level, that translates into problems for the larger commercial real estate market. Closed stores and restaurants have an impact beyond their own doors. A vacant storefront sets the mood for customers, neighboring owners, passersby, the whole block or plaza or mall. It’s poor form to show you’re operating at anything less than full capacity. But there is good news. At this point in the pandemic, Central Virginia is showing signs that the commercial real estate market can absorb some level of disruption. As some local businesses close or limp along through the pandemic, others have the resources in place to grow and expand. Just like the closures, those successes also have an impact beyond their own footprint: optimism, jobs, customers for other businesses, tax revenues, cash flow. Several notable projects have been completed and others are moving full steam ahead.

Rewriting History The high-profile rehab of the historic Woolen Mills factory is complete and has brought some pizazz to the once decrepit building. WillowTree Inc., relocated from its downtown location to just over the Albemarle County line. Consistent with most office environments, WillowTree is phasing in their employees but the site

has the capacity to bring 500 workers under roof. At the same site, The Wool Factory opened its doors to the public on July 1; three months later than they planned, due to COVID-19 limitations. The Wool Factory’s offerings include Selvedge Brewing, The Workshop (coffee and wine shop), and Broadcloth (a more intimate

restaurant that will open later). With generous indoor and outdoor space, Selvedge Brewing and The Workshop allow easy physical separation of customers, a must-have in a post-COVID restaurant environment. Brian Roy, Owner of BR Development, feels that his Woolen Mills rehab benefited from the three-month delay. “We were able to get the new pedestrian bridge over Moore’s Creek installed at the end of June without working around people. Our restaurant tenants established protocols that are considered best practices from the first day of operations.” Roy is cautiously optimistic about the commercial real estate market. “I’ll admit the retail market feels scary. Many were already struggling. And while office environments are still operating mostly remotely, culture is important. To have a strong company, you need that faceto-face interaction. I’m confident that the market for office space will remain strong. It may even expand as companies figure out how to provide some separation between employees.” Less than three miles away, Stony Point Development Group is getting ready to open its doors on another historical rehab: Dairy Central, the largest mixed-use development in downtown Charlottesville. The food and retail portion of the development, Dairy Market, is offering Summer Series events that include food for pick-up, drive-in movies, a beer garden, and other events leading up to their September full opening. Just announced tenants for the Class A office space at Dairy Central are Allen, Allen, Allen & Allen, P.C. Their more than 7,000 square feet will nearly double their previous location on 29 North. The law practice will relocate later this month and will be joining previously signed tenants CoStar and Dexcom. Jodi Mills, Stony Point’s Director of Marketing and Public Relations, is excited to be working with such high caliber tenants on both the office and market side. “I’m confident that the Charlottesville community will be thrilled with our collaboration for another local end-cap restaurant and the main bar. Louisa County’s Zion Crossroads continues to attract retail and commercial enterprises, some of which have been slow to get out of the ground. Neither the Hampton Inn nor the Waffle House have begun construction. Some of the holdup is associated with the placement of a new access road, other delays may be related to the pandemic. Jenny Stoner, Commercial Sales-Leasing Associate with Cushman & Wakefield | Thalimer, says “There is a good level of interest in the Zion Crossroads area from local and regional, as well as national tenants.” Mills reports that El Mariachi restaurant will open next month in the Freedom Drive shops, and nearby Rhett’s Bar and Grill is targeting September. Dollar General will be opening a new store adjacent to the entrance road to North Anna Power Station. Greene County is making it easier for commercial entities to locate there. Alan Yost, Director of Economic Development and Tourism for Greene County, reports that a new ordinance was passed allowing light manufacturing in the business district with adherence to certain performance standards. Augusta County, Waynesboro and Staunton have reason to be optimistic after Hershey’s recent announcement of a $104 million investment in expanded production capacity at their Stuarts Draft facility. This is their second expansion in just over a year, a positive sign for the economy and real estate values in the Shenandoah Valley.

Sites at Fishersville’s Myers Corner are still in demand with Valley Star Credit Union and Edward Jones queued up as the newcomers in this popular 30-acre business park. Mike Pugh, Principal Broker with old Dominion Realty, expects the growth at Myers Corner to continue until the 140-acre mixed-use development is sold out on both the commercial and residential side.
