CAAR Raises $12,500, Helping Fund Five Mobile Food Pantry Sites The Charlottesville Area Association of REALTORS® (CAAR) has announced its membership has raised $12,500 during the month of March for the Blue Ridge Area Food Bank Mobile Food Pantry (MFP) program. REALTORS® and affiliates of CAAR raised $7,500, which was then matched by a $5,000 donation from Virginia Estates. The MFP program was created to reach some of the Food Bank’s most vulnerable clients—those living in more rural areas with no access to commercial food providers and/or food assistance services. There are 11 MFP sites, where the Food Bank brings a truck full of fresh produce and shelf-stable proteins to be distributed to families in need. Eight of the MFPs are in the Charlottesville area, serving an average of 175 families per distribution. “Since March, we began seeing an increase in pantry and Mobile Food Pantry visits (21 percent were first-time visitors, triple the number of first-time visitors last year),” said Millie Winstead, Director of Development for the Blue Ridge Area Food Bank. “The Mobile Food Pantry, meeting need by bringing food to where people live, has become an even more important outreach strategy than we could have imagined. CAAR’s gift goes beyond filling our neighbors’ pantries and tables, they are bringing hope to these communities.” “Food is a basic need for all of us. Food is also a way to embrace a culture, to come together as family. Food can be comfort and food can be a celebration. And the worry to provide it when you don’t have money coming in is the reality for so many of our neighbors,” said CAAR 2021 President Quinton Beckham. “We wanted to alleviate the worry for families as we move through the pandemic, just as we were able to do last year. And maybe too, embrace a family, celebrate
a culture of being one community and take this one weight off the shoulders of those in need.” CAAR raised over $30,000 for the Food Bank, the equivalent of roughly 120,000 meals, in 2020. An intimate check ceremony, as well as a CAAR volunteer day, will take place at the Fluvanna Mobile Food Pantry site at Effort Baptist Church (7820 Thomas Jefferson Parkway, Palmyra VA 22963) at 9:15 a.m. on Thursday, April 29th. Charlottesville Habitat for Humanity’s Student Chapters Receive Three State Farm Grants Habitat at the University of Virginia (HUVA) and the Youth Leadership Team (YLT) of Habitat Charlottesville are two of a selected few campus chapters that received three separate grants from State FarmⓇ over the past two years. The grants awarded were aimed at catalyzing fundraising efforts in partnership with Habitat for Humanity Greater Charlottesville. Recently, State Farm agents, in partnership with Habitat for Humanity International, recognized the financial commitments and the work completed by Habitat at the University of Virginia and the Youth Leadership Team. Habitat at the University of Virginia and the Youth Leadership Team are student-led, student-initiated organizations on UVA and local high school campuses, respectively, that partner with Habitat Charlottesville to build, fundraise, advocate and educate to support the work of Habitat for Humanity. In partnership with the grants received from State Farm, HUVA and the YLT have used the funds to sponsor a home in the Harmony Ridge neighborhood, create a Cost of Home Campaign Introduction video, and fundraise and advocate for affordable housing in Charlottesville. In November of 2019, HUVA received a $20,000 matching grant toward the sponsorship of a new home. Using these funds and student volunteer labor, HUVA supported the construction of one of the completed homes in the Harmony Ridge neighborhood of Charlottesville, one mile from the UVA Grounds. In the fall of 2019, HUVA raised over $24,000 to supply the matching funds through their annual Rake-a-Thon. Additionally, the Youth Leadership Team received $5,000 in grant funds to produce a Cost of Home Campaign Introduction video in September 2020 in partnership with Light House Studios, and HUVA was awarded a $5,000 Chapter Matching Grant in August 2020. In partnership with the support of State Farm, high school and college student leaders were able to further advocacy efforts centered around affordable housing in the Greater Charlottesville area. “It was awesome getting to know other people who are passionate about increasing access to housing, and I now have role models for college and beyond,” said Kaukab Rizvi, a senior at Albemarle High School. His hope for the State Farm funded project is for it with “Habitat chapters and local organizations to bring awareness to the cost of home, inspiring people to get involved and find a voice.” “We are proud to support young leaders in advancing Habitat’s mission in communities across the country,” said Ed Woods, Director of Corporate Responsibility at State Farm. “At State Farm, we make it our business to be a good neighbor and are committed to building safer, stronger and better educated communities.”

Central Virginia has always attracted second home buyers due to its temperate climate, central east coast location, beautiful scenery, small towns, and recreational opportunities. Jeff Konstant, of Massanutten Realty, attributes the appeal of homes in Massanutten Village to the best combination of location and recreational opportunities. Proximity to Washington, Baltimore, and other east coast population centers makes Massanutten an easy choice as a place to spend your downtime by recharging and relaxing. About 30 percent of the approximately 1,000 single family detached homes in Massanutten Village are second homes or vacation rentals.

Market Drivers: More COVID didn’t create the demand for vacation properties in Central Virginia, but it sure did set the market on fire. Lifestyle changes fueled by the pandemic account for much of the increase in demand. It all resulted in the desire for more—more control, more flexibility, more space. “The demand for more control over every phase of the vacationing process is one of the key drivers of this heightened interest in second homes,” according to Michael Guthrie, Broker/CEO of Howard Hanna/Roy Wheeler Realty Company. “Even now, not everyone is ready to fly or spend a week on a cruise ship. A second home close enough to drive to is the perfect solution. By controlling your exposure, you control your risk.” More flexibility by employers freed up lots of time to spend in a second home, making internet availability a must. Sharon Donovan, REALTOR® with McLean Faulconer Inc., says, “Fortunately, Central Virginia has made some great progress. Rapid expansion of internet service has opened up many of our rural areas to the market. If there isn’t internet available
now, buyers still might be interested if they can see that expansion is going to hit a certain area soon. We know how important it is and we lead our ads with internet availability, so buyers know what their options are for a home office.” Almost everyone wanted more space after the pandemic hit, especially urbanites. The rolling hills, pasturelands, and majestic vistas of Central Virginia couldn’t be better positioned to fill that need. They say buying is mostly an emotional decision, and then the buyer looks for justification to support that decision. The year 2020 stoked the emotional appeal: having a place to call your own that you control. And 2021 delivers the financial justification: historic low interest rates, discretionary funds because of decreased spending in 2020, the promise of rising real estate prices, a seemingly unsustainable stock market. With these indicators in play, potential buyers are feeling the pressure to make their purchase now.
Investor Mindset Another reason for an unbalanced market is that the buyer pool has expanded. More potential buyers are entering the second home market with the expectation that renting the property part-time will help pay the mortgage. This allows buyers to make a stretch purchase in the hopes that the rental income makes the deal financially feasible. Industry leader Airbnb has more than 660,000 listings in the United States and homeowners are signing up at a rate of 14,000 per month. That popularity is causing many municipalities to increase regulations. Neighbors may not appreciate vacationing revelers and abnormal traffic when an owner leaves his home

in charge of partygoers for the week. Complaints and regulations are usually minimal in rural or resort locations away from more dense neighborhoods. REALTOR® Gerri Russell, with Avenue Realty, LLC, advises clients to fully understand any local regulations regarding short-term rentals before making a purchase. “There is a robust interest in having a second home. Some buyers want to recoup some of their costs by renting when they are not using the property. Others want to have a separate building on the property to rent out anytime. Converting a garage to an apartment or having an apartment over the garage is a popular configuration.” Konstant, too, cautions buyers to be astute about the myth versus the reality of potential Airbnb income. As a REALTOR® and an owner of a rental home in Massanutten, he knows buyers need to focus on a different set of parameters than the average residential buyer to achieve a healthy return. “I am seeing most second home buyers renting out their homes. During the early months of the pandemic, they used them to escape the cities, especially after all their renters cancelled. Since Virginia re-opened, owners are renting more than ever before. Additionally, there have been more homes sold to this sort of buyer. Evolve Vacation Rental named Massanutten Village the second-best place to buy a vacation rental for return on investment in 2020 in the United States. Even with that in a buyer’s favor, it’s not a guarantee of success. “Unfortunately, many of the newer owners find out the hard way that they don’t earn as much as they had hoped,” says Konstant. “I have seen a few homes that sold just a year or so ago come back on the market only to

“Crazy.” That’s how Guthrie describes the current real estate situation. “In my 40 years, I have never seen a market where there is such high demand in every single category of real estate transaction and in every price range.” When a homeowner buys a house, it’s usually a one for one transaction. One house goes on the market and one comes off. When a first-time buyer, investor, or second-home buyer purchases a home, the housing inventory goes down because they are not selling a home to counteract their purchase. The impact these secondhome buyers have had on inventory over the past year is significant. “More people are keeping their other home,” says Donovan. “They like the combination of Washington and Central Virginia, or fill-in-the-blank and Central Virginia. Everywhere is blooming, from Madison County down to Buckingham County. Vacation properties have become an expanded version of second homes. They are ‘temporary primary’ housing. People are using them as much as possible, more than ever before.”
No End in Sight? It’s tempting to think that this is the new reality. And there is plenty of supporting evidence to suggest there is no way out of this situation anytime soon. Guthrie says, “When you have 14-16 offers on a single property it’s hard to see how this ends.” Especially if what is going to decrease demand are higher interest rates, less discretionary income, or a decline in the overall economic outlook. But there are a couple of factors that may come into play to slow demand or increase inventory without having a
broader negative economic impact. After more of the population is vaccinated against COVID, some of those second-home buyers who bought strictly because of pandemic-related issues, may have second thoughts. If, in a mostly vaccinated country they no longer need a second home as a safe haven, they may decide to sell, adding another home to the inventory side of the equation. If, as Konstant forewarns, some investor-buyers get in over their heads and then realize that the short-term rental market isn’t quite as lucrative as they expected, they may offload their purchase. On the demand side, new U.S. Treasury Department regulations took effect April 1. The impact will be more expensive second-home mortgages. This will counteract some of the rush to take advantage of low interest rates. Rising prices may convince more owners to sell or bounce some potential buyers out of the market. These or any other factors causing an uptick in inventory will help shift to a more balanced second home market. There aren’t many places that can compete with Central Virginia as an ideal place to be at home. The combination of climate, awe-inspiring landscapes, and outdoor recreation makes it an appealing destination all four seasons. Easy access from so many major population centers and its central location on the east coast makes it particularly inviting for that home away from home. The pandemic has only increased the level of interest, perhaps to unsustainable levels. Guthrie calls this market frenetic. And if you are one of those buyers trying to find your perfect upgraded staycation, you can’t wait for this market to calm down just a bit. Carla Huckabee writes about high-performing real estate.
