NEWS & VIEWS Local Real Estate News Dominion Energy Virginia Awards EnergyShare Grant for Piedmont Region More Than 50 Low-Income Homes in Greater Charlottesville Area to Receive Energy-Efficiency, HVAC Upgrades The Local Energy Alliance Program (LEAP) is excited to announce a new grant award from Dominion Energy Virginia to reduce energy usage in low-income households and enhance workforce development in the Greater Charlottesville area. The awarding of this grant is very timely as the region transitions from warmer to cooler temperatures as well as the rise in related home-heating expenses. “LEAP is thrilled that Dominion Energy selected us to partner with them in assisting low-income households in the region to reduce their energy usage and costs. Replacing aged heating and cooling systems along with adding insulation to homes will make them significantly more comfortable during the upcoming frigid winter months,” stated LEAP’s Executive Director Chris Meyer. “By funding the upfront costs for these upgrades, we will be able to reduce long-term heating and cooling expenses,” said Maria Tamburri, Senior Community Engagement Policy Director for Dominion Energy. “Pairing our EnergyShare resources with LEAP’s expertise will make a meaningful difference for these customers and the community.” The EnergyShare grant includes resources to replace old heating and cooling systems in 40 of the region’s mobile homes, an additional ten system replacements in Albemarle County single-family homes, new systems for some of Piedmont Housing Alliance’s units, and health and safety repairs performed by Albemarle Home Improvement Program. Twenty members of Piedmont Housing Alliance and LEAP’s existing staff will also receive additional training and certifications in HVAC systems, Retrofit Installer Technician, Energy Auditor, and Green Building

management as part of the grant. The grant will allow for more households to be served and for participating households to be assessed from a systems perspective, rather than simply implementing a few energy-efficiency measures in each home. For example, by being able to replace equipment along with completing the usual air sealing and insulation addition to attics, LEAP expects to reduce energy use by 40-50 percent. That type of energy savings can be significant during the winter months, when heating use can peak households’ energy usage. “LEAP looks forward to starting work right away to try and serve as many households as possible before winter arrives. If you know of a low-income neighbor whose heating system isn’t functioning properly, please have them give us a call,” shared Meyer. “We value this partnership opportunity because we know we cannot do this alone. EnergyShare has helped nearly 850,000 customers through bill assistance and weatherization since we started the program in 1982. Our continued success depends on strong -working relationships in the community, such as these,” said Tamburri. The Local Energy Alliance Program (LEAP) is a 501(c)(3) nonprofit headquartered in Charlottesville, VA. As a trusted nonprofit, LEAP delivers direct education and services for improved energy performance that address climate change; create cost savings for families and businesses; healthier, safer, and more durable buildings; and local jobs and economic growth

Piedmont Housing Alliance Holiday Gift Drive Piedmont Housing Alliance will be holding its annual gift drive for our senior neighbors and the children at Parks Edge Apartments this year. While the gift elves are still recording the specific wishes of each eligible resident, we know there are certain items we’ll always need. What’s Happening Around Town? Region Ten Announces $15 Living Wage Region Ten announced today that it will pay employees a living wage of at least $15 an hour, beginning Dec. 1, 2020. Region Ten’s leadership team and the Board of Directors has held the increase as a long-standing priority and value for the last three years. The agency has worked diligently to add the additional expenses to the budget while remaining fiscally stable. Lisa Beitz, executive director of the Region Ten Community Services Board said, “Even with the agency’s financial challenges this year as a result of the pandemic, Region Ten has continued to focus on how to support staff and communicate appreciation for their hard work. losing, expanding, declaring bankruptcy, new startups…all are part of the mix for today’s commercial real estate scene in Central Virginia.Because it includes office space, medical centers, hotels, retail stores, restaurants, warehouses, garages, and multifamily housing, the commercial real estate forecast is a mixed bag. Some sectors are holding their own, some going like gangbusters, and others are teetering on the edge of survival.

Double Standard Peter Wray, Principal Broker of Triangle REALTORS® in Staunton, is optimistic. A year ago, he was downright ecstatic but now his outlook is tempered by an understanding of just how much some business owners are hurting. “Commercial real estate activity is very brisk, depending on the sector. Drive throughs, discount retail stores, grocery stores are doing very well. But sit-down restaurants and the fitness industry are getting hammered. Who knows when that’s going to improve?”

“It may seem like there are For Lease signs everywhere, but we actually have a lower commercial inventory than usual across the entire spectrum,” says Robin Amato, Associate Broker with Real Estate III Commercial Properties. “It depends on what kind of business you’re in. The retail and restaurant markets are taking a hit. Some of those are folding and, obviously, that creates vacancies. But the

office environment is holding its own and we expect that to continue to be strong.”

A Zoom Market Just like in the 2008 real estate crisis, the Charlottesville area remains somewhat sheltered. Jenny Stoner, Associate with Cushman & Wakefield | Thalhimer, explains, “Since our vacancy rates are always so low, we are still in a good place.

When you aren’t used to seeing vacancies, even a few For Lease signs seem foreboding. Yes, some businesses are closing, but there’s a lot of reshuffling for location and space. “This area is positioned very well. Charlottesville is becoming a ‘zoom town,’ a great place to land for people and businesses leaving big cities. Larger businesses are establishing smaller satellite offices, or a CEO moves to the area and brings a division of the company with her. Teams are breaking off and looking for space in the range of 2,500 to 5,000 square feet.” Amato agrees. “With nearly half a million square feet in new office space under construction or newly opened, there is a lot of jockeying for position. For instance, in the new 3Twenty3 building, a block off the Downtown Mall, two separate existing offices in the community are combining into one space, resulting in two vacant properties. “And with the future of working from home a mixed bag, business owners are evaluating their space needs, particularly if their lease is coming up for renewal. I have a client wanting to lease 4,000 square feet of office space. After staff

Downtown” program blocks off portions of Brewery Street on weekends. Charlottesville has partially waived or reduced the fee for restaurants to rent outdoor dining space on the Downtown Mall. Albemarle County is providing grant money for heaters. But all need the continued support of the community. As winter approaches, diners may not brave the cold temperatures to eat outside, even with tents and heaters. And at what point does a tent too closely resemble indoor space? Restaurant owners are nervous. Most have razor-thin profit margins that are obliterated at 50 percent seating capacity. A business owner can only go so long if they lose money every day their doors are open. Stoner says, “Some businesses are failing even though most landlords have been very receptive to working with them. But if their lease is coming up for renewal and they can’t see an end in sight, sometimes they have to make a hard decision.” Elaina Mangione, co-owner of Mangione’s on Main in Charlottesville, says “We treat this as if our lives and our livelihoods depend on it, because they do. I don’t know of another group of business owners that are as committed to safety precautions as our local restaurants. We care about our businesses, our staff, and the community. We are all part of this community and want to see it bounce back and are doing everything we can to assure that happens as quickly and safely as possible.”

Existing Retail and Restaurants Hit Hard For others, the climate is harsher: J.C. Penney, closing November 20; Victoria’s Secret, closed; Ruby Tuesday, bankrupt; AMC, warning of bankruptcy; Chili’s on 29 North, closed; Shebeen and Splendora’s, for sale. And so on. Though the J.C. Penney property has been purchased by Seminole Trail Management, the buyer has no imminent plans for development. Many restaurants that have had to weather the Covid19 storm are barely surviving. Some have not. Dealing with a temporary shut down and then reduced capacity and six feet between tables has been crippling. Those with outdoor space have more options than those without. Local governments are trying to support this critical sector that is the backbone of the community. Staunton’s “Dine Out

How can you help? Shop local. Eat local. If you make a reservation, show up, because that restaurant owner blocked off limited space just for you. When you use a delivery service, understand where your dollars are going. Delivery services often keep 30 percent of the cost of the meal and all the tip. By calling the restaurant directly and picking it up yourself, your dollars support the restaurant and staff. Imagine the Downtown Mall, West Main Street, Staunton’s Brewery Street, Gordonsville’s Main Street—wherever your favorite restaurants are—with vacant storefronts and For Lease signs replacing those restaurants. Not only will the entire business and cultural scene fray, a downward spiral weakens collateral businesses and diminishes some of the pleasure of living here in the first place. “Our business environment is strong but we’re not out of the woods. We have to play the long game. Everyone is still vulnerable to another uptick in cases and the subsequent consequences. It takes about six months for all the downsides to show up in the market. Let’s do what we can to have a good winter,” says Amato. “We are extremely fortunate to live in an area where small business owners are so concerned about the safety of customers and employees.
