The Board of Directors of the Charlottesville-Albemarle SPCA, a No-Kill organization, has selected Leslie Hervey as its new Executive Director. The selection was made after a national search and selection process. Hervey served as Executive Director for the Martinsville-Henry County SPCA for the past nine years. During her time in Martinsville, Hervey oversaw a successful capital campaign to build a debt-free $2mm facility and partnered with animal control officers and the community to implement a community-wide no-kill effort. Hervey worked with the local veterinary community to offer a reduced cost animal wellness clinic to help pet owners in the community who were hard hit by the economic downturn. “We are thrilled to have a Director with Leslie’s passion and experience,” said Rhonda Quagliana, SPCA Board Chair. “Leslie has demonstrated an ability to partner with other organizations to significantly improve the lives of animals and pet owners in Martinsville. I know that ability to collaborate will benefit our organization as well.” Hervey’s resume includes over ffteen years of executive planning, administration, communications, marketing and fundraising experience in the non-profit sector. Prior to joining the MartinsvilleHenry County SPCA, Hervey was Director of Development for Carlisle School in Martinsville where she implemented programs to significantly increase giving. In her role as Charlottesville-Albemarle SPCA Executive Director, Hervey will oversee day to day operations of the SPCA, including animal care, animal intake, adoptions, education, training and counseling programs for pet owners and management of pound services for the City of Charlottesville and Albemarle County. “The Charlottesville-Albemarle SPCA is a leader in the national no-kill movement and I am excited to work with the Board and the community to continue this important work,” said Hervey. Hervey will begin in her new role on July 15, 2013. The Charlottesville-Albemarle SPCA is a non-profit animal welfare organization whose mission is to provide a safe and nurturing environment for the lost, abandoned and homeless animals of the City of Charlottesville and Albemarle County.
The SPCA sets a standard of excellence in animal care, human education and animal welfare programs. Since embarking on a No Kill mission in 2005, the SPCA has found homes for more than 24,000 animals; spay/ neutered over 41,000 animals; provided life-saving medical care for more than 16,000 animals; and reunited more than 5,000 lost pets with their owners. PCA Presents Exhibit by Charlottesville/Albemarle VSA at CitySpace Piedmont Council for the Arts (PCA) is proud to partner with Charlottesville/ Albemarle VSA (formerly known as Very Special Arts) on an exhibit in the CitySpace Gallery for the month of July. VSA Charlottesville/Albemarle was formed in 2000. VSA, an affiliate of The John F. Kennedy Center for the Performing Arts, is dedicated to promoting the creative power in people with disabilities. Through a wide range of programming, the organization encourages community members to build confidence through creative expression. VSA Charlottesville/ Albemarle sponsors art exhibits, handson art workshops, an annual music recital, an annual poetry book, and other special events. Last year, the organization worked with over 8,000 individuals in the Charlottesville area. Participating artists include: Romney Brand, Justin Connor, Robin Hoffman, Elizabeth Locke Ryan, John J. Trippel, and Chris Wharam. Regrettably, however, things do not always go as planned. Hiromi Johnson had been eagerly looking forward to taking her oath at Monticello, but suddenly received a “de-scheduling” notice. Without explanation, she was told her participation had been cancelled. Johnson came to this country in 1998, but had not become a citizen because she was an only child. When her parents recently passed away, she prepared to take her oath at last and had been very excited about the ceremony. “Thomas Jefferson is my hero,” she confides, then adds sadly, “The letter did not say why it was cancelled. I was so disappointed.”
A Meeting of Many Cultures The Charlottesville region has a remarkable interaction of cultures from academics to vendors on the Downtown Mall, from residents whose families date back to Colonial days to recent transplants from places as diverse as India, Iowa and Iraq. In the 2000 census, about 7 percent of the greater Charlottesville area—the city plus Albemarle, Fluvanna, Nelson and Greene Counties—was foreign born. By 2012 that figure had grown to nearly 12 percent not including persons born in Puerto Rico or other U.S. possessions who are automatically citizens or those born overseas with at least one parent who is a U.S. citizen such as a missionary or military person. This diversity is reflected in classrooms, at Fridays After Five, in small businesses—well, in every facet of life. One example is Charlottesville’s mayor, Satyendra
Huja, a Sikh who came from India as a 19-year-old to attend Cornell University. He was naturalized at Monticello in 1987. “It was wonderful,” he says of that event. “I go back every year.” And there’s Anastasiya Hvaleva from Kyrgystan who came to this country with her family seven years ago as a teenager with no English. Last month she graduated as a 4.0 student at Piedmont Virginia Community College in Charlottesville and was named the top community college student in all of Virginia for 2013.
Showcasing diversity Charlottesville spotlights the area’s diversity at the Festival of Cultures held annually on the second Saturday of May. The Festival, which just had its tenth anniversary, is a celebration that builds a bridge of communication between new Americans and long-time residents. “It’s a celebration of cultures, not necessarily nations,” explains festival co-coordinator Debra Tuler. Sponsored by the Charlottesville City Schools Adult Learning Center, this past May’s event featured dances and music ranging from Morris Dancers to Native American. The wide variety of cultures contributes to the spirit of our area. “It’s just more interesting to have all this diversity,” says Tuler. Cultural exhibits included tables with arts, information and maps from such diverse countries as Afghanistan, Japan, Thailand and India, as well 4th of July continued on pg. 15

his Independence Day will mark the 51st consecutive Fourth of July Naturalization Ceremony at Monticello— our nation’s oldest naturalization ceremony outside of a courtroom. It is unquestionably a powerful experience celebrating the ideas and ideals of the Declaration of Independence and what Thomas Jefferson termed “the great birthday of our Republic.” The University of Virginia and its medical center are magnets for men and women from all parts of the globe to come to Charlottesville and often to remain here and become citizens. Others end up here for a variety of reasons—being married to an American citizen, meeting a sweetheart on the Internet, or for employment. “In some cases, our new residents are fleeing political or religious persecution,” says former Charlottesville mayor Kay Slaughter who now teaches at UVa. “For instance, we have a number of people from Tibet and the Balkans. It leads to some wonderful diversity in our area. We continue to be a nation of immigrants.” And the Monticello ceremony punctuates the nation-of-immigrants theme. It is actually a court proceeding with the oath of citizenship administered by a judge. This year the featured speaker will be musician Dave Matthews. Born in South Africa, he became a citizen in 1980. Since 1963, more than 3,000 people from many nations have become naturalized at this memorable annual ceremony.

Sister Cities Relationships with foreign cities add to the local charm. While many American cities have a foreign “sister” city, Charlottesville has not one, but four. We have ties to Besançon (France), Pleven (Bulgaria), Poggio a Caiano (Italy) and Winneba (Ghana). This past May, ten delegates traveled to Winneba including Mayor Huja, City Councilwoman Kristin Szakos, and LaToya Brackett, Community Connections Coordinator for Charlottesville’s City of Promise program. “City of Promise is committed to creating a cradle-to-career continuum of services and supports,” explains Brackett. “We want to make sure that all children in Charlottesville have a chance to reach their potential and succeed in life.” Two City of Promise young people, Deniqua and Saquon, were also delegates and Brackett says it was an amazing experience for them. Brackett herself has Sister City ties going back to her school days. “I went to our sister city in Italy with the Monticello High School Marching band,” she

recalls. “It was just a wonderful experience being in a different place where people didn’t speak English.” The trip to Winneba was extra special because she met her husband, Jerryson Nii, while she was there on a Ghana studyabroad program during grad school and was able to visit with her in-laws. The group as a whole attended meetings with the Winneba Mayor, people at the university, watched a groundbreaking ceremony for the new Winneba Public and visited the Winneba hospital where the delegation brought medical supplies. “We also finalized arrangements for an Artist-in-Residence Program, which will begin next fall in Charlottesville City Schools and continued work in developing future faculty and student exchanges between UVa and the University of Education in Winneba,” she says. “These are all wonderful programs.” “Charlottesville is very open to people from other places,” says aspiring-citizen Johnson. She says she and her husband travel a lot and this openness is definitely not true in other places in the U.S. “For all of us from other countries, English is a second language, but the people here speak slowly and are very patient.” However, when Johnson received her de-scheduling notice, many of her friends and students were not patient and they went into action. Several days later Johnson reported, “Finally, my roller coaster ride is over. Senator Warner’s office emailed me that the de-schedule notice was wrong. And Congressman Hurt’s office confirmed this is true.”
So Johnson will be joining with many people of all ages from across the world on the lawn at Monticello. “I am so happy,” she says. “This incident made me realize that I have so many beautiful friends who cared and gave me support. I am honored to be here and I feel Charlottesville is my home now.” ■ Albemarle County resident Marilyn Pribus and her husband live near Monticello. Marilyn is second-generation Dutch and their daughter-in-law, Katya, is a naturalized American citizen from Kazakhstan.

(The ceremony and bus are free, but those wishing to take an inside tour of Monticello following the ceremony must purchase a ticket.) The staff suggests allowing an hour to park at the Visitor Center and take a shuttle bus up to the ceremony. Once you reach Monticello’s West Lawn, you will receive a program, a fan and a small American flag. There are plenty of chairs. The Charlottesville Municipal Band, playing for our community since 1922, will perform patriotic music and the Colonial Williamsburg Fifes and Drums will also present numbers.

as an exhibit about our own Buffalo Soldiers. Asif—like many Afghanis, he uses only one name—says he has lived here two years. His nephew, Atiqullah, wears a striking mirror-studded vest over a long-sleeved white shirt and white pants. A student at Charlottesville High School, Atiqullah says he and his uncle must wait five years before they can apply for citizenship and it’s clear he is determined to achieve this. “Immigrants often start their own businesses and eventually buy homes here,” Tuler says. “They work to maintain their neighborhoods. It speaks to their perseverance.” Indeed, people from other lands often launch their own small businesses from selling pashmina scarves on the Downtown Mall to opening new restaurants. Frequently these restaurants are family run with menus reflecting their owners’ birthplaces. A partial list of ethnic cuisine in our area includes: Afghan, African, Balkan, Chinese, Cuban, Dominican, French, German, Greek, Honduran, Indian, Jamaican, Japanese, Mediterranean, Mexican, Moroccan, Salvadoran, Spanish, Thai, Turkish, Vietnamese and probably a couple others. Hiromi Johnson, the woman barred from the Monticello ceremony, is another example of entrepreneurship. When she moved here from Japan with her American husband, Martin, she brought her own long-time practice of t’ai chi. She is now “sensei” (teacher, head person) at Hiromi T’ai Chi, a dojo in Charlottesville. “Away from my studio, I work with disabled people and with after-school programs and with senior citizens,” she says. She also teaches at ACAC. When Johnson and her husband saw an ad for a contemporary Japanese house, they consulted REALTOR® Dick Bell. “We fell in love with the house,” she recalls. It doesn’t have tatami mats and shoji screens, but she says, it has the feel of a Japanese home. Karine Boulle, on the other hand, was young and single when she came to the U.S. from France to work for a year at William and Mary. There she met her husband, Anh Nguyen-Toung. “His parents were Vietnamese,” she
explains, “but he was born France.” Today he is a computer scientist at UVa. Boulle still uses her maiden name at St. Anne Belfield, where she teaches. Otherwise, she uses her married name. She says they chose Charlottesville as their home partly because of its multi-ethnic atmosphere. “Look at the Downtown Mall,” she says. “There is a European flair with the fountains and trees and restaurants. This brings a lot of international people.” What does she like best about the area? “I love the balance between being a city with cosmopolitan people and also the countryside with the peace and quiet,” she says. Karine and Anh’s 12-year-old daughter, Maya, is growing up in a bilingual home and has great plans for a free language-learning app for children. With group funding from Kickstarter—a web-based program seeking donations as small as $1 for a wide variety of projects—she has enough money to move ahead. Both of these developments are state-of-the-art facilities that share the purpose of helping to enhance exchanges of ideas and resources between the University and the wider community. More specifically their mission is to “serve as a catalyst for the creation and enhancement of research and business collaboration between the University of Virginia and the public and private sectors and for the economic and societal benefit of the Commonwealth of Virginia, the Central Virginia region and the nation.”
The History of the Research Parks Today’s research parks got their start in the 1980s when Jefferson Lab, a large federal laboratory, contacted
the University about locating here, explained Deborah van Eersel, Chief of Staff and Director of Marketing for the UVA Foundation. Unfortunately, at that time, the University did not own property suitable for building to Jefferson Lab’s requirements and the company found another home. This experience prompted University officials to direct the UVA Foundation to acquire land near the airport in order to be ready for the next such opportunity. Ultimately property they purchased became the site of today’s UVA Research Park, located between Airport Road and Route 29, north of the airport. Today, Van Eersel said, the UVA Research Park consists of 562 acres with the potential for 3.7 million square feet of development. She described this collaboration as an ongoing process. “I, and representatives of the University, try to meet with tenants in the Park several times a year to learn more about their work, needs and ways we can collaborate,” she said. At the same time, she acknowledged that like any business relationships, the University’s connections with these tenants “ebb and flow” depending on economic conditions, projects underway, contracts, and changes in leadership. Many at the UVA Research Park are defense related companies that moved here to support the work of NGIC/DIA located at Rivanna Station just a mile away. In addition, one of the tenants, the Applied Research Institute (ARI), is a center concerned with national security whose purpose is to increase University involvement with defense contractors and intelligence agencies. Given the sensitive nature of their business, often the federal contractors
working in our area use the ARI to access “intellectual property, students, faculty, and equipment in support of their specific work with the government,” Van Eersel explained. ARI’s commitment to help strengthen the collaboration between Park tenants and the University is enhanced by the work of its new Director, Joan Bienvenue. Some additional benefits of this work include more and better employment opportunities for University personnel and others in our area, access to more research and consulting jobs for faculty and students, and the possibility of joint ventures between University personnel and Park tenants. While working with existing tenants is critical, Van Eersel explained that the University and the Foundation are also both committed to increasing the number of federal contractors and governmental agencies concerned with defense and intelligence who choose to join the others in our area and take advantage of locating at UVA Research Park.
The Research Parks Benefit Everyone The Research Parks directly impact our lives in many ways, Van Eersel said. For example, the work of federal contractors is ultimately about assuring our safety. Lives are also impacted by the research conducted at PRA International, another Research Park tenant, which does clinical trials of drug research in collaboration with UVA Medical Center. Automobile safety is the focus of the University’s Center for Applied Biomechanics, another of the Park’s tenants, which also works with the Department of Defense on safety issues related to military vehicles such as helicopters.
