Piedmont Housing Alliance Partners With BB&T to Provide Housing And Financial Counseling Services Piedmont Housing Alliance announced today its partnership with BB&T to help provide residents in the Thomas Jefferson Planning District with free housing and financial counseling services. A recent $5,000 grant from the bank will support the nonprofit’s Housing Counseling and Asset-Building programming for low-income families in this high-cost housing area. “BB&T’s ongoing interest in our core housing counseling services is deeply appreciated,” said Karen Reifenberger, chief operating officer at Piedmont Housing Alliance. “We are very grateful for their support. The funding will enable us to work with clients to improve credit scores, purchase a home, and avoid foreclosure. We also work to connect clients with asset-building resources such as down payment assistance for home ownership and the Virginia Individual Development Account (VIDA) matched savings program.” Specifically, the grant supports Piedmont Housing Alliance’s Housing Counseling program that helps clients with very low to moderate incomes to maintain or improve their housing within a budget that also can support other basic needs and improve family economic stability. Certified housing counselors educate and coach clients on financial management, credit improvement, home purchase, and foreclosure prevention. The program, which serves approximately 300 new clients in one-on-one counseling and education each year in addition to ongoing clients, improves families lives and builds a stronger community by helping families get control of their household budget, walking them through the steps of becoming first time home buyers, keeping them from foreclosure, and securing a more stable financial future. Piedmont Housing Alliance is an affordable housing non-profit working in the city of Charlottesville and Albemarle, Fluvanna, Greene, Louisa, and Nelson counties. The mission of Piedmont Housing is to create housing opportunities and build community through education, lending, and development. Piedmont Housing is a HUD-certified housing counseling agency, state-certified Community Housing Development Organization, and US Treasury certified Community Development Financial Institution.
What’s Happening Around Town? Rob Vaughan to Retire as Founding President of VFH in 2017 Virginia Foundation for the Humanities (VFH) announced today that Robert C. Vaughan III, one of the leading advocates for the humanities in America today, will step down as VFH president in 2017, after forty-three years of organizational leadership. Vaughan’s term as president will end on June 30. Following a sabbatical, he will officially retire at the end of the year. “Rob Vaughan is one of the most highly respected and gifted state humanities council leaders in the country,” said William D. Adams, chairman of the National Endowment for the Humanities (NEH). “Under his guidance, Virginia Foundation for the Humanities has become a model for what public humanities practices can and should look like.”
“My work at VFH and the University of Virginia has shaped my life. It’s given me the opportunity to explore the humanities to a greater extent than I ever thought possible, and to serve the extraordinary people of the Commonwealth,” said Vaughan. “When I reflect on my experience, I am most proud of the VFH staff itself. It’s been a blessing to collaborate with such innovative, enthusiastic, and entrepreneurial people over the course of four decades.” Under Vaughan’s leadership and since its founding in 1974, VFH has become the largest of all fifty-six state humanities councils, with the most diverse programs and funding sources in the nation. It has produced more than 40,000 humanities programs including festivals, public radio programs, conferences, and digital resources, and contributed to more than 3,500 grant projects and 350 fellowships.

VFH Announces Installation of “Landscapes of Slavery and Segregation” AudioVisual Exhibition for Human/ Ties Celebration Virginia Foundation for the Humanities (VFH) announces the installation and opening of “Landscapes of Slavery and Segregation,” a multi-location, audio-visual exhibition on the interpretation and preservation of Virginia sites connected to segregation and slavery that have been reconstructed or abandoned. Organized by VFH’s Encyclopedia Virginia, the exhibition is part of Human/Ties, the 50th anniversary celebration of the National Endowment for the Humanities (NEH) taking place in Charlottesville this month. “The challenges of slavery and segregation are still relevant today, and their legacies are still very much a CONITNUED ON PAGE 8

A trailblazer in the field of public humanities, VFH is the only state council to produce its own radio programs and the only humanities organization in the world to partner directly with Google to produce Street View virtual tours of historic sites. Vaughan’s leadership has prioritized not only this spirit of innovation, but also a commitment to diversity and inclusion in the telling of Virginia’s stories. Early in the organization’s history, Vaughan and the VFH Board established a focus on the history and cultural contributions of women and African Americans in Virginia; that focus has continued and broadened to include Virginia Indians and the increasingly diverse immigrant populations of the state. “The University and the Commonwealth have been fortunate to have Rob leading the Virginia Foundation for the Humanities,” said Thomas C. Katsouleas, Executive Vice President and Provost of the University of Virginia. “His contributions to scholarship and the public good cannot be overstated. It’s been an honor to work with him over the course of my first full year at UVA.”

part of our landscape,” says Matthew Gibson, director of digital initiatives at VFH. “From the downtown mall to the University, this project will create broader public awareness of important sites and stories, as well as the efforts to preserve and interpret them.” Audiences can experience audio and visual components of “Landscapes of Slavery and Segregation” throughout the month of September at three locations: Charlottesville’s downtown mall, the Jefferson School African American Heritage Center and the University of Virginia (UVA) Grounds. Each location has corresponding mobile-accessible multimedia components with text, images, and voices that encourage us to question how we remember and memorialize the past, accessible at http://landscapes360.oncell.com/. Audio contributor Joseph McGill, founder of the Slave Dwelling Project, says, “As long as these spaces are there, it’s very hard to deny the presence of the people who lived there.” · On the downtown mall across from the Free Speech Wall, viewers can observe large-scale, panoramic images created by Encyclopedia Virginia of extant and reconstructed Virginia slave dwellings. Audio components elaborate on how these sites are preserved and what role such places occupy in the discussion and interpretation of African American history. This installation was made possible by a partnership with LOOK3 Festival of the Photograph. · At the Jefferson School, viewers can see photographs taken in 1963 by Gundars Osvalds of life in Charlottesville’s African American neighborhood of Vinegar Hill, just before it was razed and its residents relocated. Corresponding audio shares first-person recollections from Vinegar Hill residents pictured in Osvalds’ images and addresses the fact that the legacy of segregation, including neighborhood upheaval from urban renewal, is still alive in our experiences today. The photography exhibit was produced by the Jefferson School African American Heritage Center. · At UVA Grounds, including the Academical Village, viewers can learn about the people, places, and stories related to early African American life at the University of Virginia— particularly the lives and legacies of enslaved laborers that until very recently had not been publicly acknowledged or memorialized. This
project adds audio components to the Walking Tour created by UVA’s President’s Commission on Slavery and the University, which supported this project. Project contributors include: Sara Bon-Harper, executive director of James Monroe’s Highland; Elizabeth Chew, vice president for museum programs at James Madison’s Montpelier; Scot French, director of public history and associate professor at the University of Central Florida; Jobie Hill, historic preservation architect and creator of the Slave House Database; Emma Lewis, team lead at UVA Medical Center and former resident of Vinegar Hill neighborhood; Marcus Martin, vice president and chief officer for diversity and equity at UVA; Deborah McDowell, Alice Griffin professor of English at UVA and director of the Carter G. Woodson Institute for African American and African Studies; Joseph McGill, founder of the Slave Dwelling Project; Delores Rankin, former resident of Vinegar Hill neighborhood; Matt Reeves, director of archaeology and landscape restoration at James Madison’s Montpelier; and Kirt von Daacke, co-chair of the President’s Commission on Slavery and the University at UVA. Audio and visual components of “Landscapes of Slavery and Segregation” were engineered by Peter Hedlund, lead technologist for Encyclopedia Virginia, and Miranda Bennett, Elliot Majerczyk, and Sarah McConnell of VFH’s With Good Reason radio program. Downtown mall images were installed by Kevin Cwalina and Will May. Like all Human/Ties events, the “Landscapes of Slavery and Segregation” exhibit is free and open to the public. USFS Rejects Atlantic Coast Pipeline Route, Access and Analysis in National Forest The United States Forest Service and the George Washington National Forest dealt a blow to Dominion’s Proposed Atlantic Coast Pipeline (ACP) by rejecting numerous stream crossings in Bath County and expressing concern for wild brook trout streams in Augusta County. In a September 1 letter addressed to Kimberly Bose at the Federal Energy Regulatory Commission (FERC), Clyde Thompson, Forest Supervisor of the Monongahela National Forest stated that the location of proposed access roads along Laurel Run, a wild brook trout stream, was “unacceptable.” He further states that “The Forest Service requests that ACP re-evaluate its proposed stream crossings and proposed locations of access roads, while considering Forest Plan standards and Best Management Practices relating to soil and water.” This week the USFS submitted further comments to FERC regarding inaccuracies, misrepresentations and omissions on Dominion’s Resource Reports on salamanders, macro-invertebrates, fish, mussels and soils in the National Forests. This follows a July 2015 letter which listed over 300 errors on earlier reports submitted by Dominion. For example, in this week’s August 28 letter, U.S. Forest Service called critical soil survey data submitted for the ACP “incomplete” and said that the agency cannot complete its review of the ACP permit request to route the pipeline
through the Monongahela and George Washington National Forests until necessary information is provided in accordance with NFS protocols. “Again, the USFS is standing up for Virginia’s forests,” said David Sligh, Conservation Director of Wild Virginia. “And again Dominion is attempting to violate forest standards by presenting an inaccurate and incomplete analysis of our valuable and irreplaceable forest resources.” “At the very least, this will push back Dominion’s timeline for release of its Draft Environmental Impact Statement which was previously set for December, 2016 release,” said Ernie Reed, Wild Virginia President. “Or it could be another nail in the coffin for this misguided and unnecessary project.” “This stands as further evidence demonstrating why the USFS should not amend its forest plans to allow ACP construction,” Sligh continued. “And that could be its death knell.” The referenced Forest Service letters to FERC are available at: • Stream Crossings: http://wildvirginia.org/wp-content/uploads/2014/10/2016-09-01-5USFSStream-Crossings.pdf • Macroinvertebrates: http://wildvirginia.org/wp-content/uploads/ 2014/10/2016-09-01-USFS-Macroinvertibrates.pdf • Soils: http://wildvirginia.org/wp-content/uploads/2014/10/2016-08-29USFS-DOM-Soil-Phone-Call.pdf • Comments on Draft Resource Reports: http://wildvirginia.org/ wp-content/uploads/2014/10/ USFS-Comments-on-the-ACP.pdf n

Though set in the midst of a rich agricultural area, Scottsville is part of the Charlottesville SMSA and offers an easy commute to jobs and amenities there, including the soon to open 5th Street Station on the city’s south side. The town is proud of its rich heritage including a downtown with 153 nationally recognized, historically significant buildings. Scottsville’s location on the James River made it an important commercial center in the early 1700s when the most efficient way to move goods between major centers was via water. The Kanawha Canal that ran alongside the river added to Scottsville’s early prominence. The town was also a drop-off point for agricultural goods moving between Staunton and Richmond making it one of the largest grain markets in the state and home to many wealthy families. Scottsville served as Albemarle’s County seat until 1761 when it lost that distinction to Charlottesville. It did play a role during the Revolutionary War when the old municipal courthouse was converted to an ammunition storehouse, but by the late 1800s when river traffic gave way to rail, Scottsville lost what remained of its prominence. For the next eighty plus years down-
town Scottsville suffered from frequent flooding due to its proximity to the James River and many business owners chose to move out leaving boarded up buildings behind. It wasn’t until the 1980s that the town gained new life. At that time Federal money helped build a levee for flood protection making it possible for businesses to again locate downtown without fear of being flooded out. The completion of a streetscape project in 2013 added a much needed facelift that transformed the downtown area into an even more inviting and attractive place for both customers and prospective businesses. Today there are many new businesses in downtown Scottsville making it, once again, a vibrant place to live and work, thanks also to a growing list of amenities including proximity to Charlottesville and a quiet country lifestyle offering outdoor activities, restaurants, historic preservation and community based activities. The other good news is Scottsville’s improving real estate market that offers a range of options for first time buyers as well as those looking for special properties like historic homes, farms and estates, a river view or the perfect piece of land for a new home.

Scottsville’s Real Estate Market With its wide range of prices and options, from starter homes to million dollar plus properties, homebuyers have much to choose from in Scottsville. Scottsville is the “southern anchor of Albemarle County,” said John Ince with Nest Realty Group. Those “looking for a farm or estate will find some of the finest period homes and richest land in Virginia’s Piedmont there. It’s also a great place to find an affordable home in town or on a couple of acres.” He went on describe the allure of local river properties, including one that sold for $1.8 million, stating that the river was “the major part of its ambiance.” “I would characterize the Scottsville market as steady,” said Kevin Quick, Associate Broker with RE/MAX Realty Specialists. He added that our local Multiple Listing Service reflects “stable transfers for the last three years with median sales prices continuing on an upward trend,” a trend Quick expects will continue. He also explained that home prices range from the low $100,000s all the
way up to as much as $5 million for large estates meaning there is something for everyone including first time buyers. “We are currently seeing the most activity in the upper $100,000 to lower $200,000 price range,” Quick said. “The market trends for homes in Scottsville show the median listing price has increased from $256,000 in 2013 to $308,000 as of July 2016,” said Angie Woodson with Better Homes and Gardens, Real Estate III. “It is a good time to buy in Scottsville as the home appreciation is up 1.6 percent in the past 12 months,” she continued. Scott Ward with A. Scott Ward Realty, Inc., the oldest locally owned real estate company in Scottsville, stated that homes are “selling at a brisker pace,” and that is true for all three of Scottsville’s counties. Albemarle, with its easier commute to Charlottesville, is doing the best, but all three are doing well and he expressed enthusiasm about the market there. Scottsville’s location at the intersection of three counties is unique in offering extra options to buyers. Each county has its own school system and

lifestyle that has something special and different from the others. Albemarle is closer to Charlottesville and has more jobs, but Buckingham offers better prices on homes along with lower taxes. Prices are higher in Fluvanna, which may mean smaller lot sizes that nevertheless appeal to people who like living close to their neighbors.
A Friendly and Welcoming Place Ward described Scottsville as a “great little town, friendly and welcoming,” where it is easy to get to know people and which is very different from what he called “the hustle and bustle” of living in an urban area. Many of his clients are retirees and enjoy being out of cities where they can enjoy more green areas. For example, he recently worked with a woman from California who fell in love with all the green after living for years in the desert. “They also appreciate that we are close to Charlottesville with all of its social and cultural amenities,” Ward said. Larry Barnett another prominent local agent works out of the Old Ivy office of Long and Foster Real Estate. Like many people who relocate to Scottsville he and his wife were frequent visitors who decided they would rather be there full time. He described the town as a place with a “wonderful mix of
people from all walks of life.” Neither of them has had any regrets about the move although small town life was new for both of them. Ince described Scottsville as a “very real slice of Americana right in our own back yard.” He added that in many ways it is the best of two worlds offering “home town character with

Although Charlottesville’s amenities are a big plus, Scottsville is in many respects self-contained. Residents will find most of what they need there including a major grocery store, medical care, restaurants, and recreational activities. Do you enjoy art and music? Peter Lee, with Roy Wheeler Realty said the area also attracts young professionals who like the feel of the town and the older buildings. “It is especially appealing to people who don’t have to commute such as people who have a home based business or who are retired.” he added. “Scottsville offers something for every age. First time buyers can find the attractive pricing they seek and professionals will find a short commute to work,” Woodson said, adding that they come “from all over,” although many are local. Back in December Ward sold three homes to first timers, a group he enjoys working with. All three were local couples, including one who moved from Charlottesville after marrying a Scottsville native. If living in a diverse and thriving community close to Charlottesville appeals to you, ask your agent about Scottsville. HOME Theaters Are Practical and Popular
F
orget bonus rooms and basements filled with cast-off furniture and piles of kids’ stuff. Today’s home entertainment spaces are sophisticated and tech-savvy, often including home theaters that look as if they’ve been lifted straight from some Hollywood producer’s mansion. Indeed, at one time, home theaters were the purview only of the wealthy, but the increasing integration of computers in home entertainment systems and the wide range of inexpensive streaming options have made them a reality for many more people.
BY MARILYN PRIBUS
Reasons for the increase in home theaters, especially in new homes and remodeling projects, are tied to the more reliable quality of television sets and improved streaming of a wide variety of content. At the same time, prices for remarkable electronic systems are down and they are easier than ever to use—a key factor that wasn’t always the case in the past. In fact, these days, a single hand-held remote control is often all you need. Then too, with home theaters there is a level of performance you can’t get in commercial movie houses and no one is talking behind you or rattling their candy wrappers. In addition, you have the freedom to view entertainment on
your schedule, pause during the performance or rewind the scene again.
Changes in Electronics “There are differences in today’s computers and televisions,” declares Paul Kavanagh, manager of the Crutchfield retail store in Charlottesville. “Streaming is a real game-changer with new TVs and new concepts. More and more people are cutting the cord and getting away from disks and cable with the new streamed offerings like Net-

flix, Amazon Prime Video, HULU, and Sling.” The hardware is changing, too, he continues. “TVs, over the last ten years, have gotten thinner and lots of folks are mounting them right on the wall. Technology has improved picture resolution so much with high definition and the latest thing is ultra-high resolution with color and contrast getting better and better.” He adds that television sets with a curved shape are increasingly popular. “They give a much more life-like picture with an enveloping experience,” he says. The curved screen is said to be more natural by taking advantage of peripheral vision to give a wider viewing angle. Curved screens aren’t ideal for wall mounting, however, because of the shape and because they tend to be thicker. A downside for those new super skinny TV sets is that they don’t have room for the included speakers to be as good as they used to be. Never fear! There’s a solution. “Over the past few years, people have been adding other speakers to enhance the sound.” Kavanagh says. “Soundbars which can be mounted above or below the set are a popular option. These systems are slender and usually include a wireless connection to an auxiliary speaker supporting rich low frequencies for drastically improved sound.”
Home Theaters Planning is important from the get-go to be sure the room’s dimensions are used in the best way. Do you want plumbing for a wet bar or powder room? Are windows well placed? What about window coverings to minimize the distracting reflections common on the new bigger screens? What about furniture? Must the room be flexible? For example, one family installed six
“I had been living in a home that was not safe or healthy for me or anyone else. I don’t know where I would be living today if it weren’t for AHIP.”
REALTOR® Bill May of ERA Bill May Realty Company has a word of caution. “If a home theater exists, it might not add value to a house,” he says. “It’s not necessarily a big plus. Great kitchens and bathrooms are better selling points.” On the other hand, he notes, “It’s not a bad thing to have and it can be a plus, especially for, say, a big fan of football or other sports.” He points out that bigger homes are more likely to have a dedicated entertainment room. “A smaller home of 1,800 or 2,000 square feet doesn’t have the space.” In any case, he concludes, if a home theater is what you and your family will enjoy, go for it and create one just the way you like it. At the same time, it’s smart to design it so buyers could continue to use the home theater if that’s their preference or easily convert the space into a home office, a children’s playroom, a home exercise studio, or whatever is most useful and practical for them n Marilyn Pribus lives in Albemarle County with her husband. They lack the space for a home theater, but they recently cut the cable and enjoy Netflix and Amazon Prime on their ultra-high-definition TV set.

luxurious permanent theater seats in their home theater, while another couple opted for flexibility by choosing easily moveable seating so the room could be conveniently converted to a meeting room or used for general entertaining. There are clever ways to conceal or camouflage large screens, plus speakers are smaller, and the wireless setups which are standard in many homes today mean a remote control can often manage the whole system. “Some people still go for front projectors and larger screens that can be concealed in the ceiling,” continues Kavanagh. “That’s for the folks who really want the movie house feel and have the space such as a large basement.” In these cases, people generally opt for “disappearing” screens and projectors which drop from the ceiling or lift out of furniture or cabinets.
