What’s Happening Around Town? Charlottesville-Albemarle Historic Garden Week Celebrates 86TH Year April 28 and 29, 2019 In April 2019, the Garden Club of Virginia’s Historic Garden Week will celebrate 86 years of preserving Virginia’s public gardens with its annual home and garden tour. The 2019 tour in Charlottesville and Albemarle County is presented by the Rivanna Garden Club, the Albemarle Garden Club and the Charlottesville Garden Club. This year’s event begins on Sunday, April 28 from 10 a.m. to 4 p.m. with tours of private homes and gardens in Ivy, Virginia. This is a shuttle-only tour, with parking, shuttles and vendors located at The Greencroft Club, 575 Rodes Drive. There is no parking along the tour route, at homes or in neighborhoods. Tickets are available online and at locations around town. On the day of the tour, tickets will only be sold at Greencroft. Prepaid lunches may be picked up there on the day of the tour. Ticket prices are $40 in advance and $50 the day of the tour.
Monday, April 29 from 10 a.m. to 5 p.m., Open to public/No admission charge On Monday, April 29 several of the gardens and Pavilions on The Lawn at The University of Virginia will be open. Monticello, home of Thomas Jefferson, will also host tours and speakers. Events throughout the day will include house and garden tours, lectures and panel discussions. as it really been 24 years? Maybe so. We remember national treasures John Lewis and Dr. John Carlos reminiscing about their battles for civil rights, at the Paramount Theater in 2013, and folk music icon Pete Seeger serenading us at the Culbreth Theatre in 2001. We remember Scott Simon discussing his book on adoption, repeat appearances by Daniel Mendelsohn and Nikki Giovanni, and Joyce Carol Oates and Rita Dove way back in …. 1995? Yes it seems there truly have been 24 Virginia Festivals of the Book already, and the 25th is ready to hit, March 20-24 in Charlottesville, with an amazing lineup of 135 programs (most are free) and 75 school visits, featuring 356 authors from across the country. What a gift. How did we get so lucky? “There were three founders who started kicking around the idea for the festival in 1994,” says Jane Kulow, Director of the Virginia Center for the Book, an arm of Virginia Humanities, which gives this gift each year. “Cal Otto, who had a publishing background, Paul Collinge owner of Heartwood Books on the Corner, and Tom Dowd, who worked with Continuing Ed at UVA. They thought this town needed and deserved a book festival, and they brought the idea to what was then the Virginia Foundation for the Humanities.” Now the largest community-based book event in the Mid-Atlantic, the Festival attracts avid readers from more than thirty states. They come to hear and question writers—the world renowned and celebrated, and the newly published and the unjustly obscure. They come for panel discussions on topical issues, for book signings and literary lunches, and for the company of fellow bibliophiles.

Opening Day Three of the Festival’s most popular authors, Lee Smith, Adriana Trigiani, and Douglas Brinkley, will return on opening night of this year’s fest, Wednesday, March 20, for a freewheeling discussion entitled An Evening with Festival All-Stars at the Paramount Theater. Book sales and signings will follow. Earlier that day at the Jefferson School African American Heritage Center, Charlottesville City Councilor Wes Bellamy (author of Monumental) and former Mayor of New Orleans Mitch Landrieu (In the Shadow of Statues) will discuss their experience dealing with one of today’s most prominent issues, public monuments to Confederate leaders. Their conversation will be led by Greg Kimball, co-chair of Richmond’s Commission on Monuments. Although the program is sold-out, it will be livestreamed at the
All of Our Rights Thursday night’s Paramount program centers on subjects near and dear to Charlottesville’s heart. “Our community has shown great interest in the Festival’s social justice headliner programs,” Kulow says. “This year we are proud to feature Carol Anderson, author of One Person, No Vote; Michael Eric Dyson, author of What Truth Sounds Like; and Martha Jones, author of Birthright Citizens, in All of Our Rights: America’s Legacy of Inequality. They will discuss voting rights, civil rights, and the birthright of citizenship provided by the 14th amendment.”

Carol Troxell Reader Program The late Carol Troxell was beloved by local book lovers as the owner of New Dominion books on the Downtown Mall. “Carol really stewarded this shop and built it as a center for literary life in Charlottesville over a period of more than 30 years,” says current New Dominion owner Julia Kudravetz. “None of us would be here today without what she did in growing the shop and keeping it alive during a time when online retail really decimated the local bookstore.” Troxell’s loyal customers appreciated her personalized approach, Kudravetz notes—her willingness to send books to customers who couldn’t come to her, and her gift for “talking to people and making recommendations based not on the bestseller list but on what that person might be interested in once she got to know them.”

Jefferson-Madison Regional Library’s Same Page is a community-wide reading series covering many books throughout the year. In conjunction with the Festival, JMRL will host Lisa See, author of The Tea Girl of Hummingbird Lane, at the Northside branch on March 20. While the novel “is very much about tea,” says JMRL’s Abby Cox, it also concerns “cross-cultural and cross-continental adoption, Chinese identities and ethnic-
ities, and familial relationships, particularly mother-daughter relationships. It’s a very engaging book that will speak to a lot of people’s experiences. “I think anyone who has family relationships that aren’t close, or who has experienced adoption in any other way will get something out of it.” See will read from her novel, take questions, and sign books, which will be available for purchase.

“She read all sorts of books and she also was able to recommend books to so many people in this community,” Kulow says. Troxell recommended authors to the community at large with the frequent readings she held at New Dominion, readings featuring everyone from fledgling unknowns to local literary celebrities like John Grisham and Ann Beattie. New Dominion today carries on that tradition, and will host 12 separate events during the festival. Kudravetz says she’s especially excited about poetry programs that will include UVA graduate Kyle Dargan (the afternoon of Thursday, March 21) and Lindsay Bernal (the afternoon of Saturday, March 23), both of whom have read at New Dominion before. After Troxell’s untimely death in 2017, the Festival established the Carol Troxell Reader program, held at her shop in her honor. This year on Wednesday, March 20 bestselling author and illustrator Jarrett Krosoczka, two-time winner of a Children’s Choice Book award, will read from Hey, Kiddo, his new graphic memoir about growing up in a family grappling with addiction, and discovering the healing power of art. As this year’s Festival youth headliner, Krosoczka will also address 2,500 public and private school students at the St. Anne’s-Belfield School Convocation Center. “We are pleased to bestow this additional honor on Jarrett, in recognition of the importance of his work,” Kulow says. “His popular elementary school series are great for young children, and Hey, Kiddo offers something for more mature readers. I think Carol would be excited by this choice!”

Patterns in Thought Thursday afternoon at UVA Harrison Institute and Small Special Collections Library on the UVA grounds the subject is Coloring Outside the Lines: Explorations in Text and Pattern with professor of creative writing Jane Alison and Emmy Award-winning producer and documentary filmmaker Lois Farfel Stark. “This is going to be a fascinating program,” Kulow says. “Alison’s Meander, Spiral, Explode; Design and Pattern in Narrative talks about the shape of narrative when you’re writing. Stark’s The Telling Image: Shapes of Changing Times looks at patterns in nature and pat-
terns in built landscapes. So both are talking about how patterns shape our thinking.”
Women and War Asked what she’s especially looking forward to, Kulow mentions Women and War: Untold Stories, on the afternoon of Friday, March 22 in City Council Chambers. The program will feature Roanoke author Heath Lee (The League of Wives: The Untold Story of the Women Who Took on the U.S. Government to Bring Their Husbands Home) and USA Today’s Digital Content editor Eileen Rivers (Beyond the Call: Three Women 0n the Front Lines in Afghanistan). The two will discuss “the impact of America’s foreign wars on two generations of women,” Kulow says: “the Vietnam era P.O.W. wives who confronted an uncaring U.S. government, and women of our era who are themselves fighting in a distant land. Reese Witherspoon has purchased the option to film The League of Wives; it’s an incredible story.” The program will be moderated by Piedmont Virginia Community College Professor Emeritus Cliff Haury, who received his PhD in history from UVA, served with the Army in Vietnam, and taught courses on American conflicts from Vietnam to Iraq and Afghanistan. “We’ve got the story from long ago, we’ve got the story of what’s going on with women and war now, and we’ve got someone who has experienced it as well bringing up those questions,” Kulow says. “I love it when we can have that kind of a conversation as part of the Festival.”
Acknowledging a Legacy, Looking to the Future “When we approached this year’s Festival we went into it with the idea that our focus really is on looking forward,” Kulow says. “That’s why our Saturday night program at the Paramount is with new authors who are out there with their first or second book. Our legacy is very important to us, and we feel that it’s part of our mission to bring in authors who have never been here before and that people perhaps haven’t heard of yet, and say ‘Here’s why they’re important.’” Entitled Future Tense: Writers You’ll be Reading for the Next 25 Years, Saturday evening’s program will feature

Kids love Festival Saturdays for StoryFest, nine events including an appearance by Clifford the Big Red Dog at the Paramount, a book swap and a story time marathon at JMRL Central, and a Wild About Reading! hour with live animals at the Virginia Discovery Museum. Whodunit fans can choose from Crime Wave programs throughout the week, starting with the True Crime program Wednesday afternoon in City Council Chambers. In surveys after each program, 97 percent of participating authors answer “Yes” when asked if they would recommend the Festival to author friends. f you dream about buying a home but lack a huge savings account, don’t despair. Despite what you read online, you don’t have to sock away huge amounts of cash to obtain a mortgage. And while it helps to be a first time buyer, that’s not always necessary. There are a surprising number of 100 percent financing options available, even if you have owned a home in the past. You just need to know where to look.
communities like Mill Creek, south of town and those in areas north of the river, or west of Pantops. Other options are available as well. Ask your lender for advice.
Down Payment Assistance
Consult the Experts If you’re like most people you will go online for information about interest rates and mortgage programs. The good news is, there is lots of advice. The bad news is it’s not all reliable, so don’t believe everything you read. Real estate newcomers often don’t have enough knowledge to be skeptical about the validity of what they read online, says Julia Morris with Fulton Mortgage. She urges borrowers to rely on websites such as the ones at VHDA (Virginia Housing Development Authority) and Piedmont Housing Alliance (PHA). Created by the General Assembly in 1972, VHDA works in partnership with a variety of community-based and government entities to make financing available for affordable housing throughout Virginia. A big part of their service is down payment assistance plans accessible through sources such as your lender and organizations like PHA. PHA, a local non-profit, has a mission to “create housing opportunities and build community through education, lending and development.” In the last two years they helped 67 first time buyers purchase a home with $618,000 in deferred down payment assistance loans. PHA’s certified housing counselors can help determine your eligibility for assistance and find the best programs. PHA also offers advice and counsel on credit issues. Visit their website (piedmonthousingalliance.org) to download an intake form, the first step in contacting a counselor. Another great source of information is our local lenders. And if you are serious about buying a home the time to call is now, explains Andy Zemon with Waterstone Mortgage Corporation in Charlottesville. Even if you just signed a year’s lease on an apartment, call your lender today. They can help you evaluate your readiness for obtaining a mortgage and assist with solving problems that

may prevent you from borrowing the funds you need when the time is right.
Zero Down First Mortgages You may have read that zero down programs all but disappeared after the market downturn forced the tightening of credit requirements. However, not only does this kind of financing exist, but in some instances you can access funds to pay for closing costs as well. There are a number of 100 percent loan options, Zemon says, including some that “can be used for first time buyers, multiple home owners and anywhere in between.”
One zero down option is called the Wealth Building Loan available through Waterstone Mortgage. An adjustable rate program, interest is fixed for the first seven years. Rate adjustments after that are “designed to keep payments consistent with a 1 percent annual income increase,” Zemon adds. There is no prepayment penalty if borrowers elect to refinance. Another popular 100 percent loan comes from USDA. Called the Rural Housing Service Loan it is only for rural properties, though they don’t have to be on acreage to qualify. For example, some close-in neighborhoods that are USDA loan eligible include
Down payment assistance comes in the form of loans and grants and often requires borrowers to be first time buyers (usually defined as those who have not owned and occupied a home for the last three years). Some programs also allow sellers to help by paying the buyers’ closing costs. In most cases, income limits apply and borrowers must meet credit score minimums. For example, Zemon’s company has a program called Select Smart Plus that pairs a 97 percent, fixed-interest first mortgage with a four percent second mortgage. Not only does this provide 100 percent financing, but borrowers can apply the extra funds to closing costs. The other good news is that this program does not require mortgage insurance. Another terrific source of loans and grants for down payment and closing cost assistance is VHDA. One of several VHDA options is a three percent second mortgage for the down payment, says Jay Domenic with Movement Mortgage. And with a high enough credit score, borrowers may also qualify for a five percent second mortgage, which can be applied to closing costs. VHDA also has a Down Payment Assistance Grant for first time buyers, which does not have to be repaid. The maximum amount is 2-2.5 percent of the home’s purchase price.
Mortgage Credit Certificates Eligible first time homebuyers can utilize another substantial VHDA benefit: a Mortgage Credit Certificate or MCC. Qualifying MCC recipients receive a tax credit every year they live in their home, which is equal to 20 percent of their mortgage interest paid. This means, if they pay $10 thousand in interest they can subtract 20 percent (or $2 thousand) from their total tax liability. The remaining $8 thousand can be declared as a deduction. Buyers can use this credit annually so long as they remain in the home. If it’s time to buy a house, contact your local lender about down payment assistance and zero down loans.
