CAAR Homes Sales Report First Quarter 2021 Market Report Key Takeaways Economic Conditions • In the first quarter of 2021, the pace of economic growth both statewide and in the Charlottesville region has slowed somewhat. However, consumer spending and job growth likely will accelerate this spring. • Consumers’ confidence about present and future economic conditions improved in March. • Mortgage rates ticked up slightly in the first quarter of 2021, although it is likely that rates will stabilize and remain low for the rest of 2021. • Sales activity was relatively flat in the CAAR market this quarter. There were 815 sales in the region during the first quarter, 3% fewer than last year. • Sales prices continue to rise throughout the area. At $335,000, the first quarter median sales price climbed 11% from last year, a gain of $33,000. • The inventory in the region continues to be very low and is continuing to get smaller. There were just 540 active listings in the CAAR footprint at the end of the first quarter, down 61% from a year ago.

Economic Overview Economic conditions in Virginia improved in early 2021; however, the pace of job growth in the commonwealth has slowed. With the distribution of Federal

stimulus funding and greater availability of the COVID-19 vaccine, consumer spending will rise and job growth will accelerate this spring. The improving economy will support strong housing demand. While the Virginia economy has been adding jobs since the summer, there has been a slowdown in early 2021. There were about 3,700 fewer jobs in February than there were in January, after the addition of 16,300 jobs between December and January. After falling for several months, the unemployment rate in the Charlottesville region was higher in January and February 2021. The regional unemployment rate was 4.6% in February, which was down from 5.0% in January but is an increase from 3.9% in December. The region’s unemployment rate remains below both the statewide and national rates. The local economy should improve in 2021 and the unemployment rate likely will fall in the months ahead. New residential construction activity has remained relatively steady in the Charlottesville region over the past nine months. In January and February 2021, there was a total of 195 permits issued for the construction of new homes, including 147 single-family homes and 48 housing units in multifamily buildings (including duplexes). Compared to January and February 2020, the number of permits for new housing construction is up 31%, with an increase of 47% in permits for new single-family homes. Despite the steady homebuilding activity, the pace of new housing construction remains below what is needed to meet demand. At the same time, rising lumber and other materials costs have increased the cost of delivering new housing. Consumer confidence measures improved in March. A consumer confidence index above 100 indicates people are feeling more optimistic. In March 2021, the measure of confidence in the present economic situation was 118.9, up from 91.3 in February. The measure of consumers’ confidence in future economic conditions rose to 112.6 in March, moving above 100 for the first time since October. Mortgage rates increased for several weeks in February and March. According to data reported by Freddie Mac, the average 30-year fixed-rate mortgage rate increased from an average of 2.73% in mid-February to 3.18% at the end of March. Average rates fell to 3.13% in the first week of April. It is unlikely that the Federal Reserve will raise rates in 2021, even with improvements in economic conditions. As a result, mortgage rates likely will remain low throughout the year.


Inventory

The CAAR area housing market had a relatively slow start to 2021. As a result of a slowdown in March, home sales were fairly flat in the first quarter compared to a year ago. Despite the slowdown this quarter, home prices in the region continue to surge, which is also keeping the sold dollar volume above last year’s level. The low supply of homes continues to make for a very competitive market for buyers, which in addition to driving up home prices around the region, is also causing homes to sell much faster, on average.

The CAAR area market is one of the most competitive in Virginia as the supply of active listings continues to shrink rapidly. There were just 540 active listings in the region at the end of the first quarter, less than half the number of listings available a year ago (-61%), which is a reduction of 858 listings. The chronically low supply in the region’s housing market reflects broader market trends both in other parts of Virginia and nationally. In Virginia, there was a total of 15,787 active listings at the end of the first quarter, which is down 46% compared to a year ago. Many would-be sellers are opting to renovate or expand their homes instead of selling. In other cases, homeowners are hesitant to sell their homes because price points have been rising rapidly so buying another home to move into in a tight market makes less sense financially than staying put in their current home. There were about 1.4 months of supply at the end of the first quarter in the CAAR footprint, down from 3.6 months a year ago. The months of supply metric is calculated by taking the average monthly sales over the preceding 12-month period and dividing it by the inventory of active listings.

Sales Overall, sales activity in the CAAR housing market was flat during the first quarter. There were 815 sales in the region, 21 fewer sales than a year ago, a modest 3% reduction. The slowdown in activity this quarter occurred in March, as sales declined in all jurisdictions in the footprint compared to the prior year. Sales in January and February were relatively strong, outpacing last year’s totals by double digits. The pullback in March sales likely reflects the very low supply in the region, which has given buyers very few options. In the first quarter of 2021, there were 29,128 homes sales in Virginia, which is up 19% compared to the first quarter of 2020. Prices in the CAAR housing market continue to rise rapidly, a trend that has been consistent for the past five years. The first quarter median sales price in the region was $335,000, up 11% from last year, a gain of $33,000. All local markets in the CAAR footprint had very strong price growth this quarter. The consistent price growth reflects a competitive market for buyers, as inventory in the region’s housing market continues to dwindle to historic lows. In Virginia, the median sales price in the first quarter was $325,000, which was up 12% compared to the first quarter of 2020.

Sold Volume Despite the relatively flat sales activity this quarter, surging prices in the CAAR market pushed up the total sold dollar volume. There was approximately $332.9 million of sold volume during the first quarter in the area, which is 9% more than a year ago, a gain of about $27.2 million. The sold volume has been trending up in the region for more than two years.

Days on Market As supply continues to shrink, homes are selling much faster on average in the CAAR area. The average days on market in the first quarter was 43 days, which is about a month faster than last year (-33 days). The amount of time it takes to sell a home in the region has been trending down for years; the average days on market this quarter is about two months faster than in the first quarter five years ago. Statewide, the average days on market in the first quarter was 34 days, which is down from 53 days in the first quarter of 2020.

Hawksbill Mountain, at 4,050 feet, is Madison County’s highest point and is

in Shenandoah National Park. Featuring a 2,500-foot ascent from Timber Hollow, hiking to the summit is a popular challenge. Not to be outdone, Old Rag Mountain was named by Outdoor Magazine as one of the 25 best hikes in the world. Fitting of its stature, Old Rag’s parking area is filled before 8:00 a.m. on most weekends. To enjoy hiking and waterfalls in one trip, there’s none better than Whiteoak Canyon. Six waterfalls range from 35 to 86 feet, with swimming holes at the base of each. Options to extend the hike

convert this trail to a strenuous 8.2-mile circuit. Together, these neighboring mountains and canyons draw experienced hikers to Madison County for one or more challenging days. Easier treks are also available throughout this section of the Blue Ridge Mountains. If water has more appeal than climbing mountains, Madison still delivers. The Rapidan River comprises the southern border of the county. Together with its major tributaries, the Rose, Robinson, and Conway Rivers, the Rapidan offers first class fly and trout fishing. Paddling outfitters and public access points serve these rivers well. Even if your idea of enjoying the outdoors is peering through a car’s windshield, you won’t be disappointed. Route 231 runs right through Madison County and is one of the top 10 scenic by-ways in the US.

Bread and baked goods come from the bakery across the street, meat and vegetables from local farms. In turn, Floyd enjoys tremendous support from the community. Customers know they are getting a great meal at Mad Local and the money that Floyd takes in gets recirculated many times over

through the restaurant’s local suppliers, creating a strong economy from which everyone benefits. Floyd is optimistic about the future of Madison. “The town council is getting new perspectives and doing things that will make it a downtown where people want to spend their time and money.” For his part, Floyd is going all in. This month he will open 117 Market Place, a new storefront two blocks from Mad Local. He will keep his focus on local and unique products, from salsas to spices, eventually venturing into on-site dining. Keep your eye on this little town in the heart of Madison County.

County Economy As expected, much of the county’s economy is based on its rural nature and access to the outdoors. Major employers include retailer Plow & Hearth; Box In Box Out, an order fulfillment and inventory management company; Madison Wood, making high quality treated wood products; Woodberry Forest School, a boy’s high school; and the hospitality and agritourism sectors. A barrier recognized by the County Board of Supervisors is the lack of widespread Broadband service. They are aggressively addressing the problem and planning for nearly universal expansion. Madison’s economic success is tied to what makes it different, because that’s what makes it attractive for residents and visitors. Where else can you enjoy a Wool and Wine Festival and Sheepdog Trials? “One way we celebrate our unique heritage and natural resources is through our festivals,” says Tracey Gardener, Tourism and Economic Development Director for Madison County. “Two of our big celebrations, Graves Mountain Festival of Music and The Taste of the Mountains won’t be back until 2022 due to the pandemic and the crowds involved. But this month we have our Annual Tour de Madison on May 15, and our Sunflower Festival in June. Almost every weekend, people are out celebrating what’s special about Madison County.”

Housing The real estate market in Madison is enduring the same trials as other housing markets in Central Virginia. Tustian says, “The numbers for Madison County are astonishing. Right now, we only have 27 listings. In a normal spring that might be 80 to 100 listings. There are fewer owners selling and houses are getting snapped up quickly. The median days

Madison was carved out of Culpeper County in 1792 and named for a family that had extensive landholdings and business dealings in the area, and whose famous son later became the fourth President of the United States. It is home to American history. Aptly, the Journey Through Hallowed Ground Natural Heritage Area that runs from Monticello to Gettysburg includes Madison County. Civil War battles are commemorated at The James City Battlefield located south of the Culpeper County line along U.S. 29, while Jack’s Shop Battlefield lies along Route 231 at Rochelle.

Madison County’s other presidential connection is as the site of President Hoover’s summer retreat used throughout his presidency to escape the heat, humidity, and pressure of Washington. In August 1929, Hoover addressed the citizens of Madison County, thanking them for their hospitality, describing his retreat as “the excuse for return to the woods and streams with their retouch of the simpler life of the frontier from which every American springs.” Hoover’s speech is commemorated annually at Hoover Ridge Park. His Rapidan Camp eventually became part of Shenandoah National Park.

Today Madison County continues to protect and preserve what makes it different. Even the way residents experienced the pandemic may have been uniquely Madison. Holbrook says, “We became better neighbors because of COVID. Instead of retreating and isolating, we found a way to get to know each other, to help each other. That’s one more benefit of country living.” Fiona was lucky. Julie came for her husband’s job. Jennifer took over the family farm. Eric moved north from Florida for a farm, the climate and sense of community. Jacob came to Madison after military service to open his restaurant, Mad Local. All five have realized dreams for what their life in Madison County would become.
