Mounds Boulevard Station BRTOD Plan The BRTOD Plan provides: • Policy, regulatory, and implementation guidance for the City of Saint Paul’s Station Area Plans and Dayton’s Bluff District 4 Plan • Clarifies and provides additional detail for the vision, circulation, and development plans identified in the City’s adopted Station Area Plans and Dayton’s Bluff District 4 Plan

Mounds Boulevard “Neighborhood” Station Station “typologies” reflect the complementary role between stations along the corridor and inform the type and intensity of transit-oriented development that should be emphasized in each station’s development plan.

Station typologies respond to station-specific conditions, community desires, and adopted policies and plans while being consistent with best practices for transit-oriented development. Assigning a station typology to each station area considers site conditions, market conditions, and demographics.

Based on these factors, the 10 stations along the corridor were assigned one of four types: • • • •

Neighborhood: Established residential areas with fewer opportunities for transit-oriented infill or development Mixed-use neighborhood: Established residential areas with fewer opportunities for transit-oriented infill or development Employment: Established employment centers that provide family-wage jobs and high transit ridership opportunities Commerce: Established commercial centers that serve both the corridor and region

Mounds Boulevard is a “neighborhood” station, and provides the following: • A “front door” to the East Side’s historic Dayton’s Bluff neighborhood • Station access routes that serve the existing transit-dependent residential neighborhood and provide linkages to transit-supportive uses such as Metropolitan State University and the Dayton’s Bluff Recreation Center • A mix of multi-family apartments and townhomes at a scale appropriate to the historic neighborhood and a limited amount of neighborhood-scale commercial uses that serve nearby residents and transit riders to and from the University

Station Location and Guideway Design Refinements (September 2018) At the Mounds Boulevard Station, the proposed BRT route is to be located along the north and east sides of Mounds Boulevard and along the south side of Hudson Road between Third Street and Johnson Parkway.

The station platforms are located on the east side of Mounds Boulevard at Third street.

Phase 4 Circulation Plan The circulation plan includes the following: •

Within 1/4 mile of the station, walk and bike improvements ensure safe and direct access between the station and neighborhoods to the east and south of I94

Within 1/2 mile of the station, walk and bike improvements connect the station to Metropolitan State University and the Dayton’s Bluff recreation center, and to Indian Mounds Regional Park

Corridor Trail – Third Street (A on the map on page 4): An off-street shared walk and bike trail on the south side of the street connects Maria Avenue to the station. A “road-diet” on Third Street converts 4 lanes to 3 lanes with a dedicated turn lane to improve auto access and provide space for the trail.

Corridor Trail – Mounds Boulevard (A on the map on page 4): An off-street walk + bike trail links the station to neighborhoods, the corridor trail, and Indian Mounds Regional Park south of I-94.

Corridor Trail – Mounds Boulevard between Commercial Street and Burns Avenue: City enhancements to the existing Indian Mounds Regional Park trails includes new trail segments, replacement, widening, trail signage, benches, and new crosswalks at intersections.

Phase 4 Development Plan The Development Plan identifies a potential concept for the location of uses that support a safer and more active BRT station environment, enhance BRT ridership and illustrates a vision for redevelopment based on the adopted station area zoning. •

New multi-family housing along Third Street and Maria Avenue provides additional housing opportunities close to transit and an active Third Street environment with windows and doors facing the street A commercial node at Third Street and Maria Avenue capitalizes on drive-by traffic and transit users moving to and from the station into the neighborhood

Mounds Boulevard station area, potential redevelopment: Looking at the graphic (top) and illustration (bottom), redevelopment of vacant and underutilized properties provides the opportunity to enhance the value of existing properties with new commercial storefronts and multi-family housing. New neighborhood-serving businesses provide activity near the station, promote a safe station environment, and serve the neighborhood and transit users.
