Jim Astin Retires From Banking

BY KAY SPEARS After sixteen and a half years as Branch President of the First Bank Texas in Stamford, Texas, Jim Astin has retired from a thirty-five year career in banking. His retirement party was held at the bank on Friday, December 21, 2018. He stated he will take six weeks off to do some traveling and see friends in College Station and Dallas, TX. “I have enjoyed banking and I’ve really enjoyed the people I’ve been able to be associated with. I’ve been very fortunate in my life to be surrounded by a lot of people a whole lot smarter than me. I want to continue that because I like to learn.”

Astin said he has been offered the position of Interim Director of the Stamford Economic Development Corporation to last about a year. He has held that

position before and wants to work with the City, the Development Corporation, the Chamber of Commerce and other civic entities to pull everything together. He stated, “I want everyone to know what direction we are pulling in and get everyone on the same page.”

Continuing to speak about the Stamford Economic Development Corporation, Astin explained the need to gather information and improve communication. He stated he enjoyed his time being with the group. “The job is unique in that any day you can walk in the door and go in any of one of a hundred different directions and there is always something coming up that is unexpected. You need to define the directions you want to go, need to have a goal and plan to get there and then assess the plan and the goal every

so often. That’s what I plan to institute and get going and hopefully we can get a good foundation set, a good direction going, very good communication. Find someone young and energetic and full of new ideas and they’ll have a great foundation to stand on and take us on into the future.”

Explaining his future plans he stated, “I plan to stay here. I plan to maybe be a little more involved in some farming operation, as we have some land. I plan to do a little more recreation than I have been doing and a little more travel.

I also plan to continue my civic work and at the current time I am on the Central Appraisal District Board and serving on the Texas Work Force Commission Board for this area.”

His daughter, Emily, works for Saber Corporation in Dallas and he is

very proud of her. “She’s the best daughter any dad could have ever had. I was blessed to have a very intelligent and very good young man as my son and unfortunately he passed away in 2017. I was very proud of him he was going to have a career in medicine but that didn’t work out. I miss him a lot.”

Astin stated he has been fortunate to be around good Christian people and exposed to some very good Methodist ministers/pastors that have served in Stamford, also other local ministers. He stated, “The body of Christ in Stamford is in very good hands. I have been able, fortunately, to develop a faith in God and it has been tested. I believe in eternity and in a better life. I am very happy and proud to have a strong faith and the great support of a Christian community.”

Sheriff for Unexpired Term Named

Due to the Christmas Holiday, the Jones County Commissioners Court met on Wednesday, December 26, 2018 for their regular meeting. The meetings are open to the public and are held on the third floor of the Jones County Courthouse, Anson, TX. In attendance were Judge Dale Spurgin, County Commissioners James Clawson, Steve Lefevre, Ross Davis, Joe Whitehorn with County Clerk Lee Ann Jennings recording the proceedings.

The minutes of the last meeting held on Monday, December 10, 2018 were approved by the Commissioners.

A bid was approved submitted by Penny L. Taylor for the purchase of (R28671), being Lot 6, Block 1, Hanna Southside Addition, to the Town of Stamford, Jones County, Texas. The Bid Amount is $5,000.00 with court costs waived.

Judge Spurgin gave an update regarding FEMA, TDA and TDEM Forms and Requirements. Judge Spurgin stated there was no news on the last storm event in

October, 2018. FEMA has not yet announced if they will be doing a Presidential Declaration. The Commissioners were advised to continue immediate road repairs to make sure roads are safe and passable. They were reminded to document any work done after October 7, 2018. Regarding the TDA from the 4269 event, the local match, clarification was requested last week on some of the worksheets and the ownership lists. This information was submitted back to TDA last Friday and they are working those claims. Judge Spurgin provided information about specific projects to those Commissioners involved.

Next on the agenda was the Contract and Agreement for Detention of Juvenile Offenders between Wichita County and Jones and Shackelford Counties.

Using Wichita County is an advantage for some of the juveniles to use the in-house medical facilities.

The contract was approved.

Concerning the Anson Solar Center Tax Abatement and the Road Use and Maintenance and Crossing Agreement: Judge Spurgen sent the non-disclosure

agreement to Allan Carmichael and he has not heard back from the project developer. The only update is that Jones County has completed everything that has been asked of them.

The Treasurer’s Report was given and approved.

The Commissioners approved to Amend Budget and Line Item Transfers and to Pay Bills.

Judge Spurgin introduced the next item, Discuss and Take Action on Applications on Unexpired Term of Jones County Sheriff.

Interviews were held on Monday, December 17, 2018. There were seven applications: David George, Danny Jimenez, Robby Wedeking, Zach Soliz, Marcus Lively, Sarah Alfaro, and Christopher Levens. The Court went into Executive Session from 9:14am to 9:36am to discuss the applicants. When open court was re-convened, a motion was made and approved to appoint Danny Jimenez to the unexpired term of the Jones County Sheriff’s position. This will take effect on midnight, January 1, 2019. Judge Spurgin stated the County Auditor will need to submit his name

to make sure his bond is in place before then. This position is for an unexpired term. There will be a filing process in the NovemberDecember, 2019 time frame. The primary election will be held in March, 2020 and the General Election will be in November, 2020.

The term will be completed on December 31, 2020.

Under the Discussion item: Kim Miles has accepted the AgriLife Extension Agent in Taylor County.

The process to fill the Jones County Constable position will begin at the next Commissioners Court meeting.

Presentations of plaques were given to outgoing Sheriff Greg Arnwine and retiring Commissioner Joe Whitehorn.

Donald Massey addressed the court concerning ongoing repairs needed to CR195 in Precinct 2. Judge Spurgin asked him to remain after the meeting and speak to Steve Lefevre and he agreed.

The meeting was adjourned.

TRI AREA LIVESTOCK SHOW

On Saturday, January 5, 2019, the Tri-Area Livestock Show will resume its annual tradition of joining FFA and 4-H members from Lueders-Avoca, Paint Creek, and Stamford schools in exhibition of their livestock and agricultural mechanics projects. Check-in for sheep, goats, and swine will be held on Friday, January 3rd from 2 p.m. to 6 p.m., with check-in for cattle,

chickens, and rabbits to be held on Saturday morning prior to the show. The show will begin at 10:00 a.m. on Saturday with the judging order as follows: agricultural mechanics, sheep, goats, cattle, rabbits, chickens, and swine. Will Winter, swine breeder from Idalou, will judge all categories of livestock.

Immediately prior to the swine show, at approxi-

mately 12 p.m., the everpopular cake auction will be held. All proceeds from the action benefit the show’s prize money fund and assist with facility upgrades.

The public is invited to attend the 2019 Tri-Area Livestock Show to watch the events, support our local youth, and participate in the cake auction. All events will be held at the Weldon Holbrooks Show Arena,

located north of the Texas Cowboy Reunion Grounds.

HELLO FROM COWBOY COUNTRY

Last week, the crew of the Tremblin’ Gremlin, including local boy, Harry Haynes, were getting prepared to bail out of their mortally wounded B24 Bomber. To refresh your memory, the crew included the 20-yearold pilot, Lt. Rosencrans from Ohio; the co-pilot, Lt. Windham from Pennsylvania; engineer and waist gunner, Cpl. Houck from Ohio; tail gunner, Sgt. Martin from Vermont; radio operator and waist gunner, Cpl. Jesse Whisenant from Texas; top turret gunner, Sgt. Anthony from Alabama; nose gunner, Sgt. McCullough from Illinois; ball turret gunner, Sgt. Harry Haynes from Stamford, Texas; navigator, Lt. Jaros from New York; and the bombardier, Lt. Besser from California.

When we last left the crew, Haynes was forced from his shattered belly turret, back into the waist of the plane. The gruesome sight awaiting him made him pull back in shock. Sgt. Martin had dragged himself from his position as tail gunner to the waist of the plane, but was grievously

injured. Cpl. Houck was lying unconscious on the floor of the plane. And his best friend, Cpl. Whisenant was balancing on his one remaining leg, still firing his gun at the attacking German fighters. Lt. Rosencrans’ voice booming over the intercom, brought Haynes back to reality.

Rosencrans knew the plane was a dying bird, and was ordering all crew to bail out.

Haynes knew he had to help his friends out of this death trap.

Opening the escape hatch in the belly of the bomber, he proceeded to aid Sgt. Martin with his parachute and eased him through the hatch. Then he turned his attention to Cpl. Houck and began to slap him into a state of semi consciousness. After helping him into his chute, he lowered him out of the plane.

Next, he had to physically pull Cpl. Whisenant from his gun that he was still firing. Alarmed at the amount of blood flowing from Whisenant’s severed leg onto the floor of the plane, he had to literally

pry Whisenant’s hands off the gun in order to apply a tourniquet on Whisenant’s leg. Next Haynes strapped him into his chute, and after saying a final, “Good Luck, Jesse,” he proceeded to edge him over the open hatch into the plane-filled sky.

With no other crew members in sight, Haynes reached for his own chute, only to discover with a sense of growing panic, that it had been shot full of holes. He immediately proceeded to the rack by the open bay doors to secure a spare, intact parachute. After strapping himself in, he looked up to see the co-pilot, Lt. Windham, climbing through the plane, looking for any crew members that had not made it out. With a look between them, the two men jumped through the open bomb doors. As soon as their chutes deployed, the B24 exploded in midair. Lt. Rosencrans, the last to leave, was blown clear of the plane and pulled his rip-chord, deploying his chute. The explosion blew him upward and he was at roughly 20,000 feet, so he lost consciousness momentarily. He awoke to a horrific sight. As he opened his eyes and remembered where he was, he helplessly watched the German fighters that had destroyed their plane, now strafing his helpless crew. A bullet grazed the back of his head and he had the wherewith-all to hang limp in his parachute and play dead.

This strategy seemed to work, because the fighters left him alone. Only after the fighters had gone, and as he was still slowly falling to earth, he remembered the Major insignia that his friend, Lt. Jaros, had made him take moments before they left on their mission.

Hurriedly, he threw off his lieutenant bars and replaced it with the Major emblem.

Sgt. Haynes was also watching with horror as

he saw the German fighters strafing the same crew members that he had just helped into their chutes and out of the doomed plane. Momentarily, he regretted his act of mercy earlier when he chose not to kill the German pilot that had bailed from his smoking plane. Haynes was still bleeding from his grievous neck wound. Previously, Haynes had been teased about wearing his collar up on his leather flying jacket, sort of his fashion statement. But this fashion trend likely saved his life.

The collar was tight against his neck, as he hung in his chute, stemming the flow of blood.

As Haynes made his way closer to the ground, he realized that his current path would land him on electrical lines. Quickly making up his mind, he unstrapped his chute and fell the remaining few feet. The landing knocked the wind out of him, and when he regained his breathe and could focus again, he realized that he was surrounded by townspeople, and they were not happy. Although he did not speak German, their intentions were clear enough.

One of them had a rope and through the gestures they were making toward him, Haynes realized that they intended to hang him.

To make matters worse, Haynes spotted a Gestapo soldier rapidly walking toward him. Feeling that his demise was inevitable, Haynes was shocked when the Gestapo soldier took custody of him and stopped the townspeople from lynching him. The Gestapo officer then led Haynes to a local civilian police station.

Haynes was quickly reunited with some of his crew members, but when he looked at the floor, his heart sank. His best friend Whisenant was lying quietly on the floor. Not realizing that Whisenant was already dead, he bent down to adjust his tourniquet, when he was hit from behind by a soldier’s gun. After regain-

Jesse Whisenant ing consciousness, Jesse’s body had been removed and Haynes, Martin, and Houck were taken to a hospital to have their wounds treated. After a few weeks of recovery, the three crewmen were transferred to a prisoner of war camp, and later forced on the Black March (also called the Shoe Leather Express). Harry Haynes survived his ordeal and returned to Stamford to practice dentistry. But the trauma that he experienced on that 21st mission, and during his time in the POW camp, would haunt him for the rest of his days.

I don’t know about you, but reading these first-hand accounts of local veterans and the sacrifices made during their service to our country really brings home to me that freedom can never be taken for granted.

And more importantly, freedom is not free, it was bought with the blood, sweat and tears of our service men and women.

Bearden Joins Staff at First Bank Texas Stamford Scott Bearden will be joining First Bank Texas in Stamford. Scott has been with First Bank Texas for 5 years, serving at the Haskell location. He specializes in commercial, consumer, and real estate lending, and has a total of six years in the banking and financial industry.

Scott was raised in Stamford and is a graduate of Stamford High School. He attended Texas Tech University, where he received a Bachelor of Business Administration in 2013. In August of 2015, he graduated from Texas Tech’s School of Banking. Currently he lives in Haskell with his wife Sara, who teaches at Haskell Elementary. Scott enjoys spending much of his spare time in Stamford tending to the cow/calf operation he and his father Tommy own, and is excited to continue his banking career in his hometown.

Scott looks forward to the opportunity to work and give back to the community of Stamford. Please stop by the First Bank Texas branch in Stamford to say hello. He will be delighted to see you!

UNWRAPPING CHRISTMAS:

By Lori Copeland Rose’s headache pounds fiercely as she stares at the overflowing December calendar brimming with Sunday School parties and extra Cantata practices. Her husband wants her to cut back on some of her volunteer activities. Rose promises to do so — after Christmas.

Her phone rings with more READING REVIEW requests for her time. The Youth group needs two dozen Martha Jarred cookies. A member of her Sunday School class has had surgery and needs two casseroles. The church secretary wants Rose to write Advent summaries for the bulletin each week. Other friends are having major problems with health issues and family situations. Rose promises to call them — after Christmas.

Her family is revolting against eating tuna three nights a week. Rose promises to prepare better meals — after Christmas. She stops by her doctor asking for help with her headaches. He tells her to slow down and get more rest. Rose promises to get more rest — after Christmas.

It is such a hectic season! Christmas is starting to not look so jolly. Rose’s endless “To-Do” list seems to grow even longer. She squeezes in time to do Christmas shopping, hang lights and decorate the tree. Rose feels guilty that over committing is causing her to neglect her family and friends. She sacrifices her own needs to make everyone else happy; however, her family is beginning to have problems and suffer from her inattention. Rose is worn out from doing good deeds and caring for others.

Her head is throbbing, but isn’t a Christian supposed to put others first before themselves?

Rose decides she will not be able to host her extended family’s Christmas dinner. Her two sisters refuse to step up. Her brother’s young bride can’t cook, so Rose agrees to have everyone come to her house after all. An unexpected emergency changes her plans. Will this be the worse or the best Christmas ever?

UNWRAPPING CHRISTMAS is a story about priorities, discussing whether folks get so busy “doing” Christmas that they often fail to “experience” Christmas. The true meaning of Christmas is exemplified showing the impact small acts of kindness can have. The background of Advent and an explanation of the symbols are presented at the beginning of the chapters. Traditional Swedish recipes of Lutefisk (Swedish Christmas codfish), Potato Lefse, and Sirupsnipper are included. Take a welcome break from the hustle and bustle of the season and wrap up in the glow of Christmas joy.

Stay Merry and Bright this Holiday Season Remember: Buzzed Driving Is Drunk Driving As the calendar year winds down, the holiday festivities start up. Make sure to stay off Santa’s “naughty” list by following this advice: Always choose sober driving, and always plan a safe ride home before you party. To help keep Americans safe on the roads, Texas A&M AgriLife Extension is teaming up with the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) this holiday season to remind all drivers about the dangers of drinking and driving. With holiday festivities and office parties taking place, it’s essential to plan a sober ride home before ever leaving for the event. This holiday season when going out for a night of merrymaking, remember: Buzzed Driving Is Drunk Driving.

NHTSA’s campaign will run from November 23 through December 12, 2018.

“The holidays are a time of joy and reflection, but also a time to use extra caution on the roads,” said Miles. “Unfortunately, alcohol at many holiday events contributes to the number of impaired drivers on our roadways. Help us spread the message: Even

one drink is one drink too many. If you feel buzzed, you are already drunk.”

According to the NHTSA, 37,133 people were killed in motor vehicle traffic crashes in 2017, and 29 percent (10,874) of those fatalities occurred in crashes in which a driver had a blood alcohol concentration over the legal limit of .08 grams per deciliter. The holidays prove to be especially dangerous to drivers as more people — drivers and pedestrians, alike — are out on the roads.

“We want to keep our roads safe this holiday season and help people understand that the only time they should be behind the wheel is when they are sober,” said Miles. “It doesn’t matter if you’re male or female, or how much you weigh, alcohol affects everyone differently and you do not have to be feeling or acting drunk to be too impaired to drive.”

Drunk driving isn’t the only risk on the roads: Drug-impaired driving is also an increasing problem on U.S. roadways. If drivers are impaired by any substance, alcohol or drugs, they should not get behind the wheel of a vehicle. Driv-

ing while impaired is illegal — period. The bottom line is this: If You Feel Different, You Drive Different. It’s that simple.

Drinking and driving should never be combined.

It’s essential to plan a sober ride in advance if the holiday celebration will include alcohol. The alternative could change your life, not to mention the lives of passengers, pedestrians, or of other drivers and passengers nearby.

This holiday season, Texas A&M AgriLife Extension’s Watch UR BAC program, and the NHTSA urge drivers to designate a sober driver before heading out for the evening. For anyone that plans on drinking, plan on not driving.

Party with a Plan First and foremost: Plan ahead — be honest with yourself: You know whether you’ll attend a party. If you plan to drink, plan for a sober driver to take you home. Is it your turn to be the designated driver? Take that role seriously, because your friends are relying on you.

Remember that it is never okay to drink and drive.

Even if you’ve had only one alcoholic beverage, desig-

nate a sober driver or plan to use public transportation or a ride service to get home safely.

Bevel Named AP Offensive Player of the Year

The 2018 Texas Associated Press Sports Editors named their Class 2A All- State High School Football team.

Stamford Quarterback Peyton Bevel was named the 2A Offensive Player of the Year. Bevel broke two records during the 2018 Football Season.

Bevel was also named First Team quarterback with 196309-3,849 passing, 50 passing touchdowns, 528 rushing yards, and 5 TDs.

2019 Farm Bill Becomes Law (AP) For many there was a question whether the new farm bill would get passed before the end of the year. The measure, which ran into some partisan challenges in the U.S. House, along with some differences that needed to be worked out in the Senate, made it through last week and went to President Trump’s desk.

And while the President is balking at signing the new budget bill, he was ready to sign the new farm bill into law. The Agriculture Improvement Act – HR 2 – is now law, providing some certainty for farmers.

As Zippy Duvall, president, American Farm Bureau Federation commented: “Enactment means risk management tools, foreign market development and environmental stewardship programs continue to be available, and on terms that reflect a much tougher farm economy than the one we faced when the last farm bill became law.”

Michael Conaway, R-Texas, commented on passage of the bill: “With President Trump signing the farm bill today, America keeps faith with those hardworking farm and ranch families who put food on our tables and clothes on our backs. Because of the support of the president, Sec. Perdue and a Republican Congress, we

While it became law, the move isn’t without some controversy, as Sen. Debbie Stabenow, D-Mich., pointed out in her comments: “While I’m pleased the President has signed the Farm Bill, I have strong concerns that the Administration’s rule on nutrition assistance will take food away from families. I will oppose any attempt by this Administration to undermine our bipartisan farm bill that protects food assistance.”

WEST TEXAS TREES AND LANDSCAPES

By Bruce Kreitler and the KWKC Green Team First of all, I hope everybody is enjoying the Christmas Season, the family get-togethers that go with it, and remembering that Christmas is about Christ, and the celebration of his birth.

Recently, I was sitting in on some continuing education classes, getting some required continuing education units (CEU’s). At this particular CEU conference, one of the classes was given by a dedicated tree researcher, who deals almost exclusively with things that affect trees. This particular person has been doing research concerning Texas trees, and tree problems, longer (much) than I have been in the tree business.

He is also one of the people who helped develop, from the ground up, the ways we deal with oak wilt in Texas.

Naturally, over the many years that I’ve been in the tree business, and learning about trees, I have been in a lot of classes taught by this person, and read a lot of papers that he’s written. In fact, now that I think about it, I’m pretty sure he taught part of the course I took

just prior to my taking my first International Society of Arboriculture (ISA) certification exam. Interestingly, that particular course was something the ISA had just started, and all the different people who helped teach it, were laying the groundwork for how that course would be presented in the future.

Not to get too sidetracked, but the ISA was having a problem trying to get more certified arborists, in that almost nobody was able to pass the exam the first time, with some people never managing to pass it at all. As you can imagine, that kind of difficulty level was not encouraging people to enter the Certified Arborist program, but the ISA also didn’t want to water it down. Personally, I agree with that kind of thinking. The whole idea of the Certified Arborist program is to try to encourage better educated, more knowledgeable arborists, who would then be available to the public. My thinking, is that watering down what it took to get the certification would be a huge step backwards. Ergo, what they decided to try was some classes that involved time in classrooms, and fieldwork. When I went through that original class, it was held one full day a week, and I think it was about eight days total. I thought it was pretty thorough, and certainly a lot of material was covered. These days, they’ve boiled it down to one or two days, all at once.

I don’t know what they took out in all that “boiling”, but I’m glad I got to take the full length version.

Anyway, one of the things that was mentioned in

the CEU class I referenced above, was a bug called the Emerald Ash Borer (EAB).

Other than to bring up, once again, that the EAB is a total disaster as far ash trees go (it kills all untreated ash trees, no exceptions), the EAB isn’t really what I want to focus on. What I do want to talk about is a couple of the comments that went along with the EAB part of the discussion.

Something I’ve heard a lot of, from other arborists, who work in other parts of Texas, is how much they hate working on ash trees, and that frankly, they don’t view a possible EAB driven eradication of ash trees in their areas as something to lose a lot of sleep over.

What mostly causes the general disdain for ashes is how much time is involved in pruning ash trees, and the difficulty of being able to charge enough to do the job properly, without clients having a heart attack, and questioning the ethics of such high prices, for what really doesn’t look like that challenging of a job.

Man, do I get it. Ash trees take a lot more time than nearly any other comparable sized tree. What I used to say about ashes was, that anytime you wanted to, you could take a trailer-load of brush out of an ash, and nobody would even notice. I certainly agree that pruning ash trees is a problem, but I highly disagree about their potential disappearance being a possible benefit.

By the way, I don’t think the researcher I’m referring to shared the opinion that ash trees were disposable.

He didn’t state that for himself, rather just mentioned that, like me, he’d heard

that opinion expressed a lot. I think it’s safe to say that somebody who has had a lifelong focus on preventing/curing tree diseases and insect infestations, is probably always going to take the tree’s side.

What I’ve noticed about the people who say they won’t miss ash trees, is that almost all of them are from areas where it is pretty easy to grow lots of different species of trees. Houston, San Antonio, Austin, Waco, North Texas, etc. all have a much larger “plant palette” available to them, when selecting trees, than West Texas has. I guess if you live in the tropics, and can grow anything you want, blithely stating that an entire genus of trees is “undesirable”, and you would better off without them, doesn’t give anybody pause. Not here. We are pretty limited on available tree species, and having an insect shorten that list for us, and kill a bunch of our urban canopy cover, all at once, is going to hurt, a lot, and I know it.

My personal opinion is that where the EAB shows up in Texas, a lot of people, who currently think ash trees are more of a pest, than a benefit, are going to learn the hard way that they were all wet.

Whitley Succeeds Pablos As Texas Secretary Of State Gov. Greg Abbott on Dec. 17 announced the appointment of David Whitley as Texas’ 112th secretary of state.

In his new role, Whitley will act as Texas’ chief elections officer, as protocol officer for state and international affairs, and will serve as liaison for the governor on Mexico and border affairs. Whitley’s appointment fills the vacancy left by outgoing Secretary of State Rolando Pablos, who served in the post for two years.

“David has been an invaluable member of my administration for over a decade, both in my time as attorney general and during the entirety of my first term as governor,” Abbott said. “He has a keen understanding of the election process, and has served as a top advisor for international relations within the Office of the Governor. I am confident that in his new role as secretary of state, David will continue to safeguard the integrity of our elections and maintain Texas’ standing on the international stage.”

Whitley most recently served as Abbott’s deputy chief of staff. He served earlier as appointments director. He began working for then-Texas Attorney General Abbott in 2004, serving in various roles including assistant deputy attorney general.

He is a member of the State Bar of Texas and volunteers in the UT Law Mentorship Program. A native of Alice, Whitley received finance and law degrees from The University of Texas at Austin.

Texas Attorney General Ken Paxton praised the governor’s appointment of Whitley, saying, “I’m confident David will make it a priority to preserve and protect the integrity of our election system in Texas.”

DPS STOP STUDY IS RELEASED The Texas Department of Public Safety on Dec.

13 announced the release of a comprehensive analysis of traffic stop data by race and ethnicity of drivers.

The study, which includes traffic stop data by race and ethnicity from 2017, concludes that DPS’ internal controls “align with documented best practices.”

The study was requested

by DPS and was conducted by the University of North Texas. It recommended no changes to the department’s current practices, policies and protocols.

Nevertheless, the DPS announced the launch of a new system that tracks the agency’s traffic-stop data related to the race and ethnicity of drivers. The new system will be used by the DPS “to identify trends and outliers that could indicate performance issues, including the potential for racial profiling,” according to the agency.

DPS Director Steven McCraw said, “We are pleased with the findings of the UNT analysis, yet we continue to look for ways to enhance the way we protect and serve Texans. This new internal control program will do just that.”

AGENCY HEAD UPDATES BUDGET J. Bruce Bugg Jr., chair of the Texas Transportation Commission, on Dec. 14 posted an update on what taxpayers are getting for their transportation dollars.

“Transportation touches the lives of every Texan, every day, and there’s no time to wait as we deliver on our commitment to keep Texas

moving forward,” Bugg said.

The commission and the agency it oversees — the Texas Department of Transportation — have spent more than $24 billion toward relieving road congestion in the state’s major metropolitan areas as part of the $75.4 billion Unified Transportation Program over the next 10 years, Bugg said.

Since 2015, more than 1,300 lane miles have been added to state roads and more than 2,600 non-tolled road projects worth $11 billion have been completed.

Also, a priority for the commission and TxDOT is addressing safety and roadway improvements in the energy sector. So, over the next decade, the commission has directed $3.4 billion to make repairs and improve roads in the energy-rich Permian Basin, Bugg added.

BUSH SUPPORTS BEACH LEVEE Texas Land Commissioner George P. Bush on Dec. 15 announced his support of the levee proposed by the Coastal Texas Study on or along the beach. He called the study “an important step in the effort to reduce the risk along the Texas coast from dangerous storm surges and other threats.”

“It is important to remember, this is a draft proposal and the location of the levee has not yet been determined.

I support locating the barrier on or along the beach, however, data and engineering studies must still be done before we can determine the placement of the levee. We are listening. I will continue to work to ensure that public comments are carefully considered and included as we move forward with this draft proposal,” Bush said.

The Bible clearly reveals that love is very important and we are all called to reflect the love of God into this broken world.

So I encourage you to rethink the greatest love known to man. Be obedient to Jesus’s command to love each other (John 15:17). “Let all that you do be done in love” (1 Cor. 16:14). And always remember, to love others because He loved you first (1 John. 4:19).

YULE

Our good word for today is YULE. This is a word that is associated with Christmas yet it has pagan origins. Yule is the Winter Solstice which occurs December 21st this year. You’ll be surprised to learn some of the pagan rituals of the Yule coincide with some of our Christian traditions. First, there is the bringing of a tree into the Bill Hillier house. I have a Christmas tree in my house. To me it’s a reminder of the tree Jesus was crucified upon. Then, there is the celebration of the Birth of the Sun god, while we celebrate the birth of the Son of God. Also the yule represents moving from the darker half of the year to the lighter days. This reminds me that God gave his Son to take us from the darkness of sin to the light of life. He is light. John 8:12 (KJV) “Then spake Jesus again unto them, saying, I am the light of the world: he that followeth me shall not walk in darkness, but shall have the light of life.”

You’ll not hear me say “Happy Yuletide” to anyone this December 21st. I will be saying Merry Christmas. As I write this article, I notice the clock and calendar on my computer reads Dec. 19. I guess by the printing of this article, I will have missed the gathering at Stonehenge this year. But that doesn’t matter as long as I do not miss the gathering at my church to celebrate the Christ of Christmas. I hope you’ll be doing the same. That is, remembering the Christ child who came as God’s gift to a sinful dying world. I certainly hope you’ll have a Merry Christmas. Have a blessed day!

Reflecting on 2018

Well reader, we have once again reached the end of yet another year as by the time you are reading, this we will be only four days away from 2019.

And as most of us tend to do at this time of year right after we celebrate Christmas we start to reflect on the year that we had.

While many will point to the negatives and say “2018 was the worst year,” there are still many others that tend to look on the positives in the year. While it is important to not dwell on the Will McClure negatives, we should also take this opportunity to learn from the year’s mistakes and see how we can correct them in the new year; thus becoming our New Year’s Resolutions! With that said, I would like to take this week to reflect on the year that has gone by and even what I would decide to put into my thoughts each week in “Thoughts from Under the Cap.” I think it may be a good thing to get the negatives out of the way first. After all, start out low and end on a high note.

We have seen and heard some terrible, maddening, and even downright ridiculous things that have happened over the year.

A common theme that I noticed and discussed was the rise of internet memes and fads that dominated a good portion of the year. Now while it is true that these things have been around for a lot longer, they just seemed to get dumber as the year went on starting with the Tide Pod challenge to the Keke challenge. I think this was the year of seeing how many people can harm themselves just to be “famous.” What made it worse was how social media continued to glorify the items, but thankfully the fads eventually went away as quickly as they began. We also saw instances of individuals seemingly start losing more of their patience, especially when it comes to traveling. I know I have spoken about people on the road and how it always seems to be rush, rush, rush. What seemed to make it worse is when we would be hit with bad weather. We would see members of law enforcement and the Texas Department of Transportation on the roads to divert and stop traffic during a lot of rainfall, but motorists would still try to either go through the water or go around and get stuck, all because they thought they “knew better.” We saw some head-scratching moments and there were many more, but there is no need to continue dwelling on the negatives.

Now we move onto the positives. I always try to end my columns on a positive note regardless of the content, good or bad.

Even with all of the negatives in the world today, we can always work towards a better future. Throughout this year, even with all of the negativity in the world, we in the smaller communities always found a way to be positive. Whether we opened our city with welcome arms for the Texas Cowboy Reunion or reaching out a helping hand when one of our own was hurting, there was always something positive to think about. We even saw the reopening of our Grand Theatre which brought the Stamford community closer than ever before. This year I talked a lot about the future and needing to teach lessons to our youth.

They need to be able to see positive actions that they can pick up on and pass along themselves. There are too many ways that negativity can sneak in, we just have to do our part to put stops to it whenever we can. A positive moment is to always look towards the future and insure that we can keep that future positive and full of good. After all, I think that is a New Year’s Resolution we can all agree on: have a hopeful future.

“It’s very satisfying and very stress-relieving,” he says. “I do enter competitions and go to various shows. Sometimes people come up and say they’d love to learn how to do this. They ask me about tools. If they look like they’re interested, I loan them 3 basic tools, a safety glove to keep from cutting themselves, and a leather strap like the old barbers used to use to sharpen their straight razors. I then give them a little book I wrote on how to carve various things.”

He lets the people keep the tools, glove and strap for 6 months.

“If they enjoy carving, I’ll tell them where they can buy the tools. If they don’t enjoy the carving or can’t handle it, they give the tools back to me and they’re not out any money.”

Harry’s house is in a planned community on the outskirts of Whitney.

“The house is designed

around my shop. I drew the plans and gave them to the architect and he pretty well followed them. It works great. I can enter the workshop from my office. I have air ducts and blowers to get the dust outside so it never gets in the house. I spend a lot of time in my workshop and have some wonderful equipment I’ve bought over the years.

When I’m not carving, I’m reading about carving.

I have a large library of wood carving books and magazines.”

He is a member of the Texas Woodcarvers Guild that has a two-day show in Cleburne every April.

There are also 5 days of teaching woodcarving to anyone who wants to learn. Most of them are older. He wishes more young people would find the hobby interesting but

says most of them are electronic minded.

He carves manger scenes.

“I have 15 students that I teach in our community.

We have a church here called White Bluff Chapel. We had a Christmas Eve service one evening and there was no manger scene. So the following Christmas Eve I presented the congregation with a manger scene with Mary, Joseph, baby Jesus and promised them that I would give them a piece every year to add to this. At this point we have two shepherds, a cow, a donkey, the 3 Kings, the 3

gifts and 3 large camels.

The camels were challenging. I have one that’s standing, one that’s semireclining and one fully reclining. I gave each of my students the opportunity to carve a sheep, so they have a hand in this, too.

There’s probably about 52 pieces in there right now.”

The manger scene is on a 6-foot table. He made a stable with Velcro so all he has to do to put it up is snap the pieces together.

Harry is a retired druggist who was at a crafts show and saw some woodcarvers.

“They looked so contented, just carving some really beautiful pieces that looked like they belonged in a museum or gallery.

I stood there a long time admiring their work and asking questions.”

ROTARY CLUB NEWS The Goodfellows Program has been a vital organization for many years to try and see that those less fortunate can have a good Christmas. Gwen Baker has been active and has volunteered lots of time working with others on this and other programs to see that the needs of the less fortunate are taken care of. Much work, planning

and preparation has to be done so more that 275 people can receive boxes with food, clothing and toys at Christmas. Gwen told the Club about how she works to gather the names of the people, to find out their needs and to arrange for the things needed so they can be collected and distributed just before Christmas. Many of the elderly are

included as well so they can have a Christmas. Gwen’s program was very informative and many of our members were not aware about what all is involved in this program.
