Abilenians Travel to Use Local Lab

BY KAY SPEARS William “Bill” Lee is the Lab Director with the Stamford Hospital District housed in the Stamford Hospital building, built in 1967. Lee stated, “We are going to try to become a competitor in the Reference Lab Market.” In the Reference Lab Market, no one lab can do every test and some tests are out sourced to other labs. “There are lots of things most small facilities don’t do.”

Being able to do those tests can bring in revenue. When those tests can be completed at a discount, everybody benefits and prices are not elevated.

Medicare “slashed” their prices again this year. Lee stated that trying to generate the revenue to keep everything going can be a challenge if the cost per test is not watched. Costs include the many different aspects of running a laboratory. Lee has broken down every test in order to know exactly what it costs to run that test.

Lee stated, “Once you load a reagent onto the machine, it time stamps that reagent and it’s only good for X-number of days after that and it’s different for each reagent.” Lee calculated how many reagents are being wasted and used that information to calculate test prices.

Lab prices at the Stamford Health System Lab are some of the lowest in the Big Country. Lee determined they were losing money on every test they sent out to Hendrick Health System.

He researched other laboratory facilities and settled on LabCorp as the most reasonably priced when tests had to be sent out. Their costs for sending tests out to be run went from between $4,000 and $6,000 a month down to $2,200-2,300 per month.

The lab now has the equipment to run about 100 different tests. They can do almost all of the thyroid panel inhouse. They are setting aside money, as they can, to save for the purchase of an analyzer that would eliminate 99% of the “send-outs” that they now have.

They have been working hard to cut costs and, up to this point, they have eliminated the need to send out about 80% of the tests they were previously sending to other labs to process. Very soon they should be able to do Vitamin D testing and that will eliminate 75% of the current send-outs.

Lee stated he is very excited about the progress they are achieving. “I’m very excited about being able to provide a more comprehensive laboratory for the community to take part in and do it at a discount.”

“If your doctor tells you that you need to get blood work done and gives you an order for it, you can take that order and go to any hospital or laboratory in the country to get it done. They have to allow you to choose where you get the lab work done. For them to tell you where to get the lab work done is against the law,” stated Lee. He gave examples of the cost difference on the Comprehensive Metabolic Panel (CMP) between Abilene Regional Medical Center at $1,290, Hendrick Health System at $454.81, and Stamford Health System at $17.84.

A Lipid Panel at Abilene Regional is $387.00, $299.44 at Hendricks, and $22.62 at Stamford Health System.

Under the direction of Lee, the cost at the Stamford lab of a CMP went from $71.50 down to $17.84 and the Basic Metabolic Panel (BMP) went from $57.20 down to $14.29. Lee stated, “I’d drive to Stamford to save $1,200.”

Recently, they have seen people traveling from Abilene to get their blood drawn, tests run and the results sent to their doctors in Abilene. Lee stated he believes the word is getting out and they are beginning to see an increase in volume. His goal is to save the consumer money and give quality service. Lee stated he wants to drive

volume and to get more people to have their lab work done at Stamford Health System Lab. “It will save people money and save insurance companies money.”

All lab tests done in-house are completed by the end of the day, they do not leave until the day’s testing is complete. Generally, results are available within an hour from the time the blood is drawn. Lee began as Lab Director at Stamford Hospital in October of 2017 and works with two Lab Assistants, Micaela Baez and Sharee Painschab. “We run quality control after hours so that it doesn’t affect patient testing, so we can get results out as fast as possible.”

The way to keep any business going and growing is for the community to know it is there, to use it and use it often. The in-patient hospital and ER areas of Stamford Health Center closed, however there are many healthcare areas that did not close. The Laboratory services, Physical Therapy (PT), the Walk-in & Appointment Clinics, X-Ray Dept., Ultra Sound, EMT services, and the Health Club at 125 W. Stamford’s Carnegie Library Repairs Moving Forward BYKAYSPEARS The Stamford City Council met on Monday, April 1, 2019, at Stamford City Hall for the first of two scheduled meetings of the month. Mayor James Decker opened the meeting.

Melinda Smith gave the invocation and led those present with the Pledge of Allegiance.

In attendance were Mayor Decker, Council Members Melinda Smith, Ken Roberson, Jimmy Doan, Paul Wright, City Manager Alan Plumlee, City Attorney Raymond Hollabaugh, City Secretary Kim Bryant, CFO Karen Lou Graham, and Chief of Police Darwin Huston. Councilman Dennis Beardon was not in attendance.

Under the Consent Agenda: The minutes from the Regular Meeting on March 18, 2019 ware approved. The following Leases and Lease Transfers were approved: Lake Lot Lease Transfer at 121 Lake Shore Drive from Stanley Chafin to Jerred Pepper.

Under the Regular Agenda: Titania McGee signed up to speak to the Council and brought up maintenance & mowing issues regarding Washington Park. She stated she put

in a work order for mowing & the City was prompt in their response. McGee explained that Baseball Coach Michael Martinez brings his own equipment and spends his own funds to mow the south half of the park to ensure the safety of the children while they play baseball.

The issues remain of weeds growing up along the fence line and the other half of the park is left not mowed/trimmed.

McGee asked the Council to consider maintaining the park and the lot to the east of the park on a regular basis. Mayor Decker suggested officially joining the SE corner lot with the park. He asked McGee to assist him to form a proposal to bring to the Council and she agreed.

Next on the agenda was to discuss/take action on Resolution 2019-3 – Drought Contingency Plan. City Manager explained that every five years a formal resolution is needed to be approved by the City Council to turn into the Water Development Board. The Drought Contengeny Plan was approved.

It was approved to renew the lease of 40 acres at $40.00 per acre per year at Lake Stamford to Vance Proctor. It was also approved to add an additional 5 year option.

Next on the agenda, the Council Approved to Table action on the Sagerton Water Supply contract. The contract will be reviewed by the City Manager to make changes/deletions to the contract and it will be brought before the Council at a future meeting.

Next, the City Manager gave an update on the library, pool and lake marina repairs and improvements. The ceiling tiles have been removed from the library’s second floor, the area cleaned, and items have been thrown away. The next step will be to look into the cooling & heating, then ceiling, walls, doors. On the list will be possible demolition of some of the temporary walls, questions an-

Luci Wedeking stated the air conditioning would be first on her list to be accomplished before the Summer Reading Club convenes in mid-to-end of July. The present small coolers are not adequate.

Plumlee stated it needs to be known where the walls will be before the AC is addressed.

Roberson suggested having someone with architectural experience be brought in to help with a plan. Wedeking brought up the inadequate number of electrical plugs for the size of the rooms. She also stated there are old blue prints available to look at during this process.

Wedeking brought up the full remodel in 1961-1962, which “erased the historical qualities of the building, they wanted it more ‘jet set’. That was just the trend at the time.” She stated a campaign to raise funds to restore the front of the building was held in 1989-1996. The building fascade was restored in 1996 to the original Carnegie Library.

Plumlee then updated the Council on materials pertaining to the City Pool and the Lake Marina. He moved on to his City Manager’s report by stating

He also stated the Tornado Warning Sirens would be tested on Tuesday, April 2, 2019 at 11:00am. There are two sirens in town, one at the convenience station and the other is at Symonds Blvd. & Yale.

Plumlee told the Council he has been working with FEMA. The county was given a Disaster Declaration by the President for the damage from the heavy rains from October, 2018. Early voting will be April 22-26, 29 & 30. Extended hours of 7am7pm will be on April 23 & 30.

For the month of March, there were 16 water leaks and issues with the sewer on 10 cases.

Lonnie Vivian was selected as the new Precinct 2 Commissioner for Stamford.

City Manager stated he continues to meet with the people concerning the Frazier Properties.

Councilman Roberson gave an update on the meeting he attended with the Board of Directors of BRA. He stated proposals they gave do not affect the Stamford area. The meeting was then adjourned.

“Good News” For Nigeria On Wednesday evening, March 27th, 7:00 pm, Temple Baptist Church , 309 E. Campbell, had the honor of presenting “Spread the Word Ministries”, with Pastor Godstime, native Nigerian.

Pastor Godstime is the pastor of Liberty Baptist Church, Ayen Village, Nigeria, and the President of “Spread the Word Ministries.” His ministries are “A MISSION OF GIVING HOPE TO THE POOR”, distributing Bibles, Books, Literature Tracts, Church Planting, and a Bible Institute for training native untrained pastors, church workers, and missionaries, all of which are free for the taking. Multi-millions of material and Bibles have been distributed throughout the Nigerian villages through this ministry for free.

Pastor Godstime was invited by Temple Baptist Church to share his ministry and preach God’s Word, while he was in the states this time. Pastor Godstime said, “I accepted Jesus Church as a nine year boy in our village and God laid it upon my heart to help my people have access to God’s Word. Many villages that do have the Gospel of Christ, only have one or two Bibles.

My people are hungry for God’s Word and are happily celebrating victory when we distribute the Bibles and literature in the villages. We thank God for allowing us to Spread the Word to the needy, focusing on caring for others by spreading the Word of God for free. We only have a few churches in the United States who have taken our ministry to heart, by providing containers of Bibles and Literature. It is our earnest desire to place a copy of the Bible in every home, while at the same time, reaching all regions of Nigeria with God’s Word. Simona Jacques, 79, of Stamford, passed away Saturday in a local nursing home. Funeral mass wiere held 10:00 a.m. Tuesday, April 2, 2019 at St. Ann’s Catholic Church with Father Chacko Thadathil officiating. Interment followed in the Highland Memorial Cemetery. Rosary was 6:00 PM Monday April 1, in the Kinney-Underwood Chapel.

Simona was born August 9, 1939 in Cameron, Texas, the daughter of the late Jose and Patricia Gonzales Soliz. She married Miguel Jacques Jr. January 19, 1958 in Anson. She was a lifetime resident of Jones County. Simona was a care giver to her parents and loved spending time with her family. She could often be found playing the machines at the game room. She enjoyed working with her hands, crocheting, quilting, and gardening. She was a member of St. Ann’s Catholic church.

Preceding Simona in death were her parents, her husband, 2 daughters, Julia Jacques, and Connie Jacques, one sister Benita Valdez, and one brother Narciso Soliz.

Simona is lovingly survived by sons, Miguel Jacques III and his wife Isabel, of Hawley, and Robert Jacques of Stamford; Daughter and son-in-law Virginia and Roy Barrientez of Stamford; grandchildren, Miguel Jacques III, Brandi Jacques, Mandi Leija and husband Bobby, Michael Barrientez and wife Crystal, and Sara Gonzales and husband Mario; six grandchildren and two on the way; four sisters Ramona Aguilar, Margaret Martinez, Mary Zambrano, Dorothy Rodriquez; a brother Jose Soliz II; and numerous nieces and nephews.

Clydia Belle Taylor, 90, lifetime resident of Stamford, passed away peacefully at her home on Friday, March 29, 2019. Funeral services were held 2:00 p.m. Wednesday, April 3, 2019 at Avoca Methodist Church with Rev. Dennis Huffaker officiating. Interment followed in Spring Creek Cemetery under the direction of Kinney-Underwood Funeral Home in Stamford. Family and friends shared a visitation time from 6:00-7:00 p.m. Tuesday evening, April 2, 2019 at the funeral home.

Clydia was born February 1, 1929 in Stamford, Texas, the daughter of the late Hugh and Ella Mae (Grisby) Massey. After graduating from Stamford High School, Clydia started her lifetime career in nursing in the first graduating class of the Stamford LVN school. She married Robert E. Taylor in June 1950 in Stamford. They lived in California from 1950-1969 and then moved to Stamford. Bob Ed preceded her in death on November 9, 2012. Clydia received her Bachelor of Science degree in Nursing from the University of Texas at Arlington. She truly loved the nursing profession and worked at numerous area hospitals and was the director of the Texas Department of Health in Stamford, District 14 for over 10 years. Clydia liked to watch old movies starring Jimmy Stewart, Clark Gable and John Wayne. She was a member of Avoca Methodist Church in Avoca.

Preceding Clydia in death were her parents; her husband; a son, Richard Thomas Taylor; six brothers and three sisters.

Family surviving Clydia are a son, Robert Taylor of Stamford; daughter, Lisa Taylor of Stamford; two grandchildren, Jessi Taylor of Clyde, Presley Peters of Stamford; one great grandchild; three brothers in law, Don Taylor of Avoca, Gary Taylor of Grapevine, Tommy and Madeline Taylor of Colleyville; and numerous nieces, nephews, and great nieces and nephews.

Liliahlda was born November 8, 1939, in Gonzales, Texas, the daughter of the late Victor and Aurora (Ramirez) Sanchez. She married Frank M. Acosta in September 1956 in Stamford, Texas. Frank preceded her in death in October 1965. She later married Julian Moreno June, 1967. Lily was a devoted wife and mother to her family. She enjoyed having them all together. Lily enjoyed being a homemaker and admired her plants and rosebushes. She was a member of St. Ann’s Catholic Church.

Preceding Lily in death were her parents; her husband, Frank M. Acosta; two sons, Ronald Frank Acosta, David Roy Moreno; one grandson, Brandon Dominick Barron; two brothers and three sisters.

Brain Drains and Gains Last week, I introduced the concept of the “homecomer”—author Wendell Berry’s term for someone who left rural America seeking a “better” life but then found that the real better life was back home all along. This week, I want to share why it matters, and who those homecomers might be, in each of our towns.

In the past, I’ve talked about rural “brain drain,” when the bright young minds of a rural community leave to pursue work or educational opportunities and don’t return. Brain drain is unquestionably a challenge for all of our rural communities. Brain drain is viewed as a foregone conclusion by many observers, both inside and outside rural America. These observers have concluded that, in 2019, our best and brightest young people simply want to live in vibrant urban centers, near other similar-minded young people and with easy access to amenities.

But is it actually a foregone conclusion? Research suggests that it’s not. A study published in 2016 in the American Educational Research Journal says it is not. This study found that high-achieving high school students are no more likely to leave a rural community

First and foremost, opportunity matters. Our people have never stayed in a place for no reason—not the old world, the cities “back east,” the frontier, our modern cities, or rural America. Our young people will not stay and they won’t come back “just because.”

We have to provide our homecomers with economic opportunity and quality of life that matters to them.

Just because certain amenities (or a lack thereof) were good enough for our parents or our grandparents, we shouldn’t expect our young people to just “deal with it.” Attracting people to your town is a sales pitch, not a take-it-or-leaveit proposition.

More on that sales pitch is coming later, but in the meantime, ask yourself a hard, honest question: is your community currently a desirable place for young people to live? If not, how can you make it so?

HELLO FROM COWBOY COUNTRY

It’s been fun sharing the Pumphrey stories over the last few weeks, but there have been more behind the scenes happenings that are worth mentioning here. It’s time to get back and update y’all on the inventory and archives process and some significant finds from the SMS office’s historical collection.

Onward with dispatches from the Vault…

There have been lots of fun days in the last few weeks re-discovering historical treasures that have been carefully saved over the last hundred years, but one day in particular that I will never, in my life, forget.

It started out the same as the rest, carefully pulling down different books, binders, and other items from high up on dusty

shelves. I had just finished taking inventory of one of the most amazing finds so far, a large leather and suede bound land registry book from the late 1860s1890s that kept records of all of the original railroad land grants and registration of dozens of counties in Texas. All the entries were in the most beautiful script, you could see the different hands of a various secretaries that had been employed

by S.M. Swenson over the years, including the familiar scribe who had eventually recorded Swenson’s handwritten will. It was the kind of thing you’d expect to find in the vault of the Smithsonian Museum. I could have happily spent the whole day looking through this single book alone.

But, this paled in comparison to what I was about to happen upon…

That same morning, I was overcome with emotion going through the contents of a very old and dusty black enameled lock box. The box looked like it came from the old world, very likely Sweden, and featured a sunray pattern embossed into its lid, framed by a faded red and gold hand lined accent.

Toward the front were old envelopes holding various deeds and abstracts, all dutifully inventoried, then at the back sat a black leather accordion envelope, butter soft and pliable, old, but extraordinarily well kept.

Upon opening it I got shivers. Amongst various folded papers, neatly filed in its brown leather dividers, the first thing clearly visible inside was A.J. Swenson’s social security card. Now I honestly don’t believe in ghosts, but I felt like I’d been touched by one and as I started taking inventory of the contents, I was moved to tears.

At the front of A.J.’s wallet were the papers from when his wife, Selma Swenson, passed away.

The official instrument made testament of her character and noted she had wished her husband and children inherit and share her things. Next to it was a deed to a cemetery plot, plot one, row one in Bethel Lutheran Cemetery in Ericksdahl. It had been purchased many years previously, in 1917.

In the next section sat A.J.’s citizenship papers, a status which he received in 1905. Born in Sweden, a nephew of S.M. Swenson, AJ’s story is like so many of our own families, whether naturalized in recent years or back in the frontier days of the old west. His immigration is an American story, and it is the story of Stamford.

This is the exact moment where I realized I

had come across a very thoughtfully and carefully curated collection of his most private and personal things. All the documents that told who Andrew John Swenson was, just as he had kept them. This spark of electricity ran through me and I honestly felt like I’d been touched by a ghost. Deeply moved, I had to leave the room for a moment to collect myself and get some air. As I asked Irma for a tissue to dry my eyes, she asked if I was ok. I explained the joyous and profound discovery that had been sitting on a shelf, hidden away, collecting dust for the last half a century.

We both went back to take a look at the rest of the contents. Also inside was A.J.’s last will and testament, that had been considered and put together after Selma had died, in 1934. There were a few shareholder certificates for endeavors in which he had a founding or vested interest, including the Farmer’s Cooperative Company of Lueders, Texas and The American Hereford Association. The collection as a whole told its own story about the man many called the “Papa of Stamford.”

Needless to say, after this very personal encounter 66 years after his passing, A.J. Swenson is now my very favorite of the old time S.M.S Cowboys. Naturally, as research nerds tend to do, I’ve since begun a journey reading all I can about him, and I’m looking forward to sharing more of his story with y’all in the coming weeks.

INVITATION FOR BID The City of Stamford will receive sealed Bids addressed to the City of Stamford for the 2016 TWDB DWSRF Water System Improvements Contract B - Elevated Water Storage Tank Project RE-BID until 2:30 p.m. local time on Tuesday, April 23, 2019 at Stamford City Hall, located at 201 E McHarg, Stamford, Texas 79553. Bids will be publicly opened and read aloud immediately thereafter at same location.

The work generally includes construction of a 250,000 gallon composite elevated water storage tank and related work.

The Bidding Documents may be obtained from Civcast at www.civcastusa.com. Prospective Bidders may examine the Bidding Documents at the Engineer’s Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m., and the City of Stamford Office, on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m.

Each Bid shall be accompanied by a Cashier’s Check or Bid Bond, acceptable to the Owner, in an amount not less than five percent (5%) of the total amount bid, as a guarantee that the successful bidder will enter into a proper Contract and execute Bonds on the forms provided in the Contract Documents.

Bid sureties will be returned to all but the three lowest acceptable bidders within five days after the opening of Bids. Remaining bid sureties will be returned after complete execution of the Contract.

The surety company providing the Bid Bond must conform to the same requirements for surety companies providing Performance and Payment Bonds described below.

The successful bidder must furnish Performance and Payment Bond on the forms furnished with the Contract Documents in the amount of one hundred percent (100%) of the total Contract price, from a surety company holding a permit from the State of Texas to act as surety. Lady Bulldogs Improve Record to 18-2-1

The Lady Bulldogs took home a 4-1 victory over Eula on Tuesday, March 19th to start off district play.

Citlaly Gutierrez led the Lady Bulldogs to victory on the rubber. She allowed two hits and one run over seven innings, striking out 16. Stamford socked one home run on the day.

Jacelyn Bell hit an in-the-parker in the sixth inning to bring in two runs. Brittany Macias led the Lady Bulldogs with three hits in three at bats. Stamford was sure-handed in the field and didn’t commit a single error.

Bulldogs trailed 3-2 in the top of the sixth inning when Savana Gonzales tripled on a 0-1 count, scoring two runs. Albany fired up the offense in the first inning, when C. Holson doubled on a 1-1 count, scoring two runs. The Lady Bulldogs scored three runs in the seventh inning. Macias went deep in the second inning. Stamford had nine hits in the game. Laramie Terrell and Macias each managed multiple hits for the team. Terrell went 3-for-4 at the plate to lead the Lady Bulldogs in hits.

Four Bulldogs Pitchers Rally Together In Shutout Victory Against Knox City

BY KEVIN BARTLEY The Bulldogs defeated Knox City 10-0 on Tuesday as four pitchers combined to throw a shutout. Cade Lefevre induced a groundout from Andrew Casillas to finish off the game. They got things started in the first inning when Reagan Detamore doubled on a 1-1 count, scoring one run. They also notched five runs in the third inning.

Brennon Day pitched Stamford to victory. He lasted one inning, allowing one hit and zero runs while striking out one and walking one.

Lefevre, Brett Patterson, and Peyton Bevel all put in work in relief out of the bullpen, steering their team towards the victory.

Casillas took the loss for Knox City. He allowed four hits and six runs over two innings.

Trace Edwards, Day, Christian Cardenas, Josh Mueller, Zach Duran, Kaleb Flick, Lane Patton, and Detamore each managed one hit to lead Stamford.

WEST TEXAS TREES AND LANDSCAPES

By Bruce Kreitler and the KWKC Green Team As I write this, the wind is really booming, and combined with a much lower temperature than we had over the last few days, it makes it kind of hard to keep in mind that it’s early spring, and all kinds of plants are either blooming and starting spring growth, or are about to. Never-theless, it is early spring, and there is about to be a “lot of growing going on out there”. I was reminded of this, and how rapid growth manifests itself in trees, the other day when I was handling some debris from a tree removal.

What happened was that while I was handling a fair sized log, and this one happened to be from an ash tree, the bark just slipped off of it in one piece, just like it had been greased from the inside. Of course, this was a straight piece of wood, without any irregularities or knots in it. What this tells me, is that that particular tree was in the process of growing vigorously when we removed it. Normally, when I talk about “slipping” bark, I’m referring to bark that is sloughing off

dying or damaged parts of trees where the underlying cambium (more about that in a minute) has died and the bark has lost its attachment to the tree. However, maybe a better way to describe what happens with the bark when trees are aggressively growing, and this is how I think of it, would be as “slippery” bark.

The cambium, or cambial layer, of a tree, is where all the action is. Excluding the branch tips, which grow in length, it’s the main living and growing part of a tree. Even though it’s a very thin layer of the tree, especially compared with the thick woody portions, it’s a place of intense activity. In fact, it’s even involved in the transport of energy from the leaves back down to the roots, on top of everything else that it does.

When you look at a cross section of a tree to count the rings, and try to figure out how old it is (in a tree of any real age, this can be more difficult than it sounds), what your eye is picking up is not each year’s growth. What you are actually seeing is the contrast in the rings between fast growth and slow growth. One of the reasons that counting rings can be more complicated than people realize is that, especially here in West Texas, there are years where the climate is unfavorable to trees. What happens then is that there is no real period of rapid growth, and thus little or no contrast between spring growth and the rest of the year. I’ve looked at plenty of tree rings, using

a magnifying glass, where what looked like one ring, to the naked eye, was actually as much as six years of annual growth.

Right about now, when you look at a tree, it may not look like it’s doing a lot. In fact, it probably looks pretty placid. Even if it’s blooming and/or putting on leaves, that may be showy, but it just looks like business as normal, with nothing all that special about it. Steady and staid may be what we see in trees right now, but normal healthy trees are whirlwinds of activity in the spring. That cambial layer I referred to is an extraordinarily busy place in the spring with massive amounts of cell expansion (growing) going on. One very interesting (at least to me) facet of trees is that they grow inward, and outward, at the same time.

What happens is that while the tree is laying down new layers of wood tissue, which will become what we call heartwood in later years, it’s also expanding the bark outward to keep its new, larger, self, covered and protected.

This means that there are two different types of growth going on, which are happening on each side of a very thin, very active, layer. The result is that while all of this is taking place, that layer of aggressive growth and activity is not very well attached to the rest of the tree, which results in the bark becoming slippery as far as its attachment to the woody tissue.

One result of all of this is that at this time

of year, it’s a good idea to be a little careful around trees. If you are planting new trees, if you can help it, don’t handle them by the trunk. If you are doing some kind of heavy work in, around, or on, trees, right now it’s a lot easier to cause them damage than it will be in another couple of months. Even if it slips off easily, damaged or loose bark is still damaged or loose bark, and we should avoid causing those kind of tree problems, whenever we can. Also, one more effect of how slick bark can become in the spring, and this mostly involves pretty heavy-duty tree work, is that a log being lowered out of a tree on a rope, can actually slip out of its bark unexpectedly. Admittedly, that’s not a problem most people are going to have to wrestle with, but for a guy like me, it’s definitely something to keep in mind.

House, Senate Continue To Move Closer To Passing Budget Last week, with 60 days remaining until the end of the 140-day regular session of the 86th Texas Legislature, the House and Senate vaulted closer toward finalizing a state budget.

On March 27, the House of Representatives voted 149-0 in favor of HB 1, its version of the state budget for fiscal years 2020 and 2021. The lower chamber’s bill allocates some $251 billion to cover the two years and puts $9 billion more than the current budget into education reform, including a teacher pay increase and pension funding, and property tax reform.

SB 1, the Senate’s version of the state budget, is scheduled for more early-April hearings in the Senate Finance Committee before coming to a Senate floor vote. SB 1, like HB 1, presently contains some $9 billion for education reform and a property tax break. Since mid-January, the committee chaired by Sen. Jane Nelson, R-Flower Mound, heard more than 750 witnesses present public testimony in 25 meetings, helping members craft a bill that totals more than 1,000 pages. Nelson broke down the $9 billion as follows: — Almost $4 billion for an across-the-board teacher pay raise of $5,000; — $2.3 billion in additional money for non-salary public education reform; and — $2.7 billion for property tax relief.

SB 1 is expected to pass soon in the Senate, and should it do so, a conference committee of House and Senate members must meet to reconcile differences in the two versions of the state budget. Nelson and four other senators appointed

by Lt. Gov. Dan Patrick, along with House Appropriations Committee Chair John Zerwas, R-Richmond, and four House members appointed by Speaker Dennis Bonnen, will make up the conference committee.

be forwarded to Gov. Greg Abbott for final approval.

BILL WOULD RAISE EXEMPTION The Senate Property Tax Committee on March 26 considered legislation to increase the homestead exemption for local school property taxpayers by $10,000.

SB 5 and Senate Joint Resolution 71, a proposed constitutional amendment by the committee’s chair, Sen. Paul Bettencourt, R-Houston, would ask voters in November to approve an increase to the amount of property value that a homeowner can exempt from $25,000 to $35,000.

He said the increase would cut the average property tax bill in Texas by about $125 per year and the state would be able to cover the loss in revenue to school districts by using proceeds from oil and gas production taxes that would otherwise have gone into the Economic Stabilization “Rainy Day” Fund.

Bettencourt said the fund has enough in it to justify the diversion. “I personally view the (Rainy Day Fund) as full because we’re looking at values up to $15.66 billion at the end of the biennium without any withdrawals,” he said.

LAWMAKERS ASK FOR MORE Texas transportation infrastructure is not keeping up with growth, and to make matters worse, the Lone Star State receives less than any other state compared to what it pays into the federal Highway Trust Fund.

To request a better rate of return, all 38 members of the

Texas congressional delegation joined in a March 26 letter to the chairs and ranking members of the Senate Environment and Public Works Committee and House Transportation and Infrastructure Committee.

The delegation’s letter notes the 95 cents on the dollar returned to Texas in fiscal 2019 amounts to a loss of up to $940 million in taxes paid by Texas motorists and taxpayers.

In contrast, according to Federal Highway Administration figures, Alaska received $6.78, New York, $1.33, and California, $1.16.

“Texas has been denied a fair return on federal fuel taxes for far too long. It is imperative that an equitable share of these funds be allocated to improving transportation systems right here in Texas,” said Gov. Abbott. “I urge Congress to put an end to this funding inequity,” he added.

SENATE OKS HARASSMENT BILL Any employee of a public or private university who sees or learns of an incident of sexual harassment, assault, rape, dating violence or stalking would be required to report it to the institution’s Title IX coordinator under SB 212, which was unanimously approved by the Texas Senate on March 26.

According to the Senate News Service, the legislation by Sen. Joan Huffman, R-Houston, also would require the coordinator to make regular reports to the university president regarding the number of complaints and the status of investigations.

The president, in turn, would have to make a report to the university board of trustees every semester of the number, disposition and status of complaints and investigations, the findings thereof, and the disciplinary actions taken. This report would be public information but would not identify any person. The legislation still must pass the House and be signed by the governor to become law.

Appreciate Literature Last week , my English classes finally finished our reading and study of two different classic novels: To Kill a Mockingbird for my freshmen and Frankenstein for my seniors.

These are without a doubt two outstanding and influential novels, albeit understandably a bit dated (especially in the case of Frankenstein. Great THOUGHTS FROM novel, very slow build). While I had many students like the UNDER THE CAP respective novels just fine and even were still discussing Will McClure some elements with others and myself, there were many others that didn’t like or even care about the novels. As a teacher, it was a real gut-punch to experience this and even more so as To Kill a Mockingbird is actually my favorite novel. Now, it is true that not everyone will like the novels or even read in general, but just to cast things aside and not care really stings most of the time. Of course, I am not immune to this behavior myself as, even though my life has turned out the way it is, I found myself not caring about what my teacher had me read and not really appreciating the work until years later. To me and to my fellow teachers, we have seen fewer and fewer kids appreciate these classic novels and the influence that they have. In fact, Frankenstein is still impacting our media today and it was first published over 200 years ago! There was even a novel published last year called The Dark Descent of Elizabeth Frankenstein that retells the classic story from Elizabeth Lavenza’s point of view. This just speaks to how appreciating the classics can still yield very positive results.

My point this week is that our youth today is losing the fine art of turning off all devices, picking up a book and getting lost in the story within one’s imagination. There are even many adults (myself included) that tend to walk past a novel and grab a cell phone or turn on our Netflix. It is because of this kind of “instant gratification” that we can never learn to appreciate literature. In fact, it has gotten so bad that many, even when hearing how good a novel is, will just wait for the inevitable movie or television adaptation instead of reading.

Game of Thrones is an excellent example of this as, while it has a massive fanbase, many of these fans have never picked up a single novel of the A Song of Ice and Fire series that it is directly based on. While you may say that enjoying and becoming fans of these adaptations are appreciating literature and the classics, I say that it only goes halfway.

Now, I am not against the “instant gratification” way of watching these adaptations as I am a fan of many adaptations, but I am also one of those that will watch these and say “the book was better.” To me, this was never more true when watching Ready Player One and, while thoroughly enjoying the film, couldn’t help but criticize the drastic changes made to the film from the novel and knew that the novel was much better. Granted, no one can read an entire novel in a two hour span (unless you are Superman!), but we need to return to the lost art of reading a good book. So, this week I challenge you to find a novel that you may find interesting or even try to discover a classic and just sit down and read. I, myself, have a copy of Agatha Christie’s And Then There Were None to pick back up and read. While it may not be as simple as finding a film adaptation of the novel, I can still use my imagination to bring the story to life and appreciate the work that went into writing the novel. And I do not even have to buy a ticket to do so.

Shellie O’neal, Playwright And Performer Shellie O’Neal has been director of theater at Navarro College in Corsicana 17 years. In her third year there she started writing plays.

“I just decided this way it would save on royalties,” says Shellie.

“I wanted to see what I could do. So I wrote a play called Wish I May, Wish I Might, a midlife summer dream. It was a comedy and the kids had a scream of a time and I had a blast.

I fell in love with the playwriting process. So now I’ve written 22 plays.”

She wrote a play about songwriter Cindy Walker of Mexia.

“She is probably best known for having written the song You Don’t Know Me which has been covered by over a hundred different artists. The play celebrated the life of Cindy and it’s called Paper Babies because she called her songs her paper babies.”

Once, when Cindy was

in California traveling with her parents in the family car, she told her father to stop when they were passing the Bing Crosby studios.

“She said ‘I want to go sell my song to Bing Crosby.’ And wouldn’t you know it, she met with Bing’s brother who told her the famous singer might be interested. And lo and behold the next day she met with Bing at Paramount Studios. He told her he really liked the song and he recorded it.

The same day she got a recording contract with Decca Records.”

Shellie wrote a play called The Forgotten Air Force and has turned it into a musical. “it’s about the WASPS,

the women’s air service pilots of World War Two.” She wrote 3 children’s plays about Gnomes, which are performed around Christmas.

She wrote the first one as a fundraiser.

“We couldn’t think of a way to raise the money we needed so the kids said ‘why don’t you write something.’ So I wrote this little play in one day.”

Shellie does a one-woman show she wrote about Fannie Crosby.

“She wrote between 8 thousand and 10 thou-

sand hymns. I’ve been performing that almost 7 years. I just gave my one hundred and nineteenth performance. I’ve done it in 113 locations all over Texas but also in New York City and Washington, DC. I’ve just recently performed it in Bethesda, Maryland. And I’ve done it in Italy. I’ve just finished writing a rough draft of a play called God Bless America based on The Kate Smith Radio Hour which will celebrate our national anthem.”

It’s no wonder she is so prolific with her writing.

Her father is Bill O’Neal who has written some 20 books and is the official state historian. It has been my privilege to know Shellie most of her life.

Oh My Word..it got down right cold again. I really worked up a sweat Thursday when the temperature was 80, and then this came along and I can’t get warmed up. Oh this Texas weather is not for old folks.

Just needed some moisture with this, might helped a little.

By Anita Dozier of school for another year, Seniors are getting excited.

So many folks attended the Hee Haw in Sagerton on Thursday, Friday and Saturday evenings. I understand they had a few empty seats on Thursday, but had a full house on Friday and Saturday evenings. It was a great show, the folks work hard to put the program on along with serving the meal each evening. I bet they have a good time along with all the work?? I truly enjoyed the music and singing they have an hour before the program and during the program. It was all very good.

Look forward to next year, it will be their 50th year of doing the Hee Haw. Mittie Dunham and Shelly drove to Lubbock on Tuesday for an appointment.

While there they had lunch with their grandson/son, Colton Hill.

Jan Harris was honored with a retirement party at the Old Glory Lodge Hall on Friday evening with a large crowd to enjoy the big meal and dancing. Jan has retired from working at the Stonewall County Memorial Hospital as a RN and Director of Nurses for twenty years.

Hosting the celebration were co-workers and friends of Jan. Jan and her

husband live north of Old Glory and she is also the County Commissioner for their precinct. Congratulations Jan, we wish you the best on your retirement.

Dale and Carm Letz had their three granddaughters, Darbee, Laynee, and Hazelee New of Haskell spend Friday night and Saturday with them.

Then on Saturday evening they were joined by the girls’ parents, Micah and Lacey New, Doug and Debbie Vahlenkamp, Shawna Kiser and Kirk Williamson and they all attended the Hee Haw. Sunday visitors in the home of Glen and Helen Pierce were granddaughter Kara Briggs and little Crete from Haskell and grandson, Matthew Pierce from the Stamford Lake.

Following church service in Aspermont, Mittie Dunham joined Joe and Carole Holland of Aspermont, Bob and Juandell Giles of Spur and Theresa Anderson for lunch in Aspermont.

What Are You Will To Give Up For The Sake Of Following Christ?

One little girl asked what does sacrifice mean?

The mother asked, where did you hear that word?

We were singing a song yesterday and it had that word in the song. Well, we hear the word sacrifice at church a lot. We read it in the Bible, too. The Bible tells us Jesus was a sacrifice for us because God loves us so much. This four year old kid scrunched her nose.

But I don’t know what that means.

Well, let’s say you and Sissie made cookies. You took some to the neighbors then came home for a tea party.

You both ate one cookie and one was left on the plate. Both of you wanted the one cookie that was left. You could just split it in half. The little girl put her hand under her chin.

But I think I would want the whole thing.

Then you looked over at your sister. You knew she really wanted that cookie, too. And you love Sissie so much. So, your love for Sissie makes you say, Sissie, I know you want that cookie.

I love you so much I’m going to let you have it. That is called a sacrifice. You gave away something you really wanted because you loved Sissie so much.

The little girl said, oh so I sacrificed the cookie?

That’s right.

Listen, there are many different types of sacrifices.

But if we can understand the simple ones, it will be so much easier to understand the harder ones.

Even adults struggle with sacrifice – to give something up that you really love for someone else’s benefit. If you are a student of the Bible, you know that during those times, sacrifice was a way of life.

In the book of Genesis 22: 1-2 God instructs Abraham: “Abraham! Here I am, he replied. Then God said, Take your son, your only son, whom you love – Isaac – go to the region of Moriah.

Sacrifice him there as a burnt offering on a mountain I will show you.”

You see, Abraham had loved God for a long time and trusted Him. He took Isaac up to the mountain intending to carry out God’s instruction. We know the end of the story. God provided a sacrificial ram and spared Isaac. But Abraham proved his total love for God and willingness to sacrifice even the son for whom he had waited for years.

Later in the Old Testament, we learn Jephthah, the Gileadite, made a promise to God as he advanced against the Ammonites.

Judged 11: 30-31 says: “If you give the Ammonites into my hands, whatever comes out of the door of my house to meet me when I return in triumph from the Ammonites will be the Lord’s, and I will sacrifice it as a burnt offering.”

When he returned home, Jephthah’s daughter, his only child, came dancing from the house to greet her father. Jephthah was beside himself with grief but stayed true to his vow.

Even though it meant the sacrifice of his daughter, Jephthah kept his word.

Other sacrifices appear throughout the Bible, but, of course, we know best God’s sacrifice of Jesus.

God loves us so much that He sacrificed His Son. One of the first verses we memorize as children is John 3:

16 “For God so loved the world that he gave his only begotten Son, that whoever believes in him shall not perish but have eternal life.”

I pray you hear me with your heart this week. God was willing to sacrifice His Only Son for us. That’s me and you. There is no doubt how much God loves us. The question is HOW MUCH DO YOU REALLY LOVE GOD???

What’s standing in your way today that needs to be sacrificed for God? What is God asking you to give up for Him today?

Proverbs 3: 6 says: “Seek His will in ALL you do, and He WILL show you which path to take.”

Challenge this week: Realize that you are not in control – God is. Let go and let Him have whatever it is He’s tugging you to sacrifice for Him. In His Service!

Madi Turner, daughter of Tom and Denise Turner of Abernathy, is a member of the Lubbock Christian University women’s basketball team. The Lady Chaps beat Southwestern Oklahoma 95-85 in double overtime in the NCAA Division II championship game in Columbus, Ohio. This is LCU’s second national title in four years.
