Bonner Voss, graduate of Stamford High School, competed at the THSRA Region 1 Finals, April 6-7 in Childress. Bonner was the year end region champion as well as the average winner for the weekend in the saddle bronc riding. He has qualified for the Texas High School Rodeo Association Finals held in Abilene this June. He will compete in saddle broncs as well as cutting. Bonner is the son of Mark and Johnna Voss.

Stamford ISD Board With New Superintendent Begins

BY KAY SPEARS The Stamford ISD Board met Monday, April 8, 2019, in the Stamford High School Media Center. In attendance were Superintendent Will Brewer, Assistant Superintendent Staci Robertson, Gwen Baker, Curtis Birdsong, Jennifer Caddell, Justin Corzine, Cary McClintock, Callie MetlerSmith and Leigh Nauert.

Jennifer Caddell opened the meeting and Justin Corzine gave the invocation.

There were no changes in the scheduled agenda and no citizen participation.

Under the Report Agenda Brewer went over the options of going to the TREA (Texas Rural Education Association) Convention and TASB (Texas Association of School Boards) Convention.

The credit hours received were discussed as were team building training.

School Board Members are required to have training hours completed each year.

There will be a safety audit and a plan of action.

The Principals Reports were next with Principal Chambers reporting for both Oliver Elementary and Stamford High School, “we are in full testing mode this week.” The Middle School Art Class put on a puppet show with puppets they created. Last week the Speech Class visited to read to students. Friday will be staff development. Tricounty is putting on a track meet for students in special programs next Wednesday in Stamford. The second graders will go to Lubbock on Thursday to the Science Spectrum. The kindergarteners will go to the zoo for the yearly visit. They will be accompanied by the Stamford High School PALS. The first graders are going to Western Heritage Days at Hardin-Simmons University on April 25, 2019. HeadStart Roundup is also on April 25th.

Stamford High School. Girls track team won District Track. Regionals will be April 26th at Levelland, TX. Regional Tennis is at Odessa, TX on April 17th & 18th with Regional Golf the week of April 22nd. Chambers reported the AG teams had a great Spring. “Lots of success, lots things going on and we keep trucking along.”

Principal White reported on the Stamford Middle School. He and Coach Casey worked to coordinate sports events and the STAR tests schedules. The seventh-grade girls won the district title in track. Next Wednesday the sixth-graders are going to a museum on a field trip. The SMS dance will be on April 18th and the SMS Awards will be May 20, 2019 at the school auditorium.

Superintendent Brewer gave his report next. The TASB Summer Institute in San Antonio, TX will be on June 13-15 and in Ft.

Worth, TX on June 20-22.

The Texas Department of Agriculture gave a food service administrative review.

There was no corrective action needed. He would like to have a Summer planning session with the Board. In Austin, TX, there is legislative action in from the state House, which passed Bill #3. It will go on to the state Senate.

Under New Business and the Consent Agenda the Board approved the Depository Contract Extension September 1, 2019 through August 31, 2021, which is the second extension of the three allowed.

Next, the Board approved the District and Campus Improvement Plans. The Board then approved the Abilene Regional Day School Program for the Deaf Shared Services Arrangement Agreement.

The tentative date for the next Stamford ISD Board Meeting will be May 13, 2019.

New Commissioners Court Meets

BY KAY SPEARS Jones County commissioners met on Monday, April 8, 2019, at the Courthouse in Anson, TX for a regularly scheduled meeting. In attendance were Judge Dale Spurgin, County Commissioners James Clawson, Lonnie Vivian, Ross Davis, Joel Spraberry, County Clerk LeeAnn Jennings, County Treasurer Amber Thompson, County Auditor Gwen Bailey, and County Sherriff Danny Jimenez.

The meeting was called to order by Judge Spurgin. He began by announcing the new agenda order and the Appointment for Vacancy in the Office of County Commissioner Precinct #2 and welcomed Lonnie Vivian to the Jones County Commissioners Court.

Judge Spurgin shared that it was a difficult decision to choose between the eleven “great” applicants and that Vivian has worked for Jones County for a number of years.

The Court approved the minutes of the last regular meeting, held on March 25, 2019.

The Court next addressed the Anson Solar Tax Abatement. Ben Alingh was present representing Coronal Energy and Alan Carmichael, the attorney representing Jones County, was present via speakerphone. The Commissioners Court went into Executive Session to confer with their attorney.

The Court resumed Open Court with Carmichael giving an update and his recommendation for the Commissioners Court to sign the agreed upon tax abatement agreement.

Construction of the first phase will begin no later than December 31, 2019

Jones County Commissioners Court for 2019: Judge Dale Spurgin, Commissioners James Clawson, Lonnie Vivian, Ross Davis and Joel Spraberry. and be completed by the end of 2020. The second phase will begin by the end of 2020 and be completed by the end of 2021. Once installed, the panels must remain in place for 20 years. There will be a price prejudice of 105% for those associated with the project and construction. They will be obligated to purchase goods and services locally.

Alingh presented a statement to be added concerning upgrades of roads for the developers during construction. Judge Spurgin read the statement being asked to be added to the road use agreement. “All such advance upgrades to roads are only required to the extent necessary for developers safe use of the roads during construction of the project. In instances where portions of the road can safely be used by developer during construction project without advance upgrade, no advance upgrades are required on such portions of the road.” Discussion included the county’s responsibility for the safety of the public traveling the

same public roads. Alingh stated the agreements for Judge Spurgin to sign will be delivered tomorrow, Tuesday, April 9, 2019. The seven-day requirement will end on Wednesday, April 10, 2019.

A Resolution Approving the Form of Tax Abatement Agreement and Road Use, Maintenance and Crossing Agreement for the Anson Solar Center, Anson Solar Center 2 and Anson Solar Center 3 Solar Projects and Authorizing the Execution of the Agreement by Jones County Judge Dale Spurgin Subject to Giving the Other Taxing Entities in Jones County Seven Day Advance Notice of the Form of the Agreements Jones County Intends to Execute was approved by the Commissioners Court.

The next four agenda items were Trust Property Bids taken and approved as One Action Item: A Bid submitted by Weldon Davis for the purchase of (R24906), Lots 7 & 8 in Block 37 of the Hamlin townsite Addition to the City of Hamlin, Jones County, Texas. The Bid

Amount is $202.00. Court cost has been waived.

A Bid submitted by Jerry Wayne Macek for the purchase of (R15120), All Block 12 of the North Hamlin Addition to the City of Hamlin, Jones County, Texas. The Bid Amount is $359.00.

Court cost has been waived.

Chamber To Host Annual Easter Egg Hunt April 19 The hunt is on once again as the Stamford Chamber of Commerce hosts their annual Easter Egg Hunt on Friday, April 19, 2019 to kick off spring and celebrate the Easter holiday. The hunt will be held at Harmon Park beginning promptly at 10 a.m.

Families with children 11 years old and younger are invited to join the Chamber for the hunt. The event is free and open to families in Stamford and the greater area. Walmart’s Easter Bunny will be in attendance and available for pictures.

Thanks to the generosity of local businesses, there will also be a select number of golden prize eggs hidden for the Easter egg hunters. Businesses interested in donating to the event should contact Chamber President Luci Wedeking at 325-773-2411 or chamberdirector@ stamfordtx.org.

“We really enjoy hosting the annual Easter egg hunt,” Wedeking said. “This event is such a great way for the community to come together to celebrate this season and we hope families in Stamford and beyond continue to make it a part of their Easter traditions each and every year.”

FCCLA Fundraiser Stamford FCCLA has 2 students attending the National FCCLA Leadership Conference in Anaheim, CA this summer! Thalia Ponce won FIRST PLACE in Star Events, and Sadie Cole was elected as 2019-20 Region I Vice President of Competitive Events. FCCLA is raising money to help defray the cost of traveling to Anaheim, so they will have a CASSEROLE SALE next Monday, April 15. Casseroles are $20 and will be available for pickup on Monday! Green Chili Casserole is on the menu this go-around. Contact Mrs. Pittcock at the High School.

Stamford Hospital Board Meets

BY KAY SPEARS On Tuesday, March 26, 2019, the Stamford Hospital Board met at the Stamford Hospital, Stamford, TX. It was reported that they are seeing about 500 patients per month in the clinic.

The request to have a survey completed was sent out and Sen. Perry, Rep. Lambert and Gov. Greg Abbot replied saying they have all called Health and Human Services to ask them when Stamford will be getting surveyed. Stamford Hospital received a letter in October of 2018 from CMS stating they recognize the ownership of the hospital has changed and that a number has been issued to the hospital. This is the first step, and the second step is to be surveyed with the goal of certification. They are also waiting for word from the Joint Commission.

The laboratory is covered

by COLA (Commission on Office Laboratory Accreditation), PT is covered by the credentials of the physical therapist, and the clinic is covered by CMS. Last week a short survey was done at the hospital by the Joint Commission which proved to be very helpful in getting ready for the CMS survey. Medical directorship was transferred from Dr. Jessica Johnson to a radiologist, per the recent surveyor. The surveyor was impressed with the Ultra Sound processes, Radiology and the building itself.

The Lab Director reported that they dropped their

prices and are doing very well. He stated they are “breaking even” by 10 or 11am. Physical Therapy is seeing 100 patients per month, the Health Club has 128 members and the Country Elegance population is 14.

The hospital’s part of the upcoming election has been completed and the ballot has been approved. The City runs the election and the cost is split between the hospital, the City and Stamford ISD. Two property bids were approved and it was approved to accept the Health and Human Services resolution to complete a cost report for Country Elegance

by April 30, 2019. It was approved to have the hospital attorney review the First State Bank (Haskell, TX) loan and it was approved to take no action on the renewal at this time.

The Board approved to grant/regrant hospital privileges to the licensed personnel working for the hospital. Dr. Jessica Johnson, Dr. Stephanie Fitzgerald, Dr. John Bliznak, the doctors at Radiology Associates of Abilene, TX, Dr. John Sadler and Michael Nemo.

There was a discussion concerning the addition and supervision of Nurse Practitioners and having weekend hours.

The next meeting of the Stamford Hospital Board is scheduled for April 30,2019 at 7:45am. The meeting was adjourned.

Big Country Electric Cooperative Operation Round Up Program: Here to Meet Needs in Our Communities

BY SARAH MCLEN For four years now, Big Country Electric Cooperative (BCEC) members’ Operation Round Up change contributions have helped families and service organizations locally. Since 2015, the Operation Round Up program has contributed more than $240,000 to our local communities through organizations who provide charitable and educational services, as well as families with demonstrated financial need. Operation Round Up is supported

by BCEC members whose electric bills are “Rounded Up” to the nearest dollar.

The “Round Up” amount goes into the Operation Round Up fund for distribution in the counties

we serve: Borden, Fisher, Garza, Haskell, Jones, Kent, Mitchell, Nolan, Scurry, Shackelford, Stonewall and Throckmorton. Every penny stays in our local counties, benefiting folks right here at home.

Who can apply for help?

Any local organization or program that serves needs in our communities. Food needs and food banks, family shelters, medical and health needs, rescue organizations, educational projects, child care programs and other special needs are just a few of the ways this fund helps organizations and families in our local communities.

Various food banks and senior citizen centers, area volunteer fire departments, and a host of other com-

munity outreach programs have been recipients of these funds which extend the reach of helping hands in our communities. Families and individuals with demonstrated financial need are also eligible for assistance.

Applications are reviewed by the trust’s board of directors – your peers and neighbors, who volunteer their time, hearts and consideration to making decisions that will positively impact lives in our communities. Stamford Carnegie Library Receives Grant for Highspeed Broadband Internet

BY LUCI WEDEKING The Stamford Carnegie Library is pleased to announce we have partnered under the initiative of Mayor James Decker and the support of City Manager Alan Plumlee to receive an E-rate grant from Texas State Library to make high-

speed broadband internet publicly available here in Stamford!

The grant will pay for the installation of new fiber lines to the library that will provide speeds of 250mbps and cover at least one full year of service, valued at $16,036.92.

(For those of you who

don’t know what 250mbps is, it means it is CRAZY FAST internet! Right now we are at 24mbps, which is ok, but not all that great.)

Having been approved for E-rate insures the library will receive an 80% discounted rate for service after the grant cycle, well into the foreseeable future.

Texas State Library hopes to continue their support, and are looking into possibly covering monthly service costs for the following year as well. The new line is scheduled to be installed at the end of June, 2019, and highspeed broadband service will be accessible free of charge to anyone with a library card.

We’d like to note that in the last 9 years the library has received a total of $81,585.92 in grant funding! That is not a typo.

Over eighty thousand dollars in grants have provided for early literacy

programs, several new computers, our Apollo online automation system and website (2014), the TAME Traveling Science Bus (2016), the digitization of the Stamford American Newspaper archives (2017), archival shelving in partnership with the Cowboy Country Museum (2018), a computer programming “Code Club” for kids (2018), and now fiber installation and free public access to highspeed broadband internet in Stamford (2019).

Reading Between the Lines

BY KAY SPEARS Looking into the Stamford American archives, I found the first edition of The New Stamford American dated June 4, 2009.

On the front page was an article tracing the history of the Stamford American back to 1900. “Assisting the set up of the paper was Mr. McKie Myers, a printer from the Anson paper.” That name caught my eye, since my paternal grandmother’s sister, Florence or “Nonnie” Garrett, was married to the same McKie Myers.

The history of the newspaper is interesting, and it became just that much more enjoyable when I recognized someone I was/ am kin to. Old newspapers are a wealth of information. Information about how people lived during a certain time frame or different parts of the country or how your specific ancestors and their neighbors lived.

Newspapers stay in business through people buying advertising for their businesses. By looking at ads in a newspaper, you can tell who owned what and where it was located. Well, usually.

Many times, back in the day in small town newspapers, an ad had the name of the business and the phone number, but no address. For instance, most people knew where the Stamford American was on the south side of the square, at one time it was on the north side and, many years later, it is on the north end of the west side of the square and the China Wok is under the Stamford American name on the building on the south side. There was an assumption that everyone

knew where the business was and that it was going to stay in business, in the same place, forever.

Newspapers show snapshots of what people were doing and these let us see what Myers was doing at about the turn of the century. Another snapshot was from the January 17, 1908 Stamford News where there was a write up of M. P. Myers announcing his candidacy for District and County Clerk of Jones County.

Friday, January 17, 1908 – M. P. Myers – We are requested to announce the name of M. P. Myers for election to the office of District and County Clerk of Jones county. Mr. Myers has lived in Jones County for eighteen years and has served as deputy under his father for four years. He respectfully solicits your support in the Democratic primaries.

May 19, 1905 – Directory – R. A. Myers, Co. and Dis. Clerk Anson All-Sorts – Bobbie Myers, the little 11 year old son of Col. R. A. Myers, was kicked by a horse last Saturday evening and his leg broken in two places above the knee. The little fellow is getting on very well. He ran up behind a young horse which was tied near the sidewalk when it kicked him.

October 11, 1907 – Local and Personal – Bob Myers was over from Anson Thursday.

From a genealogy/family history standpoint, let’s breakdown this information. That first newspaper article told that McKie Myers was a newspaper printer in Anson and, apparently, he also worked in Stamford or at least to help

set up another newspaper.

Information from the other items adds that he moved to Anson 18 years prior to 1908, his father was once Sherriff and McKie worked as his Deputy.

Other information found was that R. A. Myers (McKie’s brother) was County and District Clerk in 1905, his name was most likely Robert, he was called Bob, he lived in Anson and he had an 11-year-old son named Bobby. McKie’s middle name began with a P. and Robert’s began with an A. In 1908 McKie had lived in Anson for 18 years, which makes us think he moved to Anson in 1890. From family history research, McKie was born 1880 which would have made him 10 when he and, presumably, his family moved to Jones County.

That is a lot of information gleaned from four newspaper sources. Other Myers family history detectives would be thrilled to have that information. A point that must be made is that if I didn’t have some facts already about my family history, I probably would have kept reading and not stopped at the name McKie Myers. I would not have known when he was born nor that he had a brother Robert. I would not have enjoyed connecting the past with the present and sharing it with others who find genealogy/family history research fascinating.

HELLO FROM COWBOY COUNTRY

Hope you all are doing well this week. I sure am enjoying this nice spring weather and seeing all the wildflowers blooming around town and out in the country. We took the kids hiking at my great grandmother’s place out on Flat Top and they sure loved picking all the different wildflowers and learning their names. We saw buffalo peas, blackfoot daisies, evening primrose, purple foxglove, wild garlic, cowpen daisies, golden eyes, and of course bluebonnets. Then they helped my brother in law, “Uncle Ross” give the old farm house a fresh coat of white paint (ala Tom Sawyer). It goes to show life is still good for kids growing up out here in cowboy country!

I have really loved all of the feedback I’ve been getting from y’all over the last few weeks, on both the Pumphrey stories and the SMS vault discoveries.

Seems the history touches a chord with so many of you, we all have similar memories and family ties to this land. If you have a story to share about any of your ancestors that were pioneers or early settlers of this area, please write or call me at the museum (325)773-2500. As promised last week, I’d like to share more about A.J. Swenson with you all.

I’ve been finding more over

at the Swenson office, and in old newspapers online (where he is officially dubbed the “Papa of Stamford”), but today we will start at the beginning. From Mary Whitley Clark’s book, The Swenson Saga and the SMS Ranches: “Andrew John Swenson reached the pinnacle in

SMS Management, serving first as a line rider before the range was fenced, later as superintendent, and lastly as manager. Born November 16, 1863 in Nassjo, Jonkoping Province, Sweden, Swenson immigrated from his native land to America in 1882. His Uncle, S. M. Swenson, on a visit to Andrew’s family, had persuaded his nephew to relinquish his dream of being a sailor, and seek his fortune instead on a Texas sea of prairie grass. ‘Make a voyage to America and see if you like the real sea,’ S.M. admonished the sturdy and handsome youth who had just turned eighteen years of age.

Andrew went first to Louisiana, stopping at the Swenson plantations, but the climate did not suit him. After a bout with fever he moved on to Williamson County, Texas, where he visited his Aunt Anna Dyer, her family and other relatives. He remained in that part of Texas a year.

Throughout that time he came to a decision. He would go west to the big Swenson ranches then being fenced and stocked with cattle. ‘My ambition had changed,’ he admitted.

‘Now I was going to be a cowboy.’

Since the western country was new and strange to Andrew, Joe Ericson, a fellow Swede and range boss of the ranches, came to the Swedish settlement near Austin and took Andrew back with him to the SMS headquarters. They traveled in a wagon pulled by four mules. It took them ten days to make the trip, and Andrew experienced his

INVITATION FOR BID The City of Stamford will receive sealed Bids addressed to the City of Stamford for the 2016 TWDB DWSRF Water System Improvements Contract B - Elevated Water Storage Tank Project RE-BID until 2:30 p.m. local time on Tuesday, April 23, 2019 at Stamford City Hall, located at 201 E McHarg, Stamford, Texas 79553. Bids will be publicly opened and read aloud immediately thereafter at same location.

The work generally includes construction of a 250,000 gallon composite elevated water storage tank and related work.

The Bidding Documents may be obtained from Civcast at www.civcastusa.com. Prospective Bidders may examine the Bidding Documents at the Engineer’s Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m., and the City of Stamford Office, on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m.

Each Bid shall be accompanied by a Cashier’s Check or Bid Bond, acceptable to the Owner, in an amount not less than five percent (5%) of the total amount bid, as a guarantee that the successful bidder will enter into a proper Contract and execute Bonds on the forms provided in the Contract Documents.

Bid sureties will be returned to all but the three lowest acceptable bidders within five days after the opening of Bids. Remaining bid sureties will be returned after complete execution of the Contract.

Stamford Bulldogs Jump Out to Early Lead in Victory Over Hamlin

The Bulldogs jumped out to an early lead over Hamlin and took home an 18-2 victory on Tuesday, April 2.

They scored on a single by Reagan Detamore, a double by Bryson Holt, a single by Lane Patton, and a single by Zach Duran in the first inning.

The Bulldogs tallied nine runs in the third inning, led by Detamore, Holt, Patton, Brett Patterson, Trace Edwards and Duran all driving in runs.

Holt led the Bulldogs to victory on the pitcher’s mound.

He surrendered two runs on two hits over four innings, striking out seven and walking one. Cade Lefevre threw one inning in relief out of the bullpen.

Braydin Warner took the loss for Hamlin. He went two innings, allowing six runs on nine hits and striking out one.

The Bulldogs scattered 14 hits in the game. Holt, Josh Mueller, Patton, and Kaleb Flick each racked up multiple hits. Mueller and Holt each collected three hits to lead the Bulldogs.

WEST TEXAS TREES AND LANDSCAPES

By Bruce Kreitler and the KWKC Green Team With the Lady Bird Johnson Wildflower Center gathering ash tree seeds ahead of what looks like a potential extinction level event for American species of ash trees, and well known diseases such as oak wilt decimating oak trees hundreds of acres at a time, it’s easy to get wrapped up in big, national, tree problems, and lose a little bit of “local focus”. However, as bad as those problems are, and they certainly are bad, there are lots of other things that pester trees. In fact, some of those things can almost be classified as local, or at least regional, issues.

Taking a break from the big disease/pest issues, yesterday, I was driving through an area neighborhood and noticed a really big knot on a large red oak branch. This particular knot was on a branch that was about ten inches in diameter, and the knot itself was about the size of a basketball, with a very rough, dark, exterior bark. Of course, that rough, dark, bark visually stood out compared to the appearance of the bark of the rest of the branch, which is probably the reason I noticed it while driving by.

There are a number of things, from viruses, bacteria, insects, fungi, and even mechanical damage, which can cause such knots in trees, or as they are sometimes called, “burls”. While I don’t know the exact definition of a burl, for my purposes, I think of them as woody portions of a tree, that are relatively free of decay (thus retaining that “woodiness”) where the grain of the wood is very confused, yet retains most of its wood-like qualities. And by “wood-like” qualities, I mean it is still reasonably hard, without large pockets of decayed wood, or cavities. Wood workers seek out timber with burls, and some of the most beautiful things I’ve ever seen made from wood are made from this kind of timber. However, knowing something about the properties of burls and knots, when I see something made from one, I am usually in awe of the wood worker who was able to pull that off. While I think that most of us who have ever tried to drive a nail, or turn a screw through a knot, are aware of how hard that wood can be, burls are the opposite.

Because the grain is so confused in a burl, it really isn’t that attached to anything, and they break up into small pieces pretty easily. I certainly admire the beauty of a piece of nicely finished burl, but I also wonder how in the world somebody was able to keep it all together while they turned it into a finished product. By the way, that poor structural integrity I just mentioned is a problem for trees where these things grow, which is one of the reasons they can become quite large. However it happens, the trees growing burls seem

to be aware of the structural defect they present, and try to grow more wood around them, or grow them large enough that, even as weak as they are, they can still fulfill the their structural function. Sometimes that works, sometimes it doesn’t.

Anyway, getting back to this particular large burl, I’m pretty sure it was caused by a disease called “crown gall”.

Crown gall is a bacterial disease, and it lives in the soil, waiting for a handy tree to infect. Interestingly enough, even though this disease can infect other species, hence my seeing it in a red oak, it is primarily a disease of post oaks. In fact, I can think of a couple of other diseases that I mostly see in post oaks, or even seldom see in anything but post oaks. With crown gall being primarily a disease of post oaks, I have to wonder if areas that don’t have post oaks, ever see crown gall infections in other species of trees.

While there are lots of species of oaks that are native throughout the continental United States, post oaks are not one of them. Post oaks are generally confined to the Southeastern portion of the U.S. and even here in Texas they are mostly confined to certain regions. In fact, one of our Texas forest regions is named the post oak savannah, which I suppose is because in that region, post oaks are common. The Big Country is actually some distance away from the post oak savannah, but we still have a lot of post oaks scattered here and there through our region. The reason that I wonder if crown gall would all but disappear, as a tree problem, if it weren’t because of the presence of post

oaks, is because of experience. My experience is that in areas where post oaks are common, so is crown gall, even if it is in other species of oaks. In areas where post oaks aren’t locally present, I seldom see crown gall, even though species of oaks, other than post oaks, are usually quite common.

Having said all of the above, I can’t help but wonder how many different tree problems there are, that are, for the most part, localized issues that seldom pop up in other places. I wonder what I see day-to-day in my business, that is different than what someone from a different part of the U.S. sees in their day-to-day pursuits.

House Passes Legislation To Reform School Finance, Property Taxes The Texas House of Representatives on April 3 approved much-anticipated legislation written to revise the state’s public school finance system. The vote was 148-1, and the bill now moves to the Senate for consideration.

House Bill 3 would increase pay for public school classroom teachers, librarians and other fulltime personnel and also would enable property tax relief. Primarily authored

by House Education Committee Chair Dan Huberty, R-Houston, joint authors include Reps. Diego Bernal, D-San Antonio; John Zerwas, R-Richmond; Ken King, RCanadian; and Alma Allen, D-Houston.

HB 3’s estimated net cost would be $9.5 billion, covering the fiscal biennium that ends Aug. 31, 2021. In addition to pay increases and incentives, HB 3 would reduce recapture and enable some $2.7 billion in property tax relief. The legislation, among its general provisions, changes the order in which the Foundation School Program is financed so that state-available school funds would be applied before locally generated property tax revenue.

After the House voted, Gov. Greg Abbott applauded lawmakers for their work and said, “Texans are demanding meaningful reforms to our school finance system, and today’s passage of HB 3 in the House is a vital step toward that goal. By reducing recapture, investing more money in our schools and in our teachers, the Legislature is making changes that will have a lasting impact on our education system, and more importantly, our students.”

BOTH HOUSES MUST AGREE Meanwhile, the Senate Finance Committee on April 3 unanimously approved a budget bill that matches the House’s appropriation on two of the session’s top priorities: education finance and property tax reform.

A report filed by the Senate News Service points out that while the House and Senate have settled on $9 billion in additional funding toward those priorities, exactly how the funds would be spent is still up for debate.

Senate Finance Committee Chair Jane Nelson, R-Flower Mound, said, “We continue

to negotiate this issue with the House, but both chambers have now reached $9 billion set aside for whatever agreement we reach.”

REVENUE INCREASE NOTED State sales tax revenue totaled $2.6 billion last month, an amount 9 percent greater than the amount calculated for the month of March 2018, Texas Comptroller Glen Hegar announced April 2.

The comptroller’s office reported increased collections in all major economic sectors, including retail trade, information services, oil and gas and restaurants.

“Much of the increase stemmed more from consumer spending rather than business spending,” Hegar said.

Furthermore, total sales tax revenue for the three months ending in March 2019 was up 7.3 percent compared to the same period a year ago, according to agency statistics.

RRC MARKS ANNIVERSARY On March 31, 1919, the Texas Legislature enacted a statute giving the Texas Railroad Commission regulatory authority over the oil and gas industry in the Lone Star State.

Railroad Commissioner Christi Craddick wrote an April 1 editorial commemorating the milestone. Among the points she made was that the commission’s wellplugging program is hitting historic numbers. In fiscal years 2018-2019, the Texas Legislature set a performance goal for the agency to plug 1,958 abandoned wells. However, Craddick said, the commission is on track to plug about 3,000.

Craddick pointed out that funds to plug the wells come from fees paid by the energy industry, not from Texas taxpayers.

Make Education Matter When this week’s column is published, students will have completed the first week of STAAR testing. For some, they still have another month to prepare and for the rest they are very much burned out, but will still need to keep preparing for the next month of tests. As we all know, standardized tests such as the STAAR has been THOUGHTS FROM a given for many years and, although there have been many UNDER THE CAP complaints about the difficulty of the test, how it assesses Will McClure only one day, and bills have been submitted to our state government to suspend or even remove these tests, students still have to prepare, and possibly stress, about the test days.

As a teacher, I do have my own thoughts and opinions on the STAAR test, but I will not be sharing those in this column this week for two reasons. One, I do not believe I can add anything to the conversation at hand and two, those that know me have heard my thoughts and feelings on the matter. The one thing that I can say is that, as a teacher that teaches a course with a test, the STAAR has and, at least for the foreseeable future, will continue to be a fixture in the education system.

However, what I want to focus on this week is the fact that there is a real fear that many teachers are forced to “teach to the test” with so much pressure that comes with STAAR testing. As such, I know many parents out there also stress about the test itself as not passing means that their child will have to retake whatever test was failed and may even be prevented from graduating. In addition, schools are under pressure to have their students perform well on the tests as funding is tied to performance. Now, I am not telling you anything that isn’t already public knowledge, but the stakes are always high. The thing is that while many teachers end up having to gear their lessons to endless STAAR practice selections, many others have tried to use different techniques to make education matter again and even make STAAR practice a little more easier to do. Sometimes, they make it more fun. I know several teachers that have used different kinds of activities and assignments in their classrooms that keep the students from doing worksheet after worksheet and instead get up and actually have some fun with the content. Some of my favorite teachers made the content interesting for me and my classmates as students where even the most boring topic became interesting to us. While it is true that standardized testing can be stressful at times, getting to the test doesn’t have to be the same way.

All I am saying here is that education doesn’t always have to be working towards a test. This kind of mentality has gotten so ingrained that there are many kids that go to school and already give up, thinking that the test is too difficult and nothing they do to prepare will help them. This kind of mindset is disheartening and can make the learning process meaningless. However, when a student has a teacher that will not let them give up on themselves, makes lessons interesting and relevant, and makes their education matter, then these mindsets will hopefully turn around. It will not happen overnight and not every student will change their minds; but as long as educators can keep moving forward, students can begin to see that the stress is not worth it. After all, education is a marathon, not a sprint. One test should not define a student’s will for education.

Coming Home On A Spare And A Prayer At speaking engagements I always take a first class PA system that consists of two giant speakers with stands, an amplifier and a bag of microphones and cables. We also have boxes of CDs and books that we sell at speeches.

In addition to all that, we have our personal luggage and any special clothing I might wear at the podium.

So our crossover SUV is fully loaded. We headed for Plainview where I was to keynote the chamber banquet.

We seldom have to use our equipment because the places where I speak have good sound systems.

The sound system at the country club in Plainview was such that we couldn’t connect some necessary recording equipment. So we hauled out our system and used it at the banquet. When it was over, several people helped us load everything into our vehicle. We headed home to Big Spring, 130 miles away.

Usually we spend the night in places where we speak but this was a Thursday and we had to be in Brenham on

Friday. So we planned to spend the night at home, then leave Friday morning for Brenham.

About 10 miles south of Plainview, not quite to Hale Center, we had a flat.

It was after ten o’clock at night, cold and windy. We pulled onto the shoulder of I 27 and considered what to do. We tried to find a 24-hour tire service in Plainview but there was none. For some reason I called Wal-Mart because we had Wal-Mart tires. I told the person on the phone our situation. He told me that on the back of our driver’s license there was a phone number for 24-hour roadside assistance. We called it and within 30 minutes 2 deputies from the Hale County Sheriff’s Department pulled in behind us.

They told us to get inside and stay warm, that they would handle everything. They took the huge

speakers, amplifier and everything else from the back of the car in order to get to the spare. They changed the tire in the cold, dark, windy night with highway traffic whizzing by, then told us the little spare tire was low. They said they would follow us to a convenience store in Hale Center that had an air machine. It cost $1.50 to get air. One of the deputies told me, “I’ve got 5 quarters. If you have one, we’ll be in business.”

I told him I would go get change, which I did. After depositing 6 quarters, the machine came to life and the deputy put air in the spare tire.

I owed these guys something and tried to pay

them. They wouldn’t take any money. One of them said, “This is not just a career it’s a calling.” He said he had changed about a hundred tires during his 10 years with the sheriff’s office.

We drove home nonstop on the little spare tire. It served its purpose for 120 miles. We drove 60 miles an hour and got home at 1:30 AM. I did not know about the number on the back of my driver’s license.

What an awesome thing for people stranded on a highway on a winter night.

I wrote the Hale County Sheriff and complimented him on his high caliber of deputies. They were courteous, efficient and went way out of their way to take care of us.

Praise the Lord we got a shower of rain. I did not get as much as most folks, but was thankful for every drop and also thankful that I did not get any storm.

The weatherman stated we would be getting some stormy weather, but so glad it was not us. So sorry for those that had storms.

The mowers will be getting a good workout now.

The weeds were pretty well taking over and now they will be. It is beginning to look a lot like Spring, but I don’t believe the mesquites are coming out as yet, however I have had some scissor tails for about a week.

Remember Hobby Club meeting on Thursday the 18, Easter Sunday the 21, and our musical on Saturday the 27.

On Saturday Gerral Waldon, Shelly Dunham and Mittie Dunham met Rodney Dunham of Hamlin at the Farm Sale in Stamford.

Following church service on Sunday, Mittie joined Charles and Mary Grissom, Johnnie Nell Pittcock, Mattie Weaver, and Theresa Anderson all of Aspermont and Bob and Juandell Giles of Spur for lunch and celebrated Johnnie Nell and Mattie birthdays. They enjoyed brownie cup cakes with candles and ice cream.

Several members gathered at the Old Glory Lodge on Sunday afternoon for their monthly meeting.

President Doug Vahlenkamp called the meeting to order and led the group in the Pledge of Allegiance to both Flags. Minutes were read and treasurers report given. All committees had

no reports to give. Doug stated that the new signs were completed and put up. A big Thank You was extended to Keith Corzine, Justin Corzine, Marvin Vahlenkamp, Terry Letz and Doug Vahlenkamp for spraying the weeds around the Lodge building.

It was reported that some of the shingles on roof of the building had blown off during the hard wind storm and it has all been repaired.

Members reported on the sick list included Helen Lehrmann, Hazelee New and Roy Letz. We wish them good health. Justin Corzine won the door prize. Members present with birthday in April was Betty Weise and the anniversary couple are Terry and Laramie Letz. The next meeting will be on Sunday, May 5th and members are asked to bring a salad and dessert for the evening meal.

Strong Faith Starts / Strong Focus Finishes!

Have you ever just sat and started thinking about why certain things existed and try to think of a meaning behind their existence? For instance, a bridge can be a metaphor for Jesus – his death on the cross made a way for me to come to God. As I thanked The Lord for his sacrifice, I thought, if bridges have a Spiritual meaning, what about tunnels? Well, bridges you can see where you are headed. Whereas tunnels, can be very scary.

Here are several things to think about this week.

Tunnels allow traffic, trains or even boats in some areas to cross above because they are too large to travel, move or even sail under a bridge but they can easily glide over a tunnel.

You see, we’re in a place in our lives where it may seem nothing’s happening.

He is moving and shifting big things into place. God is leading us into something, but not all the pieces of the puzzle are in position yet.

Isaiah 55:9 says “As the heavens are higher than the earth, so are my ways higher than your ways and my thoughts than your thoughts.”

In a tunnel, we can’t change lanes. Most of us have experienced God placing us in a position we didn’t choose. Sometimes, we want a new assignment, but God is saying, “Stay where you are. Stand still.

Don’t move to the right or to the left, just follow me!” 1 Samuel 12: 16 says “Now then, stand still and see this great thing the Lord is about to do before

your eyes!” And, in Deuteronomy 5:32 it says, “So be careful to do what the Lord your God has commanded you; do not turn aside to the right or to the left.”

Also, in a tunnel, one can only see directly in front of them. This is what makes me so nervous about that tunnel in Dallas, I feel totally dependent on the car in front of me. I can’t take my eyes off his brake lights – if he slows, I must slow. I must stay completely focused. As Christians, we can be assured God is driving the car in front of us, He knows where He’s going, and all we have to do is simply follow Him. In life, sometimes we can’t see down the road. All we can see is today. Therefore, we must live today to the best of our ability, focus on the task at hand, and trust God to reveal more information in time. We’re reminded in Matthew 8:23, “Jesus got into the boat and started

across the lake with his disciples.” We must stay focus on the finish (eternity).

Once we’re in the tunnel, there’s no turning back.

If we’ve committed to going into the tunnel, guess what? There are no U-turns.

No stopping. No lanes to change. There’s not even an emergency lane. In fact, if we attempt any of those things, we will cause a dangerous accident affecting everyone else in the tunnel.

We’ve all known believers who turned away and quit. Look around at all the damage they left behind pain, hurt, disappointment, divorce, disease, and even death. Psalm 44: 18 says, “Our hearts had not turned back; our feet had not strayed from your path.”

There’s light at the end of a tunnel. When going through, what seems to be forever, that tunnel in Dallas, I love it when light finally appear and I can see that I am almost at the end.

All anxiety, fear or doubt I feel disappears, and I know I’m going to make it out ok.

Isaiah 60: 1 says: “Arise, shine, for your light has come, and the glory of the Lord rises upon you.”

The glory of it all is that every tunnel takes us to the other side. Glory be To God! What’s on the other side? Daylight, fresh air, an open sky, a panoramic view, a new place, a destination, fresh hope, and a bright future – All good and new things!

Philippians 3: 13-14 says, “No, dear brother and sisters, I have not achieved it, but I focus on this one thing: Forgetting the past and liking forward to what lies ahead. I press on to reach the end of the race and receive the heavenly prize for which God, through Christ Jesus is calling us.”

We can trust God because he assures us in Jeremiah 29: 11, “For I know that

plans I have for you, declares the Lord, plans to prosper you and not to harm you, plans to give you hope and a future.”

Listen, my friends of God, if you’re in a tunnel, it’s imperative we trust God and stay close to Him. Pray, listen and pray some more.

It’s never easy or enjoyable in the tunnel, but it’s only temporary! You will make it to the other side with Christ!

COURT: Continued From Page 3 No action was taken on a Bid submitted by Jeramy Wayne Riggs for the purchase of (R24263), Shady Crest Hamlin, Block 1, Lots 5 and 6. The Bid Amount is $5,000.00. Court costs are $843.00. Another bid is going through the qualification process.

An update was given on Disaster Declaration and All Items Related Regarding FEMA, TDA and TDEM Forms and Requirements. 4255 & 4269 continue to be worked on.

At 10:00 am on Tuesday, April 9, 2019 there will be a Called Meeting for Recovering Scoping Meeting for DR4166 at the Jones County Commissioners Courtroom.

This meeting will include inventory of damage and a presentation on bidding.

It was approved for the County Clerk to enter into an agreement with Cott Systems to scan/image Deed Record Books 308 through 546. Jennings showed the original copy as compared to the reversed image being scanned and digitized.

No action was taken regarding proposals for repairs to Low Water Crossing on CR311 and Deadman Creek.

No action was taken on bids on material and material hauling.

The next item, Advertisement for Air Conditioning Chiller & Pump for Courthouse is tabled until the April 22, 2019 meeting.

Action on Advertisement for Fuel/Oil Bids is tabled until the April 22, 2019 meeting.

Action on Advertisement on Bids for Sale of Surplus Property and Vehicles is tabled until the April 22, 2019 meeting.

Next on the agenda was to discuss and take action on Equipment Purchase. It was approved to replace the unit on top of the County jail.

The County Treasurer’s Report was approved.

The Line Item Transfer was then presented by County Auditor Gwen Bailey and approved. Paying the bills was approved.

Commissioners Court was then adjourned.

District Attorney Joe Ed Boaz and County Attorney Chad Cowan celebrated the 85th birthday of attorney Raymond Hollabaugh with him last week while in the 259th District Court courtroom in Anson.

AVID seniors opened their time capsules from freshman year. They had pictures, letters to themselves, letters from family and friends. It had slang words, music, tv shows and movies that were popular. They had a blast looking back on relationships that were not good for them and how far they came.
