When Freeman Court residential manager Tricia Ball rescued yet another resident from one of the many low couches and chairs at the Te Awamutu retirement community, she knew she needed help. So, she went to the “amazing people” at Te Awamutu Community Menzshed. Within days they had made the wooden raisers from old pallets and finished timber. Freshly painted and finished, the 100cm square raisers are now dotted around the lounges. The raisers go under the chairs and lounge suites, and the extra height makes a big difference. One fan of the raisers is sprightly 97-yearold Olwyn Fallwell who now gets in and out of chairs with ease. “Plus, it makes it easier for the cleaners to vacuum under the furniture,” she said. “Such a small thing, such a difference they have made to our residents. They are our local heroes,” said Tricia. Freeman Court began life as Te Awamutu Eventide Home in 1970 so the older people in Te Awamutu could have an affordable place to live that would support them to continue living independently. It is not a rest home or retirement village and since 2015 has been a part of Habitat for Humanity Central North Island. Two years ago, Waipā District Council sold the neighbouring Palmer Street 36-unit pensioner housing complex to Habitat. Habitat is about to start building new houses on an adjacent section for the Palmer Street residents who were all offered lifetime tenancies when the sale went through. Menzshed spokesperson Steve Mannington said it took him and other members three days to make the raisers using a recently purchased nail gun to put them together. No fingers or thumbs were harmed in the process, he joked.

Recounting Royal visits

on 11 June 1901, when more than 4000 troops gathered in Auckland to see John Logan Campbell hand over the deed to land around One Tree Hill. It was at this ceremony the Duke of York, the future King George V, thanked New Zealand for its support to Britain during the Boer War and presented Private Dawson of Te Awamutu with a medal. The next day special train journeys took people from Te Awamutu to Rotorua to join thousands of others at a reception for the Duke of York and his wife Mary. Nineteen years later, in 1920, the Te Awamutu Municipal Band and the Kihikihi Town Band played at Claudelands in Hamilton at a welcome for George’s son, later King Edward VIII. At the request of Te Awamutu’s Mayor the day was treated as a public holiday to allow everyone to attend, some 20,000 people from across the Waikato did so. Later at a ceremony in Hastings the Prince took a particular interest in an elderly Englishman who had received his military discharge in Te Awamutu after the Land Wars. In 1927 Edward’s brother (later George VI) and his wife were welcomed with much fanfare at Claudelands. In the crowd were 4500 children, a large contingent of whom were from Te Awamutu and had left for Hamilton by a

special train that morning. At another ceremony 5000 children from across the Waikato, including 200 Girl Guides (many from Te Awamutu) and a number of Boy Scouts, paraded for the royals. Te Awamutu man Mr J.G Holmes was one of their drivers during their time in Hamilton and Constable P.J Doyle of Te Awamutu was seconded to Rotorua for their time there. By the end of Prince Henry’s 1935 tour New Zealand had been visited by three of the King’s sons in the space of little more than a decade. Lyell, Dick and Len Kay of Te Awamutu were invited to join Henry for a game of polo in Cambridge, where thousands gathered to watch. Earlier at a civic reception in Hamilton he had greeted the mayors of both Te Awamutu and Cambridge and waved to crowds of more than 1000 schoolchildren (including more than 100 from Te Awamutu). As we approach the Queen’s Platinum Jubilee it is poignant to remember the roles played by the people of Te Awamutu during previous Royal Visits and the connection that our town continues to have to our Royal Family - the most recent royal visit to Waipa in 2014 saw many locals turn out for the Duke and Duchess of Cambridge and Te Awamutu roses were laid by them at the Cambridge cenotaph.

Letters… The Great Asset Discovery

How is it that Waipa District Council claim to have discovered $18 Million in assets dating back to 1947? Where are the water tight professional processes and polices that the Auditor General’s Office signs off on each year, the same processes and policies that should have picked this up! Council and the Auditor General’s office are a complete joke in my opinion, especially, when the Chair of the Audit and Risk Committee points out and I quote ‘We didn’t get it right, but it was immaterial, to the point of miniscule’. It’s this unprofessional blasé attitude that costs the ratepayers, $18 million is not a miniscule sum and it most definitely raises the question what else does this fumbling Council have wrong in my opinion? At least there is one logical sensible Councillor – Roger Gordon, thank you Roger for your thought provoking questions on behalf of the ratepayers. Roger asked ‘how does an asset disappear?’ Roger is so right, just how does an asset disappear as far back as 1947, especially considering two years ago, Council undertook an extensive Audit on the Asset Register, the Auditor General’s Office signed off Waipa District Councils records as being checked and professional processes and policies were in place To answer Roger, anything is possible with this Council. If illicit drugs are involved, guests may have frequent visitors and cars coming to and from the property throughout the late morning-daytime and also night, from the time they are checked in. Despite this, you may notice that curtains/blinds remain drawn during the day hiding any activity that is going on inside. Sometimes you may be able to smell a strong chemical or cannabis smell emanating from the property. If you see these signs, what should you do? Police are very keen to disrupt such criminal activity, arrest offenders and deter those like them from coming into the local area. We need to know about any suspicious activity such as that outlined above. Call 111 while the people are still at the property and without alerting them to your concern. You never quite know who you are dealing with (safety first!). Provide

From a prevention perspective consider limiting the ability of guests to book same day, or request photo ID on arrival. Install CCTV covering the access points to the accommodation. The actions of the local Airbnb owners on Friday was spot on. Having become suspicious, they promptly contacted Police outlining in detail what was happening and who was involved. As a result local staff and a dog handler responded, with the end result being a successful one all round. The hosts’ actions no doubt interrupted a chain of activity that would definitely have had negative consequences for our community. We appreciate their assistance in keeping Cambridge safe. Some of you may have noticed a Police presence near Lake Karāpiro last Friday. The incident in question was a good prompt for a message to all those Airbnb hosts in our community. Many of the guests you host will be regulars or behave in a totally legal and acceptable way, booking your accommodation while visiting the area as a tourist, or to attend a special event or regatta. There is however a subset of people by whom an Airbnb is viewed as a base for criminal activity. These guests are most commonly associated with the manufacture or supply of illicit drugs, or dishonesty offending such as burglary or theft. So what can you look out for? The people in question usually book their stays online at short notice, often booking and arriving the same day or evening. Frequently, they will book for a few nights and pay in cash. You may notice that while a booking is made for say two people, more people actually turn up, or more arrive soon after check-in. The person who books the

By Tuesday the total number of cases in Waikato had reached 449, of which 292 were listed as recovered. Plan a winner Waipā District Council’s Long-Term plan consultation document ‘What’s next Waipā?’ has been named the best in New Zealand by Taituarā, the Local Government professionals organisation. Chief executive Garry Dyet paid tribute to the Strategy and Communications teams for developing the document. Judges rewarded brevity, clarity and creativity, with longer consultation documents finishing at the back of the field. The LongTerm plan was one of the last projects Cambridge communications professional Charlotte FitzPatrick worked on before leaving the council. “Success is pretty simple when you create something you personally understand, that means something to you, and you enjoy reading yourself,” she said, while paying tribute to Strategy manager Kirsty Downey.

Mayoral fund fights 3 waters By Mary Anne Gill

Waipā District Council will make a $15,000 contribution towards a new group which will lobby government to stall its controversial Three Waters Reforms. Councillors debated the source of the funding and whether it was council’s role to campaign against the water plans, at this week’s Strategic Planning and Policy committee meeting. The government is introducing legislation which compels councils to transfer their three water assets drinking, waste and storm – to one of four new legal entities from July 2024. Local Government minister Nanaia Mahuta says the new entities will collaborate with councils and communities to deliver better health and wellbeing outcomes for communities and protect the environment for generations to come. The $15,000 for the new lobby group, dominated by councils across New Zealand, will come from mayor Jim Mylchreest’s Mayoral Discretionary Fund but when the agenda for the meeting came out last week, the suggested resolution was for it to come from the Mayoral Relief Fund. Before the meeting, The News

approached the council to ask what the criteria or policy was for use of the Mayoral Relief Fund and how much there was in the fund. Traditionally mayoral relief funds around the country provide one off financial support for residents after natural disasters or for those in extreme financial distress through no fault of their own. In response, deputy chief executive Ken Morris acknowledged it was not that account the lobbying money would come from but from one set up at the mayor’s discretion. The mayor had not spent much from this fund over the years, he said. “At the start of the current 2021/22 financial year there was $49,112 available to spend with $31,912 of that carry-forward balances and a new budget allocation of $17,200,” Morris told The News. He apologised to councillors at the meeting for the agenda mistake. Mylchreest’s opposition to Three Waters is well known and he wanted to use his discretionary fund. A “grumpy” councillor Grahame Webber said he was unimpressed with the mistake in the agenda. “It is unacceptable the recommendations weren’t finalised

before they went out on the agenda. “That’s not rocket science, we had senior people looking at that. To come back at the 11th hour and have that change, not a big deal. “We’re all familiar with the relief fund, but in my view if we are going to be the home of champions, we should be making sure those resolutions are correct in the first place,” he said. Chair Susan O’Regan agreed. “I’m a bit of a stickler for accuracy myself and your points are well made,” she said to Webber. Councillor Marcus Gower asked why Local Government New Zealand (LGNZ), which the council funds to lobby on its and other councils’ behalf, was not doing the work the new group would do. “I’m not feeling very comfortable about this.” LGNZ tried to influence the government but entered a memorandum of understanding with the government to work with it on the water reforms, said Mylchreest. “Effectively the group is being formed because they don’t believe LGNZ is representing the views of the community. This (new) group is really formed out of frustration.” Timaru District Council, the driver behind the new lobby group’s

Time has been standing still in Cambridge and Kihikihi - but not for much longer. Waipā District Council stopped winding Cambridge’s iconic clock when the town went into lockdown, and it stalled at 6.09 ever since. Staff stopped winding the Kihikihi War Memorial Clock in 2017 as they were no longer able to safely access the clock winding mechanism. It has been 1.31 every day in Kihikihi ever since. Acting community services manager Brad Ward said a contractor would fix the Cambridge clock on Monday 6 December. “We are now able to book this in because of the Covid-19 Protection Framework system starting on Friday. “They will be servicing the clock, setting the time and going over some training for the new staff members to ensure we can manage the week-toweek maintenance and running,” said

Ward. In Kihikihi, staff have been working with a specialist watch and clock repairer who has experience in the restoration of tower clocks. The clock sits on top of the town’s war memorial building overlooking State Highway 3 and the council has allocated $70,000 for its repair in the long-term plan. Property Services manager Bruce Nunns told the Finance and Corporate committee this week staff identified structural upgrades to the Kihikihi clock’s platforms and the installation of a fall arrest system. Because the clock has not worked for more than four years, it requires a major service and refurbishment. Staff will do the work in two stages: the first this month and the second stage next year. That would include restoration and automation followed by the installation of an automatic winding system along with the supply and fitting of a time regulation device. It’s been 1.31 in Kihikihi since 2017.

formation, left LGNZ in protest at its inactions. Other councils had talked about doing the same, said Mylchreest, but none had yet. “We are elected to look after the best interests of our ratepayers. If I thought we were going to get a more effective and efficient result from these reforms, I would support it, but I don’t believe this is the case.” Waipā had invested heavily into its infrastructure and the Three Waters Reforms would see the district compensating other areas that had not done the same, he said. One councillor spoke against the recommendation. Andrew Brown said if water services remained with Waipā, the council “may well be able to achieve some efficiencies.” “I do not believe we will get anywhere near the efficiencies that a larger organisation will achieve which means that every water connected ratepayer is going to be paying more and I believe significantly more for their water than they would if we went with the government’s proposal.” Council voted to make the contribution towards the new group with only Andrew Brown recording his vote against it.

Councils go into bat

A collaborate approach between three Waikato councils has been established to protect the country’s only native land mammals. Pekapeka-tou-roa was a controversial, but clear winner of the 2021 New Zealand bird of the year and, are found throughout Waipā. But the small nocturnal mammals – which have a lifespan of 20 years - are rarely seen, and the suburban growth which is being seen across all regions works against them. The Waikato Bat Alliance and Waikato Regional Bat

Strategy aims to provide a framework for mana whenua, councils and Department of Conservation to collaborate on bat habitat protection and restoration measures in the Waikato region, share resources, and align policies and planning. The region is home to long tailed bats. A second species, the Lesser Short Tailed bats, is not found in Waipā, though some survive in the central North Island. It is thought the Greater Short Tailed bat is extinct. In Waipā there are concentrations around

Mt Pirongia and in the Maungakawa and Te Miro areas to the north east of Cambridge. A comprehensive report on the strategy noted the bats were highly mobile and their home ranges were “landscape in scale”. They required mature trees to roost and breed, darkness, productive foraging grounds, fly ways, predator control and large landscapes combining all those features. In and around Hamilton, the home range of individual female bats is up to 1600 hectares and potentially

larger than that But a small increase in housing density from one house per hectare to around five houses results in a decline in bat activity by 42%. Waikato-Tainui, which has also ben involved and contributed to the report, said planning for conservation needs to be long-term, a minimum of 50 years. Bat knowledge is far from complete and there are significant gaps in understanding them. “Bats are long-lived, more than 20 years, so they may persist in an area for decades. We can’t yet tell if the widespread presence of bats in the region is evidence they are flourishing or masking a decline in breeding success,” the report says. “Unprecedented housing development pressure has revealed the gaps in current central government direction and inadequacies of existing local authority planning, policy and regulation to manage this conflict. Existing plans and policies were put in place when the range and needs of bats were even less known than they are now. As a result, planning and policy in the Waikato region

are currently inadequate to protect bats and their habitat, and a case-by-case approach

is being taken in assessing development proposals and resource consents.”

Te Awamutu Community Board has allocated $1000 to Rotary Te Awamutu to run an alternative Christmas promotion to replace the traditional parade. At an extraordinary community board meeting this week, the board heard that Rotary had applied and been granted $3000 from the Community Discretionary Fund for the December parade but due to Covid regulations, the parade was cancelled. Rotary spokesperson Chris Kay said the whole idea of the new promotion was to “encourage the community to celebrate peace and goodwill to all and a sense of community spirit by dressing up their mailbox or business signage or their team in the theme of Christmas.” Rotary will still incur some advertising costs for the competition so asked whether it could retain $1000.

The hosts of Christmas past

Advent hope

For the first time in decades Christmas in Te Awamutu will be celebrated without the traditional float parade. Many other events, including numerous church carol services, have also been cancelled this Christmas due to Covid-19. Just over 15 years earlier Christmas in Te Awamutu was also a quiet affair, something which was condemned in the media and the Chamber of Commerce roundly criticised for the bleak nature of the town’s Christmas festivities. At the time Councillor Hazel Barnes said that Te Awamutu’s Christmas spirit had taken a bypass; there were no festive banners in the main street, twinkling Christmas lights along Alexandra Street were non-existent and save for the widely enjoyed float parade there were little, to no, festivities in the town. Much has changed since and looking back the harsh glare of the media spotlight seems to have been just the shot in the arm that was needed. The following year the Christmas Spirit sub-committee was formed and by the time December came around the main street was festooned with lights, Christmas flags, shop window displays, a tree was erected on the roundabout adjoining Alexandra, Arawata and Sloane streets and there was even a whole advent calendar of festivities to look forward to. Looking back on his time as the chairman of the Te Awamutu Alive Christmas Committee (which was behind the town’s reinvigorated festive cheer in 2005) Stuart Parker says that thanks to passionate people in the community things have come a long way since 2004 when nothing had really been happening, to now when we’ve had

some really spectacular Christmas parades in recent years. Earlier this year the Community Board agreed to purchase some new Christmas flags to hang from lamp posts along Alexandra Street, the $6000 flags were subsequently criticised for their plainness, with one Board Member saying they looked like a tacky Christmas card. Nevertheless, they help spread Christmas cheer in what are bleak times for many. Rev. Ron Bennett of the Te Awamutu Presbyterian church says that while the star atop the tree on the new Christmas flags “can be used to convey some of the true story of Christmas” it needs to be explained further, as “without explanation, it is very easy for people to miss that the reason for the season is a person …and his name is Jesus”. Earlier town Christmas flags contained images of the Holy Family alongside pohutukawa, bells, candles and other seasonal imagery. Looking back over the years it’s clear that our town’s festive spirit has come a long way and while many events have been cancelled this year Te Awamutu Rotary is running a competition to find the most festively decorated mailbox or business and the Te Awamutu Community Christmas Tree in the Rose Gardens will shine brightly throughout the festive season.

FAITH IN WAIPĀ

The last few weeks have been tough for many of us. The uncertainty of the approaching new “traffic light” system and what it will mean for gatherings both personal and public, especially the longed for summer break with friends and family, and then - to top it off - the discovery of yet another Covid variant with the accompanying questions and fears . Some days it does feel as if there is too much to bear. Last Sunday was the first Sunday in Advent. Some of you will be familiar with the word “Advent” from the chocolate-filled day-by-day treats sold in supermarkets – also called Advent Calendars. A real Advent calendar (before Disney got hold of them) is a way to remind and support the Christian observation of the period of quiet preparation and waiting that leads up to Christmas and the celebration of the arrival of the infant Jesus. Day by day the Advent calendar unfolds the story as it leads to the Nativity. A commentary also either leads the user deeper into anticipation or into practical action. In many churches the four Sundays of Advent are also marked by the lighting of a candle in the Advent wreath. The four candles each represent a different characteristic of Advent - hope, peace, joy and love. There is a final, centre candle, the white or gold Christ candle, that is lit at the culmination of Advent, at midnight on Christmas Eve, to welcome the birth of the “light of the world”. Last Sunday we lit the candle of hope. What an antidote to the weight of the week before.

Hope in Christian belief is solid and real. It is not optimism which could be described as positive thinking or seeing the glass as half full. Hope is deeper, stronger. Christian hope is based on the person of God and the promises recorded in the Bible that God consistently makes and more importantly, keeps. One of the well-known promises of God is found in Jeremiah 29. When the people are in exile and there is no sign of freedom any time soon: God says through Jeremiah, “For surely I know the plans I have for you, says the Lord, plans for your welfare and not for harm, to give you a future with hope. Then when you call upon me and come and pray to me, I will hear you.” The people did return from exile, into a hope-filled future. God’s promise was fulfilled and while the people waited, God also promised to be with them, to hear when they called upon him. The promises of God that sustained the exiles are available for us too. This Advent may you know the hope of Emmanuel - God with us. If you speak, God will listen. You can trust and rely that God is at work even when you cannot see it. This Advent, look for the signs of God’s love and presence in the lives of those around you. Turn your thoughts to others, and ask God to help you to be a sign of love and grace to them. You will be amazed at how real hope becomes.

Peer support unveiled A ‘game changer’ People living with a spinal cord impairment (SCI) in Waikato have received some welcome news with increased support coming into the region. ACC data shows that up until October this year, there were 210 active claims for people living with an SCI in Waikato, coming at a cost of $24.6 million. Over the next two years, peer support services for Kiwis with spinal cord injuries will be extended into homes and communities across the country. It is a move that will benefit people returning to their communities from specialist units, as well as those currently living with spinal cord impairments. ACC has invested $1.3 million into the peer support programme two-year proof of concept proposal. It has been developed by charitable organisations Spinal Support NZ and the New Zealand Spinal Trust. The investment will see a comprehensive peer and whānau support service established across New Zealand, coordinating a network of about 30 fully trained community peer support staff and dozens more community volunteers with lived experiences of spinal impairment. The trusts deliver the country’s only specialist Peer Support services for people with spinal cord injuries at the Auckland Spinal Rehabilitation Unit, and Christchurch’s Burwood Spinal Unit. “This is without a doubt the most significant support for the collective spinal cord-impaired community in New Zealand since ACC’s inception in 1974,” New Zealand Spinal Trust chief

executive Hans Wouters says. “This is a very important commitment that will profoundly benefit the lives of serious injury customers and their whānau.” As of October 31, there were 2235 active ACC claims for serious spinal cord injuries across New Zealand, costing more than $274m so far this year. The cost of spinal cord injuries in Waikato hit a 10-year high in 2020, with the cost of helping these people live an independent life reaching just over $28m. At least nine people have had an ACC claim accepted for a spinal cord impairment in eight of the past 10 years, and eight people have had a claim accepted so far this year.

Lee Taniwha became a tetraplegic aged 17 when he broke his neck after jumping into his cousin’s swimming pool and misjudging the depth of the water. The Otara man says the increased support will be a game-changer for the SCI community. “This investment will allow more people to have those important conversations,” the 28-year-old says. “This is great acknowledgment from ACC of the role that Peer Support plays. At the moment those conversations are organic, and they rely on someone having the good fortune to be alongside someone who has experienced what you are going through and are willing to share their experience.” Taniwha says adjusting to his new life at home was by far the “worst time in my rehabilitation”. Wouters says the network will include support, advice and encouragement for whānau of people with spinal cord impairments, because all too often, their needs get overlooked. Once the full programme is in place, the trusts will work with ACC to secure the ongoing delivery of the service. ACC data shows people aged between 15 and 19 hold

The highest number of new claims in the past decade came in 2017, when 15 people suffered a serious spinal injury. Wouters says the programme will fund existing peer support services at the Auckland and Christchurch rehab units over the next two years, as well as the development of a community-wide peer network for clients and their whānau – from the Far North to the Deep South. The network will provide support for people returning home from spinal units, and people with spinal cord impairments already living in the community. “We have a very exciting two years ahead of us as we develop peer support services in New Zealand in an unprecedented way,” Wouters says. Returning to homes and communities is recognised as a critical stage for people who have sustained spinal cord impairments, and peer services have been shown to provide more responsive and targeted support; teach skills and strategies that aid a return to independence; and be a positive influence on rehabilitation. In New Zealand, Peer Support actively promotes belonging, autonomy and confidence, while also supporting the development of optimism and adaptive coping. However, current peer services are focused on inpatient support, with limited support available for people, or their families, as they return home from hospital. Under the expansion, which will be rolled out over two years between now and October 2023, peer support workers will be established across every region of New Zealand.

The Te Awamutu BMX club have two members ready to make the trip to the deep south to the Cromwell BMX club with hopes of gaining a South Island title over two days on January 8 and 9. Molly Inia and Baiden Prescott are joining hundreds of other riders at the event where they are hoping to hit form and challenge for a title. For Molly Inia, in the 14-year-old girls’ class, this is another chance for a title as she is becoming accustomed to top placings. She is ranked number three in New Zealand, one in the North Island and captained the inaugural Super 11 North Island female race team in 2020 so is fully aware of the challenge facing her at this event. Baiden Prescott on the other hand is heading to the South Island event for his first competition as a challenge rider. Baiden is eight years old and has previously ridden as a participation rider, so this will be a huge step up - but one he is going to give his all in and hopefully come away with a good result. The TA BMX club is very well-known and respected both nationally and internationally and the club is extremely proud to have New Zealand’s best female rider and Olympian Rebecca Petch and senior rider Brooke Penny training our riders. You can find Rebecca and Brooke every Monday at our club nights joining in and chatting with the kids, who get a massive buzz being able to watch their idols race.
