A strong weighting was placed on integrating the development with the surrounding reserve and lake, to create an attractive destination that effectively linked it with the town centre to fully realise the potential of both its handy central location and the beautiful natural backdrop. The project is tracking well. Roads and car parks, along with western blocks B, C and F, are due for completion from the first quarter of 2018. The townhouses and balance of site will then be completed sequentially. Mixed-use is an emerging built form in New Zealand. It is better known overseas for facilitating vibrant activated environments where entertainment and convenience offerings, plus residential, are selectively blended with one another to create lively, popular atmospheres

COUNCIL HAS WORKED HARD ALONGSIDE DEVELOPERS TO HELP BRING THIS CHALLENGING AND COMPLEX PROJECT TO FRUITION FOR THE BENEFIT OF CAMBRIDGE Waipa District Council became very interested when the site came to the market in 2015. “We have always regarded this area as the natural northern boundary of the CBD,” says Waipa District Council Business Development Manager, Steve Tritt. “We were concerned that the site could be land banked or developed without sympathy to its historic and recreational

environment.” Council is excited to finally see the site developed after so many years of being unused. “The development is going to add so much to Cambridge with more commercial space, but equally important, bringing people to live closer to the town centre,” says Tritt. While the project has been

challenging with its scale, complexity and mixed use, Council staff have worked hard alongside the developer and their consultants to help make it happen. Council is extremely happy with the way the design has been sympathetic to the landscape and surrounding areas. Waipa District Council recently upgraded Whitaker Street and made

it two-way to improve access to Lakewood and Good Union. More car parking and new walkways were created, and the historic gates were restored, to add to the landscape of the area. “We’re excited to continue working with Greenstone Group to deliver a fantastic new development for the Cambridge community,” says Tritt.

The idea of Lakewood was originally conceived by another developer but a change of circumstances led to the sale of the project. Following their acquisition, the new developers set to work coordinating and progressing the designs for the individual buildings. Work began on site in February 2017. One of the key motivators for acquiring the project was the fact that Cambridge is growing. “The positive impact of visitors and investors that

The central location provides a convenient destination for shoppers to take time out. The project process is driven by Greenstone Group, the JV project management team. At the start of the project their work involved ensuring resource consent terms and conditions

were met and that PorterFoster JV's expectations were in line with the deliverables of the development. Once the resource consent conditions were agreed, work on finalising the designs for each individual building and town houses was able to proceed. The whole team works closely together on the constructibility process and ensures the buildings meet the Council's building consent requirements. “We also have to work closely with Waikato Regional Council to minimise the impact of the construction process on the surrounding environment,” said Gardner. “We are audited on a regular basis by the WRC.”

OVER THE YEARS, CAMBRIDGE HAS GROWN TO BECOME THE LARGEST TOWN IN THE WAIPA DISTRICT, AND THE THIRD LARGEST URBAN AREA IN THE WAIKATO AFTER HAMILTON AND TAUPO The Lakewood Cambridge development is creating a very positive change to an area of Cambridge that has so much potential, says Roger Gordon of Destination Cambridge. “The area around VTNZ and the Tivoli Theatre had become an unofficial truck park and not a particularly attractive area. Lakewood is going to change all that.” He said the creation of a retail area will hopefully add a northern retail hub which will link with the existing town high street shopping. The provision of a large number of parking spaces will not only help solve the town’s parking challenges, but also act as an incentive

for other retail businesses to establish along Lake Road. “The development will therefore provide the opportunity for Cambridge to grow its town centre, offering to meet its population growth,” said Roger Gordon. Lake Te Ko Utu and the Cambridge Domain Reserve that surrounds the lake is a wonderful natural feature that is a strong part of the Cambridge Experience for visitors and residents alike. However, with the area around Lake Road not being particularly attractive, most visitors were directed to the domain through the gates and around the Thornton Road path. “With this development, the southern

walkway will be more attractive and the presence of Good Union and other cafés and restaurants will provide a destination for a beer or a coffee to relax and enjoy the wonderful view of domain,” said Roger Gordon. More visitors expected Gordon is pleased that the reinstatement of Queen Street as a local road resulted in the removal of the median strip, and that Lake Road can now connect Lake Te Ko Utu with the town centre. The establishment of the roundabout at St Andrews corner provides better access to the domain both along Whittaker and Lake Streets, and Thornton Road.

And with a new motel featuring in the Lakewood development, Destination Cambridge sees the future need for more tourist accommodation. The town is already experiencing growth in both domestic and international visitors. “Having accommodation overlooking the lake, with a choice of food and beverage outlets adjacent, could be a popular visitor choice.” Claiming the geographical distinction of being the centre of the North Island, Cambridge is experiencing unprecedented growth and increasing popularity as a destination attraction.

Prior to industrialisation, human settlements were traditionally mixeduse. The emergence of manufacturing and industry, zoning regulations and high-density skyscraper living resulted in a separation between different functions. However, mixed-use zoning is winning favour once again. Mixed-use developments offer a range of benefits, including reduced distances between housing, work

places, retail and hospitality. Within these pedestrian and bicyclefriendly environments, a strong neighbourhood character develops. CAMBRIDGE LOCALS ARE ENTHUSIASTIC ABOUT THE DEVELOPMENT OF THE SITE, WHICH HAS BEEN LYING VACANT FOR MANY YEARS The synergy between architectural design, building amenities and commercial tenants, manifest in Lakewood Cambridge, is set to be a winner for the growing town. Locals are welcoming the mixed-used complex that is coming to life in their town centre. With the Lakewood site having been vacant for a number of years, the development will provide an important amenity to Cambridge. “Residents are very positive about the mixed use nature of the development,” says Leonard Gardner of Foster Construction Ltd. “All the apartments in stage one are now sold, and over 50 per cent of the townhouses released to date are already under contract. Interestingly,

most of the sales for apartments and townhouses have come from local residents.” Regarded as a very worthwhile community outcome, Lake Te Ko Utu and the park area around it are especially highlighted in the development. Feedback has been very positive. “We have met with the local cinema owner on a few occasions to come up with a way forward that allows films to keep screening while construction is ongoing,” said Gardner. Foster Construction has agreed to carry out excavation and road reinstatement works that use vibration in their process of construction before the first

screenings of the day. The busy entrance to the site off Queen Street, with its two car businesses and a fast food restaurant, means Foster Construction is very much in the public eye. The team works sensitively and consequently has not experienced any negativity from neighbours while they’ve been on site.
