By BETH ZUMWALT Pike Press Lawrence Nolan, 63, is being charged with aggravated battery after he allegedly stabbed another man in rural New Canton Christmas evening. According to Pike County Sheriff’s Office, a report of a stabbing was received in their office, via 9-1-1, at 9:07 p.m. Dec. 25. Upon arrival of law enforcement, it was learned that Cliff Kirby, 45, New Canton, had been stabbed and/or cut more than once. The victim was taken to Hannibal Regional Hospital and later transported to Barnes-Jewish Hospital in St. Louis for treatment of his injuries. He has since been released and is home recovering from wounds to his arm and abdomen. Nowlan was detained shortly after the
Police identify suspects in airport damage, theft and other damages By BETH ZUMWALT Pike Press Two local juveniles have been questioned in the Dec.25 crime spree that included damage to the Pittsfield Airport, damage to a vehicle at the airport, damage to an antique wind vane and a stolen four-wheeler that was destroyed along with damage to a school bus parked on the property where the four-wheeler was stolen, near the airport. The damage was caused sometime during the over night hours of Dec. 25-26. “We had about 24 of the lights along the runway broken out,” John Hayden, mayor of Pittsfield, said. “Two mirrors were broken off of cars that were in the parking lot.” The damage to the runway lights caused the airport to close to both incoming and outgoing traffic, according to Hayden. “There was a family that had flown into Pittsfield for the holidays and were expected to leave Thursday morning,” Hayden said. “When they couldn’t they had to be driven to their home and then return later for the plane. They brought a mechanic with them to check it out before they took off because no one knew if it had been vandalized, also.” Hayden also said another plane owned by a Quincy family was scheduled to leave Thursday morning and take the plane to Florida. “That was delayed until 5 p.m.,” he said. “This really inconvenienced a lot of people and caused a lot of headaches.” Hayden said the city was lucky that the Quincy Airport had extra lights and the repairs were made later in the afternoon of Dec. 26 rather than the two or three days originally estimated. The airport was closed until Dec. 27 at

arrival of law enforcement and transported to the Pike County S h e r i ff ’s Department where he was later arrested. Nowlan is lodged at LAWRENCE NOLAN the Pike County Jail awaiting a court appearance. The Illinois State Police assisted the Pike County Sheriff’s Department in the investigation and apprehension of Nowlan. Nolan appeared in court and had bond set at $100,000. He posted bond and was released pending court appearance. The investigation is still ongoing with further possible charges pending.
8 a.m. and originally was only going to be open daylight hours only, when the repairs were made sooner, it was fully opened. John Guthrie, manager of the airport, said he discovered the damage about 7:10 a.m. Dec. 26. “I saw the wind-T was damaged and then as I drove down the runway, I saw the broken glass.” Guthrie said it is his opinion, the vandals used an object to strike the globes on the lights, using a golf –type swing, causing the glass to shatter across the run-way. “There were smaller pieces and then there were bigger shards,” Guthrie said. “If a plane had landed and ran over one of those shards and blown a tire, it could have caused a fatal accident.” The stolen four-wheeler was a Christmas gift to a family’s grandsons, who only got to use it Christmas day before it was stolen and burned beyond repair in the early morning hours of Dec. 26. Jennifer Thompson, assistant police chief for the City of Pittsfield, said evidence left at the scene and camera footage led investigators to the suspects. and although they have not filed charges yet, reports have been forwarded to the Pike County State’s Attorney’s office and formal charges filed later this week. Names are not being released due to the age of the suspects. No estimate of the cost of the crime spree has been given, but Hayden says damage to the airport alone will be thousands of dollars. Vandalism at an airport is considered a federal felony and it is unclear if and when those charges will be filed. “We haven’t heard from Springfield, yet,” Hayden said. (See, AIRPORT, A2)

Board settles with Valley City Drainage District By MICHAEL BOREN Pike Press The Pike County Board had a relatively short meeting on their usual fourth Monday of the month, December 23, 2019, which was Christmas Eve, Eve, with all members present except Derek Ross. In a 10 minute closed session, the board discussed the issue of the “White Bridge,” which has been ongoing issued for many months. Returning to open session, the board passed the following measure, 7-1, with Amy Gates voting nay: “The County of Pike and the Valley City Drainage and Levee District have agreed to settle the lawsuit filed as 2017-MC-1. There is no admission of liability. The District is agreeing to pay $62,500 to the County, and the County is agreeing to use to the money to perform work around the White Bridge. Both the County and the District hope they can put this behind them and work together to ensure the safety of the White Bridge and the highway system in the Valley City area.” The meeting began with a prayer
by Brother Jerry Edison, followed by the Pledge of Allegiance, led by Chairman Andy Borrowman. Ginny Stauffer was appointed to a four-year term to the Mental Health Board to expire in 2023. The board approved updates to the county employees’ handbook, including a requirement for sexual harassment training for all employees. Sheriff David Greenwood has indicated that the employees in the Sheriff’s Department will follow the federal guidelines, that cannabis is illegal. The board added an extra holiday for presidential election day in 2020. Also, the board approved a holiday for Christmas Eve in place of Good Friday. The board also went along with the guidelines from the Illinois Department of Transportation for a 2 percent increase in the salary of County Engineer Chris Johnson. His salary will increase to $101,700, of which 50 percent will be paid from the county’s Surface Transportation Funds and 50 percent from local funds. 2019 – A year in review Jan. 2: Three new deputies were added to the Pike County Sheriff’s Department. The three new deputies are Skyler Lambeth, Mike Johnson, and Silas Greening. According to Sheriff David Greenwood, the three are replacing deputies who have retired or otherwise left the force. Jan. 9: Pittsfield’s Miller Furniture closed its business and sold its building to Whitetail Properties. Whitetail bought the building with the intention of adding office and meeting space for the company’s employees. The building is currently being renovated by Pittsfield’s Petty Construction. Jan. 16: A New Canton man was found by law enforcement to have had suffered an accidental gunshot wound to the head. The man is expected to make a full recovery. The victim’s name was not released by Pike County Sheriff David Greenwood. Jan. 23: Daniel Williams was named full-time patrolman with the Pittsfield Police Department. Williams had previously served the department on a part-time basis. WIlliams has since been promoted to sergeant.
Feb. 6: Jacob Iftner of Barry was sentenced to 24 months of conditional discharge and three weekends in jail, following repeated USDA violations at Iftner’s hog farm. After a 2017 charge related to missing tags and substandard enclosures, Iftner was found to have 30-40 hogs running free on his property. Feb. 13: The GriggsvillePerry 7th grade boys basketball team won the 7A state championship in Peoria. The team finished the year undefeated, with a record of 29-0. G-P defeated Lincoln Carroll Catholic 27-22 to earn the first place trophy. Mar. 6: A lab mix puppy was found abandoned in a Detroit dumpster after spending a freezing night there. The dog has since been named Diesel and has been adopted by a family in Winchester. Mar. 20: Rebecca Davis became the first woman to serve as an American Legion commander in Pike County. Davis, a 20 year Navy veteran, was named commander of Barry Legion Post #222. Apr. 3: Two unrelated murders result in arrests of Charles T. Allen of Louisiana,
Missouri and William Poor of Pittsfield. Allen was charged in the stabbing death of Donald Collard of Pleasant Hill, and Poor was charged in the beating death of Joshua Witherbee of Pittsfield. Apr. 10: Pleasant Hill’s village board voted to allow the sale of alcohol in the community. The village president will serve as liquor commissioner, and all terms regarding the sale of liquor are determined by the village board. May 8: Spring flooding along the Mississippi and Illinois rivers resulted in the declaration by the governor of Pike County as a disaster area. The flooding resulted in property damage and the river being closed to recreational traffic. The federal government declined to declare Pike County a disaster area. May 8: Chaz Carter was charged with attempted murder after shooting Victor DeLong twice. Carter was taken into custody by Pittsfield Police with the use of a taser. The investigation was subsequently taken over by the Illinois State Police. May 31: Heaton’s car dealership in downtown Pittsfield
closed permanently. Peter Heaton had been in the car dealership business since 1977. Pittsfield’s Wright’s Autobody has since moved into the Heaton’s builiding. June 12: New safety procedures were introduced at the Pike County Courthouse following an incident involving the presence of an unauthorized person in the courthouse after hours. A Sheriff’s deputy will now check all individuals entering the courthouse with a metal detecting wand. June 26: Bruce McKee resigned as Pittsfield’s gas and water foreman. McKee had served with the city for 30 years. July 10: Cindy Prentice, a 37-year employee of the city of Pittsfield, retired as the city’s clerk. The remainder of her term was filled by Ann Moffitt. The next city clerk election will be held in April 2021. July 31: Pike County Farm Bureau has served Pike County residents and farmers for 100 years. The Farm Bureau hosted a picnic and open house to commemorate the century of service. Aug. 3: After months of
construction and planning, the new Champ Clark Bridge opened to traffic. Hundreds of residents and officials gathered on the bridge above the Mississippi River to commemorate the event. The new bridge is safer and is able to be utilized by larger trucks than the old bridge. Aug. 14: After a hiatus since the program was cancelled in the 2012-2013 school year, Western School’s music program was reinstated. Instruction is beginning in the Kinderhook middle school classes. A semester’s end recital and concert was held in December. Aug 16: Four Jacksonville men were arrested for a series of home invasions in Chambersburg and Perry. The four were charged with a range of assault, burglary, and weapons counts. One defendant has agreed to a plea deal with the State’s Attorney. Trials for the three remaining men are ongoing. Aug 24: A one car accident in Kinderhook resulted in the fatality of 93-year-old Richard Schutte of New Canton and a (See, REVIEW, A2)
