Winchester School District ends the year in the black

By CARMEN ENSINGER Scott County Times Winchester School Board members got some good news from the district’s auditors at the Sept. 10 meeting and even better news about next year’s budget, which is a balanced budget. “Overall, our revenue was more than our expenses VR ZH ÂżQLVKHG LQ WKH EODFN E\ about $200,000,â€? Winchester Superintendent Kevin %ODQNHQVKLS VDLG Âł7KDWÂśV not bad at all.â€?

However, in the Education Fund, one of the four major funds, expenses exceeded revenue by about 7KLV ZDV RIIVHW E\ a combined $90,000 surplus LQ WKH 7RUW DQG ,05) IXQGV both of which are restricted

funds.

7KH 7UDQVSRUWDWLRQ )XQG had a surplus of around ZKLFK %ODQNHQVKLS said was in anticipation of a new bus lease or purchase next year. “Because of the anticipation of having to have money in that fund for bus leases prior to July 1 of next year, some money was funneled into that account to prevent it from having a negative balance,� he said. “We are going to need between $150,000 to $200,000 for the bus lease QH[W \HDU 2YHUDOO ZH ORRN DW the bottom line and that is we ZHUH LQ WKH EODFN this year.�

Illinois Rural Electric will provide all the material cost.

The council also approved Benton and Associates to lay out three lots on the recently acquired land that the city purchased at auction earlier this year to pay for the newly purchased bank building on the square that will be the new city hall.

According to the zoning requirements the minimum lot size is 7200 square feet, which comes out to a lot being 120 feet deep by 90 feet wide.

There was quite a bit of discussion as to how the lots will be offered for sale. At ÂżUVW WKH\ ZHUH JRLQJ WR RIIHU WKHP IRU HDFK ÂżUVW

FRPH ÂżUVW VHUYH 7KHQ LW was decided to have a live auction. Any bidder with a $15,000 minimum bid can enter the auction and have a chance to be the high bidder.

Gregory Electric will be replacing the electricity at the water tower from a threephase line to a single-phase line. The cost to replace the line will be $1,900 but it will save the city $140 a month in electricity.

While it was not part of the bid, there was also talk about taking the security light off of the pole and installing it on the building.

This will save an additional $22 per month pole charge from Ameren.

Bluffs village board busy burgoo kettles

By BETH ZUMWALT Scott County Times At the September Bluffs Village Board meeting, the trustees voted to purchase three burgoo kettles and stirrers from the Bluffs American Legion. “They said they were for sale and we thought with the popularity of the Bluffs Picnic each August, it would be a good idea to keep them in the community,� Linda Sapp, village president, said.

The village already used one of the buildings to store the kettles for the Legion and Sapp said the kettles might be available to groups wanting to use them for fundraisers, although no definite rules had been established.

The board also agreed to try to get a 80/20 Enhancement Grant which would help improve sidewalks and curbs

throughout the village. John Paul Coonrod, a Winchester attorney, will help with the application.

Work on the proposed new water tower is progressing with most of the necessary data being collected.

The village will also rent two dumpsters from Area Disposal, who was the low bidder, to have in the village. Cost will be $170 every three months.

The village announced after receiving some more grant money and using some money, they were able to pay off the new squad car. “No more car payments,�

Sapp said.

The village also agreed to trade some property. The building where the food pantry is located will be swapped out for another city owned building and the first building may go on the market.

Lona Irene Dunn

Donald Dean Bartlett

Donald Dean Bartlett, age 86, of Prophetstown, died Wednesday, September 11, 2019 surrounded by his loving family at OSF St. Anthony Medical Center in Rockford.

Donald was born on May 22, 1933 in Greene County, Illinois, the son of Walter “Jim� D. and Nettie E. (Wells) Bartlett. He graduated from Winchester High School and then received his Bachelor’s Degree at Western Illinois University. Don is a United States Army Veteran and served in the Korean War. He married his high school sweetheart Ruth Ehlert on December 27, 1952 in Jacksonville. Don was the owner and operator of Prophetstown Equipment, Polo Equipment and Chadwick Equipment. Don accomplished a lot in his life.

He was the Past President of the Illinois Retail Farm Equipment Association, the Past Trustee of the Prophetstown Fire District, the Past President of the Prophetstown Booster Club and the Past President of the Prophet Hills Country Club. He was a member of the Prophetstown First Lutheran Church and served on the church council. Being a Veteran, Don was proud to be able to take the Honor Flight in September of 2012. He enjoyed playing cards, cheering on local high school sports teams and was an avid Chicago Cubs and Illini fan. He loved teaching his grandsons his hobbies RI KXQWLQJ DQG ÂżVKLQJ Don was preceded in death E\ KLV ÂżVKLQJ DQG KXQWLQJ buddies, Don Phillips, Jim Saffer and Bill Hart.

He was a very thoughtful, honorable man who truly will be missed.

Survivors include his wife of 66 years, Ruth; two daughters, Anita “Ann�

Sterling and Susan (Dennis) Stanhoff of Prophetstown; seven grandchildren, Anna, Matthew (Cecily), Caleb, Sarah, Jacob (Grace), Zachary and Emma; four great grandchildren, Eli, Matthew, Jr., Isabella and Jackson; one great grandson due in January; his twin sister, Jean (Kenny) Gourley-Savage of Winchester and sister, Barb Moore of Winchester; sisters-in law, Ginny Bartlett of Sterling and Berneda (Bill) Grisham of Texas; brothers-in-law, Harold (Pat) Ehlert of Kan. and Carl (Nancy) Ehlert of Ill.; and many nieces and nephews.

He was preceded in death by his parents, Walter “Jim� Bartlett and Nettie E. Bartlett- Doyle; one brother, Richard “Dick� Bartlett and two brothers-in-law.

A memorial visitation will be Saturday, September 21, 2019 from 4:00-7:00 p.m. at the McDonald Funeral Home in Prophetstown, 46 Grove Street. A graveside service with full Military Honors will be held at a later date at Winchester City Cemetery in Winchester, ,OOLQRLV ,Q OLHX RI ÀRZHUV memorials may be made to the Prophetstown EMS or the First Lutheran Church of Prophetstown.

Lona Irene Dunn, age 88 of Smyrna, Ga., passed away Saturday, August 31, 2019.

A funeral service was held at 11 am Wednesday, September 4, 2019 at Carmichael Funeral Home in Smyrna. Interment was in Georgia National Cemetery.

Mrs. Dunn was born on June 25, 1931 in Vada Mo., as a twin. Her twin brother Ivan survived only a few days. Mrs. Dunn was married to her husband, Rev. Phillip Dunn for 59 years before his death in 2017. The Dunn’s pastored 9 churches during their ministry, the last of which was Winchester Assembly of God in Winchester. She was a homemaker and a Pastor’s wife for over 50 years before her husband

retired. She was a woman of prayer that loved the Lord and had a devout faith.

Mrs. Dunn was a proud Mother of one, her daughter Karen (Marius) Rogneby of Marietta Ga., who survives her. Her surviving siblings include brothers Eugene Thrasher of St. James, Mo., and Wayne Thrasher of Ballwin, Mo.; sisters %ODQFKH 2WWHQ RI 6SULQJÂżHOG Mo., and Carolyn Peters, of Villa Ridge, Mo. Her granddaughter Rachel Rogneby also survives Mrs. Dunn, and Rachel was the joy of her life. “Well done, thou good and faithful servant: thou has been faithful over a few things, I will make thee ruler over many things: enter thou into the joy of thy Lordâ€?. (Matthew 25:21)

Cougars take homecoming victory over Pleasant Hill 33-0

By KENT COULTAS Scott County Times Hunter Coultas and Tanner Whewell each scored two touchdowns to lead West Central to a 33-0 Homecoming win against Pleasant Hill Sept 13 at Winchester.

The Cougars rolled up a season high 466 yards and ÂżUVW GRZQV 7KH\ UXVKHG for 296 yards on 53 attempts and had 170 yards passing.

West Central scored on LWV ÂżUVW WZR SRVVHVVLRQV RI the game to take a 14-0 lead LQ WKH ÂżUVW TXDUWHU Coultas scored on a 7-yard run with 8:27 UHPDLQLQJ LQ WKH TXDUWHU Noah Smith kicked the extra point for 7-0 lead.

Jack Albers caught a 13-yard pass, and Coultas caught a 16-yard pass during the drive.

Coultas scored on a 1-yard run with 3:56 UHPDLQLQJ LQ WKH TXDUWHU and Smith kicked the extra point for a 14-0 lead. Wes Hughes had a 32-yard run during the drive.

The score stayed that way until late in the second TXDUWHU Whewell caught a 57yard pass from Hughes for a touchdown with 57 seconds UHPDLQLQJ LQ WKH TXDUWHU Smith kicked the extra point, and West Central led

21-0 at halftime.

The game was scoreless LQ WKH WKLUG TXDUWHU EHIRUH the Cougars scored twice in the fourth.

Whewell blocked a Pleasant Hill punt, and Bryce Clayton recovered the football to give West Central possession at the 15-yard line.

Whewell scored on a 5-yard run a few plays later, and the Cougars led 27-0 with 7:57 remaining in the game.

Clayton scored on a 5-yard run with 5:06 remaining in the game to give West Central a 33-0 lead. Albers recovered a short kickoff to set up the touchdown.

The Cougars missed several other scoring opportunities in the game.

West Central turned the ball over downs at the Pleasant Hill 5-yard run and had a pass intercepted at the JRDO OLQH LQ WKH ÂżUVW KDOI The Cougars also turned the ball over on downs at the 15-yard line in the third TXDUWHU DQG ORVW D IXPEOH at the 10-yard line in the IRXUWK TXDUWHU Pleasant Hill gained just 83 yards of offense in the game. Coultas rushed for 109 yards on 22 attempts to lead the winners. Whewell rushed for 83 yards on 11 attempts. Hughes rushed for 57 yards on 10 attempts.

Lathan Barnett rushed for 18 yards on six attempts.

Landon Barnett rushed for 16 yards on one attempt.

Coultas caught three passes for 40 yards, and Landon Barnett caught two passes for 60 yards.

Lady Cougas split games during homecoming weeks

By KENT COULTAS Scott County Times Emma Slagle had nine service points to lead West Central to a 25-11, 25-20 win over North Greene in volleyball Sept. 10 at Winchester.

The second set was tied at 9 before Summer Davis had a kill to give West Central the lead. Slagle had consecutive kills, and Halie Daniel had a service ace that gave the Lady Cougars a 13-9 lead. They led for the remainder of the set.

Slagle had another kill and had three service points as West Central extended its lead to 20-10.

North Greene got within 22-18, but Morgan Hoots had a kill and a service ace that gave the Lady Cougars a 24-18 lead.

West Central led 8-7 LQ WKH ÂżUVW VHW 'DQLHO KDG a kill and a service as the Cougars took an 11-7 lead.

Slagle had four service points, and Hoots had a kill as West Central extended its lead to 21-9.

West Central committed a hitting error that gave Calhoun a 25-24, and Calhoun had a kill for match point.

Sydney Elliott had two VHUYLFH DFHV LQ WKH ÂżUVW VHW to give West Central a 12-4 lead. Calhoun never got

closer than four points in the rest of the set.

Hoots had a kill that gave the Lady Cougars a 23-15 lead. Calhoun two hitting errors as West Central came away with the set one win.

The second set was tied at 17, and Elliott had a kill that gave West Central the lead.

West Central took a 21-19 on two kills by Slagle, and a hitting error by Calhoun.

Calhoun scored to the next six points to tie the match.

Neither team led by more than three points in the third set. The set was tied at 17, 18, 19 and 20 before a tip by Slagle gave West Central the lead. Calhoun committed a hitting error, and the Lady Cougars led 22-20.

Calhoun rallied to tie the match at 22, and West Central had block to take a 23-22 lead. West Central took the lead again on a bump by Hoots, but Calhoun rallied to win the match.

Natural ways WR ÂżJKW IDOO allergies As the days become shorter and the weather cools down, a new crop of allergy symptoms can arise, turning the autumn season into one marked by sneezing, scratchy throats and itchy eyes. Medications can alleviate such symptoms, but allergy sufferers may want to investigate some natural ways to beat allergies.

According to the American College of Allergy, Asthma & Immunology, ragweed is one of the more common triggers of autumnal allergies. Ragweed contributes to "hay fever," which is a term to describe allergic rhinitis that occurs as a symptom of ragweed pollen in the air.

Ragweed releases pollen in mid-August, and it can continue to be problematic until a deep freeze arrives.

Other sources of fall allergies include leaf mold and pollen that is present on fallen leaves. This gets circulated when people begin to rake or blow fallen leaves. Classroom pets and chalk dust in schools (although chalkboards are largely a thing of the past) are other autumn allergens.

The good news is that many natural remedies work just as effectively as over-thecounter medications in regard to combatting ragweed and pollen problems. Here's how to beat the fall allergy blues. ¡ Stay away from pollen.

Stay away from pollen and prevent it from being tracked indoors. Remove shoes when walking through the door.

Take off clothes worn outside and launder them promptly, showering to wash pollen off of the body. Use an air conditioner or keep windows closed when the pollen count is high. ¡ Increase omega-3 fatty acids. It is well documented that fatty acids are good for brain health and cardiovascular well-being. But these acids also may help with allergies. A German study linked foods high in omega-3 fatty acids with the ability to ÂżJKW LQĂ&#x20AC;DPPDWLRQ ZKLFK LV D hallmark of allergy suffering.

Foods that are high in fatty DFLGV LQFOXGH ZDOQXWV Ă&#x20AC;D[ eggs, and cold-water fatty ÂżVK ¡ Rinse off pollen. Use a mild cleanser to rinse the eyelids and eyelashes of pollen, as this is where it tends to congregate after being outdoors. Use saline spray to clear nasal passages of excess pollen as well. ¡ Take natural supplements. A study published in the journal Clinical and Experimental Allergy found participants who used tablets of the herb butterbar showed VLJQLÂżFDQW DOOHUJ\ UHOLHI DIWHU only one week. Select herbs from reputable manufacturers who certify them. ¡ Use eucalyptus oil. This oil is great to have in the house to help clear up sinuses and provide nasal congestion relief. Mix a small amount with coconut oil and rub onto the chest. There also is some evidence that adding a few drops of eucalyptus oil to cleansing products can help kill dust mites around the house. ¡ Wear a mask.
