Wrist bands that allow the wearer to go on all the rides he or she wants may be purchased for $30 until 9 p.m. on June 5 from the Camrose Chamber of Commerce office, Sobey’s, Canadian Tire, Safeway and Fox Taekwon-Do. After that the wrist bands go up to $35. Wrist bands are a con-

venient way to pay for rides, as opposed to standing in ticket booth lineups or sending money with the children. The Jaywalkers’ Jamboree midway will feature the usual assortment of games where you will be able to test your luck or skill in hopes of winning a cuddly stuffed animal for yourself or your sweetheart.

Try popping a balloon by throwing darts, rolling a bowling ball on a ledge, or throwing a basketball through a hoop. The rides and midway are again being supplied by West Coast Amusements, with which the Chamber of Commerce has had a long-standing relationship.

Superheroes theme of 57th annual Jaywalkers’ Jamboree By Dan Jensen

Superheroes will be the theme of the 57th annual Jaywalkers’ Jamboree this Friday and Saturday. “We chose the theme based on some of the exciting events we have been planning,” said Camrose Chamber of Commerce Jaywalkers’ Jamboree committee chair Sebastien D’Eschambeault. “We think it is going to appeal to a lot of the younger people.” A workshop led by Kompany Family Theatre on how to be a superhero will be held at the Bailey Theatre Saturday afternoon from 2 to 3:30 p.m. “We require people who plan on attending the workshop to register by noon at the Camrose Chamber of Commerce booth,” said D’Eschambeault. The workshop will be followed by a superhero parade, led by Dan The One Man Band to the Nordic Mechanical Services main stage at 50 Avenue and 50 Street, where best dressed prizes will be presented in the 0 to 7, 8 to 14 and 15 and over categories.

The Camrose Friends of Crime Stoppers have enlisted the help of rubber ducks to assist with awareness and fundraising duties at the Duck Race during Jaywalkers’ Jamboree. “We’re raising money for tips via a duck race on June 7 at 1 p.m.,” said Crime Stoppers member Kate Holliday. A course will be set up at the south end of Main Street with about 1,000 yellow rubber ducks. “We are honoured to have special guests and celebrity judges who will be helping with our race. Please join us at our Jaywalkers booth on Friday and Saturday for more information on how Crime Stoppers helps to keep our community safe,” said Kate. The first duck to cross the finish line gives the ticket holder $1,000. Second place wins $700 and third place is worth $300. You can buy as many tickets as you’d like to improve your odds and increase your support of Crime Stoppers. The winner does not need not be present to win, so anyone over the age of 18 can purchase tickets. “In keeping with Jaywalkers’ Jamboree 2014 theme, cartoons and actions heroes, our Obstacle Heroes put cartoon villains behind bars. Join us for the race or see it live to see your villain behind bars,” said Kate. By Dan Jensen When it comes to booking a booth for Jaywalkers’ Jamboree there is good news and bad news. The good news is that there are still plenty of spaces available for 2015. The bad is that there aren’t many left for 2014. “We only have a few left,� said Jaywalkers’ Jamboree committee chair Sebastien D’Eschambeault. Basic booth sizes are available in 10 by 10 foot and the larger 10 by 20 foot sizes. People can get the size of booth that they want, depending on how much they want to put on display. The Camrose Chamber of Commerce booth will be back at its usual location at 50 Street and 50 Avenue. It is the place to get any information you need about events and where they are happening. While many of the previous exhibitors are going to be back, there will be the usual sprinkling of new ones. “It’s exciting to see some of the new businesses that have moved to Camrose in the last year or two catching the Jaywalkers’ Jamboree spirit,� said D’Eschambeault. More and more people from other communities are wanting to be part of Jaywalkers’ Jamboree, which has gained a solid reputation right across the province.�

The Camrose Booster and Hauser Home Hardware Building Centre will be giving you the chance to test your bowling skills (and luck) on Main Street June 6 and 7. Bowl for the Green 2014 will give jaywalkers the opportunity to try to roll a “bowling ball” through a hole surrounded by professionally-designed art work of bowling pins at the end of a nearly 100-foot-long “bowling” lane. Three balls can be purchased at a cost of $1. Those who are successful in “making a strike” will earn a spot in the final bowl-off on Saturday afternoon, where the grand prize will be $1,000, spendable at any business or organization which placed an advertisement in the special Jaywalkers’ Jamboree Super Booster. “We know from experience Bowl for the Green is an exciting and fun event,” said The Camrose Booster associate publisher Ron Pilger. “Year after year we find it to be one of the most popular attractions at Jaywalkers’ Jamboree.” All proceeds from the 2014 Bowl for the Green will go to the Battle River Community Foundation. Members of the Foundation will be assisting with the retrieval and distribution of the balls.

Camrose Chrysler will be making sure you get your jaywalking off to a good start when it sponsors a pair of pancake breakfasts. Friday’s breakfast will be held on 50 Avenue (next to the Professional Centre) from 7 to 9 a.m. Saturday’s breakfast will be held at the same location from 7:30 to 9:30 a.m. Coffee and juice will be provided by Starbucks. The pancake breakfast is one of the true bargains at Jaywalkers’ Jamboree. “It is a good way to kick off everything and get fueled up for the whole day ahead,” said Jaywalkers’ Jamboree committee chair Sebastien D’Eschambeault. All proceeds from the breakfast will go to the Camrose Chamber of Commerce. Official opening ceremonies for Jaywalkers’ Jamboree, complete with comments from City of Camrose and Camrose County dignitaries will be held on the stage next to the pancake breakfast starting at 8:30 a.m. Friday. The objective of the Camrose Chamber of Commerce is to provide a better understanding of the private enterprise system through networking services to members. The Chamber also promotes tourism, business and commerce, and the improvement of the quality of life in the community, recognizes excellence, and acts as a voice for business to local, provincial and national governments.

Jaywalkers’ Jamboree is an event that has an incredible economic impact on our business community. Business owners have the opportunity to showcase the best they have to offer to their customers. Jaywalkers’ Jamboree is the Camrose Chamber’s biggest and longest-running event. The idea was conceived in 1957 by a Camrose Chamber of Commerce retail committee consisting of Bill Fowler, Mike Sich and Leon Warhaft, which had been given a directive by then Chamber president Dr. Hamp Smith to either revitalize the annual fall festival or shut it down and get something else. The committee, in doing its research, found that a town in the United States had enjoyed great success in one of its promotions by closing off main street for a couple of days and allowing businesses to display their merchandise on the street. Jaywalkers’ Jamboree will feature prizes for best storefront, best booth and best costume.

Two-day downtown festival fun By Dan Jensen

The Brick owner Sebastien D’Eschambeault has seen many festivals and cultural events but nothing quite like Jaywalkers’ Jamboree. “It struck me right away,” said D’Eschambeault, who is originally from Montreal. “It has a liveliness and a pop that you don’t often see in other events. Part of it is because we are a smaller community and we tend to do a better job of promoting ourselves.” D’Eschambeault sees Jaywalkers’ Jamboree as an event that draws the whole community together. “We get people from every age group coming downtown to meet others and see what they can find,” he said. “It is just a good, well-organized start of summer celebration where you can have fun and unwind, go back to the old school with the carnie games and rides, and enjoy a few mini donuts. Especially the mini donuts.” D’Eschambeault likes the fact that Jaywalkers’ Jamboree is right on main street, which where he feels more things should be happening. “Walking down the street you can see that everyone is having a blast,” he said.

The party isn’t over when the headliner leaves the main stage at the Big Valley Jamboree. The saloon will keep things rocking into the night this summer from July 31 to Aug. 3. Lonestar will be headlining the Thursday evening Kick-off Party with the band’s third performance at the Big Valley Jamboree. By Murray Green Alberta Education’s proposed discovery math is dividing the provincial experts as they scramble to find solutions to students’ declining grades. “The government should immediately address concerns about math instruction in Albert,” said Wildrose education critic Bruce McAllister after a petition calling for changes with more than 14,000 signatures was tabled in the Legislature. The “Back to Basics” petition was created by Dr. Nhung Tran-Davies, a mother and doctor from Calmar who is concerned Alberta Education’s discovery math focus is confusing Alberta children and contributing to lower international test scores. A flurry of parents, teachers and math experts have joined Tran-Davies calling on the government to stop the fuzzy math in our schools. “If they gain mastery of the fundamentals they (children) will have confidence in their ability and have a solid foundation from which to build innovative and creative ideas,” Dr. Tran-Davies said. McAllister tabled the petition and called the numbers in it staggering. “These numbers should be impossible for this government to ignore,” he said. “This petition is a strong statement from Albertans and it’s time education minister Jeff Johnson starts listening.” Dr. Tran-Davies joined some of the greatest minds in mathematics at a conference at the University of Alberta, Augustana Campus on May 1 and 2. “A lot of teachers are not in agreement with what is being proposed. They want to have the freedom to teach what is best for their own students and not always the way the curriculum says,” said NAIT math professor Cornelia Bica. “Teachers don’t always agree, but I have to try to improve the way math is taught. We have lots of people with different opinions. Many think it is a lost cause already and are just going to try and teach their students the way they want or follow the curriculum. The problem of just following the curriculum is that it is not challenging enough for the average student. The curriculum is really, really weak.” The change to discovery math is not the solution. “We have teachers with large classroom sizes and it is difficult to teach. But, other societies do it. The United States and United Kingdom

has a similar society, so let’s examine how they do it,” professor Bica said. “Singapore and Finland are very high in math because they put a lot of money into education for students who are behind. We don’t. If you ask the students to do more, they will do more. I think we can improve it that way and it is a simple start.” Bica believes if you keep the level of math low, then that is what the students are going to be satisfied with. “There are lots of factors. Teachers need more preparation time; they are overworked (they are paid well, but overworked) and the teachers can’t advance if they are so overworked,” she added. “Classrooms are too big. We have lots of issues and the curriculum is only one. It is an easy fix, but whether something is done about it is another thing.” Professor Bica is pushing for a stronger curriculum, not a weaker one like the government is proposing. Grant MacEwan University professor Mark Solomonovich said the education minister is not taking advantage of being a trailblazer in this province. “I believe if we wrote new textbooks and made math a little more challenging we would find that the students would rise to the challenge and progress in math levels,” said professor Solomonovich. “The textbooks could be easy to follow along for the teachers and the students would thrive. With the experts we have in this province, it could easily be done. If the students are not challenged then it is hard for them to improve.” Professor Solomonovich suggested the math teachers should come up with a single letter to the minister outlining some positive changes to the system. “We have to start with strong textbooks to make the teachers and teaching stronger. We have the resources to get information for better textbooks,” he said. Professor Bica thinks too much time is spent on computers and not enough time on reading and math. “Going back to what was taught when parents and grandparents went to school was successful. We need more basics with challenges,” she said. “We must have a good curriculum with good textbooks. Training teachers is not easy, but starting with better textbooks is what is needed. We need to use methods that the students can relate to.”

Olson working to ensure rural Alberta thrives By Minister Verlyn Olson Agriculture and Rural Development

Rural Alberta contributes more than $77 billion annually to Alberta’s and Canada’s economy, and with smart planning and coordinated programs and services, rural Alberta will thrive. The Rural Economic Development Action Plan is a new initiative designed to build on the significant efforts made in the past to support economic activity in rural Alberta. The goal is to ensure that rural communities continue to flourish. An MLA task force including Hector Goudreau, Jacquie Fenske, Ken Lemke, Bridget Pastoor, and myself has been working to keep this initiative moving. Earlier this spring, we held a series of stakeholder roundtable discussions in Athabasca, Fairview, Edson, Olds, Medicine Hat, Lethbridge, Vermilion and Camrose. We talked, and mostly listened, to the suggestions from economic development organizations, area associations and citizens about how to best address the economic needs of our rural communities. We are all from rural Alberta and know the joys and challenges first-hand. Stakeholders were asked for input and direction about how Alberta’s rural communities can build on five key areas: industry and business development; financial and capital access; workforce development; regional coordination; and economic infrastructure capacity. We want to ensure that we have the right resources in place and that our current investments in rural communities are being spent wisely. During the discussions, our stakeholders told us how essential it is for government, industry and communities to work together to ensure existing programs and services are coordinated so that they are delivered effectively and efficiently. We also heard a successful Action Plan has to be grounded in a long-term vision for rural Alberta, and that the plan needs to recognize the unique circumstances in different regions of the province. With those thoughts in mind, I challenged participants to think about what short term actions we can take today that would facilitate economic development, as well as what actions could yield long-term benefits for rural Alberta 30 years down the road. What are the “game-changers” that will help stimulate growth? It was clear that highspeed Internet is seen as an important tool to support the rural economic development. And, a key issue on top

Camrose women put on their work clothes May 6, 7 and 8 for the first ever Habitat for Humanity Women Build. “We had 37 women, including a lot of the business owners, paint the doors, door jams and baseboards that are going to be installed our 25th and 26th homes,” said Habitat for Humanity Camrose project manager Brenda Murdock. “We did the work in a garage on 48 Avenue so we would have more room.” Women Build was initiated to show the difference that women make in the community and bring awareness to the issue of women and child poverty in Alberta. The program recruits, educates and encourages women to come together to build homes, which in turn help families break the cycle of poverty and create a stronger local community. “I began by contacting business owners, just as a place to start,” said Murdock. “I realized they were super busy but everybody was so excited to get involved.” Bra Necessities owner Kim Turre, who was joined by members of her staff, said she felt empowered to get involved with the Women Build. “It makes a big difference when you know everybody can get together and work on something to help others,” said Turre. “That is the biggest thing, just trying to make a difference.” Debbie Thompson, owner of From Kicks to Kids, enjoyed the sense of community and camaraderie amongst the women. “It was just a lot of fun to get out there and do something different as opposed to going to a networking event or working in our own business,” said Thompson. “It would be nice to be able to give more time than we were able to allot this year.” The fact the Women Build was held so close to Mother’s Day was significant, since families with children make up a staggering number of those in need of adequate housing. Camrose sees a slight increase in crime in 2013 By Dan Jensen

Camrose experienced a slight increase in crime in 2013. A Camrose Police Service annual report and crime analysis that has been posted on the CPS website shows there were 1,874 criminal offences in the 12 months ending Dec. 31, an increase of five per cent from the 1,787 the year before. Crimes against persons

The number of crimes against persons totalled 327 in 2013 up from 325 in 2012. “The majority of the 2013 offences were Level 1 assaults at 137 and uttering threats at 93,” said the analysis. Domestic violence offences totalled 70, down from 77 the year before, the number of sexual assaults increased from 12 to 15, and the number of robberies decreased from four to two. The number of criminal harassments dropped from 36 to 29. The category of assault on a police officer revealed the largest percentage increase in 2013 of 125 per cent, from four incidents in

2012 to nine incidents in 2013. Crimes against property

The number of crimes against property totalled 995, down from 997 the year before. “Break and enters decreased five per cent, theft of motor vehicles decreased 26 per cent, theft over $5,000 decreased 11 per cent, and theft under $5,000 decreased by 20 per cent,” said the analysis. “Total property damage offences increased by eight per cent, and possession of stolen property increased by 54 per cent.” The total number of frauds was 86, with 14 of those involving credit cards. “The majority of these reported incidents consisted of fraud attempts through the mail or the Internet where requests were made to forward money to foreign destinations in promise of greater rewards,” said the analysis. “Many of these occurrences were deterred through crime prevention, education and enforcement initiatives.” While possession of stolen property offences increased by 54 per cent to 106 occurrences in 2013 com-

pared to 69 reported incidents in 2012, one young offender male was alone responsible for 27 of the occurrences. The number of offences in which the property damage was less than $5,000 was 278, up from 260 the year before. Other criminal code

The number of other criminal code offences (weapons, trespass at night, disturbing the peace, obstruction/resisting police, indecent acts, bail violation, escaping custody, prisoners unlawfully at large, breach of probation, child pornography and voyeurism) increased from 310 to 430. Indecent act saw the largest percentage increase of 150 per cent, with five reported occurrences in 2013 compared to two reported occurrences in 2012. Bail violations accounted for 163 of the offences, followed by disturbing the peace at 101 and breach of probation at 81. Drug offences

The number of drug offences associated with the Controlled Drugs and Substances Act increased by 37 per cent to 238. Marijuana possession offences increased 32 per cent from 114 in 2012

to 150 in 2013, while marijuana trafficking increased by 57 per cent from seven reported offences in 2012 to 11 reported offences in 2013. Cocaine possession increased 113 per cent from eight reported incidents in 2012 to 17 reported incidents in 2013. “Cocaine trafficking remained the same with 26 reported incidents in both 2012 and 2013,” said the analysis. “Possession of cannabis resin saw a decrease from two reported incidents in 2012 to one reported incident in 2013.” The number of reported offences involving possession of other schedule one drugs (morphine, meth and MDA) increased from four in 2012 to 16 reported offences in 2013. Meth trafficking also saw an increase from zero reported incidents in 2012 four reported incidents in 2013. “In 2013 MDA trafficking saw the first reported incident in the last five years,” said the analysis. Camrose Police Service has maintained a consistent proactive approach to addressing issues associated with illegal drug activities.

“In 2013 the Camrose Police Service utilized aggressive and coordinated enforcement initiatives and special projects to combat drug related issues in our community,” said the analysis. “Those operations also utilized resources from other provincial policing agencies who cooperated in a coordinated response which addressed drug related concerns in our community as well as other communities within the province. An emerging issue identified in 2013 was an increase in reported incidents of trafficking and possession of the chemical drug methamphetamine.” Crime prevention

The Camrose Police Service crime prevention officer made several presentations to various organizations, groups, businesses, and school classes on fraud, awareness, identity theft, counterfeit currency, credit and debit card fraud, bike safety, residential security, domestic violence, impaired driving, and school zone safety. He also utilized several different written outlets to help spread the word about specific crime trends and crime prevention information. Continued on page 30

The Crime Prevention Unit continues to work closely with Camrose and District Victim Services by acting as a liaison between the Victim Service Unit (VSU) and the Camrose Police Service. VSU provides immediate assistance to victims along with follow-up services on an on-call basis 24 hours a day, 365 days of the year. DARE program Approximately 600 students (200 from Grade 3, 200 from Grade 6 and 200 from Grade 8) received instruction through the DARE program on personal safety, drug awareness, dealing with emotions and bullying. The Keepin’ It Real program at the Grade 8 level focuses on four main refusal strategies (refuse, explain, avoid, leave), which enables students to get out of tough situations involving drugs, violence and peer pressure. Police ratio The Camrose Police Service police to population ratio is 1/596 which is higher than the provincial average, of 1/571 and well above the Canadian average of 1/501. “Our police budget is based on the minimum projected funds required to carry out the functions of the police service and are comparable to most communities in Alberta,” said Camrose Police Commission chair Lowell Knutson. “The volunteer activities participated in by our members is outstanding; providing leadership to our youth as coaches, as active members of many clubs and organizations and through fund raising projects to assist those in need. Examples are Free Our Finest, which raised $15,000 for Special Olympics and the Charity Check Stop, which generated cash donations of $14,500, 800kgs of food and over 900 toys, distributed to the Camrose and District Victims Services, the Food bank and Silent Santa respectively.” Camrose Police Chief Darrell Kambeitz noted the service will enhance the initiatives developed from the strategic plan while modifying its approach in order to meet the challenges that emerge. “Throughout the year we will continue to invest in our personnel by providing them with the educational and training opportunities they need to complete their duties and provide public safety through policing experience.”

RCMP investigate vandalism

Between Tuesday, May 20, and Thursday, May 22, the Killam/Forestburg RCMP Detachment received a number of complaints of mischief to vehicles in the town of Daysland. At least three vehicles were vandalized with black spray paint. The licence plate of a vehicle was spray painted completely black as were the signal lights of another vehicle, while the numbers “420” were spray painted on the back of a third vehicle. Further, on May 23, Killam/Forestburg RCMP received a complaint that a derogatory word had been spray painted on a fence in Daysland. These offences are still under investigation.
