As usual, it was not an easy decision for the judging crew who wound their way around the streets of Camrose on Wednesday, December 17. They were in search of the home which had been best decorated to portray the spirit of the Christmas season. Again this year, city residents have done a stellar job in an attempt to bring smiles to the faces of adults and awe to young children. The winning home in this year’s Christmas Light-Up contest, at 5301-56 street is owned by Yvonne and Rod Seibold. Ecstatic about their win, the couple took a video of their award-winning hard work and posted it on social media. They invited the community to come by and view their breathtaking display. Hours later, under the cover of darkness, in a senseless act of cruelty and vandalism, much of their remarkable tribute to the joyous Christian holiday season was destroyed. Council approves 3.46 per cent increase in tax levy for 2015 By Dan Jensen

Camrose City council approved a 3.46 per cent increase in the tax levy of the 2015 operating budget Dec. 15. The budget is proposing operating expenditures of $48,691,736, including general operating expenditures of $34,133,853, utility operating expenditures of $12,770,883, and transfer to capital of $1,787,000. Mayor Norm Mayer said the budget is a tough one. “We have tried to keep costs in line and yet keep services provided. A lot of the people who will have difficulty with this increase are also people who are receiving services through the budget process. It is a real tough balancing act.” The real difficulty could come a few months from now when the provincial government approves its 2015 budget. “We are worried about what the government might do to our grants if the price of oil stays down,” said Mayer. “If they cut off our grants or reduce our grants we could have more difficulty than we anticipated at this stage.” Tax levy breakdown The Camrose Police Service accounts for $4,276,213 of the budgeted tax levy of $23,035,286, with expenditures of $6,280,713 and revenues of $2,004,500. Facilities accounts for $2,274,059 of the levy, with expenditures of $4,207,848 and revenues of $1,933,789. The tax levy for roads is $1,774,274 ($1,932,274 expenditures and $154,000 revenues), while the tax levy for financial services is $1,343,727 ($1,391,327 expenses and $47,600 revenues). The tax levy for fire services is $1,231,276 based on expenditures of $1,466,276 and revenues of $235,000. The levy is $423,793 for the office of the mayor and councillors, $932,145 for protective services, $789,094 for information technology, $371,038 for economic development ($439,188 expenses and $68,150 revenues), $773,871 for the public works office, $197,431 for arts and culture, and $972,570 for common services. Council’s Green Action committee will receive $4,500, while the Community Transportation Committee will receive $52,500 and the Social Development Committee will receive $5,000. The Corporate and Protective Services department will receive $52,000 for a health and safety officer, up from $50,000 in 2014, and $20,000 for by-election costs. Building and development will receive $150,000 to complete area structure plans and business cases for development of land, as well as $30,000 for a review of off-site levies. Roads will receive $1,040,750 (an increase of 39 per cent) for street lighting, traffic control and banners and Christmas lights. Continued on page 14

Water and sewer rates increase 3.5 per cent Jan. 1 By Dan Jensen

City council approved a 3.5 per cent increase in water and sewer rates at its final meeting of the year Dec. 15. The basic water rate will increase to $25.52 per month starting Jan. 1, 2015 while the cost of water usage will increase to $1.854 per cubic metre. The basic sewer service rate will increase to $25.05 per month starting Jan. 1. The cost of using the sewer system will increase to $0.809 per cubic metre for residential customers with weeping tiles directly connected to the sanitary sewer and $0.619 per cubic metre for residential customers whose weeping tiles are not connected to the sanitary sewer. Council also increased the bulk water rates from $5.56 per cubic metre to $6.62 per cubic metre to ensure that the City is

competitive with other locations. “Administration is aware that other municipalities which sell bulk water at rates much higher than what water is sold here,” said a report presented to council by director of engineering Jeremy Enarson. “For instance, Aquaterra, which provides water services in the Grande Prairie area, sells their bulk water at a rate of $9.50 per cubic metre.” Enarson said that there may be some capacity within the market to absorb higher bulk rates. “A review of the budget versus actual revenues over the past ten years has confirmed the City of Camrose typically sells more bulk water each year than what it budgets for.” City manager Damian Herle told council that increasing the rates from $5.88 per cubic metre (as was recommended by administration) to $6.22

per cubic metre would give the City additional revenue of $11,000. The fixed charges for items such as accepting hauled sanitary or non-sanitary wastewater directly at the lagoons were not changed. City councillor Max Lindstrand said council needs to be cognizant of the fact that increases in the water and sewer rates are like tax increases. “We have to be aware of that and not automatically increase the rates year after year. “The rates are significant costs for every household.” Councillor Lindstrand reiterated that he has a problem with the City selling water to the County, which is in turn sold to County residents, at a rate lower than that which is paid by Camrose residents. Recycling fees Council also approved

an increase in the recycling fee from $5 per utility account per month to $6 per month. Council had used accumulated recycling reserves in 2014 to reduce the rate from the $6 that was proposed to deal with shortfalls in funding that were identified by Centra Cam to $5. The additional $52,000 in revenue the City will receive from the County in 2015 will not cover the anticipated increase in expenses related to the recycling utility as well as the inability to once again use reserves. City administration did not propose any changes to bylaw 2772, which set the current rates for collection and disposal of solid waste, as well as the collection of yard waste. “The City’s existing contract for solid waste and yard collection will expire at the end of March, 2015,” said Enarson. “The

City is currently soliciting tenders from qualified contractors for the new collection contract. Administration anticipates that it will be bringing a report to council regarding approval of the new collection contract sometime in February, with a bylaw coming shortly thereafter to establish new rates for solid waste and yard waste collection. Solid waste disposal rates will also be adjusted at that time, as administration didn’t feel that there was merit in updating bylaw 2772 to only amend the disposal rates by a few pennies per utility account per month.” Based on the new rates for water, sewer and recycling, the typical residence would expect to see its bill increase by between $4.08 and $4.98 per month, depending on how much water is used, and whether the weeping tile is connected to the sewer system.

Suspicious man in Bawlf area A suspicious male has been slowly driving up and down back alleys in Bawlf The male is described as being in his 30’s with scruffy hair and wearing a ball cap. The same male, who is not believed to be a resident of Bawlf, has done this at least twice within the past month. Report any suspicious activity to police, do not engage. A suspicious Dodge crew cab truck, possi-

Winter in Alberta’s parks By Murray Green

Mild winter weather is creating the perfect conditions to get outdoors and enjoy some seasonal fun in Alberta’s provincial parks this holiday season. You could spend an afternoon of tobogganing with the children, cross-country skiing through a still winter forest, or skating on a frozen lake. Winter activities are plentiful at parks throughout the province. “Albertans have a wonderful winter playground in our provincial parks. I encourage everyone to forgo their hibernation and take advantage of the winter programs and services that range from the traditional to the unique,” said Kyle Fawcett, Minister of Environment and Sustainable Resource Development. Winter activities such as ice fishing, disc golf, snowshoeing and camping can be discovered at AlbertaParks. ca. The website also includes trail reports to help visitors prepare for their adventure. It is a short drive to Miquelon Lake Provincial Park to enjoy skating (ice rink is located near the park centre), or many of the other winter activities. A provincial park or provincial recreation area exists within one hour’s drive of every Alberta community, so opportunity abounds to spend outdoor quality time with friends and family this holiday season.

Camrose County agricultural services manager Mark Millang introduced a new staff member on Dec. 9. The County appointed Bill Newbury to the position of assistant manager of agricultural services, and as an inspector under the Agricultural Pest Act, Weed Control Act, Soil Conservation Act, and Animal Health Act. As per the Agricultural Service Board Act, the agricultural fieldman shall act as a designated officer of the municipality. Newbury will be carrying out the functions, duties and powers of the municipality under any act relating to agriculture, and implementing projects respecting agriculture agreed on between the council and the minister. The new County employee is originally from Newfoundland.

David Zimmel (Dec. 16) says attitudes toward those who practice various sorts of sexual perversion (pe) “are changing for the better.” I disagree. They seem to be more accepting and that should never be the case. There should be nothing whatsoever that would ever suggest to anyone that perversion is okay. Certainly no pe promotion clubs in schools. Since he is intent to promote such acceptance in both Camrose papers, I feel it is appropriate to raise a few objections. He is proud to have raised a pe addicted son in rural Alberta who is now practicing and even encouraging greater habituation; obviously “the challenges and pain” were not enough to maintain his son on the straight and narrow. In advertising his son’s pe, he calls him a “defender of human rights.” Undoubtedly he is a defender of pe “rights,” but one should not call freedom to practice such anti-God behavior a human right. True freedom is pretty much the opposite, the freedom to speak freely, even against sporting such behavior in our schools.

How dare Catholics fight against perversion clubs? The pe loving Liberal who introduced Bill 202 is now complaining about the very idea of Christians daring to speak out against being forced to embrace perversion. Mr. Zimmel believes the government not forcing pe propaganda clubs upon all schools “sends a clear message of intolerance.” Not so; it may well be some in government are not willing to be so intolerant toward Catholics and other Christians that they force them to be involved in situations of pro pe teaching. While efforts should be put forth by schools to reduce and eliminate bullying, setting apart certain groups to try to solve that problem for select people may not be the most productive approach. To quote a LeducWetaskiwin Pipestone Flyer editorial (Dec. 11), “The more universal scope to general antibullying [campaigns] would be more helpful for a lot more children than those focused on only certain special groups.” (“GSA Exceptionalism,” pipestoneflyer.ca). I recommend the online article where it is pointed out “every time we bestow exceptionalism to a group, it invariably seems to do the group more harm than good.” Resentment, distrust and disrespect do not seem to dissipate on the basis of unequal treatment for select segregated groups. I urge the government not to mandate that any school must have perversion clubs. Late Breaking News

The pro-pe forces have become so strong that some of the Wildrose including their leader are turning out

to be traitors to their own party as they join the liberal PCs. Everyone should be very aware that PC means “politically correct” and that means liberal. Douglas Hendrickson, Bittern Lake Individual or corporate rights?

David Zimmel recently wrote, “I often find myself defending this province, saying that things are changing for the better – that as a society we are becoming more accepting and aware of people of all different backgrounds, beliefs, and orientations.” I have lived in several provinces and a few US states. Alberta, contrary to progressive mythology, is not a nest of backward, illiterate bigots. Albertans are some of the most tolerant and wellread people I have met – in a nation filled tolerant and well-read people. So, thank you kindly, Mr Zimmel, but please stop defending me. Mr. Zimmel is troubled that the Alberta government decided not to mandate (legally require) GSAs (Gay Straight Alliance) in public schools. He justifies his concern with the fallacious Appeal to Pity (Argumentum ad Misericordiam). His reasoning seems to go as follows; kids are bullied, some are bullied with gay slurs, this makes gay kids feel bad, therefore we should change the way kids are bullied. No doubt Mr. Zimmel thinks it is about stopping the bullying. But it’s not. Almost every kid gets bullied; they get bullied because they are too tall or too short, too thin or too fat, and so on. I was bullied because I could read well. You see, Mr. Zimmel, we get bullied because

we are different; a ugly fact of life, most of us get bullied, and then we grow up and get on with our lives. Or we did until the professional grievance-mongers came along. The grievancemongers don’t stop bullying, they just change the bullies. The grievance-mongers have lists of ‘disadvantaged’ groups; women, people of colour, aboriginals, ‘the poor’, LGBTQ+, etc. These groups are protected and may not be criticized. On the other side are the ‘privileged’ groups; European, male, Christian, ‘the rich’, conservative, traditional, etc. Anyone in these groups may be bullied with impunity. Rich, white, progressives, part of the ‘in-group’, get a pass; gay, black, conservatives, part of the ‘out-group’, get pilloried. Do you see the pattern? The ‘group’ now defines you. You are no longer recognized as an ‘individual person’ but as ‘the group’. This suits both the grievance-mongers and the government. The grievancemonger gains power as the voice of ‘their group’ and the government no longer has to deal with individuals, just their ‘representatives’. (This is called ‘corporatism’, a social philosophy embraced by the Italian fascists. “Fascism should more properly be called corporatism because it is the merger of state and corporate power.” – Benito Mussolini) So, Mr. Zimmel, I am gratified to hear that your son “has grown up to be a wonderful man, confident in who he is, and a strong advocate and defender of human rights.” But ask yourself this; is he defending human (individual) rights… or group (corporate) rights? The Seibold’s put their heart and soul into holiday decorating, whether it is an expansive and spooky Halloween creation or an amazing Christmas display. “We do it for our neighbours and people driving by,” notes Rod. Adds Yvonne: “Often we hear a short beep of a car horn in the evening. We know it is from driver’s who are telling us what they like what they see. We encourage anyone who visits us to not to park directly in front of our home during the holiday season – this thought is conveyed even to our own kids! We want people to have an unobstructed view of our yard. Occasionally, people come to our door and tell us how much they like what we have put together. “When we lived out on the farm we did as much decorating but hardly anybody got to see it. This is way more fun.” This year it took the dedicated couple “at least four days” to unpack two storage sheds and much of their home’s basement and then

complete the laborious task of another incredible holiday display. Yvonne explains: “We take down our Halloween display, take a couple of weeks off and then begin planning for the Christmas season. I look after doing the inside of our home and Rod does most of the outside work. But Rod has a rule – he will not let any lights or decorations light up before Dec. 1. That rule cannot be broken!” Each year new pieces are added to the carefully thought out display. One of the features added just this year was a towering, inflatable polar bear. Rod recalls how he added it to their arsenal of decor: “You may have seen it inside one of the Walmart entrances. It wasn’t for sale. I knew I had to have it. I had to go through three employees and two store managers before I could convince them to sell it to me!” Also added this year was a much larger nativity scene. Yvonne chuckles: “Every year we have our manager scene with a backdrop of a couple of straw bales. This

year, Rod went out and bought a truck-load of straw so the effect would be better.” Inflatables were interjected in every aspect of the decorating as well. A giant archway envelopes the walkway, Santas are everywhere. A singing Santa, who moves his hips like Elvis, greets you at the front door of the home. A string of artificial spruce trees are each brightened with individual colors. A trumpeting angel can be seen up on the housetop. A kerosene lantern flickers in the breeze. In the light of day, hundreds of feet of electrical cords and powerbars are visible. At dusk, the magnificent display is strikingly beautiful. The Seibold’s both work full and part-time jobs. Rod helps keep highways clear and safe (doing shift-work) with Carillion Canada. With challenging weather conditions this fall he had only had four or five days off in the past three months, leaving precious little time to decorate except in bits and spurts. A handy-kind of guy he also does maintenance work or builds fences or decks for a

wide variety of regular clients. Yvonne works for Camrose Outreach Program. She also provides love and care for a list of private home care clients under the company name All Heart Homecare Inc. The vandalism caused by people, yet unknown to Camrose Police Service, was a devastating blow to Rod and Yvonne. The financial impact is significant. Each of the inflatables in their yard was slashed with a sharp instrument – presumably a pocketknife. An even bigger issue, however, is the emotional toll. “It’s just really difficult to imagine how anyone could be so heartless,” says Yvonne – the pain in her voice obvious. “Rod was absolutely devastated and is really wondering why we bother...” After sleeping on the situation for a night, though, the couple made up their minds to not let the vandals get the better of their Christmas spirit. Yvonne sums up their thoughts: “whoever did this to our decorations will not win by breaking our hearts and the holiday joy of others. From this our spirit

will get even stronger. We are going to do our best to get everything back up and running and ready for everyone to enjoy over the holidays.” At press time, it was clear the husband and wife team had decided to try to recover from the physical and emotional damage. They were busy, inside their beautifully decorated home. At a work area, close to their sparkling Christmas tree inside their small home, they were hard at work trying to repair their beloved Christmas inflatables with sew-on patches. Then they did what few others would do. They returned to Camrose stores to buy even more inflatables and strings of lights. A couple more Santas, too – one nearly as tall as their home! Installation of the all of the new purchases began Sunday. And the display again looks spectacular. A Hay Lakes area house was egged and empty alcohol bottles were located on the driveway. December 14

Police assisted with a family relations complaint in the New Norway area. Situation was mediated and Children Services is involved. Camrose RCMP was advised of a noise complaint in the Tillicum Beach area. Camrose County Protective Services is looking after the complaint. Camrose RCMP received a complaint of an erratic driver. The driver entered city limits and it then became a Camrose Police Service file. The driver blew a ‘warn’ on the roadside screening device resulting in a GDL suspension. December 16

A 62-year-old driver lost control of his vehicle due to poor road conditions. Vehicle was still driveable, no charges deemed necessary. December 18

A 67-year-old male was involved in a single vehicle collision in the Kingman area. Prescription drugs may have been a factor.

Candy cane a symbol of the Christmas holidays Christmas candy canes symbolize the Holidays. Whether they are hung on the Christmas tree or the fireplace mantle, or eaten ahead of time, these sweet treats are always popular with people of all ages. A confectioner from the State of Indiana created the Christmas candy cane. To celebrate Christmas and to please his loved ones, he decided to make what he did best, candy. His objective was to create a special treat to stand as testament of the birth of Christ and the foundation of the Church. To this end, he designed his candy in the shape of a “J”, for Jesus. Still not totally satisfied, and not convinced that people would recognize its meaning, he also shaped his candy in the form of a shepherd’s staff. The colours are also intentional: white, the colour of purity, to remind us of the Son of God, and red, to represent the blood He lost on the cross. Finally, even the hardness of the candy cane has a clear connotation. To the candy maker, it represented the solid foundation of the Church. Today, most people are not aware of the message conveyed by the Christmas cane. However, countless people continue to enjoy them every year, which proves that the confectioner succeeded in his goal of creating a treat as solid as his religion.

SANTA VISITS MALL

Council sets tax rate Continued from page 4

The parks division of Community Services will receive $1,543,391 (an increase of 4.6 per cent) for greenspace maintenance, urban forest management, snow removal, administration, equipment management, pest control, the swan program, and custom parks work. The budgeted cost of operating the Camrose Recreation Centre in 2015 will be $1,521,419, an amount that will be partially offset by proposed revenues of $759,853, resulting in a tax levy of $761,566. The budgeted cost of operating the Max McLean Arena in 2015 is $409,597, an amount that will be partially offset by proposed revenues of $220,890. The budgeted amount for the Chuck MacLean Arts Centre, Canada Day Celebrations and support for arts and culture in the community is $243,050, down by 7.1 per cent from the $261,709 that was budgeted in 2014. Capital budget Council transferred $1,784,000 from the operating budget to fund capital costs totalling $13,679,341. The capital budget receives 46.6 per cent of its funding from grants, 19.6 per cent from utility funds, 13.1 per cent from the municipal levy, 9.5 per cent from reserves and sales proceeds, 5.6 per cent from internal financing - land development, and 5.2 per cent from debentures and local improvements. Engineering accounts for 48 per cent of total capital costs, followed by wastewater at 22.7 per cent, the water system at 11.4 per cent, Community Services at 7.9 per cent, land development at 5.6 per cent, corporate and protective services at 2.8 per cent and police at 1.5 per cent. Capital project costs are expected to climb to $29,000,000 by 2019. Strategic initiatives for the City of Camrose for 2014 to 2018 include planning for wastewater treatment facility upgrades, updating the transportation master plan, adopting a long term strategy to address public transportation, completing a feasibility and options analysis report for the Camrose Aquatic Centre, completing a review of offsite levies and the adoption of an events tourism strategy.

At approximately 12:30 a.m. police stopped a vehicle in the area of 50 Avenue and 51 Street after a complaint had been received that the driver was possibly impaired. The driver was identified and determined to be under the influence of alcohol as he failed a roadside test. The driver was arrested for impaired driving and provided samples of his breath that were over the legal limit. A 59-year-old Camrose man was charged with Impaired Driving, driving with a blood alcohol level over 80 mg per cent and Failing to Stop at a stop sign. December 17

At approximately 6:30 p.m. staff from a retail store on the west end of Camrose reported that a customer had fraudulently obtained $100 from one of their cashiers, through a quick change of cash. With the assistance of store management the suspect was eventually located several blocks away and arrested and determined to have warrants for his arrest out of Edmonton. A 33-yearold man from Grand Prairie was charged with Fraud under $5,000.

Missing person investigation A missing person investigation continues in relation to the disappearance of a Lori Lee Kasprick, born in 1961. Kasprick had been living in Hilliard, Alberta after moving from Manitoba. She has not been seen by family since 1976. At the time of her disappearance she had talked of interest in Calgary or in the USA. There have been reported sightings in Edmonton (Jasper Avenue), and Winnipeg (Portage Avenue). Staple of holiday decor has rich and meaningful history Chances are, holiday revelers will find themselves underneath the mistletoe at least once this holiday season. While they might know what to do when that time comes, they might not know the history of that plant above their heads. Especially sacred to Celtic Druids, mistletoe was believed to bestow life

and fertility, while also protecting against poison and serving as an aphrodisiac. Mistletoe would later take on a more political meaning, as the ritual of cutting the mistletoe came to symbolize the emasculation of the old King by his successor. Nowadays, mistletoe is typically hung in doorways or entry ways from

one room to another. This tradition can also trace itself back several centuries to the Middle Ages. During the Middle Ages, branches of mistletoe were hung from ceilings to ward off evil spirits. Throughout Europe, mistletoe was placed over doorways in the house as well as the stables as a means to preventing the entrance of witches.

The tradition of kissing underneath the mistletoe likely stems from the belief that mistletoe bestows fertility and is often associated with the Roman festival of Saturnalia, a period of merrymaking that pre-dated Christmas. In 18th century England, a young lady standing underneath the mistletoe could not refuse to be kissed. Once kissed,

the kiss would signify deep romance or eternal friendship. History also suggests that mistletoe was a symbol of peace. In Scandinavia, mistletoe was considered a plant of peace. When standing underneath the mistletoe, enemies could declare a truce and spouses could end any marital turmoil with a kiss.

Vernon Lester Campbell September 19, 1944 – December 16, 2014 Vernon Lester Campbell of Round Hill passed away on Tuesday, December 16, 2014 at the age of 70 years. Vernon was born on September 19, 1944 at Round Hill on Gramma and Grampa Campbell’s farm. Vernon was a typical farm boy, playing with his dog Skippy and his horse Smokey. He married Dianne Giebelhaus of Holden and they settled on their farm raising their children Pam and Glen. Vernon was a true farmer – he loved his John Deere tractor and sharing his love of the farm with others. He was an active community member, involved in the REA, Elks, Ag. Society, Cemetery Committee, Trondhjem Church and the Curling Rink in Round Hill and then in Tofield. Vernon always had a strong presence and meant many things to many different people – husband, father, grandpa, papa, uncle, friend and neighbor. Vernon is survived by his loving wife Dianne; daughter Pamela (Steven) Stollery of Edmonton; son Glen (Roxane) of Edmonton; four grandchildren Cody, Ben, Nikolas and Madalyn; three sisters Marilyn (Ken) Olson, Bernice (Willis) Bolding and Linda (Bryan) Simonson; two brothers Dwayne (Linda) and Eldon (Sandra). He was predeceased by his parents Tom and Irene Campbell. Vernon will be forever remembered for his joking nature and will be deeply missed. The support of our family, friends and neighbors is greatly appreciated. A Funeral Service was held at 1:00 p.m. on Saturday, December 20, 2014 from Messiah Lutheran Church with Rev. September 1, 1941 – December 16, 2014 Mike passed away peacefully on December 16, 2014 at the age of 73 with his family at his side. Mike was born September 1, 1941 on a farm near Vibank, SK to John and Elizabeth Schlosser. He loved the farm life and spoke of the long rides to school and his favorite horse, Nancy. The Schlosser family moved into Vibank in the late 1950s and Mike was able to finish high school there. He was employed with the Royal Bank and moved through many towns in Saskatchewan during his 35-year career. He met his wife Vicky in Macklin, SK. They were married on May 22, 1965 and had 49 years together. Mike enjoyed the outdoors and especially the warm days of summer that he spent on the golf course. Watching sports, such as the Saskatchewan Roughriders or Toronto Maple Leafs, was a regular activity, and Vicky often said that their TV only played the sports channel. Whom he truly lived for and for whom he vowed to fight cancer again were his three grandsons: Evan (16), David (5) and Gabriel (1). Grandpa’s boys gave him much joy and through them we hope to keep his memory alive. Mike was predeceased by his parents Elizabeth and John; brothers-in-law Hubert Rolheiser and John Rolheiser; and sister-inlaw Sister Donata Rolheiser. Left to cherish his memory are his wife Vicky; daughter Sandy; son Gary (Lois); grandsons Evan, David and Gabriel; brothers Robert (Irene) and Leonard (Dolores); sisters Marlene (Jack), Paulette (Terry) and Myrna (Conrad); as well as brother-in-law and sisters-in-law, nieces, nephews and many friends. A prayer vigil was held at 7:00 p.m. on Friday, December 19, 2014 at Weber’s Mount Pleasant Chapel in Camrose. A Mass of Christian Burial was celebrated on Saturday, December 20, 2014 at St. Francis Xavier Roman Catholic Church with Father Larry Pederson as celebrant. Cremation has taken place and an inurnment service will be held at a later date at Valleyview Cemetery, Camrose. In lieu of flowers, memorial donations may be made to the Canadian Cancer Society or the charity of one’s choice.

When he was approached by his brewmaster, Ryan Stang, about a beard growing challenge to raise funds for prostate cancer, Sean could hardly say no. “Ryan challenged me on Oct. 31 to grow a beard to help him raise funds for the Canadian Cancer Society,” explained Sean. “I knew I couldn’t outgrow Ryan’s beard, but it was for a good cause.” In a month and a half, the two brewers, who supply craft beer to the Norsemen Inn, raised $1,200. Both men have had family members with cancer, so the fundraising idea was seen as something they could do to support research.

City Center Camrose will be relying on the expertise of Al Walkey in its effort to create a new sense of purpose. “I am going to be helping the board design and implement a plan for the future that involves marketing and developing the City Center area to residents not only of Camrose but the east central Alberta trading area,” said Walkey, a strategist and planner who stepped into the role of City Center Camrose manager Dec. 1. “It is a project that I think I can bring my skills to and I am looking forward to the challenge.” Walkey said City Center Camrose wants to place less of an emphasis on beautification and revitalization (leaving it in the hands of the Camrose Main Street Society) and more of an emphasis on sharing all the benefits that it has to offer. “We want to be more identifiable with wayfinding signage from the City boundaries on in that direct people downtown. We want to have entrances that say this is City Center Camrose, this is where you want to come when you want to do your shopping.” Walkey said he has met quite a few business owners who are excited about being downtown and want to build a strong downtown community. “City Center is the heart and soul of the city and it has a great track record. You hear talk about Walmart being around since the early 2000s, but we have businesses on Main Street who have been around for 40 plus years. When you take a look at our collective experience we have hundreds of years of retail and service experience. Walmart is the new kid on the block.” Walkey has worked in the area of economic development for 38 years, starting in 1978 in Crowsnest Pass, where he was the economic development coordinator. “We did a lot of things there, one of which happened to be the restoration and revitalization of the historically rich downtown area,” he said. “The area felt it was important to become known as a tourist destination.” In 1986, Walkey came to Camrose to work for the provincial government, eventually climbing to the position of director of regional development for Alberta Enterprise and Finance. “One of the coincidences was that when I began work for the government I was in an office at 4909b-48 Street,” he said. “The office I am in now is 4909c-48 Street.” Along with his work for the government, Walkey was an active member of the Camrose Chamber of Commerce and one of the founding members of BRAED (the Battle River Alliance for Economic Development), a partnership of 28 communities with an aggregate population base of 60,580. Walkey said City Center Camrose has a youthful board with a great sense of energy. “There is a strong interest in moving forward and having a strong and profitable future. It is a winning situation for everyone.”

‘Tis the season for what are popularly called Christmas carols. Beginning – we hope – sometime after Remembrance Day, they suddenly become everpresent: we hear them in shops and on the radio in a seemingly endless stream during the weeks leading up to Christmas Day. For some, this jaunty music signifies the beginning of the holiday season and is a source of joy; for others, it is an unrelenting aural scourge of saccharine sentimentality. Personal feelings aside, though, this is surely the time of year—and perhaps especially if you are a musicologist—to ask two questions that might otherwise never occur during the rest of the year: exactly what are Christmas carols, and from whence do they come? Though not “carols,” the tradition of festive seasonal songs celebrating the Winter Solstice is ancient, pre-dating Christianity. As early as the second century of the Common Era, Christians began singing hymns associated with the birth of Christ. As a musical genre, the carol itself originated sometime in the Middle Ages, and is associated with the English musical tradition, though the word comes from the French “carole.” A carole originally referred to a form of monophonic dance song – that is, a song with a specific rhythm and a single melody – that was popular from about 1150-1350 C.E. There are references in English to the genre from around 1300 C.E., and by the end of the 14th century there is evidence to suggest the carol had become some kind of general festive song. The oldest printed carols in English in this tradition date from 1521 C.E. Most of the Medieval carols that survive are of a more sophisticated, polyphonic variety, meaning they have two or more

melodic parts that are sung simultaneously. They also have a specific form, consisting of a refrain or repeated section – called a “burden” – interspersed with a series of stanzas. Through the Renaissance, they became increasingly elaborate and were used largely for entertainment in aristocratic circles. Carols also began to be associated directly with the Christmas season, with texts often on the subject of the Virgin Mary, which naturally connected them with Advent and Christmas.

The carol tradition was suppressed in England by the Puritans in the mid17th century. Carols failed to resurface as court music after the Restoration of 1660, but began to assume a role in the popular tradition, as the term was increasingly applied to a range of folk and popular festive songs. By the 19th century, the carol barely resembled its Medieval precursor, but rather was the broad designation for any number of ballads, folks song and hymns with Christmas-themed words. In the 20th century, with Christmas celebrated more and more as a commercialized public holiday,

carols grew in popularity and ubiquity – and in “vulgarity,” as the Oxford Dictionary of Music wistfully observes. What are now called carols in the 21st century include just about anything: formal settings by composers of serious music, such as Ralph Vaughan Williams and Benjamin Britten; a vast array of traditional folk carols, carol services and religious songs; and a surfeit of modern holiday jingles that are integral to the tradition of Christmas movies and television specials. It is tempting to be a snob and cynic, and to bemoan, like the Oxford Dictionary of Music, the imagined historical decline of Christmas music: where our living carol tradition once included the jolly “Boar’s Head Carol,” as sung at Christmas at Oxford University in the 16th century, or William Byrd’s glorious six-voice motet “This Day Christ was Born,” we now have “I Saw Mommy Kissing Santa Claus” and “Rudolph the Red Nosed Reindeer.” It would be pretty easy to be a humbug about Christmas music, but where’s the joy in that? To be sure, a certain crappiness and inanity are old standbys where Christmas carols are concerned, but it is also true that Christmas music is, and has always been, a motely and ever-changing tradition, with its pagan and Christian roots, eclectic musical history and varied array of texts and subjects. These days, “Santa Baby” or the Bony M. Christmas medley might set your teeth on edge, but in the end can we say they are any better or worse than a rowdy hymn to a roasted pig’s head, served with mustard, “in honour of the King of bliss”?

Camrose Police Service increasing number of checkstops during holidays By Dan Jensen

If you choose to drive after you have had a few drinks this Christmas season, chances are good you are going to get caught. Camrose Police Service will be stepping up the number of checkstops between now and the end of the year in an effort to keep impaired drivers off the road. “We always increase the number of checkstops we do in December,” said Const. Michael Kuster. “That is something people need to know about.” The checkstops will be set up at different locations and different times, so there is no way of knowing where they will be or how to get around them. “There is no schedule that we follow,” said Const. Kuster. “I couldn’t tip anyone off even if I wanted to.” Camrose Police Service conducts around 50 checkstops a year, checking 5,500 vehicles. In 2013 police detected 143 drivers who had consumed various amounts of alcohol before getting behind the wheel. “We place an emphasis on the checkstop program because it is an effective method of educating, as well as enforcing safe driving,” said Const. Kuster. “The vast majority of people who pass through the check stops compliment us on what we are doing, which makes for positive

interaction between our members and the community.” Curb the danger Camrose Police Service’s Curb the Danger program urges Camrose and area residents to call 9-1-1 if they see anyone they suspect of driving while impaired. As a result of 262 calls received so far this year police have been able to lay 22 impaired driving charges and issue five roadside sanctions/ driving suspensions. Police have also been able to lay 42 other provincial charges. “The citizens are the eyes and ears of the police service during the holiday season and if they seen someone they suspect of driving impaired they should let us know,” said Const. Kuster. Concerned citizens who call 9-1-1 should provide the licence plate number, location, driving pattern and a description of the vehicle. Police can then make every effort to intercept the vehicle and determine the cause of the erratic driving. “We tell motorists they should not hesitate to call,” said Const. Kuster. “If it does turn out to be an impaired driving incident it is not a waste of our time. Impaired driving is a criminal offence in progress and we treat those with high priority.”

All the information pertaining to the Curb the Danger call (as well as that phoned into the regular local number) is recorded in a database and kept for internal use within the Camrose Police Service. If the interception of the vehicle was not possible and the licence number was provided, a letter is sent to the registered owner advising that his or her vehicle was reported to the Curb the Danger program. Serious offence Drivers with a blood alcohol level of .08 (first time offence) face an immediate licence suspension which is sustained until criminal charge is resolved and a three-day vehicle seizure. Secondtime and subsequent offenders face an immediate licence suspension which is sustained until criminal charge is resolved and a seven-day vehicle seizure. Addictions assessment may follow. Drivers with a blood alcohol content of .05 (first offence) face an immediate three-day licence suspension and a three-day vehicle seizure. Second-time and subsequent offenders face a 15-day licence suspension and seven-day vehicle seizure, and are required to take a “Planning Ahead” course. All new drivers who

hold a Graduated Drivers Licence (GDL) are subject to zero tolerance for blood alcohol. Refusing to provide a breath sample will result in a criminal charge. On average in Alberta, one in five drivers involved in fatal collisions had been drinking prior to the collision. The highest number of casualty collisions involving alcohol occur from May to October, while most casualty collisions involving alcohol occur on the weekends. The most likely time for these collisions is between 11 p.m. and 3 a.m. Drinking and driving collisions are often associated with long weekends. Over the last five years, there have been 43,111 criminal convictions for impaired driving in Alberta. “We always tell people that if they are just going to go for one drink they should let others do the driving,” said Const. Kuster. “Those who drink and drive risk not only the impaired driving charge but also the civil liabilities and legal fees that may arise if they are involved in a collision. Spending five dollars on a cab ride to get from one place to another is a lot better than spending thousands of dollars on fines, higher insurance costs and legal fees.”

Kodiaks face red hot Olds goaltender By Murray Green

Members of the Camrose Kodiaks had this game circled on the calendars for some time. A meeting between the top two clubs in the southern division of the Alberta Junior Hockey League was important in establishing the order before the second half of the season. Camrose doubled the Brooks Bandits 4-2 in a game the home team wanted right from the first drop of the puck on Dec. 16. “We played well against Olds and it carried on against Brooks. The way we are playing right now, I think we are going to win a lot of hockey games,” said goalie Patrick Gora. “After Christmas is the most important time of the year. We have to stay focused and get better for the playoffs. We have to continue to work hard in practice, do our workouts and focus on improving.” Cam Gotaas, Nelson Gadoury and Ryker Leer

notched first period goals to lead the Kodiaks to a 3-1 lead after the first period. Brooks grabbed a goal back in the second, but Jody Sick added another marker just past the mid way point in the third to claim the two points. Camrose outshot the Bandits 41-27 and were focused on the two points. Goalie Devin McDonald returned to the starting job and stopped 25 of the 27 shots he faced. Someone at the EnCana Arena should have called the Camrose Police Service on Dec. 13. Olds Grizzlys goalie Jesse Gordichuk is a thief. Camrose Kodiaks mauled the Olds Grizzlys in every fashion except one, the category that matter the most. The Kodiaks peppered Olds goalie Gordichuk with 57 shots, but he wouldn’t break as he led the Grizzlys to a 5-2 win. Camrose out shot their fellow bears 57-23, but Gordi-

chuk single-handedly stole two points for his team with the hot hand. Camrose outshot Olds 21-5 in the vastly one-sided second period alone. “The other goalie played awesome. We could have had 10 goals easily, but we hit a few posts and missed the net a few times as well,” said Gora. Olds built up a 2-0 after 20 minutes and were up 3-1 by the time the second intermission rolled around. Jody Sick notched the Kodiaks’ tally on a power play in the middle frame, but with four seconds left on the clock Olds was back with a two goal advantage on a man advantage marker. In the third, Nelson Gadoury collected a shorthanded goal, with help from Ryker Leer, to bring Camrose within reach until Jade McMullen scored twice to end the comeback bid. Gora stopped all 25 shots he faced and Camrose fired 32 shots at the Thunder cage. “My guys are blocking shots, not letting other players get to the net and everyone is helping me,” he added after his fifth shut out of the year. “I can see the pucks, so that makes it easier. Coach (Boris Rybalka) said if you play well, then you

play the next night.” Gora came to the Kodiaks after goalie Matt Zentner was traded. “I was wasn’t sure at first when I was traded to Camrose, but it has been a lot of fun here playing with a good group of guys.” Gora tried out for the Kodiaks when he was 16 and then joined Spruce Grove before landing in Camrose.

Murray Green, Camrose Booster Hanan Ellahib of AMA passes a gift to Santa during the Fill Our Fleet campaign in Camrose on Dec. 12. The AMA collected toys for the Camrose Kinette Club Silent Santa program and the Camrose Neighbor Aid Center Food Bank. About $7,000 worth of toys and food were collected for the local charities.

The Camrose Merry Christmas Fund has reached its fundraising goal early this holiday season. “For the first time, we have enough money raised to purchase our groceries on the day we receive them,” said an excited Christmas Fund chair Larry Schultz. “We raised $25,500 by Dec. 18, so this allows us to purchase groceries for 275 hampers.” The Merry Christmas Fund was launched in 1965 to supply food hampers to less fortunate families in the community. Next year will mark the 50th anniversary of the charity organization. Some things have changed through the years, but the need to provide food support hasn’t. “We still encourage people to donate in case we are hit with making more than 275 hampers. It would be nice to have a little cushion in case the demand is higher that we expected,” said Schultz. Most of the hampers were delivered to homes on Saturday, Dec. 20, in the morning. “Thanks to the community for supporting us again this year. Camrose and the surrounding area has proven to be generous, so we can help others during the holiday season,” said Schultz. The food hampers are intended to provide a good Christmas meal and food for an entire day. The Camrose Merry Christmas Fund is a registered charity, so people will be mailed a tax receipt during the first two weeks in January.

New legislation to simplify Alberta’s savings plan demonstrates the Alberta government’s commitment to sound, conservative fiscal principles. The Alberta government is simplifying its savings plan by eliminating a special purpose fund and two endowment accounts that were established in spring 2014. The changes will help preserve Alberta’s long-term savings and ensure any spending is fully transparent and reflects the priorities of taxpayers. Bill 11, the Savings Management Repeal Act, eliminates the Alberta Future Fund, the Social Innovation Endowment account, and the Agriculture and Food Innovation Endowment account. The $2 billion in Heritage Fund savings that would have been allocated to the Alberta Future Fund will remain in the Heritage Fund. “Our government is committed to being fiscally prudent and to make the tough decisions necessary in an environment of low oil prices,” said Robin Campbell, president of Treasury Board and Minister of Finance. “This includes ensuring that our savings are only used to meet Albertans’ highest priorities, and that our finances are easy to understand and fully transparent.” The $200-million transfer from the Heritage Fund to the Alberta Heritage Scholarship Fund that was earmarked for trades scholarships will remain in the

Wildrose, Smith give up the opposition fight By Murray Green

Highwood MLA Danielle Smith resigned as leader of the Wildrose Political Association. Smith tendered her resignation to the Wildrose executive committee shortly before announcing she and eight other Wildrose MLAs had joined the Progressive Conservative caucus, Dec. 17. “When I became Wildrose leader, I did so with one singular objective in mind: to return to government the conservative values and principles that I had spent my life defending,” said Smith in her resignation letter. “Values and principles like balancing the budget, eliminating waste, respecting property rights, decentralization decision making and clean, ethical government.” Premier Jim Prentice and the PC Party welcomed the opportunity to end the opposition party and add nine more seats to their majority government. “I am aware that this will come as a shock to some of you, but it is my sincere hope that you will join us and encourage your fellow members to come together under Premier

Prentice’s leadership,” she concluded. “Throughout my public and political life, I have always believed conservatives should be united in bringing our common principles and combined energy to public service. Today, we once again represent the full diversity of voices and regions from across Alberta – north, south, urban and rural,” Premier Prentice said. “Alberta is stronger today with these committed people working together. Our province needs united leadership and shared purpose in tackling the challenges ahead.” Crossing the floor are nine new caucus members: Danielle Smith (Highwood), Rob Anderson (Airdrie), Gary Bikman (Cardston-Taber-Warner), Rod Fox (Lacombe-Ponoka), Jason Hale (Strathmore-Brooks), Bruce McAllister (ChestermereRocky View), Blake Pedersen (Medicine Hat), Bruce Rowe (Olds-Didsbury-Three Hills) and Jeff Wilson (Calgary-Shaw). “Jim Prentice has said all conservatives are welcome in the PC Party. I guess that leaves no room

for progressives and moderate Albertans,” said Alberta Party leader Greg Clark. “Prentice and the PC Party are out of touch with modern Alberta. The Alberta Party is the only centrist party that’s growing and the only party that can one day govern.” Wetaskiwin-Camrose Wildrose candidate Gordon Hatch was surprised at the news. “I was in attendance at the recent AGM of the (Wildrose) Party in Red Deer and was dismayed by

the vocal ‘social-conservative’ factions of the Party,” said Hatch. “It was, in my view, a grave error for the membership to reject the now infamous equality amendment to the Party’s official policy.” Hatch reflected on his decision to support Smith. “I joined the Wildrose Party, and ultimately became a candidate, because of Danielle Smith. She strikes me as genuinely focused on the singular goal of making Alberta a better place for all, and I was excited to work towards seeing her become premier. At the time I joined, Alison Redford was still in charge and the ‘culture of entitlement’ reigned supreme.” The Camrose resident is putting his political career on hold until the right opportunity comes along. “I have decided to withdraw my candidacy for the Wildrose Party immediately; partly in fairness to anyone in WetaskiwinCamrose who wanted to become a Wildrose candidate, but felt they couldn’t support the direction of Danielle’s leadership. For me, Danielle Smith was the Wildrose Party.”

Hatch said he supported Smith because she was more central in her opinions. He thinks Wildrose wants to move towards a more socially conservative party to the right side of the political spectrum and it doesn’t line up to his beliefs as much now. Leader of the Alberta Liberals Raj Sherman will be asking the speaker to make the Liberals the official opposition. The party currently has five MLAs. The NDP have four seats. Former Wildrose MLAs Kerry Towle and Ian Donovan crossed the floor to the PCs earlier and Joe Anglin will sit as an independent. Although MLA Heather Forsythe is considering retiring, she was named interim leader. That could leave Drew Barnes, Shayne Saskiw, Pat Stier and Rick Strankman as the only Wildrose MLAs. The Wildrose reaffirmed its commitment to maintain Wildrose as a strong independent political party to ensure Albertans have a credible, principled and conservative option on the ballot during the next provincial election at a meeting on Dec. 17.

Police door knocking leads to drug seize By Murray Green

The Camrose Police Service doesn’t mind knocking on a few doors to make the community a safer place. On Dec. 12, police received a call from a distraught female who hung up before any information could be gathered. When attempts to call the woman back failed, police responded to the identified area from which the call originated and began a door to door search. “While knocking on doors of a motel a person in one of the rooms yelled that they could come in. This fellow obviously wasn’t expecting the police as when the officers entered the room they saw him stuffing a bag of marijuana into his backpack,” said Const. Matthew Wilton, forensic identification specialist and crime prevention officer. The unfortunate male was immediately arrested and a search warrant for his room was obtained. Five more pounds of marijuana with a street value of $20,000 and nearly $14,000 cash was seized. The man was charged with Possession for the purpose of Trafficking,

Camrose Police Service found several bags of drugs and plenty of cash when they searched a motel room in the city.

Proceeds of Crime over $5,000 and two counts of breach of recognizance.

He was held in custody to appear in court last Wednesday.

However, the police work wasn’t completed with that arrest. The

original 9-1-1 caller was eventually located and given assistance.

EMS staff Nick Busse and Sara Sieben received help from Gabriel Trautman, 4, and Hannah Martz, 9, (background) in packing about 4,500 lbs of food and also raised more than $1,800. The Camrose Kodiaks also delivered Teddy Bear Toss bears to help local kids. The local businesses that helped volunteers keep warm and fed included the Metal Kettle, A-1 Rentals, Drevers, Tim Hortons and Safeway. The Kodiaks handed out tickets to people that donated when the players were present.

City council has approved the 2015 franchise fees for electricity and natural gas. FortisAlberta will pay a franchise fee of six per cent, – the same as 2014 – while Atco Gas will pay a fee of 18 per cent – also the same as 2014 – for the use of right of ways for utility infrastructure and to compensate the City for costs associated with maintenance of the City’s infrastructure. “Utility franchise fees are collected from all utility customers in the City of Camrose,” said a written report by financial services general manager Diane Urkow. “Some of these customers are exempt from property taxes. The franchise fee provides approximately $1,547,882 of revenue from a broader user group.” Atco Gas has provided a estimate of 2015 franchise fee revenue of $854,363, which is a $54,259 increase from the 2014 budget of $801,104. FortisAlberta has estimated 2015 revenue at $693,519, which is a $49,882 increase from the 2013 budget of $571,927. Franchise fee rates can have a significant impact on residential users, including health care facilities, schools, local businesses and industries. Rates were last increased in 2012 from 16 to 18 per cent for the natural gas fee and from five to six per cent for the electrical franchise fee. Appointments

Council gave final reading to a land use bylaw amendment that will allow developers and builders to start construction of more than one model unit in residential, commercial, industrial, institutional and mixed use subdivisions prior to the registration of that subdivision with land titles. Model units are buildings or structures constructed on a lot in an approved subdivision for the purpose of marketing land or buildings. Building and development services director Shelley Munro told council that the development and building community has indicated it would like to construct more than one model unit per subdivision to showcase a range of homes, units or buildings available within approved subdivisions.

Parliamentary Report Kevin Sorenson, M.P., Crowfoot Harper Government Accomplishments in 2014 From my family to yours, I wish everyone all the blessings of the Christmas holiday season. It was great to see many constituents attend our Crowfoot constituency office Christmas open house. As your Member of Parliament I always look forward to coming home from Ottawa to share some holiday cheer with constituents. Our Conservative government has provided significant legislative accomplishments in 2014. Job creation, lower taxes and free trade were key elements in the economy-focused agenda in the House of Commons this past year. Under the leadership of Prime Minister Stephen Harper, we are implementing important job-creating measures from Economic Action Plan 2014, including the recently announced measures supporting families. This year’s budget, Economic Action Plan 2014, contained specific measures to create jobs, promote economic growth, and support Canadian families. We have implemented a Small Business Job Credit and doubled the Children’s Fitness Tax Credit. We have also set the stage for tax cuts, including the Family Tax Cut Plan that will give every Canadian family with children under the age of 18 more money to spend on their own priorities. It will allow a higher-income spouse to transfer up to $50,000 of taxable income to a spouse in a lower tax bracket. It also includes a significant expansion of the Universal Child Care Benefit to $160 per month for children under the age of 6. There will be a new $60 monthly benefit for children aged 6 to 17 and a $1,000 increase to the Child Care Expense Deduction limit. All the while we have kept taxes low and continue to be on-track to return to a balanced budget in 2015. Lately, I have been hearing from you about the impact of lower oil prices. We all enjoy the lower prices at the gasoline pumps, but we also know that we must be diligent when it comes to managing Canada’s economy. Contrary to Liberal leader Justin Trudeau’s claim that budgets balance themselves – the federal budget will continue to require a ‘steady hand at the tiller’ to ensure it is balanced in 2015. We have implemented job-creating measures that build on our record of creating over a million new jobs since the economic downturn. This year has been the most successful year for trade in Canadian history – marked by the historic new trade agreement with the European Union. Continued on page 54
