City council begins search for Herle replacement By Dan Jensen

Camrose City council is seeking expressions of interest from a professional search firm as the first part of its effort to find a new chief administrative officer to fill the shoes of Damian Herle after March 31. Council met with the City’s human resources personnel before Christmas to outline what it is looking for from the firm. “We are going to give them (the HR department) some marching orders so they can hopefully pick two or three firms,” said councillor Wayne Throndson Dec. 15. “We will narrow it down to one in January and hopefully they will be able to find us someone.” Councillor Max Lindstrand noted it is important that council avail itself of the expertise that is in human resources. “The HR department will be pulling this together,” he said. Councillor Agnes Hoveland suggested that council provide the HR department with some tools and criteria that might help them narrow the search. She said it is important to start looking as soon as possible. Professional search firms are utilized by many municipalities for filling positions. “Search firms have information and contacts that council (does) not have, therefore they can bring forward more qualified candidates for the role,” said Herle. The approximate cost of hiring a search firm may be in the range of $60,000, an amount that could be funded from the City of Camrose surplus or included in an amended 2015 budget prior to the passage of the tax rate bylaw. Herle is the seventh City manager and the third to be promoted from within.

LYSTER RECOGNIZED FOR CONTRIBUTIONS

Camrose Composite High School athletic director Andy Lyster received an Alberta Schools’ Athletic Association award from Stephen Lush, president of the central zone. Lyster was nominated for his outstanding contributions to the central zone at a banquet in Red Deer on Dec. 4.

Results of women’s safety audit presented to council By Dan Jensen

The City of Camrose should record additional gender specific information on all reported crimes against persons, establish a process for citizens to give suggestions on pedestrian unfriendly streets, add crosswalks at the intersections of 46 Avenue and 49 Street and 44 Avenue and 50 Street, add more signage and lighting in Mirror Lake and Jubilee Parks and on 50 Street south of 48 Avenue, add sidewalks to 46 Avenue north of Augustana campus and improve general walkability with snow removal and public telephones says a report coming out of a women’s safety audit performed by members of the Canada World Youth and members of the community. “Most participants of the walk (audit) believe Camrose is safe and a walkable city, but expressed that there are areas where they feel unsafe at night,” said Rara Nastiti, who, along with fellow CWY participant Nura Yunus, presented the report to City council Dec. 15. “The recommendations of this (report) would benefit the whole community, not just women.”

The audit was conducted on Dec. 4 and 6 so as to include as many Augustana students as possible before their examinations and to coincide with the National Day of Remembrance and Action on Violence Against Women. They first started at Augustana University, with the participants or auditors walking downtown and back to Augustana. The second started from the United Church and encompassed the downtown area, with walkers taking two different paths. The auditors noted physical characteristics along the routes, such as lighting, maintenance and signage, after which they engaged in conversations about what they saw. “We included men because we wanted to encourage dialogue between men and women,” said Yunus. “We recognize that men are part of the solution to combat violence versus women.” The auditors expressed concern in their conversations about the amount of snow shovelling being done, visibility and signage, and lighting. Twenty-three of the 29 audit participants said there was inadequate light-

ing in some parts of the city or identified areas where lighting was absent or broken. Eleven said they were unsure of where to go for help and six had no indication of where to go for help. Nastiti said snow shovelling was one of the biggest issues. “City-owned properties failed to clear the sidewalks so strollers and walkers could get by.” Stage one of the audit was to engage groups and community organizations in the community who represent diverse women, including the Camrose Association for Community Living, Women’s Shelter, the Elder’s Care committee, Camrose Ministerial Association, Augustana Students’ Association and Camrose Family Response Council to obtain feedback on the issues as they saw them. The Camrose Women’s Shelter noted that it is in a dark area of the city and that the women and children who are staying there do not like to go out at night. Yunus responded to a query by councillor Bill Sears over the need to provide public telephones by stating that not everyone has access to a cell phone

and not everyone wants to have access. She added that the knowledge that there are public phones available would make women feel safer. Yunus also commented on how scared people feel while walking along 48 Avenue and the fact that there is no buffer from traffic. Councillor Agnes Hoveland said the City of Camrose is aware of the need for crosswalks and sidewalks north of the Augustana campus and is taking steps to address the problem. Camrose Police Chief Darrell Kambeitz welcomed the recommendations, but noted that the areas chosen for the audit are ones in which people feel less safe due to high traffic volumes. He said the Camrose Police Service will take the recommendations and try to work on them. Mayor Norm Mayer said the recommendations will be reviewed by the various departments of the city. “Any improvements that can be achieved will be looked at.” The Women’s Safety

Audit is a participatory tool created by the Metropolitan Action Committee on Violence Against Women and Children in 1989 as a gender specific response to growing concerns about violence against and women’s feelings of insecurity. Key principles of the Women’s Safety Audit are: women are considered experts in their own environment and security; audits encourage local and context-specific solutions to issues of insecurity, and audits promote partnerships between women and their local governments. Canada World Youth acknowledges that women and girls experience and perceive protection and safety differently than men and boys. “Fear of violence limits women’s choices, equality of life, mobility and freedom of movement, as they avoid certain places, routes and modes of transportation,” said Yunus, who is from Toronto. “It therefore limits their full participation in public life, access to essential services such as health, water and sanitation, including political and community life.”

At this time of year my thoughts turn to all those who in the past year I need to thank as well as the many blessing that living in a city such as Camrose and the surrounding County brings to us all. As chairperson of the Camrose Heritage Railway Station & Park I am especially thankful to the many volunteers who share the goal of leaving a legacy for Albertans and making the Station a community center. I am thankful to the Camrose City council for their recent approval of funding that increases the present 20 hour a week station coordinator position to 25 hours per week, relieving some of our long time volunteers of a portion of the operations so the Station can continue to offer quality events and programs. A truly conservative (Wildrose) party would be social conservative, rather than liberal “conservative” (PC). [“Red tory” is even more contradictory.] Fully conservative fiscally, it would not be socialist “conservative” (Libs and NDs) or even liberal “conservative” (PCs). About 80 per cent of each of the province’s bureaucracies needs to be eliminated. Germany’s universal health care has only one-tenth as many bureaucrats per capita as Alberta. School boards and teachers can run schools without overpaid civil servants. Etc. etc. The huge conservative item: eliminate federal taxes. No billions to Quebec and other provinces; Albertans have no need for the government in Ottawa. The totally liberal PCs even with Danielle Smith’s turncoats will never massively reduce our bloated bureaucracies nor give us freedom from the third (spurious) level of government. She says she’s uniting conservatives; she is in fact uniting liberals under the PC banner. Now is the time to look for principled conservative unity in the Wildrose, a newly emancipated and fully conservative party, for the end of excess governments and their manifold entitlements. I just read (Dec. 20/14, The Economist, “The uses of history”) with envy how the United States venerates and respects the Magna Carta...indeed uses an image of King John placing his seal on that Charter to commemoratively decorate the US Supreme Court bronze doors. I say with “envy” because in Alberta our ruling PC Government obliterates and violates the democratic rights that this ancient harbinger guaranteed English citizens. Despite this Charter’s impact elsewhere in the New World where it “guaranteed” the pioneers’ rights in the first Virginia Charter, supported the rebellious Massachusetts colonists’ rights, and was even a factor in Jones’ suit against Bill Clinton, those hard-won rights are irrel-

evant in Alberta, Alberta politicians create legislation (e.g. Alberta Land and Stewardship Act, 2009; Land Assembly Project Area Act, 2009; and their various “amendments”) that contradicts the Magna Carta rights, and strips Albertans of both our democratic and property rights. Instead of guaranteeing Albertans those ancient rights which state “no free man shall be seized or imprisoned, or stripped of his rights or possession, or outlawed or exiled, or deprived of his standing in any other way...except by the lawful judgment of his equals,” the ruling Alberta PC Government makes a mockery of those rights. Alberta laws give a minister the power to rescind/ extinguish property rights, acquire and use private property for a public “project.” If in the case of a land ownership dispute/ disagreement), in the minister’s “opinion” a landowner “is doing, or “is about to do any act or thing... directed toward committing an offense” to protect his/ her rights and/or property, a minister has the power to “take whatever measure the minister considers necessary to carry out the terms of the enforcement order (Land Assembly Project Area Act, Section 16.1). Plus, the “cost of the action or measure taken by the minister shall be paid by that person” (Section 15.3c). Those measures included up to $100,000 in fines, and (originally) up to two years in jail. (Due to excessive pressure the jail term was removed in a subsequent amendment.) Additional legislation (Alberta Land Stewardship Act, Section 15.1.c) prevents Albertans’ access to the courts, by even forbidding “confer[ing] jurisdiction on any court or decision-makers to grant relief in respect of any claim.” Our current Premier Jim Prentice would have Albertans believe that Alberta is “under new management.” But his staff is costing Alberta taxpayers $4.3 million...a mere $51,000 less than the ousted Redford’s staff. Despite all claims to the contrary, Albertans are still subject to the draconian landownerviolating Land Stewardship Act, which still “prevails” over all other legislation. Needless to say, Albertans will not be among those celebrating the liberating rights granted by the 800-year-old Magna Carta this June. Marion Leithead, Bawlf

AltaLink in bidding for transmission line High By Dan Jensen

Athabasca Transmission is hoping to hear its name called early next year when the Alberta Electric System Operator (AESO) announces the name of the company it has chosen to build, own, operate. “We are one of five bidders,” explained Ed Toupin, municipal relations manager with AltaLink, which is onehalf of Athabasca Transmission (the other is American Electric Energy subsidiary Transource Energy), in a presentation to members of the Camrose Chamber of Commerce at the Best Western Plus Camrose Resort Casino. Athabasca Transmission’s proposal includes the construction and operation of approximately 500 km of 500 kV transmission line and two 500 kV substations. An approximately 400 km line would extend from an existing substation west of Edmonton to the Livock station southwest of Fort McMurray. An approximately 100 km line would then connect the Livock substation and a substation near Fort McMurray. Athabasca Transmission would also build the Livock and Fort McMurray substations. “The construction would get underway in 2017 and be completed by 2019,” said Toupin. “At any given time there would be about 500 people working on the line.”

According to AESO, the peak load (the highest demand for power) in the Fort McMurray area has more than doubled in the last 10 years, growing from 855 megawatts in 2002 to 1,735 MW in 2012. This means that the amount of power consumed in the Fort McMurray area is now about the same as the amount of power used in either Calgary or Edmonton. Load in the Fort McMurray area is expected to more than double again over the next ten years, rising from 1,735 MW in 2012 to 3,905 MW in 2022. Between 2022 and 2032, load in the Fort McMurray area is anticipated to grow another 780 MW. Athabasca Transmission would invest the capital for the new transmission facilities and recover that investment from Alberta ratepayers. “We would spread it over 40 years so it is not going to be one big hit,” said Toupin. “Usually if a project is a billion dollars it is an extra dollar on your bill. The Alberta Utilities Commission approves the rate of return that we receive on our assets.” As the provider of power to 85 per cent of Alberta, AltaLink operates approximately 12,000 km of transmission lines and 280 substations. The company was recently named Parkland County’s 2014 Business of the Year for its focus on customer service,

The demand for electricity is increasing at a rapid rate. “Back in 1984 the peak load was around 4,500 megawatts,” said AltaLink municipal relations manager Ed Toupe. “Last year we hit 11,100 megawatts and we are forecasting to be over 18,000 by the year 2030.” Toupe noted that most of the power generated in the future will come from natural gas, cogeneration and renewable energy, such as wind farms. “Most of the generation will be gas fired, not coal.” Toupe added that Alberta has imported power for 16 of the last 17 years. “Last year we imported 10 times what we exported, which shows how much growth is going on here. On any given day you can go to the AESO website and see a minutes number, which means that power is coming into the province. It can be anywhere from 200 to 500 megawatts on a regular basis.”

REFLECTIONS Benke boys receive by Bonnie Hutchinson Hello Camrose and East Central Alberta! A year ago when my brother Blain asked if I would like to write a column for the Booster I said “no.” That was the right answer then. A few weeks ago when Blain asked if I would like to write a column for the Booster, I said “yes.” That’s the right answer now. The f irst time I wrote a column for the Booster I was a single mom with two elementary school aged children, mostly trying to make it through another day with work and kids and such, and laughing a lot because living with children comes with laughter. The next time I wrote a column for the Booster I was in my 40s with grown-up children, launching a consulting business from Camrose and laughing sometimes about the quirky ways life unfolds. And now? I’m in my 70s, and this absolutely is the best time of my life. I have more freedom, less anxiety, deeper connections and a broader perspective than at any previous time. Of course there are challenges, but having a longer perspective makes everything easier. When I turned 70, my sister gave me a card that said, “Some people call them decades. I call them my collected works.” Nice. I feel like I’ve never been so wise or had so much to offer, even though a lot of messages in our youth-oriented culture suggest that I’m too old to have much value. Pity, because I feel like I’m just coming into my prime. Fortunately, I’ve had some great role models. My parents (who founded the Camrose Booster) had very different styles from one another. One thing they had in common was they both lived vibrant rewarding lives on their own terms until their last days, Dad at 73 and Mom at 93. So far, I’ve been blessed with the opportunity to live on my own terms and I feel grateful every day. My Mom said, “When you’re young, you worry about what other people think about you. When you’re middle aged, you don’t worry so much about what other people think. When you get old, you find out nobody was thinking about you anyway! ” That’s a gift of later years. That’s freedom. With seven decades to look back on, I’ve collected some wisdom and feel an obligation to share it with others – whether they want it or not. This season, as we’re saying goodbye to one year and hello to another, is a good time to take stock. Perhaps you are too ref lecting on what you’re ready to bid goodbye, what you choose to carry forward, and what new opportunities you’re willing to greet with a welcoming hello. Merlin, James and Michael Benke are able to enjoy the pleasures of riding a bike thanks to a pair of generous service organizations. Michael received his bike in the spring of 2014 thanks to the generous support of the Camrose and District Family Thrift Shop. “He noticed how much the twins (Merlin and James) enjoyed riding their bikes that were purchased by the Children’s Ability Fund in Edmonton,” said the boys’ mother, Lee-Anne Benke. “He would always want to ride theirs they weren’t using it.” The bikes – each of which had a price tag of approximately $1,200 – have been speciallyequipped with features like side bolsters, which keep them sitting up straight, as well as a seatbelt and velco straps that keep their feet on the pedal. The steering is done by Lee-Anne, who runs alongside the bike when they are in motion. “With Michael having been diagnosed as having autism and his brothers having diagnostic-like symptoms they are limited with what they can do,” said Le-Anne. “They are not able to walk or talk, and can only

go so far with them before they tire out.” The boys are able to ride their bikes in the hallway and open areas of their schools – Charlie Killam for Michael and the Camrose Composite High School for Merlin and James. “The other kids tend to cheer them on or sometimes give them high fives,” said Lee-Anne. “We have to take the bikes to the school in a vehicle because they can’t ride there and back.” The job of raising three boys with autism has pre-

sented Lee-Anne with a set of unique rewards. “They are very loving boys who have taught me to be patient and forgiving,” said the mother. “They could be scolded one minute and the next want to be getting hugs or sitting in my lap.” Lee-Anne is very grateful for the support of both the Thrift Shop and the Children’s Ability Fund. “The bikes are something I could not have afforded on my own,” she said. “I can’t say thank you to them enough.”

City council approves lease of industrial property By Dan Jensen

City council has agreed to the no-cost lease of 60 acres to Camrose Regional Exhibition for the accommodation of larger RV units at Big Valley Jamboree. The lease will have a term of eight years but may be reviewed after five should the City of Camrose need the land for future industrial development. The 60 acres are part of the quarter section that the City of Camrose purchased for approximately $2 million in 2006 in its efforts to attract the Alberta Police College. City council initially approved a lease on the 60 acres for camping purposes on a year to year basis in May 2013. Councillor Bill Sears feels that the City is not going to need all of the land in the quarter anytime soon. “If we lease this amount of land we still have another 65 or 70 acres left,” he said. “That should give us a

fair amount of developable land.” Mayor Norm Mayer said while it is hard to judge how much development is going to be happening in the next five years, any development of the quarter would be likely to start in the area closest to Camrose Drive. City manager Damian Herle told council that while an area structure plan for the quarter is planned for 2015 (pending budget approval), it could be two or three years before industrial lots would be available for market. He added that the City’s investment in the land, combined with large expected costs of servicing the land, make it reasonable to expect that the City may well need industrial development on the quarter section in order to have a reasonable business case. “It is recognized that it may take years to sell all of the industrial lots. While each development will dif-

fer, it should be noted that about two thirds of the developed land would be saleable properties.” The Camrose Regional Exhibition will be responsible for any taxes that may be assessed to the property, as well as taking out any improvements they put into it. The CRE has indicated that in four years it will have achieved a break-even point with its investment in roadway and campsite development. Funding request Council approved the advancement of $10,000 in funding to Camrose and District Centennial Museum to carry it through to Feb. 28. Council was informed that Camrose and District Museum Society is in jeopardy of losing its one parttime employee and closing its doors for good. Council is seeking more clarity on Camrose and District Centennial Museum’s financial figures.

Exercise is just as important for healthy living. Exercise probably helps ease depression in a number of ways, which may include many different mental health benefits, such as releasing feelgood brain chemicals that may ease depression, on top of reducing immune system chemicals that can worsen depression and increasing body temperature, which may have calming effects. The word “exercise” may create the image of running laps around the gym. But exercise includes a wide range of activities that boost your activity level to help you feel better. Certainly running, lifting weights, playing basketball and other fitness activities that get your heart pumping can help. But so can gardening, washing your car, or strolling around the block and other less intense activities. Anything that gets you off the couch and moving is exercise that can help improve your health. You don’t have to do all your exercise all at one time either. Broaden how you think of exercise and find ways to fit activity into your routine. One way to help out with this is to add small amounts of physical activity throughout your day. For example, take the stairs instead of the elevator, or park a little farther away from your work to fit in a short walk. Or, if you live close to your job, you could consider biking to work. When it comes to living a healthy lifestyle, exercise and a healthy diet can never be excluded from consideration. While at times difficult to implement, the benefits of such activities cannot be understated. Everything from preventing heart disease to battling depression are beneficial results of healthy living, and the combination of exercise and diet can lead to longer life and indeed a much happier life. As we ring in the New Year, remember that as we start over, the time is ripe for good changes, whether it be vegetables for lunch, taking the stairs, or doing that lengthy yet beautiful run around Mirror Lake.

Traffic stop leads to early morning drug arrest

December 30

A traffic stop was conducted in the early morning hours on a GMC Jimmy SUV. Police immediately noted the odour of raw cannabis marijuana and viewed open liquor. Police had the subjects exit the vehicle and a search was conducted. The

search located six separate baggies containing a total of 23.5 grams of methamphetamine. As well, a baggie containing 0.7 grams of MDA powder was located. The female who was in possession of the drugs was arrested and lodged in cells. A male inside the vehicle was identified as having an

outstanding warrant and he was arrested as well. All occupants of the vehicle received tickets for having liquor within easy access of occupants in a motor vehicle. December 28

During routine patrols Police observed a 54-yearold female who was extreme-

ly intoxicated and unable to maintain stability on her feet in the downtown area. Police checks revealed the female had six outstanding warrants for her arrest. She was arrested on her warrants and for public intoxication and later released to attend provincial court. Continued on page 21

Alberta will be celebrating the third annual Snow Day on Sunday, Jan. 18. Parks across the province will be open for winter activities for the entire family. Miquelon Lake Provincial Park north of Camrose will have a variety of family activities, including snowshoeing, ice skating, snow sculptures and broomball. The action takes place from 1 to 4 p.m. Enjoy hot chocolate and s’mores by the campfire. “We’re celebrating World Snow Day, part of the international FIS campaign Bring Children to the Snow events,” said Isabella Hodson, visitor services supervisor of the Miquelon Lake Provincial Park. “This annual snow festival for children and their families is all about experiencing and enjoying Canadian winter activities. Hope to see you there.” Winter camping is a wonderful adventure for the whole family. Sites are available at Crimson Lake, Miquelon Lake, Pembina River, Vermilion and William A. Switzer provincial parks on a first-come, first-served basis. You can use self-reservation for a winter camping spot at Miquelon Lake. “New this year is a snow sculpture competition. We will even have paint to colour your sculpture. Also, try snowshoeing and we’ll provide the snowshoes. I will be guiding two snowshoe hikes and all events are free,” informed Isabella. “The second Wacky Winter Challenge is where participants can try their hand at snow golf, test their aim with snowball throwing, and have fun with a few more creative activities.” The skating rink is open for the season and visitors can come anytime to ice skate in the park. It’s right by the Park Centre and skating is at no charge, but bring your own skates. Since it’s icy out, all ice cream treats will be half price at the Park Centre. People can call the Park Centre at 780672-7274 Monday to Friday for more information. The event will be cancelled if the temperature is below -20 with wind chill. Winter Bunnies

Every Wednesday morning a Winter Bunnies program will be held for preschoolers from 10 to 11:30 a.m. The sessions run from Jan. 14 to Feb. 18 at Miquelon Lake. Call Isabella at 780-678-2022 for more information. Family Day weekend

On January 2, 2015, Global Pet Foods’ beloved Store Greeter, Morgan, passed away at 7 years of age. Morgan was a gentle soul who loved to be at the store. She would meet and greet everyone and everything; people young and old, puppies, dogs, kittens, cats, rabbits, snakes, ferrets and once a wallaby. 2015 Ford F-150 Better than ever before

The 2015 Ford F-150 at Lamb Ford Sales in Camrose has the highest EPAestimated fuel economy ratings of any full-size gasoline pickup on the market. When equipped with the available 2.7 litre EcoBoost engine the new Ford F-150 4x2 has estimated 14.9 litres per 100 km city, 10.9 litres per 100 km highway and 12.8 litres per 100 km combined fuel economy ratings. Two smaller turbochargers, instead of one large one, pump air quickly into the combustion chambers, generating a virtually instantaneous surge of ondemand power. The flex-fuel 3.5L TiVCT V6 is engineered to handle demanding everyday jobs while keeping operating costs as low as possible. It has a five per cent higher power-to-weight ratio than the previous 3.7 litre V6 and can tow up to 3,447 kg, a 408 kg improvement. The 3.5 litre EcoBoost delivers 365 horsepower and 420 lb.-ft. of torque. Direct injection technology draws optimum power from every drop of fuel, while twin air-to-air intercooled turbochargers provide the surge of on-demand power when you need it. The proven, durable 5.0

litre V8 has 385 horsepower and 387 lb.-ft. of torque, which has improved from the 2014 model year. This engine has a 16 per cent higher power-to-weight ratio than before. The engine was built with twin independent variable cam timing (Ti-VCT) technology. With conventional valve cam timing, the intake and exhaust valves have to open and close at a fixed point, compromising performance. But Ti-VCT virtually eliminates this compromise. Variable control of valve cam timing optimizes performance across the entire low, mid and high ranges of the power band to match the driving conditions, all the while burning fuel with impressive efficiency. The standard electronic six-speed close-ratio transmission has a wide gear ratio for responsive low-end performance and enhanced fuel efficiency at the higher gears. The selectable tow/ haul mode improves performance when towing or hauling heavy loads. It compensates for grade and load and reduces gear hunting to improve on power delivery. Engine braking also helps slow the truck when descending hills. The available SelectShift® automatic has two modes of operation: Pro-

gressive Range Select lets you limit the range of gears to lock out overdrive for consistent speed over hills and mountain ranges. With Full Manual mode, you can go all the way up and down the gearbox, staying fully in control. Lighter

The new Ford F-150 is lighter by up to 317 kg thanks to the use of military grade aluminum that is the same high-strength grade used in the aerospace industry. Aluminum is resistant to dents and corrosion and its scrap can be reclaimed and sent back into the manufacturing process to minimize waste. The new fully boxed frame is made of more highstrength steel (more than 70 per cent at 70,000 psi) and larger cross sections than the previous frame. And while stronger and more rigid, this frame is lighter because many of the components are fabricated using the state-of-the-art roll-forming process that minimizes weight. Ford torture-tested the F-150 in labs, over highaltitude passes and through desert valleys, while hauling huge loads and towing heavy trailers at temperatures from -29 to 49 degrees Celsius. Ford also put F-150s in

the hands of people in heavy industries such as mining and construction who really know how to take a pickup to the extremes of durability. The cab redefined

The new available LCD productivity screen on the instrument cluster (part of SYNC® with MyFord Touch®) provides updated information from fuel efficiency to towing tips. You can create a customized “MyView” home screen to access your most frequently used screens in one place. The menu includes gauge setup, trip computer, fuel consumption, and towing/ off-road applications. The productivity screen is standard in F-150 Lariat, King Ranch® and Platinum. A 4.2-inch LCD productivity screen is optional in F-150 XL and standard in XLT. Hospice Society looks forward to new year By Dan Jensen

The Hospice Society of Camrose and District has made great strides since its formation almost three years ago. “We have seen a lot of growth,” said society board member Pam Cummer. “We started the fundraising, developed a volunteer training program, purchased books for a lending library and completed a needs assessment.” The training program has provided instruction to approximately 50 volunteers, many of whom are currently providing palliative care at Covenant Health St. Mary’s Hospital Camrose and the facilities operated by the Bethany Group. Participants learn how to communicate with the elderly and their family members, how to provide physical care for the dying, and how to get in touch with their own feelings about death and dying. “Once they receive the instruction from us they go through the separate courses that are set up at Bethany and St. Mary’s,” said board member Wanita Toews, who is a facilitator for the medical part of the program. “We have had very positive feedback about the volunteers who have taken the training from the nursing staff at both of those facilities.” The fall of 2014 program, which was offered Oct. 3 and 4, Oct. 17 and 18, and Oct. 24 and 25 at the Camrose Fire Hall community room, included such topics as introduction to being with dying, physical care and the value of silence, grief and loss and spiritual care and self care. The next program will be held in the spring of 2015. The Hospice Society of Camrose and District board of directors will be holding a development day on Dec. 18 to discuss both its short and long term goals over the next couple of years. “Whether those goals include a free-standing hospice or supporting hospice beds that are in the facilities that are presently in our area we are not sure at this time,” said Cummer. “We will probably have the responsibility of working along with whatever the provincial government is bringing down in terms of palliative care and services, and looking at how we can support that.” The Hospice Society of Camrose and District has had several fundraisers this past year, including a Hike for Hospice in the spring, a golf tournament that was held with the Knights of Columbus in the summer, and the current Lights to Remember Campaign. Funds raised from the events are used to support a volunteer coordinator, which is a paid position, fund materials and an honorarium for presenters at the training programs, and pay office expenses. “We do a lot of fundraising, but we also receive quite a bit through memorial donations,” said Hospice Society member John Person. Cummer said she is looking forward with excitement at how the society can fill the needs in the community over the next three years. “What we need to do is meet the needs of palliative individuals and families. That is where we want to focus our attention, whether be with a free-standing hospice, more volunteers, grief or bereavement support. That is where we want to focus our monies and our energies.”

Ofrim believes he has the experience to be an effective member of City council By Murray Green

David Ofrim is letting his name stand for the by-election to fill the vacant position on City council. The local business owner has enjoyed helping the community in several ways. “I was encouraged by a few people to run for council,” said Ofrim. “I have lived my whole life in Camrose and feel the quality of life here is excellent. I would like to have a hand in helping to maintain it. In the past our family has not been too involved politically, but I thought the time was right. It will be a good opportunity to serve the community in this capacity. “I do not have any significant issues with how the City is being run and have always had a good relationship with any of the staff. I think the present council is working well together and I like where they are heading. It would be an honour to be a part of it.” The third generation resident is the f irst candidate to announce his intentions. Nomination Day is Jan. 13, from 10 a.m. to noon. Advance polls begin on Feb. 4. Ofrim is an engineer and operates his own construction business.

“The lessons I have learned in business would equate well to the issues facing council,” he said. “Given my background, I would be able to approach these issues with measured and thoughtful deliberation.” Ofrim is presently serving on the boards of the Battle River Community Foundation, the Camrose Regional Exhibition and the Augustana Neighborhood Association. Previously, he was vice-president and treasurer with the Camrose Golf Club, and was involved with the fundraising campaign for

the CAFCL building project. “I have had the good fortune of also helping out in coaching and managing for several years in minor sports. It’s a great and very enjoyable way to contribute to the youth in our community! ” he exclaims. “Politically, I am centrist in my views. A balance can be struck between fiscal responsibility and the level of services the City can provide. I am well acquainted with those who represent a variety of interests and they would definitely have my ear. However, we appear to be in for some rough times ahead at the provincial level and some tough decisions will likely be necessary.” David is married to Karen (a teacher at CCHS) with whom he has three sons, Brian, Brad and Jeff. “Now that the boys are older, I do have more time to devote to council matters,” he said. “Flexibility at work helps as well.” Camrose residents will be voting on Feb. 10 to determine who will fill the seat on council. The councilor position became vacant with the passing of Ray McIsaac.

Recycle your Christmas tree By Dan Jensen

The City of Camrose is once again running its Christmas Tree Recycling program. The City will be turning all Christmas trees dropped off at the Recycle with Centra Cam depot between now and the end of February into a mulch material that will be placed around city trees and as a soil conditioner in flower beds. All the trees placed in the recycling bunker should be free of any metals, such as nails, bolts or wire. The Christmas Tree Recycling Program has been running every year since 1992. “It has been very popular and is growing all the time,” said City engineer Jeremy Enarson. “It is neat to see how the people of Camrose are getting on board.”

Members of the Camrose Academy of Dance collected items for the Camrose and District Food Bank before Christmas as a way of giving back to the community. The 160 dancers are currently preparing for four different dance festivals, one of which will be in Camrose at the Jeanne and Peter Lougheed Performing Arts Centre April 17 to 19. Harvey Tansley Allen February 11, 1921 – December 24, 2014 Harvey Tansley Allen of Bashaw, formerly of Lacombe, passed away on December 24, 2014 at the age of 93. Harvey was born February 11, 1921 in Stettler, AB to Herb and Maud Allen. Harvey took his schooling in Stettler, then attended the University of Alberta where he received his M.Sc. in Horticulture. During this time, he served in the RCAF and married his loving wife, Olive. They moved to Lacombe where he began his 35-year career as a horticulturist at the Lacombe Research Station, retiring in 1982. Harvey enjoyed gardening, golf, curling, bowling, hunting, fishing, lapidary, playing Bridge and his loving family. Harvey is survived by his loving daughters Elaine Allen (Ken Morrison) of Whiterock, BC and Cathy (Robert) Knudtson of Camrose; four grandchildren; and two greatgranddaughters. He was predeceased by his wife Olive in 2003; his parents; and his only brother Gordon. Harvey will be forever remembered as a true gentleman and for his beautiful gardens. June 23, 1916 - December 23, 2014 Mary Bjorgum of Kingman passed away Tuesday, December 23, 2014 at the age of 98 years. Left to cherish her memory are her children MaryFrances (Cevat Alisiroglu) of Edmonton, Elizabeth (Bryan) Taylor of Edmonton, Enid (Cameron) Siewert of Edmonton and Ovel of Kingman; eight grandchildren; and seven great-grandchildren. Mary Bjorgum (nee Harrison) was born on 23 June 1916, in Dafoe, SK. Mary’s parents came to Canada from North Cumberland, England in 1912, and were married in Winnipeg, MB, establishing their own farm in Dafoe, SK, 1915. Mary Harrison trained as a registered nurse in Humboldt, SK with post-graduate studies at Berkeley, California. After nursing for 15 years in SK, BC and AB, Mary was residing and nursing in Calgary where she met Ovel Bjorgum, brother of nursing colleague Dorphy McLeod. Mary and Ovel were married in Red Deer, AB in 1952 and farmed together at Kingman, AB. Their marriage was blessed with the birth of four children: MaryFrances, Elizabeth, Enid and Ovel Harrison. They worked together to make a loving, disciplined home. Their mixed farm included cows for fresh milk and butter, chickens for eggs, a large garden with annual canning and preserves. Mary actively supported the Kingman community, serving in Salem Lutheran Church. Mary’s hands were never idle and she learned from a young age to embroider, knit and sew. Mary was an excellent seamstress, skilled at petit point and quilting, and used color creatively. Mary appreciated her life and living, often voicing her observations of nature. “Sure is a tall tree”, “Well, isn’t that beautiful” and “I like that color” when she commented on what you were wearing. Mary’s approach to life included always focusing on the positive, “Count your blessings” and living the golden rule: Do unto others as you would have them do unto you. Mary loved music and would sing along with hymns, knowing the words to many. Her Christmas cards, letters and recipes, in her beautiful cursive handwriting, were appreciated. Mary was known for her strong handshake, which she said was from milking the cows. A Funeral Service was held at 2:00 p.m. on Saturday, December 27, 2014 from Kingman Salem Lutheran Church with Rev. Garfield Vikse officiating. Interment has taken place in Kingman Cemetery. Andrea Wilhelmina McBlain September 24, 1932 – December 25, 2014 Mrs. Andrea McBlain of Wetaskiwin, formerly of Camrose, passed away on Thursday, December 25, 2014 at the age of 82 years. Andrea was born on September 24, 1932 on the family farm in Quimper, SK to Andrew and Charlotte Gammie. She was the youngest of four children. Andrea took her schooling in Quimper and upon completion, started babysitting for local farm families. She was also a telephone operator prior to getting married and then became a full-time wife and mother. Andrea married Robert McBlain in 1960 in Aneroid, SK. They had two children: Sandra born in 1961 and Ian in 1965. Granddaughter Amanda arrived in 1978. Andrea and Robbie moved briefly to Chilliwack, BC after getting married; they then moved to Stettler, AB where they stayed for 13 years. In 1975, they moved to Camrose where they resided until having to move into Good Shepherd Home in Wetaskiwin in 2008. Andrea was diagnosed with Lupus in 1976 and, for 38 years, battled through the disease with strength and dignity, the last five years, having to face dialysis three times a week at Wetaskiwin Hospital. Andrea enjoyed spending time with her family and friends. Many hours were spent at the kitchen table playing board and card games. Andrea and Robbie loved to go to dances and listen to their favorite band The Foggy River Band with whom they became friends. Andrea also loved gardening and camping with her family. Andrea’s proudest accomplishments were being a wife, mother and grandmother. Left to cherish her memory are her husband Robbie; daughter Sandra (Doug) of Wetaskiwin; son Ian (Linda) of Camrose; granddaughter Amanda (Ed); four step-grandchildren; six greatstep-grandchildren; sister-in-law Mary (Les); and numerous nieces and nephews. October 9, 1931 – December 26, 2014 Martin Evert Budd passed away on December 26, 2014 at the age of 83. Martin was born to Irven and Alice Budd on October 9, 1931 at Rimbey, AB. The family relocated in 1939 to the Bittern Lake area and it was on this family farm where Martin grew up. He attended school in Armena. After completing grade 11, he decided it was time to go to work and obtained a job at Alberta Treasury Branch in Lacombe. From there, he transferred to an Edmonton branch and remained a dedicated employee with ATB until his retirement in 1993. Martin was also dedicated to his family and was always there to assist in any way he could. He had an incredible memory for remembering names and knew all the names of not only his nieces and nephews, but also his great-nieces and great-nephews as well as numerous acquaintances. He cared deeply for all of his family and friends. Martin may not have had his own immediate family, but with his kind and caring nature, he was a good friend to many and became a cherished member to many other families. He was considered as one of their own and was included in their family’s events. Martin leaves to mourn his brothers Clifford of Ponoka and Gordon (Elinor) of Wetaskiwin; two sisters Ellen (Norm) Clark of Spruce View and Margaret (Walter) Metzker of Bittern Lake; sisterin-law Gerty Budd of Crossfield; along with numerous nieces and nephews, great-nieces and great-nephews, and great-great-nieces and great-great-nephews. John Cadieux John Cadieux was born in Ottawa, Ontario on May 27, 1945 and lost his battle with cancer at his home in Camrose, AB on December 27, 2014 at the age of 69 years. Novice teams ready to shine in Minor Hockey tournament By Murray Green

Camrose Minor Hockey will be hosting a Minor Hockey Week tournament for the novice clubs from Jan. 12 to 18. This year the local teams have invited two clubs from Wetaskiwin to re-kindle the rivalry and to offer an eight team tourney. Games will be played at the Border Paving, Max McLean, EnCana and Wetaskiwin arenas. Two pools of four teams will battle to determine which clubs play in the D, C, B and A finals. Pool A is comprised of the Wild, Sharks, Predators and Wetaskiwin Two. Pool B is comprised of the Hurricanes, Flyers, Penguins and Wetaskiwin One. Three of the four Camrose teams entered. The Tier 4 gold medal game was won by Sherwood Park over Leduc and the Camrose Grizzlys, bottom right, earned the bronze medals. The Camrose Northstars took home the silver medals in the Tier 5 pool, losing to Fort Saskatchewan in the final, above and left.

City of Camrose looking for more transit options By Dan Jensen

Camrose City council will be looking for creative ways to address the issue of public transit after striking out on an attempt to obtain expressions of interest from companies who would be interested in offering a service. The City has set aside $50,000 in the 2015 operational budget to provide transportation services. “We put some money in the budget to see if there are other ways of assisting,” said Mayor Norm Mayer. “We have asked the (Community Transit Advisory) committee to come up with some different ideas as to whether or not we could make a deal by subsidizing the taxis, or if there is some way we could expand on what the Handivan can do.

“We’ll see if we can come up with something that can assist people who need transportation.” Mayer was doubtful as to whether the call for expressions of interest would receive any response. “It just doesn’t pay in a community like this and I don’t think that we as a City are in a position to subsidize it to the extent that it needs to be subsidized,” said Mayer. “To put something in place that isn’t going to be satisfactory is not spending money wisely. Putting something in that isn’t going to cover the whole community the way it should is something that, unfortunately, at this stage, we just can’t afford.” The Community Transit Advisory committee told council last fall that it

believes the City of Camrose could operate a trial transit system for approximately $220,000 a year using three leased buses which would run two five kilometre routes twice per hour for 11 hours, five days a week. “There are a number of functions that impact the service you provide: its frequency, the cost and so on,” said committee chair Tony Hladun, adding that other cities, like Hinton and Yorkton spend as much as $250,000 a year on providing transit service. “It is not easy to sit down and say what this is going to cost and what this is going to make.” The committee proposed an average fare of $2.25 per rider, with the money being split on a 70-30 basis

between the City of Camrose and a third party contractor. Councillor Bill Sears expressed concern in the fall about whether it would be wise to operate on a bare bones budget. “I don’t want to set up a system that is set for failure because we haven’t put enough money into it,” he said. The committee told council in 2013 that public transportation should be considered a public service for the community, not unlike City facilities such as the swimming pool or golf course, which are not financially self-sustainable yet enjoy a considerable public subsidy. “The public at large pays for the deficits of these facilities regardless of whether or

not they use them,” said a committee report. “A transit service would be funded and used by the public in a similar manner. Furthermore, it is a role of any government to fund needed services that the private sector cannot or will not provide. Public transportation is highly unlikely to be undertaken as a private initiative because it does not generally produce a profit in any community, regardless of size. As such, government is not in competition with private enterprise in the provision of public transportation, but rather fulfills its proper role in society.” The Dial-A-Bus concept was ruled out due to the fact it has a higher attached cost than a system that has a fixed route.

Construction of new purpose-built rental units has been limited in relation to demand, reducing rental options that Canadians can afford, and restricting labour mobility. At the same time, federal operating agreements that provide $1.7 billion in annual social housing funding have begun to expire, putting a deep strain on the low-income households which live in social housing. Over 200,000 Canadians experience homeless-

ness every year at a cost of upwards of $7 billion to the economy. Without leadership from all orders of government and a long-term plan to address the current housing affordability challenges and future housing needs, Canada’s housing sector will likely become more expensive for Canadians and less responsive to the needs of the national economy. In their shared statement of principles, forum members agreed that a long-term plan should: protect at-risk households living in social housing, and innovate in making federal investments in Canada’s social housing; preserve and add to Canada’s rental housing stock, including private, non-profit and co-operative rental housing; improve opportunities for homeownership for the next generation of potential homeowners; and reduce homelessness. The forum is looking to the up-coming federal budget to implement solutions to Canada’s housing affordability challenges which are impacting households across the housing spectrum.
