Collision claims life of young man At 7:47 p.m. on Jan. 27 the Camrose Police Service received several 911 calls of a collision at 48 Avenue and 73 Street. Police, Fire and EMS responded and determined that the 23-year-old male driver of a white Chrysler Sebring car was deceased. The lone passenger, an adult female, from the same
vehicle, was transported to St. Mary’s Hospital with minor injuries. The driver of the other vehicle, a semitruck, did not sustain any physical injuries. Witnesses indicate that the car was travelling southbound on 73 Street and failed to stop for a red light before entering the intersection of 48 Avenue, where it was
struck on the driver’s side by the westbound truck. Speed, weather and alcohol do not appear to be factors. Police continue to investigate and gather witness accounts. The name of the deceased driver was not immediately released to allow for family notifications.

Seventy-fifth anniversary pin presented to veterans By Murray Green Crowfoot MP Kevin Sorenson presented anniversary pins and certificates to local veterans Jan. 23 to celebrate the 75th anniversary pin of the commencement of the Second World War. In the Crowfoot riding, there are more than 60 living veterans who served in the Second World War. “It is always good when we can recognize accomplishments and recognize those who made a huge difference in our country,” said Sorenson at his downtown office in Camrose. “It was 75 years ago that Canada entered into the Second World War (Sept. 10, 1939) on our own accord. People across this great nation rallied together in an extra ordinary way. It was to defend the rights of all people, we could live in peace and freedom. Today it is with great pride that we come together in communities across our country to remember and honour the brave and courageous men and women who sacrificed to serve and

It is our responsibility to remember those who served our country in the Second World War including the more than 45,000 Canadians that made the ultimate sacrifice for our shared values of democracy, freedom and human rights. Between now and 2020, we will commemorate Canadian milestones to celebrate the great
contributions that were made by our nation during the two World Wars.” The 75th anniversary pin is a symbol of the nation’s pride and gratitude to all who served during this remarkable conflict. One of the certificates was from Veteran’s Affairs, while the other was from Sorenson himself. “I want to honour you for your dedication and lifelong service to our country,”
said Sorenson. “I sincerely hope that you wear the pin with pride and display your certificates in a place of prominence as a reminder of the profound respect and gratitude that we all share for you. It is due to your remarkable contributions that our nation is strong and free. Thanks for continuing your services through the Legion and the Remembrance Day services.” Sorenson noted that
there are still threats in the world; they are just different. “We are proud of those who serve today as well as in the past,” he said. Local veterans Allan Findley, Sandy Johnson, Gordon Hougestol, Arthur Taylor, Ronald Fleming, Herbert Asp and John Adolf received medals during the celebration. Other veterans will receive pins in the near future.
City Center Camrose members vote to change name By Dan Jensen
City Center Camrose has started the process of changing its name to Downtown Camrose Development Inc. City Center Camrose (CCC) general manager Allan Walkey told members during their annual general meeting at Camrose Public Library Jan. 28 that incorporating will allow the organization to access grants and look at the option of forming public-private partnerships. Walkey was instructed by the board in December to look at different organizational models. “We looked at a lot of things,” said Walkey. “We looked at limited companies, we looked at societies, we looked at associations which this is, and we looked at something called a not-for-profit corporation under the Alberta Corporations Act. Walkey said an incorporated organization is very much similar to a society in terms of what it can do. “There is limited liability for the membership so it is kind of an ideal world.” CCC president Michael Wetsch said the name Downtown Camrose Development makes good sense. “When you think about it, development is all encompassing and describes what we do. We are developing every aspect of City Center Camrose. We are developing business, we are developing the feeling of downtown, and we are develop-

ing events. There is a lot that the word can apply to.” Walkey admitted that the new name will mean having to change documents and bylaws once all the corporate documentation is filed. “It is going to cause some heartaches and headaches,” he said. “We have people who bought into the CCC name 30 years ago.” Levy increase
CCC members approved a five per cent increase in the levy that downtown businesses pay for operations, salaries and promotional events. “The increase that we are proposing (it still needs to be ratified by City council) would allow us to collect $77,175, which is up from $73,500 in 2014,” said Wetsch.
Proposed expenditures include $8,200 for the branding project, $7,000 for advertising, $8,000 for the Scarecrow Festival, $4,000 for Jaywalkers’ Jamboree, $3,000 for Midnight Madness, $5,000 for design of gateway signage, $5,000 for rosemaling and maintenance, $4,000 for murals and $2,000 for the purchase of plants. The proposed revenue from the Scarecrow Festival is $8,000. “We have the potential to do better than that if we are able to obtain a tourism grant,” said vice-president Debbie Thompson. Memorandum
Walkey informed members that CCC has completed a branding project with the development of a logo which includes the
words “Alive at the Centre,” and has completed a memorandum of understanding that outlines how CCC and the Historic Main Street Society will collaborate and differentiate themselves in terms of going forward in the future. He also told them that CCC will continue to incorporate best practices in its governance model. “Currently, strategic plans, operational plans terms of reference, policies and procedures are being worked on to fulfill the mission of this organization. We can now get to the point where people are talking about the heart and the soul of the organization. The board of directors wants to move towards policy and governance, and not be as much of an par-
ticipant in the day to day management of the organization.” Walkey said committee work is a key component to the organization’s success. “Many hands make light work is a message members will be hearing in the future. Our new business model supports a large engagement construct for members to get in and find meaningful ways to contribute to their organization.” Wetsch expressed appreciation to all those who have made City Center what it is today. “Without their dedication and efforts working on the cause we are working towards today we wouldn’t be here. I thank all of our past members for their contributions and welcome their feedback as we continue to move forward.” Westsch said the vision he and others have for City Center Camrose is one where streets are filled with people and where, instead of leaving at night, people come downtown for fine food, shopping and entertainment. “While these visions take time, we have begun the process of working towards a better City Center for everyone. I conclude with words from President Obama, who said change will not come if we wait for some other person or if we wait for some other time. We are the ones we’ve been waiting for. We are the change we seek.”

5 Key questions on the minds of voters leading to the City by-election The Camrose Booster asked the three Camrose Council candidates to provide a 100 to 150 word response to six prepared questions. Some of the questions were asked at the mini-forum at Camrose Public Library on Wednesday, Jan. 28. Others were crafted by Booster staff, or by asking people on the street to provide their opinion on what they believed are the issues for the current council or candidates. We gave each candidate an opportunity to return their thoughts to us in writing. Our hope is that this information is valuable to you in deciding who to vote for on Feb. 10.
Russell Hawkins What are your personal goals for the remaining term of this council should you be elected? I’ve never hidden the fact that my goals are to gain experience for another run at the mayor’s position. I’d bring to council a decidedly “green” and sustainable attitude, but do not expect me to “shake things up.” If elected, I plan on being a team player and contributing my full 1/9th to all council decisions. I’d like to see council invest in the future of Camrose. It’s easy for those of us living with houses paid for and some savings in the bank to want to focus on “core services.” Nothing more than is necessary. The hard thing is doing what will benefit others when it affects our personal comfort. I am in a financial position to survive comfortably regardless of what council does, as I’m sure most councillors are. The question is, how much discomfort are we willing to bear, to help our less fortunate neighbours? Faced with expected declining revenue from the provincial government in the months and years ahead, decisions may have to be made on council to raise taxes, reduce spending or defer future wants and needs of the City and local taxpayers. If up to you, how would you handle the decisions which loom? It would appear obvious that spending will have to decrease. Taxes can’t go up with our taxpayers facing reduced income and employment. The City will have to “make do” and look beyond crude oil to increase opportunities for our citizens. I suggest getting back to our “roots” and looking towards agriculture and the canola crushing facility. Perhaps we do as our ancestors did, and cooperate with our neighbours to improve opportunities for us all. I’d also like to point out that spending is different from investing. Perhaps this drop in the economy is an excellent time to invest in industrial land while there are savings to be had. I can assure you there will be profit for those with the equity to invest. Investing during a slump pays dividends long into the future. The City of Camrose has long prided itself on being able to deliver exceptional quality of life with education, health, recreation and entertainment. What steps would you take to ensure that quality of life is maintained? Quality of life does not mean expensive new facilities, nor does it mean infinite choices. We have plenty to do outdoors inexpensively. Indoor opportunities abound. And now we have two venues for live performances. I’d like to ensure that the facilities we have are maintained so they can enjoyed for years to come if need be. If I could use television as an example, I don’t think giant screens and hundreds of channels have made life any better than when we had three in black and white. Maybe the solution to maintaining quality of life is making citizens aware of the many overlooked options we already have. Perhaps we should appreciate the bounty we have.

How would you go about achieving fiscal responsibility while still providing the services that the residents of Camrose want? Those two desires are diametrically opposed. Fiscal responsibility means not spending on anything unnecessary. Camrose residents demand a safe community with ample leisure opportunities for all socioeconomic groups. The key is finding the balance. Those with money to afford “leisure” activities would be content with council focused on core services. The lower incomes want clear sidewalks, public transit, and low cost family activities. We cannot allow our infrastructure to fall apart, but we cannot sacrifice our citizens without cars and disposable income. I haven’t done the math, but I’d like to get the chance. I’d like to make sure that any cuts burden leisure spending more than grocery budgets. How optimistic are you that the City of Camrose will be able to attract new development in the next few years? Are you concerned about the shortage of developed industrial land?
With the canola crushing plant becoming a reality, the Camrose economy has a solid anchor. The possibilities of new development are guaranteed. The question is will it be within the City limits, or just outside, for the benefit of the County. Hesitation to develop industrial land will negatively affect us. A short drive to north Leduc will show you a city that capitalized on an industrial base nearby. Cargill will give us the opportunity to develop our own industry beyond crude, but are we even ready? How does your background in business and/or public service equip you to make the tough decisions with which council will be faced over the remainder of the current term? I’m no stranger to business adversity. An injury put an abrupt end to a successful building career and led me to start another growing business, all while taking a year off with minimal income. You have to decide what you need versus what you want. You can’t always have what you want, but if you keep your needs met, you can continue to grow.

5 The City of Camrose has long prided itself on being able to deliver exceptional quality of life with education, health, recreation and entertainment. What steps would you take to ensure that quality of life is maintained? As a City councilor one needs to be aware of the impact of the roles served by the educational and health institutions within the city. Some unknowns in future provincial budgets may have great consequence on their delivery of service for our residents. The recreation and entertainment portions which operate to enhance our life have various venues and programs to be supported to keep our residents healthy and have a life quality. Key support, and one of my priorities, is keeping open lines of communication with the MLA and cabinet ministers who have influence on funding of our institutions. During previous experience as a councillor, I initiated meetings to get or enhance funding for Camrose programs with some successful outcomes.

Ina Nielsen What are your personal goals for the remaining term of this council should you be elected? Entering into a term nearly half way through, with a budget for 2015 and strategic plans set for the next four year period, my role of a councilor is to bring my experience to be an effective member within the council. My personal goal will be to be well prepared for meetings, become oriented with current projects and processes, and participate representing the Camrose citizens from their trust established with me. Faced with expected declining revenue from the provincial government in the months and years ahead, decisions may have to be made on council to raise taxes, reduce spending
or defer future wants and needs of the City and local taxpayers. If up to you, how would you handle the decisions made? We have no solid information in the absence of a new provincial budget or provincial mandate to programs already with designated funding. In order to deal with the unknown future we can look to our past for some guidance when the economy had slow periods of growth and a sharp market decline. The various departments of the City, as they prepare their department budgets, have responsibility to look at their operating and capital budgets and bring recommendations of items, which are either high or low priority. Perhaps deferring an item for another budget year. Those decisions would be then taken to council to make a final decision. Our City has 10 year capital plans from which they operate that gives council some long term strategy to handle the turbulence. The City of Camrose has a budgeted stabilization reserve fund maintained to help deal with the unknown. Our city has a healthy financial picture with ability to handle short term uncertainty as many previous cycles have shown to be.
How would you go about achieving fiscal responsibility while still providing the services that the residents of Camrose want? Fiscal responsibility means the ability to work within the level of funding available. Reviews are currently underway in many areas of the City departments looking at how we do business and provide service and safety, these review may show ways of efficiency. As part of a council’s due diligence, from the public’s input, receiving complaints and compliments from the tax payers, communication with the departments, evaluating service levels, the plan and level of service is formulated. How optimistic are you that the City of Camrose will be able to attract new development in the next few years? Are you concerned about the shortage of developed industrial land? In October 2014, a report from the Canadian Federation of business shows there is very good news for Camrose from a list of 122 cities in Canada, Camrose is rated #5 in the overall ranking to start and grow a business. The study is based on presence, perspective and policy with respect to business taxation and regulation. Such a rating shows the desirability and ability to continue to attract new business to come to a well prepared city in tune with business. We must have the industrial land available as part of the preparedness open to new development. How does you background in business and/or public service equip you to make the tough decisions with which council will be faced over the remainder of the term? The experience I bring is having served City Council for nine years. During three terms as City councillor I served almost all boards and commissions of the City getting to know the roles and responsibilities city wide of the work and functioning of City. I have been a business partner for 34 years in a Camrose heating business. I have had recent experience as a board member of the Rural Alberta Business Centre of Camrose, in October completed a term on the board of directors of Community Futures East Central Alta. Currently, I am serving on the board of governance of The Bethany Group. I have been an active citizen in Camrose for 40 years, working in health care, raising a family and contributing in building a better city. All of the experience I have makes me prepared to enter back into a term on City council effective immediately, to make decisions in the remainder of the term.
What voters need to know Advanced voting stations will be held at the Camrose Fire Hall, 201 Mount Pleasant Drive on Wednesday, Feb. 4 from 1 to 7 p.m. and Saturday, Feb. 7 from 10 a.m. to 5 p.m. Election Day is Tuesday, Feb. 10 between the hours of 10 a.m. and 8 p.m. at: Mirror Lake Centre (auditorium), 5415-49 Avenue; Camrose Community Centre/Field House, 4516-54 Street; Institutional Travelling Vote (Hospital and Lodges). Any person who is physically incapable of attending a voting station or advance voting station may apply to the City of Camrose Returning Officer to have two deputies attend their residence to take their vote on Election Day. You are eligible to vote if you are: at least 18 years old; a Canadian Citizen; a resident of Alberta for the six consecutive months immediately preceding Election Day; and a resident of Camrose. Every voter must sign a statement that he/she is eligible to vote in this election. 5 David Ofrim What are your personal goals for the remaining term of this council should you be elected? My goal is to serve all Camrosians. I will be available to anyone who wishes to bring their civic concerns to the City’s attention. I have followed Camrose Council for many years and expect to learn the role of a councilor quickly. My promise to taxpayers is to make a meaningful contribution to the business of the City and residents. I am campaigning on the pledge that I will carefully deliberate on any and all issues with which the council will be involved. I expect to work overtime in order to get up to speed with all the current relevant information, including in-camera Council deliberations. Specifically, I would strongly promote the continued practice of setting aside reserves for the future. Although recent work of council is heading in the right direction in this matter, expert opinion and policy suggests we are operating at an uncomfortable level, financially. Faced with expected declining revenue from the provincial government in the months and years ahead, decisions may have to be made on council to raise taxes, reduce spending or defer future wants and needs of the City and local taxpayers. If up to you, how would you handle the decisions which loom? First and foremost, we have to ensure the maintenance of core services as legislated under the Municipal Government Act. These include clean and ample drinking water, reliable underground infrastructure, and excellent roads, along with effective police and fire department services. Once our basic services are properly looked after, then we can begin deliberating on larger capital expenditures and other desires and needs of community residents and City departments. Our task will be to keep future tax increases to an absolute minimum and our unwavering commitment must be to spend wisely. Government cannot be all things to all people. This rings true especially with the economic uncertainty ahead. The City of Camrose has long prided itself on being able to deliver exceptional quality of life with education, health, recreation and entertainment. What steps would you take to ensure that quality of life is maintained? The responsibility of the City would be to ensure the resources are in place to properly maintain its taxpayer funded buildings and programs. These would include the recreational facilities and green spaces. Again, careful management of resources will lead the way to maintain and upgrade the wonderful and impressive amenities already in place. I would be very interested in looking at the possibility of an umbrella arts strategy encompassing the Jeanne and Peter Lougheed Performing Arts Centre, the Chuck McLean Centre and the Bailey Theatre. I believe this would prove beneficial and cost effective to the stakeholders. How would you go about achieving fiscal responsibility while still providing the services that the City of Camrose wants? There is no magic wand to wave here. The reality is that, whichever candidate is successful in this election, there are limited resources with which to work. City council must focus on the core services as legislated. When, and only when they are properly dealt with, can we begin to survey and deliberate upon the ‘wants’. Council’s intent to start any large capital expenditures should be carefully calculated. Unless provincial purse

I was raised to believe the glass is always half full. Camrose has a lot to offer for businesses and their families in the form of our facilities and lifestyle. We are a business investment friendly centre and policies should be made to ensure that this perception is maintained or enhanced. On the council table right now is the proposed new Land Use Bylaw. Guidelines contained within will establish how development friendly to new enterprises Camrose really is. Presently, council has banked land for industrial use to the south east of the Camrose Regional Exhibition location. It will take significant funds to develop the necessary underground utility infrastructure. In the future this will happen, however, and the calculation between investment versus the return

One quality I admire about leaders whether parents, managers or business owners, is that they are adequately prepared to make decisions and then live by them. As a business owner, I am required to make decisions every day. I have learned how to sift through the information at hand and consult with others when necessary. As a professional engineer, I have developed skills in coming to a conclusion by using clear, concise and calculated methods. In my role on the Battle River Community Foundation, I have served as committee chair for granting to various charitable organizations. That committee is mandated to deliberate on funding requests and then make recommendations to the board. It is during my time serving on this committee and this board that I have been made aware of the social concerns and needs in and around Camrose.

WILD ROSE CO-OPERATIVE DONATION TO NEIGHBOR AID
Wild Rose Co-op held a fundraising initiative in the month of December in support of both Camrose Neighbor Aid Center and Flagstaff Food Bank. Customers in Sedgewick, Killam and Camrose were encouraged to purchase “Good Buy to Hunger” filled bags and donate them to the food banks. Wild Rose Co-op then matched the amount purchased and donated it to the food banks. Sedgewick and Killam customers purchased a total of $2,300, so Wild Rose Co-op presented a cheque for $2,300 to the Flagstaff food bank. Customers who shopped at the Camrose Co-op food store and gas bars purchased $6,800 worth of “Good Buy to Hunger” bags, so Wild Rose Co-op matched this total in cash to Neighbor Aid. Presenting the cheque to Neighbor Aid program director Jo-Anne Tweed, centre, were, left to right, Bob Pratt, bakery supervisor, Sanjaya Weerasinghe, grocery supervisor, Mark Moskie, produce clerk, and Kayla Wagner, grocery supervisor. The “Good Buy to Hunger” was a employee-driven initiative that was a huge success thanks to the generosity of Wild Rose Co-op members and customers.
One of the best ways to find a financial advisor is to seek recommendations from family and friends, ideally those in similar financial shape as you. Though larger firms may prefer to ignore middle class investors, some firms make a point of catering to this often-underserved market. When asking friends and family for recommendations, try to determine if any of the people you speak with have their own broker or simply speak with customer representatives when issues arises. Companies that provide you with your own broker may be easier to work with and more likely to listen to your concerns than those that do not assign you your own broker. When on the lookout for a financial advisor, inquire about the fees you would have to pay if you chose a particular firm. Annual fees typically hover around 1 percent, but some firms willing to take smaller investors may charge nearly double that, knowing that middle class investors have few other options at their disposal. Determine the fees a firm will charge before making your final decision. When asking about fees, ask the representative to explain the details of each fee, noting if the firm will earn a specific amount if they sell you a particular product. If they will, they may be incentivized to sell you a certain product even if that is not necessarily in your best interest.

If retirement is many years away for you, you have a unique opportunity to maximize the advantages of tax-deferred, compound growth that a Registered Retirement Savings Plan (RRSP) offers. Prior to implementing any strategies contained in this article individuals should consult with a qualified tax advisor, accountant, legal professional or other professional to discuss implications specific to their situation. Example: The case of twins Catherine and Peter At age 25, Catherine
has a steady job and begins contributing to an RRSP. Her contributions are modest, only $1,800 per year, but over the next nine years (assuming an annual rate of return of six per cent) she builds up a nest egg worth more than $21,000. Now 33, Catherine is a homeowner, and she and her husband are expecting their first child. She plans to concentrate on paying down her mortgage and raising her family, and feels secure knowing that even if she doesn’t make any more contributions to her RRSP, it should grow to more than $141,000 by the time she turns 65. Catherine’s twin
brother, Peter, takes a different approach. He, too, has a steady job at age 25, but he would rather spend his money than save it for retirement. By the time he turns 37, however, in order to have a nest egg of just over $140,500 by the time he turns 65, he starting to realize the importance of retirement savings and begins making the $1,800 annual contribution that his sister had been making. However, in order to have a nest egg of just over $140,500 by the time he turns 65, he will have to keep up his contributions for 29 years — as opposed to Catherine’s nine years. Finding the money Saving money isn’t
about giving up the things you enjoy. It’s about planning wisely so you can continue to afford the lifestyle you want in the future. One of the most effective ways of growing your RRSP savings is by making regular contributions through a pre-authorized investment plan. With a program such as RSPMatic, regular contributions to your RRSP account are made automatically, ensuring that your long-term savings are given priority. You’ll still be able to pay your regular bills, but you’ll be paying the most important person first — you! Many people with an automatic savings plan
find that they don’t even miss the money because they never see it. In addition, setting aside a small portion of what you earn soon becomes a habit. Another good habit to get into is to earmark part of any extra money for your RRSP. For example, if you get a bonus at work, enjoy half of it now and put the other half to work for you in your RRSP. Do the same any time you get a raise, and you’ll be amazed how quickly your RRSP can grow. In addition, you’ll get a tax break. Remember that every dollar you contribute to your RRSP can be deducted from your taxable income for the year, which may reduce the amount of income tax you have to pay. Continued on page 11

CAMROSE RCMP respond to collision ANIMAL CLINIC at Highways 13 and 21 January 20
Police responded to a non-injury two vehicle collision at the Highway 21 and 13 intersection. A 46-year-old male was charged with failing to proceed safely after stopping at intersection. A blue 2001 Chevrolet Silverado extended cab truck was stolen overnight from a residence in the county near Bawlf. Suspect(s) attempted to steal a second vehicle but were unsuccessful after getting stuck in a snowbank. Police received a call of an attempted theft of a flat deck trailer at a Hanson Street residence in Bawlf. The suspect was scared away when the homeowner turned on the exterior lights. The suspect vehicle is described as being a black Dodge quad cab truck. This occurred at 2:30 a.m.

REFLECTIONS by Bonnie Hutchinson Looking with eyes of love
February includes one of my favourite holidays – Valentine’s Day. Of course I appreciate words and gestures of romantic love when they are forthcoming. (I admit it. I’m a complete pushover for extravagant flattery, and chocolate is a big winner too!) Aside from the sentimental and commercial aspects of Valentine’s Day, what I really like is the idea of a day to celebrate and express our affection for others. Next week is one of my favourite issues of The Camrose Booster – the one with little oneinch Valentine messages sprinkled throughout. Thinking ahead to what valentines I might want to send people I treasure reminds me of a television interview I once saw with novelist and Nobel prizewinner Toni Morrison. One of her best-known books is entitled (appropriately for this month) Beloved . Here is a point Toni Morrison made during the interview. She was talking about how we express love to children. She said that when her children were young, she really wanted to be a good mother who made sure her children were cared for. As part of that care, whenever she looked at her children, the first thing she did was check to make sure that their faces were clean, their clothes were presentable, their socks matched, and so on. One day she realized two things. First, in effect, whenever she looked at her children, in her very first glance she was looking for flaws. That realization made her uncomfortable. The second realization shocked her. She realized that when her children looked back at her, she was always frowning. The expression on her face looked like she thought something was wrong with them. Because of her most frequent first facial expression, they believed that she disapproved of them. On the day she had that realization, she made a resolution. From that point forward, whenever she saw her children – or anyone else – she made sure that, before she did anything else, she would first look at them with eyes of love. From the day I saw that interview, I made a similar resolution. I don’t always remember. Some days if I’m particularly cranky I’m not even sure I want to remember. But I remember often enough to have discovered something interesting. When I consciously and instantly choose to look at someone with eyes of love as soon as I see them, something changes in me. It’s like my heart softens and I tap into a wellspring of affection. And, I suspect, that change in me sometimes changes whatever happens next. On this first week of the month of Love, you might want to try that experiment. Try looking at people with eyes of love before you do or say anything else. See what happens. When people in Camrose hear our City is in the process of passing its new Land Use Bylaw (LUB), their eyes tend to glaze over. However, the new LUB will affect the shape of our City and our neighbourhoods for decades to come. A particularly large change being proposed for Camrose, in the new LUB, is “up-zoning”, which seeks to densify residential areas, and maximize existing infrastructure (sewers, roads etc.). Duplexes will be allowed in all single-family residential zones, if the duplex meets certain criteria. Also, four-plexes will be permitted in any presently
duplex-zoned areas--and under certain conditions, 5-10 unit multiplexes such as townhouses. Boarding/ rooming houses for 6 unrelated adults will be permitted across the City, at the discretion of the Development Authority, and after the home passes inspections, and the owners get a business licence. No limits are specified on how many boarding houses are allowed per block. These are a few examples from the Draft LUB that would impact Camrose neighbourhoods. Where can you see what is being proposed? The City has recently posted the Dec. 9, 2014 Draft Land Use Bylaw at http://www.camrose.ca/210/Building-Development-Services. Section 11 describes the landscaping requirements. Section 14 describes the “up-zoning” proposals, and the accompanying regulations that hope to protect the character of neighbourhoods. We may ask ourselves: What minimum tree and shrub landscaping requirements do we want? How do we ensure aesthetically pleasing and inviting street views? What kind of visual screening should be
required for the increased parking that comes with densification? What about residences that have no front entrances facing the streets? What density is appropriate for my neighbourhood? How will property values be affected? What may be shiny, when newly built, can in a few years look shabby. Many cities have “sacrifice zones”, with hodgepodge or poorly planned development. Without adequate regulations in place for density, architectural appearance, landscaping, parking, and aesthetics, social problems can result. Watch for public information sessions the City is conducting in the next weeks. Talk amongst yourselves to clarify what is important for your neighbourhood. Then, write or speak with your City councillors, if you have concerns-or if you agree with what the Draft LUB is proposing. You can help shape the future of Camrose. Bawlf High School Students’ Union raises $1,700 for Naslund scholarship

The Bawlf High School Students’ Union raised $1,700 for the Ty Naslund Memorial Scholarship Fund with a successful Turkey Supper Silent Auction Dec. 7. The Ty Naslund Memorial Scholarship Fund was established with the Battle River Community Foundation by Jeff and Carol Naslund, who wished to create a lasting legacy of their 15-year-old son while doing
good for others in the community. The scholarship will be presented annually to a Grade 12 student from Bawlf who is studying agriculture or enrolled in an apprentice trade program. Ty, who loved growing up on the farm, died in a dirt bike accident last October, and had the dream of someday farming alongside his dad and brothers, Ryan and Devin. He was an energetic boy who enjoyed activi-
ties like dirt biking, sledding and skiing, and his passion was for the outdoors, not the classroom. The amount of money raised at the Turkey Supper Silent Auction ($2,800 from the silent auction alone) far exceeded the expectations of the Bawlf High School Students’ Union. The donation of $1,700 pushed the Ty Naslund Memorial Scholarship Fund to over $20,000.

Music Festival in need of volunteers By Katelyn Palo
The Camrose and District Music Festival has been going strong since 1982 when it was first designed to promote music, speech arts and dance by encouraging amateurs to participate and perform in a friendly, workshop-like environment, honing skills and leading towards further personal growth and excellence in the fine arts. The Camrose Lions Club has, since the beginning, supported young artists by giving the premiere trophy, the Rose Bowl, and a $500 scholarship. Nine years later, another scholarship was added, the MultiTalent Award, which honors solo performers who give outstanding performances in three or more disciplines in the same year. The Camrose and District Music Festival Committee needs your help. We are extremely grateful for the financial support we receive; our yearly Festival budget of about $21,000 is supported solely by donations from community businesses, groups and individuals, but we also need people who are willing to give the gift of time. We are, however, in need of someone to handle publicity, someone to coordinate scheduling the Festival week, an assistant to our fundraising coordinator, an assistant to the adjudicator coordinator and an apprentice to our Festival secretary. The Music Festival can not continue for long without these positions be filled. The 2014 recipient of the Rose Bowl, Darian Yurkoski, is using her scholarship money to continue her studies toward the Grade 8 Vocal Exam. She adds that, “The Music Festival is a great event. I love to get different feedback from the adjudicators and appreciate the non-competitive nature of the event. In praise of low oil prices Second Thought Depending on whom you talk to, the current low oil prices are either a great thing or a disaster. Drivers love them but Alberta’s finance department is worried. Every $1 fall in the price of oil reduces the province’s revenues by $200 million – yes that is a shocking number. What is shocking about it is that we have a fiscal system in Alberta that is heavily reliant on an unpredictable and unreliable source of revenue. The problem with relying on oil and gas revenues is that it leads to stop and go fiscal policy. When times are good, we spend like drunken sailors on shore leave; prices fall and spending contracts accordingly. This approach ends up wasting resources because money that is invested in new programming is wasted when the new programs are shelved due to budgetary considerations. So why am I praising low oil prices? Well, maybe the province and our new premier, Jim Prentice, will finally have to develop the political backbone to do something sensible with the province’s finances and wean us from our dependency on oil and gas revenues. How are they to do this? Simple: a five per cent provincial sales tax. There, I said it – a sales tax. The immediate response to such claims is that we are too heavily taxed already; some will even say that we

are among the most heavily taxed in the world (a slight exaggeration.) According to KPMG’s calculations of marginal tax rates (computed as country-wide averages), Canada ranks 59th in the world. The U.S. is a full 10 percentage points higher! The problem with marginal tax rates is that various tax programs such as deductibility for dependent children greatly influence them, so comparisons across broad aggregates are difficult. A better measure of overall taxation is to look at taxes as a percentage of GDP. This is, in effect, is an overall average tax rate for the entire economy. According to the CIA World Fact Book, Canada ranks 52nd in the world in terms of taxes as
a percentage of GDP. According to the Organization for Economic Co-operation and Development (OECD), Canada ranks 22nd among OECD member countries. Finally, according to the Heritage Foundation (a conservative think tank in Washington), Canada ranks 39th in the world. All of this suggests that we have some room for modest increases in taxes to achieve fiscal sustainability. A five per cent provincial sales tax would hardly rank us among the most taxed in the world. What would we get for it? Most notably we would see fiscal sustainability and predictability as a result. Also, it would allow us to gain tax revenue from workers that come to Alberta to work in the oil patch but continue to reside in other provinces. (The province does not receive any income tax from those workers, even though their income is earned in Alberta.) Finally, we would stop spending our oil and gas revenues, which will eventually run out. We could actually invest resource revenue and have a sovereign wealth fund that would mean something. There is a reason that the Heritage Fund only had a valuation of $17.4 billon in September. In contrast, Norway’s sovereign wealth fund is currently valued at $893 billion. Just think of what the possibilities are for Alberta if we had predictable investment income on a fund of even half that!

Fearing and White return to Bailey Theatre By Murray Green
Rose City Roots Music Society brought back Fearing and White to our city because they were a hit back in 2011 when they released their debut album. The award winning duo play at 8 p.m. on Friday, Feb. 6 at the Bailey Theatre. “Last time I played in Camrose was with Blackie and the Rodeo Kings at the beautiful Bailey Theatre. I was excited to hear that I was going to come back and play there with Andy and our trio. To be able to play at older venues that have been brought back to life as spectacular as that one, is a real treat,” said Stephan Fearing. The Canadian singersongwriter Fearing met Belfast troubadour Andy White backstage at the Winnipeg Folk Festival in 1998. Forming an instant friendship, the two musicians began a series of yearly co-writing sessions at Fearing’s home in Guelph, Ontario. At each session they would play a few shows and spend the rest of their time together trading lyrics, melodies, harmonies, and arrangement ideas, slowly crafting a body of songs that was uniquely different from either of their solo work. After a decade of these informal sessions, they recorded their acclaimed 2011 debut, Fearing & White. “With the first album you solidify the group by making an album and touring as a band,” said Fearing. “The second one is a lot more familiar and formal. It is a lot of juggling because of my work with Blackie and Rodeo Kings, my

solo work and Fearing and White.” The second release last year was even better. Tea and Confidences had the duo take a different approach to the creative process. With Fearing having recently relocated to Nova Scotia, and Andy living in Melbourne, Australia, it was going to require planning. The new album started with an intense songwriting session one Halifax New Year. “The desire to play together is great (despite the long distance travel),” added Fearing. “We both really like what happens when we climb on stage together. As friends and as musicians, it is very fulfilling.” They reconvened later that summer and wrote the bulk of the new album in one incredible four-day sprint of inspiration between two west-
coast festival weekends in Vancouver and Salt Spring Island. Six months later, they booked back into The Cottage studio in Guelph, with veteran drummer/percussionist Gary Craig (Bruce Cockburn), and special guests Jeff Bird (Cowboy Junkies) on harmonica and Ray Farrugia (Junkhouse) on drums. “We are doing 15 shows this time around. There are six or seven shows in Alberta and then we both fly home. A couple of weeks later I will be out west again for some solo shows,” Fearing said, going over his schedule. “We will be performing songs from both albums, not just from Tea and Confidences. We want to keep it Fearing and White, rather than doing some of our solo work. We may add some covers for the fun
of it, but it will be from our band.” With over 20 albums between them, Fearing & White have little to prove to anybody. That didn’t stop Tea and Confidences from being an incredibly strong statement about where each man is in his life and the power of collaboration. The music is rich in big tones and the pure excitement of creation. Over the course of the album, they reach uncommon heights as a duo and simultaneously reinvent themselves musically. The songs are filled with humor, hard-won optimism and a rocking world view, all the while keeping a mature grasp on love and life without illusions. This time in Camrose, the duo will actually be a trio. “What we are able to pull off sonically on stage is much
greater as a trio. A drummer from Calgary, Kent McCrea, will be with us out west. The songs on the new record add a new dimension and drummer fills out the sound. It adds a whole new list of complications, but it much more satisfying.” Both are music lifers who can bash out guitar-driven rock numbers built around jukebox-ready grooves (“We Came Together” and “Sanctuary”) as well as harmonies and no-frills arrangements on ballads “Emigrant Song”, and “Another Time Another Place.” Fearing is a multiple Juno award-winner who has become a hero of the international roots and folk scene through his acclaimed solo performances, as well as his work with the supergroup Blackie and the Rodeo Kings. Originally from Belfast, Northern Ireland, White has been honoured with many of Ireland’s most prestigious songwriting awards. He is an author and songwriter who has collaborated with Peter Gabriel and Sinead O’Connor. “With two albums we have enough material to keep it Fearing and White. We think about playing to audiences that haven’t heard us before, or that listened to us when we only had the first release. It continues to evolve,” said Fearing. “What we excel at is singing together. We have a chemistry together that is Fearing and White. It is more British pop than folk and hints of music from the other side of the pond that we stumbled upon when we first met. It is a mix of the Everly Brothers and T. Rex (Marc Bolan) and I find that really interesting.”

Never Let The Crew See You Cry in Camrose An Albertan Love Affair With Planes The story of the women who stepped into ‘male’ jobs at a hundred air bases across Canada will be featured when MAA and PAA Theatre and Northern Sabbatical Productions present Never Let The Crew See You Cry at the Jeanne and Peter Lougheed Performing Arts Centre Feb. 6. Never Let the Crew See You Cry focuses specifically on the stories of Ethel Wood, mother of playwright Linda Wood Edwards. Ethel lied about her age to get a job as a Flight Line Mechanic, and proved a natural at both the technical elements of the job and the psychological minefield of dealing with terrified student pilots from a hundred different cultures. Building on her mother’s outrageous tales, Wood Edwards has crafted vivid portraits of friendship, romance and an emerging sense of what roles women can take on in a post-war society. In times of war, the focus has always been on the men on the front lines. It’s only more recently that, through such work as the television series Bomb Girls, the focus has shifted to the sacrifices and courage of women working in other contexts. As Ethel Wood says in her poem To A War Ace: “You had a job to do – you did it well. We were all as proud as you when you came home sporting your medals on your chest. I had a job to do – I did it well. I never received any medals, but I could handle screw-drivers and wrenches with the best of them. Aren’t you glad I did?” Never Let The Crew See You Cry, a hit at the 2013 Edmonton Fringe, is MAA and PAA’s sixth play focused on Albertan history. Past productions have been collected for publication by Brindle and Glass, and the 2012 production, Invisible Child, received the Gwen Pharis Ringwood Award for new drama. Linda Wood Edwards is a Sterling-nominated playwright whose acclaimed past productions, including Four in the Crib, Support Ho’s, True Grid, and Spring Alibi, have toured and been produced across North America. Relay For Life set for survivor’s lap By Murray Green
Walking in the Canadian Cancer Society’s Camrose Relay for Life survivor’s lap means you have won a battle with the deadly disease cancer. Community leader Gerry Czapp is thankful for receiving the opportunity to walk the lap in this year’s Relay for Life. “I want to support the Relay for Life by participating in the survivor’s lap. It all started about 14 years ago when I had stomach cancer. They (doctors) removed three-quarters of my stomach on June 5, 2001. I can’t believe the difference now. In the morning I take time to enjoy watching the birds fly by (in the summer),” explained Gerry. “Ever since then I have supported Relay for Life. It’s hard to describe how I feel, when I’ve seen so many that have not survived.” This year, Relay for Life will be held at the Camrose Composite High School on June 20 from noon to midnight. “When I see old and young people alike having this disease, I get so emotional. It’s hard to see children so young with the disease. I want to help the event so money is raised and we can find a cure,” said Gerry. Each year he attends the survivors’ function to visit with friends who have supported him and he walks in the lap to salute those who have battled cancer. “I want to do a little more this year and encourage younger people to get involved to make the event a success,” continued Gerry. “I can’t even imagine
what some people have gone through due to cancer. I spent 10 days in the hospital and infection set in. I got it cleared up and have been fine since.” The event will have a survivors’ lap and caregivers’ lap around the track to honour those who have fought hard against the disease. “I want to come out and support other survivors and their families. I am proud to say I am cancer free and I want to give hope to those with the disease,” said Gerry. “Fundraising is the key to increasing the number of cancer survivors. I didn’t know where to turn to donate to the Canadian Cancer Society until the Relay for Life came along. I didn’t want to just donate money to Ottawa. The local event brings reality to Camrose and we can help support those who live in our community. It is a Camrose event that supports people in our own backyard, that’s why I like the event. You can see the people that you are helping. I’m proud of this community.” Sharing your experience with others is a healing process. “We have to find the answers on why cancer is still increasing despite research. I encourage everyone to do what we can to support the event,” said Gerry. A fun Comedy For a Cure show will be held to launch fundraising on Friday, Feb. 6 beginning at 5:30 p.m. in the Norsemen Inn. Keelaghan shares his words, music with local fans By Murray Green James Keelaghan is known for his fine songwriting abilities, but now you can hear him perform his music on the Bailey Theatre stage, beginning at 7:30 p.m. on Feb. 11. In 2003, Keelaghan won first prize (folk category) in the eighth annual USA Songwriting Competition. A year later he won a Juno in roots music. He has been able to establish a presence in Europe, Australia and North America by mixing roots rock, Americana, and contemporary folk. The Calgary born performer uses lyrics in his songs to display a concern about social problems and justice in society. “Kiri’s Piano” is about the internment of Japanese Canadians and “October 70” recalls the FLQ crisis. Keelaghan is often inspired by events and figures in Canadian history. Some of his songs concern tragic historical events, such as “Fires of Calais,” about the 1940 Dunkirk evacuation of Allied troops during the Second World War and “Cold Missouri Waters,” about the Mann Gulch fire of 1949. Keelaghan has an uncanny knack for finding incredible stories and turning them into finely crafted songs. A commanding performer, he develops an intimate rapport with audiences through his stories and sense of humour, and then leaves them spellbound with passionate renditions of songs that touch on universal emotions and relate historical events to the present. His baritone voice, driving rhythm guitar and his sense of narrative result in his ability to bridge traditional folk music with roots revival and Celtic music. Stephen Fearing, who will be at the Bailey on Feb. 6, has been a guest musician on some of his 12 albums. The 2013 album, History: The First 25 Years was a collection of his best releases. Camrose Police Service has created a new initiative for 2015 focused on the sharing of information. “We feel the more information that people have about crimes that are occurring, the better they will be at protecting themselves and their belongings,” said Camrose Police Service crime prevention officer Const. Matthew Wilton. The new initiative will see CPS issue news releases after significant occurrences. “We will be letting people of Camrose know when we arrest or charge traffickers, when we seize large quantities of drugs, or when we are investigating property crimes,” explained Wilton. “The more open the police service is about the activities that we are involved with, the more someone with unreported information might feel comfortable sharing their information with us.” Camrose Police Service already shares crime information on its website (www.camrosepoliceservice. ca) and in The Camrose Booster, something that will not change. The goal of the releases, according to Wilton, is mainly to provide public education. “They are not meant as a tool to measure the amount of work the police handles on a daily basis,” he said. Rewritten land use bylaw presented for council review By Dan Jensen
The draft version of a rewritten Camrose land use bylaw has been presented to City council. “This is part of council’s strategic plan,” said director of building and development services Shelley Munro Jan. 19. “It was originally intended to be an amendment but it turned out to be an entire re-write.” The proposed bylaw was developed by Genivar (now WSP Canada Inc.) after gathering input from stakeholders and the general public at two open houses, working group meetings, presentations to the Municipal Planning Advisory Council, and discussions with City staff. “Some of the key points that we heard in the consultation process were that there were too many districts and that there needed to be greater transparency and consistency with regulations,” said WSP Canada consultant Nick Price. The consultants provided more definitions and greater clarifications regarding certain parts of the (proposed) bylaw, addressed the issue of illegal secondary suites, included landscape requirements for new developments, looked at the current restrictive regulations governing group homes, looked at mixed use developments, and considered the development of patios in the downtown area. “We reduced the number of land use districts (in the proposed bylaw) from 11 to four, and gave each one a specific purpose,” said Price. “The number of commercial districts was reduced from five to three, while the number of residential districts was reduced from three to two.” Direct control districts were removed and amal-
gamated into “proper” districts. “The direct control districts were an administrative nightmare because any changes had to be brought to council,” said Price. Persons applying for a discretionary use under the proposed bylaw must demonstrate to the satisfaction of the Development Authority that the proposed use conforms to all relevant sections of the Municipal Development Plan. The consultants also provided clear clarification on signage with illustrations and definitions on the kinds of signs that are allowed, and developed terms of reference for area development plans. The only overlay documents they included were the ones for the Airport Vicinity Protection Area regulation and the Downtown Action Plan. As part of the proposed bylaw, any development, including any signs located within the downtown overlay shall be subject to design guidelines and regulations within the downtown action plan. The bylaw will be presented for first reading by council after it has been reviewed by committees and community associations. Once that has happened, it will be published at least once a week for two consecutive weeks in at least one newspaper or other publication circulating in the area. As well, the notice of the proposed bylaw is required to be advertised prior to second reading and at least five days before the public hearing. “Administration suggest that in addition to the required public hearing that a minimum of two and possibly a third public information session for public input be held prior to second read-
ing of the proposed bylaw,” said Munro. “This will give the opportunity for the public to ask questions and comment on the changes.” Terms of reference Council approved the draft terms of reference for a Camrose Source Water Protection Initiative that will be developed by the Battle River Watershed Alliance (BRWA). The goal of the initiative is to identify management actions for the protection and enhancement of water quality in the Battle River, which is the source of drinking water for residents of the City of Camrose as well as some residents of Camrose County. “The Camrose Source Water Protection Plan,” states the terms, “will identify risks to source waters within the planning area and outline management actions that minimize or eliminate those risks. This may include planning or regulatory advice for specific land uses and developments, as well as recommendations for targeted management efforts in key areas. The plan may also identify opportunities to incorporate source water protection measures into the municipal planning documents for the City and County.” Redistricting Council gave first reading to a bylaw to redistrict additional lands required for access to a barrier-free home currently under construction behind Camrose Association for Community Living’s current location at 4604-57 Street from public service district to institutional. The City of Camrose granted CAFCL temporary access to utilize city-owned lands to access the barrierfree home until such time as a redistricting application was brought forward.
Alexander “Alex” Adam Rowein April 17, 1931 – January 15, 2015 Alexander Adam Rowein was born on April 17, 1931 at Macklin, SK to Alexander and Emelia Rowein. He was the youngest of seven children and grew up in the St. Anthony’s District at Grosswerder. He received his Grade 10 education at Primate and moved to Edmonton, AB to become a welder. He worked in Edmonton for awhile before he decided to move back to Primate where he met the love of his life, Tillie Bosch, at a school country dance. Alex and Tillie were married on June 25, 1951. In 1952, they moved to his Mom and Dad’s farmhouse south of Primate. The only thing they had with which to start farming was their fingers and toes so they would take Johnny and Mary’s cows to milk and shipped cream so they could get money for groceries. In 1960, they bought the Lucky Dollar store in Primate which kept Tillie and the kids busy while Alex farmed. In 1980, they sold the store, but continued farming. Alex was a master repairman; he could fix anything. He enjoyed farming with his son Randy and grandson Cody. They moved to Camrose in 1996 to enjoy city life, but still travelled back home to farm until 2009 when they finally retired after 57 years. During their marriage, Alex and Tillie enjoyed camping, fishing, polka fests and travelling. They enjoyed watching their kids play ball, volleyball and hockey. (The kids always felt they had their own private cheering squad.) They later spent their winters in Arizona. Alex is mourned by his wife of 63 years Tillie; their five children: Francis (Jackie) Rowein and their children Jeffery (Rachel) Rowein – Ethan; and Jennifer (Brad) McKenzie – Austin; Tim (Joan) Rowein and their children Devin Rowein – Roxanna; Calixa Rowein; and Candice (Eric) Klein – Bren, Drew, Alyssa; Sharon (Tim) Findlay and their children Craig (Amber) Stang – Danika, Rylan and Ryker; and Tara Stang; Annette (Dale) Gregory and their children Nicole (Wes) Ganser – Kennedy, Carter, Mason and Colson; Travis (Char) Gregory – Asher, Tenley and Lily; and Mitchell (Courtney) Gregory – Brecken and Brielle; and Randy (Brenda) Rowein and their children Jill (Cole) Fischer – Tripp and Sawyer; Cody (Paige) Rowein; Shannon Rowein and Shelby Rowein; sisters Emelia Beier, Betty Schamber and Margaret Beier; in-laws John (Ida) Bosch, Joe (Gertie) Gramlich, Caroline Bosch, Barbara Bosch and Luella Bosch; special extended family, Phyllis Sieben and Tony Beier, Dan and Lucy Nichols and Judith and Wayne Bosch; as well as numerous extended relatives and friends. Wilfred Walter Soch February 19, 1930 – January 28, 2015 Wilfred Soch was born on February 19, 1930 in Ellerslie, AB, the third child of Samuel and Alvina Soch. He attended school in Canard and Hay Lakes. He married Rita Radtke in St. Stevens Lutheran Church in rural Hay Lakes on July 17, 1952. They had three children Deborah, Cal and Terry. Wilf had a mixed farming operation and also drove school bus for the County of Camrose for 35 years. He retired to the village of Bittern Lake in 1999. Wilf had a love for animals, especially horses and dogs. He had a knack for striking up a conversation with whoever he met. When he was young, he took pleasure in curling, playing and coaching ball. Wilf enjoyed watching his kids and grandkids play in multiple sports and he was an avid fan of the Flames, Blue Jays and Stampeders. In Wilf’s retirement years, he continued to live life to the fullest. He enjoyed curling, floor curling and shooting pool including playing a game of pool with his friends prior to suddenly passing away in the early morning of January 28, 2015 at the age of 84. Left to cherish his memory are his wife of 62 years, Rita; his daughter Deborah and her husband Dennis of Calgary; his son Cal and his wife Lori and their two children, Jordan and Kelsey of Beaumont; his son Terry and his wife Debbie and their two children, Dylan and Darby of Camrose; his sister Flora Knoske of Edmonton; his sister Margaret and her husband Yorry Sibulak of Edmonton; his sister-in-law Adoline Soch of Hay Lakes; and his brother-in-law Gary Radtke of Camrose. He also leaves to mourn many nieces and nephews and relatives and friends. Shirley Rose Prehn Shirley Rose Prehn was born at Heisler, AB on the family farm to Peter and Rose Badry on December 18, 1935. She passed away on January 26, 2015 at the age of 79 years. She was united in marriage to Joseph Prehn on April 16, 1956 and together they made their home on the family farm for 58 years. To this union, three children were born. Shirley was predeceased by her parents; brothers Earl, Art and Henry, and her daughter Phyllis. She is survived by her husband Joe; brother Peter (Irene); and sister-in-law Theresa. She will be deeply missed by son Larry (Deb) Prehn; daughter Arlene (Ray) Deren; son-in-law Ray Sevigny; eight grandchildren Amber, Brad (Allyson) Prehn, Dallas (Kerry), Mandy Oberg, Nicole and Nolan Deren, Jordan (Suzie) and April Sevigny; as well as four great-grandchildren Ethyn, Levi, Griffin and Julia Prehn. Her boundless faith, love and energy will inspire us and live on in our hearts forever. Find what is soul filling For the first time, this New Year’s Eve, I discovered an important truth about life while playing a board game. Settlers of Catan isn’t the type of game where I often stumble upon earthshattering revelations – in fact, I usually receive grief from my husband for talking about topics other than game strategy. This New Year’s, we had settled down for a game with my brother and sister-in-law in our home while our three children were asleep. My brother is relatively new to Settlers, which is a game of building. He spent a considerable amount of time on each turn trying to figure out what he wanted to do next before knowing what cards to offer in trade with the rest of us. Did he want brick for roads? Or wheat to build a city? Before long, my sister-in-law said with exasperation, “If you don’t know what you want how are you going to get it?” I suppose it was because it was the eve of a new year and because I was way up past my bedtime, that I decided this was a perfect metaphor for life. If we don’t know what our goals are and what kind of legacy we want to leave, how can we take the steps to get there? I have a phrase written in pretty handwriting, on a pretty piece of paper that is sitting in my kitchen for me to see often. A few years ago, my uncle said these words to me days before he passed away: “Do what you love and don’t wait, do it now.” As meaningful as these words felt, I struggled with them. I still struggle with them. I don’t think it should be difficult to do the activities we love. To me, that is fairly simple. But how do you know what you love to do to begin with? I’ve found that I can quickly decide what I don’t like, but find it harder to decide what I do like. Olives? No thanks. Colour and texture of laminate countertop? I’m stumped. (My husband brought home just three different samples to choose from – he knows.) But I think I’m figuring it out. The test is what fulfills and replenishes us. What activities make us feel alive, on fire, ready to take on the world? What activities are we doing when time seems to melt away? If I spend time crocheting and feel frustrated and at odds when I’m done, then either I need more practice or that’s not the activity for me. If I sit down and plunk away on the piano or strum the guitar for a while and feel calm and peaceful afterwards, then maybe those are activities I should focus on. For me, one of those rejuvenating activities is writing. My dad used to say it was like the “ink was flowing out of my fingertips.” It felt natural. But back to the board game night revelation. Our time these days is so precious. Everything is fast-paced: now, now, now. We need to be deliberate about how we spend our free time and that can include setting goals for what we want to be doing in five, 10, 20 years, and deciding what steps it will take to get there. The first step for me is deciding what activities are soul-filling. And then deciding where those activities should take me. Now if only laundry was a rejuvenating experience.

A three element grille design, muscular fender flares, projector beam headlights and fog lamps, and an athletic stance are a true testament to the passionate craftsmanship that goes into Terrain’s every detail. Terrain’s easy-to-use multi-flex sliding rear seat and 60/40 split rear seatback makes going from carrying people to cargo easy. The second-row seats fold down on either side for large loads
– with up to 1,809 litres of available cargo space. The Terrain is not just capable on the inside. It’s also inviting and comfortable. Available front heated seats can be activated when you use the remote vehicle starter system. Both cushions and seatbacks have heating elements to spread the warmth evenly for added comfort. Both the driver and front passenger in Terrain Denali enjoy the comfort of an eightway power seat with power lumbar. The two front sill plates on Terrain Denali are illuminated and polished. An auxiliary 12-volt power port and a USB port let you charge portable electronics and connect your MP3 player to the audio system. The interior features an oversized glove box, in addition to a centre console that’s deep enough for a laptop. There’s also a smaller compartment under the centre armrest and two-tier storage in the door panels. The windshield angle, body shape and mirrors are designed to help manage airflow to reduce wind noise.
For additional quiet, Terrain is engineered with triple door seals and an acoustic laminated windshield and front side glass. While the upper door opening is set high for clearance, the floor is at a lower, car-like height, making it easy for people of all sizes to enter and exit. Power
Terrain offers two sources of power. Standard is the 2.4 litre I-4 which, with front-wheel-drive models, offers 7.3 litres per 100 km highway fuel consumption. Or, there is the available 3.6 litre V6 with an abundant 301 horsepower. For precise fuel distribution and fast, efficient combustion, both engines feature Direct Injection technology. By injecting fuel at over 13,790 kPa (2,000 psi), the air and fuel mix more completely, for crisp throttle response and a lean blend for efficiency at cruise speeds. Variable valve timing delivers the power of a highperformance engine with the low-speed response you need for trailering or climbing steep inclines. Eco-Mode allows the 2.4 litre engine to hold gears
longer, with only a slight decrease in acceleration. The six-speed transmission has a wide ratio spread for brisk acceleration and reduced highway rpm. The gear ratios between first and sixth are appropriately spaced for strong, consistent acceleration at almost any speed. The transmission includes automatic grade braking, to reduce the need for braking during a hill descent. Trailer sway control keeps both you and your trailer heading in the proper direction, automatically. The system uses StabiliTrak sensors to detect the rocking of a swaying trailer, then applies the vehicle’s brakes to help bring it back in line. Instrumentation
From behind the wheel of the Terrain you have a direct line of sight to gauges, easy fingertip access to controls, and voice command of available entertainment and navigation functions. Housing sales slow in last quarter By Dan Jensen
Housing sales in Camrose slowed to a near crawl in November and December of 2014. A newsletter published by A lta r io Appraisals shows that of the 64 sales of improved properties in the fourth quarter, only 23 occurred in November and only 10 in December. “ This low level of activity does, of course, come on the heels of some torrid market over the 12-month period ending October 31,” said Altario Appraisals owner Jerry Iwanus, “but the question is whether it is indicative of a trend, particularly if oil prices remain low for some time.” While sales were lower, the mean (average) price for home sales in the quarter was the fifth highest for any quarter since 2003, at $284,614. The median price of $280,000 was the seventh highest ever. “This was down from $288,250 in the third quarter but up from $265,000 in the fourth quarter of 2013,” said Iwanus. “ The median price in the first quarter of 2008 was $284,900.” The number of sales of $400,000 or more in
the 12 months just ended was 55, compared to 35 in the 12 months ending December 31, 2013. Four of those $400,000+ sales occurred in October, three in November and two in December. The total number of properties on the market via MLS in early January of this year, excluding vacant land, was 73, as opposed to 114 at the beginning of October (2014). “If we consider this relative to the 64 sales that occurred in the fourth quarter of 2014, supply and demand are still in balance but with a slight bias toward oversupply,” said Iwanus. “If so, we shouldn’t expect prices to rise over the next while, but neither should they fall to any extent. That would be the case only if what we’ve seen in the latter stages of 2014 continues apace.” Small towns A lta r io Appra isals recorded 57 fourth quarter sales in the small towns of the area it tracks daily (as far north as Ryley, Holden and Viking in Beaver County, as far east as Hughenden in the MD of Provost, as far south as
Veteran in the County of Paintearth, and as far west as Bake Lake). The total number of sales for the year was 272, versus 239 in 2013. T he number of acreages sold in all of Camrose and Flagstaff Counties, as well as in the north part of the County of Stettler, the east part of the County of Wetaskiwin, and the southernmost part of the County of Beaver) was 20 in the fourth quarter, for a yearly total of 111. Acreage sales for all the above counties in 2013 was 109. At least seven downtow n Ca m r o s e c ommercial proper ties cha nged ha nds dur ing the yea r. “It (2014) was a very significant year in terms of change of ownership of downtown properties,” the likes of which I have not seen in my 12-year appraisal career,” said Iwanus. “ This represents a true generational shift in downtown Camrose.” Camrose continues to experience a paucity of industrial land at present, although there were several industrialcommercial properties initiated in 2014.
Apartment rental rates increased by fair bit in 2014 By Dan Jensen
Camrosians paid considerably more to rent an apartment in 2014 according to the latest Canada Mortgage and Housing Corporation rental market report. The average cost of renting a bachelor suite rose to $667 this past October, up from $557 in October, 2013. The average rental cost for a one bedroom apartment rose from $698 to $714, while the average rental cost for a two bedroom apartment rose from $867 to $910. The average cost of rent-
ing a three bedroom apartment rose from $894 to $964. The provincial average rent for a two-bedroom apartment in October was $1,238, an increase of 5.7 per cent from what it was in October, 2013. In Calgary, the average two bedroom apartment rent was $1,322 per month (2014), while in Edmonton the average monthly rent was $1,227. Among urban centres, the lowest average two bedroom rent was in Medicine Hat at $795 per month. The market with the highest average rent continued to
be Wood Buffalo, at $2,118 monthly. Lower vacancy rate The overall vacancy rate for all apartment types (bachelor, one-bedroom, two-bedroom and three-bedroom) in Camrose dropped from 3.7 per cent in October of 2013 to 2.3 per cent. The vacancy rate for bachelor apartments increased by zero per cent to 8.3 per cent, while the vacancy rate for one-bedroom apartments went from 3.6 per cent to 2.9 per cent. The vacancy rate for two-bedroom apartments went from four per cent to

1.9 per cent, while the rate for three bedroom apartments stayed the same as it was in 2013 at zero per cent. The number of apartments on the market in October 2014 was 967, the same as it was in October 2013. Bachelor apartments numbered 24, one-bedroom apartments 274, two-bedroom apartments 645 and three-bedroom apartments 24. T he apa r t ment vacancy rate in Camrose in October was the eighth highest in the province,
behind Wood Buffalo at 11,8 per cent, Cold Lake at 8.7 per cent, High River at 6.3 per cent, Sylvan Lake at 5.6 per cent, Lethbridge at 4.8 per cent, Medicine Hat at 4.1 per cent, and Brooks at 4.1 per cent. Lacombe and Canmore had the lowest vacancy rates at zero per cent, followed by Strathmore at 0.5 per cent, Okotoks at 0.9 per cent, Grande Prairie at 1.2 per cent, Calgary at 1.4 per cent, Wetaskiwin at 1.6 per cent and Edmonton at 1.7 per cent.

The Camrose Kodiaks scored four straight goals to defeat the Calgary Canucks 5-2 in the EnCana Arena on Jan. 25. Danton Davis opened the scoring late in the first period. Then the Canucks scored twice including a power play marker in the first minute of the middle frame. The Kodiaks growled for the rest of the game as Ryker Leer, Tanner Younghans, Brett Njaa and Cam Gotaas supplied the tallies. Camrose doubled Calgary on the shot clock 48-24 with goalie Devin McDonald turning away 22 of the 24 shots he faced. “Playing the Calgary teams is tougher for us because it is a slower game. They try and lull you to sleep, especially in Calgary,” said Scott Ferguson. “It’s hard to play those games, but we did fairly well. We try to play our own game and style no matter who we play. When we play Brooks, we want to go a little harder then that.” The Kodiaks tamed the Calgary Mustangs 5-1 on the Camrose Women’s Shelter Walk a Mile fundraising night. It was the Mustangs that needed new shoes after the one-sided affair. Scott Ferguson and Younghans scored two minutes apart in the first and then Nelson Gadoury added a power play marker in the second to extend the lead to 3-1 after two periods. In the third, Dallas Bergstrom and Ferguson with his second on the evening put the game out of reach. McDonald blocked 25 of 26 shots in the Camrose cage. Camrose takes on Brooks in three of four scheduled games to set up a playoff atmosphere. “These points are huge right now. It could mean having a small gap lead going into the playoffs, or allowing us to get a big lead on them. These points matter and are the biggest of the year,” explained Ferguson. “We have to go out and get them. It also makes a statement if we meet them in the playoffs. These games will be a table setter for future games to come.” This season Camrose and Brooks have proven to be the best teams in the south. “They have been good ever since I have come to the Kodiaks. They always play well and have had success in the playoffs the last few years. I want to beat them bad and I know the rest of the guys do too,” continued Ferguson. Continued on page 33

Brooks has a deadly power play that can steal a game. “Their power play is the biggest part of their game,” said Ferguson. “We have to be disciplined and try to stay out of the box. If we do get a penalty we have to keep composed and kill it off the best we can. We have to be disciplined. If you take too many penalties in the playoffs, that’s how you lose games. Power plays and penalty killing are often the determinator in the outcome of who is going to win the game in a playoff series.” The Kodiaks host Brooks in the next home game at the EnCana Arena on Feb. 7 at 7 p.m. and then take on the Canmore Eagles on Feb. 8 for a 2 p.m. start time.

Vikings bounce back

The Augustana Vikings rebounded from a four game losing streak to garner two victories over the Portage Voyageurs 9-0 and 5-2 to take fourth place in the hockey standings, Jan. 23 and 24. Scott Swiston, Jeff Lorenz, Alex Rodgers, Corey Kosloski and Connor McLaughlin scored in the 5-2 game. Lorenz and McLaughlin each chipped in with two assists as well. Goalie Chase Martin stopped 27 of 29 shots to pick up the win in net. The Vikings exploded for nine goals to snap the losing streak in a big way. McLaughlin led the charge with a hat trick and an assist on the night. Devon Hobbs scored twice, while Adam Johnson, Kosloski, Swiston and Preston Eshenko added single markers. Joel Danyluk earned the shut out with 38 saves in the contest. The Vikings host the Concordia Thunder on Feb. 6 at the EnCana Arena starting at 7:30 p.m. Volleyball
The men’s squad built up a four point cushion on top of the northern standings with two straight match wins over Concordia on Jan. 23 and 24. Augustana swept both ends of the series in three straight games. The first match scores were 25-14, 25-19 and 25-15 and 25-12, 25-13 and 25-23 in the rematch. Andrew Kaliel had 10 kills and five digs, while Jason Abma recorded seven kills and 10 digs. Setter Devon Varga had 34 assists. In the rematch, Cole McCartney had eight kills, Logan Pasishnik set up 27 assists and Nazheef Gangji had nine digs. “We were able to give players a rest because of our depth this year. The veterans feel more refreshed as we head towards the playoffs,” said Gangji. “Everyone contributed to the wins and it gives all of the players more confidence. It is good to know that if someone has a bad game, we can put someone else in and the team can be just as strong.” The women’s team won 3-0 and 3-2 against Concordia. The Vikings won 25-16, 25-17 and 25-18 in the first match. Augustana had to play five games to win in the second outing. Jill Alcorn led with 15 kills and eight digs in the first meeting, while Stefanie Zahara had 31 assists and Keri Alcorn earned 17 digs. Alcorn led with 17 kills, Zahara recorded 36 assists and 25 digs in the rematch when the Thunder was heard. The King’s Eagles will provide the home opposition on Feb. 6.

Since the first week in January, I have been busy both as your Member of Parliament and as the Minister of State for Finance. Two weeks ago, I was pleased to meet with many constituents in Drumheller and Strathmore as I hosted prebudget consultations. I also hosted similar events in Calgary and throughout Ontario. I have been in Ottawa meeting regularly with Finance Minister Joe Oliver. There is a great deal of work to be done as our energy-rich nation deals with declining global oil prices. On Feb. 9, I will be in Oyen and Hanna and the next day in Drumheller and Three Hills, to hold open house prebudget consultations. I hope that many of you will stop by to share with me your thoughts on what should be in the next budget. If you’re unable to make it in, visit www.fin.gc.ca to send in your ideas electronically. Members of Parliament have returned to Ottawa and we continue to talk about the fragile global economic recovery. Declining world oil prices are affecting our oil producing provinces, including Alberta, as well as our national economy as a whole. In Alberta, we have seen cycles like this before. I have every confidence in our energy industry’s ability to weather this storm. Furthermore, Canada’s economy is diversified. Other industries across Canada are strong. Canadian exporters and manufactures, for example, will experience less input costs and benefit from a lower Canadian dollar. Canadian consumers are enjoying lower costs at the pump and more dollars in their pockets to spend in their local communities. And while these declining oil prices will impact our flexibility, we will still balance the budget in 2015. Our Government is going to deliver on the promise we made to Canadians to eliminate the budgetary deficit. We will do so by keeping on track. We are going to continue to abide by our strategy called “Canada’s Economic Action Plan.” Our government is always focused on skill development. So, one of the things that we want to continue to see is a welleducated workforce and we want to make certain that people have opportunities to the jobs of the future. I’d like to thank all local employers who have applied for funding under the Canada Summer Jobs Program 2015. It is estimated that up to 35,000 young Canadians will benefit from summer employment through Canada Summer Jobs 2015, while helping employers address skills shortages. When we keep taxes low and help to create jobs, we keep more money in the pockets of Canadian workers and their families. We want to help families, industry, and municipalities. We want to help Canada’s economy continue to expand.
