Canadian Finals Rodeo The 43rd Annual Canadian Finals Rodeo will be happening at Rexall Place on November 9 to 13, and will be attracting thousands of rodeo fans every day. They come for the atmosphere, the entertainment, and, of course, to watch the cowboys. One of those competitors in this year’s saddle bronc event will be Layton Green from Meeting Creek. This is the 22-year-old’s second time qualifying for the Canadian Finals open. (He won the novice division in 2012). After attending well over 100 rodeos this year, he has spent the last month preparing for the Edmonton event and currently sits in second place in the Canadian Professional Rodeo Association Saddle Bronc standings.

Governance Initiative to host open houses By Murray Green

Residents in the region are encouraged to join the conversation through community open houses. Information will be gathered through a public engagement phase of the Flagstaff Intermunicipal Partnership (FIP) Regional Governance Initiative. “Citizen engagement is vital as we work together to chart a path forward for the region,” said Bob Coutts, Deputy Mayor of Forestburg and FIP chair. “I encourage as many people as possible to attend the open houses and have their voices heard.”

The intent is to have these open houses spread across the region to ensure opinions are gathered from as many communities as possible. The first open house took place on Nov. 1 in Strome and a second one was held in Alliance on Nov. 3. The final two will be held at Heisler Seniors Centre, 10 a.m. to 1 p.m. on Nov. 19 and at the Hardisty Community Hall, 2 to 5 p.m. on Nov. 19. A public information package on the Regional Governance Initiative will be available on the project website

(www.f lagstaffunited.ca) ahead of the meetings. If people are unable to attend, feedback can be given through the website as well. The Flagstaff Regional Governance Initiative is exploring new ideas and ways for collaboration between FIP communities. Using input from citizens and community leaders, its goal is to develop a new vision for the region to help it become more successful over the long term. County Protective Services manager Mike Kuzio brought two speed limit reductions to Camrose County council for consideration at the regular meeting on Oct. 25. He proposed, in agreement with the public works department, that council approve the speed limit change on TWP 422 between Highway 21 and RRD 220 from 80 to 70 km/h (north of Bashaw). “This is a newly constructed piece of road and the reason for the speed limit change request is based on how the road had to be constructed. Usually the road is designed for a 80 km/h speed limit, however because public works was not able to cut the crest of the hills and fill in the sags, it limits their stopping site distance,” explained Kuzio. The speed limit change didn’t sit well with council members. “I disagree with the recommendation because we spent a lot of money on this road, only to reduce the speed. This is the reason we rebuilt this road was to cut the hills down and the wetlands were there before, so I don’t think people on that road will accept a speed reduction when there is no record of a lot of accidents on that road,” said councillor Jack Lyle. “I’m not impressed. This

road was just rebuilt for vehicles to travel at 80 km/h. Before you could go 80 km/h and now it’s a brand new road and you can only 70 km/h. I think it is poor planning to build a road that isn’t as good as the one we had previously,. We made it worse,” said councillor Brian Willoughby. The reasons public works was not able to design (cut crest of hills and fill in sags) TWP 422 as per normal specs was because workers were not able to fill in along wetlands; they were not able to cut above high pressure pipelines and public works wanted to keep yard site disturbance to a minimum. “The pipelines didn’t allow us to cut down as much as we wanted,” said construction and design coordinator Jeri Smith who stated safety reasons for the speed limit request. “It is designed for a lower speed. We couldn’t do much about the site lines.” Councillor Willoughby suggested that it should have been brought to council’s attention before the road was built, not after. “It takes time to get permits, a year in advance, so we were running out of time,” said Smith. “We plan these roads years in advance and it was on the books, so there was plenty of time to get environ-

Motel fire claims one By Murray Green

The RCMP major crimes unit from Red Deer and members of the Bashaw RCMP Detachment obtained confirmation of the identity of the victim who died when an early morning fire swept through the Bashaw Motor Inn on Oct. 10. On Monday morning at about 1:15 a.m., Bashaw RCMP were called to the scene of a fire at the Bashaw Motor Inn located off Highway 53, near Highway 21, south of Camrose. The body of 54-year-old Barinder Singh Tiwana was identified through the use of DNA during the course of an autopsy and subsequent testing at the office of the chief medical examiner in Calgary. The fire scene has been released by investigators,

however, the police work is far from over as the investigation is ongoing. Bashaw RCMP confirmed that there was graffiti damage to property located on the premises of the Bashaw Motor Inn the day after the fire. Police have no information to indicate the mischief to property and motel fire are related in any way. Investigators on scene at the Bashaw Motor Inn were able to search through some areas of debris and confirmed finding remains of one person. Three persons had been taken to hospital in addition to the death. Anyone with information about the fire at the Bashaw Motor Inn is asked to contact police at the Bashaw RCMP Detachment at 780-372-3793.

The motion to change the speed limit was denied. A second request that council approve the speed limit change on TWP 450 near a residence located at 18162 from 80 to 60 km/h. On the reconstructed portion of the Kelsey Road near the residence located at 18162 Twp 450 (SW2-45-18-4) there is a steep hill at this location, which limits the highway users’ stopping sight line. Usually public works would cut the crest of such a hill to improve the stopping site line, however, due to a residence located on the top north side of this hill, public works was not able to cut the crest of the hill. Public works requested the speed limit for this area be changed from 80 to 60km/h and the motion was carried.

Police responded to a single vehicle collision on Highway 617. The 22-yearold driver was not under the influence of alcohol, or drugs and suffered minor injuries. Police are investigating a possible attempted child abduction, while a youth was waiting for a school bus. Police would like to remind Camrose County residents to speak to their children about possible dangers when approached by strangers and the appropriate response to ensure their safety.

Police received a driving complaint of a possible impaired driver. Camrose RCMP located and intercepted the vehicle. The 19-year-old female driver displayed signs of intoxication and was subsequently arrested for impaired operation of a motor vehicle. Camrose County officers received a complaint regarding quads trespassing on private property located near Highway 833 and TWP 492A. There have been numerous quads trespassing on this property recently and, with hunting season beginning on Nov. 1, it is possible the trespassing could increase. If any persons witness offhighway vehicles trespassing on private property, they are asked to contact your local law enforcement and provide as much information as possible such as licence plate, color, make, model of vehicle. A garage was broken into in the County of Camrose and items including a generator, two axes and a hedge trimmer were stolen. This is under investigation. Police also received 11 reports of traffic collisions; four reports of speeding/ erratic driving and four false alarms.
