Attention homeowners! It’s time to get any hazardous waste products you may have out of your home and into the appropriate hands for safe disposal. On Friday, June 16 from 3 to 7 p.m. and Saturday, June 17 from 9 a.m. to 3 p.m., certain household hazardous waste products will be accepted at the Public Works Yard, 4202-51 Avenue. Personal-use (non-commercial) adhesives, aerosols, ammonia, art supplies, bleach, barbecue starter fluids, cleaning fluids, disinfectants, drain cleaners, flea powder, herbicides, insecticides, metal polish, oven cleaner, pesticides, pharmaceuticals, photography solutions, rodent poisons, solvents, swimming pool chemicals, waxes and finishing products can be safely disposed of only on these two days at the Public Works Yards. Many times, these types of hazardous wastes are left at the Centra Cam Recycling Depot. These products cannot legally or safely be dropped off at the Recycling Depot and should also never go to a landfill. Please take advantage of this opportunity, which only happens twice per year, to be kind to the environment and get rid of dangerous and potentially lethal hazardous products from your home.

A 73-year-old woman was reported missing to Camrose RCMP when family had not heard from her for a number of days. The woman was entered on the police database as missing and was later located with friends. June 2

Protecting the Camrose County residents By Lori Larsen

Camrose County residents can sleep a little more sound at night knowing their safety and well being are on the minds of both the RCMP and Camrose County Protective Services (CPSS). Led by manager and Sergeant Mike Kuzio, the Camrose County Protective Services team of three peace officer operates under the authority of the Alberta Solicitor General and perform preventative and investigative duties under the Traffic Safety Act, Gaming and Liquor Act, Animal Protection Act, Environmental Protection Act, Highway Development and Protection Act, Petty Trespass Act, Provincial Offences Procedures Act and County Bylaws. In his duties as manager of Protective Services Kuzio oversees the county peace officers, fire services, health and safety and is the director of emergency services. “We are keeping everything related to emergency services under one umbrella,” said Kuzio. The geographical area covered by Camrose County Protective Services consists of as far north as Miquelon Lake Provincial Park, south to Pelican Point Resort (south of Bashaw), east to just before Daysland (Range Road 170) and west just before Ace Manufacturing Range Road 225, a vast area for three officers to cover. “We work consistently with the Camrose and Bashaw RCMP, and have a very good working relationship with them,” explained Kuzio. Jurisdictions

Within the boundaries of CCPS and under the county jurisdictions are the following county hamlets: Kingman, Round Hill, Armena, Ohaton, Kelsey, Meeting Creek, Duhamel, New Norway, Tillicum Beach and Pelican Point. Aside from these, CPSS is also responsible for contracts including the municipalities of the town of Bashaw, villages of Edberg, Ferintosh, Bittern Lake, Bawlf and Hay Lakes. Enforcement

In the early part of the spring the County peace officers were busy enforcing road bans and protecting county infrastructure by enforcing weights and measurements on commercial and farm vehicles. “We try to work with the oil fields and farming communities,” said Kuzio. “We are not out there to just hand out tickets, but we do want to make sure people are obeying road bans. The county doesn’t put them on very often so

when they do, we know the roads are pretty bad.” With the road bans recently lifted, the county officers are focusing their attention on gravel haulers and patrolling the parks within their jurisdiction. “Gravel haul starts up, which keeps us very busy,” said Kuzio. “We do receive regular complaints about gravel hauling.” One of the many duties performed by the CCPS officers is to ensure the protection of the county roads and infrastructures and they do so by enforcing the laws and regulations regarding weights and dimensions of commercial vehicles. Officer Manie Germushuysen is very knowledgeable on load securement and weights and dimensions of commercial vehicles and gives presentations in those areas of concern. “Every spring we do educate all our gravel haulers as a reminder on the rules of the road and to ensure all gravel trucks follow County Bylaw and their Special Haul Permit conditions,” said Kuzio relating to the damage overweight and overloaded vehicles can cause to the road systems. “We get daily calls for service that include questions from the public and farmers on what they can and can not have for weight and loads, and that is a big part of education.” All overweight and over-dimension permits are approved through the CCPS office and Kuzio maintains continuous contact and conversation with

the County Public Works Department. With the warmer weather comes a whole different set of duties for the already busy peace officers as they routinely patrol the parks contained within their jurisdiction which include Tillicum Beach, Ross Flats, Pelican Point, New Norway campground and Ferry Point ensuring that all users are obeying the law and rules of campgrounds and recreational areas. “The summer hours started May 1 with shifts starting at 6 a.m. and going as late as 2 a.m.,” remarked Kuzio. “The peace officers are out patrolling the parks specifically for noise concerns and other issues that would interfere with the enjoyment of the parks for all users.” Already this month the peace officers have had to evict two groups from campgrounds. Kuzio added that property theft within the county is an ongoing concern and he stressed that residents should call their local law enforcement agencies if they see any suspicious vehicles in or around their property or in the county in general. “Don’t hesitate to phone it in even if it does turn out to be nothing, if we don’t know about it, we can’t do anything about it. If it should become criminal then we can turn it over to the RCMP. “If you see something suspicious or someone trespassing and you can safely get a vehicle description, number of occupants in the vehicle or at

best a licence plate number that will assist law enforcement tremendously. Also just noting the time and date and location so we can be aware and know when to get into those areas a bit more,” added Kuzio. “No information is insignificant.” The peace officers are making every effort to ensure they are visible throughout the county and within the villages and towns they patrol. “We know there are certain spots that have a little bit more suspicious activity than others so we try to make sure we are there more.” Broad spectrum

County officers are also equipped with radar and enforce moving traffic violations under the Alberta Traffic Safety as well as authority under the Commercial Vehicle Safety Alliance as commercial vehicle and dangerous goods inspectors. “While the county officers are not trained to go pick up dogs, nor do we have a shelter in place, we do contract out that service to Old MacDonald Kennels out of Ponoka,” noted Kuzio. “They do weekly patrols and if complaints come in they go out on special patrols with the approval of myself or our department administrative assistant. The complaints are received through the CCPS office then Old MacDonald is dispatched from there. “They have the proper equipment and a van as well as housing for the animals,” explained Kuzio. “And they

are a No Kill shelter, which means they adopt out the animals.” Aside from working with the RCMP the CCPS officers also work closely with Fish and Wildlife Enforcement Branch and Society for the Protection and Care of Animals (SPCA) and the Commercial Vehicle Enforcement Branch brand Inspector Kuzio also instructs DARE at the county schools, most recently at Hay Lakes and Bawlf, and has instructed at Round Hill and New Norway. “It is a different aspect of my job and the kids are a lot of fun,” he said with a smile. 2016 statistics

The members of CCPS are kept busy throughout the year as demonstrated by the 2016 statistics for the County with 462 violations tickets being issued, 254 verbal warnings and 64 motor assists, which consist of assisting motorists who have broken down or in distress. In conclusion, Kuzio commented that despite a large area both geographically and enforcement the officers work diligently on being proactive. “We focus on being proactive and being visible throughout the county but as the complaints and calls come in our priorities shift to responding to them. “Between our traffic and our complaints that is the primary duties of the officers. We try to provide excellent service to the ratepayers.”

The Battle River Community Foundation awarded a grant to the Flagstaff Kids Connection Daycare to assist with the costs of opening and first year operations of the day care centre. The grant is from income from the Lindseth Family Fund, the Annie and Dick Drever Fund, the Irene and Willis Felzien Fund and the Niehaus Birkjar Family Fund, all created to support projects and programs for residents of towns, villages

and Flagstaff County served by the daycare. The Battle River Community Foundation exists to support projects and facilities, such as this, in East Central Alberta which benefit the local communities and have a positive impact on the future. Grants from the Battle River Community Foundation are primarily made possible through the generosity of individual donors and organizations that have cre-

ated endowment funds. The principal of these endowment funds are kept intact and the income is made available annually to support local projects and organizations. Since it was founded in 1995, the Battle River Community Foundation has granted over $4,865,000 to support community facilities and programs operated by organizations like those provided by the Flagstaff Kids Connection Daycare.

Government approves projects in County

Budget 2017 includes $100 million in STIP funding over three years with more than $37 million approved projects in 2017-18 for municipal infrastructure, including local road bridges, resource roads and community airports in rural Alberta. The 2017-18 investment is expected to support more than 200 jobs across the Province as approved projects get underway. Two of those projects will happen within the Camrose County boundaries. A culvert replacement near the Village of Rosalind off Twp. Rd 444 will cost $429,500 of which $107,375 is from the County and $322,125 is from the grant. The second is a bridge replacement carrying 52nd Street over Meeting Creek at the entrance of the Hamlet of Meeting Creek that will cost $580,000 of which $145,000 is from the County and $435,000 comes in the form of the STIP grant. “STIP funding helps our rural and smaller urban municipalities sustain their local transportation infrastructure which contributes to a higher quality of life in these communities. Investing in our towns and counties through STIP will not only ensure they have the roads and bridges they need to grow sustainably, but will also help to create good-paying construction and engineering jobs,” said Brian Mason, Alberta Minister of

The hard work of investigating and subsequently charging individuals for offences against the protection of wildlife and other natural resources has paid off as Camrose Fish and Wildlife Enforcement Branch files get taken to court. “After a two year investigation, three men have been fined just over $10,000 for unlawfully killing a moose in October 2015, near Hay Lakes,” said District Fish and Wildlife officer Lorne Rinkel. “The unlawful kill was located by another hunter who was scouting in the area and found a loaded firearm and a skinning knife, left behind at the kill site.” Investigators used a variety of tools including DNA analysis linking several items of evidence found at the scene and trail cameras that captured images of the suspects. “The initial challenge in the investigation was putting names to the three unknown men caught on the camera,” explained Rinkel. Approximately eight months after the offence occurred Camrose FWEB identified and questioned several male suspects from Edmonton area.

Throughout the course of the interview information was obtained indicating the suspects were in violation of several offences including trespassing, hunting while impaired by alcohol, not licensed (hunting), hunting in a closed season, hunting while unauthorized and failing to report a lost/stolen firearm. “The case had many surprising and unexpected twists and turns, but in the end the noted fines were issued. The firearm was forfeited to the Crown and

a hunting suspension was issued,” said Rinkel. Two Holden area men recently plead guilty in Camrose court to obstructing a Fisheries Officer (Camrose FWEB) and possessing seven Northern Pike of a prohibited length. The two men were ice fishing on Dried Meat Lake and during an inspection by FWEB officers were found in possession of the prohibited fish. Each man was fined $1,000 (about $286 per fish) and given a one year fishing license suspension. Numerous items seized in the case were forfeited to the Crown and one of the two men remains in jail on other matters. On a third matter and as the result of a 2015 public tip to Camrose FWEB, two Daysland area men are being charged with 19 counts under the wildlife act. “After several months of follow up investigations, a search was conducted and seized wildlife items were submitted for DNA testing,” said Rinkel. “The results indicated that the meat represented five different moose (three bulls and two cows), and one male elk. Other items seized included seven birds of prey, five wolf pelts and two trophy mule deer. The accused did not have licenses or permits for any of the seized wildlife and are due to appear in Camrose Provincial Court. Another public tip in 2016 to Camrose FWEB lead to five Camrose and Ohaton area hunters being charged with 10 counts under the Wildlife Act. “After investigation and several suspect interviews, it was found that the five men had participated in the killing, processing and distribution of one moose hunted without a license, and on private property, without landowner permission,” Rinkel said. “The majority of the moose meat in question was recovered and redistributed to a needy family. All five men are due to appear in Camrose Provincial Court.” Camrose FWEB is in the process of establishing a wild meat distribution list for persons who are in need.
