Consumers are extremely lucky to have so many local area producers who grow and process a bountiful variety of foods including meats, poultry, fresh fruits and vegetables, eggs, cereals, flour, honey, cheese, jams, chutneys, syrups, teas, baked goods … and the list goes on! Camrose County wants to make everyone aware of the benefits of shopping locally and to help connect consumers to area producers.

New Norway celebrates summer fun

The New Norway Fire Department not only cooked pancakes at the annual breakfast, they cruised in the parade.
Local 4-H members joined the Canadian 100-year anniversary. A celebration wouldn’t be the same without a parade down Main Street, or a visit from Minnie and Goofy.

We are fortunate with the wide variety of foods we can buy locally, from fresh fruits and vegetables to a wide range of meats including beef, pork, poultry, bison and lamb; to honey, cheese, flour and processed cereals, baked goods, teas and even decorated cakes. Why buy local?
There are many reasons to shop local, but here are the main reasons why I like to buy local foods. • It supports local farmers and processors, farmers receive fair incomes for their work in providing food for us to eat and enjoy. • Local food tastes better! Fresh, top quality, safe food that has not travelled far and is in season tastes “so good.” • Local food offers greater variety of food. Can you buy honeyberries, heirloom tomatoes or Mangelista pork in the grocery store? • Local food is sustainable. Less transportation in shipping food to market; often less use of pesticides. Not all local food is sustainable, so talk to the farmer about their management practices. • Local food builds community. I love to chat with the producers at the farmers’ market or visit their farms. That helps me build a relationship with the grower or farmer, so I can ask how the food was grown or raised, what ingredients are in the food and learn more about where the food comes from. It is fun to visit the farm! Where to buy local?
Market gardens offer opportunities to u-pick or we-pick their crop. For a great list of market gardens, check out www.alberta farmfresh.com. Community Supported Agriculture (CSA) links the consumer with a local farmer. Before the growing season, you buy a membership in the farmers’ crop of vegetables, meats, eggs… Once the crop is harvested, you receive a regular basket of their food. Regional governance initiative still working out the details Submitted
Public meetings initially scheduled for June will be delayed while the Flagstaff Intermunicipal Partnership (FIP) flushes out more detailing of a proposed single-tier governance model region communities.
“Public feedback to date has told us that people want more details to consider particularly around implications for taxes and services to be able to determine if and how a proposed regional governance model offers benefits versus the status quo,” said Bob
Coutts, FIP chair. “While we have made some good progress on what governance can look like, at this point we don’t feel we have made enough progress on services, and taxation and debt. It’s a complex subject and, to avoid frustration, we believe we need to put a
reasonably detailed picture of regional governance on a wall for residents to make comment on and provide further suggestions.” FIP has established a working group of elected officials and municipal chief administrative officers from each region com-
munity to develop further governance model details. A best case scenario will see a regional governance framework completed by Fall 2017. FIP will then go back to region residents with a public consultation process that seeks feedback.

Suspect attempts to break into locked garage June 15
Shortly after 3 a.m. a male was observed attempting to enter a locked garage. Outdoor lights were turned on by homeowners and the suspect ran away on foot. It was determined that this is the same residence that was victim of a break and enter just two days ear-
lier. This file is under investigation by the Camrose RCMP. A male from the Daysland area had his wallet stolen approximately six months ago. The male’s name and information has since been used to create a fraudulent Telus account. This is being investigated. Police have received several
calls of erratic drivers and speeding. Vehicles have been stopped and drivers have been issued violation tickets for speeds as high as 153 km/hr. Police remind drivers to obey highway traffic laws. June 14

Camrose County council authorized the expenditure of $145,000 from the Federal Gas Tax Fund for its portion of the reconstruction of BF 6516 (Meeting Creek entrance), with the remainder of the funding to come from the STIP Local Road Bridge Program Grant (up to $435,000). Camrose County received notice from the provincial government on May 18 that it was awarded STIP Bridge Funding for two of the bridge projects submitted; BF 8899 NE of
Rosalind (up to $322,125) and BF 6516 Meeting Creek Bridge (up to $435,000). “Given approval of STIP Funding for a full rebuild, public works plans to tender this project and have the full rebuild completed by a contractor. This will extend the life of this bridge as the repairs were only expected to defer a rebuild to 2021,” said Teresa Gratrix, corporate services manager. Administration and public works will move forward on these projects. They will install a dual culvert using County services
(contributing 12.5 per cent of cost of project as in-kind labor and 12.5 per cent from the Daysland Drainage District. “This will free up the FGTF money for other projects in the future.” The County will tender and award a contract for the full rebuild with awarded grant funds with 25 per cent of project costs paid for using the gas tax. No grant funding was received for Range Road 192 and Township Road 452. “We can apply for that project again next year,” said Gratrix.

City asks County for pool funds By Murray Green
The City of Camrose approved the capital budget that includes $12 million for an attached competitionstyle lane pool and renovation to the existing Aquatic Centre. Mayor Norm Mayer and city manager Malcolm Boyd approached Camrose County seeking a donation to the project at the May 9 County regular meeting. “The swimming pool was built in 1980 and is now 37 years old. It is starting to need some TLC. The HVAC is having trouble keeping up with water quality. Lowering the depth of the pool would solve some of those issues. It isn’t regulation for swim meets and we have a strong program with the Camrose Sea Serpents,� said Boyd. “The other driver is program constraints. We are having to turn people away.� There is $1 million in the 2017 budget for the design work. The remaining $11 million will be used in 2018-19 to do a substantial renovation and retrofit of the existing pool and then a fairly major expansion to the west of the current building where the spray park is currently. The spray park will likely be moved south of where it is now. The City is gathering information from all user groups to determine the needs that will be used in the design. “We hired a consultant and looked at what was built in Wetaskiwin. We haven’t hired an architect because we are going with an Integrated Project Delivery. What that means is companies sign a contract with a group of contractors to collaborate right away up front and come up with a design that we can afford,� explained Malcolm. The new and current buildings will be attached. The wall at the west end of the existing pool will be modified so the two buildings will be side by side. People will be able to go from one pool to the other. From inside, it will feel like it’s all one even though from the outside it may look like two buildings with an attachment between them. “In 2015, the City had 3,261 users and the County had 1,019 users. About 40 per cent of the swim club were rural residents,� stated Boyd. “Based on the numbers that 23.8 per cent of the users are from the County, we are requesting $2.64 million.� The City asked for a County person to sit on the committee as well. County council received the presentation as information and referred it to the budget committee.

The Alberta Pulse Growers (APG) unveiled its new and improved website at www.pulse.ab.ca that will make it easier for producers to find useful information about growing and marketing pulses. Consumers will also be able to find information about eating pulses. “When producers are looking for information, they need it fast and they need to be able to depend on it to be accurate,” said APG chair D’Arcy Hilgartner of Camrose. “APG’s new website is a reliable source of information that farmers can access from out in the field or just about anywhere. The new site also provides an opportunity for consumers to learn more about how peas, beans, lentils and chickpeas are sustainably produced by Alberta farmers.” APG is committed to providing the best information in an attractive and responsive format to promote the benefits of including pulses in a sustainable crop rotation and in a healthy diet through research and marketing initiatives, all in an effort to increase the sustainability and profitability of pulse production in Alberta. “We are very proud of the resources available for growers and consumers,” added Hilgartner. “This website makes use of technological advances to put up-to-date, reliable pulse information at the fingertips of visitors when they need it.” The redesigned website incorporates the agronomic resources previously hosted, as well as improved access and functionality for new and seasoned pulse growers. The website is also mobile friendly for producers to easily access from out in the field. In addition to a single landing page that highlights popular information such as recent news and coming events, the website is divided into sections focused on Growing Pulses, Eating Pulses and Marketing Pulses to improve navigation. New features also include a place to sign up for news updates in addition to emails, online ordering of recipe resources for teachers and health professionals, and a platform for consumers to comment on and share their favourite new and classic APG recipes. The Alberta Pulse Growers Commission represents 6,000 growers of field pea, dry bean, lentil, chickpea, faba bean and soybean crops in Alberta.

a governance model (boundaries/divisions) to ensure citizens are properly represented by elected officials. Services: Establishing service choices and service levels for all communities. Taxation and Debt: Balancing service levels with taxation levels and ensuring debt remains the

Paterson Grain opens high tech facility By Murray Green
It was an exciting day for both Paterson Grain staff and local producers. The company held a grand opening for its newest terminal in Daysland on June 14. The latest technology allows truckers to pull in for a probe for a sample, weigh, unload a Super B, scale again and receive paperwork in an average of just 12 minutes. That had the producers talking. The Paterson Grain staff are proud of the fact that they can load 136 rail cars in under six hours. That had everyone talking. “From the first day that it became public we were building here to now, has been close to 18 months. We received our first grain in early February, but we wanted to make sure everything was running smoothly. We lucked out with a dry fall and early thaw in the first year for ideal building conditions. If we had to start building this spring, it would have been a different story,” said Shane Paterson, director of trading and transportation in his family’s fourth generation western Canadian company. “It has been great working in this community and the folks have been very supportive. “We handle all of the major crops in the area like canola, wheat and barley. Potentially, we want to get into peas and a little bit of oats. We have a storage capacity of more than 55,000 metric tonnes. It was designed for us to double it in the future. We have ground storage capacity of 40,000 tonnes, so we are hoping farmers can get the off-combine movement that they want,” explained Shane. “We invested a lot in making this facility fast and efficient, which is industry leading. This is the farthest north we have built in Alberta, so the speed is new to the community. The key is to bring grain in and move it out right away. They (rail companies) give us less than 10 hours to load a 112-rail car train. Rail companies and producers both like it because we can do it faster. We want to make it easy to do business with us.”

Most of the grain drops will still be scheduled. “The industry dictates that we will have schedules on any given day. Within that, there are still commodities that are more efficient to put in a bin on the farm to market throughout the year and there are others that you want to get them from the combine to an elevator as quickly as possible. Peas will be an off-thecombine push and we want to have that space available,” Shane added. “We don’t want 100 trucks lined up, so for the efficiency of the facility, we will schedule drop-offs. The farmer’s time is too valuable to have them waiting here in a line.” The facility will attract grain from about 100-mile radius. “What we noticed, more so in Alberta than other provinces, is that producers have Super Bs on farm

and they can load quickly. Our core business is within a 60-mile radius,” shared Shane. “We have been looking at Daysland for a long time. We thought it was an under-serviced area and they have a big production of commodities that we specialize in. We were looking for a couple of years before we decided on Daysland and it had a lot to do with highway and rail systems as well. Camrose County voted in favour of extending water lines from Armena to the Ervick Junction where Highway 21 and 13 meet west of Camrose. “I move that Camrose County proceeds with the tender to construct the Ervick waterline as per the Ervick Water Service and Upgrade Feasibility Study as prepared by WSP,” said councillor Trevor Miller in a special meeting on May 11. Following discussions on how to proceed, councillor Brian Willoughby added a second motion. “I move that administration be directed to prepare the necessary borrowing bylaw to facilitate the debenture of any costs, less any grants, associated with the construction of this project.” Camrose County Council awarded WSP with the contract to complete engineering services on the Armena to Ervick waterline and reservoir construction for the price of $632,000 plus GST with funding to come from project debenture. The new water supply system shall consist of pump upgrades at Armena if needed, a new waterline, and a new water reservoir, truckfill and pumphouse located in Ervick. The new Ervick reservoir, truckfill and pumphouse will service both the existing development and anticipated future development. There is an expectation that landowners adjacent to the transmission line will request a service connection. These connections will be permitted and consideration as such in the design shall be required. Representatives of the landowners of NW 1-47-20-4 met with County administration on the planning and development, and corporate services regarding the industrial development at Ervick last summer and revealed their plans for the development of the first phase in 2017. A motion to pursue the future plans was made. “That council direct administration to proceed with gathering additional information for the potential construction of a waterline to Ervick to be brought back to council at a future meeting,” said councillor Jack Lyle in a motion. Water to residents along the line for eight to 10 acreages would have connection in exchange for easement across land and 20 or more acreages would have potential to pay for water hookups ($5,000 per connection).
