Garrett has been competing for 8 years as a professional bull rider and is currently ranked #4 in Canada. Layton was the 2017 Canadian Saddle Bronc Champion and is currently ranked #2 in Canada.

Encouraging 4-H scholarship application By Murray Green
The 4-H Foundation of Alberta announced the largest monetary scholarship in 4-H Alberta’s history, with the Ona and Elmer Hansen Memorial Scholarship fund. It will award $80,000 to 10 Alberta rural farm youth (25 years of age and younger) who have completed high school and are enrolled as a first-year student at an
acknowledged post-secondary institution. “At 4-H Alberta, we are all about youth and fostering the future leaders of our communities and Alberta. Providing scholarships is one of the many ways we are setting our members up for success,” said Leah Jones, chief executive officer of the 4-H Foundation of Alberta. First place is a $20,000
scholarship; second place is a $15,000 scholarship; third place is a $10,000 scholarship; and fourth to 10th place are $5,000 scholarships each. The Hansen Memorial Scholarship will be ongoing and will award $80,000 or more every year going forward. “We are very grateful for the generous investment through the Hansen Ness estate bequest,” added Jones.
The application period for the Hansen Memorial Scholarship is May 1 to June 30. The application forms will be posted on the 4-H Alberta website on May 1 at www.4h.ab.ca. The 4-H is a leading youth organization committed to developing outstanding leaders with indispensable skills to succeed in today’s society. Through the efforts of a
dedicated provincial network, 4-H offers programs, trips, awards and scholarships for members, volunteer leaders, and families. Today, a big part of the work of the 4-H Foundation of Alberta includes the overview and management of scholarships, as well as fundraising efforts to support the 4-H Alberta’s outstanding youth programs and events.

The Armena 4-H Beef Club is having a great year thus far! We have 12 members this year participating in beef projects including market beef and beef breeding. At the beginning of the 4-H year, we held weigh-in day on Oct. 29. To complete our community service requirements for the year we volunteered at the annual Harvest Supper, Oct. 21, held at the Solid Rock Free Lutheran Church in Camrose and the Armena Beef Supper, Nov. 24. To wrap up the 2017 year and ring in 2018 we had a Christmas skating party on Dec. 3 held at the Armena Skate Park. The club has been participating in many 4-H activities. A few members participated in the 4-H Program at the Camrose Bull Congress in January. As well, some members participated in the 4-H Heifer Show. Fun was had by all! Feb. 11, the members completed the public speaking requirements. All the speakers did a fantastic job. Congratulations to Ashley Ganske and Sarah Scott for advancing to District Public Speaking and most recently, to Ashley for advancing to Provincial Public Speaking. March 17 was the annual farm tour. Members toured each farm with lunch at the last stop. All the calves are shaping up well for the Armena Club Show being held April 28 and 29 at the Multiplex in Hay Lakes. Everyone is welcome to see the members show off their projects. With all of the members busy with activities and project animals, the time will go by very quickly leading up to the annual Show and Sale on June 5. This year, our club will have 12 finished steers that we will show off in the ring and then auction off in the afternoon. We would like to once again express our gratitude to everyone who purchased a steer last year, as well as all of our supporters – we greatly appreciate it.

As spring thaw quickly approaches, drivers are once again asked to be aware of road restrictions and bans on county roads. In an effort to ensure the safety of all residents and travelers and maintain the integrity and sustainability of county infrastructure, all the while reducing costly repairs, restricting weights and dimensions on county roads is a necessity. The road bans for Camrose County came into effect on Saturday, April 14 and are advertised on the Camrose County webpage at www.county.camrose.ab.ca/. Camrose County public works manager Graham Backus spoke to the importance of implementing road bans within the county and what the County does to ensure the process is equitable for everyone. “The way road bans are determined is through a collaboration of people. Doug Wood is the County’s road superintendent, with
30 years of grader operation experience, who represents the 10 grader operators.” Backus explained that each of the 10 grader operators covers an area of approximately 150 miles of road, times two because they have to grade both sides. “It takes eight or nine days for one operator to grade his area. That is a lot of miles for one grader to look after and some roads have a higher impact than others, so one road may be twice a week while others may be once every two weeks.” Backus explained that the superintendent of roads is in daily contact, year round, with the grader operators to determine the conditions of county roads. “During that process the grader operators will discuss the road conditions with Doug to determine whether the roads need to have bans issued, or if the grader operator feels they can manage the road

Safety is always the number one priority for the County when it comes to maintaining the condition of roads. “If we have roads in poor shape that affects the public and we try to do our best to address that as soon as possible.” The second priority is to maintain the lifespan of the roads thus protecting the taxpayers investment. Results from the 2017 Camrose County Budget Survey indicated that the number one priority of the respondents were roads. “It is the biggest part of our budget,” said Camrose County corporate services manager Teresa Gratix. “With 30 per cent of our budget in public works (roads).” Making the decision to enforce road bans doesn’t come easily. “The stance of Camrose County is, we try not to put road bans on. It’s a working collaboration with the private sector (oil industry for example) the
farmers and us,” explained Backus. “We might suggest farmers haul their grain at, for example, 3 a.m. and sometimes the County won’t put road bans on if the operator feels they can manage the impact of spring thaw.” Backus f u r ther explained that the decision to put on road bans ends up being a balancing act between protecting the taxpayers investment and farmers being able to move their products and the private sector being able to do their work. “We try to run our ban process on common sense rather than just a clear cut regulation.” Once a recommendation for a road ban is made by grader operators, the superintendent of roads and the manager of public works, the recommendation is brought to County Council for their decision. “At that point it is up to those seven individuals as to whether they want to put on a ban or not or suspend the ban. We (County administration) just make the recommendation we don’t make those final decisions.” Backus reported that the County is still trying to catch up from the previous
two years of weather that saw a very wet 2016 spring and rainy fall which froze over the winter of 2016/17 and, along with a large accumulation of snow and quick thaw in the spring of 2017, made a mess of the fields and subsequently the roads. “We implemented bans but it didn’t help, so we ended up taking them off because the bans were not doing anything. We pretty much lost the season. We didn’t actually start seeing the roads come together until the end of August, mid September of last year and we are still recovering.” As a result, the County is making an effort to become more proactive by placing road bans for a few weeks in the spring to help grader operators get ahead. At this point the County has also pulled their gravel haulers to adhere to the county road bans. Backus reminds residents, “Gravel does not fix everything.” With bans now in effect, the County encourages residents and people travelling on county roads to be especially vigilant and when in doubt contact the county. Camrose County protective services has four county officers patrolling the roads. “Roads are a priority, right now and we try to treat every complaint or violation with officer discretion and fair judgement,” said Camrose County protective services manager Mike Kuzio. “Our main mandate is to get out there and educate people.” The provincial Traf-
fic Safety Act Weights and Dimensions Section, outlines the road ban exemptions, offences and penalties, however Kuzio said that a list of exemptions is also available at Camrose County office. He made special note that canola, grain and bales are not exempt from road bans. “Last year there was a lot of misconception by people who thought they were exempt from road
bans because of what they drove,” added Kuzio. “That is not the case. It has nothing to do with the class of your licence it depends on your commodity or the load you are carrying.” Road bans are based on axel weight, for example if the road ban is 75 per cent it means the vehicle can only carry 75 per cent of it’s designated axel weight. “Our County enforcement trucks are equipped with
portable scales so we can weigh vehicles on site,” explained Kuzio. “The driver of the weighed vehicle has an option to sign a waiver on site accepting the portable scale weight. If the driver doesn’t accept the portable scale weight the officer will escort him and his vehicle to the nearest certified weigh scale in Leduc.” Under provincial law if it is an emergency circumstance, certain vehicles may
exceed the road ban percentage on roads with road bans, such as water trucks hauling water to a fire. It was Lyle's first time at the inspections held at the Co-op Cardlock facility in Camrose, where he learned that he could use a mechanical brake adjustment. The officers checked about 35 trucks for safety issues and no tickets were issued.

RCMP recover stolen goods By Lori Larsen
As the result of the execution of warrants, Viking RCMP recovered over $100,000 in stolen property including motor vehicles and several firearms. “The sharing of intelligence between various detachments was crucial in solving these multijurisdictional crimes,” said Corporal Brad Mouland, Viking RCMP detachment commander. “We will continue to disrupt activities of those who commit criminal offences and property crimes.” Crime reduction units rely on intelligence gathering to identify crime trends, primarily in hotspots, target repeat offenders and disrupt criminal activity in communities across the province. On April 5, members of Viking RCMP along with members of Killam RCMP and Eastern Alberta District Crime Reduction Unit (EADCRU), executed a search warrant at a resi-

dence in Hardisty as part of an ongoing investigation. During the subsequent search the police located numerous pieces of stolen property that had ties back to thefts in other jurisdictions. On April 11, at approximately 11 a.m., members from the Viking, Two Hills and Vegreville RCMP detachments along with members from EADCRU and K Division auto theft unit, executed a search warrant at a rural property near Bruce. As a result of the search police located a “chop shop” type of operation on the premises and recovered several items of stolen
property from Edmonton, Calgary, Red Deer, Viking, Vegreville, Wetaskiwin, Two Hills, Vermilion, Stony Plain, Wainwright and other jurisdictions. The recovered stolen property included two stolen ATV’s, two stolen motorcycles, eight stolen vehicles, various stolen parts from vehicles that had been dismantled, one loaded 9-mm handgun, 21 long barrelled firearms, including one loaded, thousands of rounds of ammunition, two chainsaws and one concrete saw as well as some methamphetamine, marijuana and LSD(lysergic acid diethylamide.) Five suspects were arrested and charged with four counts of possession of property obtained by crime over $5,000, including four from Bruce, a 41-year-old, 62-year-old, 26-year-old and 34-year-old and a 28-year-old from Viking. All appeared in Provincial Court.
